How to Fill Out a Car Title Transfer

If you are buying or selling a vehicle, you will need to pass ownership of the vehicle by filling out the title transfer. The rules vary from state to state, so it's important to find out the specific paperwork and regulations in your area before moving forward with the sale. In general, however, the steps are essentially the same.

Filling Out a Car Title as a Buyer

• Verify the buyer and seller’s names, the sale date, and VIN number are correct.
• Check the odometer of the car to ensure the mileage on the title is accurate.

Selling a Vehicle

• Your DMV should have an application you can complete for requesting a duplicate title. The application or form might be available online.
• You might not have the title because you haven’t paid off your car loan. In that situation, you need to work with your lender to pay off your loan before you will receive the title. Once paid, you can submit a lien clearance letter or other release form to the DMV to get the lien removed. [2] X Research source
• If the car has a lien, then the duplicate will probably be sent to the lienholder, so it is best to take care of the lien before making the sale.

• If your state doesn’t have a form, you can create your own. It should contain a description of the vehicle, VIN, final sale price, place of sale, and the names of both buyer and seller.

Buying a Vehicle

• Most liens are held by the bank that gave the seller their car loan. The car is used as collateral for the loan. In that situation, the bank probably has held onto the title and the only way the seller can get the title is to pay off the lien.
• However, a seller could have other liens on the car. Accordingly, don’t assume that there are no liens on the car simply because the seller has title. For example, a child support lien might have been placed on the car. Alternately, a mechanic could get a lien on the car for unpaid repairs. • If you have the VIN, you can check for liens by visiting your local DMV or checking their website to see if it has a title check feature. If your DMV's website does have a title check feature, you can enter the VIN to see the title and lien information for the car. This is a critical step, so don’t neglect it.

• The DMV should also have a notary public in the office, in case your state requires that your signatures be notarized.

• You’ll also need the VIN and current odometer reading, which should be on the title form. In some states, the odometer reading will be written on a different form.

Titling used vehicles

To title and register yo​ur newly purchased used vehicle, you will need to submit the following documents, (along with payment for taxes and fees ):

• Proof of ownership - The vehicle's current title has to be properly assigned to you. If the title was issued in Maryland, it can be used as your application for titling and registering the vehicle. If the vehicle is from a state that does not issue a title as proof of ownership, a registration document and a bill of sale may be submitted as proof of ownership.

• Proof of purchase price - This should be a bill of sale signed by both the buyer(s) and seller(s). The bill of sale must be notarized if the following conditions apply:
• ​the vehicle is less than 7 years old; and
• ​the purchase price is at least $500 below the book value; and
• ​the new owner (buyer) wants to base the excise tax (more info below) calculation (6% of the vehicle's value) on the sale price rather than the book value.

​ Dealer A vehicle ​purchased from a licensed dealer, is assessed excise tax. The tax is based on the agreed upon price of the vehicle and includes any dealer processing charge, with an allowance for any trade-in consideration. Manufacturer rebates are taxable. However, dealer rebates and discounts are not. All rebate, trade-in, or discount information must be clearly marked on the bill of sale.

• Maryland Safety Inspection Certificate - The Maryland State Police form certifies that your vehicle meets Maryland safety standards. It is valid for up to 90 days from the date issued.
• If a vehicle is being transferred between spouses or between parents and children, an inspection is not generally required. All other transfers as gifts are subject to the state inspection laws. Gifts of vehicles that are titled out-of-state are not accepted. ​
• Lien release - If the existing title indicates that a lien was placed against it, you must submit a lien release. For a vehicle that was titled in Maryland, this could be a properly completed and signed Maryland Security Interest Filing or a signed letter from the lien holder specifically identifying the vehicle and stating that the lien has been released. If the vehicle is currently titled in another state, you may submit a signed letter of release from the lien holder or you may have the lien holder sign the title indicating that the lien has been released.
• Power of attorney  ( VR-470​ ) -– If someone other than you, the new owner, is signing the titling forms, this document is required.  A copy of the registered owner(s) state issued identification must accompany the Power of Attorney and the person submitting must present their state issued identification.​ ​
• Certificate of origin - This is an ownership document produced by the vehicle's manufacturer.
• Bill of sale
• ​ Title fee

• ​Excise tax and tag fees .​

Your title will be mailed to you. If you also register the vehicle, your registration card, license plates and expiration stickers can be provided immediately when you apply in person at the MVA; otherwise, they will also be mailed to you.​

Maryland Excise Titling Tax

Dealer A vehicle ​purchased from a licensed dealer, is assessed excise tax. The tax is based on the agreed upon price of the vehicle and includes any dealer processing charge, with an allowance for any trade-in consideration. Manufacturer rebates are taxable. However, dealer rebates and discounts are not. All rebate, trade-in, or discount information must be clearly marked on the bill of sale.

Maryland dealers will usually handle the titling and registration of your vehicle for you. The dealer will provide you with a bill of sale and temporary (cardboard) or permanent (metal) license plates before you drive the vehicle off the lot. The Maryland Certificate of Title will be printed and mailed to you later. If a lien is placed against your title, a Maryland Security Interest Filing will be mailed to the lien holder at the same time.

If the dealer does not handle the titling and registration of your vehicle, perhaps because you purchased the vehicle from an out-of-state dealer, you will have to submit the application documents yourself.

Security Interest Lien

If the vehicle is subject to a security interest lien, a recording fee will apply. A notice of security interest filing is mailed to the lending institution or person and the title is mailed to the owner. After the lien is satisfied, the security interest document must be mailed to the owner and kept with the title. Both documents are required to sell or trade the vehicle.

If there is a lien against your out-of-state title:

Federal regulations require that the vehicle's odometer mileage be stated by the seller when ownership of the vehicle is transferred. An inaccurate statement may make the seller liable for damages to the buyer or to the transferee. For more information click here​ .

Certificate of inspection

A safety inspection is required for all used cars, trucks, tractors, trailers, motorcycles, special equipment, and class "B" for hire vehicles being titled and registered in Maryland. They must be inspected by a licensed Maryland inspection station, such as an automobile dealer, service station and specialized automobile service center. A certificate of inspection, issued within 90 days of the vehicle to be titled, must accompany the application for a title. Please compare the vehicle identification number (VIN) on the inspection certificate with the one on the vehicle and the vehicle ownership documents to make certain they all agree. Altered inspection certificates will not be accepted.

License plates may be transferred if the vehicle is titled:

• ​In the joint names of a husband and wife and is being transferred to the name of either the husband or the wife;
• ​In the name of the husband or the wife and is being transferred to the joint names of both;
• ​In the joint names of a parent and a child and is transferred to the individual name of either party;
• ​In the name of an individual and is transferred to the parent and/or child of the individual.

License plates acquired by any person, firm, or corporation for any vehicle owned by them may be transferred to a newly acquired vehicle, providing the following requirements are met:

• The vehicle from which the plates are to be transferred must have been sold, traded, junked, or otherwise discarded.
• The ownership of the newly acquired vehicle has not changed from the name in which the license plates were originally purchased.

Fee For the Transfer of License Plates

If the annual registration fee is the same or less than the previously owned vehicle, the transfer fee ​ will apply. If the annual registration fee is more than the previously owned vehicle, the transfer fee plus any difference in the two registration fees will apply.

If you are transferring license plates and less than 12 months remain before your registration expires, the registration will be renewed for an additional year.​

If an owner of a vehicle originally titled in Maryland obtains a title for the vehicle in another state in the same name, and returns to Maryland, it may be registered by surrendering the foreign title and securing a duplicate Maryland title . There is a fee​ ​ for a duplicate title.

Issuance of a 24-Hour Registration

The MDOT MVA may issue an electronic or digital registration valid for 24 hours, to allow a purchaser of a vehicle to operate the vehicle on a highway in Maryland. Only one 24-hour registration may be issued per vehicle sales transaction.

Office trailers and mobile homes in excess of 35 feet are not subject to the inspection, titling, or registration laws of Maryland. However, they may be titled. The MVA does not collect excise tax when it issues a title. Before the vehicle can be titled, though, the state retail sales tax must be paid, a receipt obtained and submitted with the application for title and other required documents. The state's sales tax division is located in the Maryland State Office Building, 301 West Preston Street, Baltimore, Maryland 21201.

Boat, Camping, Tent or Travel Trailers

All trailers are subject to the same motor vehicle laws as passenger vehicles. They must be titled and if registration is desired, they must be safety inspected (if they are used vehicles).

Homemade Trailers

Homemade trailers may be titled and registered by submitting an application for title to the MVA with two photographs of the vehicle taken from the side and the rear. If the application is approved, the vehicle is assigned a vehicle identification number and a serial plate is issued. The plate must be affixed to the vehicle and it becomes the identification number used in all future transactions.

Freight & Semi Freight Trailers

Freight and semi-freight trailers are subject to the same motor vehicle laws as passenger vehicles. They must be titled and if registration is desired, they must be safety inspected (if they are used vehicles). Freight and semi-freight trailers must also provide proof of motor vehicle liability insurance in the minimum amount required by law. All other trailers are covered by the insurance of the towing vehicle. If a commercial (freight) trailer is converted to an office trailer and the owner wishes to title the vehicle, a state retail sales tax must be paid and the sales tax receipt must accompany the application for title.

How to transfer a car title

( iSeeCars ) — Not fully understanding what a car title is, why it is important, and how to transfer it can cause a lot of headaches during the car-buying process. This is especially true if you’re buying or selling a car privately. So what is a car title and how does the car title transfer process work? We have the important information to help streamline the process for you.

  What Is a Car Title?

In short, a vehicle title is a legal document that proves valid ownership. Without a title, a car cannot be registered with the Department of Motor Vehicles (DMV). And if a car cannot be registered, it won’t be issued license plates, which means that it cannot be legally driven. 

This is why the title is the most important piece of documentation you have for your car. If you plan on selling your car on the private market, ensure that you have the title in your records. If you find that you’ve lost the title, follow the steps outlined by your local DMV to be issued a replacement before putting the car on the market. It will make the selling process go much quicker and easier.

Should I Buy a Car Without a Title?

In most instances, the answer is no. Though the exact process of car registration varies from state to state, it’s common across all states that having the title on hand when going to register your newly purchased car is a lot easier, faster, and more straightforward, not to mention cheaper, than if you didn’t have the title. 

If you do buy a car without a title, expect to complete and submit additional documents, possibly get additional inspections for things like smog and safety, and spend a lot of time waiting for all this paperwork to be processed by the DMV. It’s a long, slow, painful process – and it all can be avoided if you buy a car from someone who didn’t lose the title. 

It’s worth noting that the process varies by state. Connecticut, for instance, does not require a title for registering any car over 20 years old. On the other hand, if you buy any car without a title in California you’ll first need the previous owner to fill out a request for title and have it notarized. The new owner will then pay the appropriate DMV fees and also get a safety and smog check. Only after completing this process can you get a new title from the state. 

To avoid having to negotiate the state-specific DMV rules, forms, and regulations relating to no-title sales, make sure any car you intend to purchase has a “clean” title. This means the title show’s the current owner’s name and it has no loans/liens against it. If they don’t, you should probably walk away, as the difficulties that could arise when you attempt to register it might prove incredibly frustrating and time-consuming – not to mention pricey. 

A vehicle title with a lien against it means there’s currently a loan using the vehicle for collateral. This means the seller has to pay off the loan before the lien comes off and the title is “clear”. The process isn’t too complicated and can be done as part of the purchase with the seller’s and lending institution’s cooperation. See below for additional details regarding how a seller transfers a car title when there is a lien on it.

When a vehicle owner doesn’t have a car title, it can raise many red flags. It could be because the vehicle was stolen or has a salvage title . Alternatively, it could be because it was simply lost. To confirm that it is an honest sale, you can run a free VIN check . It will also tell you if the vehicle has been reported stolen on the National Insurance Crime Bureau (NICB) database. 

How Does the Title Transfer Process Work?

The process of transferring a title begins when the car is purchased. At that time the seller will  complete and sign the appropriate sections on the car title itself. The buyer will also sign the title. There’s also a place to write in the mileage shown during the odometer reading at the time of sale. The new owner information is usually found on the back of the title.

This is also when a bill of sale should be written out. A bill of sale is like a receipt; it is a legal document stating that you purchased a certain product or service from another. It usually doesn’t have to be anything formal – in this case, just a couple of sentences disclosing the buyer’s name and contact information, the year, make, model, and VIN (vehicle identification number) of the car sold, and the date of sale and purchase price. This isn’t required by every state, so check first with your local DMV before preparing one. If you need it, bill of sale templates are available for free online. 

In some states, like Maryland, the bill of sale must be notarized under the following conditions:

• The vehicle is less than 7 model years old; and
• The price is at least $500 below book value; and 
• The new owner wishes to pay the excise tax based on the sale price

With a signed title and completed bill of sale (if needed), you have the necessary proof of ownership required to begin the title transfer process. Bring both to the DMV along with the completed title application for a new certificate of title, pay the necessary title transfer fees, and within a few weeks you’ll receive a new title in the mail that officially proclaims you as the new, rightful owner.

Is It Really That Easy?

Well, that’s the general process. As noted earlier, each state is different with their exact criteria required for issuing a title. Before you go to your local DMV, check their website to ensure you bring everything you need to transfer the title into your name.

The process can be slightly more complex in different scenarios. For instance, the process of titling a car that is inherited, gifted, or transferred to another family member may differ from the ordinary transaction between unrelated buyers and sellers. Another example would be if a vehicle was awarded in a divorce, which would require a certified copy of the divorce decree. These unique situations may require you to bring additional paperwork and complete specific forms. If you can’t handle the transaction yourself, you can use a power of attorney to let someone act on your behalf. One instance when this can occur would be if you moved away and cannot be in person during the vehicle transfer of ownership.

As mentioned above, if you’re still paying off your car loan when you decide to sell it, you’ll need to work with the lender before proceeding with any sort of title transfer. Generally, you’ll end up getting an official payoff letter that shows the payoff amount, which is how much you’ll pay in a lump sum to satisfy the loan terms and have the lienholder release the title. You’ll then apply for a new title, furnishing the DMV with a completed title application, official documentation of the lien release, and payment for any fees. Once the DMV mails you a clean title in your name you can proceed with selling the car, or you can work with the seller to have them help you pay off the card during the purchase process. This is a more complex process and will require the buyer and seller to work with the lending institution to transfer the title.

How Do I Register My New Car?

Transferring a title is only part of the vehicle registration process. To get a new registration for your vehicle you’ll also need your driver’s license, your proof of insurance, and completed registration documents. You’ll also be required to pay any sales tax, use tax, and registration fees that may be due. And depending on the state you live in, you might have to first pass smog, safety, or emissions tests – or maybe all three – before your state will let you complete registration.

What If I Buy From a Dealership?

A dealership will likely handle much, if not all, of the documentation – for a fee, of course. If it’s a new car, they’ll begin the process of having an original title issued in your name. A new vehicle is not much different than the process for a used car, though depending on the state the old title may be in the dealer’s name or in the prior owner’s name. 

A dealer may charge anywhere from $100 to $500 for this title fee service – so be sure to closely read the contracts and agreements they have you sign during the paperwork session. If you want to save money, don’t be afraid to tell them that you’ll handle the titling and registration process yourself. It will cost significantly less to do it yourself, though you’ll be using the DMV and likely waiting in one or more lines for what could be hours, so you might want to pay the dealer to process the title transfer.

What If I Lose My Car Title?

If you can’t locate your car’s title, it’s a good idea to order a replacement title (also known as a duplicate title). Most states allow you to order a replacement through the DMV office. Make sure you reference your state’s DMV website to see what you’ll need to complete the process. Most will require proof of ownership, the car’s VIN, and other identifying information. You will also likely pay a small fee. In Massachusetts, the fee is $25.

What If I Move to a New State?

If you move to a new state, but your car is registered in your old state of residence, you may need to retitle your vehicle. While some states will allow you to register your car in a new state with an out-of-state title, other states will require you to title the car in your home state. Even if it isn’t required, transferring your title to your new state will streamline the process should you choose to sell your vehicle in the future.

Whether you’re buying from a dealer or a private party, or from across the country or just from down the street, you’ll need to deal with transferring the title into your name and registering the car with your local DMV. 

Because the rules differ from state to state, the best advice we can give you is to do your homework. Before you buy a motor vehicle, you should know exactly what the state’s DMV requires. That might mean a verified odometer disclosure statement, a vehicle identification number (VIN) certification, or a smog check. Whatever it is, understand these requirements beforehand. It could give you a leg up when it comes time to haggle – or you’ll know to run away from a car with a messy title situation. Also, it’s worth noting that you should store your title in a safe place outside of your vehicle. Never store in your glove compartment, as it would allow a thief all the information required to sell your car.

Title: a dynamical view of tijdeman's solution of the chairman assignment problem.

Abstract: In 1980, R. Tijdeman provided an on-line algorithm that generates sequences over a finite alphabet with minimal discrepancy, that is, such that the occurrence of each letter optimally tracks its frequency. In this article, we define discrete dynamical systems generating these sequences. The dynamical systems are defined as exchanges of polytopal pieces, yielding cut and project schemes, and they code tilings of the line whose sets of vertices form model sets. We prove that these sequences of low discrepancy are natural codings of toral translations with respect to polytopal atoms, and that they generate a minimal and uniquely ergodic subshift with purely discrete spectrum. Finally, we show that the factor complexity of these sequences is of polynomial growth order $n^{d-1}$, where $d$ is the cardinality of the alphabet.

MILWAUKEE (AP) — Left-handed pitcher Josh Fleming was designated for assignment by the Pittsburgh Pirates on Tuesday, one day after he allowed six runs while getting just three outs in a relief appearance.

The Pirates recalled right-hander Ryder Ryan from Triple-A Indianapolis to fill Fleming’s spot.

“We needed a bullpen arm,” Pirates manager Derek Shelton said Tuesday before a game with the Milwaukee Brewers. “We have other guys that are available tonight and we need the innings. Josh became the odd man out.”

Fleming, who turns 28 on Saturday, had a 1-1 record and a 5.68 ERA with one save in 17 appearances with the Pirates this season. He had pitched for the Tampa Bay Rays from 2020-23.

After heading into April 30 with a 1.29 ERA, Fleming had given up 11 runs – 10 earned – over five innings in his last five appearances.

In the Pirates’ 8-6 victory over the Brewers on Monday night, Fleming allowed a grand slam to Jake Bauers and gave up a two-run double to Willy Adames.

He started the seventh inning with the Pirates ahead 5-0 before allowing Adames’ double. After the Pirates extended their lead to 7-2 in the top of the eighth, Fleming faced four batters in the bottom of the inning without retiring any. Blake Perkins and Gary Sánchez opened with singles, and after Joey Ortiz reached on an error by shortstop Oneil Cruz to load the bases, Bauers hit a shot over the right field wall to cut Pittsburgh’s lead to 7-6.

Five of the six runs Fleming allowed were earned.

Ryan, 29, has gone 1-0 with a 3.00 ERA in nine relief appearances with Pittsburgh this season. He also has an 0-0 record and 3.86 ERA in five games with Indianapolis.

“This guy throws a sinker that really does a nice job of getting ground balls when he executes it,” Shelton said.
