  • National Fellowship for Scheduled Castes Students (NFSC)

National Scheduled Castes Finance & Development Corporation (NSFDC) is a PSU under the Ministry of Social Justice & Empowerment (MoSJ&E). NSFDC is engaged in providing financial assistance at concessional interest rates under various credit schemes to beneficiaries belonging to Scheduled Castes, through the State/UT Channelizing Agencies and other channel partners. NSFDC is the implementing agency for National Fellowship for Scheduled Caste Students (NFSC), w.e.f 1.10.2022. The scheme is formulated and funded by Ministry of Social Justice & Empowerment, GoI. The objective of the scheme is to provide fellowships in the form of financial assistance to students belonging to SC category to pursue higher studies leading to M.Phil/Ph.D in Science, Humanities, Social Science, in Indian Universities/Institutions/Colleges recognized by University Grants Commission (UGC).

The scheme provides for 2000 new Fellowships (1500 Junior Research Fellows for Humanities/ Social Sciences and 500 Junior Research Fellows for Science stream) per year to such Scheduled Caste students to undertake advanced studies and research leading to M.Phil/Ph.D Degrees, who have qualified in the UGC NET / Joint CSIR UGC NET exam. These slots are over and above the number of SC students selected under the normal reservation policy of the Government for UGC / CSIR Fellowships.

The SC candidates to be awarded with NFSC are selected by National Testing Agency (NTA) through UGC NET and Joint CSIR UGC NET exams. Further, the Cutoffs (in Marks or Percentile) for the said exams are prepared by NTA. There is no role of NSFDC in the selection of candidates and preparation of Cutoffs.

APPLYING for GoI-PMS and other Scholarships

  • The SC, ST, OBC (NC), PWD and Minority candidates intending to apply for admission in any campus of TISS are advised first to check with their respective state government authorities whether or not they are eligible for GoI-PMS, especially if their choice of TISS campus is located outside their state of domicile. In case a student is found ineligible for the scholarship, or his/her government does not give scholarship to those students admitted to university/institution located outside their domicile state, they have to make their own arrangements to meet not only their admission and other mandated fees, but also other fees such as hostel and dining hall charges.
  • Applying and securing GoI-PMS or any other government scholarship is primarily the responsibility of the concerned SC/ST/OBC/PWD category students.
  • The Secretariat of the SC/ST Cell and OPEM Cell facilitate all eligible SC/ST and OBC (NC) students in applying for various government scholarships and fellowships, particularly in matters related to verification and validation of the documents that they have to submit for the purpose, and submitting their application to the appropriate authority.
  • Student eligible for GoI-PMS is required to submit his/her duly filled in application form (either fresh or renewal) and forward it to the Scholarship Department of the concerned State government along with all necessary documents through the Secretariat of the Special Cell of the respective campuses of TISS, including Mumbai campus, on or before the specified date.
  • The filled in scholarship application along with necessary documents should reach the Secretariat of the Special Cell 15 days before the last date of submission of application.
  • In cases where a student fails to complete the GoI-PMS application process within the prescribed time limit OR his/her GoI-PMS application is rejected by the Central government or by the concerned state government for any reason, the said student will have to pay all the fees as applicable to any general category student. Under no circumstances will the Institute or any of its offices be responsible for missing deadlines, or not having correct information regarding procedures, etc., related to GoI-PMS. It is entirely the responsibility of the students to keep themselves updated about the information pertaining the PMS given out by the government concerned.
  • The students are expected to follow up either personally or through their parents/guardians with the concerned scholarship departments at the district/state level for the timely release of the scholarship grants to the Institute. In specific cases, the Cells will assist the follow up as and when required.
  • The GoI-PMS students are required to submit a copy of their updated bank passbook before the 2nd/4th/6th Semester Examination (in the month of March/April) to confirm whether or not the student has received the scholarship grant due for the year.

Eligibility for Post Matric scholarship:

Although there are specific criteria for each scholarship/fellowship available, there are also common criteria applicable to almost all scholarships. These include the following:

  • At the time of applying for the scholarship, the applicant must be a bonafied/registered student in any one of the TISS campuses.
  • The student must be belonging to either SC or ST or OBC (NC) category, with a valid certificate for the same.
  • At the time of applying for the GoI-PMS, the annual income of the SC/ST student (if employed) and his/her parents for the immediate previous financial year should be within the prescribed income limit (refer Table A).
  • The scholarship applicant, SC/ST/OBC(NC)/PWD, must submit a valid income certificate issued for the immediate previous Financial Year by the competent authority. 

Components of Post Matric scholarship:

The PMS consists of maintenance allowance to the students, reimbursement of non-refundable compulsory fee charged by educational institutions, Book Bank facility and other allowances as follows: a) Maintenance allowance amounting to Rs. 380/- to 1200/- per month for hostellers and Rs. 230/- to Rs. 550/- per month for day scholar for 10 months in a year (b) Reimbursement of compulsory non-refundable fees (c) Study tour charges up to Rs. 1600 (d) Thesis typing/printing charges for Research Scholars up to Rs. 1600 (e) Book allowance amounting to Rs. 1200 for students pursuing correspondence courses (f) Book bank facility for specified courses ranging from Rs. 2400 to Rs. 7500 (g) Additional allowance for students with disabilities, for the complete duration of the course. The Ministry of Social Justice and Empowerment, Government of India has introduced various post matric scholarships for the benefit of Indian students belonging to various social categories to pursue their education at graduate and post-graduate levels. The government has also introduced fellowships for students belonging to certain communities to pursue their education at the M.Phil. and Ph.D. levels.

Please note:

All the eligible students from outside Maharashtra State should have a similar Aadhar Enabled Account (AEA) with State Bank of India (any Branch) for availing the scholarship benefits.

After joining the programme, a copy of the AEA Passbook, Mobile No., E-mail ID and self-attested photocopy of the Aadhar Card should be submitted to the concerned Cell.

Modifications/changes made to the GoI-PMS by GoI OR State Governments from time to time will be applicable to the concerned students.

National Overseas scholarship

National Overseas Scholarship (NOS) Scheme for SC etc. candidates

I.      The Central Sector Scheme of National Overseas Scholarship is to facilitate the low income students belonging to the Scheduled Castes, Denotified Nomadic and Semi-Nomadic Tribes, Landless Agricultural Labourers and Traditional Artisans category to obtain higher education viz., Master degree or Ph. D courses by studying abroad thereby improving their Economic and Social status. During Selection Year 2023-24, there are 125 fresh awards, subject to availability of funds. Out of 125 Awards, 115 Awards are for Scheduled Castes candidates, 06 Awards are for Denotified, Nomadic and Semi-Nomadic Tribes and 04 are for Landless Agricultural Labourers candidates and Traditional Artisans. The Scheme provides financial assistance to the selected candidates for pursuing Masters level courses and Ph.D. courses abroad in the Institutions/Universities accredited by the Government/an authorized body of that country in any fields of study. 30% of the awards for each year are earmarked for women candidates. In order to be eligible for scholarship, at least 60% of marks or equivalent grade in the qualifying examination would be required. In case of Ph. D courses, the qualifying exam is Masters Degree and for Masters Degree courses, the qualifying examination is Bachelors' Degree. Candidates having unconditional offer of admission to top 500 ranked foreign Institutes/Universities as per the latest available QS rankings only will be selected for grant of scholarship during the first round of selection.The age of candidate should not be more than 35 (Thirty Five) years, as on first day of April of the selection year. Total family income from all sources shall not exceed Rs. 8.00 lakh per annum in the preceding financial year. Under the Scheme, for determination of family income, the family is considered as following: “The candidate applying for scholarship, his/her parents and siblings below the age of 18 years and also his/ her spouse and children below the age of 18 years. ”Note: In case of married women, income of the in-laws and her spouse and children below the age of 18 years is to be considered. The candidates, after assessing their eligibility and suitability, as per the eligibility conditions of the scheme guidelines, can apply online to this Ministry on the portal i.e. https://nosmsje.gov.in .

 III      How funds are reimbursed:

Under the NOS scheme, the funds are not directly disbursed to the students. The funds are allocated to Indian Missions abroad who makes payments of tuition fees/maintenance allowance/other allowances to the University/students.

South Carolina Nominees for McWhorter Post-Graduate Scholarships Announced

Kai Kroeger of the South Carolina football team and Ayana Akli of the Gamecocks’ women’s tennis team have been nominated for the H. Boyd McWhorter Scholar-Athlete Post-Graduate Scholarship by the University of South Carolina.

The H. Boyd McWhorter Scholar-Athlete Post-Graduate Scholarship has been presented by the Southeastern Conference since 1986 to the league’s top male and female scholar-athletes.

The Southeastern Conference will name the 2024 recipients of the H. Boyd McWhorter Scholar-Athlete Post-Graduate Scholarship in late April.

The SEC provides the league’s male and female McWhorter Scholar-Athlete of the Year Post-Graduate Scholarship recipients with a $20,000 post-graduate scholarship.  The 26 remaining male and female finalists for the award will also receive a $10,000 post-graduate scholarship.

The award recipients are chosen by a committee of Faculty Athletics Representatives from the 14 SEC institutions and are announced in May, as well as honored by the league membership at SEC Spring Meetings in Destin, Fla.

Last year’s McWhorter Award recipients were LSU men’s cross country and track and field student-athlete Jackson Martingayle and Callie Dickinson of the Georgia women’s swimming and diving team.
