The following essay comes from “ Meaningful education in times of uncertainty ,” a collection of essays from the Center for Universal Education and top thought leaders in the fields of learning, innovation, and technology.

Soon enough, the parents and guardians came to expect more from schools: They had high expectations that school would transform their children. In some cases, they even saw the teacher as a miracle worker of sorts, after all, a teacher could make a child learn. A common assumption was that schooling would shape the children and the teacher would be the one person to ensure this happened. However, things were not as simple and practice was indeed different from the theory covered in university lecture rooms.

It gradually dawned on me that maybe the system would yield different results if it catered to the unique classroom circumstances that the teacher faced. I had come to expect more from the learners, and by extension, I expected to offer more as a teacher. This conviction inadvertently led me on a journey to try to change the way classroom instruction was carried out, through curriculum development and reform. As a researcher and curriculum specialist, I questioned and examined the curriculum and began working to address the concerns raised by teachers, academics, civil society, parents, and learners.

This led to my realization that policymaking was complicated, and any change of the curriculum would require extensive decision-making at a national level. I eventually moved on to become an education officer, joining the national level team of senior government officials responsible for education management and administration. This opened engagements with a wide range of stakeholders: Legislators, field officers, entrepreneurs, parents, employers, industrialists, civil society, faith-based organizations, academics, pastoralists, and development partners. The idea of change resonated, but most efforts had not borne fruit. It was a humbling realization to look back and trace my path from a classroom teacher to a curriculum specialist and now as a senior education officer. All through, the idea was to contribute towards changing the system and make it better for the child, the teacher, and ultimately, the country.

New System for New Skills

Today, as the Director of Policy, Partnerships, and East African Community Affairs in Kenya’s Ministry of Education, I think a lot about how innovation can help our schools. How can new approaches help teachers best serve the unique circumstances they face daily in the classroom? How can the education system best address the needs of a developing economy and propel it the heights of industrialization? I often turn to innovations outside the education sector for inspiration.

I think about M-Pesa, the decade old mobile money transfer service targeted to Kenyans without access to banking services, which has evolved into a key component of not only the Kenyan economy, but the global economy. Mobile money is an innovation that brought change in a local context but has had a global impact. How can we then bring about innovations in the education sector and achieve exceptional systemic impact that benefits entire generations?

Reflections on the education system in Kenya take on the nature of the wider system: Policy and legislative reforms, curriculum reforms, education innovations, skill-based approaches, industry and classroom linkages, acquisition of employable skills, lifelong learning, and the provision of education for the 21st century learner. It is the demand for change that propels education systems to produce a country’s innovators, inventors, creators, problem solvers, entrepreneurs, global citizens, changemakers, and critical thinkers.

It has always been the desire of successive governments in Kenya to bring about system reforms in line with national and continental aspirations. At the Africa Union level, member countries have agreed to Agenda 2063, which includes education aspirations to catalyze an education and skills revolution and actively promote science, technology, research, and innovation, with the goal of building knowledge, capabilities, and skills for Africa’s future. This is given impetus by the African Union’s vision of an integrated, peaceful, and prosperous Africa, driven by its own citizens to take up its rightful place in the global arena. This required pursuing a process of change guided by evidence-based decision-making, supportive legislative frameworks, and resource allocation to the actual teaching and learning process in the classroom.

Sharing strategies and lessons with peers across the continent has always been a source of useful reflection of our work in Kenya. As part of the regional East African Community, peer learning and peer support is always a key component of building on partner states’ strengths for enhancing the quality of life for the citizens in the region. For example, as one of the Learning Champion countries engaged with the global Learning Metrics Task Force, I participated in an East African workshop that heavily influenced my thinking. How could we expect our children to develop the full breadth of skills needed to thrive in the 21st century if our national curriculum had not changed in 30 years?

Curriculum Reform as Part of Whole-System Change

Today, Kenya is developing a new curriculum for a new era. The National Policy on Curriculum Reforms is guided by the vision of “Nurturing every learners’ potential” and is championed at the highest political levels by the Kenyan Head of State, His Excellency Uhuru Kenyatta and the Cabinet Secretary in charge of Education, Dr. Fred Matiangi. In line with Kenya Vision 2030 and the Constitution of Kenya 2010, the overall aim of the new curriculum is to equip citizens with skills for the 21st century and hinges on the global shift towards education programs that encourage optimal human capital development. Education should be viewed in a holistic spectrum that includes schooling and the co-curriculum activities that nurture, mentor, and mold the child into productive citizens. There is emphasis on the learner’s character, patriotism, citizenship, and ability to coexist as a responsible citizen without sectarian inclinations.

The proposed curriculum reforms are a part of system-wide reforms: School-based quality assurance, offering instructional leadership, improving the learning environment, quality and cost-effective teaching materials, standard learning infrastructure, continuous professional development of education officials and teachers, and a drive towards an inclusive education. Additionally, the reforms introduce vocational and technical education early in junior secondary school to encourage attaining dual qualification (i.e. academic and industry) and education as a continuum from Early Childhood Development (ECD) to tertiary level.

A central focus of the reforms is how we approach teaching and learning around the child. This includes place of the teacher and the learner in the change process and whether it is possible to increase trust in the teacher. Therefore, implementing these reforms on the ground will require reviewing teacher training, upgrading teacher training certifications to a minimum of diploma, promoting specialization, strengthening internship/teaching practice, action research, mentorship, community of practice and peer education, and procurement and provision of quality instructional materials.

In order to facilitate the reforms through an evidence-based policy decision-making process, Kenya has piloted several interventions which have scaled up national-wide. For example, based on the Primary Math and Reading (PRIMR) pilot, the roll outs of the Tusome national literacy program and the Primary Education Development (PRIEDE) project have greatly contributed to the evidence in literacy, numeracy, supervision, provision of instructional materials, and teacher support. The purpose is to plan for significant impact from interventions with an eye for enhanced skill acquisition and training for the global economy.

The reform process is expected to produce a flexible curriculum that allows for complementary alternative pathways, which provide learners with choices of specialization and interest. The guiding principles of the Continental Education Strategy for Africa 2016-2025 establish holistic, inclusive, and equitable education as a core for sustainable development the establishment of scientific and technological innovation, creativity, and entrepreneurship.

New Core Competencies for Basic Education

To realize this pan-African vision, we have shifted our focus to competencies and skills that reach beyond traditional academics. We are proposing core competencies for basic education that cut across subject areas and expanding subject areas to include essential topics for this century. This is summarized in the table below:

Don’t Forget Technical Vocational Education and Training (TVET)

The reforms and core competencies in basic education are expected to transcend into both TVET and university education levels. Following the Science Technology and Innovation Strategy for Africa (STISA) 2024, whose mission is to “Accelerate Africa’s transition to an innovation-led, knowledge-based economy,” Kenya and other countries in Africa, will need to find a nexus between basic education and TVET. The continental Agenda 2063 aims to address youth employment through quality and relevant education that will result in a skills revolution. This will be achieved through rebranding TVET and making career options more appealing and meaningful. We need to make education and training count by responding to labor market needs, equipping youth with competencies in critical thinking and creativity, creating and expanding opportunities for youth re-skilling, and enhancing skills mobility across learning areas. Part of these reforms will entail introducing Vocational and Technical pathways at the secondary level as a way of orienting the learners towards the complementary options that are available at post-secondary level. This may also imply that secondary education through these pathways could lead towards dual qualifications for the learners—thus enhancing the employment opportunities after secondary education.

A Public Good for the 21st Century

Education as a public good aims to provide quality education in order to reduce disparities (education as an equalizer). System change should address aspects of equity and equality as well as the broader quality imperative. To do this, the reform process must be integrated, disruptive, and transformative for there to be tangible results for all learners. It is a complex process that can only be realized through collaborative partnerships between government and other key players, such as parents, civil society, and the private sector. A mindset shift is required to create a new culture of progressive improvement of the status quo and I am heartened by the current momentum and excitement towards education system reforms.

Our hope is that these bold reforms should culminate in a learning environment crafted with the best interests of the learner at heart, the realization of the role of the teachers, tutors, and teacher trainers, the full engagement of government and households on the requisite resource allocation, and the quantum of economic development that we all aspire for.

Sometimes we expect too much from old education system models to deliver modern 21st century skilled learners. But we have no other choice but to pursue these ambitious plans. Kenya, like Africa, has a significantly young population that forms a critical portion of the human workforce. During the ADEA Triennale 2017 in Dakar, Senegal, thought leaders met and shared on how to sustainably prepare and engage the youth in Africa. Dr. Akinwumi Adesina, President of the African Development Bank, opined that “education is the key that opens up the realization of the objectives of sustainable development.” The youth form the critical mass that is poised to carry Africa through the next African Revolution spurred by education and training.

Kenya Economic Update: Lessons from Kenya’s Education Reforms

• Kenya provides education services for over 16 million children and youth, with almost 500,000 teachers distributed in close to 90,000 schools
• The education system is also expanding to accommodate more students, especially in pre-school and post-primary education

NAIROBI, June 7, 2021— Kenya’s education sector has improved quickly, despite disruption by COVID-19 (coronavirus). Before the pandemic, the government embarked on ambitious reforms which sought to improve the quality of education through several approaches; a competency-based curriculum (CBC), reforming professional teacher development, textbook policy, and management practices at the local level.

These reforms have made Kenya a top education performer in Eastern and Southern Africa, according to the Kenya Economic Update, Edition 25: Aiming High, Securing Education to Sustain Recovery . The report outlines the key messages from the new World Bank Public Expenditure Review (PER) in basic education and highlights Kenya’s impressive achievements, challenges, and the way forward.  

The report notes that Kenya’s real gross domestic product (GDP) is projected to grow by 5.5% in 2022 and 5.2% on average in 2023–24, a moderation following a remarkable recovery in 2021 from the worst economic effects of the pandemic. Education will need additional resources from this economic growth even while the country continues to recover from COVID-19, reduce inequities and expand the system and implement ambitious in a context of fiscal consolidation.  

“Learning remains one of the most critical assets for any country to promote equitable growth and poverty reduction, and that cannot happen without a solid foundation,” said Pedro Cerdan-Infantes, World Bank Senior Economist. “While the Education sector faces treacherous sources of inequality including uneven quality and results, Kenya has embarked on ambitious reforms to address the quality issues rather than considering the job done by virtue of near-universal access and coverage.”

Top education performer in Eastern and Southern Africa

Primary education is reaching universal levels while secondary school enrolment increased by over 50% in the seven years before the pandemic. These achievements have resulted directly from increased spending and enrolment at all levels, as well as consistent improvements in learning outcomes before the pandemic.

Performance also improved in numeracy (mathematics) and languages (English and Kiswahili). For example, performance in Class Three mathematics, English and Kiswahili improved in 2016 and 2018. Minimum requirement satisfaction increased by 6% in numeracy,16% in English, and 6% in Kiswahili. Regionally, Kenya is outstanding in reading, the report notes. Numeracy dropped in 2018 against neighboring countries, however, early grade mathematics assessments between 2015 and 2021 improved from 71% in 2016, to 80% in 2021 in secondary schools. Final secondary examinations (KCSE) performance improved from 11% in 2017 to 18% in 2021.

According to the report, these improvements resulted from sustained high spending on education. Expenditure has reached international benchmarks, both as a share of total government expenditure (TGE) and as a share of gross domestic product (GDP). TGE as a share of GDP reached 5.3% in 2018, higher than the average for other lower middle-income and upper middle-income countries, except for South Africa. The share of the government budget on education also increased, reaching 19% in 2020. Education spending per capita is also relatively high compared to countries in the region, which the report highlights is a key factor in quality education.

Despite these gains, challenges abound. Kenya has huge regional inequalities in all education outcomes. While most counties exceed 12 expected years of school, very low outcomes are concentrated in a few counties in the north and northeast of the country, in arid and semi-arid areas with EYS as low as 6.5 years. Only Nairobi County is near completing 12 years of Learning Adjusted Years of School (LAYS).

Education outcomes are much lower in rural areas and for lower income populations. Net enrollement rates (NER) are significantly higher in pre-primary, primary and secondary education, for children from households in the top 20% of income distribution, when compared to the bottom 20%.

Compounded by the pandemic, these challenges have led to learning losses and deepened inequalities in education. Around 17 million students and more than 320,000 teachers were affected by the closure of 30,000 primary and secondary schools in 2020. Schools gradually reopened from October 2020 to January 2021. Efforts to provide remote learning revealed a significant digital divide, with over 50% of the students being left out, mainly due to lack of appropriate electronic devices, access to electricity and internet connectivity.

The report proposes several policy recommendations centred on adequacy, equity and efficiency in resource use as the school system prepares to expand to accommodate more students, especially in pre-k and post-primary education. Continued and accelerated improvements in the sector will depend on:

• Adequate resources to achieve sector objectives and implement ambitious reforms by protecting spending in the short-term
• Prioritizing actions and mobilizing additional resources in the medium term
• Allocating resources more equitably, particularly development spending, teachers and school capitation grants
• Using resources efficiently by exploiting data more effectively in management, particularly at the local level, as well as improving coordination and reducing fragmentated management of the sector

This chapter discusses the situation of science education in Kenya. In this discussion, the geographical and political system of Kenya is given as well as an overview of its educational system and its development. The policies governing science education since independence are also considered including curriculum reforms. The number of schools, students, and teacher profiles is given as well as their gender segregation. Kenya's standing in educational research as well as international collaborations are discussed. The provision of learning resources including digital devices and emerging technologies are covered. Their contribution to improving science education is considered. Student assessment and achievement in international as well as local examinations are considered with a view to gauge Kenya's standing in the attainment of requisite knowledge and skills. The infrastructure to support science education such as science technology venues and centres is discussed. In conclusion suggestions and recommendations for the future development of science education in Kenya are given.

Education is a vital tool in the developmental process of any given nation. In this article, a critical examination is made of various educational reforms that have been undertaken in Kenya in both colonial and post-colonial period and their correlation to national development. Specifically, the article examines historical development of Kenyan education and its challenges in meeting its national developmental goals. In order for education to foster development this article recommends: the need to separate educational policies from national politics, clear stipulation of educational policies and their role in national development and a sound implementation of educational reforms.

Education is very vibrant and rapidly growing to become more exciting, comprehensive, and, ultimately more challenging. These significant developments and challenges is not something that is only felt by Government alone; education continues to fascinate parents, pupils and students, as well as educationalists. Developments in education must therefore be used to inform and assist in the creation of sound educational policies, to aid in better understanding of educational processes, raise and interlink learning and the school with the community and the environment. Educationalists and researchers will find themselves faced with a growing body of information, most of which they will never of essence truly master due to the ever growing and widening scope of education. This is because education is both a scientific inquiry as well as requirement for us to be innovative in both our thinking and actual practice. This paper is fundamentally interested in understanding change in education in Kenya in line with the Constitution. As a consequence, this paper singles out recommended innovations presented to the task force and it is in no way an official report by the task force. Therefore, it is to a greater extent a reflection of anticipated innovations trends within the domain of education in line with the new Constitution.

Addressing the learning crisis, an urgent need to better finance education for the poorest children.

Although more children than ever are enrolled in school, far too many are not learning. A key factor that affects quality of education is the availability of public funding. Underinvestment in education can result in several conditions that negatively impact how and what children learn. This advocacy brief presents data and analysis on education funding from 42 countries and highlights major disparities in the distribution of public education funding. The brief notes that the lack of resources available for the poorest children is exacerbating a crippling learning crisis, as schools fail to provide quality education for their students. It calls on governments and key stakeholders to urgently address equity in education funding and presents specific actions required to achieve equitable quality education for every child. NAIROBI (Reuters) -Torrential rains that caused widespread flooding and landslides across Kenya in recent weeks, killing at least 210 people, are forecast to worsen over the rest of this month, President William Ruto said on Friday.

The floods have wreaked havoc, destroying homes, roads, bridges and other infrastructure across Kenya, East Africa's largest economy. The death toll exceeds that from floods triggered by the El Nino weather phenomenon late last year.

"Sadly, we have not seen the last of this perilous period, as the situation is expected to escalate. Meteorological reports paint a dire picture," Ruto said on Kenyan television. "Kenya may face its first-ever cyclone."

Cyclone Hidaya is expected to make landfall in Tanzania, Kenya's southern neighbour, on Saturday, bringing with it waves almost eight metres high (26 feet) and 165 kph winds (100 mph), the IGAD Climate Prediction and Applications Centre said.

Floods have killed more than 160 people in Tanzania since the beginning of April, Tanzania's government spokesman Mobhare Matinyi said.

"This cyclone, named Hidaya, that could hit anytime now, is predicted to cause torrential rain, strong winds and powerful and dangerous waves," Ruto said.

Earlier this week, Ruto ordered those living in landslide-prone areas to leave for safer ground.

The government has asked people living near 178 dams and water reservoirs, now close to overflowing, as well as those in informal settlements close to rivers and streams, to evacuate.

Ruto said the reopening of all schools for the upcoming term, which was meant to start this week, would be postponed until further notice.

The Nairobi government has set up 115 camps to host people displaced by the flooding, and is working closely with donors and humanitarian organisations to provide food and non-food supplies to those affected, he said.

Opposition leaders and rights groups have criticised Ruto's administration for its response to the disaster.

On Thursday, Human Rights Watch accused authorities of failing to put in place a timely national response plan, despite warnings from the Kenya Meteorological Department a year ago about the likely impact of flooding caused by El Nino.

E-Cigarette Use Increases HF Risk: A 19% higher risk of developing heart failure (HF) was found among users of e-cigarettes, vs. nonusers in a prospective observational study. Over the median 45-month follow-up, 3,242 of 175,667 participants (average age 52 years, 60.5% women) developed HF. The increased risk was statistically significant for HF with preserved ejection fraction (HFpEF) but not for HF with reduced ejection fraction (HFrEF). "I think this research is long overdue, especially considering how much e-cigarettes have gained traction," said lead author Yakubu Bene-Alhasan, MD . Surveys indicate about 5% to 10% of U.S. teens and adults use e-cigarettes.

More Greenspace, Better Heart Health: People living in areas with more sidewalks were 9% less likely to suffer a major adverse cardiovascular event than those who did not, and participants living in neighborhoods with vertical green space – trees and clear sky – were 5% less likely, over a 27-month follow-up. The study authors found no significant association with horizontal greenspace (grass). "A lot of research has shown that environmental factors strongly affect our health," said lead author Zhuo Chen, PhD. "If we can find a way to stratify this risk and provide interventions before cardiovascular events happen, then we could save a lot of lives."

Eggs and CVD Risk: At four months, no difference was found in cholesterol levels between participants who ate ≥12 fortified eggs per week and those who ate fewer than two eggs, in a prospective, randomized, study with 140 patients (≥50 years, average age 66 years, 50% women, 27% Black) who had either experienced one cardiovascular event or had two cardiovascular risk factors. The 0.64 mg/dL reduction in HDL-C and 3.14 mg/dL in LDL-C found in the fortified egg group was not significant compared with the non-egg group. "While this is a neutral study, we did not observe adverse effects on biomarkers of cardiovascular health and there were signals of potential benefits of eating fortified eggs that warrant further investigation in larger studies as they are more hypothesis generating here," said Nina Nouhravesh, MD, the study's lead author.

Nearby AEDs Rarely Used: AEDs are more readily available in public spaces, but their use for an out-of-hospital cardiac arrest (OHCA) was low in a study of 1,799 cases in Kansas City, MO, between 2019-2022 using data from a national registry. An AED was within a four-minute walk for half of the 270 cases that occurred in public but was used in only 13 cases; bystander CPR was given in only 42%. Of the OHCA cases that occurred at home, an AED was within a four-minute walk for a quarter of them, but was not used for any, and CPR was given in 42% of cases. Mirza S. Khan, MD, et al., noted identifying this gap could help with ongoing efforts to improve signage around AEDs, provide apps or mapping tools to help people locate them and increase education and awareness through community volunteer training programs.

High Stress and Genetics Increase ACS Risk: People with a high genetic stress sensitivity have a higher risk of acute coronary syndromes (ACS) in response to stressful cultural or political events, such as Christmas, presidential elections and major sporting events, by as much as 34%, identifying a new risk factor for screening.

ADHD Stimulants and Heart Damage: Young adults prescribed stimulant medications for attention-deficit/hyperactivity disorder (ADHD), compared with those who were not, were 17% more likely to have cardiomyopathy at one year and 57% more likely at eight years. After 10 years, only 0.72% and 0.53% of patients developed cardiomyopathy, respectively. Pauline Gerard, the lead author said, the risk is real but small.

Anxiety, Depression and CV Risk in Younger Women: Screening for cardiovascular risk factors should start at a younger age in women with a history of anxiety or depression, which was found to be associated with a near doubling in risk of developing high blood pressure, high cholesterol or diabetes over a 10-year period in those <50 years compared with women without either condition, putting them on par for risk with men the same age.

Higher CAC Levels in Post Menopausal Women: More data highlight the increased risk in women after menopause, with a study showing a rise in coronary artery calcium (CAC) among those taking a statin. Between two scans taken a year apart, there was a median 8-point rise in CAC among women with a baseline CAC of 1-99, twice the median seen in men, and a median 31-point rise in those with a baseline CAC of 100-399, nearly double the rise seen in men.

Sleep, Alcohol, Sodium: Looking at modifiable risk factors, three different studies provide concrete steps for reducing risk. One, get more sleep. Less than seven hours a night was associated with a 7% higher risk of developing hypertension, and this spiked to 11% for those sleeping less than five hours. Two, drink less alcohol. Young and middle-aged women who drink eight or more alcoholic drinks a week had a 45% higher risk of cardiovascular disease vs. those with a low intake and 29% higher vs. those with a moderate intake. Binge drinking was associated with a 68% increased risk. Three, eat less sodium. A new study found that 89% of participants with cardiovascular disease eat double the recommended daily maximum intake of 1,500 mg, consuming an average of 3,096 mg sodium.

Class of 2027: Required module info coming this week

Rising Phase 1 Year 2 students (Class of 2027): Watch your email this week for information on completing required human subject research modules.

Your human subject research training includes nine Collaborative Institutional Training Initiative (CITI) modules, which you must complete between May 6 and July 19.

Why is human subject research so important?

Indiana University School of Medicine strongly believes medical students should be familiar with human subject research issues and requires all medical students to receive training in it. Human subject research affects every physician working with patients.

It's important to know why patients must be protected during biomedical research and understand the ethical, practical and regulatory principles involved in doing research. In addition, all practicing physicians need to know about the elements of informed consent and the oversight given to research activities by Institutional Review Boards (IRBs).
