Overview of Turkish Education System

The education system in Turkey consists of three levels: primary education, high school education, and higher education.

Primary Education

Primary education in Turkey is compulsory and free for children between the ages of 6 and 14. Primary education consists of eight years, divided into two four-year cycles. The first cycle focuses on basic skills such as reading, writing, and math, while the second cycle introduces more advanced concepts in these subjects as well as social studies, science, and foreign languages.

High School Education

After completing primary education, students move on to high school education, which consists of four years of high school. In middle school, students continue to study the core subjects of math, science, Turkish, and social studies, as well as elective subjects such as art, music, and physical education. High school education is divided into two main tracks: academic and vocational. Students in the academic track continue to study a broad range of subjects and prepare for university entrance exams, while students in the vocational track focus on practical skills and job-specific training.

Higher Education

Higher education in Turkey is provided by universities, which offer a wide range of undergraduate and graduate programs in fields such as arts, sciences, engineering, medicine, and business. Admission to universities is competitive and based on the results of the university entrance exams, which are administered by the Student Selection and Placement Center (ÖSYM). Students can apply to multiple universities and programs, and are placed based on their exam scores and the availability of spots at the chosen institutions.

Foundation Universities

In addition to traditional universities, Turkey also has a number of foundation universities, which are privately funded institutions that offer both undergraduate and graduate programs. Foundation universities are generally smaller than public universities and may have more selective admissions processes.

Educational Emphasis in Turkey

Overall, the education system in Turkey places a strong emphasis on academic achievement and preparing students for higher education and successful careers. The curriculum covers a wide range of subjects and skills, and students are expected to perform well on exams in order to progress to the next level of education.

• Education System

According to the Constitution of the Republic of Turkey , every citizen has the right to education which is free of charge for the compulsory primary education. Except in specially licensed and foreign institutions, Turkish must be taught as the mother tongue. Since 2012, twelve years of education is compulsary for boys and girls, which can be divided into 4+4+4 years of schooling.

The Ministry of National Education (MEB) runs educational administration of the country and is responsible for drawing up curricula, coordinating the work of official, private and voluntary organizations, designing and building schools, developing educational materials and so on. The Supreme Council of National Education discusses and decides on curricula and regulations prepared by the Ministry. In the provinces, educational affairs are organized by the Directorates of National Education appointed by the Minister, but working under the direction of the provincial governor.

The central government is responsible for all educational expenses of the public, about 10% of the general budget is allocated for national education.

The academic calendar generally begins in mid-September and extends through to mid-June, with some variations between urban and rural areas. The school day usually have a morning and an afternoon session, but in overcrowded schools there is a split session. Schools are in session for five days a week (Monday to Friday) in a total of 35-40 hours. There is a two week winter break between January - February, and one week at mid of each semester. Universities usually organize the academic year into two semesters, usually between October - January and between February/March - June/July.

The Turkish National Educational System is composed of two main sections: Formal Education and Non-formal Education.

Formal Education

Formal education is the regular education of individuals in a certain age group and given in schools. This includes Pre-Primary education, Primary education, Secondary education and Higher education institutions.

Pre-Primary education

Pre-Primary education is an optional education for children between 3-5 years of age who are under the age of compulsory primary education. The purpose of this education is to ensure physical, mental and sensory development of children and the acquisition of good habits, to prepare children for primary education, to create a common atmosphere of growth for those living in inconvenient circumstances and to ensure that Turkish is spoken correct and well. Pre-school education is given in kindergartens, daycare homes, nursery classes in primary schools, and in private nurseries, all under the supervision of the Ministry. They are usually concentrated in larger towns and cities.

Primary Education

With a new Law in 2012, four years of Elementary school + four years of Middle school is compulsory today, followed by four years of compulsory high school education (makes a total of 12 years compulsary education). Primary education is compulsory for all boys and girls at the age of 5,5, and is given free of charge in public schools. These schools provide eight (4+4) years of education. There are also private (and paid) schools under State control. In most of the primary schools, foreign language lessons start from 4th class. Most elementary school students dress similarly in a type of uniform to avoid any social class differences between rich and poor students. If the children fails to pass the class, he/she has to repeat the same class next year. At the end of 8 years, successful students go for the Secondary education for 4 more years.

The purpose of the primary education is to ensure that every child acquires the basic knowledge, skills, behaviors, and habits to become a good citizen, is raised in line with the national moral concepts and is prepared for life and for the next education level parallel to his/her interests and skills.

Secondary Education

Secondary education is compulsory for four years and covers general, vocational and technical high schools (Lycees, Lise in Turkish ) that provide four years of education (used to be 3 years until 2005).

• General high schools prepare students for higher learning institutions. Some of the secondary schools and the private secondary schools have foreign language preparatory classes. This kind of private lycees have double language education (such as Italian Highschool, German Highschool, Austrian Highschool, French Highschool, and so on).
• Vocational and technical high schools provide specialized instruction with the aim of training qualified personnel.
• Technical lycees include special formations such as electricity, electronics, chemistry, machinery, motors, building, etc.
• Vocational lycees can be Industrial Vocational Lycees; Girls' Vocational Lycees (home economics etc.), Public Health Vocational Lycees, Commercial Vocational Lycees, Agricultural Vocational Lycees, Meteorology Vocational Lycees, Animal Husbandry Vocational Lycees, Land Registration and Cadastre Vocational Lycees, etc.

The purpose of secondary education is to give students a minimum common culture , to identify individual and social problems, to search for solutions, to raise awareness in order to contribute to the socio- economic and cultural development of the country and to prepare the students for higher education, for profession, for life and for business in line with their interests and skills.

In addition to normal high schools, there are also evening high schools usually operating in the same school building. These are designed to allow those who take up employment after primary (or middle school) to continue their formal education.

Most of the high schools are owned by the State and provide free educational opportunities. In order to provide equal opportunities for the children with limited finances, there are State high schools with boarding facilities. These schools are free of charge and the students are placed according to the results of an examination. There are also many private high schools, which are paid by the parents, of course.

Graduates of the high schools can attend universities if they can pass admission exams.

Higher Education

Turkish universities are Republican institutions, following Atatürk's principles . Universities, faculties, institutes, higher education schools, conservatories, vocational higher education schools, police and military academies and colleges, and application-research centers are considered as Higher Education institutions.

Universities, faculties and institutes of four-year higher education schools are founded by Law, while the two-year vocational schools, departments and divisions are established by the Council of Higher Education (YÖK). Universities are under the supervision of this Council and their programmes must be regularly accredited. The Council of Higher Education is a fully autonomous national board of trustees without any political or government affiliation. Universities have their rectors, deans, senate, and administrative boards, as well as student councils. In the universities, the instruction is generally in Turkish . Some universities use English, French and German as the language of instruction with one preparatory year if necessary.

After the highschool, the graduates enter a two-stage examination system known as YGS and LYS (formerly known as ÖSS - Student Selection Examination) in order to be admitted to Higher Education institutions. This nation-wide centralized examinations are administrated by the Student Selection and Placement Center (ÖSYM) every year, which determines candidates for the enrollment of each university and faculty after evaluating the grades of related subjects, their high school average results and their preferences according to the student capacity of each faculty. Those with good grades are qualified for the four-year undergraduate programmes and at the end they can get a Bachelor's Degree (BA), those who have grades at the limit can be admitted to the two-year higher education programmes and at the end they can get an Associate's Degree (AA). Dentistry and Veterinary Medicine courses last for five years and Medicine for six years.

After a four-year faculty, one can go further for his/her Master's Degree which lasts for two years with thesis and non-thesis options. Access to doctoral programs requires a master's degree and have a duration of minimum four years with a doctoral thesis at the end. The graduates of Medicine, Veterinary Medicine and Dentistry can directly apply to PhD/Doctorate programmes.

The purpose of higher education is to raise the students in line with their interests and skills, in conformance to the science policy of the country and in consideration of qualified manpower needs of society at several levels, to do researches in scientific areas, to arrange for all kinds of publications that show the research and examination results and facilitate advancement of science and technology, to finalize the researches and examinations demanded by the government and to make comments, to make written or oral public announcements explaining the scientific data that shall increase the general level of Turkish society and enlighten the public, and to give non-formal education.

According to the Law, higher education institutions are responsible for the training of their own academic staff. Meanwhile, Primary and Secondary school teachers are trained in universities for 4 years and they get a BA degree at the end.

The major source of income of state universities is the funds allocated through the annual State budget, this is equivalent of about 60% of the total university income. In addition to this, a university can generate its own income from the services provided by that university, such as patient care in university hospitals . Student contributions to state universities form only 4% of the total university budget. Meanwhile, the student fees in private foundation (Vakif) universities are much higher.

At present, enrolment in the private universities accounts for only 5% of the total. Clearly, state universities are by far carrying the major portion of the load of higher education in Turkey . In 2023 a total of 1.8 million students were enrolled in AA, BA, Master's and Doctorate programs of 208 State and Vakif-Private universities. In 2022-2023 Scholastic year, there were a total of 6.950.142 students and 184.566 professors at higher education institutions; 6.2 million of them at state universities.

Non-Formal Education

Non-formal education in Turkey is offered by a network of training centers who are supervised by the Ministry of National Education (MEB). Non-formal education services aim to teach reading-writing, help to continue education of students for finish their incomplete education, teach balanced nutrition and a healthy life style, teach people from various professions the knowledge and skills they need to improve themselves, and so on.

There is also Distance Higher Education which is offered at the Open Education Faculty of Anadolu University. This program lasts for 2 or 4 years.

Foreign Students Admission

Foreign students who would like to enroll in the post-graduate programs of the Turkish institutions of higher education can apply directly to universities and must have completed their secondary education in a high school in which the education is equivalent to that of a Turkish lycee; they need to have it confirmed from a Turkish Embassy in their country and apply for a student visa. The applications of foreign students will be considered by the universities within their limit of the allocated places for foreigners . The students must also take the Foreign Student Entrance Examination (YÖS) which consists of two tests; a "basic learning skills test" where they must score at least 40, and a "Turkish language proficiency test" to see their Turkish language level, if any. Language courses are organized for those who do not speak Turkish, and in some Turkish universities courses are taught in English, French or German.

Foreign students must take the Graduate Education Entrance Examination or an international examination (GRE, GMAT, SAT, etc.) required by each university, the equivalency of which is recognized by the concerning university senate. The evaluation of the results of these examinations is carried out by the concerning universities.

• Number of higher education students in Turkey in academic year 2022/2023, by degree

In Turkey, approximately seven million students enrolled in the higher education programs for the academic year 2022/2023, of which nearly 3.8 million started studying to receive their bachelor's degrees. Additionally, more than 2.6 million students enrolled in associate studies, which is a two-year higher education program in Turkey.

Higher education sector

As of 2012, compulsory education in Turkey consists of 12 years and is divided into three levels: primary, elementary, and secondary education. If successful, students might continue their studies at a university, after taking the National University Entrance Examination. Although the higher education sector is mainly dominated by the public universities , there are also 75 private universities in Turkey for students to choose from. According to the Times Higher Education ranking, the top three universities in Turkey were also private institutions . Cankaya University, which is located in the capital city of Ankara, placed first on the list, along with Koc and Sabanci Universities in Istanbul. 

Education level of the Turkish society

Following the declaration of the Turkish Republic, a letter revolution was made in the country with replacing The Ottoman Turkish script with the Latin alphabet in 1928. Since then, the education level of the Turkish society has been increasing. In 2022, approximately 1.6 million people in Turkey were illiterate , compared to almost five million in 2008. This represented around three percent of the inhabitants of the country . In addition to that, the share of the population with a university or other higher education degree reached over 20 percent as of 2022.

Is Nexford University accredited?

Nexford University is  accredited  in the US by the  Distance Education Accrediting Commission  (DEAC), which is listed by the U.S. Department of Education as a recognized accrediting agency and is recognized by the Council for Higher Education Accreditation (CHEA) .

We're also licensed by the Higher Education Licensure Commission (HELC) in Washington DC, and our courses have been certified by Quality Matters (QM).

Does WES evaluate Nexford degrees?

WES will evaluate Nexford degrees, however they will not say they are equivalent to a Canadian degree because we are nationally accredited in the United States by the Distance Education Accrediting Commission ( DEAC ).   DEAC is recognized as an accrediting agency by both the U.S. Department of Education and the Council for Higher Education Accreditation ( CHEA ). Most schools in the U.S. and Canada will do their own credit evaluations.

Can I apply for an MBA if I don't have a university degree?

You'll need an undergraduate degree to apply for the MBA program. Nexford University accepts applications globally. We understand that your qualification may not specifically say that you hold a bachelor's degree in your country, but it may be equivalent to a US Bachelor's degree. We'll be happy to have your credentials reviewed! If you have a degree in another discipline, you'll take four 6-8 week Advanced Business Foundation courses. Here, you'll learn the baseline business skills you need for our broader MBA. Upon successful completion, start taking MBA core courses. If you have studied business before, you'll enter straight into the MBA and start taking your core courses.

What is the university experience at Nexford like?

What's required for my application?

All applicants to Nexford’s MBA degree must provide proof that they completed a bachelor’s degree at an accredited institution in business or a business-related field, or equivalent for international institutions, with a valid copy of their official diploma and transcript. If applicants are not able to provide these documents, they must submit an explanation in writing together with any supporting materials that might assist the university in certifying their graduate status. If you’ve graduated from an institution where the primary language of instruction was English, we will rely on your transcript to prove English proficiency. If your prior education was not in English, we’ll need to confirm English proficiency as part of our process to ensure you’re equipped to succeed at Nexford. Turkey to welcome academics from West who oppose war on Gaza

In response to the dismissal of scientists and students in the West for protesting Israeli massacres in Gaza, Türkiye's Council of Higher Education extends an invitation for them to continue their studies and research in the country.

The doors of Turkish universities are open to academics and students from Western educational institutions who lost their jobs for opposing Israel’s massacres in Gaza, the president of the Türkiye’s Council of Higher Education (YOK) has said.

"As president of the Council of Higher Education, I would like to address the scientists and students from Western universities who lost their jobs because they opposed the massacres in Gaza: The doors of Turkish universities are open to Western academics and scientists," he said, speaking at the opening of a conference titled “Gaza Genocide Attempt: Tellings of an Eyewitness” at the Social Sciences University of Ankara (ASBU).

The conference was presented by Ghassan Abu Sitta, the Palestinian rector of Glasgow University, who volunteered as a doctor during Israel's siege of Gaza and was prevented from talking about his experiences in some European countries.

"At the end of the 15th century, just as we opened our doors to Jews persecuted in Europe, just as we welcomed scientists under Nazi persecution and oppression on the eve and during the Second World War, we will be very pleased to welcome you today. In the coming days, we will organise an application page for this purpose with an announcement on the website of the Council of Higher Education,” Ozvar added.

"We will allow university professors in Europe, Canada and the United States who have been dismissed due to their humanitarian actions and international students who have been separated from their universities to continue their education in our country, including transfer or special student status, if they wish. From here, we make an invitation to international students studying in the West who have lost their jobs and studentship and invite them to this application process.”

Protests against Israeli massacres

Ozvar said that university academics and young people around the world are protesting against the massacres in Gaza with a conscience of humanity.

Explaining that university administrations, academics and students in Türkiye have also participated in these protests and condemned the genocide in Gaza, he said: “On the other hand, in the face of these peaceful actions of academics and students in the United States, Western Europe and Canada, the so-called defenders of academic freedom, freedom of expression and democratic rights, Western university administrations take anti-democratic and freedom-restrictive measures and apply great pressure on university members.”

Pointing out that Palestinian lands and the Palestinians living there are going through very difficult times compared to the past, he said that tensions continue in the region, which has hosted many civilisations throughout history.

Highlighting that more than 36,000 Palestinians have been killed in the Israeli attacks, Ozvar noted that the number of Palestinians forcibly displaced from their homes exceeded 2 million.

Palestinian students at Turkish universities

He emphasised that Türkiye continues to defend the Palestinian cause on every platform, adding that Turkish President Recep Tayyip Erdogan has always expressed Türkiye's support for Palestine in his speeches at international meetings, presented evidence of Israel's occupation of Palestinian territories to his interlocutors and announced that Türkiye would intervene in the ongoing genocide case against Israel at the International Court of Justice.

Ozvar said that as YOK, they opened the doors of universities to Palestinian students and academics who had to leave Gaza, adding that “many Palestinian students have been continuing their education in our universities as of today.”

Ozvar said that Abu Sitta witnessed the crimes committed by the Israeli army at Palestinian hospitals in Gaza and reported what he saw there to the prosecutor's office at the International Criminal Court in the context of its investigation concerning Israel.

Abu Sitta was prevented, however, from speaking about this in certain European countries.

Violation of freedom of expression

“This is a clear violation of freedom of expression and another example of the double standards of many Western countries. Your (Abu Sitta) visits have revealed the double standards in the West like a litmus paper. We invited you to Türkiye. Please freely express all the events you witnessed, which are not allowed in the Schengen countries,” said Ozvar.

ASBU Rector Musa Kazim Arican also stressed the importance of Abu Sitta's narration of his testimonies in Gaza at the conference, hoping that "It will be a program that heralds a free Palestine."

Israel has killed more than 36,000 Palestinians in Palestine's Gaza since a cross-border attack by the Palestinian resistance group Hamas on October 7 last year, which killed around 1,200 people.

The military campaign has turned much of the enclave of 2.3 million people into ruins, leaving most civilians homeless and at risk of famine.

Israel stands accused of genocide at the International Court of Justice (ICJ), which in its latest ruling ordered it to immediately halt its operation in Rafah, a city in southern Gaza where more than a million displaced Palestinians had sought refuge.

Most countries' education systems align with the International Standard Classification of Education, facilitating comparison of educational achievements across nations.

Canada, with 56.27% of its population aged 25 to 64 having completed tertiary education, ranks as the most educated country according to OECD 2018 data.

Comparative analysis by age shows varying trends in education support among countries, with South Korea leading in tertiary education completion among 25-34 year-olds.

One of the most telling (and important) measures of a nation's development is its education system. In developed nations, educational opportunities are plentiful and affordable, and most adults are literate and have at least a basic high school education. These countries have a high chance of ranking among the smartest countries in the world. By comparison, in still-developing nations , literacy rates and the number of people who have completed high school both tend to be lower. Underdeveloped and least developed nations typically have the lowest literacy rates and offer the lowest quality educational programs—in fact, many people in these nations may not have access to education at all.

Education levels explained

While each country has its own educational system, most conform to the International Standard Classification of Education scale , which makes it possible to compare various countries' educational systems to one another. A country’s education levels are usually broken down into three tiers: below upper secondary (preschool up to high school), upper secondary (high school), and tertiary (college/university onward).

Below upper secondary education covers three phases on the International Standard Classification of Education scale, starting with preschool and ending around the time the student has undergone roughly 6-8 years of primary classroom instruction (sixth to eighth grade in the U.S. system). Upper secondary education comes next and introduces more subjects as well as courses that can prepare the student for vocational education or tertiary education. Some degree of secondary education is compulsory in most countries. The path then splits, with some students entering the workforce and others moving on to vocational training (trade schools) or other tertiary (higher) education such as certificate programs, degree programs (Bachelor's, Master's, Doctorate).

Which countries are the most educated countries in the world?

According to a 2017 UNESCO report, the number of students worldwide attending higher education institutions increased from 100 million in 2000 to 207 million in 2014. But which countries are the most educated? This is not as easy a question to answer as one might hope, because "most educated" is an imprecise term. For example, which would be considered more educated: A country in which 50% of the residents have completed secondary education and 25% have attained a tertiary degree, or one in which 100% of residents have completed secondary education but none have a tertiary degree?

Despite the vagueness of the concept, multiple surveys and studies have done their best to determine which countries have the most-educated population. One of the most highly regarded analyses comes from the Organization for Economic Cooperation and Development , or OECD, which released its list of the world’s most educated countries in 2018.

The Top 10 Most-Educated Countries

The OECD list compares the percentage of each country's residents ages 25 to 64 who have completed some form of tertiary education: a two-year or four-year degree or a vocational program. Based on the OECD's data, Canada is the most educated country globally, with 56.71% of adults meeting the OECD criteria. Japan has the second-highest percentage of 51.44%, followed by Israel with 50.92%. However, it's worth noting that this list compared only the 43 countries that are members or partners of the OECD, leaving out roughly 150 countries that happen to not belong to the OCED. =Also of note is the fact that these rankings change if the data are divided by age range. For example, compare the percentages for 55-64-year-olds in the tables below with the percentages for 25-34-year-olds. Comparisons such as these offer a glimpse into which countries are increasing support for education and which may be doing less.

Education can promote gender equality, reduce child marriage, promote peace, and increase a person’s chances of having a healthy life. The Global Partnership for Education considers education to be a human right, one that grants every person more opportunities in life, such as employment opportunities, better health, and the ability to participate in the political process.
