           राजनीतिक सिद्धांत उन सिद्धांतों , विचारों और विचारधाराओं का अध्ययन है जो सामाजिक संरचनाओं , राजनीतिक प्रणालियों और सरकार के रूपों को प्रभावित करते हैं। यह राजनीतिक सोच की ऐतिहासिक शुरुआत , विकास और अनुप्रयोगों की पड़ताल करता है। राजनीतिक सिद्धांत सरकारों की नींव , सत्ता के वितरण और समाज की गतिशीलता में अंतर्दृष्टि प्रदान करता है , इसलिए इसे समझना आवश्यक है।

2. भारत में संवैधानिक सरकार और लोकतंत्र :.

          लोकतंत्र और संवैधानिक सरकार भारतीय राजनीति की आधारशिला हैं। 26 जनवरी 1950 को अपनाए गए भारतीय संविधान ने एक लोकतांत्रिक गणराज्य की स्थापना की जो अपने लोगों के अधिकारों और स्वतंत्रता को बरकरार रखता है।

.         व्याख्यान नोट्स का यह संग्रह भारत की संवैधानिक सरकार और लोकतंत्र की मुख्य विशेषताओं , ऐतिहासिक विकास , कठिनाइयों और महत्व की जांच करता है।

ऐतिहासिक सेटिंग :

          भारत के संवैधानिक लोकतंत्र के विकास में एक महत्वपूर्ण कारक ब्रिटिश औपनिवेशिक नियंत्रण से स्वतंत्रता के लिए देश का युद्ध था। यह महात्मा गांधी , जवाहरलाल नेहरू और डॉ . बी . आर . अंबेडकर जैसे नेताओं का दृष्टिकोण था। अम्बेडकर ने भारत को एक लोकतांत्रिक राष्ट्र बनने में मदद की ।

संवैधानिक सरकार की महत्वपूर्ण विशेषताएँ :

प्रस्तावना :.

.      प्रस्तावना उन लक्ष्यों का वर्णन करती है जो भारत न्याय , स्वतंत्रता , समानता और भाई-चारे के संदर्भ में चाहता है।

शक्तियों का पृथक्करण :

       शक्ति के संकेंद्रण को रोकने के लिए , संविधान कार्यकारी , विधायी और न्यायिक विभागों के बीच अधिकार वितरित करता है।

       नागरिकों को मौलिक अधिकार दिए गए हैं जो उनकी व्यक्तिगत स्वतंत्रता को बरकरार रखते हैं और उन्हें भेदभाव से बचाते हैं।

राज्य के नीति निदेशक सिद्धांत :

       सरकार को इन निर्देशों के अनुसार सामाजिक , आर्थिक और राजनीतिक न्याय करना चाहिए।

       भारत में एक संघीय ढांचा है जिसमें केंद्र  और राज्य सरकारों के बीच शक्तियों का पृथक्करण है।

लोकतांत्रिक व्यवस्था :

        18 वर्ष से अधिक उम्र के सभी नागरिकों को वोट देने का अधिकार है , यह गारंटी देता है कि प्रत्येक चुनाव में बड़ी संख्या में लोग मतदान करते हैं।

        भारत का लोकतंत्र एक गतिशील बहुदलीय राजनीतिक प्रणाली पर पनपता है।

नियमित चुनाव :

        प्रतिनिधित्व और जवाबदेही सुनिश्चित करने के लिए , सरकार के विभिन्न स्तरों के लिए नियमित रूप से चुनाव आयोजित किए जाते हैं।

संवैधानिक सुरक्षा के बावजूद , भारत में जाति , वर्ग , लिंग और धार्मिक असमानताएँ मौजूद हैं।

राजनीतिक भ्रष्टाचार :

        सरकार के कई स्तरों पर भ्रष्टाचार से लोकतांत्रिक प्रक्रिया को गंभीर ख़तरा है।

संप्रदायवाद और सांप्रदायिकता :

        धर्म और राजनीति पर संघर्ष कभी – कभी सामाजिक एकता को खतरे में डाल सकता है।

प्रभावी कार्यान्वयन का अभाव :

        संवैधानिक विचारों को व्यवहार में लाना अभी भी कठिन है।

लोकतंत्र और संवैधानिक सरकार का महत्व :

अधिकार संरक्षण :.

         संविधान नागरिकों के अधिकारों की रक्षा करता है और संभावित शक्ति दुरुपयोग पर रोक लगाने का कार्य करता है।

         संवैधानिक सिद्धांत यह सुनिश्चित करते हैं कि कानून सरकारी संचालन को नियंत्रित करता है।

        भारत निरंतर सार्वजनिक भागीदारी , विवेकपूर्ण सरकार और संविधान के उद्देश्यों का सम्मान करने के प्रति समर्पण के माध्यम से लोकतंत्र की ओर प्रगति कर रहा है।

3. भारत में राष्ट्रवाद :

         भारत का शक्तिशाली और विविध सामाजिक – राजनीतिक आंदोलन जिसे राष्ट्रवाद के रूप में जाना जाता है , ब्रिटिश औपनिवेशिक नियंत्रण से देश की स्वतंत्रता की लड़ाई में आवश्यक था। व्याख्यान नोट्स का यह सेट भारत में राष्ट्रवाद के कारणों , महत्वपूर्ण आंकड़ों , चरणों , प्रभावों और व र्तमान प्रयोज्यता की पड़ताल करता है।

प्रारंभिक राष्ट्रवाद की जड़ें :

        ब्रिटिश उपनिवेशीकरण ने इस क्षेत्र पर नकारात्मक प्रभाव डाला , जिससे आर्थिक शोषण , सांस्कृतिक दमन और राजनीतिक अधीनता के माध्यम से अशांति के बीज बोए गए।

भारतीय राष्ट्रीय कांग्रेस (INC) का गठन :

       कांग्रेस की स्थापना 28 दिसंबर 1885 को ए ओ ह्यूम ने की थी। कांग्रेसी की स्थापना भारतीय हितों का प्रतिनिधित्व करने के इरादे से की गई थी। समय के साथ , यह राष्ट्रवादी गतिविधि के लिए एक महत्वपूर्ण केंद्र में बदल गया।

भारतीय राष्ट्रवाद में महत्वपूर्ण व्यक्ति :

महात्मा गांधी :.

        भारतीय स्वतंत्रता संग्राम की नींव उनकी शांतिपूर्ण प्रतिरोध ( सत्याग्रह ) विचारधारा थी।

जवाहरलाल नेहरू :

      एक प्रसिद्ध व्यक्ति और भारत के पहले प्रधान मंत्री , उन्होंने आधुनिकीकरण और लोकतांत्रिक समाजवाद को बढ़ावा दिया।

सुभाष चंद्र बोस :

       सुभाष चंद्र बोस ने भारतीय राष्ट्रीय सेना ( आईएनए ) की स्थापना की और स्वतंत्रता हासिल करने के लिए अधिक उग्रवादी रणनीति के लिए तर्क दिया।

राष्ट्रवाद के चरणों में शामिल हैं :

मध्यम चरण :.

        19 वीं सदी के अंत से 20 वीं सदी की शुरुआत तक , संवैधानिक परिवर्तन , प्रतिनिधित्व और ब्रिटिश सरकार के साथ संचार पर ध्यान केंद्रित करने के साथ।

        20 वीं सदी की शुरुआत में “ चरमपंथी चरण ” की विशेषता अधिक सशक्त मांगें , व्यापक प्रदर्शन और सविनय अवज्ञा थी।

गांधीवादी चरण :

         यह अवधि अहिंसक विरोध प्रदर्शनों और सविनय अवज्ञा के कृत्यों से प्रतिष्ठित थी , जिसमें नमक मार्च , भारत छोड़ो आंदोलन और दांडी मार्च ( 12 मार्च 1930 से 06 अप्रैल 1930 ) शामिल थे।

प्रभाव और सफलताएँ :

        गांधी की तकनीकों ने राजनीतिक परिवर्तन लाने में अहिंसा की प्रभावशीलता का प्रदर्शन किया और उन्होंने दुनिया भर में इसी तरह के अभियानों के लिए प्रेरणा के रूप में काम किया।

विविध समूहों के बीच एकता :

.       स्वतंत्रता के लिए एक आम लड़ाई में , राष्ट्रवाद ने कई जातियों , धर्मों और भौगोलिक क्षेत्रों के व्यक्तियों को एकजुट किया।

        एक लोकतांत्रिक गणराज्य का विकास और अंततः भारतीय स्वतंत्रता राष्ट्रवादी पहलों द्वारा संभव हुई।

सांस्कृतिक पहचान :

       भारत के व्यापक सांस्कृतिक इतिहास की रक्षा और प्रचार – प्रसार के लिए राष्ट्रवाद आज भी महत्वपूर्ण है।

       आधुनिक भारतीय राष्ट्रवाद का मूल एक ही पहचान के तहत एकजुट विविध देश की धारणा है।

राष्ट्रीय गौरव :

       विश्वव्यापी घटनाओं या चुनौतियों के दौरान अक्सर राष्ट्रवादी भावना का आह्वान किया जाता है।

प्रश्न और चर्चाएँ :

       जातीय और क्षेत्रीय विभाजनों के संबंध में क्षेत्रीय आकांक्षाओं और सांस्कृतिक विविधता के साथ राष्ट्रीय पहचान को संतुलित करना।

अल्पसंख्यक अधिकार :

       यह आश्वासन देना कि धर्म या संस्कृति में भिन्नता के बावजूद सभी को समान अधिकार और अवसर प्राप्त हैं।

       उग्र राष्ट्रवाद और गौरव एवं कर्तव्य की स्वस्थ भावना के बीच अंतर करना। अंधराष्ट्रवाद बनाम वास्तविक देशभक्ति।

राष्ट्रवाद का निष्कर्ष :

        भारत का लोकतंत्र एक गतिशील बहुदलीय राजनीतिक प्रणाली भारत में राष्ट्रवाद एक जटिल और गतिशील विचार है जो देश के विकास के लिए आवश्यक रहा है। औपनिवेशिक उत्पीड़न की प्रतिक्रिया के रूप में राष्ट्रवाद ने अपने शुरुआती दिनों से ही भारतीय पहचान , आकांक्षाओं और सामाजिक – राजनीतिक परिदृश्य को आकार दिया है।

        ऐसा अब भी जारी है . राष्ट्रवाद के लक्ष्य और सिद्धांत एक विविध और एकजुट देश के लिए प्रेरणा और दिशा के स्रोत के रूप में काम करना जारी रखते हैं क्योंकि भारत विकास की दिशा में आगे बढ़ रहा है।

4. समकालीन राजनीतिक अर्थव्यवस्था :

         समकालीन राजनीतिक अर्थव्यवस्था नामक एक अंतःविषय क्षेत्र आधुनिक दुनिया में राजनीति , अर्थशास्त्र और समाज के बीच मौजूद जटिल संबंधों का अध्ययन करता है।

• जो छात्र भारत में इस कोर्स का अध्ययन करना चाहते हैं, उन्हें प्रवेश परीक्षा CUET के लिए उपस्थित होना होगा। वहीं अधिकतर विश्वविद्यालय मेरिट के आधार पर प्रवेश देते हैं।
• विदेशी विश्वविद्यालयों के मामले में, अंग्रेजी प्रोफिशिएंसी के प्रमाण के रूप में IELTS या TOEFL या PTE आदि के टेस्ट स्कोर जरूरी होते हैं।
