But, sometimes your initial subject idea is too broad, or you are interested in multiple subject areas. This guide will walk you though sources which will help you gain a sense of legal developments (if any) on your subject. It will also list sources that help you begin to find the academic conversation happening on a topic.

By browsing, searching, and reading broadly in these sources, you will hopefully find a topic that is deeply interesting to you. Enough so that you will stay engaged and motivated during the entirety of the writing process.

For HLS LL.M.s, this guide will provide links to sources from the Graduate Program which will help you determine if your topic is sufficiently narrow. It concludes with suggestions about how to identify possible HLS faculty supervisors.

  • Law.com (HLS only) Very current, short news items about legal developments in law and the legal industry.
  • Bloomberg Law News and Topic Selection Page (HLS Only) This page links to Bloomberg news offerings, and uniquely, coverage of “circuit splits”. A circuit split is when federal appellate courts are reaching different outcomes on the same topic of law. Current circuit splits can make interesting paper topics.

Working Papers Repositories

After browsing widely through current awareness services for ideas, hopefully you’re starting to have a few possible topics. Digging into working papers is a good next step in comparing your topic options. Working paper repositories host collections of scholarly articles.   • LegalTrac Topic Finder (HLS) LegalTrac is an index (descriptions of articles) and has some full text. It is included here for its topic finder tool which allows you to put in some general topics, and then refine the terms to generate a list of linked articles.

Academic Articles, Books and Book Chapters

It is beyond the scope of this guide to cover specialized sources for non-U.S. and International law and legal literature. Neither does this guide cover sources for law-related literature, such as the literature of political science, economics, gender studies, etc. To find academic journal content across disciplines, the best starting point is to use HOLLIS.

  • HOLLIS Catalog and Articles Beyond finding the books, ebooks, and journals owned by the Harvard Library system, using HOLLIS in its default mode (Catalog & Articles) allows you to find articles from many subscription sources. Before settling on a paper topic, running some searches in HOLLIS is a must.

Dissertations, Theses and Papers

Tips on Finding a Faculty Advisor

LL.M. written work requires faculty supervision. The following sources will help you identify HLS faculty members by research interests. You can also view HOLLIS records of LL.M. papers to identify the HLS professors who supervised papers in your subject area.

  • HLS Faculty Directory The directory can be searched by keyword or filtered by area of interest and by categories of appointment. Directory pages usually include courses taught, publications, and research interest area. Note that some professors are here for only part of the year. Faculty supervisors must have a teaching appointment in the semester in which the paper is to be turned in.
  • HLS Course Catalog This is the best source to determine who is currently teaching in your topic subject area.
  • HLS Faculty Bibliography This is a collective list of publications of the HLS faculty covering recent years.
  • HLS Programs of Study Programs of study are course grouping suggestions for students who want to focus their academic and career development within a field of law. Each program lists HLS faculty members associated with that field of law.

What Comes Next for the Law of the Sea Treaty?

More than 40 years since its signing, the United States still has not ratified an international agreement known as the “constitution of the oceans.” In a webinar held April 2, two of the world’s leading ocean diplomacy scholars met to discuss its history, challenges, and the U.S.’s potential role in the future.

The 1982 United Nations Convention on the Law of the Sea was truly revolutionary for its time. Unraveling against the backdrop of decades of conflict pertaining to maritime affairs, the significance of this conference and its attempts at negotiating a comprehensive legal framework cannot be understated. Key figures in this development include the members of the United Nations, coastal and landlocked states, the scientific community, environmental community, and developing nations. Yet, with the conclusion of this unifying conference, a singular question remained: What comes next? 

This question is what David Balton , the executive director of the U.S. Artic Steering Committee, and David Freestone , a Professor at George Washington University and the Executive Secretary of the Sargasso Sea Commission, aimed to address in a webinar titled, “ The UN Convention on the Law of the Sea at 40 .” In this discussion a range of topics were discussed but the primary focus was providing viewers with a comprehensive understanding of the events of this convention and the way this history plays out in modern times.

The 1982 convention was one of multiple attempts at setting parameters and guidelines for maritime control. In 1958, the council met for the first time to discuss growing concerns regarding the need for a comprehensive legal framework regarding ocean governance. In this they brought multiple representatives worldwide to discuss the breadth of territorial waters, the rights of coastal states, freedom of navigation, and the exploitation of marine resources. This conversation laid the groundwork for future discussions. However, it was largely ineffective at generating a treaty as they were unable to reach a consensus on the breadth of territorial waters. This first conference is referred to as UNCLOS I. 

Following 1958, in 1960 the members of the council and associated parties convened once again to discuss the issues brought forth by UNCLOS I. The purpose of this conference was to further discuss issues pertaining to the Law of the Sea and build a framework to begin ratification of a binding treaty to ensure that conflict regarding the sea diminishes greatly. This discussion was set in the context of the Cold War. This new setting complicated discussions as talks regarding the implementation of nuclear weapons under the deep seabed further elicited great debate and tensions. While the aim of this meeting was of course to reach a general agreement on these subjects, major differences between states and other parties prohibited UNCLOS II from producing said treaty. 

UNCLOS III served as the breadwinner of this development, yet this is not to say that results were immediate. Negotiations for UNCLOS III were the longest of the three as they spanned from 1973 to 1982. UNCLOS II was particularly special due to its ability to produce revolutionary concepts such as archipelagic status and the establishment of the exclusive economic zone (EEZ), granting coastal states exclusive rights over fishing and economic resources within 200 miles of their shores. In addition, this led to the development of the International Seabed Authority and the International Tribunal for the Law of the Sea. Despite the limitations and unfinished agenda that preceded this, the treaty was officially ratified in 1994 at Montego Bay. The convention initially received 157 signatories and currently holds participation from 169 parties. Absent from this group are the United States, Turkey, and Venezuela. The convention was designed to work as a package deal and required nations to fully commit to the agreement or abstain entirely. For this reason, the United States retains a nonparty, observer status despite to their adherence to the rules and guidelines of the treaty. 

After this explanation, Balton and Freestone addressed the big question: What comes next? As of right now, the United States is still not a signatory of this treaty. However, this is not to say that they are in violation of this treaty either. The United States participates in discussions and negotiations related to UNCLOS issues, both within the United Nations and through bilateral and multilateral engagements. In addition, the Navy still upholds international law in dealings concerning navigational rights. The one factor many claims prohibits the United States from signing is the possibility of their sovereignty being challenged by certain provisions within the treaty. In spite of this, many continue to push to change this reality, advocating for the United States to ratify this agreement.

The 1982 United Nations Convention on the Law of the Sea remains a pivotal moment in the history of international maritime governance. This Convention led to many insightful and necessary developments which will continue to set precedent for generations to come. While imperfect, the efforts put forth by many nations and third parties to ensure that it remains consistent with modern day times is very telling of the hopeful development of this treaty. Furthermore, while the future of U.S. involvement in the treaty is uncertain, the frameworks established by the three UNCLOS’ provide a solid foundation for addressing contemporary challenges and furthering international cooperation.

This article addresses the challenge of staffing shortages, faced by U.S. law enforcement agencies, which is an even greater challenge when considering the goals of achieving staffing that matches the communities they serve; it focuses specifically on how to resolve the issue of under-representation of women among sworn law enforcement officers.

In this article, the authors address the challenge of staffing shortages faced by U.S. law enforcement agencies, and specifically focus on how to resolve the issue of under-representation of women among sworn law enforcement officers. The article notes that existing research has failed to provide police agencies with adequate guidance on optimizing the recruitment of women. It also points out that women officers have been found to help restore trust in police, obtain higher clearance rates for some types of crimes, and tend to use less force than men. As a result of those factors, the article provides insights into law enforcement agency recruiting websites and social media materials, based on the authors’ analysis of 22 agencies’ websites and social media posts. The authors discuss their analysis methodology, findings, and characteristics of outreach materials that may impact the recruitment of women to careers in law enforcement. The authors also recommended practices for more inclusive law enforcement practices that highlight community policing and other activities that emphasize valuable soft skills that women have that would contribute to police work.

7 facts about americans and taxes.

Spring reliably brings a whirlwind of number-crunching and form-filing as Americans finish their tax returns. Altogether, the IRS expects to process more than 160 million individual and business tax returns this season.

Ahead of Tax Day on April 15, here are seven facts about Americans and federal taxes, drawn from Pew Research Center surveys and analyses of federal data.

Ahead of Tax Day 2024, Pew Research Center sought to understand Americans’ views of the federal tax system and outline some of its features.

The public opinion data in this analysis comes from Pew Research Center surveys. Links to these surveys, including details about their methodologies, are available in the text.

The external data comes from the U.S. Office of Management and Budget and the IRS Data Book . Data is reported by fiscal year, which for the federal government begins Oct. 1 and ends Sept. 30. For example, fiscal 2024 began Oct. 1, 2023, and ends Sept. 30, 2024.

A majority of Americans feel that corporations and wealthy people don’t pay their fair share in taxes, according to a Center survey from spring 2023 . About six-in-ten U.S. adults say they’re bothered a lot by the feeling that some corporations (61%) and some wealthy people (60%) don’t pay their fair share.

Democrats are far more likely than Republicans to feel this way. Among Democrats and Democratic-leaning independents, about three-quarters say they’re bothered a lot by the feeling that some corporations (77%) and some wealthy people (77%) don’t pay their fair share. Much smaller shares of Republicans and GOP leaners share these views (46% say this about corporations and 43% about the wealthy).

Meanwhile, about two-thirds of Americans (65%) support raising tax rates on large businesses and corporations, and a similar share (61%) support raising tax rates on households with annual incomes over $400,000. Democrats are much more likely than Republicans to say these tax rates should increase.

Just over half of U.S. adults feel they personally pay more than what is fair, considering what they get in return from the federal government, according to the same survey.

This sentiment has grown more widespread in recent years: 56% of Americans now say they pay more than their fair share in taxes, up from 49% in 2021. Roughly a third (34%) say they pay about the right amount, and 8% say they pay less than their fair share.

Republicans are more likely than Democrats to say they pay more than their fair share (63% vs. 50%), though the share of Democrats who feel this way has risen since 2021. (The share among Republicans is statistically unchanged from 2021.)

Many Americans are frustrated by the complexity of the federal tax system, according to the same survey. About half (53%) say its complexity bothers them a lot. Of the aspects of the federal tax system that we asked about, this was the top frustration among Republicans – 59% say it bothers them a lot, compared with 49% of Democrats.

Undeniably, the federal tax code is a massive document, and it has only gotten longer over time. The printed 2022 edition of the Internal Revenue Code clocks in at 4,192 pages, excluding front matter. Income tax law alone accounts for over half of those pages (2,544).

The public is divided in its views of the IRS. In a separate spring 2023 Center survey , 51% of Americans said they have an unfavorable opinion of the government tax agency, while 42% had a favorable view of the IRS. Still, of the 16 federal agencies and departments we asked about, the IRS was among the least popular on the list.

Views of the IRS differ greatly by party:

  • Among Republicans, 29% have a favorable view and 64% have an unfavorable view.
  • Among Democrats, it’s 53% favorable and 40% unfavorable.

On balance, Democrats offer much more positive opinions than Republicans when it comes to most of the federal agencies we asked about. Even so, the IRS ranks near the bottom of their list.

Individual income taxes are by far the government’s largest single source of revenue, according to estimates from the Office of Management and Budget (OMB).

The federal government expects to collect about $2.5 trillion in individual income taxes in fiscal year 2024. That accounts for nearly half (49%) of its total estimated receipts for the year. The next largest chunk comes from Social Security taxes (including those for disability and retirement programs), which are projected to pull in $1.2 trillion this fiscal year (24%).

By comparison, corporate income taxes are estimated to bring in $612.8 billion, or 12% of this fiscal year’s federal receipts. And excise taxes – which include things like transportation trust fund revenue and taxes on alcohol, tobacco and crude oil – are expected to come to $99.7 billion, or 2% of receipts.

American tax dollars mostly go to social services. Human services – including education, health, Social Security, Medicare, income security and veterans benefits – together will account for 66% ($4.6 trillion) of federal government spending in fiscal 2024, according to OMB estimates.

An estimated 13% ($907.7 billion) will go toward defense spending. Another 13% ($888.6 billion) will repay net interest on government debt, and 10% ($726.9 billion) will fund all other functions, including energy, transportation, agriculture and more.

The vast majority of Americans e-file their taxes, according to IRS data . In fiscal 2022, 150.6 million individual federal income tax returns were filed electronically, accounting for 94% of all individual filings that year.

Unsurprisingly, e-filing has become more popular since the turn of the century. Fiscal 2000, the earliest year for which comparable data is available, saw 35.4 million individual income tax returns filed electronically (including those filed over the phone). These accounted for just 28% of individual filings that year.

By fiscal 2005, more than half of individual income tax returns (52%) were filed electronically.

Emerging Drug Trends

  • Emerging drugs, which include designer drugs and new psychoactive substances , are substances that have appeared or become more popular in the drug market in recent years.
  • Emerging drugs have unpredictable health effects . They may be as powerful or more powerful than existing drugs, and may be fatal.
  • Because drug markets change quickly, NIDA supports the National Drug Early Warning System (NDEWS) , which tracks emerging substances. NIDA also advances the science on emerging drugs by supporting research on their use and on their health effects.

What are emerging drugs?

Emerging drugs are mind-altering substances that have become more common in recent years. They may be sold in drug markets or at convenience stores and online. Since 2013, the United Nations Office on Drugs and Crime has identified more than 1,000 emerging drugs worldwide. 1

These substances, which include designer drugs and new psychoactive substances , come from many sources. Some were first developed as potential treatments or research chemicals. Others originate in illicit labs and are created to mimic the effects of drugs regulated under the Controlled Substances Act . These emerging substances often produce similar effects and/or are chemically similar to illegal or prescription opioids, stimulants, benzodiazapines (“benzos”), or other existing types of drugs.

People may seek out these drugs for recreation or use them to self-medicate without medical supervision. They may also be added to other drugs without a buyer knowing it. As a result, the health effects of emerging drugs are largely unknown, potentially posing a public health threat and contributing to the overdose crisis . 2,3

NIDA monitors emerging drug trends through its Designer Drug Research Unit and through support for the National Drug Early Warning System (NDEWS) , which tracks drug-related emergency calls.

What are the effects of emerging drugs?

An emerging drug’s effects depend on the type of substance it is—for instance, if it is a new type of opioid , depressant , synthetic cannabinoid , psychedelic , or stimulant. Its effects may be unpredictable and unwanted, especially if it is an unknown ingredient in another drug. A person may not know what substance or substances they have really taken. And because these substances are new to the drug market, clinicians or researchers may not know their effects or how potent (powerful) they are until people begin to visit emergency departments or clinics with symptoms of negative health effects. 4

In addition, emerging substances are usually not included in emergency department drug tests and are not routinely included in the toxicology tests used after a fatal overdose. The delay in this data means there is also a delay in understanding how widespread use of the drug is, why and how these drugs have their effects, and how to care for people who experience negative effects of those substances.

NIDA researchers and grantees collaborate to identify how these emerging drugs work and their potential health effects, including those that have the potential to impact the overdose crisis. NIDA also supports the National Drug Early Warning System (NDEWS) to track emerging substances and their impact on drug-related emergency calls.

What are nitazenes?

Nitazenes are a class of lab-made (synthetic) opioids that may be as powerful or more powerful than fentanyl. 4   They were developed in research labs in the 1950s as potential pain relievers but never marketed. Nitazenes are most often sold as a white powder or tablets. People may not be aware that they have taken nitazenes, as they may be added to other substances, including fentanyl, heroin, and benzodiazepines. 5

Nitazenes began to re-emerge in the drug supply in 2019, after the U.S. Drug Enforcement Administration banned fentanyl-related substances. 6,7 Researchers and authorities are monitoring nitazenes, including isotonitazene, protonitazene, etonitazene, N-piperidinyl etonitazene, and metonitazene. Many nitazenes are listed as Schedule 1 drugs under the Controlled Substances Act. 

Like all opioids , nitazenes can slow breathing, blood pressure, and heart rate to dangerously low levels, potentially contributing to overdose . Preliminary NIDA-supported research shows that the opioid overdose reversal medication naloxone is effective with isonitazene, metonitazene, and etonitazene, though it may require repeated doses. More research is needed to confirm these findings with additional nitazenes and in larger groups of people. Fentanyl test strips do not detect nitazenes.

What is tianeptine?

Tianeptine is an antidepressant medication that is not approved for use in the United States. NIDA-funded research suggests that most people take tianeptine in dietary supplements marketed as cognitive enhancers or nootropics, often sold in convenience stores and online. It may be blended with or taken at the same time as other nootropics (like phenibut and racetams) and is also used with substances such as kratom , kava, and gabapentin.

Tianeptine is not an opioid but at high doses it can have opioid-like effects, such as dangerous drops in blood pressure, heart rate, or breathing rate. Research shows that other effects include problems with brain, heart, and digestive function.

Research has shown that tianeptine can cause symptoms of a substance use disorder, including tolerance—which is when you need to take more of a drug for it to have the same level of effect—and withdrawal. Withdrawal from tianeptine has been associated with pain and problems with brain, heart, and digestive function. Early evidence suggests that tianeptine-related substance use disorder can be treated with medications for opioid use disorder , such as buprenorphine. 8

What are new psychoactive substances?

“New psychoactive substances” is a term used to describe lab-made compounds created to skirt existing drug laws . The category may include medications created by pharmaceutical companies or researchers that were never meant to reach the public .

These substances belong to a number of drug classes:

  • Synthetic opioids. These drugs are chemically different from existing lab-made opioids like fentanyl . They include brorphine and U-47700. Researchers first identified brorphine in the unregulated drug supply in 2018. New synthetic opioids may slow breathing, blood pressure, and heart rate to dangerously low levels, potentially contributing to overdose. Emerging opioids can be as powerful or more powerful than fentanyl, which itself is 50 to 100 times more powerful than morphine.
  • Synthetic cannabinoids , sometimes called “K2” or “Spice.” Lab-made cannabinoids are chemically similar to the cannabis plant but may have very different effects. Newer synthetic cannabinoids include ADMB-5,Br-BUTINACA and MDMB-4en-PINACA. MDMB-4en-PINACA has been associated with hallucinations, paranoia, and confusion. These substances have been found in people who died from accidental overdose. 9
  • Synthetic cathinones , also known as “Bath Salts.” Lab-made cathinones are stimulants that are chemically related to, but not derived from, the khat plant. People sometimes take synthetic cathinones as a less expensive alternative to other stimulants, but cathinones have also been found as an added ingredient in other recreational drugs. Emerging cathinones include eutylone, N,N-dimethylpentylone (dipentylone), and pentylone. These substances have been found in people who died from overdose. 10
  • Synthetic benzodiazapines. Benzodiazapenes are a class of lab-made depressants that include prescription medications such as diazepam (sometimes sold as Valium), alprazolam (sometimes sold as Xanax), and clonazepam (sometimes sold as Klonopin). Recent data show that new versions of recreationally manufactured bezodiazapines include bromazolam, disalkylgidazepam, and flubromazepam. 11

How does NIDA support research into emerging drugs?

NIDA supports research tracking the emergence of new drugs into the unregulated drug supply, including via the National Drug Early Warning System (NDEWS) , collaboration with other researchers, partners around the world, and social media. The Institute studies or supports research on changes in the lab-made drug supply and how these emerging substances work in the brain, as well as their health effects and potential as therapeutic treatments.

NIDA also researches ways to prevent substance use and misuse , and studies whether and how harm reduction methods may prevent, reverse, or reduce rates of overdose.

This document discusses a study conducted by RTI International that explores the impacts of variations on job descriptions that followed standard, diversity-oriented, or policy-oriented wording. The standard wording included the minimum information typically found in policing job descriptions; diversity-oriented wording included information in the standard description along with language that alluded to the agency’s commitment to recruiting diverse applicants and an equal opportunity employer statement; and the policy-oriented wording included information in the standard description along with highlighting the agency’s commitment to work-life balance, listed parental leave under the described benefits, and included academy programs that supported trainees meeting the physical requirements.
