NFL Week 4 Officiating Angles: Finding Edges in Buccaneers-Saints, Raiders-Chargers and Seahawks-Giants

This column went 2-1 last week, improving to 5-4 on the season. We cashed Unders in Pats-Jets and Eagles-Bucs, but missed the Over in Saints-Packers. The referees' tendencies figured heavily into our handicapping.

This season, Joe Gibbs (not the Hall of Fame coach, the NFL referee expert who tweets @NFLrefstats1) is collaborating with SportsLine to provide weekly officiating angles. He analyzes the NFL referee assignments from the moment they are released each Tuesday.

Before you make any Week 4  NFL picks  or NFL parlays, you need to see what Gibbs and SportsLine senior analyst Larry Hartstein have to say about the officiating crews' tendencies.

A former lead writer for Covers and The Linemakers, Hartstein combines a vast network of Vegas sources with an analytical approach he honed working for Pro Football Focus. Larry tied for 52nd place (out of 1,598 entries) in the 2022 Westgate Las Vegas SuperContest, going 53-34-3 ATS. Those selections formed the basis of his SportsLine NFL best bets, which finished 36-26-1 last season and began this season 6-3 through three weeks.

We can tell you Hartstein and Gibbs are betting Under 40.5 in Buccaneers-Saints, expecting New Orleans to cash its 10th straight Under dating to last season. Shawn Hochuli's crew is calling the NFC South game, and all-time Hochuli is 21-11-1 (66%) to the Under in divisional games.

This season, Hochuli has called 57% of his overall penalties on the offense, including a whopping 44% on offensive lines. "Hochuli ranks second at calling offensive holding penalties this season," Gibbs told SportsLine. "He regularly ranks highly in this category but through three games this year he is averaging 3.33 offensive holding penalties per game."

In his career, Hochuli is 46-35-2 (56%) to the Under, including 2-1 this season.

NFL Referee Assignments Divisional Round Games: Refs Assigned for This Weekend

W hile the regular season sees each NFL ref have a consistent crew from week to week, that changes in the playoffs. The league grades an official’s performance each game they work during the regular season. The grading is part of how officials are assigned to postseason crews.

The four referees assigned to games this weekend were off during the Wild Card games. Each referee has some members of their regular crew with them this weekend.

Houston Texans at Baltimore Ravens | John Hussey

Houston was one of the most penalized teams in the NFL during the regular season but only had three flags against them in last week’s win against the Cleveland Browns.

Baltimore had 955 penalty yards this season, the third-highest in the NFL. The Dallas Cowboys led the league with 1,012 penalty yards in 18 games this season.

The 49ers have averaged 5.3 penalties per game in 12 wins and 7.4 penalties per game in five losses. San Francisco had 12 penalties in a Week 6 loss to the Cleveland Browns and 10 penalties in a Week 16 loss to the Ravens.

Tampa Bay Buccaneers at Detroit Lions | Bill Vinovich

The Lions have been called for defensive pass interference 12 times this season, the fifth highest in the NFL. The Buccaneers have only been called for defensive pass interference six times this season, the fourth-lowest in the league.

Detroit has been called for illegal contact on defense six times, the third most, while Tampa Bay’s defense has not had an illegal contact penalty.

Kansas City Chiefs at Buffalo Bills | Shawn Hochuli

Buffalo only had two penalties against the Pittsburgh Steelers in the Wild Card game to continue a significant trend. The Bills were 6-6 after 12 games and were averaging 6.8 penalties per game. In the last six games, Buffalo has won each game and is averaging four penalties per game.

The last time these two teams met in Week 14, a penalty decided the game. Chiefs wide receiver Kadarius Toney lined up offsides and negated a 49-yard touchdown that would have given Kansas City a lead with 1:25 left in the game. After the penalty, Patrick Mahomes had three incomplete passes to end their comeback attempt.

Nfl assigns referee shawn hochuli to week 4's saints-bucs game, share this article.

Here’s your weekly referee assignment: the NFL will send Shawn Hochuli and his crew to officiate the New Orleans Saints’ upcoming game with the Tampa Bay Buccaneers on Sunday. Hochuli has worked as a referee since 2018. The Saints have gone 2-4 in games with Hochuli on the field, while the Buccaneers have a record of 5-3. Hochuli was on hand for last season’s Bucs win in New Orleans, too.

Right now Hochuli’s crew is averaging 11.7 penalty flags thrown per game, which is tied for the seventh-fewest around the league. Their 97.7 penalty yards per game are seventh-lowest, too (out of 17 officiating crews). They’ve penalized home teams 18 times and visitors 17 times through three weeks. But which penalties do the Saints need to be most mindful of?

Hochuli’s crew has fouled teams for offensive holding 10 times to this points in the season, by far their most-common penalty (defensive holding is second with 5 fouls). For the most part they’ve stayed out of the way and let players, well, play. Let’s hope that trend continues on Sunday.

Jim – Ultimately, we’re one of the best places. There’s no single source that posts them all, which is where we come in. Checking your local sites is a good place to start. Some people hear them announced on sports radio, in the newspapers, etc. It’s kind of random.

thans! i found out that anderson’s crew will be officiating the cowboys-broncos game on the cowboys blog page from dallas morning news, it also gives the breakdown of the official infrations from the previous game. very good insightful information for when that particular official’s crew, officiates your favorite team, u can watch for what they will be throwing the yellow hankies against.

Scott Green’s Crew… looks good. He has Butch Hannah @ Umpire & Scott Helverson @ Back Judge. Those 2 men alone really help out a White Hat in a game!!!

Crews have normally 2 weeks off a yr. Sometimes when one is off.. they might volunteer to officiate if someone wants off… So that makes them off only 1 game a yr. Or someone might volunteer to fill in for someone who is sick or hurt.

That does it! Based on Russ saying that Corrente is either in Cleveland or San Fran, and Scott Green being in Cleveland, that puts Corrente in San Fran and completes the list.

The NFL's overhaul of its officiating department has continued with the promotions of two members of its 2024 crews.

Umpire Ramon George and replay official Mark Butterworth are both joining the league office, sources told ESPN on Thursday, confirming multiple reports, although it is unclear who will have final authority in the department during the 2024 season.

George, an NFL umpire since 2016, will be in a vice president-level role that focuses on officiating evaluation and assignments, sources said. Butterworth will serve as vice president of replay, sources said, becoming the third person to hold that title in three years following Jon Berger and Russell Yurk.

NFL senior vice president of officiating communications and administration Perry Fewell is expected to remain with the department, although his title could change.

The additions come after officiating chief Walt Anderson stepped down from his role last month -- and on the same day that his son, Derek, was hired as an on-field official. Anderson's new title, the league said at the time, would be NFL rules analyst and club communications liaison.

Sources have said over the past year that the NFL favors having former coaches in its officiating leadership group. That includes Fewell and longtime assistant coach George Stewart, whom the NFL quietly hired in 2023 to serve as vice president of training and development.

The NFL is announcing several of the best matchups ahead of the complete unveiling of the regular season schedule on Wednesday at 8 p.m. ET.

Rodgers, who grew up in Chico and played at Cal, will make his Northern California return in Week 1 to face his old nemesis. His 20th NFL season will begin against the organization that ended his season four times in the postseason while he played for the Packers.

In nine regular-season games, Green Bay went 6-3 against the 49ers with Rodgers at quarterback. But Rodgers is 0-4 against the 49ers in the postseason .

Most recently, the 49ers beat Rodgers 37-20 in the NFC Championship Game in January 2020 . Two years later, the 49ers upset the top-seeded Packers 13-10 on a frigid night at Lambeau Field in the divisional round of the playoffs.

Rodgers, a 10-time Pro Bowl selection and four-time NFL MVP , will get another crack at the 49ers with his new team.

Rodgers was traded to the Jets last offseason, but he took just four snaps before sustaining a torn left Achilles in the season opener against the Buffalo Bills — also on Monday Night Football.

The 49ers have opened the season only once before against the Jets, and it was a memorable game. On Sept. 6, 1998, the teams went to overtime before Garrison Hearst ended it with a 96-yard touchdown run for a 36-30 victory at Candlestick Park.

There is a large 49ers flavor on the Jets.

Head coach Robert Saleh served four seasons on Kyle Shanahan’s staff as defensive coordinator. In three seasons with New York, his teams are 18-33, including back-to-back years of 7-10.

Former 49ers linebacker Jeff Ulbrich is the Jets’ defensive coordinator. And among the former San Francisco players on New York's roster are defensive linemen and past first-round draft draft picks Solomon Thomas and Javon Kinlaw.

The defending NFC champions ended the 2023 season under the prime time lights, and that's exactly where they will begin the 2024 season.

NFL team hiring former referee to staff, AP source says

Buffalo is believed to be among the nfl’s first teams to add a former official to its staff., by john wawrow | the associated press • published may 13, 2024.

Buffalo Bills coach Sean McDermott is getting help to address his red challenge flag decisions by adding former NFL official John Parry to his staff, a person briefed on the hiring confirmed to The Associated Press on Monday.

The person spoke to The AP on the condition of anonymity because the team has not announced the move. Buffalo's hiring of Parry to the role of officiating liaison was first reported by the New York Post.

While most networks have hired former officials to provide analysis on penalties, the Bills are believed to be among the NFL’s first teams to add one to their staff.

Parry spent 19 years as an NFL official, including his final 12 as a referee before retiring after working his third Super Bowl to close the 2018 season. He then spent the past five years serving as a rules analyst for ESPN.

Parry fills a first-time role for the Bills and McDermott, who is entering his eighth season as coach.

McDermott was successful on three of six challenges made last season, but has an overall record of having just 10 of 33 plays overturned, including playoffs, according to Pro Football Reference. Kansas City Chiefs coach Andy Reid, by comparison, hit on four of five challenges last season and is 72 of 143 overall.

Parry’s knowledge of the rules can also assist in time management situations late in games in advising when it’s best to call timeouts when dealing with penalties as well as other rule changes introduced by the league.

Parry’s hiring comes after McDermott was added to the NFL rules committee in March.

Timberwolves draw referee Scott Foster for Game 4 against Nuggets

The Minnesota Timberwolves face a crucial Game 4 against the Denver Nuggets on Sunday night but if they want to take a 3-1 lead back to Denver, they'll have to get past notorious referee Scott Foster to do it.

Foster will be on assignment along with Kevin Scott and Karl Lane for Sunday's game against the Nuggets and that spells bad news for the Timberwolves. 

Known as "The Extender" to NBA fans, teams with the lead in a series typically lose when Foster is officiating. At one point  in 2022 , teams trailing in a series had a 19-2 record when Foster was in the building and Foster carries other interesting stats such as Chris Paul's 3-17 playoff record when Foster was officiating.

Paul isn't on the Timberwolves roster but Foster has plenty of recent history with Minnesota. Foster issued a technical foul after Rudy Gobert gave him a money gesture for a foul in the final minute of regulation during a 113-104 overtime loss to the Cleveland Cavaliers on Mar. 8 and Gobert was fined $100,000 (the same amount Nuggets guard Jamal Murray was fined for throwing a heat pack on the floor in Game 2) a few days later.

Foster was the crew chief for Game 4 of the Timberwolves playoff series with the Phoenix Suns and the two teams combined for 53 fouls after averaging 45.6 fouls in the first three games of the series. The Wolves were called for 27 fouls after averaging 23.3 fouls per game in the first three games, but came away with a 122-116 victory that completed a four-game sweep over Phoenix.

Despite the recent history, teams that draw Foster also have better luck at home.  According to Odds Shark , home teams have a 46-25 record and have an average margin of victory of 7.1 points when Foster is officiating this season.

But a tight whistle could play against the Timberwolves after the first three games of the series. A total of 34 fouls – including 20 against Minnesota – were called by a crew featuring Marc Davis during the Wolves' 106-80 victory over the Nuggets in Game 2, but the script was flipped under Tony Brothers as his crew called 45 fouls (20 against the Wolves) in a 117-90 loss to the Nuggets in Game 3.

The Wolves will have to deal with more than just the referees including a cold shooting performance and a lack of energy from the other night but it's clear the NBA isn't doing them any favors as they look to put a stranglehold on the Nuggets Sunday night.

The NFL is prepared to hire umpire Ramon George as its next head of officiating, replacing Walt Anderson after a 3-year tenure, according to eight officiating sources. Anderson stepped down from the position last month the same day his son, Derek, was hired as an on-field official .

Additionally, Mark Butterworth, a replay official for 7 seasons on Bill Vinovich’s crew, will be named the vice president of replay. The announcement is expected today.

George is a surprise selection, as he was not one of the officials initially rumored to be interested in the position. However, several sources stated that he was the candidate “targeted” by executive vice president of officiating Troy Vincent, and that as recently as last week he turned it down.

A source stated that late last week Vincent met with George in Houston to discuss a deal that is expected to be signed today.

UPDATE (2:30 pm ET): After initial publication, additional details became available from our sources. George will likely not have the senior vice president title that Anderson, his predecessor, had. George and Butterworth will have vice president titles, and George Stewart, vice president of officiating training and development, will retain his title. The details have not been finalized, but the new reporting structure appears to be the three vice presidents will report to Perry Fewell, senior vice president of officiating administration. Fewell would be the sole direct report to executive vice president Vincent. Our sources said this could change over the coming days. The rulebook does make reference to the senior vice president of officiating in the replay section, and those references will presumably be updated.

The eight-year umpire worked 113 regular season games, 3 Wild Card Playoff games, 1 Divisional Playoff, and 2 Conference Championship games. In the 2023 preseason, he worked one game at the referee position , and even had to preside over an ejection .

George declined to comment.

In 2023, Football Zebras highlighted his physical hustle and “extraordinary situational awareness” in the Week 2 Call of the Week feature. In the 2021 Wild Card Playoffs, an ill-advised run by Cowboys quarterback Dak Prescott in the middle of the field caused the clock to expire before the Cowboys could snap the ball. George was seen attempting to spot the ball — according to the end-of-game mechanics — and because of his speed, almost gave the Cowboys the ability to get one last snap.

George was hired by the NFL in 2016 from Conference USA. He worked the 2023 season on Brad Rogers’ crew; he was also on Rogers’ crew in Conference USA. His first two seasons were on Clete Blakeman’s crew, and was moved over to Scott Novak’s crew after Novak was promoted to white hat. He spent four seasons on that crew. Typically, a first-year referee will be paired up with a strong referee for support; the fact that George was only in his third season showed the league’s confidence in George.

Butterworth joined the NFL replay staff in 2014 after working as a local replay communicator in Cleveland since 1999, the first season of the current NFL replay system.

George, 51, lives in Jacksonville and most recently was a risk manager in the banking industry. Butterworth, 52, is from Canton, Ohio, and is the president of a private high school.
