The following definitions apply to this part:

Accept space or acceptance of space means a commitment from an agency to occupy specified GSA-controlled space .

Agency-controlled and/or operated space means:

(1) Space that is owned, leased, or otherwise controlled or operated by Federal agencies under any authority other than the Federal Property and Administrative Services Act of 1949 , as amended; and

(2) it also includes agency -acquired space for which acquisition authority has been delegated or otherwise granted to the agency by GSA. It does not include space covered by an OA.

Assign or assignment is defined in the definition for space assignment .

Building shell means the complete enveloping structure, the base-building systems, and the finished common areas (building common and floor common) of a building that bound the tenant areas.

Customer agency means any department, agency , or independent establishment in the Federal Government, including any wholly-owned corporation; any executive agency or any establishment in the legislative or judicial branch of the Government (except the Senate , the House of Representatives , and the Architect of the Capitol , and any activities under his direction).

Emergency relocation is a customer move that results from an extraordinary event such as a fire, natural disaster, or immediate threat to the health and safety of occupants that renders a current space assignment unusable and requires that it be vacated, permanently or temporarily.

Federal Buildings Fund means the fund into which Rent charges and other revenues are deposited, and collections cited in section 210(j) of the Federal Property and Administrative Services Act of 1949 , as amended (U.S.C. 490(j)), and from which monies are available for expenditures for real property management and related activities in such amounts as are specified in annual appropriations acts without regard to fiscal year limitations.

Federally controlled space means workspace for which the United States Government has a right of occupancy by ownership, by lease, or by any other means, such as by contract, barter, license, easement, permit, requisition, or condemnation. Such workspace excludes space owned or leased by private sector entities performing work on Government contracts.

Federally owned space means space , the title to which is vested in the United States Government or which will vest automatically according to an existing agreement.

Forced move means the involuntary physical relocation, from one space assignment to another, of a customer agency housed in GSA-controlled space initiated by another customer agency or by GSA, before the expiration of a lease or an OA term. (See also the definition of GSA-initiated move .)

General use space means all types of space other than “warehouse,” “parking,” or “unique” space , as defined elsewhere in this part. Examples of general use space are:

(1) Office and office-related space such as file areas, libraries, meeting rooms, computer rooms, mail rooms, training and conference, automated data processing operations, courtrooms, and judicial chambers; and

(2) Storage space that contains different quality and finishes from general use space , but that is within a building where predominantly general use space is located.

GSA-controlled space means Federally controlled space under the custody or control of GSA. It includes space for which GSA has delegated operational, maintenance, or protection authority to the customer agency .

GSA-delegated space (or GSA delegated building) means GSA-controlled space for which GSA has delegated operational, maintenance or protection authority to the customer agency .

GSA-initiated move means any relocation action in GSA-controlled space that:

(1) Is involuntary to the customer agency and required to be effective prior to the expiration of an effective OA, or in the case of leased space , prior to the expiration of the lease; or

(2) Is an emergency relocation initiated by GSA.

Initial space alteration (ISA). See definition of “tenant improvement.”

Initial space layout means the specific placement of workstations, furniture and equipment within new space assignments.

Inventory means a summary or itemized list of the real property, and associated descriptive information, that is under the control of a Federal agency .

Joint-use space means common space within a Federally controlled facility, not specifically assigned to any one agency , and available for use by multiple agencies, such as cafeterias, auditoriums, conference rooms, credit unions, visitor parking spaces, snack bars, certain wellness/physical fitness facilities, and child care centers.

Leased space means space for which the United States Government has a right of use and occupancy by virtue of having acquired a leasehold interest.

Non-cancelable space means space that, due to its layout, design, location, or other characteristics, is unlikely to be needed by another GSA customer agency . Typical conditions that might cause space to be defined as non-cancelable are:

(1) Special space construction features;

(2) Lack of any realistic Federal need for the space other than by the requesting agency ; and

(3) Remote location or unusual term (short or long) desired by the agency .

Occupancy Agreement (OA) means a written agreement descriptive of the financial terms and conditions under which GSA assigns, and a customer agency occupies, the GSA-controlled space identified therein.

Parking or parking space means surface land, structures, or areas within structures designed and designated for the purpose of parking vehicles.

Personnel means the peak number of persons to be housed during a single shift, regardless of how many workstations are provided for them. In addition to permanent employees of the agency , personnel includes temporaries, part-time, seasonal, and contractual employees , budgeted vacancies, and employees of other agencies and organizations who are housed in a space assignment .

Portfolio leases mean long term or “master” leases, usually negotiated to house several agencies whose individual term requirements differ from the terms of the underlying GSA lease with the lessor, and from each other. These may also be leases housing single agencies, but which entail for GSA responsibilities (burdens and benefits) which mimic an ownership position, or equity rights, even though no equity interest or ownership liability exists. An example of the latter would be long term renewal options on a lease which, in order to enjoy, involve substantial capital outlays by GSA to improve the building infrastructure. In both these cases, GSA is assuming risks or capital expenditures outside of the conventions of single transactions or occupancies. Accordingly, for a portfolio lease, it is not appropriate merely to pass through to the customer agency(ies) the rental rate of the underlying GSA lease. Portfolio leases are treated for pricing purposes as owned space , with Rent set by appraisal.

Predominant use means the use to which the greatest portion of a location is put. Predominant use is determined by the Public Buildings Service (PBS), GSA, and will typically result in the designation of a location as one of four types of space—General Use, Warehouse , Unique, or Parking—even though some smaller portions of the space may be used for one or more of the other types of uses.

Rent means the amounts charged by GSA for space and related services to the customer agencies with tenancy in GSA-controlled space . The word “Rent” is capitalized to differentiate it from the contract “rent” that GSA pays lessors.

Rentable square footage means the amount of space as defined in “Building Owners and Managers Association (BOMA)/American National Standards Institute (ANSI) Standard Z65.1-1996.” The BOMA/ANSI standard also defines “gross,” “office area,” “floor common,” and “building common” areas. Any references to these terms in this part refer to the BOMA/ANSI standard definitions. This standard has been adopted in accordance with GSA's interest in conforming its practices to nationally recognized industry standards to the extent possible.

Rentable square footage generally includes square footage of areas occupied by customers plus a prorated share of floor common areas such as elevator lobbies, building corridors, public restrooms, utility closets, and machine rooms. Rentable square footage also includes a prorated share of building common areas located throughout the building. Examples of building common space include ground floor entrance lobby, enclosed atrium, loading dock, and mail room.

Request for space or space request means a written or electronically submitted document or an oral request, within which an agency 's space needs are summarized. A request for space is requisite for development of an OA. Thus, it must be submitted to GSA by a duly authorized official of the customer agency , and it must be accompanied by documentation of the customer agency 's ability to fund payment of required Rent charges.

Return on Investment (ROI) pricing is one possible methodology used to establish a Rent rate for certain owned space . Typically, ROI pricing is a Rent rate that ensures GSA a reasonable return on its cost to acquire and improve the asset. ROI pricing may be used where no other comparable commercial space is available or no other appraisal method would be appropriate. It may also be used in cases in which an appraisal-based rental rate will not meet GSA's minimum return requirements for the planned level of investment.

Security fees mean Rent charges for building services provided by GSA's Federal Protective Service. Security fees are comprised of basic and building specific charges.

(a) A basic security fee is assessed in all PBS-controlled properties where the Federal Protective Service (FPS) provides security services. The rate is set annually on a per-square-foot basis. The charge includes the following services:

(1) General law enforcement on PBS-controlled property;

(2) Physical security assessments;

(3) Crime prevention and awareness training;

(4) Advice and assistance to building security committees;

(5) Intelligence sharing program;

(6) Criminal investigation;

(7) Assistance and coordination in Occupancy Emergency Plan development;

(8) Coordination of mobilization and response to terrorist threat or civil disturbance;

(9) Program administration for security guard contracts; and

(10) Megacenter operations for monitoring building perimeter alarms and dispatching appropriate law enforcement response.

(b) The building specific security charge is comprised of two elements: Operating expenses and amortized capital costs. Building specific charges, whether operating expenses or capital costs, are distributed overall federal users by building or facility in direct proportion to each customer agency 's percentage of federal occupancy. As with joint use charges, the distribution of building-specific charges among customer agencies is not re-adjusted for vacancy.

Space means a defined area within a building and/or parcel of land. (Personal property and furniture are not included.)

Space allocation standard (SAS) means a standard agreed upon by GSA and a customer agency , written in terms that permit nationwide or regional application, that is used as a basis for establishing that agency 's space requirements. An SAS may describe special GSA and customer agency funding responsibilities, although such responsibilities will be covered in OAs for space assignments. An SAS may also be developed between GSA and customer agencies on a regional level to standardize or simplify transactions, provided that the terms of a regional SAS are consistent with the terms of that agency 's national SAS and the terms of this part.

Space assignment or assignments means a transaction between GSA and a customer agency that results in a customer agency 's right to occupy certain GSA-controlled space , usually in return for customer agency payment(s) to GSA for use of the space . Space assignment rights, obligations, and responsibilities not covered in this part, or in the customer guides, are formalized in an OA.

Space planning means the process of using recognized professional techniques of planning, layout and interior design to determine the best internal location and the most efficient configuration for satisfying agency space needs.

Space program of requirements means a summary statement of an agency 's space needs. These requirements will generally include information about location, square footage, construction requirements, and duration of the agency 's space need. They may be identified in any format mutually agreeable to GSA and the agency .

Special space means space which has unusual architectural/construction features, requires the installation of special equipment, or requires disproportionately high or low costs to construct, maintain and/or operate as compared to office or storage space . Special space generally refers to space which has construction features, finishes, services, utilities, or other additional costs beyond those specified in the customer general allowance (e.g., courtrooms, laboratories).

Standard level of service. See § 102-85.165 for the definition of standard level of service .

Telecommunications means electronic processing of information, either voice or data or both, over a wide variety of media, (e.g., copper wire, microwave, fiber optics, radio frequencies), between individuals or offices within a building (e.g., local area networks), between buildings, and between cities.

Tenant improvement (TI) means a finished component of an interior block of space . Tenant improvements represent additions to or alterations of the building shell that adapt the workspace to the specific uses of the customer. If made at initial occupancy, the TIs are known as initial space alterations or ISAs.

Tenant improvement (TI) allowance means the dollar amount, including design, labor, materials, contractor costs (if contractors are used), management, and inspection, that GSA will spend to construct, alter, and finish space for customer occupancy (excluding personal property and furniture, which are customer agency responsibilities) at initial occupancy. The dollar amounts for the allowances are different for each agency and bureau to accommodate agencies' different mission needs. The dollar amounts also may vary by locations reflecting different costs in different markets. The PBS bill will only reflect the actual amount the customers spend, not the allowance. The amount of the TI allowance is determined by GSA. Agencies can request that GSA revise the TI allowance amount by project or categorically for an entire bureau. The cost of replacement of tenant improvements is borne by the customer agency .

Unique space means space for which there is no commercial market comparable (e.g., border stations).

Warehouse or warehouse space means space contained in a structure primarily intended for the housing of files, records, equipment, or other personal property, and is not primarily intended for housing personnel and office operations. Warehouse space generally is designed and constructed to lower specifications than office buildings, with features such as exposed ceilings, unfinished perimeter and few dividing partitions. Warehouse space also is usually heated to a lesser degree but not air-conditioned, and is cleaned to lesser standards than office space .

Workspace means Federally controlled space in buildings and structures (permanent, semi-permanent, or temporary) that provides an acceptable environment for the performance of agency mission requirements by employees or by other persons occupying it.

Space Assignment Procedure

Space assignment or change of space use requests will be analyzed to ensure the college's physical facilities are allocated according to the college Space Assignment Policy and in a manner that is both equitable and reflects the needs of the units and goals of the college. The objective of the process is to provide timely space assignments to maximize the utilization of college space, especially instructional space, in support of the goals of the college in alignment with Lane's vision, mission, core themes, core values, and strategic directions .

In addition to internal space use requests, requests from outside agencies to lease space also goes through this process. Requests for short-term rentals do not go through the process. The difference between a lease and a rental is defined in the “Leases vs. Rentals” section below.

The space assignment procedure consists of four distinct phases as outlined below. The procedure starts with receipt of a completed Space Assignment Request and ends, assuming no appeals, when an administrative decision is made.

  • The Requestor completes a Space Assignment Request Form . This is a Softdocs form and login is required.
  • The Request is routed to the direct Manager for signature, then to the overseeing VP for signature, and then to the Space Assignment Committee. The FMP Director chairs this committee.
  • Meet with the requestor to understand the rationale for the request and its physical consequences. This meeting may include discussion about other ways to satisfy the needs and funds available to complete the request.
  • Review "budget level" cost estimates and time schedules.
  • Discuss the space request with administrators of units impacted by a potential space assignment, especially those who currently use the space to be assigned.
  • Prepare a Recommendation Report and submit it in the comments section of the space request on Softdocs. Longer recommendation reports can also be attached to the space request in softdocs.
  • The Liaison to the Presidential Cabinet conveys the recommendation(s) to the Cabinet for review and approval.

Leases vs. Rentals

Requests to lease LCC property go through the Space Assignment Process. Requests for short-term rentals do not. This procedure provides a definition to determine if a request is for a lease or a short term rental. If a request from an outside entity meets the following criteria, it is considered a lease that should go through the Space Assignment Process:

Spans more than one academic term.

The reservation needs to be scheduled before a term schedule is set, particularly if it requires LCC to give up a classroom during prime hours before a term schedule is set. Prime hours are 8 am to 5 pm Monday-Friday for main campus and 8 am to 9 pm Monday-Thursday for the Spilde Center.

It is a lease renewal.

If the request is unclear based on guidelines above, seek guidance of Lane’s Event Scheduler and Academic Scheduler to determine if it should go to the Space Assignment Committee.

Administrative Decision

The Cabinet approves, rejects or takes other action on the recommendation and returns the Report to the Director of Facilities who will notify all parties of decisions made. If the Cabinet desires to overturn a previous decision, the Space Assignment Committee has the option to submit a rebuttal.

Appeals must be based on new and relevant information not previously known. Appellant must submit an appeal on Softdocs using the space request form. The Space Assignment Committee will verify the basis of appeal and determine if the appeal has sufficient merit. If the appeal has merit a new recommendation will be brought to the Cabinet by the Cabinet Liaison.

Implementation

The requestor submits a Work Order to FMP and/or IT requesting the work to be done.

SPACECAT Method of Rhetorical Analysis: Description and Worksheet

For as long as there have been artifacts of communication—speeches, articles, books, paintings, photographs, ad campaigns, whatever—there have been methods for analyzing their effectiveness.

In recent years, high school and college teachers have been developing easy-to-remember acronyms to help students know the components of an artifact they should be evaluating. Methods of analysis such as S.O.A.P.S.Tone (Speaker, Occasion, Audience, Purpose, Subject, and Tone) for evaluating writing; D.I.D.L.S. (Diction, Imagery, Details, Language, and Structure) for analyzing tone; and O.P.T.I.C. (Overview, Parts, Title, Interrelationships, and Conclusion) for analyzing images have been the most popular.

There’s a new, trending method of analysis that seems to be even more effective for beginning students of rhetoric: the S.P.A.C.E.C.A.T. method of analysis. What makes this method so useful is that it can apply to any type of text—written, visual, aural, or other. It’s also a super easy to remember acronym for both students and teachers.

Anytime you read, view, or listen to something, the person who created it made choices that impact the way you, the reader or observer, understand and react to it. To effectively analyze the rhetorical effect—the impact—of the communication on an audience, it helps to have an easy-to-follow method for rhetorical analysis. Use the S.P.A.C.E.C.A.T acronym below to as a method for explaining an artifact’s effect and impact on an audience.

  • Who created this artifact? Was it an individual, a business, a government, or something else?
  • What do you know about creator, their background, and their experience? What do you not know about them?
  • How is the artifact’s meaning or effect changed or influenced because of the person who created it?
  • Why did the creator of the artifact make this? What are they hoping to accomplish with it?
  • Are they trying to persuade, educate, entertain, inform, incite, motivate, inspire, or something else?
  • How well does the medium or channel in which they’re communicating help accomplish the purpose?
  • Who is the intended audience of the artifact? Who did the message reach beyond the intended artifact?
  • What assumptions did the creator make or what expectations did they have about the audience?
  • What impact did the audience’s culture, background, mood, or experience have on the message?
  • When and where was this artifact created and delivered? How was it intended to be displayed or distributed?
  • What was happening in the community, country, culture, or world when the artifact was created?
  • Would the message have been interpreted differently if it were delivered in a different time, place, or event?
  • Why does this message matter, especially in the moment of creation, for the speaker or audience?
  • What moved the creator of the artifact to create it? Were they inspired, angered, frustrated, or something else?
  • Does the message have lasting impact, even after it was created? Why or why not does it matter now?
  • What specific communication choices did the creator use to convey the message? Why did they make those choices?
  • What impact does diction, sentence structure, organization, layout, color, figures of speech, etc. have on the message?
  • Are there choices the creator could have made but didn’t that may have changed the message?
  • How did the creator intend to appeal to their audience? Through emotion, logic, or credibility?
  • Are elements of the artifact—such as danger, adventure, sex, health, age, youth, popularity, etc.—that were likely intended to appeal to the audience? Are there elements that did not appeal or may have offended?
  • What is the general tone of the message? Happy, serious, energized, something else? How do you know?
  • What do you learn about the message or speaker’s attitude from the tone?
  • Does the tone shift in certain parts of the communication? What is the purpose for the shift?

Vector Space

A vector space or a linear space is a group of objects called vectors, added collectively and multiplied (“scaled”) by numbers, called scalars. Scalars are usually considered to be real numbers. But there are few cases of scalar multiplication by rational numbers, complex numbers, etc. with vector spaces. The methods of vector addition and scalar multiplication must satisfy specific requirements such as axioms. Vector Space Definition

A space comprised of vectors, collectively with the associative and commutative law of addition of vectors and also the associative and distributive process of multiplication of vectors by scalars is called vector space. A vector space consists of a set of V (elements of V are called vectors), a field F (elements of F are scalars) and the two operations

  • Vector addition is an operation that takes two vectors u, v ∈ V, and it produces the third vector u + v ∈ V
  • Scalar Multiplication is an operation that takes a scalar c ∈ F and a vector v ∈ V and it produces a new vector uv ∈ V.

Where both the operations must satisfy the following condition

Elements of V are mostly called vectors and the elements of F are mostly scalars. There are different types of vectors . To qualify the vector space V, the addition and multiplication operation must stick to the number of requirements called axioms. The axioms generalise the properties of vectors introduced in the field F. If it is over the real numbers R is called a real vector space and over the complex numbers, C is called the complex vector space.

What is the difference between Vector and Vector Space?

A vector is a part of a vector space whereas vector space is a group of objects which is multiplied by scalars and combined by the vector space axioms.

Is zero a vector space?

The trivial vector space, represented by {0}, is an example of vector space which contains zero vector or null vector. In this case, the addition and scalar multiplication are trivial.

What are Equal Vectors?

The vectors which have the same magnitude and the same direction are called equal vectors. When two vectors are equal, the addressed line segments are parallel. Also, their vector columns are identical.

Vector Space Axioms

All the axioms should be universally quantified. For vector addition and scalar multiplication, it should obey some of the axioms. Here eight axiom rules are given.

Conditions for Vector Addition

An operation vector addition ‘ + ‘ must satisfy the following conditions:

Closure : If x and y are any vectors in the vector space V, then x + y belongs to V

  • Commutative Law : For all vectors x and y in V, then x + y = y + x
  • Associative Law : For all vectors x, y and z in V, then x + (y + z) = (x + y) + z
  • Additive Identity : For any vector x in V, the vector space contains the additive identity element and it is denoted by ‘ 0 ‘ such that 0 + x = x and x + 0 = x
  • Additive inverse : For each vector x in V, there is an additive inverse -x to get a solution in V.

Condition for Scalar Multiplication

An operation scalar multiplication is defined between a scalar and a vector and it should satisfy the following condition :

Closure: If x is any vector and c is any real number in the vector space V, then x. c belongs to V

  • Associative Law: For all real numbers c and d, and the vector x in V, then c. (d. v) = (c . d). v
  • Distributive law: For all real numbers c and d, and the vector x in V, (c + d).v = c.v + c.d
  • Distributive law: For all real numbers c and the vectors x and y in V, c.(x + y) = c. x + c. y
  • Unitary Law : For all vectors x in V, then 1.v = v.1 = v

Vector Space Properties

Here are some basic properties that are derived from the axioms are

  • The addition operation of a finite list of vectors v 1 v 2 , . . , v k can be calculated in any order, then the solution of the addition process will be the same.
  • If x + y = 0, then the value should be y = −x.
  • The negation of 0 is 0. This means that the value of −0 = 0.
  • The negation or the negative value of the negation of a vector is the vector itself: −(−v) = v.
  • If x + y = x, if and only if y = 0. Therefore, 0 is the only vector that behaves like 0.
  • The product of any vector with zero times gives the zero vector. 0 x y = 0 for every vector in y.
  • For every real number c, any scalar times of the zero vector is the zero vector. c0 = 0
  • If the value cx= 0, then either c = 0 or x = 0. The product of a scalar and a vector is equal to when either scalar is 0 or a vector is 0.
  • The scalar value −1 times a vector is the negation of the vector: (−1)x = −x. We define subtraction in terms of addition by defining x − y as an abbreviation for x + (−y).

x − y = x + (−y)

All the normal properties of subtraction follow:

  • x + y = z then the value x = z − y.
  • c(x − y) = cx − cy.
  • (c − d)x = cx − dx

  • The zero element is 0 + 0x is zero
  • The zero element of the vector space under 2 x 2 matrix is zero
  • The zero element of three component row vectors are zeros

What is an assignment of lease.

The assignment of lease is a title document that transfers all rights possessed by a lessee or tenant to a property to another party. The assignee takes the assignor’s place in the landlord-tenant relationship.

How Lease Assignment Works

In cases where a tenant wants to or needs to get out of their lease before it expires, lease assignment provides a legal option to assign or transfer rights of the lease to someone else. For instance, if in a commercial lease a business leases a place for 12 months but the business moves or shuts down after 10 months, the person can transfer the lease to someone else through an assignment of the lease. In this case, they will not have to pay rent for the last two months as the new assigned tenant will be responsible for that.

However, before the original tenant can be released of any responsibilities associated with the lease, other requirements need to be satisfied. The landlord needs to consent to the lease transfer through a “License to Assign” document. It is crucial to complete this document before moving on to the assignment of lease as the landlord may refuse to approve the assignment.

Difference Between Assignment of Lease and Subletting

A transfer of the remaining interest in a lease, also known as assignment, is possible when implied rights to assign exist. Some leases do not allow assignment or sharing of possessions or property under a lease. An assignment ensures the complete transfer of the rights to the property from one tenant to another.

The assignor is no longer responsible for rent or utilities and other costs that they might have had under the lease. Here, the assignee becomes the tenant and takes over all responsibilities such as rent. However, unless the assignee is released of all liabilities by the landlord, they remain responsible if the new tenant defaults.

A sublease is a new lease agreement between the tenant (or the sublessor) and a third-party (or the sublessee) for a portion of the lease. The original lease agreement between the landlord and the sublessor (or original tenant) still remains in place. The original tenant still remains responsible for all duties set under the lease.

Here are some key differences between subletting and assigning a lease:

  • Under a sublease, the original lease agreement still remains in place.
  • The original tenant retains all responsibilities under a sublease agreement.
  • A sublease can be for less than all of the property, such as for a room, general area, portion of the leased premises, etc.
  • Subleasing can be for a portion of the lease term. For instance, a tenant can sublease the property for a month and then retain it after the third-party completes their month-long sublet.
  • Since the sublease agreement is between the tenant and the third-party, rent is often negotiable, based on the term of the sublease and other circumstances.
  • The third-party in a sublease agreement does not have a direct relationship with the landlord.
  • The subtenant will need to seek consent of both the tenant and the landlord to make any repairs or changes to the property during their sublease.

Parties Involved in Lease Assignment

There are three parties involved in a lease assignment – the landlord or owner of the property, the assignor and the assignee. The original lease agreement is between the landlord and the tenant, or the assignor. The lease agreement outlines the duties and responsibilities of both parties when it comes to renting the property. Now, when the tenant decides to assign the lease to a third-party, the third-party is known as the assignee. The assignee takes on the responsibilities laid under the original lease agreement between the assignor and the landlord. The landlord must consent to the assignment of the lease prior to the assignment.

For example, Jake is renting a commercial property for his business from Paul for two years beginning January 2013 up until January 2015. In January 2014, Jake suffers a financial crisis and has to close down his business to move to a different city. Jake doesn’t want to continue paying rent on the property as he will not be using it for a year left of the lease. Jake’s friend, John would soon be turning his digital business into a brick-and-mortar store. John has been looking for a space to kick start his venture. Jake can assign his space for the rest of the lease term to John through an assignment of lease. Jake will need to seek the approval of his landlord and then begin the assignment process. Here, Jake will be the assignor who transfers all his lease related duties and responsibilities to John, who will be the assignee.

Assignment of Lease From Seller to Buyer

In case of a residential property, a landlord can assign his leases to the new buyer of the building. The landlord will assign the right to collect rent to the buyer. This will allow the buyer to collect any and all rent from existing tenants in that property. This assignment can also include the assignment of security deposits, if the parties agree to it. This type of assignment provides protection to the buyer so they can collect rent on the property.

The assignment of a lease from the seller to a buyer also requires that all tenants are made aware of the sale of the property. The buyer-seller should give proper notice to the tenants along with a notice of assignment of lease signed by both the buyer and the seller. Tenants should also be informed about the contact information of the new landlord and the payment methods to be used to pay rent to the new landlord.

Ask them to prepare one for you so you would just need an attorney to review the agreement and that should cost less than if you had to be the party to pay a lawyer to draft it from scratch. You need to ensure that the purpose of the lease is clearly stated - that you plan to put a gym on the land so that there are no issues if the church leadership changes. Step 2 - you will need a lease agreement with the school that your leasing it do (hopefully one that is similar to the original one your received from the church). Gravity Assist

In orbital mechanics and aerospace engineering, a gravitational slingshot, gravity assist manoeuvre, or swing-by is the use of the relative movement (e.g. orbit around the Sun) and gravity of a planet or other astronomical object to alter the path and speed of a spacecraft. This saves fuel, time, and expense . Gravity assistance can be used to increase or decrease its speed or redirect the path of a spacecraft. The “assist” is provided by the motion of the gravitating body as it pulls on the spacecraft. It was used by interplanetary probes from Mariner 10 onwards, including the two Voyager probes’ notable flybys of Jupiter and Saturn.

A gravity assist around a planet changes a spacecraft’s velocity (relative to the Sun) by entering and leaving the gravitational field of a planet. The spacecraft’s speed increases as it approaches the planet and decreases while escaping its gravitational pull. Because the planet orbits the sun, the spacecraft is affected by this motion during the manoeuver. To increase speed, the spacecraft flies with the movement of the planet (taking a small amount of the planet’s orbital energy); to decrease speed, the spacecraft flies against the movement of the planet. The sum of the kinetic energies of both bodies remains constant.

Cubs Designate Richard Lovelady For Assignment

The Cubs designated left-hander Richard Lovelady for assignment Tuesday, per a team announcement. His spot on the 40-man roster will go to righty Tyson Miller , whose previously reported trade from Seattle to Chicago is now official.

Lovelady, 28, signed a minor league pact with the Cubs back in January and was selected to the big league roster in late April. He’s tossed 5 2/3 innings out of Craig Counsell’s bullpen and been tagged for five runs on nine hits and a pair of walks with six strikeouts. That marks the fifth big league season in which the southpaw has appeared; Lovelady made his MLB debut with the 2019 Royals and pitched in K.C. from 2019-21, and he logged 23 1/3 innings with the A’s last season. Overall, in 70 2/3 big league innings, he carries a 5.48 ERA but with a far more encouraging 22.7% strikeout rate, 8.8% walk rate and 49.8% ground-ball rate.

That blend of strikeouts, walks and grounders, coupled with a strong Triple-A track record, has made Lovelady appealing to MLB teams over the past year despite a history of success in the majors. The Cubs are his fourth organization since Opening Day 2023. Lovelady has been picked up by the Braves in a small trade, claimed off waivers by the A’s, and quickly selected to the big leagues with the Cubs.

In parts of six Triple-A seasons, Lovelady has a 2.95 ERA with a sharp strikeout, walk and ground-ball rates of 26.6%, 6.8% and 50.7%, respectively. He’s not a power arm, but he has added more than a mile per hour to both his four-seamer and sinker since last year’s showing with Oakland. He sat at 91 mph with both pitches last year but averaged 92.8 mph on the four-seam and 92.5  mph on his two-seam during his brief showing with Chicago.

Lovelady does have a minor league option remaining, so any club that picks him up via trade or waiver claim could send him to Triple-A without first passing him through waivers themselves. He’ll be traded, claimed off waivers or assigned outright to Triple-A Iowa within the next week (if he clears waivers). He’s been outrighted previously in his career, so Lovelady would have the right to reject a minor league assignment from the Cubs if he does go unclaimed.

No real surprise here with Little being able to be recalled and the Cubs needing a roster spot.

Little has definite long-term potential, but so far he lacks the control necessary to be a reliever on a contending club.I would also argue that I’d rather have Lovelady than Milller, given Miller’ propensity for the fly ball. As the weather gets warmer, that fly ball tendency isn’t going to “fly” at Wrigley Field.

Baseball has changed, teams want guys to give up fly balls. It’s pretty simple, fly balls have a BABIP well south of .200 where balls put on the ground now have a BABIP over 100 points higher and teams are more willing to give up the occasional solo home run vs the higher batting average.

Badeball has changed, implying what- that I don’t know that? Look, teams don’t want pitchers to give up fly balls when they have a strong defensive middle infield like the Cubs do (normally, when Dansby isn’t on the IL and is playing better than he has so far in 2024). And especially during hot summer days at Wrigley when the wind is blowing out ( and yes, I know the wind blows in as much or more than out).

Look it’s really just this simple. The Cubs are in a terrible stretch thanks to a crap schedule. They have 6 more games in a row and have a tired bullpen. They sacrificed a piece to get a guy who has been on the DFA list for a couple of days so he’s rested. If he makes it through the Pirate series and can get somebody out until some other pieces come back, Awesome. Either way I suspect he’ll be gone by Monday. He’s a fresh arm. Not a solution. Unless he’s a Hoyer pet, Which I doubt because they let him walk in the first place. Hoyer keeps his pets forever, Like luggage.

The bullpen issues started Day 1 of the season, and have been a nightmare ever since. It certainly hasn’t been a just a thing that recently started.

The front office thought Neris, who had a FIP like two runs higher than his ERA, was a solution for this pen. Sure, he could have been fine, if they added two other backend arms. I hate how much this front office gets stuck on developing bullpen arms from within.

Yeah? Is that why they signed Imanaga? Neris? Taillon? Traded for Almonte? Unhappy with Justin Steele? Assad?

Glad to see you STILL don’t know what you are talking about because the Cubs are signing, teaching and encouraging guys to pitch up in the zone. Soooo apparently you do, in fact, not know that.

I hate to break it to all the “should-a signed more” but Chapman, Hader, Moore, Robertson all the :”back end arms” that were available in free agency haven’t been exactly good.

So had the Cubs signed any of those guys, they would be in same position with less available money at the trade deadline.

BTW, complain about Neris but he’s been better than anyone of those guys.

Complain complain complain but it’s not the Cubs fault that Alzolay has tanked this season. He looked like a solid back end piece. They did the right thing by bring in Neris, a veteran insurance policy. Merryweather getting hurt is again, not on the Cubs. And who were you going to take off the 40 man roster to accommodate these two guys? By all means I would love for the complainers to elaborate on their insight.

It’s the other way around, Ryan—they have 5 or 6 guys that can help at the major league level in the minors that cannot come out without the risk of losing the guys above them.

They are extremely deep down to 40 men—it’s just a little more difficult when 14 of them have been on the inured list.

They would be nowhere near where they are now without the depth they have. Hopefully at some stretch they will be closer to 85-90% healthy as a team and then they can start moving guys like they really want.

You think Heart Attack Neris (name given by his teammates) has been good? He’s averaging nearly two baserunners per inning!

The Alzolay concerns started last year with his forearm strain. Pitchers that return from forearm strains without undergoing Tommy John Surgery have an ERA north of 6 in the 12 months following the injury (dating back to 2018). The Cubs should have been prepared for that.

Why do the Brewers have a solid bullpen despite losing their stud closer? Why do many other good teams not have a trainwreck of a bullpen? This isn’t a 2024 thing. This happened last year too. The Cubs clearly needed back end help, but instead they decided to pitch Leiter and Alzolay 15/30 days in August, and then can’t figure out why they both got hurt.

Cade Horton should be in the bullpen right now IMO. They can limit his innings, he would have the best stuff of anyone down there and it would give them a huge boost that they need right now.

Cuas, Little, Lovelady, Thompson and Brewer aren’t going to get the Cubs to 90-95 wins. So where’s the calvary? How does the pen get fixed before it blows another 8 games?

Not more but better use of the money he had. For instance next year let’s speculate. Gone Bellinger-? 30 million he has the opt out Gone Hendricks -16 million Gone Smyly- 11 million Gone Bote-5 million Gone Mancini,Barnhart 10 million off the books Miscellaneous-?

Needs- Starting P- Totally set Positions- PCA takes over for Belli so None Bullpen- Fine some needs

Available- Close to 80 million Dollars minus some arbitration raises

What will the fans clamor for? Spend all 80 million Smart? No F-in way.

Even if Belli opts in fine. That’s 50 million for a couple or bullpen arms. Be smart.

Without Bellinger, the Cubs would need 2 middle of the lineup bats. That’s one thing that kills this team – there’s not a big time hitter in the lineup. Even when Bellinger is in there, they need a BIG bat in addition to him. They have a deep lineup and deep farm system, but where’s the guy that makes the opposition worried when the lineup rolls over?

The Cubs have 7-8 players on their active roster that could be DFA’d or sent down tomorrow and it wouldn’t be a big loss. That’s not a recipe for success. They legitimately need 2-3 reliable bullpen arms. When they don’t make the playoffs by 1 or 2 games, people will look at games they could have won in September, but why not focus on the 8 games they blew in April and May?

7 or 8? No that’s way high. They have guys who are being paid way more money than they should but you can’t just release them and eat that money. Hoyer has made his own bed and now he has to sleep in it. Giving Smyly a player option, Re-signing Hendricks, Giving Mancini and Barnhart 2 year deals and cutting them loose after 2 months, Bote’s deal. Just wastes of money they could of used but can’t because they want to stay under the Tax. If they want to play under the tax it’s fine by me. But playing up to the tax because everybody expects a big time club to do that, You need to figure out your budget and signings better. He should take a lesson from Poles. Poles always has a fund left going into the season for emergencies. In fact if Bote was a LH bat, He’d be a Cub right now and Mastrobuoni would be gone. But it’s still dumb use of funds IMO and he has to take ownership of it.

Would you be surprised if any of them were not on this roster at the end of the year? Gomes is probably the only one that will for sure be, because he’s a veteran catcher, although his bat is dead.

Bote will never be called up bc as long as he’s off the 40-man roster, his salary doesn’t count against the CBT.

Most of those guys have uses. Cuas is a project that probably won’t work because sidearm pitchers are iffy anyway. Gomes bat is better than Amaya’s right now but Counsell is doing everything in his power to get Amaya to take the job. Little? That’s ridiculous. Thompson is so inconsistent it’s concerning but he still has options. If he’s still that way when he’s out of them- fine.Madrigal plays 2 position and is valuable but brittle is my only beef with him but nobody in the Minors has stepped up to replace him. Brewer will probably be DFA’d soon enough when somebody comes back but until that happens he’s an arm right now in 26 in 27 day stretch. So no you’re wrong.

Sent down for who? The ones to call up are still struggling in AAA. They’ve tried everyone.

I’m not saying there’s solutions in AAA. My point is that their bullpen is full of AAA type pitchers and even a lot of their bench.

Botes salary absolutely does count against the CBT.

And Mastrobuoni and Thompson are the only two who the Cubs could/should/possibly expose to waivers.

I’ve read bad takes before but designated Little is one of the worst. Madrigal is a valuable bench piece and defensive replacement. Caus would be fine if used properly.

Caus would be lights out if he worked exclusively up in the zone, he gets in trouble because he doesn’t have the ability to run his sinker out of the zone.

Miller and Caus should only throw four seam fastballs up in the zone and sinkers out of it. Little should run his four seam above the zone and pound the bottom. Pitchers need to utilize their leverage to their advantage. Big tall pitchers with traditional deliveries need to work down, sidearm pitchers need to work up, let physics work in your favor.

Madrigal, Gomes and Little aren’t going anywhere. Someone may be traded, but I doubt anyone on that list will be dfa’d

Ryan, that’s not how DFA works—DFA and you mostly likely lose them AND have to replace them.

If you DFA or demote Amaya AND Gomes–do me a favor–scour all the other teams and tell me which catchers are available to just snag?

They all have purpose.

It’s 100% OK to be frustrated with the way the bullpen has performed this season—BUT I am 100% certain that you would not have come up with the name Tyson Miller as a replacement to Mr. Lovelady before today.

The fact remains (pitching well or not) is that a lot of teams would covet the Cubs depth on their 40 man roster and the second that Gomes or Amaya get DFAd (they don’t have options) they would get swooped up by probably 25 out of the other 29 teams.

Lemme explain the word OR to you.. it separates two scenarios and indicates the choice of one or another.. so in this case, guys like Gomes could be DFA’d by the end of the year if they don’t start playing better… OR!!!! in the case of Mastrobouni, Brewer, Thompson, Cuas or Little, they could be sent down.

Crazy how the word OR works.

I’m putting some of the bullpen struggles on Counsell. Any fan that is more than just a casual observer knows that relief pitchers are relief pitchers for a reason, because they are not that good. Some exceptions of course but the reality is they all have flaws, major flaws and it’s the managers job to put them in the best spot to succeed. Some of this of course Counsell is learning on the go, other times Counsell has made obvious bad decisions.

Truth be told, i would be trying to sign Edward’s and/or some other guys (Lovelady, Brewer) to split contracts. IMO, David and Mastrobuoni can be DFA and replaced with a couple relievers who can be optioned freely.

Jfc. It says COULD BE sent down or DFA’d, and wouldn’t be a big loss. It was a hypothetical statement. I’ve never had to explain such a simple sentence.

Amaya and Gomes would both be huge loses. Gomes is fantastic at game planning and is taking Amaya under his wing. Not sure if you noticed or not but the Cubs rotation happens to be fantastic and they were pretty good last season, a lot of that success is due to Yan Gomes.

Aliendo and Amaya should be the C’s next year. He’s blocked from AAA by Casali and Wyndham who’s not a real good C. Iowa has thrown out 3 of over 60 base stealers this year. If somebody comes calling for Casali when they need a C before either Gomes and Amaya get injured he’s gone or maybe he opts out. Sanchez isn’t even part of the equation. All Ryan is talking about is switching names at this point not solutions to the problem. If Miller gets some people out and becomes a bullpen piece I’ll be happy but very surprised. I think he’s a quick fix but would love to be wrong. Aliendo has proven all he needs to at AA to be promoted to AAA.

Look I’m not going to lose a whole bunch of sleep over this whole transaction. Slaughter was never going to be anything more than a decent utility player for the Cubs. He’s just blocked everywhere he plays. Lovelady was horrible, No big loss there. Miller will be DFA’d soon, Probably when Smyly comes back. The crap pitcher market revolves some more. It’s putting a Band Aid on a knife wound. Yeah it might slow the bleeding for a couple of minutes( At Best), But it’s really not solving anything at all. The real problem was the Cubs re-signed Hendricks in a year when they had hardly any room for error if they want to play the Luxury Tax game. The Bullpen was more of a need than a Starting P who can’t break glass. By the way that article on MLB.com that describes Hendricks 5 innings against the Pirates as a ” Gem”, Really didn’t watch the game.

Because his parents are my age. We came home from class every day to watch Bart Simpson call Moe’s Tavern looking for Oliver Closehoff, Ben Dover, and Ivanna Mantekiss. We dreamed of the opportunity for clever and stupid names for the teacher to call out loud in class. We had to grow up with “Boy Named Sue” mentality, so did our future kids. Unfortunately, it backfired on us when our kids grew up softer and more sensitive, and now we have grandkids named Tyler, Skylar, Miler, Brayson, Grayson, and Maeve.
