In September 2021, the Mid-Day Meal Scheme was renamed ‘PM POSHAN’ or Pradhan Mantri Poshan Shakti Nirman. PM POSHAN will extend the hot cooked meals to students studying in pre-primary levels or Bal Vatikas of government and government-aided primary schools, in addition to those already covered under the mid-day scheme.

The revamped scheme has been launched for 5 years, from 2021-22 to 2025-26, with a budget of Rs 1,30,794.90 crore. The government hopes it will benefit 11.80 crore children studying in 11.20 lakh schools across India. The scheme is different from the mid-day meal scheme in the following ways:

What is a mid-day meal?

It is one meal that is provided to all children enrolled in government schools, government-aided schools, local body schools, special training centres (STC), madrasas and maktabs supported under Sarva Shiksha Abhiyan (SSA) .

MDM Rules, 2015

Midday Meal Rules 2015 are notified on 30th September 2015 under National Food Security Act (NFSA) 2013 .

  • Under the MDM rules, schools are empowered to utilize other funds for midday meals in case MDM funds get exhausted.
  • On occasions where schools and other required bodies are unable to provide cooked meals to children; they are to provide food allowances to beneficiaries.
  • Accredited labs to take on the monthly testing of meals on a random basis.
  • Under MDM rules 2015, if children of any school don’t get food for 3 consecutive school days or 5 days in a month, the concerned state government has to fix the responsibility on a person or an agency.

Salient Features of MDM Rules, 2015:

  • Each child from class 1-8 within the age group of six to fourteen years is eligible for a cooked nutritious meal every day except school holidays; with the following nutritional requirements:
  • The schools procure AGMARK quality items for preparation of midday meals.
  • The meals are to be served in the school premises only.
  • Each school should have a hygienic cooking infrastructure to cook midday meals in a hygienic manner.
  • The School Management Committee (SMCs) play a vital role in the monitoring of MDMS. SMSc are mandated under the right to free and compulsory education act, 2009 or Right to Education Act
  • The headmasters or headmistress are empowered to utilize the school funds on the account of midday meal fund exhaustion. However, the same has to be reimbursed to the midday meal fund as soon as the school is credited with the MDM fund.
  • The Food and Drugs Administration Department of the State may collect samples to ensure the nutritive value and quality of the meals.
  • Quantity of Food grains as per entitlement of the child; and
  • Cooking cost prevailing in the State.

How is the Midday Meal Scheme implemented?

It is implemented using one of the three models:

  • Decentralized model – Preparing meals on the site by local cooks, Self-help groups etc.
  • Centralized model – In the place of local on-site cooks, under this model, an external organization cooks food and delivers it to the schools.
  • International assistance – Various international charity organizations aid government schools.

Criticism of the Midday Meal Scheme

There are several loopholes that are a point of discussion:

  • Despite such integrated child development schemes, India faces severe issues like child stunting, child mortality, child wasting and undernourishment. The same is reflected with India’s rank of 94 in Global Hunger Index 2020 .
  • Caste-based discrimination mars the objective of MDMS -The 2008 Report by the National Campaign on Dalit Rights to the UN Committee on Economic, Social and Cultural Rights also highlights that midday meals are usually served in upper-caste localities and that during times of caste tensions, Dalit children are denied the meal to assert the dominance of these upper caste communities.
  • The National Family Health Survey 2015-16 reported 39 percent of children to be chronically undernourished.
  • Quality of food is often debated where various media reports mention the health of children deteriorating with the food provided under the midday meals.
  • Linking Aadhar to midday meal scheme has its own demerits of limiting the children’s access to the MDMS due to many not having aadhar cards.

The study assessed the potential for use of millets in mid-day school meal programs for better nutritional outcomes of children in a peri-urban region of Karnataka, India, where children conventionally consumed a fortified rice-based mid-day meal. It involves provision of free lunch, free of cost to school going children on all working days. Presently in India, 12 crores of students of 12 lakh schools are getting benefit under this programme. In Odisha, the Mid-day Meal programme was introduced on 1st July, 1995 in primary schools. The programme is running in more than sixty thousand primary schools and near about sixty lakh students are getting benefit out of this programme. The programme is managed by Department of School and Mass Education, Govt. of Odisha. Government of Odisha has made systematic departmental arrangement at each level for the smooth functioning of the programme. Steering-cum-monitoring committee in block, district and state level have been formed to monitor the programme. For the enrichment of Mid-day Meal programme, different innovative practices are going on in the state. The slogan of Mid-day Meal programme in Odisha is taken as “Nutrition for Education”.

The discord surrounding mid-day meals (MDM) in Karnataka has to factor in the opinions and preferences of several stakeholders: parents, teachers, administrators and government officials, and not to forget the students who eat these meals. In Karnataka, more than 8.7 lakh students at over 5,500 schools are supplied mid-day meals by 68 NGOs. Within Bengaluru urban, NGOs provide meals to 2,072 schools – and most of them cook their food in centralised kitchens. According to the National Food Security Act (NFSA), school-based kitchens – where food is prepared inside each school, and not delegated to a centralised kitchen – are the norm. But in Karnataka, the exception has become the rule, where NGOs and centralised kitchens are now the norm. Many schools, especially in Bengaluru, are receiving mid-day meals from NGOs, despite there being adequate space for school-based kitchens. The meals are usually not hot, and the taste of food supplied from centralised kitchens is not liked by many children. Because of this, parents say that children are not getting the nutrition they need, as they end up not eating the food provided in schools. One only needs to glance at the dismal statistics of malnutrition in Karnataka to understand the seriousness and urgency of the crisis. Malnutrition in India coexists with a host of vitamin, protein, mineral, and fat deficiencies. Anaemia, along with hunger in the classroom, affects every aspect of cognitive, psychomotor, physical and mental functioning.

The National Programme for Nutritional Support to Primary Education (NPNSPE) commonly known as the Mid Day Meal Scheme has been implemented in the State of Sikkim by providing uncooked rice to primary school children @ 3 Kg per child per month. As per directive of the Supreme Court vide its order dated 28th November 2001 all the State Governments including the Government of Sikkim were directed to implement the Mid Day Meal Scheme by providing every child in Government and Government aided lower primary schools with a cooked Mid Day Meal. The objectives of the study were to know the status of the mid day meal programme in Sikkim, its monitoring and evaluation. The data were collected from both the primary and secondary sources. The field study was based on the observations of eleven primary/upper primary government schools in Gangtok and around city in which MidDay Meals Scheme was functional. Best Practices For Mid – Day Meal Programme was School Development Management Committee Schools, General Observations during Visits to the Schools, Management of meal provision in schools, Quantity and Quality of Meals etc. Mid Day Meal programme is one of the most important programmes of the Government to encourage children to come to schools and participate in the learning process without worrying for their meal, especially that of day time. The programme in the holistic manner helps in bringing back all school going age children back to schools, improve retention ratio of school children and arrest dropout rate besides providing nutritious meals to growing children. The State has done commendable work in implementation of MidDay Meal Programme by coverage of institutions and children as per plan; working days on which meals were served; percentage of meals served, etc. There was, however, short utilisation of funds in overall terms, less utilisation of funds in Kitchen-cum-Store, transport assistances, etc. The Department will further improve the implementation of MidDay Meal if suitable measures are taken to absorb the funds allocated.

Education is a process through which an individual is made capable, to attain the necessary competencies and skills, to face the challenges in life, to survive and to make the struggle for existence. The need for any change in the society is reflected in the educational system, and it is through education, that the societal needs are realized. In India, this need was recognized long back, and the first and foremost education demand after independence, was that of universal elementary education. Thus, the midday meal program was launched as a centrally sponsored program, on 15th August, 1995, by the Government of India. The mid day meal program is an effort to achieve and facilitate all the four objectives of education. The mid day meal program was started with two major objectives: firstly to enhance the child's nutrition level and secondly to provide the basic education. The present study was conducted in the rural schools of Garag village and the Yettingudda village of Dharwad district in Karnataka state and Simarddha village and Bhojla village of Jhansi district in Uttar Pradesh state. A total of 120 rural school children (30 from each village), 120 parents, 40 school committee members and few teachers (based on availability), were selected randomly. Personal observation method and personal interview method were used for their opinions and to record the strengths of the mid day meal program. To know the strengths of the mid day meal program, the headcount of total children (N=120) present, at the post lunch session was taken and recorded, for assessing to the regularity of attendance. Many strengths of mid day meal program, was observed and recorded such as good quality and quantity of meal, increased attendance, enrollment and retention rate, positive attitude of teachers, parents, children and school committee members, towards mid day meal program, demand for continuation of mid day meal program, reduced stress of working mothers such as farmwomen, timely supply of food grains and cooked food, innovative model public private partnership, for implementing mid day meal programmes and many more. The Mid Day Meal program is a one such innovative program, started by GOI for betterment of the child's future. As everything have a good or bad impact, the mid day meal program may also have some bad impacts, but positive impacts or its strengths are more important, over bad impact and the weaknesses of the program may convert into strengths, by applying innovative approaches, ideas.

What is a Mid-Day Meal Scheme?

The children who are enrolled in the government schools, government-aided schools, local body schools, special training centres (STC), madrasas, and maktabs that are supported under Sarva Shiksha Abhiyan (SSA) are provided with a one-time complete meal in the daytime. The food intake of the students of the primary school is 100 grams of food grains, 20-gram pulses, 5 grams oil and fat, and 50 grams of vegetables. When was the Mid-Day Meal Scheme Started?

This scheme was started on 15th August 1995 for the betterment of children. The scheme was started then under the National Programme of Nutritional Support to Primary Education (NP-NSPE). A recent study stated that the Midday meals have a long-lasting impact.

  • The paper was authored by a researcher from the University of Washington and economists and nutrition experts at the International Food Policy Research Institute . 
  • It found that the midday meal scheme was associated with 13-32% of India’s improvement in height-for-age z-scores (HAZ) between 2006 and 2016.

Key Findings

  • Stunting i.e, low height for age , is caused by long-term insufficient nutrient intake and frequent infections.
  • Stunting generally occurs before age two , and effects are largely irreversible.
  • The prevalence of stunting was significantly lower in areas where the mid scheme was implemented in 2005.
  • Girls who had access to the free lunches provided at government schools, had children with a higher height-to-age ratio than those who did not.
  • More than one in three Indian children are stunted, or too short for their age, which reflects chronic undernutrition . 
  • The fight against stunting has often focussed on boosting nutrition for young children, but nutritionists have long argued that maternal health and well-being is the key to reduce stunting in their offspring. 

Mid Day Meal Scheme

  • In 1925, a Mid Day Meal Programme was introduced for disadvantaged children in Madras Municipal Corporation. 
  • By the mid 1980s three States viz. Gujarat, Kerala and Tamil Nadu and the UT of Pondicherry had universalized a cooked Mid Day Meal Programme with their own resources for children studying at the primary stage.
  • By 1990-91, the number of States implementing the mid day meal programme with their own resources on a universal or a large scale had increased to twelve states.
  • The midday meal scheme was officially launched in 1995.
  • It is a Centrally sponsored scheme under the Ministry of Education.

  • Casteism is still being practiced and setting the wrong example. In some places the upper caste children refuse to eat food cooked by SC/ST women, in some places the Dalit and backward classes students are made to sit separately from the others, other states have reported incidents where food was reportedly thrown at the Dalit students.
  • Implementation  is faulty. Proper guidelines are not followed everywhere, be it food menu or caloric intake.

Way Forward

  • Interventions to improve maternal height and education must be implemented years before those girls and young women become mothers
  • Work through women’s education, fertility, and use of health services to achieve better HAZ scores.

Bhubaneswar ; February 12, 2020: NDRC High School, recently set up near the rural slums under Khurda district has introduced the Mid-day meal scheme today.

The Principal of the school, Shri A.K. Patra invited District officials and Railway authorities to his school to bless the children of his school and launched the initiative to provide mid-day meals to the underprivileged children of the area.

This program was first introduced by The Akshaya Patra Foundation under the Karnataka Government in 2001. This scheme has impacted a lot of rural children’ lives since then.

The main objectives behind this initiative were to increase school enrolment in Khurda, improve socialisation among the backward castes and bring unity among people. It also considers eliminating child malnutrition.

The children from classes one to five were given a full meal of rice and Dalma. Dalma is traditionally made using vegetables and lentils which provides a considerable portion of nutrition.

According to the Principal, the students of his school will also be served eggs one day a week on Wednesdays. They will be served soybean and pickle as well on alternative days.

INTRODUCING THE MID DAY MEAL SCHEME, U.G.E. GOVERNMENT SCHOOL

Balasore ; February 12, 2020: The Utkal Gopabandhu Government School decided to implement the mid-day meal scheme for children aged from 6 to 14 years in the school premises as per the directives issued by the government.

“Our menu revolves around a suitable and feasible range of spices, vegetables, condiments and staple foods”, said Mr Dayanand Saraswati, the Headmaster of the school.

He continued stating that the result of introducing this scheme had been tremendously positive. The rate of school enrolment has grown by 12% as compared to that of last year. The attendance statistics depict a considerable increase in the attendance of students as well. The academic performance of the school has been improved by 4.8% since last year.

For more effective implementation of this scheme and to encourage more children to enrol and receive a quality education, the Principal is looking forward to tieing up with Private institutions to raise more funds for the schools as well as to receive financial assistance, if needed.

His vision is to emphasize the significance of education in everyday life and contribute his part to make this world a better place.

YEARS OF INTRODUCING MIDDAY MEAL SCHEME IN LITTLE FLORA HIGH SCHOOL

Kolkata ; February 12, 2020: Little Flora School, located in the outskirts of rural Ballygunge, had been implementing Mid Day Meal Scheme for the last few years.

Mrs Asha Dutta, Principal of the school felt quite graced to share her experience signifying the impact of introducing the Mid-day meal scheme in her school. Because of this scheme, she has provided employment to many underprivileged, rural women. The women receive economic as well as social support from this scheme.

The number of admissions has been increasing every year as a result. The primary students (classes I to V) are provided with mid-day meals five weeks a day. Rice, chapati, cereals, lentils, greenies and vegetables, soybeans and eggs are served among the children. The average performance of all the students, in both academics as well as sports had been improving consistently due to this approach.

The students of the school had won the Inter-school sports competition last year. The principal aims to provide many other basic necessaries and supplies such as books, pencils, chalks, stationeries and supplies to the children to encourage them more to explore their lives by pushing the limitations and barriers life had offered them.

MID DAY MEAL AT BGES CENTRAL SCHOOL

Kundipur ; 12 th February 2020: Following the Mid Day Meal Scheme, 2001, introduced by the Karnataka Government, The Bhawanipatna Gangadhar Education Society school has implemented the same on Monday.

As per the school records, this year saw a rise in the number of enrolments every year. This initiative was carried forward by the principal of this school, Mr Ajay Srivastava to provide equal opportunities to the poor underprivileged children.

Along with a sufficient balanced diet containing staple foods, vegetables and eggs, the students are provided with clean, potable water to ensure good health and hygiene of students and eliminate malnutrition.

Students are very cooperative with the teachers as well as staff, as said by the principal. They maintain discipline in school premises. Their parents too encourage them to go to school as it reduces their plight of arrangement of food and adds value to their children’s lives.

The children had been actively participating in all the events and programs organised by the school, the cultural secretary has let us know. He also added that they are consistently developing skills along with values and ethics that a person needs to excel and grow in life.

The Mid Day Meal Scheme is a government-run program in India that aims to address issues of food security, lack of nutrition, and access to education for primary and high school children. The scheme provides free hot cooked meals to children on working days, with the aim of improving their nutritional status, encouraging regular school attendance, and increasing enrollment and retention rates. The program reaches out to over 120 million children in more than 1.2 million schools and Education Guarantee Scheme centers across the country. India has a high number of underweight children, with 42% of the world’s underweight children living in India. The cost of the program is shared between the central and state governments, with the central government providing free food grains to the states and sharing the cost of cooking infrastructure development, transportation of food grains, and payment of honorarium to cooks and helpers with the state governments.

The Mid Day Meal Scheme is a programme of the Government of India that, among other things, seeks to address issues of food security, lack of nutrition and access to education on a pan nation scale. It involves provision for free lunch on working days for children in Primary and high school. The primary objective of the scheme is to provide hot cooked meal to children of primary and upper primary classes. with other objectives of improving nutritional status of children, encouraging poor children, belonging to disadvantaged sections, to attend school more regularly and help them concentrate on classroom activities, thereby increasing the enrollment, retention and attendance rates. According to the government, it is the world’s largest school feeding programme, reaching out to about 120,000,000 children in over 1,265,000 schools and Education Guarantee Scheme (EGS) centres across the country. A World Bank report states that India has 42 percent of the world’s underweight children.

According to the studies by NNMB & ICMR, 58.6 percent of the children of the age group 6–9 years and 77.9 percent of the children of the age group 10-13 are underweight. If the mild under nutrition is added to underweight, this number increases to 94.1 percent and 96.4 percent respectively. 30.1 percent of all children of 10-13 age group are severely underweight. The school dropout rate is as high as 60 percent. Under Article 24, paragraph 2c of the Convention on the Rights of the Child to which India is a party, India has committed to providing “adequate nutritious foods” for Children.

The cost of the MDMS is shared between the central and state governments.At present 75 percent of the scheme is funded by the central government whereas 25 percent of the funds are provided by the state government. The central government provides free food grains to the states. The cost of cooking, infrastructure development, transportation of food grains and payment of honorarium to cooks and helpers is shared by the centre with the state governments
