This year’s Group of 20 (G20) summit is being chaired by Indonesian President Joko Widodo, who has hailed the two-day gathering as an opportunity “to build a healthier, more just, and a more sustainable order” in the aftermath of the COVID-19 pandemic.

The G20 Countries

The G20 is a forum of the twenty largest economies in the world that meets regularly to discuss the most pressing issues facing the global economy.

Together, the G20 accounts for more than 80% of world GDP, 75% of global trade and 60% of the population of the planet. The current members are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the United Kingdom and the United States, plus the European Union.

What does the G20 discuss?

The G20 started in 1999, following the Asian financial crisis, as a forum for finance ministers and central bank governors from the major developed and emerging economies to discuss global financial issues.

Amid the global financial crisis in 2008, it grew into the leaders’ summit, a place where presidents and prime ministers could get together for two days to try to solve the world’s economic problems.

Successive meetings of G20 leaders were held in Washington DC in 2008, London in early 2009 and Pittsburgh in late 2009, and have since become annual fixtures.

In the run-up to summits, senior officials known as "sherpas" thrash out the issues for discussion, with the aim of getting G20 members to reach agreement at the summit. Like sherpas in the Himalayas, they help guide their leaders through often difficult terrain, and do the diplomatic legwork.

There are also meetings of finance ministers and central bank governors, trade representatives and anti-corruption working groups.

Who is invited?

The G20 presidency rotates between members and is picked from different regions each year. In 2015, the G20 host was Turkey. This year it is China’s turn, with the theme: “Toward an innovative, invigorated, interconnected and inclusive world economy.”

Spain is a "permanent invitee", and the G20 host also invites a handful of guest countries as a way of reaching out to non-members. However, to invite more nations to join the G20 would make decision-making too cumbersome, the thinking goes.

The heads of a number of international organizations also participate, including the International Monetary Fund, the United Nations, the World Bank and the World Trade Organisation.

Why the summit matters

While the G7 is made up of rich countries, the G20 manages to get leaders from both developed and emerging economies around the table, representing a far broader range of views.

It has been credited with reaching important agreements such as the trillion-dollar pledge in 2009 to help struggling economies during the global financial crisis.

G20 Leaders Summit

The first G20 summit was hosted by the US. The President developed a coordinated response in Washington in November 2008. The Group of Twenty (G20) summit was established in 1999 following the financial crisis of the late 20th century that affected, especially, Asia (Arner and Schou-Zibell). It consists of twenty Ministers of finance and Governors of Central banks from both emerging-market countries and developed economies (Edkins and Zehfuss). Its first meeting was held in Berlin, Germany, in December 1999. One of the reasons why the G20 summit came into existence was the realization that important emerging-market countries the world over had not been given a forum to discuss economic and governance issues on the world stage. Its mandate is to promote discussion and review of policies between industrialized and emerging-market countries (Blustein).

Before the emergence of the G20 summit, there had been many other similar summits that had come up with an aim of promoting dialogue on issues of governance and economics. These summits ideally came into existence to build financial growth, development, and structure in international relations. They included the G-7, G-22, and G-33 (Dunne and Smith). The larger groups, G-22 and G-33, demonstrated that there were benefits in involving emerging-market countries in regular consultations, leading to the formation of the G20. Unlike other international organizations, the G20 does not have a permanent secretariat and it promotes the informal interchange of ideas and views on international issues (Dunne and Smith).

Each year the summit is held in a different country and in June 2010 it was Toronto’s turn to hold the three-day event. The leaders of the 20 countries would participate in the discussion regarding financial sustainability (Lagarde 078-079). The 20 countries that would be involved are the following: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, Republic of Korea, Turkey, United Kingdom and the United States of America. Also in attendance at the G20 summit would be the International Monetary fund’s (IMF) managing director, the World Bank president, and chairpersons several other international committees like the development committee and the International Monetary and financial committee (Samans, Uzan, and Lopez). Their presence is due to the close cooperation between G20 and other international organizations.

Looking at all the countries listed, it is important to note that they are all economically independent and this summit does lack the participation of third world countries. This might mean that the issues afflicting the underdeveloped countries may not be given weight in the G20 summit since there is no one to push for them, except for times when some representatives from such countries are invited, but in such cases, they may not have much of bargaining power like the representatives of the member countries (Brunswick and Evenett 269).

The main purpose of the G20 summit was to have the top 20 economically independent countries come together in hopes to legitimize economic structure around the globe, but this holds to be contradictory. The Toronto G20 summit was focusing on recovery and new beginnings as its theme. In this summit, issues to do with financial reform progress and the development of stimulus measures that are sustainable were discussed. Issues of bank tax and promotion of open markets world over were also debated (Dvorak). However, the following facts should be considered when referring to the Toronto G20 summit and its overall impact on enhancing better world economy. The summit was nothing more than a media frenzy that didn’t need the amount of attention that it received. This three day event cost Canada and the tax payers a billion dollars (Msnb). It was held in one of the busiest places in Canada and therefore affected the day to day activities of many people and ventures (Dvorak). One of the most important factors this essay will study is G20, like many of the other summits before it, has yet again accomplished very little as compared to the time and money spent on the event.

The G20 summit cost Canadian taxpayers a billion dollars. What was the billion dollars spent on lingered in the minds of most Canadians. Statements by the Parliamentary office demonstrated that the summit had cost Canadians 930 million dollars in safety measures only. This security operation was the most expensive in the history of Canada. Together with other hosting costs including nearly 2 million dollars for marketing and media, the total amount comes to about 1 billion dollars. When looking at these figures and those of other G20 summit meetings, it is very astonishing to see how much of the taxpayers’ money was spent on security alone and the question whether this was necessary lingers on, bearing in mind that some people in third world countries are in need of aid (Msnb).

The meeting was held in downtown Toronto, one of the busiest areas, and this affected residence, business, employees, pedestrians, transit riders, cyclists, motorists, students, those leaving town, the homeless, and lastly the tourist (Dvorak). One of the biggest tourist attractions, The CN tower, was closed for the summit. Although this attraction was only closed for a 3 days, it would negatively impact on Canada’s economy as it is a daily income generating site (Gothamist). The summit was rocked by widespread protests which stated several days prior to the summit. These protests were part of the reason for the expenses incurred on security measures. They also served to worsen an already bad situation for day to day activities for residents and business ventures as more than 900 people were arrested within a week, some streets were closed down and some buildings attacked. This further heightened the economic burden that came with hosting the G20 summit (Dvorak).

What comes out of this summit? Twenty large economies came together, for a three day affair, but one must essentially wonder what changes were made in previous summits and this past G20 summit. The G20 summit held in Toronto came to the conclusion that these represented economies should keep more financial capital in their banks in case of economic upsets in the future. The developed nations’ leaders also agreed on debt-to-GDP ratio reduction by the year 2016 as well as taxing financial institutions. The need for the capital reserve was to have restrictions on many of the countries that did not have them in place already, which resulted in the recession of 2009. The United States, which did not hold any restrictions on their banks, resulted in many banks as well as economy to go downhill (Lagande, 078-079).

Although it is apparent that this meeting was needed, one may ask: was the cost worth it? The 20 countries that did participate in the summit are already economically independent, which is one of the reasons protesters feel that the G20 summit is a waste of time and money (Brusick and Evenett 269). The issues that the third world countries are mostly concerned with, namely food security and climate change did not get a significant resolution during this summit. It is due to this that Protestors believe that the summit is only helping the economically successful countries gain more success instead of helping the third world countries that need the help (Brusick and Evenett 269). The results were the enduring cycle of the wealthy getting wealthier as well as the underprivileged getting more pitiable. At the end of the meeting, joblessness remains a challenge to those in underdeveloped countries and due to this they continue to suffer in poverty (Coats, Hutton and razarelli).

It is tradition to do these summits in person as seen in the G20 summit and many of the previous summits, but with the changing economy and technology it would be more efficient to have such summits in another manner which would cut cost especially in security, infrastructure, travel and accommodation. This would also make sure that the day to day activities of hosting countries, including businesses and other income generating ventures like tourism are not interfered with (Dvorak). The media has a large part in the amount of security that is needed in such political events. If the summit had been done in other technological means without attracting the attention of protestors little or no security would be needed. The destructive effects of protests, both to the economy and security of the country, would be avoided (Gothamist). With society changing and technology advancing 20 people don’t have to be in the same place at the same time to discuss world matters. This would also protect against excessive media coverage of a highly political event. The net effect would be a significant cut in the cost of holding the G20 summit. The saved finances would then be focused on other issues like provision of basic needs to those who lack them.

Since the summit was held in Toronto, there have been 94 protectionist measures implemented by the G20 member governments, with just 44 of similar measures being implemented by the rest of the world (Evenett 22). The world over, there has been 100 neutral measures formulated and implemented since June 2010, with G20 member countries implementing only 29% of these (Evenett 22). This shows a serious mismatch between what the G20 summit concludes and the action taken by the member countries. If this is the trend, is there a need to spend so much money on G20 summit to make resolutions that will not be followed by those making them? This question needs to be answered for the need for and the importance of the G20 summit to be ascertained.

It is clear that governments which are not members of the G20 summit are better at keeping markets open than those who made the resolution to do so in Toronto. There is a great mismatch between word and action of the developed countries. The same governments that spoke of their desire to promote development by encouraging trade between them and the third world countries are instead harming these poor countries through their protectionist measures (Evenett 22). The G20 members are ranked top among countries that have caused economic harm to their lesser trading partners (Evenett 23).

The table below shows by rank the countries that have inflicted the most harm to others. It shows that the economically stable countries of the G20 are in the forefront of inflicting harm to their trading partners (Evenett 26).

As seen in the G20 meetings in Washington and London, the member countries showed that they can act together on serious issues affecting them, like the financial recession. The nations demonstrated their willingness to engage in any actions necessary in a bid to stabilize their financial systems (Blustein and Prasad). Such actions included nationalization of banks and creation of insurance schemes that would help clear toxic debts as well as availing bail-outs. There was also reduction of interest rates as a policy measure to boost the economic recovery process. These economic heavy weights encouraged support of their development agenda by the World Bank through its new infrastructure as well as trade finance facilities (Lagande 078-079). They also resolved to strengthen regulatory regimes as they did for financial markets in a bid to prevent further economic crises. During the Washington G20 meeting, the member countries stressed the importance of assisting the poorest countries in the world to develop. Emerging economies would also be helped to get finances through the IMF and development banks. The intent to help the poor countries seems noble and would momentarily bring an illusion of relief to these countries, but the developed countries just stressed the importance of helping them with no commitment or plans of doing so being drawn (Brusick and Evenett).

From these summits, it is clear that the developed countries can act in haste when matters affecting them directly arise and they defend their interests with whatever action that is necessary. It cannot be expected that they react with the same zest when there are issues affecting the poor countries, but at least including the in the membership of the G20 would give them a forum to push for consideration of those problems afflicting them (Brusick and Evenett).

The financial stability board (FSB) came up as a result of re-establishment of what was formerly known as the Financial Stability Forum (FSF) during the G20 meeting in London. It was mandated with the task of promoting financial stability among the G20 member countries, but its coverage extends to cover the European commission and Spain. The FSB monitors and advises the member countries on issues to do with market development, highlighting the possible effects on regulatory policy. It undertakes strategic reviews of the work on policy development done by standard setting institutions in an effort to ensure timely and coordinated focus on priorities that cover financial gaps (Samans, Uzan and Lopez). It also comes up with guidelines and support for supervisory colleges’ establishment and operation by identifying the most important and systemically appropriate cross-border firms. It then coordinates planning to manage cross-border crisis with reference to the identified important cross-border firms. In conjunction with the IMF, the FSB identifies early warning signs of financial risks and recommends actions that can be used to deal with the threat.

The FSB is therefore concerned about the financial welfare of the G20 member countries which, as earlier indicated, comprise of the world’s greatest economies and upcoming promising economies. This further proves the theory earlier generated that the process adopted by the G20 seeks to safeguard the rich and make them richer while the poor remain in poverty. The developing countries could benefit significantly from the services of the FSB in helping them from their financial difficulties through strategic planning (Brusick and Evenett).

From the text presented in this paper, it can be concluded that the G20 summit is necessary for handling the economic and governance issues of the member countries. The summit provides a forum in which matters of global importance are discussed and solutions formulated. It also works hand in hand with other global organizations like the World Bank and the IMF to facilitate solutions to various challenges. Through the FSB, it helps identify economic warnings early enough for preventive measures to be put in place. Therefore, the importance of the G20 summit cannot be underestimated (Blustein and Prasad).

However, the G20 summit has its blemish on different areas. First, its organization and operation of meetings is too expensive, as seen in the 2010 Toronto summit in which approximately 1 billion dollars was used, most of it going to security. This leaves the desire for a way to change how these summits are done in a bid to cut the costs and direct the funds to other areas which are more critical, like helping poor countries develop (Brusick and Evenett).

It is apparent that the G20 summit does not concentrate on issues that do not affect the member countries directly as much as they concentrate on those issues directly affecting them. Since the membership of the G20 does not include poor third world countries, this means that issues affecting them are not given weight for them to be attended to well and solutions found (Brusick and Evenett).

The G20 summit continues to use a lot of money on issues like organising meetings while the poor countries of the world suffer in poverty. Though the G20 is necessary, something should be done on its membership to involve third world countries and cut down the cost of running it (Blustein and Prasad).

It serves as a platform through which the nation can engage with the world's foremost economic players, advocating for its economic interests and addressing pressing global concerns. India, with its rapidly growing economy and substantial population, seeks to leverage this forum to not only safeguard its own interests but also to contribute to the resolution of critical global challenges, such as climate change, trade, and economic stability.

Importance of the G20 Summit

Together, the G20 members account for approximately 85% of the world's total economic output (GDP), more than 75% of worldwide trade, and nearly two-thirds of the global population, making it a vital forum for international economic cooperation. The G20 Summit is important as it serves as a platform for the leaders of the world's largest economies to collaborate on pressing global matters. 

At the G20 Summit, leaders exchange ideas, deliberate on policy solutions, and coordinate efforts to tackle various global challenges, encompassing economic issues like recessions, trade, and investments, as well as social concerns like poverty, inequality, and climate change.

Importance of India’s G20 Summit Presidency 2023

G20 is the premier forum for international economic cooperation representing around 85% of the global GDP, over 75% of the global trade, and about two-thirds of the world population.

During the course of its G20 Presidency, India will host about 200 meetings in 32 different sectors in multiple locations across India.

  • According to Prime Minister Modi, this term can be an opportunity for India to share its expertise with the world in areas of women empowerment, democracy and digital technologies.
  • As a country with core democratic values, India can show the world that the scope of conflict can come to an end when democracy becomes a culture. This gains significance amidst the ongoing Russia-Ukraine conflict.
  • India’s foreign policy is focusing on the ‘global common good’. Through its G20 leadership, India hopes to extend this principle towards finding sustainable solutions to some of the key global challenges emerging out of the interconnectedness of the world, such as climate change, new and emerging technologies, food and energy security, etc.
  • This would be the first time when the Troika would consist of three developing countries and emerging economies.

FACT SHEET: Delivering an Ambitious Agenda for the   G20

When President Biden took office, he committed to restore the United States’ leadership role in the world, rebuild our relationships abroad, and champion an economic agenda at home and abroad to deliver sustainable and inclusive growth for American families—and families everywhere. This week, at the G20 Summit in New Delhi, President Biden continued to deliver on those commitments. Leading by example and working with partners around the world, the United States and the G20 delivered for developing countries, for our shared planet, and for an inclusive and responsible digital transformation. At a moment when the global economy is suffering from the overlapping shocks of the climate crisis, fragility, and conflict—including the immense suffering unleashed by Russia’s war in Ukraine—this year’s Summit proved that the G20 can still drive solutions to our most pressing issues. The United States is committed to the G20 and to building on the progress made in India’s G20 Presidency, starting with Brazil’s Presidency in 2024 and South Africa’s Presidency in 2025. In a sign of the President’s steadfast commitment to the G20 as the premier forum for international economic cooperation, the United States will host the G20 in 2026. As President Biden called for last year at the U.S.-Africa Leaders’ Summit, the United States is also pleased to have supported and now welcome the African Union as a permanent member of the G20, a reflection of both the G20’s vitality and the important role of Africa in the global economy. Delivering for Developing Countries At the midpoint of the 2030 Agenda for Sustainable Development, compounding crises have resulted in a stalling or reversal of development gains. In New Delhi, President Biden and other G20 leaders committed to implement the G20 2023 Action Plan to Accelerate the Sustainable Development Goals (SDGs). The United States remains committed to the full implementation of the 2030 Agenda, both at home and around the world. At home, President Biden is rebuilding the American economy from the bottom up and middle out and making historic investments in our infrastructure, our people, and our climate. These policies have enabled the United States to have the strongest recovery of any major economy. As the world’s largest bilateral donor of official development assistance, the United States is working to help develop countries support their development priorities in areas like inclusive growth, infrastructure, education, health and health security, and resilient and sustainable food systems. Recognizing that public funding alone is not enough, President Biden is championing an ambitious agenda to mobilize significant additional financing for development from all sources—public and private, domestic and international. At the G20, he delivered key elements of that agenda.

  • Delivering a better, bigger, more effective World Bank.  The United States is championing a major effort to fundamentally reshape the multilateral development banks to meet 21 st  century challenges. Over the last year, the World Bank, with the backing of the G20, has made meaningful progress in unlocking new financing capacity and advancing operational reforms. Under Ajay Banga’s leadership, the World Bank is set to play a transformative role in addressing global challenges. Last month, President Biden asked Congress for funds to unlock more than $25 billion in World Bank Group concessional financing. In New Delhi, he rallied G20 partners to agree to collectively mobilize more headroom and concessional finance to boost the World Bank’s capacity to support low- and middle-income countries. This initiative will make the Bank a better and bigger institution able to provide resources at the scale and speed needed to tackle global challenges and address the urgent needs of the poorest countries.
  • Supporting countries that fall into economic crisis.  President Biden called on the G20 as leaders in the global economy to provide meaningful debt relief so that low- and middle-income countries can regain their footing as they seek to recover from compounding economic shocks in the last few years, and invest in critical development needs. Leaders in New Delhi committed to redouble efforts to resolve ongoing debt distress cases—like Ghana and Sri Lanka. President Biden made it clear that the United States expects meaningful progress by the World Bank and IMF Annual Meetings in October. 
  • Make financing more sustainable . President Biden pressed leaders to think beyond our current frameworks to provide new solutions to help translate unsustainable debt into transformative investments. The U.S. Development Finance Corporation has provided such financing to facilitate more than $1 billion in debt for nature swaps in the Western Hemisphere and Africa—unlocking funds for countries to tackle the climate and biodiversity crises and to invest in other critical development needs. At the G20, President Biden also pressed all creditors—including the private sector and multilateral development banks—to offer climate resilient debt clauses in their lending. The U.S. Export Import Bank is preparing to do so in select bilateral lending, in line with its governance framework.
  • Developing transformative economic corridors and scaling high-quality investments through the Partnership for Global Infrastructure and Investment (PGI).  At an event co-hosted by President Biden and Prime Minister Modi, President Biden and partners announced a landmark India-Middle East-Europe Economic Corridor that will usher a new era of connectivity from Europe to Asia, facilitating global trade, as well as cooperation on energy and digital connectivity. President Biden also announced a new partnership with the European Union to expand investments in the Lobito Corridor. The President called on partners to deploy public capital to strategically leverage the expertise and financing of the private sector to help secure and diversify 21st century energy supply chains, expand digital connectivity, increase electricity access, bolster food security, and strengthen health systems.

Working for a Just Peace in Ukraine President Biden is engaging with countries around the world in pressing for a just peace in Ukraine based on sovereignty and territorial integrity. One and a half years after Russia’s illegal and unjustified aggression against Ukraine, G20 leaders joined President Biden in welcoming efforts to secure “a just peace that upholds all the Purposes and Principles of the UN Charter.” G20 leaders emphasized that countries must refrain from the threat or use of force to seek territorial acquisition against any state’s territorial integrity and sovereignty. G20 leaders also united in highlighting the human suffering and severe economic impacts of the war against Ukraine. The statement highlighted that major economies from around the world – including Brazil, India, South Africa – are united in the need for Russia to uphold international law including territorial integrity and sovereignty.  Delivering on Food Security Since the beginning of his Administration, President Biden has made global food security a priority and galvanized collective action to respond to the global food crisis. The United States has committed more than $15.2 billion in critical humanitarian assistance and medium- to long-term food security investments around the world. These investments have helped countries address acute needs and avert famine, as well as diversify their supply chains. At the G20, President Biden championed an agenda focused on mitigating the acute food crises the world is facing today, as well as working together with G20 countries to mitigate against future shocks. 

  • Addressing the food security crisis exacerbated by Russia’s unlawful war in Ukraine.  Russia has intensified its attack on global food security with its July decision to withdraw from the Black Sea Grain Initiative (BSGI)—which was responsible for nearly 33 million tons of food exports, about two-thirds of which went directly to middle- and lower-income countries—and its attacks on Ukraine’s port infrastructure to prevent Ukrainian grain shipments from getting to those who need it most. The United States continues to lead the charge to mitigate the impact of Russia’s invasion on world food security and to provide food assistance to the most vulnerable populations in the world. In addition to the more than $15.2 billion that the United States has provided since 2021 to address famine and food insecurity, the Biden-Harris Administration and G7 leaders have rallied the world to contribute an additional over $4.5 billion for acute and medium to long term food security assistance, half of which came from the United States. At the G20, President Biden was unequivocal in calling on Russia to stop weaponizing food, which is causing immense human suffering around the world. G20 leaders united to call for the full, timely and effective implementation of the BSGI.   
  • Building more resilient food systems to mitigate against future food shocks . Collective G20 action is necessary to help address global food, climate, and supply chain shocks, prevent hunger and build more sustainable, inclusive, and resilient agriculture and food systems. In New Delhi, President Biden joined G20 leaders in committing to keep food supply chains and trade open, including for agricultural inputs like fertilizer and seeds; adopt and expand climate-smart agricultural practices; invest in critical agricultural infrastructure; promote innovative agricultural research and innovation; and use digital technology to help lower production and transportation costs and diversify access to new global food markets.

Delivering on Global Health Challenges The United States is the world’s largest bilateral donor for global health and is committed to working alongside the G20 to build a safer, more equitable future. This includes working together to invest in health equity through vaccine distribution, expanding and improving access to health systems, and facilitating the availability of quality services to historically marginalized groups. It also includes strengthening health systems and institutions; combatting infectious diseases including HIV/AIDS, tuberculosis and malaria; advancing sexual and reproductive health and rights, and accelerating efforts towards universal health coverage.

  • Improving pandemic preparedness and response.  Last year, President Biden galvanized the world to help launch a new Pandemic Fund to fill critical gaps in pandemic preparedness and global health security, committing $450 million and unlocking an additional $1 billion in initial contributions from nearly two dozen countries and philanthropies. This year, the Pandemic Fund is a reality, and recently concluded its first call for proposals, approving $338 million in grants to 37 countries across 6 regions to strengthen disease surveillance and early warning systems and laboratories. In New Delhi, President Biden made it clear that the G20 cannot lose its focus on improving pandemic preparedness, prevention, and response. To this end, he has committed an additional $250 million in planned funds to the Pandemic Fund.
  • Building stronger health systems.  As we emerge from the acute phase of the COVID-19 pandemic, many countries’ health systems are struggling to restore access to basic services, like routine childhood immunization and maternal health care. To help the world get back on track, President Biden launched the  Global Health Worker Initiative  in 2022, recognizing that a health workforce that is supported, equipped, and protected is necessary to reclaim lost ground from the pandemic and prepare for future health threats. President Biden urged G20 leaders to commit to reverse the first global decline in life expectancy in more than seven decades. G20 leaders committed to work together to strengthen primary health care and restore essential health services to better than pre-pandemic levels by the end of 2025.  
  • Tackling the overdose crisis : G20 leaders came together for the first time to elevate counternarcotics challenges, and synthetic drugs in particular, as a G20 priority. Leaders recognized the shared public health threats posed by synthetic drugs and committed to enhanced information sharing and capacity building to address these challenges, advancing the critical actions the Biden-Harris Administration is taking to address the overdose crisis at home.

Delivering for Our Planet Building a clean energy economy here at home is one of President Biden’s top priorities. But climate change is an issue that requires global action, and the G20 is collectively responsible for about 80 percent of global emissions. In New Delhi, President Biden secured commitments to ensure the G20 continues to set its collective ambition high to address the climate crisis.

  • Tripling global renewable energy capacity by 2030.  At home, President Biden signed into law the Inflation Reduction Act (IRA) to increase investments in clean energy technologies. Outside estimates report that the IRA has already created more than 170,000 jobs and will create 1.5 million over the next decade. And the IRA will expand clean energy supply, speed global adoption, and drive down technology costs by as much as 25 percent globally. I In New Delhi, President Biden and G20 leaders committed to pursue efforts to triple global renewable energy capacity by 2030, encouraging more countries to follow the IRA playbook of investing in clean energy manufacturing and deployment, creating jobs, and fighting climate change.
  • Recognizing the need to peak global emissions by 2025 . President Biden successfully urged the G20 to join together in acknowledging, for the first time, the need to peak global emissions by no later than 2025, and to reduce greenhouse gas emissions by 43 percent by 2030, and 60 percent by 2035, relative to 2019 levels. The Intergovernmental Panel on Climate Change has said that these actions are critical to achieving global net zero greenhouse gas emissions/carbon neutrality by or around mid-century and limiting warming to 1.5 degrees Celsius.
  • Encouraging countries to incorporate economy-wide targets covering all greenhouse gases into their nationally determined contributions.  G20 nations have the ability to reduce their emissions in a way that meaningfully supports the full and effective implementation of the Paris Agreement and its temperature goals. With President Biden’s leadership, G20 countries for the first time urged all countries to include economy-wide targets covering all greenhouse gases in upcoming cycles for Nationally Determined Contributions (NDCs).
  • Launching the Global Biofuels Alliance.  Sustainable biofuels are critical to facilitating net zero by 2050. Advanced biofuels can be sustainably produced from abundant organic material—and supplied by reliable trading partners like the United States. In New Delhi, the G20 Presidency launched the Global Biofuels Alliance with the United States as a founding member along with India, Brazil, Italy, Canada, Argentina, and South Africa. This new Alliance will bring countries together to expand and create new markets for sustainable biofuels.

Delivering an Inclusive and Responsible Digital Transformation The digital transformations underway offer the potential to improve the lives of our citizens if they are harnessed responsibly and in a way that drives broadly shared growth. In order to realize the benefits of these technologies, President Biden believes it is necessary to address the barriers to inclusive access and to shape regulatory and governance approaches to maximize their benefits while mitigating their risks. This is the agenda that he championed in New Delhi.

  • Harnessing AI responsibly, for good and for all.  President Biden championed an approach to AI that includes a commitment to responsible AI development, deployment, and use, to leverage AI to solve pressing challenges while protecting people’s rights and safety.
  • Cutting the digital gender divide in half by 2030.  Globally, approximately 260 million more men than women were using the internet in 2022—a divide that undermines women’s full participation in the 21 st  century economy. President Biden successfully secured a commitment from G20 leaders to halve the digital gender gap by 2030. To help meet this commitment, the United States announced a Women in the Digital Economy Initiative, convening partners from government, the private sector, and civil society to accelerate efforts to close the gender digital divide.
  • Improving access to digital services to boost sustainable and inclusive growth.  President Biden joined other G20 leaders in taking steps towards unlocking the benefits of digital public infrastructure (DPI), stressing the importance of prioritizing secure, inclusive, and accountable approaches to DPI, built and leveraged by both the public and private sectors, that respect human rights and protect personal data, privacy, and intellectual property rights.

G20 cooperation of 2008–2009 had a greater sense of urgency, but its subsequent role as a steering committee and global governance hub has been important—built on an increasingly complex policy agenda, integrating an expanding group of international policy actors. Strategic, ideational, and normative effects of the GFC provoked the international focus on G20 cooperation despite political differences between some of its members. It is questionable whether the G20 Leader forum would have existed without the crisis. Its summits have not always produced impressive results, though the policy agenda has become diverse and complex, with some significant achievements. The wide range of issue areas, combined with the authoritativeness of the forum and its capacity to utilize substantial international financial, organizational, intellectual, and political resources, has made the G20 central to many aspects of post-GFC global governance.

The G20 Summit 2023 just concluded in New Delhi under the Indian Presidency. The PM of India passed the gavel to Brazil, the next G20 President. The 18 th meeting of the Group of Twenty was the first G20 summit to be held in India. Read here to learn about the outcomes of the summit.

The G20 (Group of 20) is an international forum that includes 19 of the world’s largest economies and the European Union.

G20 is a forum for economic, financial, and political cooperation. It addresses the major global challenges and seeks to generate public policies that resolve them.

The Leaders’ Summit is the climax of the G20 process and the work carried out over the year through Ministerial Meetings, Working Groups, and Engagement Groups.

G20 India Presidency

The G20 is made up of 19 countries and the EU.

  • The 19 countries are Argentina, Australia, Brazil, Canada, China, Germany, France, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, the Russian Federation, Saudi Arabia, South Africa, Turkey, the UK, and the US.

India holds the Presidency of the G20 from 1 December 2022 to 30 November 2023.

Indonesia held the presidency in 2022, which concluded in the Bali declaration .

Under the Indian Presidency, the G20 in 2023 focussed on the theme, ‘One Earth, One Family, One Future’.

  • The theme affirms the value of human, animal, plant, and microorganisms and their interconnectedness on planet Earth and in the wider universe.
  • The Indian Presidency will also spotlight Lifestyle for Environment (LiFE), with an emphasis on environmentally sustainable and responsible choices at both the individual lifestyle and the national development level, to achieve a cleaner, greener, and bluer future.

The summit had India showcase its cultural richness through diverse elements like:

  • Bharat Mandapam, inspired by Lord Basavaeshwara’s concept of Anubhav mandapam. The “culture corridor,” features a display of diverse traditions from 29 countries, including India and the special invitees to the G20.
  • The Chola-style bronze statue of Lord Nataraja.
  • Konark Chakra of Odisha’s sun temple and the image of Nalanda University were used as backdrops.
  • Showcase of Thanjavur Paintings and Dhokra art
  • A brass statue of Lord Buddha under the Bodhi tree.
  • Hindustani, Folk, and Carnatic musical heritage of India

Indian Prime Minister formally handed over the G20 presidency to the President of Brazil. India will continue to hold the position until 30 November 2023.

The invited countries for the year were:

  • Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and UAE.

The working groups focused on areas like:

  • agriculture, anti-corruption, culture, digital economy, disaster risk reduction, development, education, employment, environment and climate sustainability, energy transitions, health, trade and investment, and tourism.

Major outcomes of the G20 summit 2023

  • The African Union joined the G20 as a permanent member.
  • A new organization called the Global Biofuel Alliance (GBA) was launched, to promote the development and adoption of sustainable biofuels, and set relevant standards and certification.
  • The New Delhi Leaders Declaration was adopted with consensus.
  • A group of countries made a joint agreement to build a rail and shipping corridor linking India with the Middle East and Europe called the India-Middle East-Europe Economic Corridor . The group comprises India, Saudi Arabia, the United Arab Emirates, Jordan, Israel and the European Union.

The G20 2023 joint consensus declaration called the New Delhi Leaders Declaration is an official non-binding declaration that seeks to place emphasis on strong, sustainable, balanced, and inclusive growth.

Global Economic Situation

  • To protect the vulnerable, through promoting equitable growth and enhancing macroeconomic and financial stability. Such an approach will help resolve the cost-of-living crisis and unlock strong, sustainable, balanced, and inclusive growth.
  • To support the progress towards the 2030 Agenda for Sustainable Development to achieve strong, sustainable, balanced, and inclusive growth (SSBIG).
  • To create inclusive, sustainable, and resilient global value chains, and support developing countries to move up the value chain.

Unlocking Trade for Growth

  • To ensure a rules-based, non-discriminatory, fair, open, inclusive, equitable, sustainable, and transparent multilateral trading system, with WTO at its core.
  • Recognize challenges MSMEs, particularly in developing countries, face concerning access to information and thus, welcome Jaipur Call for Action for enhancing MSMEs’ access to information to promote the integration of MSMEs into international trade.

G20 Summit 2023 reiterates that cooperation is essential in determining the course the world takes. Headwinds to global economic growth and stability persist.

Years of cascading challenges and crises have reversed gains in the 2030 Agenda and its Sustainable Development Goals (SDGs) . Global greenhouse gas (GHG) emissions continue to increase, with climate change, biodiversity loss, pollution, drought, land degradation, and desertification threatening lives and livelihoods.

Rising commodity prices, including food and energy prices, are contributing to cost of living pressures. Global challenges like poverty and inequality, climate change, pandemics, and conflicts disproportionately affect women and children, and the most vulnerable.

The G20 Summit 2023 commit to:

  • Accelerate strong, sustainable, balanced, and inclusive growth.
  • Accelerate the full and effective implementation of the 2030 Agenda for Sustainable Development.
  • Pursue low-GHG/low-carbon emissions, climate-resilient, and environmentally sustainable development pathways by championing an integrated and inclusive approach.
  • Improve access to medical countermeasures and facilitate more supplies and production capacities in developing countries to prepare better for future health emergencies.
  • Promote resilient growth by urgently and effectively addressing debt vulnerabilities in developing countries.
  • Scale up financing from all sources for accelerating progress on SDGs
