Understanding, evaluating, and writing policy documents are important competencies to develop as undergraduate students in a wide range of fields, spanning from Health Care to Environmental Science to Education. Policy is informed by strong research and accurate evidence, often compiled and presented by government and non-governmental organizations. Public policies include formal legislation, official plans, and regulations created by various levels of government. Each of these can act as guiding principles for governmental decision making and program delivery. Non-governmental and para-governmental organizations publish policy briefs, commission reports, and fact sheets to inform policy makers and recommend policy change.

Course instructors often ask students to analyze policy documents to better understand issues and policy alternatives, and students in many disciplines must write policy documents, including critiques and briefs or briefing notes. This guide offers steps to reading policy and keys for effective policy writing.

Types of Policy Assignments

In a policy critique, students are expected to read and critically analyze one or more policy documents that address a common issue. The goal of this assignment is to present an overall assessment of current or proposed policies and their efficacy or potential considering both scholarly theory and real-world, practical application with consideration of environmental, social, or economic contexts.

Proposed structure

  • Issue: what is the policy in question?
  • Background: where did it emerge? What problem does it try to address?
  • Application: so far, based on evidence, how effective has it been?
  • Limits: what are limits with the policy? How has it been adapted? What questions remain?
  • Evaluation/potential: based on concepts and theories from course materials, what is the potential for this policy to address particular issue/problem?

Policy Brief (Briefing Note)

Policy briefs or briefing notes are documents written by governmental and non-governmental organizations to propose evidence-based policy solutions to a well-defined social, environmental, or economic issue. Briefs present findings from academic and grey literature to demonstrate the scope of an issue and to analyze its context and background. The brief is organized with clear headings and short sections, which are supported by figures or tables.

  • Executive Summary: similar to an abstract, briefly explains the goal, findings, and recommendations. Although it is placed first in the document, it is written last.
  • Issue Definition: identify and explain the key issue and its scope and significance.
  • Policy Background: synthesize evidence to explain the context of the issue – its origins, key stakeholders, overlapping issues, and potential barriers – and any existing policy.
  • Best Practices: describe relevant policies from other jurisdictions and introduce specific examples of policy and best practices that reinforce the argument your briefing note presents.
  • Policy Options: synthesize your research to present a few policy options; for each option, describe the approach and present advantages, challenges, and potential barriers. Present one policy recommendation from these options.
  • References: divide references into sections (e.g., academic sources, grey literature, policy documents etc.)

Each policy document is focused on a specific issue and establishes particular goals; when you read any policy document, you are working to understand and analyze the issue and how the policy addresses the issue. These messages are often presented in different ways. Policy briefs are, well, brief, but other policy documents or commissioned reports can be quite lengthy, so it is important to develop a reading strategy for each new document. Generally, it is best to follow this process: preview, plan, read and take notes, and assess within course context.

Because policy documents vary significantly in form and purpose, it is essential to preview the document prior to reading it: identify its author, its purpose, and its form. Take time to read the executive summary, which presents a short explanation of the issue and purpose of the document. Understand its authorship and the interests of the individual or organizational author.

Make a plan

Identify your goal in reading the document: do you wish to better understand the issue, to identify policy alternatives, to appreciate broader context, or to determine efficacy of policy? How will this document inform your understanding of the issue you are studying? What sections will be most useful or relevant?

Read and take notes

Your preview and plan can direct your reading and notetaking. Read closely to understand the policy or issue, its context, and the evidence used to support it. Identify stakeholders and their interests, the goals of the policy and how those goals are measurable and actionable. You may find it helpful to refer to the table of contents or index (or to use the ‘find’ tool in your browser) to seek out sections that contain relevant keywords in documents spanning more than 100 pages.

Assess policy within course context

Refer to theories, frameworks, and indices that you have discussed in class to assess a policy. Consider whether it follows a particular conceptual framework or achieves particular numerical targets. Compare it to other policies in similar contexts and analyze its parts to assess its adaptability to different contexts. Evaluate its fit to the specific issue and its relevance for various stakeholder needs or values.

Reading an Official Plan

An official plan is often a lengthy document that covers many topics and issues within a set of overarching goals for an organization, like a university, hospital, or municipality. Your aim should be to understand the overarching goals of the plan and its broader context, which are likely laid out in the executive summary and introductory sections. Then you may need to seek out references to a particular topic, issue, or stakeholder; the index, table of contents, or “find” tool can be helpful for this.

Reading a Policy Brief

The goal of a policy brief is to inform and persuade policy makers, so your aim should be to understand the issue the brief identifies and to analyze the policy it proposes. The structure and design of the policy brief will guide your reading. Take time to understand the context of the issue and the policy: who are the stakeholders, what are the goals, what is the process, and what are the barriers? Analyze the policy within the disciplinary concepts you’re learning in class; how does the policy fit particular frameworks, theories, or indices you’ve discussed? What is unique about this policy? How can this policy be adapted to different contexts? What is its potential to address the issue?

Successful policy assignments are focused, well-researched, analytical, organized, and concise. Therefore, it is important to take time to define the issue, understand the context of the issue, and seek out policy alternatives prior to identifying a recommended course of action.

Focused issue

It is essential that you present a focused and clear issue, and that issue must be at the scale of policy action. For example, policy briefs can address ER wait times or agricultural pesticide use, but issues such as access to health care or the sustainability of food production are too complex for you to address in a short policy assignment. Often, course material and core concepts provide useful direction for you to narrow your issue.

In policy assignments, an issue is clearly defined and contextualized with evidence from scholarly and grey literature. It is important for you to explain how scholars, governments, or NGOs have discussed the issue, and numerical data or figures can demonstrate the scale of an issue or its projected trajectory. Provide details about the issue in its context: be specific about place, time, and stakeholders, and acknowledge any overlapping economic, environmental, or social issues.

Example: Effective issue definition 1

Age-friendly municipalities foster solidarity among generations within communities and reach out to older people at risk of isolation by making them feel socially included and involved (WHO, 2007). It is well documented that these trends are happening across Canada, and evidence suggests that local governments have a key role in enabling older people to live longer. It is unclear to what degree Aurora’s municipal government is prepared to support its expanding ageing population. It is essential to continue to examine new approaches to housing and transportation infrastructure within Aurora in order to improve public policy matters in regards to their ageing population.

  • Issue is grounded by focused concept and evidence; writer demonstrates value of municipal policy to address the issue
  • Writer precisely identifies the issue to be discussed in brief and the goals of the report

Example: Ineffective issue definition 1

In addition to the infrastructure issue in Peterborough, there is also an issue regarding how spread out the community is. The city is too big for residents to be able to walk the entire city. Amenities are also very spread out; it is unlikely that pedestrians would be able to access the required amenities within walking distance from their house. Ultimately, the main issues surrounding the walkability in the City of Peterborough are the lack of infrastructure and maintenance, as well as the lack of available activities near to peoples’ residences.

  • Not grounded in conceptual framework or theory; writer needs to explain why walkability is an issue that a municipality should address
  • Lack of precision or evidence to support claims about the size of the city or accessibility to amenities

Using research

Policy is informed by evidence from scholarly literature, government data, and research by various stakeholder organizations. Effective policy assignments synthesize evidence from academic and grey literature to create an accurate account of the issue and policy options. Common forms of evidence in policy writing include numerical and financial data, figures such as graphs and maps, excerpts from existing policies, recommendations from NGOs, and conceptual frameworks.

In policy writing, your goal is to present research both accurately and accessibly, as decision-makers in government and business may not be familiar with terminology or concepts presented by scholars. Make efforts to paraphrase the evidence you use and be sure to include citations in the form requested by your professor (footnotes or author-date systems are common).

One of the key factors in Municipal Cultural Planning is increasing cross-sectoral strategies by building new partnerships “…between the municipality and its community and business partners” (Municipal Cultural Plan, toolkit, 2011, p.21) for long term sustainability. Therefore, municipal cultural planning “…does not look at policy sectorally” (Gollmitzer, 2008, p.18), but instead strengthens and integrates “…cultural resources across all facets of government planning and decision making” (Municipal Cultural Plan Toolkit, 2011, p.21). Building new networks are supported by leveraging the sense of place within a community. Adopting a place-based planning approach allows “…government, community organizations and citizens to explore, measure and asses the values, resources and assets of the community” (Huhtala, 2016, p.66), in order to leverage them for economic prosperity.

  • Writer synthesizes academic and grey literature to demonstrate how concepts are applied in policy.
  • Writer also demonstrates analysis of evidence and its relevance to the brief’s focused issue.
  • Use of direct quotation can feature the language of a policy if the writer wishes to analyze discourse; however, this excerpt relies too heavily on direct quotation, and it would be stronger if this evidence was paraphrased.

Demonstrating analysis

The quality of your policy assignment is closely tied to your analysis of the issue and the policy options you present. It is important to evaluate policy options as you research and to critically analyze how those options address the issue within its particular context. Take time to examine specific factors and parties involved in an issue and consider how these factors may facilitate or challenge each policy option; furthermore, you should also assess the advantages and disadvantages of each policy option and its impacts on these factors or parties.

You may find it valuable to consider theories, concepts, or frameworks from your course to develop your argument and to establish coherence throughout your assignment. If you assess all policy options through the same critical lens or theory, then your message will be clear and consistent throughout your document.

Integrating senior housing into the fabric of the inner core communities could make housing developments viable and situate seniors in settings where they can access these services by foot or nearby transit (Fang, 2013).  This concept can allow seniors, who may be considering downsizing, to remain within their community where they can keep active, live within easy access to medical and community services, and stay close to their support network that they have spent their lives establishing. However, the growing demand for these developments could put major pressure on the municipality.  City officials would have to amend current zoning by-laws to allow commercial and residential uses to be a part of mixed-use development and appropriate provisions need to be provided to ensure compatibility and to minimize potential negative impacts.

Organized, concise, and clear writing

Policy writing should be well-organized and easy to follow. Use headings and subheadings to create structure and to support your reader. It is common to number sections and subsections to further clarify the order of your ideas. In addition, good paragraph structure also supports organization and clarity, so we encourage you to use specific topic sentences to introduce the main idea of a paragraph.

Well-written policy assignments employ a formal writing style and use third-person voice (e.g., they) rather than first-person (e.g., I, we) or second-person (e.g., you) voice. Further, they avoid jargon, but use specific and clear language. When you revise your draft, take time to consider each sentence and remove repetitive or redundant phrases and words.

Finally, it is important to pay attention to the details. Label any figures or tables in your document; make reference to these figures or tables in the text of your work (e.g., see Figure 1). Also be sure to follow assignment instructions for referencing evidence in your text (e.g., footnotes or author-date system) and in your list of sources, which is often categorized by type of source (e.g., academic, government, NGOs).

There are many ways to approach a policy assignment, but it is important to take time to research and analyze issues and policy options thoroughly prior to writing. Consider the following steps to complete your policy assignment:

  • Read assignment instructions closely
  • Preliminary research: review course materials, brainstorm, conduct environmental scan or site visit, consider current issues relevant to course concepts
  • Define issue: consider questions and frameworks
  • Research issue and context
  • Research and evaluate policy alternatives in other places
  • Analyze policy alternatives and consider fit for current issue and context; select policy options to present
  • Outline sections: what evidence goes where? How does evidence work together?
  • Write sections (leave Executive Summary until last)
  • Revise for organization, analysis, and use of evidence. See Strategies for Revision and Proofreading.
  • Edit for clarity, concision, and grammar

This handout will offer tips for writing effective policy briefs. Be sure to check with your instructor about their specific expectations for your assignment.

What are policy briefs?

Imagine that you’re an elected official serving on a committee that sets the standards cars must meet to pass a state inspection. You know that this is a complex issue, and you’d like to learn more about existing policies, the effects of emissions on the environment and on public health, the economic consequences of different possible approaches, and more–you want to make an informed decision. But you don’t have time to research all of these issues! You need a policy brief.

A policy brief presents a concise summary of information that can help readers understand, and likely make decisions about, government policies. Policy briefs may give objective summaries of relevant research, suggest possible policy options, or go even further and argue for particular courses of action.

How do policy briefs differ from other kinds of writing assignments?

You may encounter policy brief assignments in many different academic disciplines, from public health and environmental science to education and social work. If you’re reading this handout because you’re having your first encounter with such an assignment, don’t worry–many of your existing skills and strategies, like using evidence , being concise , and organizing your information effectively , will help you succeed at this form of writing. However, policy briefs are distinctive in several ways.

In some of your college writing, you’ve addressed your peers, your professors, or other members of your academic field. Policy briefs are usually created for a more general reader or policy maker who has a stake in the issue that you’re discussing.

Tone and terminology

Many academic disciplines discourage using unnecessary jargon, but clear language is especially important in policy briefs. If you find yourself using jargon, try to replace it with more direct language that a non-specialist reader would be more likely to understand. When specialized terminology is necessary, explain it quickly and clearly to ensure that your reader doesn’t get confused.

Policy briefs are distinctive in their focus on communicating the practical implications of research to a specific audience. Suppose that you and your roommate both write research-based papers about global warming. Your roommate is writing a research paper for an environmental science course, and you are writing a policy brief for a course on public policy. You might both use the exact same sources in writing your papers. So, how might those papers differ?

Your roommate’s research paper is likely to present the findings of previous studies and synthesize them in order to present an argument about what we know. It might also discuss the methods and processes used in the research.

Your policy brief might synthesize the same scientific findings, but it will deploy them for a very specific purpose: to help readers decide what they should do. It will relate the findings to current policy debates, with an emphasis on applying the research outcomes rather than assessing the research procedures. A research paper might also suggest practical actions, but a policy brief is likely to emphasize them more strongly and develop them more fully.

To support these changes in audience, tone, and purpose, policy briefs have a distinctive format. You should consult your assignment prompt and/or your professor for instructions about the specific requirements of your assignment, but most policy briefs have several features in common. They tend to use lots of headings and have relatively short sections. This structure differs from many short papers in the humanities that may have a title but no further headings, and from reports in the sciences that may follow the “IMRAD” structure of introduction, methods, results, and discussion. Your brief might include graphs, charts, or other visual aids that make it easier to digest the most important information within sections.  Policy briefs often include some of these sections:

  • Title: A good title quickly communicates the contents of the brief in a memorable way.
  • Executive Summary: This section is often one to two paragraphs long; it includes an overview of the problem and the proposed policy action.
  • Context or Scope of Problem: This section communicates the importance of the problem and aims to convince the reader of the necessity of policy action.
  • Policy Alternatives: This section discusses the current policy approach and explains proposed options. It should be fair and accurate while convincing the reader why the policy action proposed in the brief is the most desirable.
  • Policy Recommendations: This section contains the most detailed explanation of the concrete steps to be taken to address the policy issue.
  • Appendices: If some readers might need further support in order to accept your argument but doing so in the brief itself might derail the conversation for other readers, you might include the extra information in an appendix.
  • Consulted or Recommended Sources: These should be reliable sources that you have used throughout your brief to guide your policy discussion and recommendations.

Depending on your specific topic and assignment, you might combine sections or break them down into several more specific ones.

How do I identify a problem for my policy brief?

An effective policy brief must propose a solution to a well-defined problem that can be addressed at the level of policy. This may sound easy, but it can take a lot of work to think of a problem in a way that is open to policy action.

For example, “bad spending habits in young adults” might be a problem that you feel strongly about, but you can’t simply implement a policy to “make better financial decisions.” In order to make it the subject of a policy brief, you’ll need to look for research on the topic and narrow it down. Is the problem a lack of financial education, predatory lending practices, dishonest advertising, or something else? Narrowing to one of these (and perhaps further) would allow you to write a brief that can propose concrete policy action.

For another example, let’s say that you wanted to address children’s health. This is a big issue, and too broad to serve as the focus of a policy brief, but it could serve as a starting point for research. As you begin to research studies on children’s health, you might decide to zoom in on the more specific issue of childhood obesity. You’ll need to consult the research further to decide what factors contribute to it in order to propose policy changes. Is it lack of exercise, nutritional deficiencies, a combination of these, or something else? Choosing one or another of these issues, your brief would zoom in even further to specific proposals that might include exercise initiatives, nutritional guidelines, or school lunch programs.

The key is that you define the problem and its contributing factors as specifically as possible so that some sort of concrete policy action (at the local, state, or national level) is feasible.

Framing the issue

Once you’ve identified the problem for yourself, you need to decide how you will present it to your reader. Your own process of identifying the problem likely had some stops, starts, and dead-ends, but your goal in framing the issue for your reader is to provide the most direct path to understanding the problem and the proposed policy change. It can be helpful to think of some of the most pressing questions your audience will have and attempt to preemptively answer those questions. Here are some questions you might want to consider:

What is the problem?

Understanding what the problem is, in the clearest terms possible, will give your reader a reference point. Later, when you’re discussing complex information, your reader can refer back to the initial problem. This will help to ‘anchor’ them throughout the course of your argument. Every piece of information in the brief should be clearly and easily connected to the problem.

What is the scope of the problem?

Knowing the extent of the problem helps to frame the policy issue for your reader. Is the problem statewide, national, or international? How many people does this issue affect? Daily? Annually? This is a great place for any statistical information you may have gathered through your research.

Who are the stakeholders?

Who does this issue affect? Adult women? College-educated men? Children from bilingual homes? The primary group being affected is important, and knowing who this group is allows the reader to assign a face to the policy issue.

Policy issues can include a complex network of stakeholders. Double check whether you have inadvertently excluded any of them from your analysis. For example, a policy about children’s nutrition obviously involves the children, but it might also include food producers, distributors, parents, and nutritionists (and other experts). Some stakeholders might be reluctant to accept your policy change or even acknowledge the existence of the problem, which is why your brief must be convincing in its use of evidence and clear in its communication.

Effective policy-writing

This handout has emphasized that good policy briefs are clear, concise, and focused on applying credible research to policy problems. Let’s take a look at two versions of the introduction to a policy brief to see how someone might write and revise to achieve these qualities:

A “not-so-good” policy brief

Adolescents’ Dermatologic Health in Outlandia: A Call to Action

The Report on Adolescents’ Dermatologic Health in Outlandia (2010), issued by Secretary of Health Dr. Polly Galver, served as a platform to increase public awareness on the importance of dermatologic health for adolescents. Among the major themes of the report are that dermatologic health is essential to general health and well-being and that profound and consequential dermatologic health disparities exist in the state of Outlandia. Dr. Galver stated that what amounts to a silent epidemic of acne is affecting some population groups–restricting activities as schools, work, and home–and often significantly diminishing the quality of life. Dr. Galver issued the Report on Adolescents’ Dermatologic Health as a wake-up call to policymakers and health professionals on issues regarding the state’s dermatologic health. This paragraph introduces a relevant and credible source, but it fails to use that source to explain a problem and propose policy action. The reader is likely to be confused because the word “acne” does not appear until the middle of the paragraph, and the brief never states what action should be taken to address it. In addition to this lack of focus, the paragraph also includes unnecessary phrases like “among the major themes” that could be removed to make it more concise.

A better policy brief

Seeing Spots: Addressing the Silent Epidemic of Acne in Outlandia’s Youth

Acne is the most common chronic disease among adolescents in Outlandia (Outlandia Department of Health, 2010). Long considered a benign rite of passage, acne actually has far-reaching effects on the health and well being of adolescents, significantly affecting success in school, social relationships, and general quality of life. Yet large portions of the state’s population are unable to access treatment for acne. The Secretary of Health’s Report on Adolescents’ Dermatologic Health in Outlandia (2010) is a call to action for policymakers and health professionals to improve the health and wellbeing of Outlandia’s youth by increasing access to dermatologic care (“ A Better Policy Brief” , Reproduced with permission of the Johns Hopkins Bloomberg School of Public Health, Baltimore, MD.)

This paragraph is far more focused and concise than the first version. The opening sentence is straightforward; instead of focusing on the source, it makes a clear and memorable point that is supported by the source. Additionally, though the first version was titled “a call to action,” it did not actually say what that action might be. In this version, it is clear that the call is for increased access to dermatologic care.

Keep in mind that clarity, conciseness, and consistent focus are rarely easy to achieve in a first draft. Careful editing and revision are key parts of writing policy briefs.

A policy memo is a practical, professionally written document that can vary in length from one page to over twenty-five pages. It provides analysis and recommendations directed to a predetermined audience regarding a specific situation, topic, or issue. A well-written policy memo reflects attention to the policy problem. It is well organized and structured in a clear and concise style that assumes the reader possesses limited knowledge of, as well as little time to conduct research about, the topic of concern. There is no thesis statement or overall theoretical framework underpinning the document; the focus is on describing one or more specific policy recommendations and their supporting action items.

How to Approach Writing a Policy Memo

Benefits of Writing a Policy Memo

Writing a policy memo is intended to support the following learning outcomes:

  • Helps students learn how to write academically rigorous, persuasive papers about a specific “real-world” issue;
  • Teaches how to choose and craft a document’s content based on the needs of a particular audience [rather than for a general readership];
  • Prepares students to write an effective position paper in non-academic settings;
  • Promotes researching, organizing, and writing a persuasive paper that emphasizes presenting evidence-based recommendations rather than simply reporting a study's findings;
  • Teaches students to be client-oriented and to better anticipate the assumptions and concerns of their targeted readership;
  • Encourages reflective thinking about the cause and consequential effect of a particular recommendation and to anticipate what questions stakeholder groups may have; and,
  • Enables students to create original work that synthesizes policy-making research into a clearly written document advocating change and specific courses of action.

Do not approach writing a policy memo in the same way as you would an academic research paper . Yes, there are certain commonalities in how the content is presented [e.g., a well-written problem statement], but the overarching objective of a policy memo is not to discover or create new knowledge. It is focused on providing to a predetermined group of readers the rationale for choosing a particular policy alternative and/or specific courses of action leading to positive social and political change within society. In this sense, most policy memos possess a component of advocacy and advice intended to promote evidence-based dialog about an issue.

Essential Elements of an Effective Policy Memo Focus and Objectives The overall content of your memo should be strategically aimed at achieving the following goal: convincing your target audience about the accuracy of your analysis and, by extension, that your policy recommendations are valid. Avoid lengthy digressions and superfluous narration that can distract the reader from understanding the policy problem. Note that your target audience is defined in two ways: by the decision-makers who can advocate for or implement change and by individuals and groups most likely impacted by your policy recommendations should they be implemented. Professionally Written Always keep in mind that a policy memorandum is a tool for decision-making. Keep it professional and avoid hyperbole and clever or indeterminate language that could undermine the credibility of your document. The presentation and content of the memo should be polished, easy to understand, and free of jargon. Writing professionally does not imply that you can’t be passionate about your topic, but your policy recommendations should be evidence-based and grounded in solid reasoning and a succinct writing style. Evidence-based A policy memo is not an argumentative debate paper. The reader should expect your recommendations to be based upon evidence that the problem exists and understand the consequences [both good and bad] of adopting particular policy alternatives. To address this, policy memos should include a clear cost-benefit analysis that considers anticipated outcomes, the potential impact on stakeholder groups you have identified, clear and quantifiable performance goals, and how success will be measured. Accessibility A policy memo requires clear and simple language that avoids unnecessary jargon and concepts of an academic discipline. Do not skip around. Use one paragraph to develop one idea or argument and make that idea or argument explicit within the first one or two sentences. Your memo should have a straightforward, explicit organizational structure that provides well-explained arguments arranged within a logical sequence of reasoning [think in terms of an if/then logic model--if this policy recommendation, then this action; if this benefit, then this potential cost; if this group is allocated resources, then this group may be excluded]. Presentation Style The visual impact of your memo affects the reader’s ability to grasp your ideas quickly and easily. Include a table of contents and list of figures and charts, if necessary. Subdivide the text using clear and descriptive headings to guide the reader. Incorporate devices such as capitalization, bold text, and bulleted items, but be consistent, and don’t go crazy; the purpose is to facilitate access to specific sections of the paper for successive readings. If it is difficult to find information in your document, policy makers will not use it. Practical and Feasible Your memorandum should provide a set of actions based on what is actually happening in reality. Do not base your policy recommendations on future scenarios or hypothetical situations that could be interpreted as unlikely to occur or that do not appear possible because you have not adequately explained the circumstances supporting these scenarios. Here again, your cost-benefit analysis can be essential to validating the practicality and feasibility of your recommendations. Explicit Transparency Provide specific criteria to assess either the success or failure of the policies you are recommending. As much as possible, this criteria should be derived from your cost/benefit analysis. Do not hide or under-report information that does not support your policy recommendations. Just as you would note the limitations of your study in a research paper, a policy memo should describe issues of weakness of your analysis. Explain why they may arise and why your recommendations are still valid despite these issues. Be open and straightforward because doing so strengthens your arguments and it will help the reader assess the overall impact of recommended policy changes.

NOTE: Technically, it would not be wrong for your policy memo to argue for maintaining the status quo. However, the general objective of a policy memo assignment is to critically examine opportunities for transformative change and to highlight the risks of on-going complacency. If you choose to argue for maintaining the current policy trajectory, in whole or in part, be concise in identifying and systematically refuting all relevant policy options. Again, it must be rooted in an evidence-based cost/benefit analysis. Whether maintaining current policies is short-term or long-term [and these need to be clearly defined], you must explain concisely why each possible outcome of maintaining the status quo would be preferable to any alternative policy options and recommended courses of action. If your argument for maintaining the status quo is short-term, explain what factors in the future could trigger a policy-related course correction.

Structure and Writing Style

The contents of a policy memo can be organized in a variety of ways. Below is a general template adapted from the “Policy Memo Requirements and Guidelines, 2012-2013 edition” published by the Institute for Public Policy Studies at the University of Denver and from suggestions made in the book, A Practical Guide for Policy Analysis: The Eightfold Path to More Effective Problem-Solving [Eugene Bardach. 4th edition. Thousand Oaks, CA: Sage, 2012] . Both sources provide useful approaches to writing a policy memo in the event your professor does not provide specific guidance. Overall, the tone of your writing should be formal but assertive. Note that the most important consideration in terms of writing style is professionalism, not creativity. I.  Cover Page Provide a complete and informative cover page that includes the document title, date, the full names and titles of the writer or writers [i.e., Joe Smith, Student, Department of Political Science, University of Southern California]. The title of the policy memo should be formally written and specific to the policy issue [e.g., “Charter Schools, Fair Housing, and Legal Standards: A Call for Equal Treatment”]. For longer memos, consider including a brief executive summary that highlights key findings and recommendations.

II.  Introduction and Problem Definition A policy memorandum should begin with a short summary introduction that defines the policy problem, provides important contextual background information, and explains what issues are being covered. This is followed by a short justification for writing the memo, why a decision needs to be made [answering the “So What?” question], and an outline of the recommendations you make or key themes the reader should keep in mind. Summarize your main points in a few sentences, then conclude with a description of how the remainder of the memo is organized.

III.  Methods This is usually where other research about the problem or issue of concern is summarized. Describe how you plan to identify and locate the information on which your policy memo is based. This may include peer-reviewed journals and books as well as possible professionals you interviewed, databases and websites you explored, or legislative histories or relevant case law that you used. Remember this is not intended to be a thorough literature review; only choose sources that persuasively support your position or that help lay a foundation for understanding why actions need to be taken.

IV.  Issue Analysis This section is where you explain in detail how you examined the issue and, by so doing, persuade the reader of the appropriateness of your analysis. This is followed by a description of how your analysis contributes to the current policy debate. It is important to demonstrate that the policy issue may be more complex than a basic pro versus con debate. Very few public policy debates can be reduced to this type of rhetorical dichotomy. Be sure your analysis is thorough and takes into account all factors that may influence possible strategies that could advance a recommended set of solutions.

V.  Proposed Solutions Write a brief review of the specific solutions you evaluated, noting the criteria by which you examined and compared different proposed policy alternatives. Identify the stakeholders impacted by the proposed solutions and describe in what ways they will benefit from your proposed solution. Focus on identifying solutions that have not been proposed or tested elsewhere. Offer a contrarian viewpoint that challenges the reader to take into account a new perspective on the research problem. Note that you can propose solutions that may be considered radical or unorthodox, but they must be realistic and politically feasible.

VI.  Strategic Recommendations Solutions are just opinions until you provide a path that delineates how to get from where you are to where you want to go. Describe what you believe are the best recommended courses of action [i.e., "action items"]. In writing this section, state the broad approach to be taken, with specific, practical steps or measures that should be implemented. Be sure to also state by whom and within what time frame these actions should be taken. Conclude by highlighting the consequences of maintaining the status quo [or if supporting the status quo, why change at this time would be detrimental]. Also, clearly explain why your strategic recommendations are best suited for addressing the current policy situation.

VI.  Limitations As in any academic paper, you must describe limitations to your analysis. In particular, ask yourself if each of your recommendations are realistic, feasible, and sustainable, and in particular, that they can be implemented within the current bureaucratic, economic, political, cultural, social, or other type of contextual climate in which they reside. If not, you should go back and clarify your recommendations and provide further evidence as to why the recommendation is most appropriate for addressing the issue. It does not necessarily undermine the overall recommendations of your study if the limitation cannot be overcome, but you must clearly acknowledge this. Place the limitation within the context of a critical issue that needs further study in concurrence with possible implementation [i.e., findings indicate service learning promotes civic engagement, but there is a lack of data on the types of service learning programs that exist among high schools in South Central Los Angeles].

VII.  Cost-Benefit Analysis This section may be optional but, in some cases, your professor may ask you to include an explicit summary analysis of the costs and benefits of each recommendation. If you are asked to include a separate cost-benefit analysis, be concise and brief. Since most policy memos do not have a formal conclusion, the cost-benefit analysis can act as your conclusion by summarizing the key differences among policy alternatives and recommended courses of action.

Proofreading the Memo

Problems to Avoid

The style and arrangement of an effectively written memo can differ because no two policies, nor their intended audience of readers, are exactly the same. Nevertheless, before you submit your policy memo, be sure you proofread the document so that you avoid these common problems. If you identify one or more of these problems, you should rewrite or re-organize the content accordingly.

1.  Acknowledge the Law of Unintended Consequences . No policy analysis is complete until you have identified for whom the policy actions are supposed to benefit and identify what groups may be impacted by the consequences of their implementation. Review your memo and make sure you have clearly delineated who could be helped and who could be potentially harmed or excluded from benefiting from your recommended policy actions. As noted by Wilcoxen, this is also important because describing who may or may not benefit can help you anticipate which stakeholder groups will support your policy recommendations and which groups will likely oppose it. Calculating potential "winners" and "losers" will help reveal how much it may cost to compensate those groups excluded from benefiting. By building this compensation into your policy recommendations, you are better able to show the reader how to reduce political obstacles.

2.  Anticipate the Reader's Questions . Examine your recommended courses of action and identify any open-ended, declarative, indeterminate, or ambiguous statements that could lead the reader to have to ask further questions. For example, you declare that the most important factor supporting school choice among parents is distance from home. Without clarification or additional information, this could lead the reader to ask numerous questions, such as, why or by what means do you know this, what distance is considered to be too far, what factors contribute to parent's decision about school choice and distance from schools, or what age group does this most apply to. Clarify these types of open-ended statements so that your policy recommendations can be more fully understood and accepted as valid.

3.  Be Concise . Being succinct in your writing does not relate to the overall length of the policy memo or the amount of words you use. It relates to your ability to provide a lot of information clearly and without superfluous detail. Strategies include r eviewing long paragraphs and breaking them up into parts, looking for long sentences and eliminating unnecessary qualifiers and modifiers, and deleting prepositional phrases in favor of adjectives or adverbs. The overarching goal is to be thorough and precise in how your ideas are presented and to avoid writing that uses too many words or excessively technical expressions.

4.  Focus on the Results . While it is important that your memo describe the methods by which you gathered and analyzed the data informing your policy recommendations, the content should focus on explaining the results of your analysis and the logic underpinning your recommendations. Remember your audience. The reader is presumably a decision-maker with limited knowledge of the issue and who has little time to contemplate the methods of analysis. The validity of your findings will be determined primarily by your reader's determination that your policy recommendations and supporting action items are realistic and rooted in sound reasoning. Review your memo and make sure the statement about how you gathered the data is brief and concise. If necessary, technical issues or raw data can be included in an appendix.

5.  Minimize Subjective Reasoning . Although the memo should be persuasive, avoid emphasizing your personal opinion about the topic. A policy memo should be written in a professional tone with recommendations based upon empirical reasoning while, at the same time, reflecting a level of passion about your topic. However, being passionate does not imply being opinionated. The memo should emphasize presenting all of the facts a reader would need to reach their own conclusions about the validity of your recommendations.

6.  Use of Non-textual Elements . Review all tables, charts, figures, graphs, or other non-textual elements and make sure they are labeled correctly. Examine each in relation to the text, making sure they are described adequately and that they relate to the overall content of your memo. If these elements are located in appendices, make sure references to them within the text are correct [i.e., reference to Figure 2 is actually the table you want the reader to look at].

Difference Between a Policy Memo and a Policy Brief

A policy memo and a policy brief share much in common. They both describe the rationale for choosing particular policy alternatives or courses of action, they both contain persuasive language, and both documents are written for non-experts, such as, practitioners, politicians, non-governmental agency workers, lobbyists, and others who work on or regularly make decisions about the issue addressed in the document. Both documents are free of jargon or technical terminology and focus on communicating the practical implications of prior policy research to a specific audience based on available evidence.

Ironically, however, a policy memo is typically shorter in length than a policy “brief.” A policy memo usually ranges from one to twent-five pages, while a policy brief can be anywhere from twenty to more than a hundred pages in length depending on the complexity of the topic. Therefore:

  • A policy brief is commonly produced in response to a request from a decision-maker concerning an issue that requires more thorough information to address the underlying policy problem or they are produced by an advocacy group or organization for the purpose of influencing a specific policy, often in an urgent tone. Non-textual elements , such as, figures, charts, graphs, or diagrams, are often included.
  • A policy memo is concisely written and presents information, ideas, and recommendations clearly so the reader can quickly scan the document for the most relevant points. Policy memos focus on brevity and often synthesize existing evidence in language that is direct, specific, and with minimal background information or historical context. Non-textual elements are only included if necessary.

Policy memos generally do not include extensive footnotes, endnotes, further readings, or a bibliography. However, if you use supporting information in a memo, cite the source in the text. For example, you may refer to a study that supported a specific assertion by referencing it in the following manner: "A study published in 2012 by the Eagleton Center for Public Interest Polling showed that public opinion towards China was....” However, some assignments may require a formal list of references. Before writing your memo, be sure you are clear about how your professor wants you to cite any sources referred to in your analysis.

Using Non-Textual Elements

Policy memos are not just text-based but frequently include numeric tables and charts or other non-textual elements, such as photographs, maps, and illustrations. However, it is important that you use non-textual elements judiciously and only in relation to supplementing and clarifying arguments made in the text so as not to distract the reader from the main points of your memo . As with any non-textual elements, describe what the reader is seeing and why the data is important to understanding the policy problem.

The purpose of an appendix is to provide supplementary material that is not an essential part of the main text but which may be helpful in providing the reader with more complete information. If you have information that is vital to understanding an issue discussed in the memo, it can be included in one or more appendices. However, if you have a lot of information, don't write a five page memo and include twenty pages of appendices. Memos are intended to be  succinct and clearly expressed. If there is a lot of data, refer to the source and summarize it, or discuss with your professor how it should be included.

  • Types of Assignments

Gen Ed courses transcend disciplinary boundaries in a variety of ways, so the types of writing assignments that they include also often venture outside the traditional discipline-specific essays. You may encounter a wide variety of assignment types in Gen Ed, but most can be categorized into four general types: 

  • Traditional academic assignments include the short essays or research papers most commonly associated with college-level assignments. Generally speaking, these kinds of assignments are "expository" in nature, i.e., they ask you to engage with ideas through evidence-base argument, written in formal prose. The majority of essays in Expos courses fall into this category of writing assignment types.  
  • Less traditional academic assignments include elements of engagement in academia not normally encountered by undergraduates. 
  • Traditional non-academic assignments include types of written communication that students are likely to encounter in real world situations. 
  • Less traditional non-academic assignments are those that push the boundaries of typical ‘writing’ assignments and are likely to include some kind of creative or artistic component.

Examples and Resources

Traditional academic.

For most of us, these are the most familiar types of college-level writing assignments. While they are perhaps less common in Gen Ed than in departmental courses, there are still numerous examples we could examine.

Two illustrations of common types include: 

Example 1: Short Essay  Professor Michael Sandel asks the students in his Gen Ed course on Tech Ethics to write several short essays over the course of the semester in which they make an argument in response to the course readings. Because many students will never have written a philosophy-style paper, Professor Sandel offers students a number of resources—from a guide on writing in philosophy, to sample graded essays, to a list of logical fallacies—to keep in mind. 

Example 2: Research Paper In Who Lives, Who Dies, Who Cares?, a Gen Ed course co-taught by multiple global health faculty members, students write a 12–15 page research paper on a biosocial analysis of a global health topic of their choosing for the final assignment. The assignment is broken up into two parts: (1) a proposal with annotated bibliography and (2) the final paper itself. The prompt clearly outlines the key qualities and features of a successful paper, which is especially useful for students who have not yet written a research paper in the sciences. 

Less Traditional Academic

In Gen Ed, sometimes assignments ask students to engage in academic work that, while familiar to faculty, is beyond the scope of the typical undergraduate experience. 

Here are a couple of examples from Gen Ed courses: 

Example 1: Design a conference  For the final project in her Gen Ed course, Global Feminisms, Professor Durba Mitra asks her students to imagine a dream conference  in the style of the feminist conferences they studied in class. Students are asked to imagine conference panels and events, potential speakers or exhibitions, and advertising materials. While conferences are a normal occurrence for graduate students and professors, undergraduates are much less likely to be familiar with this part of academic life, and this kind of assignment might require more specific background and instructions as part of the prompt. 

Example 2: Curate a museum exhibit In his Gen Ed class, Pyramid Schemes, Professor Peter Der Manuelian's final project offers students the option of designing a virtual museum exhibit . While exhibit curation can be a part of the academic life of an anthropologist or archaeologist, it's not often found in introductory undergraduate courses. In addition to selecting objects and creating a virtual exhibit layout, students also wrote an annotated bibliography as well as an exhibit introduction for potential visitors. 

Traditional Non-academic

One of the goals of Gen Ed is to encourage students to engage with the world around them. Sometimes writing assignments in Gen Ed directly mirror types of writing that students are likely to encounter in real-world, non-academic settings after they graduate.

The following are several examples of such assignments: 

Example 1: Policy memo In Power and Identity in the Middle East, Professor Melani Cammett assigns students a group policy memo evaluating "a major initiative aimed at promoting democracy in the Middle East and North Africa (MENA)." The assignment prompt is actually structured as a memo, providing context for students who likely lack experience with the format. It also outlines the key characteristics of a good memo, and it provides extensive advice on the process—especially important when students are working in groups. 

Example 2: Letter In Loss, Professor Kathleen Coleman asks students to write a letter of condolence . The letter has an unusual audience: a mother elephant who lost her calf. Since students may not have encountered this type of writing before, Professor Coleman also provides students with advice on process, pointing to some course readings that might be a good place to start. She also suggests a list of outside resources to help students get into the mindframe of addressing an elephant. 

Example 3: Podcast  Podcasts are becoming increasingly popular in Gen Ed classes, as they are in the real world. Though they're ultimately audio file outputs, they usually require writing and preparing a script ahead of time. For example, in Music from Earth, Professor Alex Rehding asks students to create a podcast in which they make an argument about a song studied in class. He usefully breaks up the assignments into two parts: (1) researching the song and preparing a script and (2) recording and making sonic choices about the presentation, offering students the opportunity to get feedback on the first part before moving onto the second. 

Less Traditional Non-academic

These are the types of assignments that perhaps are less obviously "writing" assignments. They usually involve an artistic or otherwise creative component, but they also often include some kind of written introduction or artist statement related to the work.

The following are several examples from recently offered Gen Ed courses: 

Example 1: Movie Professor Peter Der Manuelian offers students in his class, Pyramid Schemes, several options for the final project, one of which entails creating a 5–8 minute  iMovie making an argument about one of the themes of the course. Because relatively few students have prior experience making films, the teaching staff provide students with a written guide to making an iMovie as well as ample opportunities for tech support. In addition to preparing a script as part of the production, students also submit both an annotated bibliography and an artist’s statement. 

Example 2: Calligram In his course, Understanding Islam and Contemporary Muslim Societies, Professor Ali Asani asks students to browse through a provided list of resources about calligrams, which are an important traditional Islamic art form. Then they are required to "choose a concept or symbol associated with God in the Islamic tradition and attempt to represent it through a calligraphic design using the word Allah," in any medium they wish. Students also write a short explanation to accompany the design itself. 

Example 3: Soundscape In Music from Earth, Professor Alex Rehding has students create a soundscape . The soundscape is an audio file which involves layering sounds from different sources to create a single piece responding to an assigned question (e.g. "What sounds are characteristic of your current geographical region?"). Early on, as part of the development of the soundscape, students submit an artist's statement that explains the plan for the soundscape, the significance of the sounds, and the intention of the work.

Azure Policy is a service in Azure that you use to create, assign and manage policies. These polices are a mechanism through which we enforce compliance and enable auditing across our organization. Azure Policy does this by running evaluations of your resources and scanning for those not compliant with the policies you have created

Given below are the advantages of using Azure Polices:

  • Enforcement and compliance : Turn on built-in policies or build custom ones for all resource types. Real time policy evaluation and enforcement. Periodic and on-demand compliance evaluation.
  • Apply policies at scale : Apply policies to a Management Group with control across your entire organization. Apply multiple policies and aggregate policy states with policy initiative. Define an exclusion scope.
  • Remediation : Real time remediation, and remediation on existing resources.

  • Specify the resource types that your organization can deploy.
  • Prohibit the creation of resources for controlling costs.
  • Restrict access to a service when we don’t want it being deployed.
  • Specify a set of virtual machine SKUs that your organization can deploy.
  • Restrict the locations your organization can specify when deploying resources to enforce geographical compliance.
  • Enforce a required tag and its value.
  • Audit if Azure Backup service is enabled for all Virtual machines.

We can implement Azure Policies at various scopes within our organization. These are as follows:

  • Management groups
  • Subscriptions
  • Resource groups
  • Individual resources

Azure Policy components

Policy definition.

These are used to define what we will be monitoring for compliance and we also define the actions that will take place based on that evaluation. Azure offers several inbuilt policy definitions that we can use. Some of them are listed below.

  • Allowed Storage Account SKUs (Deny) : Determines if a storage account being deployed is within a set of SKU sizes. Its effect is to deny all storage accounts that don't adhere to the set of defined SKU sizes.
  • Allowed Resource Type (Deny) : Defines the resource types that you can deploy. Its effect is to deny all resources that aren't part of this defined list.
  • Allowed Locations (Deny) : Restricts the available locations for new resources. Its effect is used to enforce your geo-compliance requirements.
  • Allowed Virtual Machine SKUs (Deny) : Specifies a set of virtual machine SKUs that you can deploy.
  • Add a tag to resources (Modify) : Applies a required tag and its default value if it's not specified by the deploy request.
  • Not allowed resource types (Deny) : Prevents a list of resource types from being deployed.

To implement these policy definitions (both built-in and custom definitions), you'll need to assign them. You can assign any of these policies through the Azure portal, PowerShell, or Azure CLI.

Policy assignment

Once we define our policy, we need to assign it to a scope and that is where policy assignment comes into the picture. We can assign policies to management groups, subscriptions, resource groups or even individual resources within the Azure cloud.

Initiative definition

An initiative definition is a collection of policies that are tailored towards achieving a single high-end goal together. They simplify by grouping a set of policies as one single item. For example, ensuring that VMs are deployed as per standards.

An example of an Azure policy could be a scenario where we require resources to be tagged.

  • Policy definition : In this case, we can define that the virtual machines in our environment must have the tag “linux-cloud”. If this tag is missing then the creation of the virtual machine is denied.
  • Policy assignment : We would assign this policy at the scope of the resource group under which the VMs would be created.

With this policy in effect, when we try to deploy a VM without the required tag in the resource group with the policy applied, then the creation of that virtual machine will be denied.

Azure Policy Example

Now that we’ve understood the need of Azure policies, gone through the use cases and its different components, now it’s time to perform some hands on and see Azure policies in action. For the purpose of this demonstration, we’ll be using a built in Azure policy definition.

Step 1: Open the Azure policy service pane

Log in to the Azure portal and within the search bar, type policy and select the first result.

This will bring us to the overview section of our Azure Policy service. If you don’t have any existing policies applied, the page should look similar to the one shown below.

This page shows us the overall compliance status of our resources and also if any resources are in a non-compliant state so that we may take corrective actions.

Step 2: Create Azure policy definition

Towards the left side of the page, we have a section named authoring and within this section, there is a tab called definitions. Click on this tab to create a policy definition or use an existing one.

Clicking on the definitions tab takes us to the policy definitions page where we can view all of the pre-existing policies and initiative definitions.

We can use filters on this page to view only custom or only built-in policies under the type. We can filter polices based on different categories which are basically different Azure services. Also, we can search for a policy by typing the policy name in the search bar. We are going to search for location based policies so we’ll type in the keyword location in the search bar.

The policy that we are going to use is “ allowed locations ”. We will click on this policy so that we may examine it.

What we’ll see here is the JSON that defines the policy. Given below is the full JSON policy definition.

Description:

  • The definition contains information related to the policy like the display name, description and many other things. This policy is going to allow us to restrict the locations where we may deploy resources in the Azure cloud. This allows us to enforce geographical compliance in the environment.
  • The parameters section contains a parameter (of type array) named listOfAllowedLocations .
  • The listOfAllowedLocations parameter is being matched in the policy rule section such that any location that is not listed in this parameter will not be allowed. After this condition, we have an exemption section wherein if the field contains the location global or if the resource being created is an Azure Active Directory resource, then the policy is not enforced.
  • In the next section, we see the effect of non-compliance i.e., deny.

Step 3: Assign Azure Policy

Right above the policy definition JSON, we see an Assign button. Click on this button and we will now need to select the scope for this policy. We have selected our subscription and a resource group under that subscription.

We can also site exclusions from this policy if we wish to but we are not going to do this in this demonstration. From here click next . This brings us to the allowed locations parameters section where we need to select the locations, we would like to allow resources to be built in.

Now click review and create and then click on create on the next page.

This will now create the policy assignment which could take up to 30 minutes to take effect.

Step 4: Test the new azure policy

To test the policy, we’ll deliberately attempt to create a virtual machine that is not in one of the two allowed locations. So, we quickly navigate to the Virtual Machine service window in Azure, fill in the subscription, resource group, name and image.

In the region we’ve specified “ West US ” which is NOT Asia or Asia Pacific .

The above error message clearly states that the VM deployment failed because we were trying to create a VM in a location is not one of the allowed locations thus verifying the successful enforcement of our Azure Policy .

As a graduate student, you will be assigned a variety of types of writing projects.  A good rule of thumb in approaching any writing project is to ask yourself: for whom am I writing and why?  Or, who is my audience and what do they expect from my writing?  Your assignments will almost invariably require you to make one or more arguments.   A good argument is well-written, logical, and supported by evidence.

Expository writing involves understanding, explaining, analyzing, and/or evaluating a topic.  It includes your standard graduate school essay, book review, or research paper where your instructor requires you to analyze and/or study a topic.  In general, your audience for such assignments will be your course instructor. You can think of such writing assignments as your instructor asking you to make an argument.  Your instructor wants to gauge your creative thinking skills and how well you understand the course material by seeing how well you can make an argument related to that material.  Remember: a good argument is well-written, logical, and supported by evidence.

An expository paper is therefore not about you (at least not directly); it is about the facts you have learned and researched and the argument you have built from those facts. Therefore, unless you are quoting someone, you should avoid using first person pronouns (the words I, me, my, we, us, our ) in your writing.  Let your facts and arguments speak for themselves instead of beginning statements with "I think" or "I believe."

A compare & contrast assignment is a type of expository & research paper assignment.  It is important to organize your writing around the themes you are comparing & contrasting.  If, for example, you are assigned to compare & contrast, say, Augustine's Confessions and The Autobiography of Malcolm X , a common mistake students make is to write the first part of their essay strictly about Augustine's Confessions , and the second part of the essay strictly about The Autobiography of Malcolm X .  In a good compare & contrast essay, you instead explore an issue in every paragraph or two, and show how, in this case, both Augustine & Malcolm X share common ground or differ on that issue.  Then, move onto another issue and show how both Augustne and Malcolm X covered it.

Unless your instructor directs you otherwise, you should not use first person pronouns ( I, me, my ) in such a paper.

A book review assignment is meant to be an analysis of a book, not a chapter-by-chapter summary of a book.  Instead of organizing your paper sequentially (the first paragraph is about chapter 1, the second paragraph is about chapter 2, etc.), organize your paragraphs around the themes of the book that are thread throughout the book.  Topics to consider in a book review include (but are not limited to):

  • What are the author's arguments, and how successful is she in making those arguments?
  • What sort of sources does the author utilize?
  • What methodology/methodologies does the author utilize?
  • What are the strengths and weaknesses of the book?

A literature review is similar to a book review assignment in that it is meant to be an analysis of a theme or themes across several books/articles.   What have various authors written about your topic?   That said, as you will typically have less space to talk about each work (perhaps a paragraph or less for each work as opposed to multiple pages), you might end up moving from one author's findings to another.  For a literature review in a thesis, think of a literature review as a mini-essay within your broader thesis with its own mini-introduction, thesis statement, and conclusion.

Unless your instructor directs you otherwise, book reviews and literature reviews should be written like expository & research papers.  In particular, you should not use first person pronouns ( I, me, my ).  So, instead of writing: "I think this book is a good analysis of ___," write: "This book is a good analysis of ___."

Reflective essays are especially common in theology courses.  Reflective writing requires that you explicitly write about yourself and your own views.  To put it another way, you typically have two audiences to write for in such an assignment: your instructor and yourself.   As such, and unlike a standard expository paper, such essays require you to write about yourself using first person pronouns ( I, me, my) and use statements like “I think” and “I believe.”  Otherwise, a reflective essay shares a lot with expository writing.  You are still making arguments, and you still need evidence from cited sources!  Unless your instructor tells you otherwise, you should still include a good title, introduction paragraph, thesis statement, conclusion, and bibliography.

For online courses, you will likely have to take part in classroom or group discussions online, in which you will be encouraged or even required to respond to your classmates.  Such writing assignments often include a reflective element. Discussion posts are almost always shorter than essays and as such may not need long introductions or conclusions.  That said, a discussion post is not like a Facebook or social media post!  Good discussion posts are long and well-written enough to convey one or more thoughtful, insightful observations; you cannot just "like" someone else's post or only write "Good job!"  If you decide to challenge or critique a classmate’s post—and you are certainly encouraged to do so!—you should do so in a respectful and constructive manner.   As your main audience for online discussions are your own classmates and, to a lesser extent, your instructor, it is often okay to use relatively more informal language and to refer to yourself using first person pronouns ( I, me, my ).  Finally, as with reflective essays, discussion posts still benefit from evidence.  Even if a discussion post is relatively less formal than an essay, if you quote, paraphrase, or draw ideas from outside sources, you still must cite them!  If the online medium does not allow for footnotes, use parenthetical references for citations (see chapter 19 of Turabian).

Those of you taking preaching courses or earning a DMin degree will have to write and submit your sermons. On one hand, your main audience for such a writing assignment is the congregation to whom you may preach.  The language, tone, message, level of detail, etc. of a good sermon will depend on the precise context of your congregation and the message you want to impart.  Therefore, unlike an expository essay or a reflective essay, you have a lot more freedom in how you chose to organize your sermon, as well as how formal or not you want the language to be.

On the other hand, in submitting such assignments, you also have a secondary audience: your instructor.  As such, you may still need to include citations, even if you would not read them out loud in your sermon.  In submitting a sermon as an assignment, you may also need to include some sort of write up or commentary, which your instructor may require to be expository and/or reflective in nature.

Those of you earning an MAR or DMin will finish your coursework by proposing, researching, writing, and defending a thesis or project.   A thesis/project should be an original contribution to your field of study.  To put it another way, the audience for your thesis/project is not just your advisor, but the broader academic and/or ministerial community.   A good thesis/project can go on to become the first draft of a published academic journal article or a chapter or two of a book.  Your thesis/project should be largely expository, but it may also include reflective sections.

It is never too early to start thinking about what you want to do for your thesis/project! You can try to make your thesis/project writing process easier by writing your course papers on topics within or adjacent to what you think you want to do for your thesis/project; that said, if you do so, you will need to cite these earlier works in your final thesis.   See our citation guide for help with that.

Tips for Composing Good Academic Prose

  • Proofread, proofread, proofread!
  • Find evidence to support your thesis statement from good quality sources
  • Use quotations as evidence, not filler
  • Be careful not to turn long sentences into run-on sentences
  • Relatively longer paragraphs are generally better than short ones
  • Make sure your paper flows well from one idea to the next
  • When possible, avoid using the passive voice
  • Be precise and crystal-clear in your statements and arguments
  • Use the present tense when paraphrasing an author or setting up a quotation
  • Use repetition of words carefully

First and most importantly: Proofread your paper over before you submit it to make sure that it reads well and is without errors!  Read your paper over as you are writing it.  Check over your work with spell check.  Before you submit it, read it over one last time to catch anything you missed.  If possible, consider reading the work out loud: you will be more likely to spot problems in your writing than if you read it in your head.  If you are able to do so, ask a friend or schedule an appointment with the Writing Center for a review.  Another pair of eyes can often spot a mistake or problem that the writer has overlooked.

Find evidence to support your thesis from good quality sources.   Your research and writing should be based on the study of reputable primary and secondary sources.  Typically, this means books published by academic presses and academic journal articles.  Wikipedia, YouTube, random websites, and dictionary entries are generally not considered to be good sources for academic writing, although there are instances when it is acceptable to use and cite them, like if you were researching how topics in Black theology are represented or misrepresented on Wikipedia.  If you need help in finding good resources for your paper, consult a librarian.

Quotations are meant to be evidence to support your argument; they are not filler to meet a length requirement.   While you must quote and paraphrase sources, you should not quote or paraphrase more than you need.  When possible, consider paraphrasing over quoting.  Keep in mind that your writing assignments are supposed to showcase your thinking and writing, not the thinking and writing of whoever you are citing.

Be careful not to turn long sentences into run-on sentences.   Long sentences are not always bad: when well-written, a long sentence can read better and help convey complex ideas better than a series of short sentences.  A run-on sentence, on the other hand, occurs when multiple sentences are inappropriately lumped into a single sentence.  Therefore, when reading your paper over, keep an eye out for any sentence that you can break into multiple sentences.

Relatively longer paragraphs are generally better than short ones.   If your paragraph is three sentences or less, consider if you can write more about that paragraph's topic or incorporate it into another paragraph.  If a paragraph represents one idea, then a longer paragraph typically shows that you have better considered and flushed out that idea.  That said, if your paragraph is longer than a page, you could probably shorten it or break it into two paragraphs.

Make sure your paper flows well from one idea to the next.   Does your third paragraph make sense following your second paragraph?  Do you drop ideas and only pick them up much later?  Cut and paste sentences and paragraphs around as necessary.

When possible, avoid using the passive voice.   This can be tricky!  The passive voice is when you use the verb “to be” next to and in conjunction with another verb to make the object of the sentence into the subject.  For example, compare the active sentence: “Kate Turabian wrote the book” to its passive equivalent: “The book was written by Kate Turabian.”  Grammatically speaking, in the latter, passive sentence, "The book" is the subject, even though in a real world active sense, it is the object.

Writers consider passive sentences not as good because, like in the above example, they can be wordier than necessary and take the focus off the real subject. There are exceptions in which it is good to use the passive voice. For example, if you were writing an article about Kate Turabian, it would be better to write: “Kate Turabian was born in 1893” instead of “Kate Turabian’s mother gave birth to her in 1893.”  The former sentence keeps Kate Turabian, the focus of the paper, as the subject, while the latter sounds a little weird (maybe English speakers are too squeamish, but we typically do not recount someone's birth in that way).

At its worst, the passive voice can obscure the subject and make facts unclear. Consider the sentence: "Jackie Robinson's signing with the Brooklyn Dodgers in 1946 was considered a crucial moment in the Civil Rights movement." With the passive voice, the reader does not know who exactly considered that so?  Did all Americans in 1946 think this?  Did some specific people come to recognize it later?  Compare that sentence to: "Martin Luther King, Jr. considered Jackie Robinson's signing with the Brooklyn Dodgers in 1946 a crucial moment in the Civil Rights movement."

Be precise and crystal-clear in your statements and arguments.   Similar to how the passive voice can make facts unclear, overly general language can make for weak arguments.  Consider the argument: "Many people now support same-sex marriage."  Many people?  Which people?  "Many" and "people" are very general terms and do not tell us much in this statement; the more specific you can be, the better your argument:

  • Despite official church statements, many American Catholics now support same-sex marriage.
  • [Specific number]% of Chicagoans now support same-sex marriage.
  • Many South African theologians, including [so-and-so] and [so-and so], now support same-sex marriage.

In general, use the present tense when paraphrasing an author or setting up a quotation.  While you should use the past tense when writing about events in the past, you should in general use the present tense when discussing a scholar's writing.  Scholarship is a ongoing discussion.  When you read and discuss an author's work, that author is making an argument right now in the present, even if she is dead.  So, do not write:

   Carl Jung wrote: "The psyche...    Carl Jung said, "The psyche...    Carl Jung argued that...

but instead:

   Carl Jung writes: "The psyche...    Carl Jung says, "The psyche...    Carl Jung argues that...

Use repetition of words carefully.   When done well, repeating words can sound good and emphasize ideas.  When done poorly, repetition sounds monotonous. Avoid, for example, starting too many sentences or paragraphs with the same word, or overutilizing the same verb.  If you need help in bringing variety to your word choices, purchase a thesaurus or check out thesaurus.com .

How to Format Essay Assignments

How important a catchy title is depends on the type of essay you’re writing. If it’s for a class assignment and your teacher is the only one reading it, the title doesn’t have to be super exciting. But if you’re entering a contest, applying to college or grad school, or trying to get it published, a catchy title is crucial. This is because the title is the first thing the editor or admissions committee will see, and it might decide whether they read your essay or not.

In short, a strong essay title gives a clear idea of what your essay is about. It doesn’t have to reveal everything, but it should give a general sense of what to expect and make people want to keep reading.

  • Introduction

Your introduction is like the hello of your paper. It’s the first thing your reader sees, and it gives them an idea of how your writing will be. It helps them know what to expect in terms of tone, voice, and style.

Think of it as a warm-up for your reader. It shares some important info about your paper, so your reader understands what you’re talking about and why it matters.

But the introduction is not just about facts. It’s also a chance to grab your reader’s interest. If you start with something cool or make them think, they’ll be more excited to read the rest.

Here’s what you should include in your introduction, no matter what kind of paper you’re writing:

  • A hook to get attention : Something that makes your reader go, “Hmm, this is interesting!”
  • Background information : The basics your reader needs to understand your paper.
  • A clear main point or thesis statement : What your paper is all about in one sentence.

Think of paragraphs as small parts of a bigger piece of writing. Each paragraph is like a mini version of the whole thing, with its own introduction, body, and conclusion in the form of sentences.

Now, let’s break it down. A good paragraph has four important parts, and you might already know some of them from our guide:

  • Transitions: These are just a few words at the start or end of a paragraph that link it to the others. They help the writing flow smoothly.
  • Topic sentence: This is usually the first sentence in a paragraph. It tells you what the whole paragraph is about.
  • Supporting sentences: These sentences make up the main part of your paragraph. There are usually one to three of them, and they give more information or reasons to support the topic sentence.
  • Conclusion (Summary): This is the last sentence of your paragraph. It sums up or repeats your main point in light of the evidence you provided.

Many people find writing conclusions in essays tough. But, they are super important because they make things clear and give you a better understanding of the topic.

To make a good ending for your essay, follow these steps:

Restate the thesis : A good ending reminds the reader about the main idea of your essay. But don’t just repeat it word for word. Say it in a different way while keeping the main point.

Repeat the important points : Besides talking again about your main idea, also go over the key points you made to support it. Instead of saying the same things you said before, summarize the main ideas.

Connect the beginning and ending statements : It’s helpful to go back to what you talked about at the start of your essay. This gives the reader a clear ending. You can do this by using similar ideas, going back to a story you started with, or using the same images.

Give some new thoughts Your ending should give the reader something to think about. It could be a solution, a new idea, questions for more thinking, or a call to do something. Explain why your ideas matter and why people should care. Answer these kinds of questions to leave your reader with something important to ponder.

What is Assignment in an Insurance Policy?

Assignment means a complete transfer of the ownership of the policy to some other person. Usually assignment is done for the purpose of raising a loan from a bank or a financial institution .

Assignment in Insurance Policy - Meaning, Explanation, Types

Assignment is governed by Section 38 of the Insurance Act 1938 in India. Assignment can also be done in favour of a close relative when the policyholder wishes to give a gift to that relative. Such an assignment is done for “natural love and affection”. An example, a policyholder may assign his policy to his sister who is handicapped.

Who can make an assignment?

A policyholder who has policy on his own life can assign the policy to another person. However, a person to whom a policy has been assigned can reassign the policy to the policyholder or assign it to any other person. A nominee cannot make an assignment of the policy. Similarly, an assignee cannot make a nomination on the policy which is assigned to him.

What happens to the ownership of the policy upon Assignment?

When a policyholder assign a policy, he loses all control on the policy. It is no longer his property. It is now the assignee’s property whether the policyholder is alive or dead, the assignee alone will get the policy money from the insurance company.

If the assignee dies, then his (assignee’s) legal heirs will be entitled to the policy money.

Can assignment be changed or cancelled?

An assignment cannot be changed or cancelled. The assignee can of course, reassign the policy to the policyholder who assigned it to him. He can also assign the policy to any other person because it is now his property. We can think of a bank reassigning the policy to the policyholder when their loan is repaid.

What happens if the assignment dies?

If the assignee dies, the assignment does not get cancelled. The legal heirs of the assignee become entitled to the policy money. Assignment is a legal transfer of all the interests the policyholder has in the policy to the assignee.

What is the procedure to make an assignment?

Assignment can be made only after issue of the policy bond. The policyholder can either write out the wording on the policy bond (endorsement) or write it on a separate paper and get it stamped. (Stamp value is the same, as the stamp required for the policy — Twenty paise per one thousand sum assured). When assignment is made by an endorsement on the policy bond, there is no need for stamp because the policy is already stamped.

Is it necessary to Inform the insurer about assignment?

Yes, it is necessary to give information about assignment to the insurance company. The insurer will register the assignment in its records and from then on recognize the assignee as the owner of the policy. If someone has made more than one assignment, then the date of the notice will decide which assignment has priority. In the case of reassignment also, notice is necessary.

Can a policy be assigned to a minor person?

Assignment can be made in favour of a minor person. But it would be advisable to appoint a guardian to receive the policy money if it becomes due during the minority of the assignee.

Who pays premium when a policy is assigned?

When a policy is assigned normally, the assignee should pay the premium, because the policy is now his property. In practice, however, premium is paid by the assignor (policyholder) himself. When a bank gives a loan and takes the assignment of a policy a security, it will ask the assignor himself to pay the premium and keep it in force. In the case of an assignment as a gift, the assignor would like to pay the premium because he has gifted the policy.

Types of assignment

Assignment may take two forms:

  • Conditional Assignment.
  • Absolute Assignment.

1. Conditional Assignment

It would be useful where the policyholder desires the benefit of the policy to go to a near relative in the event of his earlier death. It is usually effected for consideration of natural love and affection. It generally provides for the right to revert the policyholder in the event of the assignee predeceasing the policyholder or the policyholder surviving to the date of maturity.

2. Absolute Assignment

This assignment is generally made for valuable consideration. It has the effect of passing the title in the policy absolutely to the assignee and the policyholder in no way retains any interest in the policy. The absolute assignee can deal with the policy in any manner he likes and may assign or transfer his interest to another person.

As discussed in the previous chapter, assignments are a common method of assessment at university. You may encounter many assignments over your years of study, yet some will look quite different from others. By recognising different types of assignments and understanding the purpose of the task, you can direct your writing skills effectively to meet task requirements. This chapter draws on the skills from the previous chapter, and extends the discussion, showing you where to aim with different types of assignments.

The chapter begins by exploring the popular essay assignment, with its two common categories, analytical and argumentative essays. It then examines assignments requiring case study responses , as often encountered in fields such as health or business. This is followed by a discussion of assignments seeking a report (such as a scientific report) and reflective writing assignments, common in nursing, education and human services. The chapter concludes with an examination of annotated bibliographies and literature reviews. The chapter also has a selection of templates and examples throughout to enhance your understanding and improve the efficacy of  your assignment writing skills.

Different Types of Written Assignments

At university, an essay is a common form of assessment. In the previous chapter Writing Assignments we discussed what was meant by showing academic writing in your assignments. It is important that you consider these aspects of structure, tone and language when writing an essay.

Components of an essay

Essays should use formal but reader friendly language and have a clear and logical structure. They must include research from credible academic sources such as peer reviewed journal articles and textbooks. This research should be referenced throughout your essay to support your ideas (See the chapter Working with Information ).

If you have never written an essay before, you may feel unsure about how to start.  Breaking your essay into sections and allocating words accordingly will make this process more manageable and will make planning the overall essay structure much easier.

  • An essay requires an introduction, body paragraphs and a conclusion.
  • Generally, an introduction and conclusion are approximately 10% each of the total word count.
  • The remaining words can then be divided into sections and a paragraph allowed for each area of content you need to cover.
  • Use your task and criteria sheet to decide what content needs to be in your plan

Common types of essays

You may be required to write different types of essays, depending on your study area and topic. Two of the most commonly used essays are analytical and argumentative .  The task analysis process discussed in the previous chapter Writing Assignments will help you determine the type of essay required. For example, if your assignment question uses task words such as analyse, examine, discuss, determine or explore, you would be writing an analytical essay . If your assignment question has task words such as argue, evaluate, justify or assess, you would be writing an argumentative essay . Despite the type of essay, your ability to analyse and think critically is important and common across genres.

These essays usually provide some background description of the relevant theory, situation, problem, case, image, etcetera that is your topic. Being analytical requires you to look carefully at various components or sections of your topic in a methodical and logical way to create understanding.

The purpose of the analytical essay is to demonstrate your ability to examine the topic thoroughly. This requires you to go deeper than description by considering different sides of the situation, comparing and contrasting a variety of theories and the positives and negatives of the topic. Although in an analytical essay your position on the topic may be clear, it is not necessarily a requirement that you explicitly identify this with a thesis statement, as is the case with an argumentative essay. If you are unsure whether you are required to take a position, and provide a thesis statement, it is best to check with your tutor.

Argumentative essays

These essays require you to take a position on the assignment topic. This is expressed through your thesis statement in your introduction. You must then present and develop your arguments throughout the body of your assignment using logically structured paragraphs. Each of these paragraphs needs a topic sentence that relates to the thesis statement. In an argumentative essay, you must reach a conclusion based on the evidence you have presented.

Case Study Responses

Case studies are a common form of assignment in many study areas and students can underperform in this genre for a number of key reasons.

Students typically lose marks for not:

  • Relating their answer sufficiently to the case details
  • Applying critical thinking
  • Writing with clear structure
  • Using appropriate or sufficient sources
  • Using accurate referencing

When structuring your response to a case study, remember to refer to the case. Structure your paragraphs similarly to an essay paragraph structure but include examples and data from the case as additional evidence to support your points (see Figure 20.5 ). The colours in the sample paragraph below show the function of each component.

The Nursing and Midwifery Board of Australia (NMBA) Code of Conduct and Nursing Standards (2018) play a crucial role in determining the scope of practice for nurses and midwives. A key component discussed in the code is the provision of person-centred care and the formation of therapeutic relationships between nurses and patients (NMBA, 2018). This ensures patient safety and promotes health and wellbeing (NMBA, 2018). The standards also discuss the importance of partnership and shared decision-making in the delivery of care (NMBA, 2018, 4). Boyd and Dare (2014) argue that good communication skills are vital for building therapeutic relationships and trust between patients and care givers. This will help ensure the patient is treated with dignity and respect and improve their overall hospital experience. In the case, the therapeutic relationship with the client has been compromised in several ways. Firstly, the nurse did not conform adequately to the guidelines for seeking informed consent before performing the examination as outlined in principle 2.3 (NMBA, 2018). Although she explained the procedure, she failed to give the patient appropriate choices regarding her health care. 

Topic sentence | Explanations using paraphrased evidence including in-text references | Critical thinking (asks the so what? question to demonstrate your student voice). | Relating the theory back to the specifics of the case. The case becomes a source of examples as extra evidence to support the points you are making.

Reports are a common form of assessment at university and are also used widely in many professions. It is a common form of writing in business, government, scientific, and technical occupations.

Reports can take many different structures. A report is normally written to present information in a structured manner, which may include explaining laboratory experiments, technical information, or a business case.  Reports may be written for different audiences including clients, your manager, technical staff, or senior leadership within an organisation. The structure of reports can vary, and it is important to consider what format is required. The choice of structure will depend upon professional requirements and the ultimate aims of the report. Consider some of the options in the table below (see Table 20.2 ).

Reflective writing.

Reflective flower

Reflective writing is a popular method of assessment at university. It is used to help you explore feelings, experiences, opinions, events or new information to gain a clearer and deeper understanding of your learning. A reflective writing task requires more than a description or summary.  It requires you to analyse a situation, problem or experience, consider what you may have learnt and evaluate how this may impact your thinking and actions in the future. This requires critical thinking, analysis, and usually the application of good quality research, to demonstrate your understanding or learning from a situation. Essentially, reflective practice is the process of looking back on past experiences and engaging with them in a thoughtful way and drawing conclusions to inform future experiences. The reflection skills you develop at university will be vital in the workplace to assist you to use feedback for growth and continuous improvement. There are numerous models of reflective writing and you should refer to your subject guidelines for your expected format. If there is no specific framework, a simple model to help frame your thinking is What? So what? Now what?   (Rolfe et al., 2001).

The Gibbs’ Reflective Cycle

The Gibbs’ Cycle of reflection encourages you to consider your feelings as part of the reflective process. There are six specific steps to work through. Following this model carefully and being clear of the requirements of each stage, will help you focus your thinking and reflect more deeply. This model is popular in Health.

The 4 R’s of reflective thinking

This model (Ryan and Ryan, 2013) was designed specifically for university students engaged in experiential learning.  Experiential learning includes any ‘real-world’ activities including practice led activities, placements and internships.  Experiential learning, and the use of reflective practice to heighten this learning, is common in Creative Arts, Health and Education.

Annotated Bibliography

What is it.

An annotated bibliography is an alphabetical list of appropriate sources (books, journals or websites) on a topic, accompanied by a brief summary, evaluation and sometimes an explanation or reflection on their usefulness or relevance to your topic. Its purpose is to teach you to research carefully, evaluate sources and systematically organise your notes. An annotated bibliography may be one part of a larger assessment item or a stand-alone assessment piece. Check your task guidelines for the number of sources you are required to annotate and the word limit for each entry.

How do I know what to include?

When choosing sources for your annotated bibliography it is important to determine:

  • The topic you are investigating and if there is a specific question to answer
  • The type of sources on which you need to focus
  • Whether they are reputable and of high quality

What do I say?

Important considerations include:

  • Is the work current?
  • Is the work relevant to your topic?
  • Is the author credible/reliable?
  • Is there any author bias?
  • The strength and limitations (this may include an evaluation of research methodology).

Literature Reviews

It is easy to get confused by the terminology used for literature reviews. Some tasks may be described as a systematic literature review when actually the requirement is simpler; to review the literature on the topic but do it in a systematic way. There is a distinct difference (see Table 20.4 ). As a commencing undergraduate student, it is unlikely you would be expected to complete a systematic literature review as this is a complex and more advanced research task. It is important to check with your lecturer or tutor if you are unsure of the requirements.

Generally, you are required to establish the main ideas that have been written on your chosen topic. You may also be expected to identify gaps in the research. A literature review does not summarise and evaluate each resource you find (this is what you would do in an annotated bibliography). You are expected to analyse and synthesise or organise common ideas from multiple texts into key themes which are relevant to your topic (see Figure 20.10 ). Use a table or a spreadsheet, if you know how, to organise the information you find. Record the full reference details of the sources as this will save you time later when compiling your reference list (see Table 20.5 ).

Overall, this chapter has provided an introduction to the types of assignments you can expect to complete at university, as well as outlined some tips and strategies with examples and templates for completing them. First, the chapter investigated essay assignments, including analytical and argumentative essays. It then examined case study assignments, followed by a discussion of the report format. Reflective writing , popular in nursing, education and human services, was also considered. Finally, the chapter briefly addressed annotated bibliographies and literature reviews. TYPES OF PUBLIC POLICY

Public policy is all around us, but the policies developed by lawmakers come in many different forms. Some policies distribute a good or service to everyone. Others seek to redistribute benefits and foster equality for certain groups. Finally, some intend to regulate behaviors and establish executive agencies. The term government actors is comprehensive and refers to any person acting on behalf of the government. This term will be used throughout the text when discussing government workers at the federal, state, and local levels. To that end, public policy can be made by government actors at all levels of government. Thomas Lowi argued that policy can be classified into four categories: distributive, redistributive, regulatory, and constituent policies (Lowi, 1964). Even today these classifications continue to adequately describe most government policies (Collie, 1988).

government agencies for the good of the whole population. Public transportation infrastructure, funded by taxpayers, serves to benefit all groups within society. The same can be said for public education. Public schools are paid for by all citizens (whether they have children or not) and provide society with a well-educated workforce that further benefits the overall economic growth of the nation.  

1.5.2. Redistributive Policies

Redistributive policies reallocate wealth, property, political or civil rights, or some other valuable item to the advantage of class-based groups (Hill and Leighley, 1992, Jongho and Berry, 2008). While these policies often involve economic decisions, they can also involve the redistribution of social status. For instance, redistributive economic policies redistribute income and wealth from the wealthiest population to the poorest. Civil rights policies are intended to provide social benefits to minorities and women so that they may obtain economic and social equality (Peters et al., 1977).

Regulatory policies allow the government to compel certain beneficial behaviors from individuals or groups while discouraging other behaviors. Government regulatory policies involve the implementation of rules by government actors, rules that are backed by the law (Brown and Jackson, 1994). Regulatory policies place constraints on unacceptable individual and group behaviors (Peters et al., 1977).

The goal of regulatory policies, then, is to provide a safe atmosphere for all individuals without resulting in an excessive loss of rights or freedoms. Prohibitions on driving under the influence of alcohol and limitations on unfair business practices are two examples of regulatory public policies. Government policies limiting the price of electricity and water utilities are another example of regulatory actions. Government licensing requirements for specific professions, safety requirements for pharmaceuticals, limitations on toxic emissions and pollutants from factories, and minimum safety requirements for workers are all examples of regulatory policies. Anti-discrimination laws represent another form of regulatory policy intended to improve the lives of minorities and women.  

1.5.4. Constituent Policies

Finally, constituent policies involve the creation and regulation of government agencies and can also refer to policies that establish the way a government functions. Constituent policies are structural in that they include the creation of government agencies, usually under the executive branch, that work    to enforce statutory laws created by Congress. Constituent policies are the government’s reaction to external stimuli. For example, after the terrorist attacks on the U.S. on September 11, 2001, President George W. Bush’s administration established the Department of Homeland Security to improve the ability of federal and state government agencies to combat domestic threats. Constituent policies also encompass law enforcement, fiscal policy development, and public sector bureaucratic regulation. These policies can be procedural in nature; for example, the Substance Abuse and Mental Health Administration’s mission is to reduce drug use and aid Americans struggling with mental illness. In this case, the constituent policy was not the establishment of an agency but establishing the functions of that agency. The definition of constituent policy has expanded from what Lowi (1964) once envisioned to include citizen or interest group-initiated policies (Tolbert, 2002). Rather than constituent policies initiated by Congress or executive branch agencies, Tolbert argues that citizen directed democracy efforts have also created constituent polices.

Assign policies to users and groups

This article reviews the different ways to assign policies to users and groups in Microsoft Teams.

Assign a policy to individual users

Follow these steps to assign a policy to an individual user or to a few users at a time.

Use the Microsoft Teams admin center

To assign a policy to a user:

In the left navigation of the Microsoft Teams admin center , go to Users > Manage users .

Select the user by clicking to the left of the user name, and then select Edit settings .

Select the policy you want to assign, and then select Apply .

To unassign a specialized policy from a user, you can set each policy to Global (Org-wide default) . You can also remove policy assignments in bulk for all users directly assigned to a policy. To learn more, read Unassign policies in bulk .

You can also do the following to assign a policy to a user:

In the left navigation of the Microsoft Teams admin center, go to the policy page.

Select the policy you want to assign by clicking to the left of the policy name.

Select Assign users .

In the Manage users pane, search for the user by display name or by user name, select the name, and then select Add . Repeat this step for each user that you want to add.

When you're finished adding users, select Apply .

Use PowerShell

Each policy type has its own set of cmdlets for managing it. Use the Grant- cmdlet for a given policy type to assign the policy. For example, use the Grant-CsTeamsMeetingPolicy cmdlet to assign a Teams meeting policy to users. These cmdlets are included in the Teams PowerShell module and are documented in the Skype for Business cmdlet reference .

Download and install the Teams PowerShell public release (if you haven't already), and then run the following to connect.

In this example, we assign a Teams meeting policy named Student Meeting Policy to a user named Reda.

Assign a policy to a group

Policy assignment to groups lets you assign a policy to a group of users, such as a Microsoft 365 group, a security group, or a distribution list. The policy assignment is propagated to members of the group according to precedence rules. As members are added to or removed from a group, their inherited policy assignments are updated accordingly.

Policy assignment to groups is recommended for groups of up to 50,000 users but it will also work with larger groups.

When you assign the policy, it's immediately assigned to the group. However, the propagation of the policy assignment to members of the group is performed as a background operation and might take some time, depending on the size of the group. The same is true when a policy is unassigned from a group, or when members are added to or removed from a group.

Group policy assignments are only propagated to users who are direct members of the group. The assignments aren't propagated to members of nested groups.

The Teams Powershell module and Teams admin center don't support the following policies for group policy assignment.

  • Teams App Permission Policy
  • Teams Emergency Call Routing Policy
  • Teams Network Roaming Policy
  • Teams Upgrade Policy
  • Teams Voice Applications Policy

What you need to know about policy assignment to groups

Before you get started, it's important to understand precedence rules and group assignment ranking.

Precedence rules

For a given policy type, a user's effective policy is determined according to the following:

  • A policy that's directly assigned to a user takes precedence over any other policy of the same type that's assigned to a group. In other words, if a user is directly assigned a policy of a given type, that user won't inherit a policy of the same type from a group. This also means that if a user has a policy of a given type that was directly assigned to them, you have to remove that policy from the user before they can inherit a policy of the same type from a group.
  • If a user doesn't have a policy directly assigned to them and is a member of two or more groups and each group has a policy of the same type assigned to it, the user inherits the policy of the group assignment that has the highest ranking. Smaller the number, the higher the ranking with 1 being the highest ranking.
  • If a user isn't a member of any groups that are assigned a policy, the global (Org-wide default) policy for that policy type applies to the user.

A user's effective policy is updated according to these rules:

  • when a user is added to or removed from a group that's assigned a policy.
  • a policy is unassigned from a group.
  • a policy that's directly assigned to the user is removed.

Group assignment ranking

A given policy type can be assigned to a maximum of 64 groups across policy instances for that type.

When you assign a policy to a group, you specify a ranking for the group assignment. This ranking is used to determine which policy a user should inherit as their effective policy if the user is a member of two or more groups and each group is assigned a policy of the same type.

The group assignment ranking is relative to other group assignments of the same type. For example, if you're assigning a calling policy to two groups, set the ranking of one assignment to 1 and the other to 2, with 1 being the highest ranking. The group assignment ranking indicates which group membership is more important or more relevant than other group memberships regarding inheritance.

Say, for example, you have two groups, Store Employees and Store Managers. Both groups are assigned a Teams calling policy, Store Employees Calling Policy and Store Managers Calling Policy, respectively. For a store manager who is in both groups, their role as a manager is more relevant than their role as an employee, so the calling policy that's assigned to the Store Managers group should have a higher ranking.

If you don't specify a ranking, the policy assignment is given the lowest ranking.

In the Teams admin center

  • In the left navigation of the Microsoft Teams admin center, go to the policy type page. For example, go to Meetings > Meeting policies .
  • Select the Group policy assignment tab.

Search for and add the group you want to assign the policy to.

Set the ranking for the group assignment.

Select the policy that you want to assign.

Select Apply .

To remove a group policy assignment, on the Group policy assignment tab of the policy page, select the group assignment, and then select Remove .

To change the ranking of a group assignment, you need to remove the group policy assignment first. Then, follow the steps above to assign the policy to a group.

Assign a policy to a group of users

Use the appropriate Grant cmdlet to assign a policy to a group. You can specify a group by using the object ID, SIP address, or email address.

In this example, we assign a Teams meeting policy named Retail Managers Meeting Policy to a group with an assignment ranking of 1.

Get policy assignments for a group

Use the Get-CsGroupPolicyAssignment cmdlet to get all policies assigned to a group. Groups are always listed by their group ID even if its SIP address or email address was used to assign the policy.

In this example, we retrieve all policies assigned to a specific group.

In this example, we return all groups that are assigned a Teams meeting policy.

Remove a policy from a group

Use the appropriate Grant cmdlet to remove a policy from a group. When you remove a policy from a group, the priorities of other policies of the same type assigned to other groups, and that have a lower ranking, are updated. For example, if you remove a policy that has a ranking of 2, policies that have a ranking of 3 and 4 are updated to reflect their new ranking. The following two tables show this example.

Here's a list of the policy assignments and priorities for a Teams meeting policy.

If we remove the West Region policy from the West Region group, the policy assignments and priorities are updated as follows.

In this example, we remove the Teams meeting policy from a group.

Change a policy assignment for a group

To change a group policy assignment, you can remove the current policy assignment from the group, and then add a new policy assignment.

After you assign a policy to a group, you can use the appropriate Grant cmdlet to change that group's policy assignment as follows:

  • Change the ranking
  • Change the policy of a given policy type
  • Change the policy of a given policy type and the ranking

In this example, we change a group's Teams call park policy to a policy named SupportCallPark and the assignment ranking to 3.

Change the effective policy for a user

Here's an example of how to change the effective policy for a user who is directly assigned a policy.

First, we use the Get-CsUserPolicyAssignment cmdlet together with the PolicySource parameter to get details of the Teams meeting broadcast policies associated with the user.

The output shows that the user was directly assigned a Teams meeting broadcast policy named Employee Events , which takes precedence over the policy named Vendor Live Events that's assigned to a group the user belongs to.

Now, we remove the Employee Events policy from the user. This means that the user no longer has a Teams meeting broadcast policy directly assigned to them and will inherit the Vendor Live Events policy that's assigned to the group the user belongs to.

Use the following cmdlet in the Microsoft Teams PowerShell module to do this.

Use following cmdlet in the Teams PowerShell module to do this at scale through a batch policy assignment, where $users is a list of users that you specify.

Assign a policy to a batch of users

Use the admin center.

To assign a policy to users in bulk:

  • In the left navigation of the Microsoft Teams admin center, select Users .
  • Search for the users you want to assign the policy to or filter the view to show the users you want.
  • In the ✓ (check mark) column, select the users. To select all users, select the ✓ (check mark) at the top of the table.
  • Select Edit settings , make the changes that you want, and then select Apply .

To view the status of your policy assignment, in the banner that appears at the top of the Users page after you select Apply to submit your policy assignment, select Activity log . Or, in the left navigation of the Microsoft Teams admin center, go to Dashboard , and then under Activity log , select View details . The Activity log shows policy assignments to batches of more than 20 users through the Microsoft Teams admin center from the last 30 days. To learn more, see View your policy assignments in the Activity log .

Use PowerShell method

Batch policy assignment using PowerShell isn't available for all Teams policy types. See New-CsBatchPolicyAssignmentOperation for the list of supported policy types.

With batch policy assignment, you can assign a policy to large sets of users at a time without using a script. You use the New-CsBatchPolicyAssignmentOperation cmdlet to submit a batch of users and the policy that you want to assign. The assignments are processed as a background operation and an operation ID is generated for each batch. You can then use the Get-CsBatchPolicyAssignmentOperation cmdlet to track the progress and status of the assignments in a batch.

Specify users by their object ID or Session Initiation Protocol (SIP) address. A user's SIP address often has the same value as the User Principal Name (UPN) or email address, but this isn't required. If a user is specified using their UPN or email, but it has a different value than their SIP address, then policy assignment will fail for the user. If a batch includes duplicate users, the duplicates will be removed from the batch before processing, and status will only be provided for the unique users remaining in the batch.

A batch can contain up to 5,000 users. For best results, don't submit more than a few batches at a time. Allow batches to complete processing before submitting more batches.

Install and connect to the Teams PowerShell module

Run the following to install the Microsoft Teams PowerShell module .

Run the following to connect to Teams and start a session.

When you're prompted, sign in using your admin credentials.

Install and connect to the Microsoft Graph PowerShell module (optional)

You might also want to download and install Microsoft Graph PowerShell module (if you haven't already) and connect to Microsoft Entra ID so that you can retrieve a list of users in your organization.

Run the following to connect to Microsoft Entra ID.

When you're prompted, sign in using the same admin credentials that you used to connect to Teams.

Assign a setup policy to a batch of users

In this example, we use the New-CsBatchPolicyAssignmentOperation cmdlet to assign an app setup policy named HR App Setup Policy to a batch of users listed in the users_ids.text file.

In this example, we connect to Microsoft Entra ID to retrieve a collection of users and then assign a messaging policy named New Hire Messaging Policy to a batch of users specified by using their SIP address.

Get the status of a batch assignment

Run the following to get the status of a batch assignment, where OperationId is the operation ID that's returned by the New-CsBatchPolicyAssignmentOperation cmdlet for a given batch.

If the output shows that an error occurred, run the following to get more information about errors, which are in the UserState property.

Remove a direct policy assignment

You can remove a direct policy assignment from a user. This can be done to allow a group policy assignment to take effect.

To remove a direct policy assignment

Go to Users > Manage users .

  • Select the user whose policy assignment you want to remove.
  • On the user page, select the Policies tab.
  • In the policies list, select the policy that you want to remove, and then select Remove .
  • Select Confirm .

Unassign policies in bulk

When you unassign policies in bulk, you're removing policy assignments that were assigned to individual users through direct assignment. This is useful in the following scenarios:

  • For Global (Org-wide default) or group policy assignments to take effect: Due to precedence rules , Global (Org-wide default) or group policy assignments won't take effect for uses who have a direct policy assignment. As an admin, you can unassign policies in bulk to remove direct assignments so Global (Org-wide default) or group policy assignments take effect.
  • Clean up policy assignments from the Teams Education wizard: The Teams Education policy wizard applies the global policy defaults for students and assigns a custom policy set for a group of staff using group policy assignment. Admins need to clean up student and staff individual policies for Global (Org-wide default) and group assignments to be effective.
  • Remove incorrect policy assignments: If there's a large group of individual users who were assigned the wrong policy through direct assignment, you can use unassign policies in bulk to remove these assignments.

You can unassign policies in bulk from the Microsoft Teams admin center .

In the top right corner of the page, select Unassign policies in bulk from the Actions drop-down menu.

You can also unassign policies from the individual policy pages by choosing a policy and selecting Manage users .

Choose the policy that you want to reassign and select Load data to get the number of users who are currently assigned to that policy.

When you choose a policy, you're removing all of the individually assigned users from that policy.

Select Unassign policy .

After you unassign policies, you can review operation details in the Activity log .

Types of Assignments and Assessments

Assignments and assessments are much the same thing: an instructor is unlikely to give students an assignment that does not receive some sort of assessment, whether formal or informal, formative or summative; and an assessment must be assigned, whether it is an essay, case study, or final exam. When the two terms are distinquished, "assignment" tends to refer to a learning activity that is primarily intended to foster or consolidate learning, while "assessment" tends to refer to an activity that is primarily intended to measure how well a student has learned. 

In the list below, some attempt has been made to put the assignments/assessments in into logical categories. However, many of them could appear in multiple categories, so to prevent the list from becoming needlessly long, each item has been allocated to just one category. 

Written Assignments:

  • Annotated Bibliography : An annotated bibliography is a list of citations or references to sources such as books, articles, websites, etc., along with brief descriptions or annotations that summarize, evaluate, and explain the content, relevance, and quality of each source. These annotations provide readers with insights into the source's content and its potential usefulness for research or reference.
  • Summary/Abstract : A summary or abstract is a concise and condensed version of a longer document or research article, presenting the main points, key findings, and essential information in a clear and brief manner. It allows readers to quickly grasp the main ideas and determine whether the full document is relevant to their needs or interests. Abstracts are commonly found at the beginning of academic papers, research articles, and reports, providing a snapshot of the entire content.
  • Case Analysis : Case analysis refers to a systematic examination and evaluation of a particular situation, problem, or scenario. It involves gathering relevant information, identifying key factors, analyzing various aspects, and formulating conclusions or recommendations based on the findings. Case analysis is commonly used in business, law, and other fields to make informed decisions and solve complex problems.
  • Definition : A definition is a clear and concise explanation that describes the meaning of a specific term, concept, or object. It aims to provide a precise understanding of the item being defined, often by using words, phrases, or context that distinguish it from other similar or related things.
  • Description of a Process : A description of a process is a step-by-step account or narrative that outlines the sequence of actions, tasks, or events involved in completing a particular activity or achieving a specific goal. Process descriptions are commonly used in various industries to document procedures, guide employees, and ensure consistent and efficient workflows.
  • Executive Summary : An executive summary is a condensed version of a longer document or report that provides an overview of the main points, key findings, and major recommendations. It is typically aimed at busy executives or decision-makers who need a quick understanding of the content without delving into the full details. Executive summaries are commonly used in business proposals, project reports, and research papers to present essential information concisely.
  • Proposal/Plan : A piece of writing that explains how a future problem or project will be approached.
  • Laboratory or Field Notes:  Laboratory/field notes are detailed and systematic written records taken by scientists, researchers, or students during experiments, observations, or fieldwork. These notes document the procedures, observations, data, and any unexpected findings encountered during the scientific investigation. They serve as a vital reference for later analysis, replication, and communication of the research process and results.
  • Research Paper : A research paper is a more extensive and in-depth academic work that involves original research, data collection from multiple sources, and analysis. It aims to contribute new insights to the existing body of knowledge on a specific subject. Compare to "essay" below.
  • Essay : A composition that calls for exposition of a thesis and is composed of several paragraphs including an introduction, a body, and a conclusion. It is different from a research paper in that the synthesis of bibliographic sources is not required. Compare to "Research Paper" above. 
  • Memo : A memo, short for memorandum, is a brief written message or communication used within an organization or business. It is often used to convey information, provide updates, make announcements, or request actions from colleagues or team members.
  • Micro-theme : A micro-theme refers to a concise and focused piece of writing that addresses a specific topic or question. It is usually shorter than a traditional essay or research paper and requires the writer to present their ideas clearly and concisely.
  • Notes on Reading : Notes on reading are annotations, comments, or summaries taken while reading a book, article, or any other written material. They serve as aids for understanding, retention, and later reference, helping the reader recall essential points and ideas from the text.
  • Outline : An outline is a structured and organized plan that lays out the main points and structure of a written work, such as an essay, research paper, or presentation. It provides a roadmap for the writer, ensuring logical flow and coherence in the final piece.
  • Plan for Conducting a Project : A plan for conducting a project outlines the steps, resources, timelines, and objectives for successfully completing a specific project. It includes details on how tasks will be executed and managed to achieve the desired outcomes.
  • Poem : A poem is a literary work written in verse, using poetic devices like rhythm, rhyme, and imagery to convey emotions, ideas, and experiences.
  • Play : A play is a form of literature written for performance, typically involving dialogue and actions by characters to tell a story or convey a message on stage.
  • Choreography : Choreography refers to the art of designing dance sequences or movements, often for performances in various dance styles.
  • Article/Book Review : An article or book review is a critical evaluation and analysis of a piece of writing, such as an article or a book. It typically includes a summary of the content and the reviewer's assessment of its strengths, weaknesses, and overall value.
  • Review of Literature : A review of literature is a comprehensive summary and analysis of existing research and scholarly writings on a particular topic. It aims to provide an overview of the current state of knowledge in a specific field and may be a part of academic research or a standalone piece.
  • Essay-based Exam : An essay-based exam is an assessment format where students are required to respond to questions or prompts with written, structured responses. It involves expressing ideas, arguments, and explanations in a coherent and organized manner, often requiring critical thinking and analysis.
  • "Start" : In the context of academic writing, "start" refers to the initial phase of organizing and planning a piece of writing. It involves formulating a clear and focused thesis statement, which presents the main argument or central idea of the work, and creating an outline or list of ideas that will support and develop the thesis throughout the writing process.
  • Statement of Assumptions : A statement of assumptions is a declaration or acknowledgment made at the beginning of a document or research paper, highlighting the underlying beliefs, conditions, or premises on which the work is based. It helps readers understand the foundation of the writer's perspective and the context in which the content is presented.
  • Summary or Precis : A summary or precis is a concise and condensed version of a longer piece of writing, such as an article, book, or research paper. It captures the main points, key arguments, and essential information in a succinct manner, enabling readers to grasp the content without reading the full text.
  • Unstructured Writing : Unstructured writing refers to the process of writing without following a specific plan, outline, or organizational structure. It allows the writer to freely explore ideas, thoughts, and creativity without the constraints of a predefined format or order. Unstructured writing is often used for brainstorming, creative expression, or personal reflection.
  • Rough Draft or Freewrite : A rough draft or freewrite is an initial version of a piece of writing that is not polished or edited. It serves as an early attempt by the writer to get ideas on paper without worrying about perfection, allowing for exploration and creativity before revising and refining the final version.
  • Technical or Scientific Report : A technical or scientific report is a document that presents detailed information about a specific technical or scientific project, research study, experiment, or investigation. It follows a structured format and includes sections like abstract, introduction, methods, results, discussion, and conclusion to communicate findings and insights in a clear and systematic manner.
  • Journal article : A formal article reporting original research that could be submitted to an academic journal. Rather than a format dictated by the professor, the writer must use the conventional form of academic journals in the relevant discipline.
  • Thesis statement : A clear and concise sentence or two that presents the main argument or central claim of an essay, research paper, or any written piece. It serves as a roadmap for the reader, outlining the writer's stance on the topic and the key points that will be discussed and supported in the rest of the work. The thesis statement provides focus and direction to the paper, guiding the writer's approach to the subject matter and helping to maintain coherence throughout the writing.

Visual Representation

  • Brochure : A brochure is a printed or digital document used for advertising, providing information, or promoting a product, service, or event. It typically contains a combination of text and visuals, such as images or graphics, arranged in a visually appealing layout to convey a message effectively.
  • Poster : A poster is a large printed visual display intended to catch the attention of an audience. It often contains a combination of text, images, and graphics to communicate information or promote a particular message, event, or cause.
  • Chart : A chart is a visual representation of data or information using various formats such as pie charts, bar charts, line charts, or tables. It helps to illustrate relationships, trends, and comparisons in a concise and easy-to-understand manner.
  • Graph : A graph is a visual representation of numerical data, usually presented using lines, bars, points, or other symbols on a coordinate plane. Graphs are commonly used to show trends, patterns, and relationships between variables.
  • Concept Map : A concept map is a graphical tool used to organize and represent the connections and relationships between different concepts or ideas. It typically uses nodes or boxes to represent concepts and lines or arrows to show the connections or links between them, helping to visualize the relationships and hierarchy of ideas.
  • Diagram : A diagram is a visual representation of a process, system, or structure using labeled symbols, shapes, or lines. Diagrams are used to explain complex concepts or procedures in a simplified and easy-to-understand manner.
  • Table : A table is a systematic arrangement of data or information in rows and columns, allowing for easy comparison and reference. It is commonly used to present numerical data or detailed information in an organized format.
  • Flowchart : A flowchart is a graphical representation of a process, workflow, or algorithm, using various shapes and arrows to show the sequence of steps or decisions involved. It helps visualize the logical flow and decision points, making it easier to understand and analyze complex processes.
  • Multimedia or Slide Presentation : A multimedia or slide presentation is a visual communication tool that combines text, images, audio, video, and other media elements to deliver information or a message to an audience. It is often used for educational, business, or informational purposes and can be presented in person or virtually using software like Microsoft PowerPoint or Google Slides.
  • ePortfolio : An ePortfolio, short for electronic portfolio, is a digital collection of an individual's work, accomplishments, skills, and reflections. It typically includes a variety of multimedia artifacts such as documents, presentations, videos, images, and links to showcase a person's academic, professional, or personal achievements. Eportfolios are used for self-reflection, professional development, and showcasing one's abilities to potential employers, educators, or peers. They provide a comprehensive and organized way to present evidence of learning, growth, and accomplishments over time.

Multiple-Choice Questions : These questions present a statement or question with several possible answer options, of which one or more may be correct. Test-takers must select the most appropriate choice(s). See CTE's Teaching Tip "Designing Multiple-Choice Questions."  

True or False Questions : These questions require test-takers to determine whether a given statement is true or false based on their knowledge of the subject.

What is ‘Assignment’ of Life Insurance Policy?

Insurance is a contract between the insurance company (insurer) and you (policyholder) . It is a contract with full of jargon. As much as possible, we must try to understand all the insurance terms mentioned in the policy bond (certificate) . One such insurance jargon which is mostly used is Assignment .

If you are planning to apply for a home loan, your home loan provider may surely use this term. So, what is Assignment? Why assignment of a life insurance policy is required? What are different types of assignment? What are the differences between Assignment & Nomination?

What is Assignment?

Assignment of a life insurance policy means transfer of rights from one person to another. You can transfer the rights on your insurance policy to another person / entity for various reasons. This process is referred to as ‘ Assignment ’.

The person who assigns the insurance policy is called the Assignor (policyholder) and the one to whom the policy has been assigned, i.e. the person to whom the policy rights have been transferred is called the  Assignee .

Once the rights have been transferred from the Assignor to the Assignee, the rights of the policyholder stands cancelled and the assignee becomes the owner of the insurance policy.

Assigning one’s life insurance policy to a bank is fairly common. In this case, the bank becomes the policy owner whereas the original policyholder continues to be the life assured on whose death the bank or the policy owner is entitled to receive the insurance money.

Types of Assignment

The assignment of an insurance  policy can be made in two ways;

  • Example : Mr. PK Khan owns a life insurance policy of Rs 1 Crore. He would like to gift this policy to his wife. He wants to make ‘absolute assignment’ of this policy in his wife’s name, so that the death benefit (or) maturity proceeds can be directly paid to her. Once the absolute assignment is made, Mrs. Khan will be the owner of the policy and she may again transfer this policy to someone else.
  • Example : Mr. Mallya owns a term insurance policy of Rs 50 Lakh. He wants to apply for a home loan of Rs 50 Lakh. His banker has asked him to assign the term policy in their name to get the loan. Mallya can conditionally assign the policy to the home loan provider to acquire a home loan. If Mallya meets an untimely death ( during the loan tenure) , the banker can receive the death benefit under this policy and get their money back from the insurance company.

  • In case if the death benefit received by the banker is more than the outstanding loan amount, the insurer will pay the bank the outstanding dues and pay the balance to the nominee directly. The balance amount (if any) will be paid to Mallya’s beneficiaries ( legal heirs / nominee) .

How to assign a life insurance policy?

The Assignment must be in writing and a notice to that effect must be given to the insurer. Assignment of a life insurance policy may be made by making an endorsement to that effect in the policy document (or) by executing a separate ‘ Assignment Deed ’.  In case of assignment deed, stamp duty has to be paid. An Assignment should be signed by the assignor and attested by at least one witness.

Nomination Vs Assignment

Nomination is a right given to the policyholder to appoint a person(s) to receive the death benefit (death claim) . The person in whose favor the nomination is effected is termed as ‘nominee’. The nominee comes into picture only after the death of the life assured (policy holder) . The nominee will not have the absolute right over the money (claim proceeds) . The other legal heirs of the policy holder can also recover money from the nominee.

(However, as per Insurance Laws (Amendment) Act, 2015 – If an immediate family member such as spouse / parent / child is made as the nominee, then the death benefit will be paid to that person and other legal heirs will not have a claim on the money)

Under nomination, the rights of the policyholder are not transferred. But, assignment is transfer of rights, interest and title of the policy to some other person (or) entity. To make assignment, consent of the insurer is also required.

Important Points

  • Assignment of policies can be done even when a loan is not required or for some special purposes.
  • If you assign the policy for other purpose other than taking a loan, the nomination stands cancelled.
  • If the policy is assigned, then the assignee will receive the policy benefit. Death benefit will be paid to the Nominee, in case the policy is not assigned.
  • The policy would be reassigned to you on the repayment of the loan (under conditional assignment) .
  • Types of insurance policies used for assignment purpose to get business loans, generally include an endowment plan, money back policy or a ULIP. Home loan providers generally ask for the assignment of Term insurance plans on their names. (The term plan tenure should be more than the home loan tenure)
  • An assignment of a life insurance policy once validly executed, cannot be cancelled or rendered in effectual by the assignor. The only way to cancel such assignment would be to get it re-assigned by the assignee in favor of the assignor.
  • You can also raise a loan against your policy from your insurance company itself. In this case, your policy would have to be assigned to insurance company.
  • An insurer may accept the assignment or decline. (The insurer shall, before refusing to act upon the endorsement, record in writing the reasons for such refusal and communicate the same to the policy-holder not later than thirty days from the date of the policy-holder giving notice of such transfer or assignment)
  • In case of death of the absolute Assignee (to whom the policy rights have been transferred under absolute assignment) , the rights under the policy will be transferred to the legal heirs of the assignee.
  • You can also assign a life insurance policy under Married Women’s Property Act . (At the time of making the application (buying a policy), a separate MWPA form has to be filled by the proposer for it to be covered under MWP Act. Do note that the existing life insurance policies cannot be assigned under MWP Act)
  • Partial assignment or transfer of a policy can also be made. But banks will accept any of your life insurance policies as long as the sum assured is equal to or greater than the loan amount.

Dear Dhaarini,

Where an assignment is made in favour of minor, the policy can not be dealt with during the minority of the assignee, even with consent of natural guardian or appointed guardian. This means minor assignee cannot raise loan, surrender or further assign the policy during his/her minority.

If the assignment is in favour of a minor, in the event of claim, policy money cannot be paid to him, as he cannot give valid discharge. It is therefore desirable that where the assignee is minor, testamentary guardian should be appointed in respect of all the properties of such minor including the policy moneys. The father i.e. natural guardian of the minor can only appoint the testamentary guardian. The appointment can be done by a separate instrument or on the back of the policy.

Under Life Assurance one can assign a policy only if that policy is a policy of his/her own life. Here wife has taken a policy on her husband life and hence assignment does not arise. In the event of death of her husband she receives the death benefit irrespective of her relationship at the time of death. “Absolute assignment is generally made for valuable consideration e.g. raising of loan from an individual / institution. This assignment has the effect of passing the title in the policy absolutely to the assignee and the policyholder in no way retains any interest in the policy. The absolute assignee can deal with the policy in any manner he likes and may even transfer his interest to another person or surrender the policy. Dear Shravan, If you are planning to buy a new Term plan, you can assign the policy under MWP Act by mentioning the Percentages (share in death benefits) among your legal heirs (spouse & kids). You also have the option to write a WILL and give detailed instructions about how the claim amount (if any, on such policy) should be used or allocated.

Dear Vivek, Yes, only new insurance policies can be assigned (while purchasing new ones) under MWP. I should have written the sentence as ‘You can also assign a new life insurance policy under….’ Thank you for pointing this out. (I have provided all the details about MWP act in another article).

If a policy is assigned with absolute assignment, it cannot be cancelled. It can be done only by another valid re-assignment. So, the banker has to re-assign it after the repayment of loan. When you do not wish to give away your complete control over policy, do not go in for absolute assignment.

Types of Assignments

Introduction

As discussed in the previous chapter, assignments are a common method of assessment at university. You may encounter many assignments over your years of study, yet some will look quite different from others. By recognising different types of assignments and understanding the purpose of the task, you can direct your writing skills effectively to meet task requirements. This chapter draws on the skills from the previous chapter, and extends the discussion, showing you where to aim with different types of assignments.

The chapter begins by exploring the popular essay assignment, with its two common categories, analytical and argumentative essays. It then examines assignments requiring case study responses , as often encountered in fields such as health or business. This is followed by a discussion of assignments seeking a report (such as a scientific report) and reflective writing assignments, common in nursing, education and human services. The chapter concludes with an examination of annotated bibliographies and literature reviews. The chapter also has a selection of templates and examples throughout to enhance your understanding and improve the efficacy of  your assignment writing skills.

Different Types of Written Assignments

At university, an essay is a common form of assessment. In the previous chapter Writing Assignments we discussed what was meant by showing academic writing in your assignments. It is important that you consider these aspects of structure, tone and language when writing an essay.

Components of an essay

Essays should use formal but reader friendly language and have a clear and logical structure. They must include research from credible academic sources such as peer reviewed journal articles and textbooks. This research should be referenced throughout your essay to support your ideas (See the chapter Working with Information ).

If you have never written an essay before, you may feel unsure about how to start.  Breaking your essay into sections and allocating words accordingly will make this process more manageable and will make planning the overall essay structure much easier.

  • An essay requires an introduction, body paragraphs and a conclusion.
  • Generally, an introduction and conclusion are approximately 10% each of the total word count.
  • The remaining words can then be divided into sections and a paragraph allowed for each area of content you need to cover.
  • Use your task and criteria sheet to decide what content needs to be in your plan

Common types of essays

You may be required to write different types of essays, depending on your study area and topic. Two of the most commonly used essays are analytical and argumentative .  The task analysis process discussed in the previous chapter Writing Assignments will help you determine the type of essay required. For example, if your assignment question uses task words such as analyse, examine, discuss, determine or explore, you would be writing an analytical essay . If your assignment question has task words such as argue, evaluate, justify or assess, you would be writing an argumentative essay . Despite the type of essay, your ability to analyse and think critically is important and common across genres.

These essays usually provide some background description of the relevant theory, situation, problem, case, image, etcetera that is your topic. Being analytical requires you to look carefully at various components or sections of your topic in a methodical and logical way to create understanding.

The purpose of the analytical essay is to demonstrate your ability to examine the topic thoroughly. This requires you to go deeper than description by considering different sides of the situation, comparing and contrasting a variety of theories and the positives and negatives of the topic. Although in an analytical essay your position on the topic may be clear, it is not necessarily a requirement that you explicitly identify this with a thesis statement, as is the case with an argumentative essay. If you are unsure whether you are required to take a position, and provide a thesis statement, it is best to check with your tutor.

Argumentative essays

These essays require you to take a position on the assignment topic. This is expressed through your thesis statement in your introduction. You must then present and develop your arguments throughout the body of your assignment using logically structured paragraphs. Each of these paragraphs needs a topic sentence that relates to the thesis statement. In an argumentative essay, you must reach a conclusion based on the evidence you have presented.

Case Study Responses

Case studies are a common form of assignment in many study areas and students can underperform in this genre for a number of key reasons.

Students typically lose marks for not:

  • Relating their answer sufficiently to the case details
  • Applying critical thinking
  • Writing with clear structure
  • Using appropriate or sufficient sources
  • Using accurate referencing

When structuring your response to a case study, remember to refer to the case. Structure your paragraphs similarly to an essay paragraph structure but include examples and data from the case as additional evidence to support your points (see Figure 15.5). The colours in the sample paragraph below show the function of each component.

The Nursing and Midwifery Board of Australia (NMBA) Code of Conduct and Nursing Standards (2018) play a crucial role in determining the scope of practice for nurses and midwives. A key component discussed in the code is the provision of person-centred care and the formation of therapeutic relationships between nurses and patients (NMBA, 2018). This ensures patient safety and promotes health and wellbeing (NMBA, 2018). The standards also discuss the importance of partnership and shared decision-making in the delivery of care (NMBA, 2018, 4). Boyd and Dare (2014) argue that good communication skills are vital for building therapeutic relationships and trust between patients and care givers. This will help ensure the patient is treated with dignity and respect and improve their overall hospital experience. In the case, the therapeutic relationship with the client has been compromised in several ways. Firstly, the nurse did not conform adequately to the guidelines for seeking informed consent before performing the examination as outlined in principle 2.3 (NMBA, 2018). Although she explained the procedure, she failed to give the patient appropriate choices regarding her health care. 

Topic sentence | Explanations using paraphrased evidence including in-text references | Critical thinking (asks the so what? question to demonstrate your student voice). | Relating the theory back to the specifics of the case. The case becomes a source of examples as extra evidence to support the points you are making.

Reports are a common form of assessment at university and are also used widely in many professions. It is a common form of writing in business, government, scientific, and technical occupations.

Reports can take many different structures. A report is normally written to present information in a structured manner, which may include explaining laboratory experiments, technical information, or a business case.  Reports may be written for different audiences including clients, your manager, technical staff, or senior leadership within an organisation. The structure of reports can vary, and it is important to consider what format is required. The choice of structure will depend upon professional requirements and the ultimate aims of the report. Consider some of the options in the table below (see Table 15.2).

Reflective writing

Reflective flower

Reflective writing is a popular method of assessment at university. It is used to help you explore feelings, experiences, opinions, events or new information to gain a clearer and deeper understanding of your learning. A reflective writing task requires more than a description or summary.  It requires you to analyse a situation, problem or experience, consider what you may have learnt and evaluate how this may impact your thinking and actions in the future. This requires critical thinking, analysis, and usually the application of good quality research, to demonstrate your understanding or learning from a situation. Essentially, reflective practice is the process of looking back on past experiences and engaging with them in a thoughtful way and drawing conclusions to inform future experiences. The reflection skills you develop at university will be vital in the workplace to assist you to use feedback for growth and continuous improvement. There are numerous models of reflective writing and you should refer to your subject guidelines for your expected format. If there is no specific framework, a simple model to help frame your thinking is What? So what? Now what?   (Rolfe et al., 2001).

The Gibbs’ Cycle of reflection encourages you to consider your feelings as part of the reflective process. There are six specific steps to work through. Following this model carefully and being clear of the requirements of each stage, will help you focus your thinking and reflect more deeply. This model is popular in Health.

The 4 R’s of reflective thinking

This model (Ryan and Ryan, 2013) was designed specifically for university students engaged in experiential learning.  Experiential learning includes any ‘real-world’ activities including practice led activities, placements and internships.  Experiential learning, and the use of reflective practice to heighten this learning, is common in Creative Arts, Health and Education.

Annotated Bibliography

What is it.

An annotated bibliography is an alphabetical list of appropriate sources (books, journals or websites) on a topic, accompanied by a brief summary, evaluation and sometimes an explanation or reflection on their usefulness or relevance to your topic. Its purpose is to teach you to research carefully, evaluate sources and systematically organise your notes. An annotated bibliography may be one part of a larger assessment item or a stand-alone assessment piece. Check your task guidelines for the number of sources you are required to annotate and the word limit for each entry.

How do I know what to include?

When choosing sources for your annotated bibliography it is important to determine:

  • The topic you are investigating and if there is a specific question to answer
  • The type of sources on which you need to focus
  • Whether they are reputable and of high quality

What do I say?

Important considerations include:

  • Is the work current?
  • Is the work relevant to your topic?
  • Is the author credible/reliable?
  • Is there any author bias?
  • The strength and limitations (this may include an evaluation of research methodology).

Literature Reviews

It is easy to get confused by the terminology used for literature reviews. Some tasks may be described as a systematic literature review when actually the requirement is simpler; to review the literature on the topic but do it in a systematic way. There is a distinct difference (see Table 15.4). As a commencing undergraduate student, it is unlikely you would be expected to complete a systematic literature review as this is a complex and more advanced research task. It is important to check with your lecturer or tutor if you are unsure of the requirements.

Generally, you are required to establish the main ideas that have been written on your chosen topic. You may also be expected to identify gaps in the research. A literature review does not summarise and evaluate each resource you find (this is what you would do in an annotated bibliography). You are expected to analyse and synthesise or organise common ideas from multiple texts into key themes which are relevant to your topic (see Figure 15.10). Use a table or a spreadsheet, if you know how, to organise the information you find. Record the full reference details of the sources as this will save you time later when compiling your reference list (see Table 15.5).

Overall, this chapter has provided an introduction to the types of assignments you can expect to complete at university, as well as outlined some tips and strategies with examples and templates for completing them. First, the chapter investigated essay assignments, including analytical and argumentative essays. It then examined case study assignments, followed by a discussion of the report format. Reflective writing , popular in nursing, education and human services, was also considered. Finally, the chapter briefly addressed annotated bibliographies and literature reviews. Interest in a life insurance policy can be transferred from the policyholder to a lender or relative by assignment of policy. Here the policyholder is known as the assignor and the person in whose favour the policy has been assigned is called assignee.

There are two types of assignment: Conditional assignment: This is done when the insured wishes to pass benefits of the policy to a relative in case of early death or certain conditions. The rights of the policyholder are restored once the conditions are fulfilled. Absolute assignment: This is done as a part of consideration for a loan in favour of the lender/bank/lending institution. In such an assignment, the insured loses his rights in the policy and the absolute assignee can deal with it independently.

The insured needs to either endorse the policy document or make a deed of assignment and register the same with the insurer. A form prescribed by the insurers must be filled and signed. In case of conditional assignment, your reason needs to be mentioned as well.

The insurer also has a right to reject if it believes that the assignment is not bona fide or against the interest of the policyholder or public interest or for the purpose of trading the insurance policy.
