Beijing plans to “digest” excess housing.

Beijing’s has become fond of the word “digest” these days. China’s leaders use it to refer to their plans to rid China of an excess of apartments. The plan’s announcement, though far from enough, takes the policy discussion in the right direction. Until now, Beijing simply has refused to acknowledge that China even suffered from such an excess. But so far, the acknowledgement is all the public – or even the communist party faithful – have. No specifics have emerged. It is not even apparent that Beijing has settled on an approach. At best, it can be said that Beijing has a plan to make a plan, a necessary step to be sure, but hardly reason for an excess of good cheer.

This new talk comes on the heels of disappointments in the policies Beijing has used so far. Though China’s economy has struggled for years now—since the pandemic in fact, though not necessarily because of it–Beijing only began to seek remedies last year. Three measures stand out, all inadequate to the need. In one, policy makers have decided to relieve the debilitating debt overhang among local governments by issuing debt directly from the central government in Beijing. It is not an unreasonable step. Its problem is that it is only a baby step. Beijing has talked about issuing 1.0 trillion yuan (about $140 billion) in new debt, a large sum to be sure but tiny next to the estimated $11 trillion in outstanding local government debt.

A second measure would solve the property crisis with what Beijing calls its “white lists.” In this scheme, local governments identify stalled real estate development projects worthy of financing that state-owned banks will advance after their own review. This, too, is not an unreasonable step, but it, too, is proceeding too timidly. So far, Beijing has allocated for this project barely 5 percent of the amounts on which real estate developers have already failed. This is insufficient to move markets. At the same time, the authorities have asked the People’s Bank of China (PBOC) to cut interest rates. Here, too, the movement is tiny next to the need. Since the start of this policy action, the bank has cut rates less than half a percentage point, hardly enough to move the economy, especially since China’s turn to deflation has raised real interest rates despite the nominal cuts enacted by the PBOC.

While making these minimalist efforts on the economy’s behalf, Beijing has until now completely ignored the glut of housing on China’s real estate markets. This inventory of unsold apartments is estimated at some seven million units, much of it in places that Chinese do not want to live. If Beijing can be faulted for its earlier neglect of this problem, it is a relief now that the authorities have at least acknowledged it. Recognition, however, can only go so far. What China needs now are specific steps to begin this “digestion.” But on this front, the authorities have thus far remained quiet.

While Beijing has kept its own council, others—mostly journalists and academics—are eager to speculate on what Beijing could or should do. One suggestion is that Beijing create something of a landbank that would buy up the unsold housing inventory, presumably with taxpayer money, and hold it off the market until demand improves. This proposal parallels something other nations have used in financial crises. In these instances, a so-called “bad” bank uses public money to buy the questionable debts weighing on financial institutions and holds that debt for sale at a later, presumably more propitious date. Such an approach, if big enough, could alleviate the burden of this unsold housing inventory, but the public commitment would have to be large, something Beijing has shown itself unwilling to do for some time.

An alternative proposal would have the government subsidize a kind of “trade-in” policy. In this scheme, Beijing would use public funds to buy existing apartments from people at attractive prices and then further subsidize their purchase of this new, presently empty housing. This has parallels to Beijing’s recent program for people to trade in old household appliances for new. One can only hope Beijing ignores such suggestions for housing. Apartments are not like household appliances, which are largely junked after a trade-in. The apartments these people leave will remain. All this proposal would do is exchange an overhang of new unoccupied apartments with older unoccupied apartments and do so at great public expense.

A third suggestion would have the authorities subsidize purchases of the unoccupied housing to make them more attractive to buyers. Such a solution would, however, require an ongoing public expense, because many who need the subsidy to buy, will need additional subsidies to maintain a property. Without a public commitment to this ongoing need, such a plan would sow the seeds of future financial failures, in this case by homeowners instead of developers.

One can only hope that Beijing’s policy makers have more imagination and think things through better than the bevy making suggestions at the moment. It looks as though Beijing will wait to announce its new policy on “digesting” these unsold units until July’s scheduled Third Plenum meeting of the Chinese Communist Party. Given the piddling proposals to date and the lack of concrete remedies offered to March’s “Two Sessions” party meeting or April’s Politburo meeting, it is hard to get too hopeful about the coming initiative.
