Global Influence of Pakistan’s Research on the Rise, Finds Report from Clarivate Analytics

Pakistan Research and Innovation Landscape Report showed 300% growth in number of publications indexed on Web of Science Core Collection in past decade

London, UK and Islamabad, Pakistan – 19 February 2020: The Web of Science Group, part of Clarivate Analytics, today launched its latest Pakistan Research and Innovation Landscape Report at the first ever Pakistan Research Day 2020, showcasing excellence, challenges and opportunities in scientific and academic research in the country.

The key findings of the report were presented at the inaugural Web of Science Group event, which was co-hosted by the National University of Sciences and Technology (NUST) and brought together over 300 members of Pakistan’s research community.  High-level delegates in attendance included Mr. Shafqat Mahmood, Minister of Federal Education & Professional Training, members of the Higher Education Commission (HEC), representatives from top academic institutions, and senior researchers from universities across the country.

Mr. Shafqat Mahmood, Minister of Federal Education & Professional Training, commented: “It is an honor to be a part of the first ever Pakistan Research Day, a recognition of the impact that the transition towards a knowledge-based economy can harness.  The collaboration between Web of Science Group, HEC and the network of universities and academic institutions across the country, will play a fundamental role in driving the development of scientific research and excellence in Pakistan for years to come.”

Caroline Birkle, Vice President of Research Operations, Science Group at Clarivate Analytics, said: “Over the past decade, Pakistan’s research community has substantially increased the number of publications across several disciplines, while also gaining recognition amongst its international peers.  The Web of Science Group is committed to fostering long-standing partnership with academic institutions across Pakistan. Through further collaboration, we can continue to promote quality research and reinforce Pakistan’s position on the global scientific map.”

The report showed a distinct increase in the productivity and global influence of research produced and published in the country, with a 300 percent growth in the number of publications indexed in the Web of Science Core Collection between 2010 and 2019.  In addition, the latest data marked 2019 as the first year in which the impact of these publications has been higher than the world average, highlighting a greater push towards research and development in the country.

Furthermore, Pakistan has maintained a significant share of global research produced in the field of Agricultural Sciences, contributing to 1.19 percent of world research output.  This reflects the substantial contribution made by the Agriculture sector to Pakistan’s GDP, which currently stands at 18.5 percent, according to an economic survey conducted by Pakistan’s Ministry of Finance.  Despite the level of interest by researchers in this segment, the impact of Agricultural Sciences research published in Pakistan remains below the world average, indicating that slight enhancement of the research impact in this area would have a positive impact on the country’s overall research activities in this area. Comparatively, Pakistan represents 0.79 percent of world research output in the field of Physics, which results in an impact that is 50% higher than the world average.

The digital content produced now a days is enormous and in this connection libraries role at various level is crucial. Higher educational institutions generate and make available a quantum of digital academic and scholarly content. The crossover from print to electronic databases in the libraries is playing prominent role to collect, archive, maintain and publish the content. In this context, the establishment of institutional repository is an important step towards enhancing the visibility of the educational institute across the globe. Research Archive of Indian Institute of Technology, Hyderabad (RAIITH) is built and managed by using open source software (Eprints). Also it discusses about the methods used to collect, collate and publish scholarly content in RAIITH. The challenges come across during the implementation and the testing phase were well addressed. In addition, to complement the traditional citation-based metrics, the latest metric tool viz. Altmetric is structured for ...

Institutions globally have increasingly embraced Institutional Repositories (IRs) to collect, showcase, archive, and preserve their intellectual and scholarly output. Many benefits are gained from implementation of the platform including: the institution’s visibility, status and reputation is increased; authors get wider public access and visibility thus more citations for their work; long-term preservation of research; and the library benefits from its new role in information creation and distribution thus the opportunity to re-assert its importance in the face of declining user dependence on libraries for simple access to information (Sharif 2013). Despite the high uptake of IRs to manage institutions’ digital resources more effectively, little has been written on the experience of cross-border implementation. This paper seeks to fill this gap by presenting unique lessons learnt from the implementation of Digital Commons (DC), a proprietary hosted institutional repository platform...

Institutional repository is a new scholarly publishing model for researchers and academic institutions. The idea is conceived to enable broader access and dissemination of knowledge as well as preservation for future use, which are the core roles of traditional libraries. However, digital technology facilitates the adoption of institutional repository and makes libraries responsible for its management. Thus, libraries have reclaimed their function of preserving knowledge which has hitherto been hindered by digital right management policies whose emphasis is on access rather than ownership, and which has prohibited libraries from claiming ownership of subscribed materials. Institutional repository roles in enhancing academic research, faculty-librarian collaboration, library services and collections, as well as the roles of libraries in promoting and preserving academic research knowledge for posterity cannot be undermined. To achieve these laudable roles, preservation policy for repositories is of paramount importance. The study thus provides a review of different literatures to explore the key roles of institutional repositories in promoting academic research. The review of literature revealed that lack of adoption of repository policies pose challenges to institutional repositories in the preservation of academic research. The analysis of the Registry of Open Access Repository Mandates and Policies (ROARMAP) statistics showed a partial adoption of repository policies among research institutions. It is recommended that adoption of preservation policies for repository content should spread across borders and form prerequisite for establishing institutional repositories. This review suggested other factors to consider in 41

World Bank supports better access to rural water and sanitation in Pernambuco, Brazil

WASHINGTON, DC, May 17, 2024 — The World Bank Board of Directors approved today a substantial new investment to increase access to water and sanitation for about one million people in rural Pernambuco, in the northeast of Brazil.

About 82 percent of Pernambuco's total population has access to safe water supply systems, and only about 31 percent are connected to sewerage networks. In rural areas, these figures drop significantly, with only 37 percent having access to water supply systems. Moreover , many existing systems break down frequently, due to inadequate maintenance or drying-up water sources.

To address this situation, the Pernambuco Rural Water and Sanitation Project (PROSAR) aims to improve access to sustainable and safely-managed rural water supply and sanitation systems, by upgrading existing systems and developing new essential water sources which will be more resilient to droughts induced by climate change.

Additionally, PROSAR will support the development of institutional capacity within Pernambuco's government agencies responsible for water resource management and service delivery, offering technical assistance and training to enhance efficiency and effectiveness. The project will also work with local communities to plan, implement, and maintain infrastructure, fostering community ownership and participation, while also establishing mechanisms for monitoring and evaluating the performance of water supply and sanitation systems to ensure that they meet quality and sustainability standards.

The project aims to promote inclusion by addressing the obstacles that impede access by vulnerable groups, including women, children, and young rural inhabitants. By providing better sanitation, it seeks to diminish waterborne diseases, especially for children. Better access to clean water will also help to empower women in rural communities: because the work of fetching water and caring for sick family members often falls to women, improved water infrastructure can free up their time, thus enabling women to pursue other opportunities such as for education and economic participation.

"PROSAR is about to embark on a highly significant stage of the current state government, which is the mission of bringing water to rural areas. This is a challenge that has not been properly addressed over time, in Pernambuco and in most states in the Northeast and throughout Brazil. Pernambuco has two million people living in rural areas and these people have been largely invisible to regular water and sanitation services over time. In part, this is also because water sources were insufficient. PROSAR will support the state in expanding water supply services in rural areas, including, for example, the use of water from large pipelines, as in the case of the Agreste Pipeline, which is beginning to receive water from the São Francisco River ," stated Almir Cirilo, Secretary of Water Resources and Sanitation of Pernambuco .

" Our investment in the Pernambuco Rural Water and Sanitation Project reflects the World Bank's steadfast commitment to improve community resilience to climate impacts while fostering sustainable service delivery and development. By expanding access to essential water and sanitation services, we aim to improve the lives of people that are still facing significant hardships in rural areas in Pernambuco ," said Johannes Zutt, World Bank’s Country Director for Brazil .

This investment includes a US$90 million loan from the World Bank and an additional US$23 million from the State Government of Pernambuco. It has a final maturity of 21 years and 6 months, including a grace period of 8 years.
