Changes to ANU HDR Scholarships

Effective from 1 October 2022 ANU will increase the base rate of some HDR stipends. Some of these scholarships will increase in duration. There will be changes to scholarship extensions and a broadening of parental leave provisions.

Which scholarships will increase.

• AGRTP and URS Stipend Scholarships

If you receive an AGRTP or URS Scholarship your stipend will increase to a rate of $34,000 per annum. You will be paid at this rate effective from 1 October 2022 for the remainder of this year and on an ongoing basis until your stipend ends. You will receive this rate if you are a domestic or international student. New commencing candidates (effective from 1.10.22) will also receive this increased rate.  

• ANU PhD Scholarships    

If you receive an ANU PhD Scholarship your stipend will increase to a rate of $34,000 per annum. You will be paid at this rate effective from 1 October 2022 for the remainder of this year and on an ongoing basis until your stipend ends. You will receive this rate if you are a domestic or international student.  New commencing candidates (effective from 1.10.22) will also receive this increased rate.  

• Other HDR Stipend Scholarships

 If you receive a different named HDR stipend scholarship that meets the following criteria:

• Currently at the RTP base stipend rate
• Is funded by your ANU College or School

Your current stipend will increase to a rate of $34,000 per annum. You will be paid at this rate effective from 1 October 2022 for the remainder of this year and until your stipend ends. You will receive this rate if you are a domestic or international student. Future commencing HDR candidates who are offered a different named HDR stipend scholarship will need to check their scholarship offer letter to confirm the annual rate of the scholarship they are being offered. 

How will I know if my scholarship will increase?

The Graduate Research Office will email all HDR candidates who are eligible for the stipend rate increase.

The timeframe for this communication is:

• RTP/URS Stipend recipients: by 1 October 2022 - 21.10.22 UPDATE: an email was sent from GRO to all eligible candidates on the 30/9/22 and an additional email was sent on the 12.10.22 to provide a further update on the likely date that recipients will receive the increase.
• ANU PhD Scholarship recipients: by 17 October 2022 - 21.10.22 UPDATE: an email was sent from GRO to all eligible candidates on the 17/10/22
•  Other HDR Stipend Scholarships: by 17 October 2022: 21.10.22 UPDATE  an email was sent from GRO to all eligible candidates on the 17/10/22   

When will I receive the increased stipend?

The increased rate will be paid into your regular bank account after the increased rate has been processed by the relevant business areas. Please note that whilst we will be working towards ensuring these are paid in the earliest possible pay week (13 October 2022) there may be delays as these changes are dependent on reporting and processing times across multiple areas. If your increase is not reflected in the earliest 13 October pay date then the full accrued increased amount will be back-paid once your increase has been processed.

RTP & URS stipend recipients 

• 21.10.22 UPDATE:   - we expect that you will be paid the increase (and any applicable backpay) from the pay date 10.11.22 (if not earlier).   
• 27.10.22 UPDATE:   the increased rate and applicable back pay was paid in the 27.10.22 pay. 

ANU PhD Scholarship recipients

Are there changes to my fee scholarship?

There will be no changes to the duration of the AGRTP Domestic Fee Offset , HDR Fee Remission Merit Scholarship , and HDR Fee Merit Scholarship .

The AGRTP International Fee Offset duration will be increased from 3 years to 3.5 years.

How long will my scholarship be for?

The standard duration of HDR stipend scholarships for eligible HDR candidates will be increased.   

If you have already received an automatic scholarship extension to 3.5 years your scholarship duration will not be extended further. Note any applicable scholarship extensions will be processed in batches prioritised based on urgency, starting with candidates whose scholarship requires extending between 1.10.22 and 31.12.22  

The current standard duration and new increased duration is outlined in the below table.

Can I apply for an extension of my scholarship?

• Up to 6 months (to a maximum of 4 years) if they complete an internship that is at least 60 working days in length and not with a Higher Education provider (or international equivalent) OR
• Up to 3 months if they experience academic delays beyond their control as per the relevant current Scholarship procedure or Conditions of Award OR
• Up to 3 months if they complete an internship of less than 60 working days  that was not with a Higher Education provider (or international equivalent) .

MPhil candidates will be able to apply for an extension of:

• Up to 6 months (to a maximum of 2 years) if they complete an approved internship that is at least 60 working days in length  and not with a Higher Education provider (or international equivalent)  OR

Note that scholarship extensions based on having completed an eligible internship are only available for candidates who stay on their Program for the duration of their internship.

Summary of stipend extensions:

Indigenous candidates who receive an RTP or URS stipend can apply for a 6 month extension up to 4 years. There are no changes to the current procedure.  

Can I still apply for a COVID-19 extension scholarship?

No. This scholarship was only open to applications until 1 September 2022.

What are the changes to parental leave provisions? 

We are extending support to all primary carers following the birth or adoption of a child. 60 working days paid parental leave is currently available to a candidate who is a birth parent who has completed 12 months of their RTP/URS stipend.

HDR candidates whose partner gives birth, or is one of two adoptive parents but not the primary caregiver, who have completed 12 months of their RTP/URS stipend, are entitled 5 working days paid leave (partner leave).

Parental leave will now be available to HDR candidates whose partner gives birth, who have completed 12 months of their RTP/URS stipend, if the candidate is the primary carer of the child in the first year of the child’s life. These candidates can access a total of 60 working days leave. Partners who access partner leave will only be eligible for 55 days parental leave.

These provisions also apply if the HDR candidate is the legal parent and primary care-giver of an adopted child:

• less than five years of age;
• not a step-child of the student; and
• has not previously lived continuously with the student for six months or more.

Prerequisites

Applicants should be of a high scholastic calibre and should have a capacity for research.

Applicants for research degree scholarships must hold a bachelor degree with at least upper second class Honours, although competition is such that applicants usually have to hold a first class Honours degree to be competitive (and for some scholarships, this is mandatory), or a Master by coursework or a Graduate Diploma (which must be completed at a level equivalent to first or upper second-class Honours) degree from a recognised University. In special cases, applicants with other qualifications and/or research experience may be considered.

English language requirements

You are required to meet our English Language Requirements before you can be accepted for admission. Unless your previous tertiary-level studies were undertaken in English in (for example) Australia, Canada, New Zealand, the United Kingdom or the United States of America, you will normally have to sit for either the International English Language Testing System (IELTS - overall 6.5 with no band less than 6.0) or the Test of English as a Foreign Language (TOEFL - 570 with TWE 4.5). Some programs may require higher scores.

Research program applications are accepted at any time of the year, however there may be deadlines associated with scholarships that should be considered. For this reason, applicants are strongly recommended to apply for both admission and scholarship, before the following deadlines:

• Overseas students: by the 31st of August to be admitted in the following year.
• Australia and New Zealand students: by the 31st of October to be admitted in the following year.

How long does it take?

A PhD program takes at least 2 years and at most 4 years to complete full time. All ANU scholarships end after 3.5 years without any substitute at the RSC.

What scholarships are available?

ANU offers a variety of scholarships to eligible students studying a research degree program. Scholarships are provided to assist students with the cost of their studies.

Domestic students are enrolled into research programs under the  Australian Government Research Training Program (AGRTP) Fee Offset Scholarship . Under the AGRTP, the Australian Government pays 100% of domestic research students' tuition fees.

Scholarships differ in value and may be offered to cover some or all of the costs associated with tuition, accommodation, materials, relocation, cost of living and other expenses.

The Conditions of Award for each scholarship stipulates what the scholarship may be used for.

Two of the most sought after scholarships available are the  Australian Government Research Training Program (AGRTP) Stipend Scholarship  for domestic research students, and the  Australian Government Research Training Program (AGRTP) International Fee Offset Scholarship  for international research students.

Different scholarships are available depending on whether you are a domestic or international student.

Scholarships available to domestic research students

• AGRTP Stipend Scholarship , applications close 31 October each year
• ANU University Research Scholarship , applications close 31 October each year
• ANU PhD Scholarships , applications can be made throughout the year

The Mathematical Sciences Institute also offers supplementary scholarships to attract talented Australian and New Zealand students of high calibre to pursue postgraduate research within the MSI. The scholarship provides for payment of a supplementary stipend to an outstanding holder of an AGRTP or similar stipend scholarship for the duration of that scholarship. The value of this scholarship is $5,000 per annum.

The maximum duration of this scholarship is three years full-time, with a possible six month extension.

Eligibility: Candidates who have completed a four year undergraduate degree or equivalent at H1 level and who wish to undertake a PhD at the School, are eligible. Domestic students include Australian citizens, Australian permanent residents, and New Zealand citizens.

It is not necessary to complete a separate application form as all eligible candidates will be considered.

Scholarships available to international research students

• AGRTP International Fee Offset Scholarship  - covers tuition fees for 3 years and provides Overseas Student Health Cover
• ANU Tuition Scholarships
• ANU PhD scholarships

International applicants are also encouraged to explore the  Endeavour Awards  offered by the Australian Government. Closing date for applications is usually 30 June each year.

How do I apply?

You need to apply online – one application covers both admission and scholarships. You will be automatically considered for all scholarships available to you. For more information please see the Apply tab.

Do I have to pay tuition fees?

Yes, unless you are a citizen or permanent resident of Australia or a citizen of New Zealand. International students can be considered for a HDR Fee Remission Merit Scholarship – where Tuition fees will be waived. This will be considered automatically and does not require additional paperwork.

How do I apply for a visa?

Prospective international students need to provide: (i) CV, (ii) academic transcript (colour scans), (iii) TOEFL or IELTS scores, (iv) 3 references of academics, (v) research proposal / project description by ANU supervisor. Once your application has been accepted you will receive a letter of offer for admission – once all conditions have been met (e.g. proof of health cover) and you have signed the paperwork, the ANU will provide an electronic certificate of enrolment (eCOE). You need the eCOE to apply to the Department of Immigration for a student visa.

Do I need Health Cover and how much does it cost?

Yes, International Students need to pay Overseas Student Health Cover (OSHC) in advance for 52 months as part of the visa requirements. You can either arrange your own OSHC, or ask the ANU to arrange it for you. Details will be outlined in your letter of offer for admission. The cost of OSHC for 2017 from the ANU preferred provider (Allianz) is $3,240 for single cover.

To P h D candidates who need to apply for the scholarship extension,                April 19 , 202 4

In accordance with the requirements of the Notification on The Scholarship Extension For PhD Candidates in 202 4 issued by the China Scholarship Council (No. [202 4 ]1 3 ), the arrangements of the scholarship extension for PhD candidates in 202 4 are as follows:

I. Applicants

1. Only for PhD candidates sponsored by the Chinese government scholarship and the ASEAN-China Young Leaders Scholarship ;

2. Other types of scholarship and MOFCOM scholarship are NOT INCLUDED;

3. PhD candidates who are expected to graduate in July 202 4 (Do not enjoy scholarship extension before), including those who are supposed to graduate before January 202 5 due to suspension.

II. Application C onditions (All conditions must be met)

PhD candidates who apply for the scholarship extension must meet the following conditions:

1. Students with good academic attitude and performance;

2. Study period extension has been approved by their professors and departments;

3. The annual review of scholarship for 202 4 approved by HUST, completed the thesis proposal and passed the mid-term assessments.

4. Do not enjoy scholarship extension before. (Application for scholarship extension is limited to only once and the extension period should no longer than one academic year.)

III. Application P rocedures

1. PhD candidate submit the online application.

a. L og in the ‘ Online Application and Service System for International Students ’ http://admission.hust.edu.cn/apply/login and fill in the reason to apply for the scholarship extension and their status of the thesis proposal, mid-term assessment and length to apply for extension based on the reality. Upload supporting documents and submit the application before 30 April , 202 4 .

b. L og in the ‘ Chinese Government Scholarship Information System ’ https://studyinchina.csc.edu.cn/ with their CSC number and fill in the reason to apply for the extension and choose their status of the thesis proposal, mid-term assessment and length to apply for extension based on the reality. Submit the application before 30 April , 202 4 .

c. Students are required to log in BOTH the http://admission.hust.edu.cn/apply/login and https://studyinchina.csc.edu.cn/ to submit their applications before 30 April , 202 4 . Those who failed to submit the application for scholarship extension in the above two system before the due dat e will be regarded as abandoning the qualification of the scholarship extension.

2. The relevant professors and Schools will review the application in https://admission.hust.edu.cn/a/login . Professors and Schools will confirm and review students ’ application based on the reality of their status and performance. Then submit the result to the International Student Office before 8 May, 202 4 .

3. School of International Education will organize experts for further review and then submit the opinion to the University for approval before submitting to China Scholarship Council and Ministry of Education for the final review. The final result of scholarship extension will be announced at School of International Education website ( iso.hust.edu.cn ) .

Those who failed to submit the extension application before the due date or the application materials do not meet the requirements will be regarded as abandoning the qualification of scholarship extension, so the subsequent problems it brings will be borne by the students themselves.

关于开展 202 4 年博士生申请延长奖学金资助期限工作的通知

各 申请奖学金期限延长的博士生 ：

按照国家留学基金管理委员会《关于 202 4 年博士生申请延长奖学金资助期限有关工作的通知》 (留金来管〔202 4 〕 1 3 号 )文件要求，结合我校实际，经研究，我校202 4 年博士生申请延长奖学金资助期限工作安排如下：

仅限 202 4 年应届中国政府奖学金 和中国 —东盟菁英奖学金 博士研究生（含 因 休学预计 202 5 年 1月之前毕业的学生） ( 商务部奖学金生不可申请延长 )。

申请奖学金资助期限延期的博士生应满足以下所有条件：

1. 学习态度认真、表现良好；

2. 已获批学习期限延长；

3. 已完成开题报告、通过中期考核，并通过202 4 奖学金年度评审；

4. 在读期间仅可申请延期一次， 且延长期限不超过一个学年 ， 对已办理过延期的，不再受理申请。

1. 申请延期博士生提交申请。学生登录“国际学生在线申请与服务系统” http://admission.hust.edu.cn/apply/login 和 “ 来华留学管理信息系统 ” https://studyinchina.csc.edu.cn/ ，根据个人实际情况填写个人自述、论文开题、中期考核情况以及申请延长的期限，并上传支撑材料，于 202 4 年 4 月 30 日前 提交申请，待导师及院（系）审核。

2. 院（系）及导师组织开展评审。导师及院（系）登录“国际学生招生与管理服务系统” https://admission.hust.edu.cn/a/login ，根据学生学习情况和日常表现在系统中填写初审意见，详细说明申请学生在校学习情况和研究课题中期考核及开题报告通过等情况，并明确国际学生需要继续在校学习的期限，于 202 4 年 5 月 8 日前 提交至国际教育学院。

3. 国际教育学院组织专家评审复核，报学校审批后，上报国家留学基金管理委员会统一报教育部审批，结果将在国际教育学院网站（iso.hust.edu.cn）公示。

逾期未按要求提交奖学金延期申请或申请材料不符合要求的，将视为放弃申请和无效申请，因此产生的后果将由学生本人承担。

• Extension of candidature;

• This procedure is read in conjunction with the Research Awards Rule, the Higher Degree Research Candidature policy procedures.

Candidature

• Unless the Registrar approves otherwise, revisions to a candidate’s record are completed only where there are no fees outstanding for that candidate.
• Where an action under this procedure results in a revision to a candidate’s record, the University notifies the candidate in writing of the outcome of their request.

Full-time and part-time study i ntensity

• Before considering a change of program intensity International candidates studying on a student visa should be aware of government legislation restrictions, and to check individual visa conditions. All candidates on scholarship should check the relevant Conditions of Award.
• Candidates pursue their program for 48 weeks of the year.
• A full-time load for a week is 40 hours, with a week being equivalent to 1 unit. A full-time load for a year is 48 units.
• A part-time load for a week is 20 hours, with a week being equivalent to 1 unit. A part-time load for a year is 24 units.
• The number of units for any given year may be reduced based on commencement date, submission date, or program leave.
• Where candidates undertake coursework, the thesis component of their enrolment is adjusted to reflect the full-time or part-time unit requirements.
• To change intensity between full-time and part-time, candidates complete an ISIS Manage My Degree – HDR eForm to apply for a change of program intensity
• The application is endorsed by the Chair of Panel.
• The application is approved by the Delegated Authority.
• A candidate not approved to study outside the University normally must attend the ANU campus for a minimum of:
• For a PhD: For 72 units (1.5 years as a full-time candidate and 3 years as a part-time candidate); or
• For an MPhil: For 48 units (1 year as a full-time candidate or 2 years as a part-time candidate).

Completing all or part of a program o utside the University

• The following periods away from the University are not classified as completing all or part of a program outside the University:
• Conference attendance;
• Short-term exchange visits to another institution;
• Work undertaken outside the ANU campus following an extension of program;
• Studying at a partner institution under a joint or dual degree; and
• Revisions completed elsewhere after a thesis examination.
• Approval to complete all or part of a program outside the University requires:
• If the study is to be completed at another tertiary education institution, any coursework is substantially comparable in quality to ANU coursework, and satisfactory research facilities are available; or
• If the study is not to be completed at a tertiary education institution, supervision arrangements are comparable in quality to the supervision arrangements available to internal candidates and access to satisfactory resources are available to the candidate. Candidates must complete progression indicators as required by the Delegated Authority, as detailed in the Higher Degree by Research – candidature progression procedure .
• Unless the Delegated Authority approves otherwise, a candidate approved to complete all or part of a program outside the University attends the ANU campus for 4 weeks in every 12 months studying off-campus, whether full-time or part-time. If an alternative is approved this is updated on the candidate’s record by the University.
• A candidate applies on the approved form to the Delegated Authority if they wish to complete all or part of their program outside the University. The application includes the dates that the candidate will attend the ANU campus.
• The application is approved by the Delegated Authority in accordance with the requirements in Clause 37 the Research Awards Rule .
• A candidate completing all or part of a program outside the University remains subject to all progression indicators. A failure to complete progression indicators may lead to a revocation of the external candidature, in addition to other consequences listed in the HDR Candidature Progression Procedure .

Change of research t opic

• A change in research topic constitutes a potential change in research direction, and candidates must apply in writing to their Chair of Panel for endorsement using the appropriate Details of Candidature application form available from the GRO team.
• The Details of Candidature application is endorsed by the Delegated Authority.
• The Details of Candidature application is approved by the Associate Dean (HDR), or appropriate delegate.
• Approval is subject to any requirements under sanctions legislation as detailed in the Student Sanctions Procedure .
• The duration of candidature should be taken into consideration when changing the research topic, in accordance with the requirements in Clause 32 & 33 of the Rese arch Awards Rule.
• The Associate Dean (HDR), or appropriate delegate notifies the candidate in writing of the outcome of the request.
• The University revises the candidate’s record.
• Before considering any leave of absence International candidates studying on a student visa should be aware of government legislation restrictions, and to check individual visa conditions. All candidates on scholarship should check the relevant Conditions of Award.
• Candidates are required to study 48 weeks of the year. Candidates have 4 weeks recreational leave each year.
• Recreational leave should be discussed in writing with the Chair of Panel and Supervisor, and the local HDR Administrator informed, prior to being taken.
• Candidates who need to take other types of leave of a minimum of one week (full-time) or two weeks (part-time) complete an Appl y for Leave eForm through the ISIS Manage My Degree – HDR system . Leave may be taken on grounds of:
• Personal Leave
• Medical Leave (supporting documentation required)
• Maternity Leave (supporting documentation required)
• If candidates are travelling overseas during recreational leave they are encouraged to register with Smart Traveller.
• Where possible program leave must be applied for before taking the leave. Retrospective leave will only be considered in exceptional circumstances.
• Candidates on scholarships submit an application for leave prior to taking that leave to prevent the overpayment of scholarships.
• International candidates apply for leave at the time of or before taking leave as retrospective leave is not compliant with the legislated reporting requirements under the Education Services for Overseas Students Act (ESOS).
• Periods of program leave may be dependent on Conditions of Award limitations for candidates receiving a scholarship or sponsorship and ESOS requirements for international candidates.
• Candidates in receipt of a scholarship or sponsorship complete the relevant form on the day they return to their studies to reinstate their payments.
• Periods of approved program leave do not count towards the maximum program time-limits as specified in the Research Awards Rule .

Degree Transfer

• Candidates apply for a transfer between an MPhil and PhD, or PhD and MPhil using the ISIS Manage My Degree – HDR eForm ‘ Change of Program level ’;
• Candidates may apply for a transfer between academic organisational units using an Application for Change of Research Program form.
• The form is endorsed by:
• The Chair of Panel for the current program;
• The Head of School for the current program;
• The Delegated Authority for the current program;
• The Chair of Panel for the proposed program; and
• The Head of School for the proposed program.
• The form is approved by the Delegated Authority for the proposed program. A Delegated Authority may still approve a change of program if the Chair of Panel for the current program does not endorse the request

Change of Chair of Panel, Primary Supervisor or Associate Supervisor

• A candidate or member of a candidate’s supervisory panel may apply for a change to a member of a supervisory panel for a candidate, or the entire panel.
• The change request is endorsed by the Chair of Panel.
• The change request is approved by the Delegated Authority
• However, a Delegated Authority may still approve a change of panel if the Chair of Panel does not endorse the request.
• The College notifies the candidate in writing of the outcome of the request.
• Other changes to the panel, such as in cases of temporary absence of the Primary Supervisor, or Chair of Panel from the University, are conducted in accordance with the Research Awards Rule .

Fieldwork and t ravel approval

• Fieldwork applications are compliant with both this procedure and the Fieldwork health and off-campus safety procedure :
• The Chair of Panel for a candidate is the Fieldwork Supervisor under the Fieldwork health and off-campus safety procedure .
• The consideration of required training for fieldwork is proportional to the risk forecast in the travel.
• Written applications for fieldwork and travel are submitted no later than four weeks prior to the expected activity.
• Candidates are required to complete an Approval to Travel eForm and inform the Chair of Panel.
• Applications are approved by the Delegated Authority.
• The Delegated Authority notifies the candidate and the University in writing of the outcome of the request.
• Candidates remain enrolled at the University during fieldwork and travel arrangements.
• Candidates must ensure they complete post travel reports upon return from approved travel via the ANU eForm.

Ethics a pprovals

• Appropriate ethics approvals are obtained prior to undertaking research. These are obtained in accordance with the requirements published on the Research Services website .
• Candidates who are awarded credit on the basis of prior studies or experience have a new submission date calculated.

Extension of candidature

• Candidates who are not able to complete by their submission date but wish to continue as a candidate for their degree should complete an Appl y for an extension of program eForm through ISIS Manage My Degree-HDR, prior to their program end date .
• An application for an extension of candidature is for a maximum of 24 units for a PhD or professional doctorate, and a maximum of 12 units for an MPhil, unless an alternative is approved by the Delegated Authority.
• A request will be considered only if:
• An applicant has completed the milestones that the Delegated Authority considers appropriate; and
• The Delegated Authority is satisfied that the candidate’s ability to complete and submit the thesis was adversely affected by illness or other extenuating circumstances.
• The application is approved by the Delegated Authority where it does not exceed the maximum degree completion time-limits specified in the Research Awards Rule .
• Where an application for extension of candidature exceeds the maximum degree completion time-limits specified in the Research Awards Rule , the application must be approved by the Associate Dean who specifies a new maximum time-limit for the candidate.
• Personal program leave taken while on an extension of program does not extend the submission date.
• Candidates in receipt of a scholarship must also apply to the scholarship provider for an extension of that scholarship, if eligible, as detailed in the Conditions of Award for the scholarship.

Concurrent s tudies

• A candidate wishing to undertake studies in a program at AQF Level 5 or higher, at ANU or elsewhere, whilst studying their higher degree by research applies in writing to the Delegated Authority for approval.
• The Delegated Authority notifies the candidate in writing of the outcome of the request.
• The University notes this on the candidate’s record.
• If a candidate undertakes studies outside of the program in which they are enrolled, whether at ANU or elsewhere, and without the approval of the Delegated Authority, they are in breach of the Research Awards Rule and may face an investigation under the Discipline Rules.

Conclusion of c andidature

• Submission and examination processes are covered under the Higher Degree by Research Examination s Policy and associated procedures.

Expiry of c andidature

• Candidates who are past their maximum submission date and either have not applied for an extension, or have applied for an extension but not been approved, are notified by the Delegated Authority that their candidature has expired.
• Candidates notify the University in writing if they wish to withdraw from their program by completing a Program Withdrawal / Voluntary Discontinuation eForm through ISIS Manage My Degree - HDR.
• Prior to withdrawing candidates are encouraged to discuss their options with their Supervisor, Chair of Panel, Delegated Authority, Associate Dean or the Dean of Students.
• The Registrar notifies the relevant parties of the request to withdraw.
• The Registrar organises the update of the student system following a withdrawal, effective from the date the advice is provided.
• The candidate is offered the opportunity of an exit interview with the Associate Dean.

Termination of c andidature

• Processes to terminate candidature are conducted in accordance with the Research Awards Rule .
• If a candidate is terminated they may be required to declare the termination on any future applications for study at a tertiary institution.

Applications for Assessment Extensions or Extenuating Circumstances

Students may request an Assessment Extension if they are unable to complete an assessment task (other than an exam) by the due date because of exceptional circumstances beyond their control. Exceptional circumstances that may warrant approval for an Assessment Extension include but are not limited to:

• Medical reasons (student injury, illness or medical condition) of such significance that completion of the assessment task was not possible;
• Family/personal reasons (family injury or illness, bereavement) of such significance that completion of the assessment task was not possible;
• Employment related reasons: where a student’s employment status or employment arrangements change unexpectedly due to circumstances beyond their control of such significance that completion of the task was not possible.

However, if you fit into any one of the below circumstances, you should submit an Extenuating Circumstances Application (ECA) instead: 

• You require more than 10 days’ extension for an assessment item worth more than 20% of the final grade;
• You require extenuating circumstances taken into consideration during the marking of an assessment item that is already submitted (i.e. special consideration); OR
• You need to apply for a deferred examination because you are unable to sit an examination due to extenuating circumstances.

As part of your Higher Degree Research program, there are ways to develop your professional skills and networking opportunities. An internship can provide experience working within a host organisation that interests you, to complete a project that is relevant to them.

Frequent asked questions

Am i eligible for an internship.

• Both domestic and international candidates can undertake internships. However, it is important to check the eligibility requirements for the specific placement of interest. International candidates should check their visa conditions prior to applying for an internship, specifically relating to working hours.
• Candidates enrolled full-time or part-time in an ANU Higher Degree Research program are eligible to undertake an internship. (NB: International candidates must be enrolled full time in their program of study to undertake an internship placement in Australia.)
• Candidates should seek their own tax/financial advice for any funding provided by the internship host.
• Candidates intending to undertake an internship should have all milestones up to date and be demonstrating satisfactory progress.
• Candidates should have successfully completed their ‘Thesis Proposal Review’ milestone, and should not have submitted their thesis for examination.
• Candidates must discuss with their Primary Supervisor regarding an appropriate time in their candidature to undertake an internship. Following this discussion, the candidate must seek written approval from their Primary Supervisor and Delegated Authority to undertake the internship.

How long does it take to arrange an internship?

Candidates should discuss with their ANU supervisor as early as possible in their candidature the possibility of undertaking an internship placement.

The HDR Internship Application Form should be completed within the first 18 months of enrolment, if possible. Once signed the HDR Internship Application Form becomes the Commitment Agreement between the Candidate, Host and ANU.

However, Placement Agreements do not need to be completed immediately, but should be finalised at least 10 weeks prior to the placement start date.

What is the difference between an RTP and General Internship?

There are two classes of internship:

• A commitment to undertake the placement must occur within 18 months of enrolment;
• Usually undertake between the successful completion of their TPR and prior to the submission of their thesis;
• The placement must be for at least 60 days duration (full-time equivalent) over at least 3 months and not more than 6 months.
• The placement must be at least 20 days duration (full-time equivalent) and no more than 6 months.

NB: Research visits and internships with a Higher Education provider (HEP) or international equivalent are not eligible for any scholarship extension.

What is a Research End-User?

An individual, community or organisation external to academics that will directly use or directly benefit from the output, outcome or results of the research.

Specific exclusions are:

• Higher education providers;
• Organisations that are affiliates, controlled entities or subsidiaries of a higher education provider; and
• Equivalents of the above exclusions (international or domestic).

What is the difference between a Paid and Unpaid Internship?

Paid Internship:

There are two types of paid internship:

• Candidate, host and ANU complete the relevant agreements and the IP sits with the candidate, host or an agreed combination of both. Candidate receives a stipend (scholarship) managed via ANU.
• Candidate and host sign an employment contract defining agreed deliverables. The host would usually own the IP and the candidate would be receiving a taxable salary paid directly to the candidates. Candidates should check the contract for payment of a minimum wage, the National Employment Standards are met and the terms of any applicable award or registered agreement.

Unpaid Internship:

Unpaid internships are defined as purely for educational purposes with learning outcomes, and no scholarship or salary. Candidate, host and ANU complete the relevant Placement Agreements and the IP sits with the candidate, host or an agreed combination of both.

What happens to my HDR scholarship while I am undertaking the internship

In some cases, internship hosts offer a top-up scholarship for the duration of the internship in addition to any scholarship you may be receiving during your HDR candidature. You can continue to receive your HDR scholarship while undertaking the internship, provided the combined value of any internship top-up scholarship and any other top up scholarships you are holding is less than 75% of your annual ANU stipend scholarship (AGRTP, URS, ANU PhD or any other stipend scholarship).

Always check the Conditions of Award of your scholarship to ensure you do not breach them by accepting an internship stipend.

Alternatively, you can suspend your ANU scholarship for the period of the internship. Please note that suspending the scholarship without suspending the program will forfeit scholarship payments during the suspension period.

If I complete an internship, can I apply for extra scholarship support?

Scholarship Extensions:

RTP Eligible internships can be considered for up to 6 months additional funding.

General Internships can be considered for up to 3 months additional funding.

Funding will be provided from the same budget code as the 3.5 year’s base stipend (for example, RTP / URS scholarships are funded from central resources, but ANU PhD scholarships are funded from school / supervisor budget codes.)

In order to access this funding the candidate must complete the HDR Internship Data Form upon completion of the placement. Following confirmation of the internship eligibility status candidates then submit the “Extension of Scholarship” eForm via ISIS, MMD-HDR and include details of the industry host placement and dates/duration. NB: Scholarship extensions are not available to candidates that have already received the maximum 4 years scholarship duration.

Top-Up Internship scholarships:

Internship scholarships may be available to undertake an internship placement and are managed through the College / School.

Industry hosts may employ the candidate and pay a salary directly to the candidate undertaking internships with them. (These would be taxable.)

You can continue to receive your HDR scholarship while undertaking the internship, provided the combined value of any internship top-up scholarship and any other top up scholarships you are holding is less than 75% of your annual ANU stipend scholarship (AGRTP, URS, ANU PhD or any other stipend scholarship).

What happens to my HDR enrolment?

ALL candidates undertaking an internship placement enrol in an internship course (SCNC8001 for CoS and HLMD9001 for CHM) for the duration of the internship by completing the "Change Enrolment - add/drop coursework" eForm located in ISIS, Manage My Degree - HDR.

Undertaking an internship does not increase the duration of your program. PhD candidates are still expected to complete in 4 years.

Whilst on your internship placement candidates are expected to continue to meet the progression milestones applicable to their research program.

Am I insured during my internship placement?

Candidates undertaking ANU managed internship activities are covered under the ANU Insurance policies.

If you are undertaking an internship as an employment arrangement, you must confirm your insurance cover under the host industry partner.

Can I undertake my Internship overseas?

Yes, an internship overseas is possible; the internship will be either an RTP or a General internship depending on the eligibility criteria detailed above. Candidates must follow ANU Travel Approval procedures.

Candidates are responsible for their own travel and living expenses, and would be expected to arrange travel, accommodation, insurance and visa requirements for the placement.

Can I undertake my Internship at a Higher Education Institution?

Yes, however the internship will not be eligible for RTP funds and candidates will not be eligible for scholarship extensions.

What should I do when I have completed my placement?

What happens if i commit to an internship within the first 18 months of candidature but then fail my tpr.

This is a College requirement, and will be assessed on a case-by-case basis.

Can I withdraw my decision after completing the HDR Internship Application Form (Commitment Agreement)?

The HDR Internship Application Form once signed becomes a commitment agreement between the Candidate, Host and ANU. However, completion of the HDR Internship Application Form (Commitment Agreement) is not a legally binding document and can be withdrawn without notice.

It is encouraged that discussions with the host and your ANU supervisor should occur before withdrawing to ensure any issues are managed and concerns addressed.

Can I withdraw from the internship placement after commencing?

Yes, a candidate is able to withdraw from the placement after signing the agreement; however, it is advised that the candidate should give a minimum 2 weeks written notice.

Discussions with the host and ANU supervisor should occur before withdrawing to ensure any issues are managed and concerns addressed. A reflection piece should be submitted via Wattle following any withdrawal.

Can I commence an internship after I submit my thesis?

Yes, this is possible; you would need to enrol in the SCNC8001 or HLMD9001 internship course prior to submission. However, you would not be eligible to receive any top-up scholarships or extension of their scholarship.

Once you submit your thesis, you would no longer be an active HDR candidate so any internship undertaken would need to be an employment arrangement directly with the host.

Candidates would need to check their insurance status, as you would no longer be covered by ANU insurance.

Paid vs Unpaid Internships

• Candidate and host sign an employment contract defining agreed deliverables. The host would usually own the IP and the candidate would be receiving a taxable salary paid directly to the candidates. Candidates should check the contract for payment of a  minimum wage , the  National Employment Standards  are met and the terms of any applicable  award  or  registered agreement .

Unpaid Internship :

• Once an internship placement opportunity has been identified (either self-sourced or via advertised opportunity), the candidate seeks approval from their Primary Supervisor and Delegated Authority (Associate Director HDR), and completes the “HDR Internship Application Form”. (This document forms the Commitment Agreement between ANU, Host and Candidate – important if candidate is within 18 months of commencement – see above.)
• Candidates email the HDR Internship Application Form (Commitment Agreement) to [email protected] .
• Host Placement Agreement (ST01)
• Student Placement Agreement form (ST02)
• Placement Details form (ST03)
• Host-Candidate Agreement (ANU document), or an Employment Contract (from the host), if the placement is a paid internship where the IP will be owned by the host and the candidate is receiving a salary.
• Once the paperwork has been approved and returned to the College ( [email protected] ) the candidate will be notified to change their enrolment details. The candidate should “Change their enrolment – add/drop coursework” through the ISIS Manage My Degree-HDR portal for GRO to enrol them in the SCNC8001 or HLMD9001 course for the duration of the internship program.

Undertaking an internship does not increase the duration of their program. PhD candidates are still expected to complete in 4 years. Whilst on their placement candidates are expected to continue to meet the progression milestones applicable to their research program.

SCNC8001 & HLMD9001 – assessment requirements

As part of the internship course, the candidate will need to provide a written report, a reflection piece and undertake an oral presentation to their host and ANU supervisors at the conclusion of the placement.

The written report and reflection piece will be submitted via the Wattle site for this course. The report can be submitted as a scientific report, a research paper, or another format approved by the host and ANU supervisors. (The College can provide a template if required.)

The oral presentation will be arranged by the candidate with the host to enable the candidate to present to a professional and academic audience at the host institution.

Finally, the candidate will complete the HDR Internship Data Form that will enable the university to report the internship details to the Australian Government as part of RTP requirements.

• Scholarships

General Internships can be considered for up to 3 months additional funding.  

In order to access this funding the candidate must complete the HDR Internship Data Form upon completion of the placement. Following confirmation of the internship eligibility, status candidates then submit the “Extension of Scholarship” eForm via ISIS, MMD-HDR and include details of the industry host placement and dates/duration. NB: Scholarship extensions are not available to candidates that have already received the maximum 4 years scholarship duration.

Candidates can continue to receive their HDR scholarship while undertaking the internship, provided the combined value of any internship top-up scholarship and any other top up scholarships they are holding is less than 75% of the annual ANU stipend scholarship (AGRTP, URS, ANU PhD or any other stipend scholarship).

Alternatively, a candidate can suspend their ANU scholarship for the period of the internship. Please note that suspending the scholarship without suspending the program will forfeit scholarship payments during the suspension period.

Supervision Arrangement during placement:

During the Internship, candidates will have an ANU supervisor and an Industry Partner supervisor. It is the candidate’s responsibility to find an appropriate ANU supervisor before the commencement of their Internship. The ANU supervisor does not have to be the candidate’s current Primary Supervisor and/or Chair of Panel, although this would normally be the case.  A meeting between the two supervisors and the candidate should take place within the first week of commencement of the placement to align expectations around the project.

The ANU supervisor should be someone who is familiar with and interested in the area of the Internship. They will form the link between the industry partner and the University and guide the candidate as an academic mentor throughout the placement. It is expected that the candidate organise consultation time with the ANU supervisor at least 4 times during the Internship. This can be through real-time meetings, or appropriate alternatives. The ANU supervisor is expected to uphold ANU policies and procedures regarding HDR progression.

The Industry Partner supervisor will provide the hands-on supervision and guidance in the workplace for the duration of the Internship, and guide candidates through the appropriate processes and any induction within the industry partner organisation. It is expected that the supervisor will provide regular feedback on the candidate’s progress, directly to the candidate as a form of professional development, and via monitoring from Science Internships.

The candidate may nominate an Advisor for their project, either from ANU or elsewhere, who may bring specialist knowledge that can help them with their placement. The Advisor does not take on an assessment role, but can contribute to these discussions as needed.

It is expected that the scholarship normally will be taken up by 31 March in the year for which it is awarded, although, subject to the approval of the prospective supervisor, Head of Department and Dean/Director, a later start date may be possible. ANU Extension provides an enhanced learning experience for Year 11 and 12 students in ACT schools and colleges. Study sciences, engineering, computing, mathematics, commerce and Asian studies at ANU while you're still in high school.

The ANU Extension program will conclude at the end of 2025 when our current contract with the ACT Government comes to an end. If you are a student who is already enrolled in ANU Extension, rest assured that your course is running as usual with no changes or disruptions.ANU looks forward to working with the ACT Government to develop new, equity-based programs that offer young people the opportunity to experience university and help meet our shared commitment to equity. ANU Extension students may receive credit towards a bachelor degree for the studies successfully completed through this program. ANU Extension courses can also contribute to a student's ATAR aggregate. 

Students who successfully undertake studies in ANU Extension and fulfill the academic requirements for their preferred program will gain tier 2 priority admission through the  Admission, Scholarships and Accommodation application system and may receive an early conditional offer of entry into an ANU bachelor degree program. Progression within and award of ANU Extension courses is dependent on meeting the revelant BSSS  and ANU course requirements. 

ANU Extension is only open to Australian domestic students . You need to be enrolled at an ACT college or school (government or non-government). College co-requisites for courses apply.
