What Is a Project Presentation?

A project presentation is a business activity that brings together stakeholders and team members to oversee a project from execution to completion. During a project presentation, one or two people present a document or slide deck with an overview of all the project’s details.

During a project presentation, the project manager highlights key data about the project initiation and planning activities, like the project scope, requirements gathering, a deliverable list, timelines, and milestones.

The first instance of a project presentation is right before the execution of the project itself. Then, during the project process life cycle, you present it again with timely updates and news about the progress.

Who is the audience of a project presentation? 

A project-related audience is made up of stakeholders – all individuals and entities that affect or are affected by the project’s existence.

Discuss the project presentation with team members that’ll work on the project so they know what’s at stake and what’s expected of them. They’ll need information like requirements, the roadmap, the work breakdown structure, and deliverables.

Stakeholders

Present your project to the stakeholders that can authorize resources and expenditures. Show them how the project will offer the solutions they want under the conditions they impose in a set amount of time. 

Stakeholders want to know details like project scope, budget breakdowns, timing calculations, risk assessments, and how you plan to confront these risks and be ready for changes. 

The Structure of a Project Presentation

Project presentations follow a standard structure covering all critical elements. Follow this guideline to ensure that you cover everything with the slides, the speech, and the discussion.

In the next section, we describe a project presentation structure you can build with SlideModel templates or working with our AI PowerPoint generator . As you will see, most sections in the structure are summaries or overviews of project management practices completed during initiation and planning. 

At the start of your presentation, add an executive summary slide . This section is meant to welcome the viewer to the presentation and give an idea of what’s to come. To differentiate your executive summary from the project overview that comes right after it, use the opportunity to place the project into context. 

In an executive summary , show how this particular project fits into the overall strategy for the company or the section it belongs to. If, for example, your project is about TikTok Marketing, offer information as to how it fits in the overall marketing strategy.

The project process model is the group of knowledge areas, processes, and their relationships that will guide the activities along the project lifecycle. The next slide should display the chosen project process model and explain how it’ll be carried out along the different lifecycle phases. Project process models examples include Waterfall, Scrum, and V Model for software development, and Business Process Modeling Notation (BPMN) and Swimlane for general business-related projects.

Process models are important for the team to understand execution processes. Stakeholders need to see the process model to understand the systematic process of activities and how long they will take. 

Use one slide for the model, show only high-level components, and offer details during the presentation if the audience asks for them.

The scope is a crucial element of any project and needs its own section in the presentation. The scoping process begins with requirements gathering and includes the creation of a work breakdown structure , an analysis of what’s in and out of scope, plus validation and scope management plans. 

One or two slides are enough to highlight key scope details in a dashboard-style layout mirroring the information on your project scope statement. Preferably, place the scope slides towards the start of the project presentation close to the process model and project resources.

Stages of a Project Scope

Every project needs resources, and that assessment must be included in the project presentation as well. In a general sense, all resources are what make up the overall budget for the project. In turn, you’ll need to show a budget breakdown that shows high-level resources.

Like many aspects of a project presentation, what you include depends on the industry you’re working for. Construction projects use constructors, materials, machinery, etc. Software projects use programmers, designers, software licenses, computers, etc.

Time is the main resource of any project. During project planning, the project management team estimates the required effort needed to complete the defined scope. Using the Project Process Model, Scope, and Resources, a plan is built. Present a roadmap to highlight the expected time for project completion and where each milestone falls along that line.

Roadmaps can be constructed with an infinite variety of visual layouts, from highly creative and illustrative to structured formats resembling spreadsheets and tables with color-coded roadmaps across the cells. Use one slide to show the roadmap highlighting time estimates, constraints, and projections. For updated project presentations, mark where the project is on the roadmap at that particular moment in time.

Every phase of the roadmap is broken down into action plans . Action plans list activities, their duration, allocated resources (human, material, and financial), and the relationship between activities.

Present your project activities plan with a Gantt Chart and a Costs Report. The Gantt Chart will show the activities to execute, how long they will take, and who (person or team) will be responsible for them. The costs reports will show how much the execution of activities will cost.

During the presentation, you’ll spend the most time on this section, as this is when and where your entire plan is outlined. To show more detail than the roadmap overview, use a few slides to show specific sections of the main Gantt chart and show key activities per phase or milestone.

All projects present risks, and to control them, they must be identified, assessed, evaluated, and mitigated . Visualize your risk assessment with a risk matrix and include it in the project presentation. 

Use this slide to explain to stakeholders how you plan to mitigate the identified risks. Share with team members what’s expected of them in order to keep the risks under control. Risk management is a critical component of project management and something stakeholders will always be looking at.

Controlling the quality of project deliverables is critical for positive project outcomes and continued success with the deliverable. This process is called quality control or quality assurance.

The project process model includes which quality control techniques the team will use and when. Some quality assurance (QA) techniques include statistical process control (SPC), Six Sigma, ISO 9000, and Total Quality Management (TQM). Use one slide to visualize the process and your plan to execute it.

Once the project starts, the project plan is a living entity and evolves over time. This section will need to be regularly updated with progress reports, performance KPIs, and status updates.

Across these slides, explain how activities will be monitored and deliverable outcomes measured. Show exactly how you will determine if the project is on course or has deviations. Visualize all execution activities with a Gantt chart to show the current progress. Use big numbers and data points to highlight performance metrics. Explain all monitoring activities for the execution phase using a calendar or schedule that shows on what days activities will take place and who is involved.

The Project Team 

When presenting a project, include a stakeholder map to describe the management team, the sponsors, the main stakeholders, and the implementation team or teams. Depending on the size of the project, this will be an org chart or multiple org charts across a few slides.

Why is it important to present the project team to the stakeholders and vice versa? So that everyone involved knows the other parties and their responsibilities.

Another use for the team slide or slides is to present the next person who will speak during the project presentation. This gives the audience some background on that person’s role in the project.

Case Study – Project Presentation Example

Using the structure we present above, we outlined a case study of a realistic project and how the project manager puts together the project presentation using SlideModel templates. The project presentation example is based on a complex project of building a bridge (Cline Avenue Bridge). For the educational purpose of this article, we are not delivering all the elements of the project presentation, as it is out of scope. Still, we illustrate the more representative slides of each section, show how to prepare a PowerPoint Presentation for a project and how simple it is to adapt the templates to the content that needs to be presented. As a disclaimer, all information we present is an adaptation and reinterpretation of the real project, modified by SlideModel to fit the use case learning goals. This information and presentation should not be considered a source of information related to the Cline Avenue Bridge Project.

In this slide, the presenter summarises the project highlights in a project charter style. The Project Manager can extend this introduction all over the project lifecycle, and the speech can jump from different knowledge areas without the need to change slides or get deeper into details. Specifically, in the Cline Bridge Project, the objective is narrated, the location is just mentioned and linked to a map for further details, and a set of important facts are presented (Building Information Modelling Process, Budget, Duration, Sponsor, and Constructor). Key Highlights of the final deliverable are listed (Segmental Bridge, Material Concrete, 1.7 miles of length and 46 feet of width)

Process Model

The Process Model slide illustrates the framework for the project lifecycle, processes, planning, and execution. In this slide, the Project Manager will describe the model and how it is tailored to the specifics of the project. In this case, for the development and construction of the Cline Bridge, the builder has defined the use of BIM (Building Information Modelling) as the process model. During this slide, the presenter can describe the lifecycle phases (Design, Production, Construction, Operation, and Planning) and drill down one level over the knowledge practices involved. For example, the initial stage consists of “Design”, which has two main knowledge areas, Conceptual Design, and Detailed Design. The project manager is able to explain this definition without the need to outline detailed processes and activities within them.

The Scope section of the presentation generally involves several slides, as the content layout is a list of “requirements.” Based on this fact, a table layout is suggested to make good use of space. It is important to avoid abusing the “list” and present the group of requirements rather than specific requirements. Otherwise, the project manager ends up transcribing the requirements document.

In this project presentation example, we present 10 groups of requirements traversing different stages of the project lifecycle. 

  • Design Standards: Bridge design must comply with local, national, and international design standards, including relevant engineering and safety codes
  • Load Capacity: The bridge must be designed to safely carry a specific maximum load, which would include the weight of the bridge itself, traffic, pedestrians, wind, and other factors.
  • Seismic Design: The design must account for seismic loads. 
  • Aesthetic Design: The bridge must be designed to meet certain aesthetic criteria aligned with the artists and architects.
  • Accessibility and Use Requirements: Requirements for pedestrian walkways, bike lanes, vehicle lanes, load restrictions for vehicles, clearance heights for boats if over a waterway, etc.
  • Regulatory Approvals: The project must secure all necessary permits and approvals from relevant local and national regulatory bodies.
  • Environmental Impact: The project must take steps to minimize its environmental impact during construction and the operation of the bridge, including implementing erosion and sediment controls.
  • Materials Simulation: Materials should comply with regulations and usage expectations for current and future expected requirements.
  • Site Preparation: The project must include preparation of the construction site, including any necessary land clearing or grading.
  • Foundations Construction: Foundations will need to support materials weight and traffic expected for the next 30 years.
  • Site Acquisition: Acquire site and terrain for building and logistics.

Building a bridge involves a high level of resource usage. In an executive meeting of a project presentation, the recommendation is to structure this section as a Financial table with only one level of detail. Further details are delegated to specific resources and cost analysis presentations.

The resources list presented is:

Project Roadmap

As explained earlier in the article, the project roadmap serves to offer a comprehensive overview of the significant milestones that will happen over the course of time. Given the magnitude of a bridge construction project and its prolonged duration, it is advisable, particularly for such extensive endeavours, to present a roadmap that aligns milestones with corresponding lifecycle phases in a discernible manner. This approach enables the audience to mentally envision the sequential progression of the construction process.

Aligned with previous slides, in the example we created a roadmap with the following high level milestones, and sub componentes:

As you can see, the Project Manager decided over a sequential roadmap, presented with little detail in timings, with start and end dates to picture dimension over the diagram.

Action Plan

In the bridge construction project of the example, there will be plenty of activity plans. All along the project several of these slides will be created and updated. The most suitable option for presentation tasks, durations, precedence relationship and resource allocation is the Gantt Chart Template. We present the first Quarter of the project, over the Conceptual Design Activities.

Project Risks

Risk management is an iterative process all over the project life cycle. When presenting your projects, the risks will vary depending on the progress over the roadmap. For this specific example we decided to present the risks being discussed during the Ideation stage, where the developer is exchanging risks with contractors and the company that will build the bridge.

Our suggested layout for this kind of information is a simple table, where the risks are clearly readable and visible, while the description is a hint for discussion rather than an in depth explanation.

It is very important to classify the presented risks, at least with two dimensions; “Impact” and “Probability”. This will generate quality conversations around them.

The quality control section of the project presentation may vary depending on the quality process adopted. For large scale companies with a uniform portfolio of projects , it is common to see a continuous improvement quality model, which iteratively builds quality over the different projects (for example software companies) For construction companies like the example, the situation is not different, and the quality control model is aligned with the specific building process model. In this specific case, the project manager is presenting the quality control process to be applied over the BIM model and the Quality Control process to be followed for the physical construction of the bridge:

Execution and Monitoring

During the project, several status meetings will be carried out. During the project presentation the manager can establish the pattern to be used along the project.

Portal Bridge rail replacement project is 50% done, on time and on budget, despite hurdles

KEARNY — Getting to the 50% completion mark on the new $2.3 billion Portal North Bridge — and getting there on time and on budget — required overcoming myriad challenges and, for some, debating who has accrued the most gray hairs.

“Tony, I have the most gray hair, you’re getting a few, and I hate to tell you, Kris, in another five, six years we’ll do a before-and-after picture, but thanks so much for stepping up,” joked Kevin Corbett, CEO and president of NJ Transit, the agency leading construction of the new rail bridge that spans the Hackensack River between Kearny and Secaucus.

It will be a taller, fixed-span replacement for the 114-year-old swing span that has been prone to getting stuck in recent years, causing major delays to NJ Transit and Amtrak trains headed in and out of Manhattan.

Corbett's gray hair quip Monday was directed at Tony Coscia, chairman of Amtrak’s board, and Kris Kolluri, CEO and president of the Gateway Development Commission.

The three are among the officials who have spent years, in some cases more than a decade , trying to improve the most critical chokepoint of the Northeast Corridor, which includes replacing the Portal Bridge and repairing the equally old Hudson River rail tunnel, as well as constructing a new two-track tube.

Aging infrastructure, growing delays

The gray hairs that went mostly unmentioned Monday were those of the commuters who must deal with more unpredictable delays and other frustrations of commuting on the busiest stretch of rail in the country — one that has not received the proper investment in recent decades to prevent delays and outages.

In 2023, NJ Transit canceled 870 trains because of Amtrak-related issues , due to signal problems and the Portal Bridge getting stuck or, during a particularly bad stretch last summer , because aging infrastructure and wires failed, causing major electrical outages. This was worse than 2017, when multiple derailments around New York Penn Station forced Amtrak to undergo weeks of emergency repair work, known as the infamous “Summer of Hell.”

“Amtrak does continue to — and it does it out of necessity — invest in upgrading and trying to maintain the systems that we know are going to be replaced, and that includes the Portal Bridge,” Coscia said.

“People have kicked the can down the road for way too long, so the real explanation for why we’re in this situation is the unwillingness in decades past for people to face up to the responsibility to make these investments — and now that we’re making them, we can’t ignore the operating needs on a daily basis,” he said.

Bureaucratic malaise, poor relationships between the involved agencies and questions about who is paying for what are among the many reasons a bridge that has more than 400 trains cross it on a daily basis had to wait well past its 100th birthday before construction began to replace it.

“I’m one of the people who can remember when we started conversations about replacing Portal Bridge and all the headwinds that we faced, and all the people who said you’re not going to be able to get that done, it’s too complicated, it’s too much money,” Coscia said, noting that a lot has changed since then.

“We are transforming the way train travel happens in the U.S., we are creating a level of mobility for New York City rail that has not existed for decades in this country, and that is because of the leadership that has been willing to make that kind of investment,” he said.

Much of the credit for the historic levels of investment in transit and rail goes to the Infrastructure and Investment Jobs Act, the hallmark $1.2 trillion funding package of President Joe Biden’s administration. But the kick-start to the first phase of the $18 billion Gateway program was the Portal Bridge replacement project, which received a green light under the Trump administration after New Jersey Gov. Phil Murphy ponied up $600 million in state funding to get the grant application over the finish line.

“When I think of six-plus years ago when I arrived with NJ Transit in full crisis mode, facing a world of immediate problems, I think we were at war with Amtrak before that, a world of pain, but in talking with Governor Murphy … he particularly wanted to get Gateway moving again, and particularly where we were could help out and get that moving again, and that was starting with Portal North Bridge,” Corbett said.

It was because of improved relationships and partnerships between the agencies and assistance from legislative leaders in Washington that they were able to accomplish that and the success of the project so far, Corbett added.

“We are truly in a Goldilocks zone — we will never have an opportunity like this ever again where the federal resources and the state resources have come together and advanced critical projects that have languished for 20, 30 years,” said Kolluri, who was New Jersey’s transportation commissioner in 2010 when then- Gov. Chris Christie canceled the original program to construct new rail tunnels, which would have been completed by now. “The fact that we’re here celebrating this milestone that kicks off many projects to come is something we should grab a hold of and should capitalize on.”

Corbett said he thinks the project could get done under budget before its intended completion in 2026. Though the project so far is on track, Amtrak has had to dip into the contingency portion of its contribution to address higher labor costs that arose from an exponential increase in the need for track outages because of the project, according to a recent audit report released by Amtrak’s Office of the Inspector General.

NJ Transit’s former construction manager also sued the agency, alleging in a whistleblower lawsuit that there was an increased need for outages because of ground settlement issues that he raised red flags about but says were ignored.

“Every mega project has different challenges, and we have the team, we’ve gotten this far, I have no doubt the collective team … will deliver this,” Corbett said.

A May 5 Facebook post ( direct link , archive link ) shows a picture of a viaduct over the Fresno River.

“This stretch of bridge right here in California was just completed and cost get this 11 billion dollars!” the post reads. “Also took just 9 years. Will be used for high-speed rail.”

The post was shared more than 2,000 times in nine days.

The California High-Speed Rail Authority said it can't provide a specific cost for the bridge in the picture, but it's not in the billions. The agency says it has paid out $2 billion on a contract for a 32-mile stretch of projects that included this viaduct and more than a dozen other projects.

Claim overstates delays, cost overruns

California’s effort to build an electric high-speed rail line – cruising north of 200 miles per hour in some stretches – is well off original estimates of completion time, scale and cost .

The system was planned to cover 500 miles from San Francisco to Los Angeles for $33 billion and be operational by 2020 . But the full buildout is now projected to cost as much as $128 billion , according to the authority. It is prioritizing getting an initial 171-mile stretch in central California operational in the early 2030s . And the project is significantly underfunded.

Yet those cost overruns and delays are far less than what is claimed in the post. It is impossible for the Fresno River Viaduct , the 1,600-foot-long structure pictured in the post, to cost $11 billion, based on publicly available information.

Augie Blancas , a spokesperson for the California High-Speed Rail Authority, said the body cannot break out a cost for the viaduct alone because it is part of what the authority called the first “significant” construction contract awarded for the 32-mile central California segment, and that entire package of projects has not been completed yet. However, he noted the authority has approved about $2 billion worth of invoices for that package .

That matches up with the amount the package's design-build contractor lists on its website for the same package, which it says includes "12 roadway/railroad grade separations, two mainline viaducts, one tunnel, realignments of existing railroad tracks, utility relocations, roadway relocations, two trench sections and a major river crossing over the San Joaquin River."

Since the whole package has cost $2 billion to date, it is impossible for the viaduct alone to have cost $11 billion, Blancas noted.

The $11 billion figure may have come from a projection on the rail authority's website, where the body said it expected spending on the entire system statewide between July 2006 through June 2023 to total $11.2 billion. Blancas pointed to a more recent report that showed the authority had spent $12.4 billion as of the end of February 2024. The Fresno River Viaduct is among 45 structures the authority says it has completed around the state, with another 33 underway.

The post also gives a significantly inaccurate timeline for the span’s construction.

The viaduct was built between 2015 and 2018 , according to the rail authority’s website. The start of construction was reported on in 2015 by KFSN-TV. It is possible the claim stems from the authority sharing a photo of the viaduct recently on social media.

Dogecoin creator Billy Markus was among those lampooning the rail authority celebrating the project, and his wording in a May 3 post matches the false claim in the Facebook post two days later.

"This is the most remarkable human achievement ever, 1600 feet of high speed rail after 9 years and 11 billion dollars," he wrote in a post on X , formerly Twitter. "It takes about 5 minutes to walk 1600 feet so a high speed rail for that is a really big deal."

WHAT YOU NEED TO KNOW:  The Governor’s revised budget proposal closes both this year’s remaining $27.6 billion budget shortfall and next year’s projected $28.4 billion deficit while preserving many key services that Californians rely on — including education, housing, health care, and food assistance.

SACRAMENTO – Governor Gavin Newsom today released a May Revision proposal for the 2024-25 fiscal year that ensures the budget is balanced over the next two fiscal years by tightening the state’s belt and stabilizing spending following the tumultuous COVID-19 pandemic, all while preserving key ongoing investments.

Under the Governor’s proposal, the state is projected to achieve a positive operating reserve balance not only in this budget year but also in the next. This “budget year, plus one” proposal is designed to bring longer-term stability to state finances without delay and create an operating surplus in the 2025-26 budget year.

In the years leading up to this May Revision, the Newsom Administration recognized the threats of an uncertain stock market and federal tax deadline delays – setting aside $38 billion in reserves that could be utilized for shortfalls. That has put California in a strong position to maintain fiscal stability.

“Even when revenues were booming, we were preparing for possible downturns by investing in reserves and paying down debts – that’s put us in a position to close budget gaps while protecting core services that Californians depend on. Without raising taxes on Californians, we’re delivering a balanced budget over two years that continues the progress we’ve fought so hard to achieve, from getting folks off the streets to addressing the climate crisis to keeping our communities safe.” – Governor Gavin Newsom

Below are the key takeaways from Governor Newsom’s proposed budget:

A BALANCED BUDGET OVER TWO YEARS.  The Governor is solving two years of budget problems in a single budget, tightening the state’s belt to get the budget back to normal after the tumultuous years of the COVID-19 pandemic. By addressing the shortfall for this budget year — and next year — the Governor is eliminating the 2024-25 deficit and eliminating a projected deficit for the 2025-26 budget year that is $27.6 billion (after taking an early budget action) and $28.4 billion respectively.

CUTTING SPENDING, MAKING GOVERNMENT LEANER.  Governor Newsom’s revised balanced state budget cuts one-time spending by $19.1 billion and ongoing spending by $13.7 billion through 2025-26. This includes a nearly 8% cut to state operations and a targeted elimination of 10,000 unfilled state positions, improving government efficiency and reducing non-essential spending — without raising taxes on individuals or proposing state worker furloughs. The budget makes California government more efficient, leaner, and modern — saving costs by streamlining procurement, cutting bureaucratic red tape, and reducing redundancies.

PRESERVING CORE SERVICES & SAFETY NETS.  The budget maintains service levels for key housing, food, health care, and other assistance programs that Californians rely on while addressing the deficit by pausing the expansion of certain programs and decreasing numerous recent one-time and ongoing investments.

NO NEW TAXES & MORE RAINY DAY SAVINGS.  Governor Newsom is balancing the budget by getting state spending under control — cutting costs, not proposing new taxes on hardworking Californians and small businesses — and reducing the reliance on the state’s “Rainy Day” reserves this year.

HOW WE GOT HERE:  California’s budget shortfall is rooted in two separate but related developments over the past two years.

  • First, the state’s revenue, heavily reliant on personal income taxes including capital gains, surged in 2021 due to a robust stock market but plummeted in 2022 following a market downturn. While the market bounced back by late 2023, the state continued to collect less tax revenue than projected in part due to something called “capital loss carryover,” which allows losses from previous years to reduce how much an individual is taxed.
  • Second, the IRS extended the tax filing deadline for most California taxpayers in 2023 following severe winter storms, delaying the revelation of reduced tax receipts. When these receipts were able to eventually be processed, they were 22% below expectations. Without the filing delay, the revenue drop would have been incorporated into last year’s budget and the shortfall this year would be significantly smaller.

CALIFORNIA’S ECONOMY REMAINS STRONG:  The Governor’s revised balanced budget sets the state up for continued economic success. California’s economy remains the 5th largest economy in the world and for the first time in years, the state’s population is increasing and tourism spending recently experienced a record high. California is #1 in the nation for new business starts , #1 for access to venture capital funding , and the #1 state for manufacturing , high-tech , and agriculture .

Coalition's criticism of tax breaks for critical minerals projects is 'anti-Western Australian', Premier says

Proposed tax breaks designed to encourage the next boom in critical minerals have been rejected by the Coalition as "billions for billionaires", sparking a war of words between Opposition leader Peter Dutton and Western Australia's premier.  

The federal government's $7-billion plan to provide a 10 per cent tax credit over the next decade to companies undertaking downstream processing was announced in Tuesday's budget. 

It hoped the incentives, which were part of the government's $22.7 billion Future Made in Australia package that includes green hydrogen, would see the emergence of new projects across the country.

Federal Opposition Leader Peter Dutton said critical minerals projects should be able to stand on their own.

"We don't support it," he told ABC News Breakfast .

"The Prime Minister is giving billions and billions of dollars to billionaires and we've got families living in tents and cars.

"I just think people like Clive Palmer, [Andrew] Twiggy Forrest and others are great business people, they know how to milk a pretty weak government, and I think that's what they're doing at the moment.

The soundbite, "billions for billionaires", belongs to Opposition treasury spokesperson Angus Taylor, but Mr Dutton made the party's position clear. 

"We support them [critical minerals projects], but not with taxpayers' money, splashing billions of dollars at a time when the government has created an economic crisis for families and a housing crisis for millions of Australians," he said.

Criticism is 'anti-Western Australian'

WA Premier Roger Cook described the Coalition's criticism as "anti-Western Australian".

"It's about creating jobs … it's about continuing to make sure that we make stuff in Australia," he said. 

"Quite frankly, it's anti-Western Australian, and the Liberal Opposition have to now explain why they are opposing the key feature of this budget, which will benefit WA."

WA's Mines Minister David Michael said it showed the Coalition was out of touch with the state.

"The federal Liberal Opposition does not get WA, the federal Liberal Opposition doesn't get our mining sector, and I'd call on them to reassess their position and to provide certainty to those many producers and proponents who are looking to produce here in Western Australia," he said.

WA Liberal Leader Libby Mettam said the state party would support the measure.

"It's something that I will raise with my federal colleagues," she said.

"We are committed to job and industry and new industry in Western Australia and that is my position."

WA federal Liberal MP Rick Wilson also broke party ranks in support of the scheme.

There are 31 metals listed on the federal government's critical minerals list , but nickel was only added in February following mine closures and mass job cuts in WA.  

Mr Wilson's motivation for supporting the government's plan is clear as thousands of jobs are on the line in his O'Connor electorate, where mining giant BHP is weighing up the future of its loss-making Nickel West division. 

Nickel West includes the Kalgoorlie Nickel Smelter, which has been operating since 1973.  

"It won't come in until 2027, so I'm not sure that it's going to come in time for our nickel producers and, of course, you've actually got to be making a profit to be able to utilise the tax credit," Mr Wilson said.

"Good on the government for taking some action to keep those nickel producers going in the face of competition from cheaper nickel out of Indonesia."

Legislation won't be rushed

Speaking on ABC Perth on Wednesday, federal Resources Minister Madeleine King described the tax incentives as "the most significant investment in the resources sector of any Commonwealth government". 

She said new legislation for the tax credits would not be rushed to prop up WA's embattled nickel sector, which was hit again last month with the closure of the Ravensthorpe nickel mine.

"We need to make sure this is done right," Ms King said.

"I know that might be difficult for nickel right now, but there are a lot of companies mining right now that aren't processing yet, and this will drive investment into the processing side of things.

"You can't flick a switch on this stuff overnight, as much as we might want to.

"We are sending a signal right now to investors right around the world to make sure they know Australia, and particularly Western Australia, is the perfect place to invest if they want to invest in critical minerals and a green energy future."

Miners welcome new incentives

Two Perth-based companies that are developing WA nickel mines, both of which have earned major project status from the federal government, believe the tax incentives may be transformative for the sector.

Andrew Penkethman is from Perth-based Ardea Resources, which is developing the $3 billion Kalgoorlie Nickel Project, and says the tax incentives will make Australia more cost competitive.

Mr Penkethman was in Sydney on Wednesday spruiking his company's joint venture deal with a Japanese consortium to spend $98 million on a feasibility study that would take the project to the brink of a final investment decision.

He said the benefits to the national economy through job creation, wages and state royalties, far exceeded the cost of the tax credit.

"It will be of significant benefit and will help make the Australian critical minerals sector more cost competitive with our international peers," Mr Penkethman said.

Paul Kopejtka, from Alliance Nickel, which was developing the $1.2 billion NiWest nickel-cobalt project near Leonora, said the incentives would attract overseas investors.

"It's an absolute shot in the arm because this will boost investment. There's no doubt," he said.

"It doesn't really help the current nickel operations in WA, but I think what the federal government are targeting are those future critical minerals projects."

The major items inside Richmond's $2.9 billion budget for 2025

Richmond City Council unanimously decided Monday night to pass a $2.9 billion budget for the upcoming fiscal year.

Why it matters: The spending plan is funded, in large part, by Richmonders' taxpayer dollars.

The big picture: $1 billion of that is in the General Fund, the most flexible spending source. The rest is dedicated to specific projects.

The intrigue: City Council removed $2.5 million to demolish the Richmond Coliseum and transferred $2 million of that to RPS, increasing its total schools allocation to $239 million — slightly short of the School Board's ask of $246.5 million in city funds , but the largest contribution in city history.

  • The change happened after RPS employees called on council members to fully fund schools, reports VPM .
  • A new financing strategy for the Diamond District , which City Council adopted last week, also added $24 million back to the budget.

Where some of the $24 million went:

🏗️ $10 million for Southside Development Project.

🚔 $7.7 million to replace Richmond Police's First Precinct.

🚒 $1.4 million to replace a Bellemeade Fire Station.

What stayed the same:

🤑 The city's real estate tax of $1.20 per $100 per assessed real estate value.

⛑️ Richmond City Health Department's $4.6 million budget.

What increased:

📚 Richmond Public Schools' operating budget from last year, up $17.8 million.

📈 City employee pay, up 4% with a guaranteed $20 minimum wage.

👮‍♀️ Sworn police officers and firefighters salary, up about 7%.

Major projects

🚴‍♀️ $21 million in new bike lanes and street and sidewalk improvements.

👀 $13 million for the Shockoe Project.

Orleans town meeting voters passed highest town budget ever. Here's what you need to know.

Orleans town meeting Monday night passed its highest town budget ever at $51 million.

The number included $12.9 million for three school budgets, a $9 million reconstruction of Rock Harbor’s commercial wharf , $150,000 for a new library grant application and several articles for expanded housing and future town projects.

Almost all 50 articles on the newly formatted warrant passed, but not without plenty of questions and comments from voters, as well as finance committee members, during a four and a half hour meeting that started with more than 600 voters and ended with less than 300. One major finance article to fund the Affordable Housing Trust Fund at $512,000 for the year was defeated, 166-341.

Housing Trust Chairman Alan McClenon explained pending legislation that would increase the eligibility of one-third of the workforce for more affordable housing in the town where the average house price is now $1.1 million. The current rules limit the qualified resident to 80% of the area median income while the new legislation would increase the median to 200%. He also listed the many new affordable housing projects that bring the town over the 10% required by the state.

Finance Committee member Lynn Bruneau spoke for the committee’s minority of two, urging the voters to wait for the pending legislation or the fall town meeting.

Why was the Orleans budget so high?

Two Finance Committee members also voted against the fiscal 2025 town operating budget, including Ed Mahoney, who noted the first $50 million budget and increases averaging 7% a year for the last three years.

“The budget increases faster than income, making Orleans more costly and less affordable,” he said, especially for the most vulnerable residents. He urged a no vote.

Several residents also expressed shock at the double-digit increases, and one asked if town officials had tried to keep the budget at a 5% increase. Town Manager Kim Newman responded that the new budget format looks larger because it includes the three school budgets for the first time and other budgets that weren’t previously included. She said many of the increases also are due to contractual obligations.

However, many voters spoke against the budget with one man saying the three years of increases will double the tax bills in five or six years. Despite the objections, the total town operating budget passed, 422-155.

Town manager gets a nod of approval

Finance Committee Chairman Nick Athanassiou voiced praise for the changes made by Newman in her first year as town manager and for the new look of the budgets and warrant.

“She kept us busy with new ideas,” he said. “This is new to the finance committee. We feel more informed than at any time and it’s very welcome.”

The committee split recommendations on six articles and were unanimous on 40, Athanassiou said.

The Rock Harbor wharf project drew only positive comments from commercial fishers, other residents and officials, pointing to its role as the only working commercial harbor in town and a draw for residents and tourists.

“The harbor is part of our history,” Select Board Chairman Michael Herman said, noting the design and permitting took many years.  

The approval will require a Proposition 2 ½ override to be voted on at the town election on May 21, Finance Committee member Tony Pearl said, while supporting the article.

“If we don’t, we’ll have an eyesore. It makes sense to reinvest.”

The project could get a $3 million state grant that would reduce the cost. The project is slated to begin on Oct. 24. The vote that required a two-thirds majority was 575-24.

The 30-year capital improvements plan also drew objections. Finance member Ed Mahoney said he is concerned about 18 projects with town debt totaling $224 million or $14 million annual debt service. The total of improvements requested for fiscal 2025 of $19 million passed 420-187.

Vote paves way for a path to Nauset Beach

An article that asked for $85,000 to fund a multi-use path from Main Street to Nauset Beach on Beach Road, drew both pro and con comments from residents of that area.

“We envision this as important to the neighborhoods along Beach Road,” Alice Thomason Van Ooot, Planning Board chairwoman and the advisory committee on the proposal, said.

Four design options will be put forth.

Several Beach Road residents were worried how the project would affect their properties and urged a postponement or a no vote. However, Libby Callahan of Beach Road strongly supported the article, pointing to the dangers to pedestrians and cyclists on the heavily-trafficked road. The article passed 332-69.

A Skaket Beach management plan funded by $80,000 in free cash passed on a voice vote as did a design for Depot Square at $70,000. A proposal to establish new guidelines for the Early Education and Care Program that would allow more families to receive tuition help for children under 3 and over 4 drew some questions but passed 210-73.

Six zoning bylaws on expanded housing opportunities passed by two-thirds majorities. An approved Eldredge Park Way campus study costing $150,000 would focus on a future fire station, elementary school and other community facilities.
