Applications are invited for the above temporary full-time post working in the laboratory of Dr Chris Staples, within the North West Cancer Research Centre in the North Wales Medical School. Research in the Staples laboratory is centred around DNA repair and the replication stress response, and is currently supported by UKRI, North West Cancer Research and Cancer Research Wales.

The successful candidate is expected to commence as soon as possible and the post is available until 31st March 2025 in the first instance. The appointee will be a highly motivated individual with laboratory experience, and an undergraduate degree in a life sciences discipline. Duties will include the generation of publication-quality scientific data, and the provision of support in the day-to-day running of the laboratory including ordering of reagents and supplies. The role also requires good planning and organisational skills, and to communicate professionally and effectively with other team members. Candidates should be educated to degree standard (or equivalent) and have previous laboratory experience.

This role will be located on campus at Bangor.

What does a Project Support Officer do?

The Project Support Officer is responsible for the coordination and delivery of a business project, working closely alongside the Project Manager. The PSO organises the planning and execution of a project which includes scheduling tasks, risk and progress management, liaising with stakeholders, as well as monitoring finances and controlling budgets.

A PSO acts as the driving force and has a direct impact on the efficiency and overall success of the project. This requires excellent communication, organisational skills, logical thinking and problem solving.

Roles and Responsibilities of a Project Support Officer

Working as a Project Support Officer brings new tasks and challenges on a daily basis. Some of the main duties and responsibilities you can expect while working in the filed include:

  • Reporting on progress, resources, finance or costings
  • Overseeing projects, mitigating risks and solving issues
  • Quality assurance, for example through collating data, auditing or compliance checks
  • Scheduling meetings and setting agendas for the project team
  • Internal and external stakeholder management
  • Updating project records

A Day in a Life of Project Support Officer

We caught up with some of our consultants on-site to ask them about their experience, and the different roles and responsibilities that they have working in Project Management.

1.   What is your current role on-site and what do your daily activities involve?

Chloe: My current role is Member of the Office of the CIO at an international airline company. I work in a small team and my daily activities involve engagement with stakeholders, governance of the IT department, risk management and implementing changes that the CIO requires.

Loay: I have been working with a client in the public sector for three years now. I started as a Planner and Risk Manager and worked my way up to becoming a Project Manager. No two days are the same around here as projects vary a lot in size, complexity and technology used. My current day-to-day activities involve leading Agile project teams to deliver critical IT projects. This includes holding daily Scrum meetings, planning, risk and dependencies management, and stakeholder management.

Erica: I work as a Project Support Officer and my main focus is on risks, issues management and interventions. I engage with project and programme teams on a daily basis to guarantee compliance to the project framework and ensure that the right level of assurance is provided to the Programme Board. I manage portfolio dependencies, identify risks and issues to delivery, after which I develop and implement appropriate risk mitigation strategies.

2.   What new skills did you learn during your work placement?  

Chloe: I have learnt many cross-functional skills that I can use for any role I want to pursue. I now know how to implement change on a large scale and how to work following Agile methodologies. I have also learned how to develop my skills and knowledge on the job in order to pursue my career path goals.

Loay: I have worked on a variety of projects and learned how to operate in both Waterfall and Agile environments. I have gained the confidence to plan, manage project risks and lead teams to deliver successful products.

Erica: I learned a lot about risk and issues management as well as how to approach, manage and communicate with the different stakeholders within the organisation.

3. Can you tell us about an exciting project that you’ve worked on?

Chloe: We have recently implemented a new risk management process across the whole IT department, including all operating companies. Although it was challenging at first, understanding how to identify, treat and accept risks across many different levels has been interesting and has really developed my knowledge of IT risks.

Loay: In my previous project, I was working on replacing a 30-year old system within the organisation, aiming to remediate the system to a more modern code and platform. The outcome of the project was enabling the continuation and enhancement of the services that we provided to citizens. Currently, I am working on the organisation’s contact centre and leading on various projects, such as introducing new capabilities, developing a new Information Management System and a self-service payment line.

Erica: I am currently supporting the organisation in planning for recovery from the COVID-19 pandemic. I am working for the Strategy and Recovery team and producing the Recovery Plan, for which I have set up a reporting structure to ensure timely updates are sent to the Board.

4. What do you enjoy the most about your role?

Chloe: I have really enjoyed being part of a small team, while also having the chance to collaborate with the whole IT department. I have worked alongside very senior people, which has increased my network and gave me a better understanding of the IT department as a whole. ​It has been a great experience so far.

Loay: I enjoy the constant collaboration with various teams across the department. Being able to lead deliveries all the way from concept to going live, coupled with the fact that no two days are the same, makes it a great role!

Erica: Every day is different – I face a lot of challenges, which then I get the satisfaction to overcome.  I also had the chance to meet a lot of amazing and supporting colleagues.

What Does a Project Officer Do?

In general, project officers handle the busy work and take that off the plate of the project manager. This allows the project manager to focus on more important tasks, but that doesn’t mean a project officer’s responsibilities are trivial. In fact, they’re crucial to the success of the project .

Helps With Research

Critical work such as research falls on the lap of the project manager. That research could be on the best technology to execute and track the project or it might be focused on the resource requirements for the project. This, again, frees the project manager to review what the project officer has found and make an executive decision.

Project managers have many duties and the project officer is there to assist as needed. This can mean that they help the project manager create a project proposal to ensure that it’s thorough and convince sponsors that they should approve the project.

Assembles the Project Plan

Once a project has been approved, the project officer will help the project manager with the project plan . The project plan is an important document, one that covers everything from organizing tasks into a viable schedule to determining which resources will be needed and creating a budget.

After planning is done, the project officer coordinates the project schedule with team members. That could mean charting their availability, vacation, PTO and holidays to make it easier for a project manager to make assignments.

Executes Administrative Duties

There are basic administrative duties, such as taking notes during meetings to provide project documentation. They’ll also upload project documentation to project management software and create resource lists and guidelines for the project team, according to the project plan.

Project officers also help the project manager by tracking the team’s progress as they execute their tasks. This helps the project manager know if the project is moving forward as planned or if there needs to be some adjustments made to time, cost or scope to get back on track.

Oversees Reporting

Reporting is another responsibility for project officers. They’ll gather data and generate reports on the project’s progress and performance for the project manager. These reports help the project manager guide the project to successful completion and update stakeholders.

Other duties can include testing project results, taking part in a post-mortem to discuss what went right and what went wrong during the project to learn from their mistakes. Then there are other tasks that a project manager might ask for help on.

Project Officer Job Description

Now that we understand what a project officer is and what they do in a project, the question remains: Do you need a project officer? If the answer is yes, then you’re going to want to post a job description that touches on all the bases in order to attract the best person for the job.

The job description for a project officer should begin with a summary overview of the position. Then you’ll want to list all the duties and responsibilities associated with that position. There are likely requirements and qualifications that an employer would prefer and those should also be included. Then end with the education requirements.

What Is the Average Salary for a Project Officer?

Project officers make a good living. Their salaries vary depending on experience and location. On average in the United States, a project officer can expect to earn $73,666. Their base salary can be a bit lower, in the high $60,000, but is often boosted by additional pay, such as bonuses, to meet the salary of low $70,000 per year.

The range of salary for a project officer can be anywhere from $43,000 all the way up to $122,000 annually. Again, this is based on a number of variables. Some of the top-paying companies for project officers include the armed forces of the United States and the US Department of Health and Human Services.

Project Officer vs. Project Manager

The project officer and the project manager work together, but their jobs are different. We’ve already discussed what a project officer is and the confusion is understandable. Many if not all of the tasks listed as the responsibility of a project officer are often the same as a project manager’s.

The difference lies in the project. If the project is small, then the project manager is likely to do everything a project officer does. There’s no need to hire a project officer. The project can’t afford one or the project manager has the means to fulfill the duties of both positions as the project officer is really an assistant.

A project manager is responsible for the project, but the project officer, if one is employed, is more focused on the day-to-day operations of the project. The project manager is a leader and will delegate tasks to the project team, including the project officer. The project officer has some authority but usually must go through the project manager, certainly for any weighty matters.

The Angevin Research Group in Economics and Management (GRANEM) and the Jean Bodin Research Center (CJB) are recruiting a full-time research engineer on a fixed-term contract to participate in the SCAENA and VSEG research programs. These programs are supported by the University of Angers and funded by the National Research Agency. The position is to be filled in January 2023 (specific date to be discussed).

At Granem, the SCAENA project (2020-2023) is led by Dominique Sagot-Duvauroux, professor of economics, and focuses on the cultural development of territories. It aims, based on the concept of "stage" to analyze the complex embeddings that operate between a cultural and artistic offer located, the presence of start-ups or creative entrepreneurs, urban configurations and the social organization of a territory. He questions the conditions of emergence, visibility and development of artistic scenes. It involves the following partners:

University of Angers (coordination), EA GRANEM, Angevin Research Group in Economics and Management; University of Nantes, EA LEMNA, Laboratory of Economics and Management of Nantes; National Schools of Architecture of Nantes and Grenoble, UMR AAU, Atmospheres, Architectures, Urbanities: University of Grenoble, UMR PACTE Public Policies, Political Action, Territories; University Paris 3, EA CIM Communication, Information Media; University of Texas; Paul Valéry University, Montpellier; the Observatory of Cultural Policies of Grenoble.

At the CJB, the project "sexual violence and childhood at war" (VSEG, Oct.22-Oct.25) is directed by Bérangère Taxil, professor of international law. Children are victims of sexual violence in armed conflicts, for various reasons related to war strategies. It is a question of understanding the different current forms of this violence, in order to then identify the difficulties of law and international justice to deal with it. The aim of the project is to contribute to the fight against impunity, by identifying how to better prevent acts, punish those responsible and allow reparation for victims. The project is co-directed by Isabelle Fouchard, CNRS researcher in international law at the Sorbonne and Adelaide Blavier, professor of psychology in Liège, Belgium. It brings together the members of the Mukwege Chair (psychologists, doctors, economists, lawyers) and the network of researchers of the "Enjeu[x]" program led by Yves Denéchère, history professor. A post-doctoral researcher in international law accompanies the project.

The International Institute for Environment and Development (IIED) is a policy and action research organisation promoting sustainable development and linking local priorities to global challenges. We are based in London and work on five continents with some of the world’s most vulnerable people to strengthen their voice in the decision-making arenas that affect them. With more than 170 members of staff working with associates and partners around the world, IIED has been at the forefront of evidence-based policymaking in sustainable development for over 50 years.

Focusing on five countries - Nepal, Kenya, Tanzania, Madagascar and Bolivia - the Scaling up Equitable Governance Project will scale up action for more equitable governance of Protected and Conserved Areas, building capacity and enabling conditions to ensure equitable governance becomes a cornerstone of conservation policy and practice.

We are now seeking a Technical Support and Research Officer to join the IIED Team on this project on a full-time or part-time, permanent basis.

This is an exceptional opportunity for an international conservation/development professional with experience working on governance, equity and human rights in natural resource management and/or nature conservation to join our global organisation.

As a Technical Support and Research Officer, you will provide technical support to our NGO partners in each country to:

1. Facilitate the assessment of governance and equity of protected and conserved areas (PCAs) by site level actors using our SAGE tool. 2. Provide technical support to site-level actors to plan and implement actions to improve PCA governance and equity. 3. Develop and test additional tools and modifications to improve SAGE. 4. Develop and deliver training modules to build knowledge and skills of conservation practitioners and site-level actors to improve PCA governance and equity. 5. Facilitate a PCA governance community of practice at national level for peer-peer learning between conservation practitioners in government, NGOs and community-based organisations.

To be considered as a Technical Support and Research Officer, you will need:

- Excellent understanding of issues related to equity, governance, IP&LCs, and rights based approaches in conservation and natural resource management (NRM) - Experience working on community-based approaches to nature conservation/NRM - Experience of working in developing countries, including in remote rural areas - Experience working with international partners to deliver complex projects - Good working knowledge of either French or Spanish will be an advantage

The closing date for this role is 31st May 2024. Interviews of shortlisted candidates will be held on Monday June 17th. As part of the interview process, shortlisted candidates will be expected to prepare a presentation.

IIED is a hybrid working organisation and you are likely to be working from home most of the time. As such, you will need a suitable place to work and a reliable, fast internet connection.

This role is also open to those who live outside the UK, as long as you have the right to work in the country you wish to reside in and the time difference between your country and GMT/UTC does not exceed six hours.

The salary range advertised in GBP is applicable in the UK only, and the salary offer in another country would depend on the local terms and conditions. We only use the UK salary structure to determine starting salaries, but it will not apply to salaries outside the UK thereafter.

Late payroll accounting adjustments will not be processed after July 1

Beginning July 1, 2024, payroll accounting adjustments (PAAs) will no longer be processed for past certification periods. This means that:

  • Once certified, effort will be considered final.
  • Salary cost transfers must either be processed prior to issuance of effort certification documents or corrected during the certification process. For example, researchers must correct effort for: September-December by the end of January; January-May by the end of June; and June-August by the end of September. If effort for a past period isn’t certified, it is an unallowable cost.

Effort is heavily scrutinized by sponsors and auditors as it makes up the highest percentage of charges to sponsored projects. Retroactive corrections to effort charges after certification is often an indication of poor award management. Penalties for violations or findings of weak institutional controls can be significant.

PAAs submitted after certification and PAAs adjusting effort that occurred before the most recent certification period will be denied and uncertified effort will be billed back to the investigator’s department, consistent with processes for all unallowable expenditures. 

Other effort reporting practices to avoid:

  • Overly precise requests, such as changing an appointment by 17.346% for one month in the past.  Such precision is not required since in signing an effort report, the signer is acknowledging that the payroll distribution ‘reasonably’ reflects the activities for which the employee was compensated during the reporting period.
  • Moving effort from one sponsored award to another because the second was not yet in place.  Instead, PIs should either request a preliminary project when the effort begins or charge effort to department funds.  Otherwise, there is incorrect billing to the first award for those costs.

Effort Certification Overview

Effort certification is when the responsible individual confirms the effort charges for the certified period are correct and complete. Because faculty and most research staff do not complete time sheets, effort percentages are imprecise. The federal government understands this and generally considers certified levels of effort within +/- 25% of committed to be acceptable. 

There are three annual effort reporting periods: spring semester, summer, and fall semester. At the end of each reporting period, Workday collects all payroll information over the reporting period for each employee. That information is used to compute the percentage of salary charged to each funding source, which in turn is used to generate an effort certification report.

If the report is correct and complete, the certifier approves, verifying that the ‘salary charges to the sponsor are reasonable in relation to the work performed, and the effort provided to each sponsor is at least as great as the effort promised to the sponsor.’ If a report is incorrect, it should not be signed.  and steps should be taken immediately to initiate a correction in Workday through a PAA, and, when ready, the researcher will be alerted that a corrected effort report is available for certification.
