PhD in Public Administration & Policy

In the historic tradition of the AU scholar-teacher model, the PhD in Public Administration and Policy at the School of Public Affairs, a full-time degree, prepares students for careers in research and teaching in the fields of public administration and public policy.

Our philosophy is that doctoral education should be about much more than coursework. Our program provides a rigorous and comprehensive introduction to the research enterprise. Our mission is to build the next generation of leading scholars, to advance theory, develop knowledge, and craft solutions to today's most pressing problems in public administration and public policy.

From the first day of orientation to the final dissertation defense, each student works one-on-one with a faculty mentor to develop and apply the skills needed for a career in academia. We encourage students to produce research that is methodologically sound and socially relevant, and that makes important contributions to knowledge and theory. By the time they graduate, virtually all of our students have presented their research at key conferences and published their work in peer-reviewed academic journals.

In addition to formal coursework students take four semesters of PUAD-089, in a series of research seminars by external scholars, departmental faculty, and PhD students on a variety of topics in public administration and public policy. The PhD degree in Public Administration and Policy requires 54 credit hours of approved graduate work for students entering the program with a bachelor's degree alone, or 36 credit hours if entering with a related master's degree.

Students will be admitted into one of two tracks: public administration or public policy. A minimum grade point average of 3.20 in all coursework is required to remain in good standing and to earn the degree. Full-time status is considered to be nine credit hours per semester. Students are expected to complete the degree within four years for those entering with a master's degree and within five years for those entering with a bachelor's degree alone.

Students advance to PhD candidacy by successfully completing all required courses, passing the oral qualifier and two written comprehensive exams (one in each of their fields of study), and defending their dissertation proposals. To earn the degree, students must pass a final oral defense of the dissertation.

Applicants are considered and students admitted for the fall semester only. Please refer to the  application deadlines  page for the deadline to apply. . The personal statement on reasons for pursuing graduate study in the program is essential, along with the other required application materials .

We accept PhD applicants for full-time study only. Students must be funded either by the School of Public Affairs or by an external sponsoring organization (self-funding is not permitted for newly-admitted doctoral students).

Upon acceptance into the program, students selected for AU funding are granted a fellowship with full funding for four years of study if they are entering with a master's degree. Students entering with a bachelor's degree alone are granted a fellowship with full funding for five years of study. Fellowship is contingent on maintaining satisfactory progress each year. Unless applicants expect to be funded through a reliable external source, they must request consideration for funding on their application.

The fellowship with full funding includes tuition benefits as well as an annual stipend. Please, contact the SPA Graduate Admissions Office with questions about the annual stipend during a particular year of admission. As a requirement for the fellowship, students work 20 hours a week with a faculty member.

Students must advance to candidacy by the end of their third year of study (fourth year for those entering with only a bachelor's degree) to continue receiving funding. If they have not achieved candidacy by then, they are required to find external funding or self-fund the remaining part of their program.

Offered by the Department of Public Administration and Policy   , School of Public Affairs   , the mission of the PhD program is to educate scholars who produce original research that is methodologically sound, socially relevant, and makes important contributions to knowledge and theory.

Admission to the Program

Applicants are considered and admitted for the fall semester only. January 8 is the deadline for application for admission. All applicants must submit scores for the Graduate Record Examination (GRE). The normal minimum for consideration is a grade point average of 3.20 (on a 4.00 scale) in all previous academic work. Applicants are admitted for full-time study only.

Degree Requirements

  • 36 credit hours of approved graduate coursework, exclusive of PUAD-898 Doctoral Continuing Enrollment (1-9)   / PUAD-899 Doctoral Dissertation (9)    
  • Minimum 3.20 GPA in all coursework required to remain in good standing and to earn the degree
  • Major Fields: Public Administration; Public Policy
  • Advancement to the second year of study is contingent upon successful completion of a two-part oral qualifying examination at the end of the second semester of study
  • Advancement to candidacy is accomplished by successfully passing a written comprehensive examination in student’s primary field of study
  • The PhD is fundamentally a research degree. Understanding scientific inquiry and correctly using research techniques require extensive preparation. All students in the program take required courses designed to help doctoral students comprehend the nature of science and master tools of research (see Course Requirements, below)
  • Each student prepares a research proposal for the dissertation project. It is the responsibility of the student to secure the agreement of a School of Public Affairs full-time tenured or tenure-track faculty member to serve as the chair of the dissertation committee. One of the two other members of the committee may be from outside the School of Public Affairs. Each student must publicly defend the research proposal before the dissertation committee and other interested faculty
  • The committee and the SPA director of doctoral programs (acting for the dean) must approve the defense and the research proposal. The topic covered by the proposal must be related to ongoing research or publications of the supervising faculty
  • As work on the dissertation project progresses, students register for directed study. Substantive coursework may be used as part of this requirement where it contributes directly to the research specialization and is specifically recommended by the dissertation chair
  • Upon completion of the research and the written dissertation, the candidate submits the manuscript to the dissertation committee for review. If the committee members approve the manuscript, the candidate must complete an oral defense of the dissertation and the general field in which it lies before the committee and other interested faculty. The committee determines conclusively at this point whether the dissertation and examination are acceptable
  • The dissertation must consist of high quality original research directly relevant to the student’s doctoral program. A dissertation proposal may be rejected if the topic does not address a major research issue in political science or public administration, the research design is inadequate, the methodology is inappropriate, or because no full-time tenured or tenure-track faculty member in the School of Public Affairs is academically competent or available to supervise the project. If the candidate fails to maintain satisfactory progress toward completion of the dissertation, candidacy may be terminated

Public Administration (PhD)

Program description.

Learn how to produce the insights you'll need to create, evaluate, and shape equitable programs and policies in this interdisciplinary program.

Interdisciplinary. Flexible. Powerful.

Through theoretical and methodological training, NYU Wagner's doctoral students learn how to produce insights required for effective and equitable public and nonprofit programs and policies. Our program is interdisciplinary, just like our faculty, so students can draw on economics, political science, sociology, psychology, organization studies, and other fields. What's more, it is flexible, allowing students to design a plan of study that takes advantage of the many courses offered at NYU Wagner and NYU's other graduate schools.

We encourage students to study the questions that drive them, while providing the guidance necessary to have the greatest impact. And, we emphasize research and teaching experience. Students have many opportunities to participate in research projects with individual faculty or through our affiliated research centers, as well as opportunities to lead classes as teaching colleagues and instructors.

The program prepares graduates for careers at academic institutions, in think tanks, research firms, and research units of public, quasi-public, and private organizations, as well as for other positions with substantial responsibilities for the supervision and administration of research.

Program Requirements

Preliminary qualifying examination (pqe), fields of study, comprehensive examinations, third year paper, dissertation.

Seventy-two (72) credits are required for the doctoral degree with a GPA of 3.3/B+ or better average. At a minimum, 32 credits of coursework must be completed at NYU Wagner and/or other graduate divisions of NYU. Of these 32 credits, at least 16 must be other than the Core or introductory level courses. In most cases, students may transfer up to a maximum of 40 credits of relevant coursework from their Master's program. Note that the courses to be applied to the PhD must be approved by the Doctoral Program Director.

Additional Program Requirements

The PQE is an essay exam constructed to assess the student's capability to design a research proposal based on a research problem scenario presented to them. It also tests the capacity for clear and logical expository writing. The PQE does not examine specific substantive knowledge from any given course; instead, it relies on the student's general knowledge and the appreciation of the logic of applied social science research.

The PQE is scheduled in the spring semester and must be taken during the first year of matriculation.

Students choose two fields of study and must pass a Comprehensive Exam for each field at the end of the second year of study.

  • A core doctoral field ( Management or Public Policy )
  • Choose another core field
  • Choose one of the existing specialty fields: Education Policy , Health Policy , International Development , Public Finance and Financial Management , or Urban Policy
  • Develop a customized field (subject to approval by the Wagner School Doctoral Board)

Fields of study are defined by a coherent body of knowledge: concepts and theories, research, and professional literature. A field is more than just a cluster of courses. However, coursework does contribute to identifying theoretical and substantive bases of a field. Further, fields are not mutually exclusive. In fact, they tend to overlap, even though each field represents a distinctive set of intellectual concerns expressed in theories, topics, approaches and research emphases.

The customized field option is available under special circumstances and upon consultation with the student's advisor.

Comprehensive Examinations are the second and final set of exam requirements for the PhD degree. In these examinations, students are expected to demonstrate their capacity to analyze and assess critically the major concepts, theories, and research in each of their chosen fields and their ability to present these perspectives in a well-documented, cogent, clear and logical manner.

  • Both comprehensive exams must be taken in the 2nd year of study.
  • The comprehensive exams may not be waived.
  • Students who do not pass on their first try must retake the failed exam before the beginning of the third year of study.
  • Except under unusual circumstances, students who fail any of the fields twice will be terminated from the doctoral program.

In the third year, students are required to demonstrate the knowledge and proficiency gained from their theoretical framework and research methodology modules (and other coursework) by completing a research paper under the guidance of two faculty members.

A dissertation is the result of a scholarly investigation on a topic or problem conducted independently by the candidate under the general guidance of a faculty committee and chaired by a primary advisor. The committee plays a key role in guiding the candidate's proposal, research, and writing. To facilitate the advisory process, the candidate selects his/her faculty committee on the basis of common intellectual interest on the dissertation topic. Two additional external readers are added later in the process, in consultation with the Doctoral Program Director, to participate in the defense. Ultimately, what constitutes a dissertation is the result of an agreement between the student, the chair, and the committee members.

In the first year of study, students:

  • Detailed Objectives: Research context, conceptual framework/causal model, statement of hypothesis, study design, sampling strategy/method of assignment, quality of measures, data source/data collection, analysis plan, and limitations.
  • Skill Levels: Begin with foundational understanding, progressing to advanced application in subsequent years.
  • Integration of Theory and Practice: Emphasize applying theoretical knowledge in practical research settings.
  • Critical Analysis: Strengthen analytical writing skills, especially in evaluating methodologies and literature.
  • Communication Skills: Develop written and oral communication, including presenting research findings.

In subsequent years:

  • Applied Theory: Deepen the application of theoretical knowledge to complex research scenarios.
  • Methodology: Advance methodological skills, including innovative research techniques and interdisciplinary approaches.
  • Relevant Literature: Enhance critical evaluation of literature, focusing on its application to research.
  • Independent Research Pursuit: Foster adaptability and innovation in independent research.
  • Oral and Written Communication: Continuously improve communication skills, emphasizing clarity and impact.
  • Real-World Impact: Prepare students to apply research competencies to address real-world public service challenges.

The PhD in Public Policy (PPOL) program balances theory with practical methods to prepare students for careers in academia, in government, at research organizations, or in the private sector.

What do we look for in our PPOL students? 

Evidence of your ability to handle the rigor of our curriculum , which is why you’re required to have completed and excelled in the following: 

  • A university-level course in politics or institutions 
  • A university-level course in statistics 
  • One research paper you have written by yourself that has a policy focus (co-authored papers not accepted)

A demonstrated ability and drive to pursue public policy research is another important qualification. 

Notably, we look for strong recommendations from individuals in academia or other professional sectors who know you well and can tell us about your qualifications for our program.

What else you should know  

You are not required to have a Harvard Kennedy School faculty advisor before   submitting your application . You will be assigned to an advisor if you are admitted to the PPOL Program. 

We will also look at your GRE scores for any tests you have taken in the past five years. Just note we do not accept the GMAT or LSAT.  There is no minimum GRE score to apply.  

If you are an international applicant, you will need to submit either your TOEFL iBT or IELTS score. International applicants who hold the equivalent of a bachelor’s degree from an institution where English is the primary language of instruction do not need to submit the TOEFL iBT or IELTS. The minimum TOEFL score to apply is 103 and a minimum IELTS score to apply is 7. If you are an international student whose bachelor’s degree was not in English—but whose master’s degree was conducted in English—you must submit the one of the two tests. 

We often receive the question: "My undergraduate degree is from an institution where English is not the primary language of instruction. However, my master’s degree is from an institution where English is the primary language of instruction. Do I still need to take the TOEFL?" The answer is: Yes. 

If you are currently a Harvard Kennedy School student 

You will need to submit your PPOL application with new supporting documents—we cannot use your academic transcripts, letters of recommendation, or test scores that you submitted with your original HKS application.

If you are new to the topic, start with surveys provided in specialized handbooks and encyclopedias  and bibliographies and literature reviews . Once you have become more familiar with the extant scholarship, move on to in-depth research in research databases , leading public policy journals , and, of course, a treasure trove of books available through Harvard Library. 

Depending on your specific area of interest, you may also want to consult Harvard Library-subscribed directories of government institutions and policymakers or brush up on research methods for public policy analysis.
