What Do You Think About Politics?

A student questionnaire, poll results, and an excerpt from a high school student's prize-winning essay called "We Don't Believe in Politics" aim to open up discussion about what your students really think about politics.

To the Teacher:

Polls have become a major, even the major, source of information during election cycles. They tell us, among other things, what the public views as key issues. In the materials that follow the focus is on those issuesówhat students know and think about them, how likely voters view them, differences between Republican and Democratic voters and how students can learn the views of their representative and senators and respond to them. The materials also include an excerpt from a prize-winning essay in which a high school student argues that "We Don't Believe in Politics." The essay opens up an opportunity for honest talk about how your own students think and feel.

From June 14-19, 2006 the Pew Research Center for the Public and the Press ( www.pewtrusts.com ) conducted a poll on issues that have been in the news to determine which were most important to voters.

The pew survey of adult voters.

Results of the June 14-19, 2006, poll by the Pew Research Center for the Public and the Press included the following.

  • Americans favor Democratic candidates over Republican candidates by 51% to 39%.  
  • "Increased Democratic intensity is mostly driven by anger toward President Bush and Republican leaders, not by support for the party and its leaders. Fully 64% of Democrats say their party is doing only a fair or poor job in standing up for its traditional positions on such things as protecting the interests of minorities and helping the poor."  
  • The public is angry with Congress and anti-incumbent."  

1.  The Pew poll and other polls show sharp declines in voter satisfaction with President Bush and Congress. They indicate that voters have become "anti-incumbent." What do you think are the reasons? What makes you think so?

2.  How do student concerns compare with those of adult voters? How would you explain any differences?

4.  Overall, 44% of votersóless than halfóview global warming as very important to them. Yet the overwhelming consensus of scientists is that climate change and global warming are occurring, that human behavior is the major contributor and that if humans in the next ten years do not "alter fundamentally the trajectory of global greenhouse emissions" "it will soon be impossible to avoid climate change with far-ranging undesirable consequences." (This quote is from Jim Hansen's article in the New York Review of Books entitled"The Threat to the Planet," 7/13/06. Hansen is Director of the NASA Goddard Institute for Space Studies and Adjunct Professor of Earth and Environmental Sciences at Columbia University's Earth Institute. "we don't believe in politics".

The following excerpt is from a prize-winning essay by a high school student, Camila Domonoske, in a contest sponsored by The Nation magazine. She is a junior at Harrisonburg High School in Harrisonburg, Virginia. The essay was published in The Nation's 6/26/06 issue.

We don't believe in politics.

That's the biggest challenge facing American teenagers today—not war, poverty, debt, abortion or civil rights. It's the fact that we don't believe that the current political system can solve any of those problems. Most teenagers in America care deeply about the future of our country, but all the passion in the world will not help us unless we learn either to work within or to change the current power structure.

We want jobs, security, a better world for our children someday, stability, justice and freedom.  However, unlike the older public, halfheartedly involved in democracy, we don't realize the purpose in any involvement at all—and this may destroy everything we wish for.

We don't trust our government. Citizens three times our age have long memories and have seen government work. [But] most of what we remember are lies, scandals and war...

We don't believe in the power of the ballot. Many of us still plan on voting, but we don't think it'll matter.

We aren't that partisan.  As the nation becomes politically more and more divided,..., teens grow less inclined to join fully a party they only partially support.

We don't count on protests to create justice. During the civil rights movement, vast protests represented the conscience of America and sparked change—or so history classes tell us. What great protests have today's teens seen? When hundreds of thousands march to protest war, America invades Iraq anyway.

We don't expect journalists to solve anything.  Older generations saw Watergate; we saw mass media supporting the administration's claim that Iraq had WMDs.

We don't trust our current government, but we don't believe that our vote can change it. We don't full-heartedly support either political party.  In short, today's teens have given up on traditional ways to participate in politics.

What do we believe in? We believe in technology, that newer, cleaner machines will help save the environment. We believe in education, and that investing in college will help us find better-paying jobs.  We believe the world will continue to get worse but that our lives will continue to get better. We believe, in an abstract way, in justice, peace and freedom, but we mostly fail to see our connection to those ideals.

As a generation, we've given up on the ability of politics to create change. Our great challenge will be to either engage with the current political system, or to help transform it into one that we trust. Either way, something has to change; if teenagers can't figure out how to participate meaningfully in politics, we will have lost our voice, our impact and our power.  

A "fish bowl" is one way to engage the entire class and is especially useful when emotions are heated or when students bring vastly different perceptions to a controversial topic.

Invite five to seven students to begin the conversation. Ask them to make a circle with their chairs in the middle of the room. Try to ensure that this group reflects diverse points of view on the issue. Ask everyone else to make a circle of chairs around the fish bowl (so you will have a smaller circle within a larger circle). Only people in the fish bowl can speak; thus the process facilitates a kind of sustained, focused listening.

Begin by asking a question and inviting students in the fish bowl to speak to it in a "go-around." Each student in the fish bowl speaks to the question without being interrupted. Then designate a specific amount of time for clarifying questions and further comments from students in the fish bowl.

After 15 minutes or so, invite students from the larger circle to participate in the fish bowl by tapping a fish bowl student on the shoulder and moving into that student's seat. Continue this same procedure with additional questions

For further inquiry and writing

1.  Organize an inquiry into where the the students' U.S. representative and two senators stand on the issues that most concern the class. Ask students how they would find out the legislators' positions. Do students know and can they locate the websites of these officials? Where on the site can they find the information they want?

What questions do they have about anything they have learned? How might these questions be answered? What are additional possible sources? How might students direct their questions and views to their public officials? While it usually takes some time, those officials will respond to e-mails and letters.

For example, if you were to talk about world hunger, you could start with the hunger you see in your community, which is a food desert. For your solution, you can discuss your plan to build a community garden, so the town is able to access fresh produce. Food deserts, of course, aren’t the only reason world hunger exists; so, you should also explore some other reasons, and other solutions. Maybe there is a better way to prevent and recuperate produce currently being wasted, for instance. If the prompt doesn’t specifically ask for a global issue, however, you could simply focus on food deserts.

For another example, maybe you want to talk about climate change. A more personal and focused approach would deal with happenings in your community, or a community you’ve had contact with. For instance, perhaps your local river was polluted because of textile industry waste; in this case, it would be fitting to address fast fashion specifically (which is still a global issue).

Remember your audience

As you’re approaching this essay, take care to understand the political ramifications of what you’re suggesting and how the school you’re addressing might react to it. Make sure you understand the school’s political viewpoints, and keep in mind that schools are hoping to see how you might fit on their campus based on your response.

So, if you’re applying to a school known for being progressive, like Oberlin or Amherst, you might not want to write an essay arguing that religious freedom is under threat in America. Or, if you’re applying to Liberty University, you should probably avoid writing an essay with a strong pro-LGBTQ stance. You don’t have to take the opposite position, but try picking a different issue that won’t raise the same concerns.

If you have no political alignment, choose economics

If you find yourself applying to a school with which you share no political viewpoints, you might want to consider if the school would even be a good fit for you. Why do you really want to go there? Are those reasons worth it? If you think so, consider writing about an economic issue, which tend to be less contentious than social issues.

For instance, you could write about the impact of monopolies because your parents own an independent bookstore that has been affected by Amazon. Or you could discuss tax breaks for companies that keep or move their production domestically, after seeing how your town changed when factories were moved abroad. Maybe tax filing is a cause you’re really passionate about, and you think the government should institute a free electronic system for all. No matter what you write about here, the key is to keep it close to home however you can.

Pick the best possible framing

When you’re writing an essay that doesn’t fully align with the political views of the school you’re applying to, you’ll want to minimize the gap between your viewpoint and that of the school. While they still might disagree with your views, this will give your essay (and therefore you) the best possible chance. Let’s say you’re applying to a school with progressive economic views, while you firmly believe in free markets. Consider these two essay options:

Option 1:  You believe in free markets because they have pulled billions out of terrible poverty in the developing world.

Option 2:  “Greed is good,” baby! Nothing wrong with the rich getting richer.

Even if you believe equally in the two reasons above personally, essay option 1 would be more likely to resonate with an admissions committee at a progressive school.

Let’s look at another, more subtle example:

Option 1:  Adding 500 police officers to the New York City public transit system to catch fare evaders allows officers to unfairly and systematically profile individuals based on their race.

Option 2:  The cost of hiring 500 additional police officers in the New York City public transit system is higher than the money that would be recouped by fare evasion.

While you might believe both of these things, a school that places a lower priority on race issues may respond better to the second option’s focus on the fallible economics of the issue.

Structuring the Essay

Depending on how long the essay prompt is, you’ll want to use your time and word count slightly differently. For shorter essays (under 250 words), focus on your personal connection rather than the issue itself. You don’t have much space and you need to make it count. For standard essays (250-500 words), you can spend about half the time on the issue and half the time on your personal connection. This should allow you to get more into the nuance. For longer essays, you can write more on the issue itself. But remember, no matter how long the essay is, they ultimately want to learn about you–don’t spend so much time on the issue that you don’t bring it back to yourself.

Tips for writing Politics essays

Hiya! I’m Kitty, and I study Politics with International Relations at the University of York! In my blog post, I share the methods I’ve developed to write a good Politics essay. Academic writing is very different to anything I had done before, and it took me a while to understand how to go about developing the correct skills.

Expectations vs reality

When I started university, I felt confident that I’d have no issues with writing essays, as it was something I was well practised in thanks to my A levels. When I received feedback suggesting that my approach to academic essays and writing wasn’t quite right, I felt my confidence waver and I was unsure how to adapt my skills. Through a bit of trial and error, I have developed an approach to essays which has drastically improved my confidence and skill.

Essay preparation

Throughout first year, I noticed that my skills improved as I read more academic articles. These exposed me to academic writing, and just through reading them for seminar work, I noticed that I was becoming more accustomed to the style. When I first started writing essays, I found looking back at articles an easy way to remind myself of the style and format.

I also started putting more effort into the formative assessments, as this is the main opportunity to receive feedback on your essay style. If the feedback is ever unclear or leaves me with questions, I make sure to go to the tutor’s feedback and guidance hours. I often find verbal discussions more useful than written feedback, so I try to make a note of any important information. This way, I am able to remind myself of what was said while I’m writing the essay.

Do some wider reading

When I plan an essay, I like to start by reading some of the key resources on the topic to ensure that I have a good understanding of the central debates. I usually look through the reading list on the VLE, as this tends to have the most relevant resources. As I’m reading these, I will make a note of the resources they reference, as this is another quick way to find the relevant texts. While reading, I make notes of any nuggets of information or quotes that I think could be useful to include in my essay. I always try to note the page numbers as I go, to save myself from having to search through again later.

Give your essay some structure

Once I feel that I have read enough resources to give me a good overview of the topic, I think of how I want to structure my essay, using the existing literature to develop my own argument. I start by creating a rough structure of the essay using bullet points and brief notes of what will be said where. I then start to expand the bullet points by adding in references to resources and my own opinion. Slowly the bullet points transform into sentences, paragraphs, sections, and eventually an essay.

Often, I find that I need to adapt the essay as I write, and I always try to leave enough time to have a few days break from it. This allows me to re-read the essay with fresh eyes. Having some distance from my work helps me identify any errors in the writing or overall structure, and gives me time to make any changes I see necessary. I also try to get a friend or family member to read over the essay to ensure it’s understandable to someone who’s not as close to the topic. This is important, as sometimes I phrase something in a way which I think is digestible, but actually isn’t very clear.

I have developed this approach to essays through a lot of trial and error, but find that a methodical and steady style works best for me.

Political Affiliations Project DIRECTIONS:

Your assignment is to interview your family members and talk politics with them.  Have a discussion with your parents, guardians, aunts, uncles, grandparents, older siblings, etc. and see what matters most to them.

Some questions to ask:

  • Why does it [politics] matter to me?
  • Is there a way to make politics/government about more than myself? (In other words, is there a way to get people involved that doesn’t boil down to the “it’s in my best interests to get involved”)
  • What do you think are the most important issues facing the United States today?  If you were in charge, how would you propose we fix or address those issues?
  • Putting cynicism aside, do you think there are any issues that Republicans and Democrats agree on, and if so, which ones?
  • Most people tend to have a cynical view about politicians (ex. – “all politicians are corrupt and are in it for themselves”) – if you do have such views, what do you think we as a nation can do to elect better people to office?
  • What, if anything, do you do to try and promote good and effective government at the local, state, or federal level?

Try to speak with as many family members as you can (by the way, this makes for an awesome discussion at Thanksgiving). Once you’ve collected your information, reflect on their views.  What do you think about your family’s answers?  If you disagreed strongly with any of them, how do you think you and they can come to some sort of compromise?

This assignment will take the form of a narrative, informal essay where you discuss your findings.  You are NOT to share your own political views in this essay – I only want you to examine what your family thinks about politics and reflect on their views.”

Questions 1 and 2 are slightly modified from their original versions in the 10 Questions themselves, but I felt it would help clarify them as my students engaged with their family members.  The goal of this particular assignment is not just to get my students to think and discuss politics with their family members, but also to try and see how to build a dialogue with family members they may disagree with.

Part of my motivation in this assignment is the story of Daryl Davis, the African-American man who has spent much of his life reaching out to members of the KKK and listening to them and talking with them.  He has managed to get many members of the Klan to ultimately renounce their views and that organization, and ultimately I think Davis’ model is how we should all strive to act with people who do not share our views: with open ears and open hearts.  Seeing all of the divisive rhetoric – whether it’s the internet trolls of 4chan or reddit or protestors on the streets – tends to turn us off from politics, and, more to the point, those people aren’t even talking to each other.  They’re talking (yelling, really) over each other, and the goal isn’t civil discourse, but rather simply proving the other side wrong.

So my goal was to get my students talking, and, what better place to start then right at home?  I know political discussions – especially around the holidays – can get very heated, but I felt this was as good a place as any to start.

The assignment clearly states that my students are not to share their own political views.  That’s because I have serious ethical reservations about having my students share their views with me (I suppose this goes to question 2, “How much should I share?”).  I do not share my own political views with my students because I do not want to influence or bias them in such a way – I firmly believe that the best thing I can do as an educator in this regard is to be as objective as I possibly can, and arm them with as much evidence, reason, and critical thinking skills so that they can figure things out for themselves.  I firmly believe that were I to try and indoctrinate them in my own beliefs, I may hold sway over them for a time, but ultimately, they would resent me and my views. 

As of this writing, I don’t have much to report on the project.  I tried holding off this journal as long as possible, but I have run out of time!  The due date for this particular assignment for my Government students (I should mention that they are mostly seniors with a few juniors scattered into the mix) is Monday, December 18th.  The timing isn’t ideal, but I had a couple of other assignments due earlier in the month and I didn’t want to overwhelm them by making this interview assignment due at the same time just so I could meet a deadline.  Still, I am curious as to what my students will report come Monday when they come in.

One of the things I have found frustrating is that my Government classes at Milford High are only one semester long.  While there is some talk of making Government full-year (and incorporating a heavy dose of civics as well), that is still well beyond the horizon.  For now, my time with my current students is rapidly coming to a close (our semester will end in mid-January). 

The only good news I can take away from that is the fact that when my spring semester government classes begin, I will start with the Ten Questions right away.  I’m not entirely sure how I’m going to integrate them beyond my politics assignment, but I have some ideas as to how I can make it part of my students’ weekly news discussions.

1.1 Defining Politics: Who Gets What, When, Where, How, and Why?

Learning outcomes.

By the end of this section, you will be able to:

  • Define and describe politics from various perspectives.
  • Identify what makes a behavior political.
  • Identify and discuss the three core elements of any political event: rules, reality, and choices.
  • Define and discuss varieties of constitutions.

Politics has existed as long as humans have faced scarcity, have had different beliefs and preferences, and have had to resolve these differences while allocating scarce resources. It will continue to exist so long as these human conditions persist—that is, forever. Politics are fundamental to the human condition.

Politics means different things to different people. Politics , and related terms like political and politician , can have both positive and negative connotations. The Greek philosopher Aristotle argued that humans were “political animals” in that only by engaging in politics could humans reach their highest potential. 5 Yet often, the terms political and politician can be used in disparaging ways to refer to individuals using trickery or manipulation to obtain or preserve their status or authority. More formally, a politician is someone running for elective office or serving in it or as a person who is using the skills of a politician in other social interaction. A political actor is anyone who is engaged in political activity. Politics involves all the actions of government and all the people who work for, serve, or challenge it.

This book takes the broadest view, adopting the guidance of political scientist Harold Lasswell , who defined politics as “who gets what, when, how.” 6 Politics exists wherever people interact with one another to make decisions that affect them collectively. Politics exists within families. When parents decide where the family will live: politics. The family (who) gets a place to live (what) at the point of decision (when) based on the parents’ choice (how). When your school decides what tuition to charge: politics. When the government imposes taxes or funds education: politics. Most generally, politics is any interaction among individuals, groups, or institutions that seek to arrive at a decision about how to make a collective choice, or to solve some collective problem. Political science focuses primarily on these interactions as they involve governments. 7

Every political event is different. The mass protests in Hong Kong in 2020, inspired by those seeking to protect their political rights, were not exactly the same as the Black Lives Matter protests in the United States or the climate change actions animated by Swedish environmental activist Greta Thunberg . Yet as varied as political situations can be, there are commonalities across these events and over all political activities. Whenever you seek to understand a political event—whether an election in Tanzania, a protest in Estonia, or a public health program in Indonesia—it is useful to focus on the following:

What are the most important rules ? What is the reality of the existing event or environment? What choices do the participants make? Political outcomes—for example, which candidate wins an election—are based on the interaction of these rules, realities, and choices.

The importance of rules in politics or in life cannot be overstated. In virtually every human endeavor, the most successful individuals are likely to have a keen knowledge of the rules and how to use (or break) the rules to the advantage of their cause. Ignorance of the rules makes accomplishing your goals more difficult.

Rules can be highly precise or open to interpretation. In chess, for example, the rules are completely known to all players: each piece can move in certain directions but in no other ones. Each player takes a turn; that’s the rule. Although chess is highly complex, each player’s options at any given time are known. Chess champions—in fact, all champions—know how to use the rules to their advantage.

College campuses have their own sets of formal and informal rules, and not all of them are as precise as those in chess. The de jure rules are the rules as they are written, the formal rules. The de facto rules are the ones actually practiced or enforced, the informal rules. For example: a sign might state that the ( de jure ) speed limit is 55 miles per hour, but if police do not give tickets to drivers unless they are driving 65 miles per hour, then that is the de facto rule. To thrive at college, it is useful to understand not only the formal rules but also the informal rules, which have been called “the hidden curriculum.” 8

The rules in any political environment affect who has power and how they can use it. Consider the rules that determine who can vote and how. These rules can be permissive or strict, making voting either easier or harder to do. The harder it is to vote, the fewer people will actually cast their ballots and vice versa. Voting rules influence who shows up to vote. Politicians who believe they have a better chance of success under permissive voting rules are likely to advocate for such rules, while politicians who believe they are more likely to prevail under restrictive voting rules will advocate for them instead.

Rules might appear to be neutral—that is, they may seem fair and not designed to favor one group over another—but this is not entirely true. Until recently, to become a pilot in the US Air Force, a person had to be no shorter than 5 feet 4 inches and no taller than 6 feet 5 inches: the short and the tall were excluded from this opportunity. The rule might be in place for a good reason—in this case, to ensure that pilots can fit properly into their seats—but rules like these allocate opportunities and resources to some while withholding them from others. Because this rule excluded over 40 percent of American women from becoming pilots, it has been modified. 9

Rules are everywhere in politics. Your family has rules—even if the main rule is “no rules”—as does your school. Rules, such as Robert’s Rules of Order , 10 govern legislatures, and the criminal justice system, the tax system, and the national immigration systems are all based, at least in principle, on rules.

Rules and institutions are closely related. The institution of marriage or the institution of the family, for example, are the sets of rules (rights, roles, and responsibilities) by which those within the marriage or family live. Alternatively, institutions can be organizations, which are groups of people working together for a common purpose whose actions are governed by rules.

Perhaps the most important set of rules for any institution or organization is its constitution . The constitution affirms the most basic legal principles of a country or a state. These principles typically include the structure of the government, its duties, and the rights of the people. Constitutions can be quite general or extremely detailed. The Constitution of Monaco has fewer than 4,000 words, while the Constitution of India has nearly 150,000 words. 11 Unlike the United States, some countries, including Canada, New Zealand, and the United Kingdom, do not have a single document they call the constitution but instead rely on other written and even unwritten sources. In most countries the constitution is called just that—the constitution—although Germany, Oman, Saudi Arabia, and a few other countries call their constitutions the basic law. 12

What Is a Constitution?

Constitutions define the relationship between people and their government. They give powers to and place limits upon the government and serve as the basis for any other laws or government activities.

Constitutions are perhaps the most important set of rules in a country because, after all, they are just pieces of paper. The true importance of a country’s constitution depends on the politics of that country. In the United States, the Constitution is venerated almost as if it were a religious document. Most of the biggest conflicts throughout US history have involved disputes over what the Constitution requires, allows, or prohibits. When the US Supreme Court rules that a political action is unconstitutional, the violator—whether it be the president, the Congress, or any other group or individual in society—is expected to comply with the ruling and stop the action. 13 But this is not always the case everywhere. Politicians in any country may be tempted to ignore their constitutions, especially when it comes to the rights they ostensibly guarantee, and whether those politicians prevail depends on whether other political actors are willing and able to uphold the constitution.

Because rules affect the allocation of power and other scarce resources, political actors spend substantial time and effort fighting over them. In general, political actors seek to establish rules that benefit them and their allies.

Rules guide and constrain behavior, but the reality on the ground at any specific time also impacts political outcomes. Reality —facts—is not a matter of opinion, although people can dispute the nature of reality. Something is a fact , for example, when there is compelling evidence that an event has happened or a condition exists. The sun rises in the East: reality. The United Nations is an international organization: fact (reality). 14 Has the United Nations made the world a better place? That is a matter of opinion, although those who say “yes” or “no” can provide facts that support their views about reality. 15

How candidates can raise and spend money on their electoral campaigns may be limited by campaign finance laws, but if one candidate raises twice as much money as the other candidate, that is an important fact. If one candidate is the incumbent —a politician already serving in office and running for reelection—and the other is not, that is an important fact. These are important facts because whether or not a candidate is an incumbent and how much campaign money they raise may affect their chances of winning the election. In US elections, for example, incumbents generally have a better chance of being elected (although the strength of this relationship has varied over time), while the impact of fundraising on electoral success is open to question. 16

In chess, the rules are constant, never changing during the game. The reality changes as play proceeds—at any moment each player has a specific number of pieces in particular places on the board. What happens then depends on the choices the players make. This is as true for politics as for any other game. A key difference between chess and politics is that, in politics, the players themselves can change the rules of the game while they are playing.

Politics can be thought of as having the characteristics of a game. The players—anyone involved in political action—make strategic choices, given the rules and the current conditions, in an attempt to “win” the game by obtaining their goals.

Rules provide constraints and opportunities. Reality presents resources and challenges. The choices participants make in the face of rules and reality determine political outcomes. Choice exists whenever political actors face options, which they always do. If there are two candidates in an election for a single position, the voter has to choose between them, not being able to vote for both. Even if there is only one candidate, the voter still has an option: to vote for the candidate or to abstain.

In a democracy , the winning candidate wins because more voters chose to vote, and vote for that candidate, than for other options. The very definition of democracy is that it is a form of government in which the people have the ability to choose their leaders or, in some cases, the policies that they will adopt. 17

Political outcomes are always contingent; they cannot be predicted with certainty in advance. That does not mean, however, that outcomes are completely unpredictable. By accounting for the rules, how human behavior works, and existing realities, it is possible to reasonably predict what is likely to happen and explain what does happen.

If you took a public opinion poll about polls, odds are that a majority would offer some rather unfavorable views of pollsters and the uses to which their work is put. Many potential respondents might simply slam down their telephones. Yet if you asked whether politicians, business leaders, and journalists should pay attention to the people’s voices, almost everyone would say yes. And if you then asked whether polls are, at least, one tool through which the wishes of the people can be discerned, a reluctant majority would probably say yes to that too.

Several conundrums of public opinion polling are enfolded in this hypothetical tale. People of all kinds, activists and ordinary citizens alike, regularly cite polls, especially those that find them in the majority. But people are deeply skeptical of polls, especially when opinion moves in the “wrong” direction.

Some of their doubts are about pollsters’ methods. Do they ask the right questions? Are they manipulating the wording of questions to get the responses they want? And whom did they interview? Some of the doubts are wrapped up in a mistrust of the political parties, marketers, and media giants that pay for the polls.

The imaginary example also shows that it matters greatly how the pollsters ask their questions. Sometimes, respondents offer opinions on subjects about which they have not thought much and do not care at all. People sometimes answer pollsters’ questions just to be polite—because they figure they probably ought to have an opinion. That gives pollsters a lot of running room to “manufacture” opinion, especially on issues of narrow rather than wide concern.

Even when people have strong views, a single polling question rarely captures those views well. Human beings are complicated and so are their opinions. Using the findings of our example, enemies of polls could cite the public’s doubts to “prove” that the public is against polls. Friends of polls could note that the public, however grudgingly, agrees that polls are one tool for gauging public opinion and that leaders should consult public opinion. They could thus “prove” that the public embraces polls. Both ways of looking at the findings would use reality to distort reality.

This issue of the Brookings Review examines how polls work, what they can teach us about public opinion, and what role public opinion does and should play in our democracy. We bring to this magazine a straightforward bias in favor of polling, shaped, in part, by our early professional experiences. Mann spent much of his graduate school time at the University of Michigan’s Survey Research Center and then conducted polls for congressional candidates in the 1970s. Dionne did graduate work with a heavy focus on public opinion and helped start the New York Times /CBS News Poll in 1975. We share a belief that the study of what citizens think about politics and policy is a genuine contribution to democracy. It’s especially important in democracies whose politicians claim their mandates from the people and regularly insist that they represent the views and interests of the people. To ask the people, with regularity, for their own thoughts strikes us as being both useful and a check on the claims of those in power.

But it is precisely because of our respect for polling that we are disturbed by many things done in its name. When interest groups commission pollsters to ask leading questions to gather “scientific” proof that the public agrees with whatever demand they are making on government, they demean polling and mislead the public. When analysts, sometimes innocently, use poll numbers as a definitive guide to public opinion even on issues to which most people have given little thought, they are writing fiction more than citing fact. When political consultants use information gathered through polling and focus groups to camouflage their clients’ controversial policies with soothing, symbol-laden, and misleading rhetoric, they frustrate democratic deliberation.

On many issues the public does not have fully formed and unambiguous views. That does not mean there is anything wrong with the public. In a democracy, citizens are typically more concerned with some matters than others, and most citizens are not continuously engaged in public affairs. Certain obscure questions of public policy, while important, will never engage a mass public. Polling that does not deal with these basic facts of democratic life is producing something other than real information.

Simpler methodological concerns also arise. Some surveys are more carefully produced than others. Quick and cheap surveys and focus groups can be useful to, say, marketers and campaign managers who need information fast—and know its limits. But it is often difficult for the public and even professionals to be certain about the quality of the data they see, let alone whether broad conclusions from such data are even justified. Declining response rates, emerging technologies, and early voting are posing yet more obstacles for even the most responsible of pollsters.

Public opinion is an illusive commodity. Attempts to measure it, as Samuel Popkin argues in The Reasoning Voter , will perforce reveal inconsistency and change. These problems arise, Popkin insists, not because the public is insufficiently educated, informed, or motivated. “Ambivalence is simply an immutable fact of life.” As a consequence, citizens use information shortcuts when making decisions in the political arena-with new and personal information driving out the old and impersonal. With the public lacking fixed preferences on many issues, political actors have ample incentive to supply those shortcuts in ways that might broaden support for themselves and the policies they champion.

Relationships between citizens and leaders, between public opinion and democratic governance, are complex. Many fear that contemporary politicians too often put their fingers to the wind of public opinion in deciding what policies to advance. Yet the very fragility and ambiguity of public opinion make the use of polls problematic as a direct, dominant guide to formulating public policy. President George W. Bush and Prime Minister Tony Blair clearly sought to lead their publics on the need to disarm and depose Saddam Hussein in Iraq. Both largely succeeded.

But pandering to public opinion and leading public opinion do not exhaust the ways in which political leaders and citizens interact. Politicians can be sensitive to underlying public values while leaning against current public preferences. In response to public concerns, they can, as Bush did by going to Congress and to the UN Security Council for authorization to move against Iraq, adjust the process without changing the content of their policy decisions. Politicians and interest group leaders can also shape—and manipulate—public opinion to build broad nominal support for policies mainly serving the interests of their core supporters. This natural dynamic of politics has, in the era of the permanent campaign, dramatically increased the artificiality and disingenuousness of much public discourse.

Polling is a tool, not a principle. The authors in this issue come neither to praise nor to bury polling. They do, however, acknowledge how important it has become in our democracy. They stress Ronald Reagan’s “trust but verify” rule. And they urge us to remember the great difference between the idea that the people should rule and the use of polls to determine public policy or manipulate the people’s will. We’re sure the people agree with us. If you doubt that, just take a poll.

A Summary and Analysis of George Orwell’s ‘Politics and the English Language’

‘Politics and the English Language’ (1946) is one of the best-known essays by George Orwell (1903-50). As its title suggests, Orwell identifies a link between the (degraded) English language of his time and the degraded political situation: Orwell sees modern discourse (especially political discourse) as being less a matter of words chosen for their clear meanings than a series of stock phrases slung together.

‘Politics and the English Language’: summary

Orwell begins by drawing attention to the strong link between the language writers use and the quality of political thought in the current age (i.e. the 1940s). He argues that if we use language that is slovenly and decadent, it makes it easier for us to fall into bad habits of thought, because language and thought are so closely linked.

Orwell then gives five examples of what he considers bad political writing. He draws attention to two faults which all five passages share: staleness of imagery and lack of precision . Either the writers of these passages had a clear meaning to convey but couldn’t express it clearly, or they didn’t care whether they communicated any particular meaning at all, and were simply saying things for the sake of it.

Orwell writes that this is a common problem in current political writing: ‘prose consists less and less of words chosen for the sake of their meaning, and more and more of phrases tacked together like the sections of a prefabricated hen-house.’

Next, Orwell elaborates on the key faults of modern English prose, namely:

Dying Metaphors : these are figures of speech which writers lazily reach for, even though such phrases are worn-out and can no longer convey a vivid image. Orwell cites a number of examples, including toe the line , no axe to grind , Achilles’ heel , and swansong . Orwell’s objection to such dying metaphors is that writers use them without even thinking about what the phrases actually mean, such as when people misuse toe the line by writing it as tow the line , or when they mix their metaphors, again, because they’re not interested in what those images evoke.

Operators or Verbal False Limbs : this is when a longer and rather vague phrase is used in place of a single-word (and more direct) verb, e.g. make contact with someone, which essentially means ‘contact’ someone. The passive voice is also common, and writing phrases like by examination of instead of the more direct by examining . Sentences are saved from fizzling out (because the thought or idea being conveyed is not particularly striking) by largely meaningless closing platitudes such as greatly to be desired or brought to a satisfactory conclusion .

Pretentious Diction : Orwell draws attention to several areas here. He states that words like objective , basis , and eliminate are used by writers to dress up simple statements, making subjective opinion sound like scientific fact. Adjectives like epic , historic , and inevitable are used about international politics, while writing that glorifies war is full of old-fashioned words like realm , throne , and sword .

Foreign words and phrases like deus ex machina and mutatis mutandis are used to convey an air of culture and elegance. Indeed, many modern English writers are guilty of using Latin or Greek words in the belief that they are ‘grander’ than home-grown Anglo-Saxon ones: Orwell mentions Latinate words like expedite and ameliorate here. All of these examples are further proof of the ‘slovenliness and vagueness’ which Orwell detects in modern political prose.

Meaningless Words : Orwell argues that much art criticism and literary criticism in particular is full of words which don’t really mean anything at all, e.g. human , living , or romantic . ‘Fascism’, too, has lost all meaning in current political writing, effectively meaning ‘something not desirable’ (one wonders what Orwell would make of the word’s misuse in our current time!).

To prove his point, Orwell ‘translates’ a well-known passage from the Biblical Book of Ecclesiastes into modern English, with all its vagueness of language. ‘The whole tendency of modern prose’, he argues, ‘is away from concreteness.’ He draws attention to the concrete and everyday images (e.g. references to bread and riches) in the Bible passage, and the lack of any such images in his own fabricated rewriting of this passage.

The problem, Orwell says, is that it is too easy (and too tempting) to reach for these off-the-peg phrases than to be more direct or more original and precise in one’s speech or writing.

Orwell advises every writer to ask themselves four questions (at least): 1) what am I trying to say? 2) what words will express it? 3) what image or idiom will make it clearer? and 4) is this image fresh enough to have an effect? He proposes two further optional questions: could I put it more shortly? and have I said anything that is avoidably ugly?

Orthodoxy, Orwell goes on to observe, tends to encourage this ‘lifeless, imitative style’, whereas rebels who are not parroting the ‘party line’ will normally write in a more clear and direct style.

But Orwell also argues that such obfuscating language serves a purpose: much political writing is an attempt to defend the indefensible, such as the dropping of the atomic bomb on Japan (just one year before Orwell wrote ‘Politics and the English Language’), in such a euphemistic way that the ordinary reader will find it more palatable.

When your aim is to make such atrocities excusable, language which doesn’t evoke any clear mental image (e.g. of burning bodies in Hiroshima) is actually desirable.

Orwell argues that just as thought corrupts language, language can corrupt thought, with these ready-made phrases preventing writers from expressing anything meaningful or original. He believes that we should get rid of any word which has outworn its usefulness and should aim to use ‘the fewest and shortest words that will cover one’s meaning’.

Writers should let the meaning choose the word, rather than vice versa. We should think carefully about what we want to say until we have the right mental pictures to convey that thought in the clearest language.

Orwell concludes ‘Politics and the English Language’ with six rules for the writer to follow:

i) Never use a metaphor, simile or other figure of speech which you are used to seeing in print.

ii) Never use a long word where a short one will do.

iii) If it is possible to cut a word out, always cut it out.

iv) Never use the passive where you can use the active.

v) Never use a foreign phrase, a scientific word or a jargon word if you can think of an everyday English equivalent.

vi) Break any of these rules sooner than say anything outright barbarous.

‘Politics and the English Language’: analysis

In some respects, ‘Politics and the English Language’ advances an argument about good prose language which is close to what the modernist poet and thinker T. E. Hulme (1883-1917) argued for poetry in his ‘ A Lecture on Modern Poetry ’ and ‘Notes on Language and Style’ almost forty years earlier.

Although Hulme and Orwell came from opposite ends of the political spectrum, their objections to lazy and worn-out language stem are in many ways the same.

Hulme argued that poetry should be a forge where fresh metaphors are made: images which make us see the world in a slightly new way. But poetic language decays into common prose language before dying a lingering death in journalists’ English. The first time a poet described a hill as being ‘clad [i.e. clothed] with trees’, the reader would probably have mentally pictured such an image, but in time it loses its power to make us see anything.

Hulme calls these worn-out expressions ‘counters’, because they are like discs being moved around on a chessboard: an image which is itself not unlike Orwell’s prefabricated hen-house in ‘Politics and the English Language’.

Of course, Orwell’s focus is English prose rather than poetry, and his objections to sloppy writing are not principally literary (although that is undoubtedly a factor) but, above all, political. And he is keen to emphasise that his criticism of bad language, and suggestions for how to improve political writing, are both, to an extent, hopelessly idealistic: as he observes towards the end of ‘Politics and the English Language’, ‘Look back through this essay, and for certain you will find that I have again and again committed the very faults I am protesting against.’

But what Orwell advises is that the writer be on their guard against such phrases, the better to avoid them where possible. This is why he encourages writers to be more self-questioning (‘What am I trying to say? What words will express it? What image or idiom will make it clearer? Is this image fresh enough to have an effect?’) when writing political prose.

Nevertheless, the link between the standard of language and the kind of politics a particular country, regime, or historical era has is an important one. As Orwell writes: ‘I should expect to find – this is a guess which I have not sufficient knowledge to verify – that the German, Russian and Italian languages have all deteriorated in the last ten or fifteen years, as a result of dictatorship.’

Those writing under a dictatorship cannot write or speak freely, of course, but more importantly, those defending totalitarian rule must bend and abuse language in order to make ugly truths sound more attractive to the general populace, and perhaps to other nations.

In more recent times, the phrase ‘collateral damage’ is one of the more objectionable phrases used about war, hiding the often ugly reality (innocent civilians who are unfortunate victims of violence, but who are somehow viewed as a justifiable price to pay for the greater good).

Although Orwell’s essay has been criticised for being too idealistic, in many ways ‘Politics and the English Language’ remains as relevant now as it was in 1946 when it was first published.

Indeed, to return to Orwell’s opening point about decadence, it is unavoidable that the standard of political discourse has further declined since Orwell’s day. Perhaps it’s time a few more influential writers started heeding his argument?

A great and useful post. As a writer, I have been seriously offended by the politicization of the language in the past 50 years. Much of this is supposedly to sanitize, de-genderize, or diversity-fie language – exactly as it’s done in Orwell’s “1984.” How did a wonderfully useful word like gay – cheerful or lively – come to mean homosexual? And is optics not a branch of physics? Ironically, when the liberal but sensible JK Rowling criticized the replacement of “woman” with “person who menstruates” SHE was the one attacked. Now, God help us, we hope “crude” spaceships will get humans to Mars – which, if you research the poor quality control in Tesla cars, might in fact be a proper term.

And less anyone out there misread, this or me – I was a civil rights marcher, taught in a girls’ high school (where I got in minor trouble for suggesting to the students that they should aim higher than the traditional jobs of nurse or teacher), and – while somewhat of a mugwump – consider myself a liberal.

But I will fight to keep the language and the history from being 1984ed.

My desert island book would be the Everyman Essays of Orwell which is around 1200 pages. I’ve read it all the way through twice without fatigue and read individual essays endlessly. His warmth and affability help, Even better than Montaigne in this heretic’s view.

I’ll go against the flow here and say Orwell was – at least in part – quite wrong here. If I recall correctly, he was wrong about a few things including, I think, the right way to make a cup of tea! In all seriousness, what he fails to acknowledge in this essay is that language is a living thing and belongs to the people, not the theorists, at all time. If a metaphor changes because of homophone mix up or whatever, then so be it. Many of our expressions we have little idea of now – I think of ‘baited breath’ which almost no one, even those who know how it should be spelt, realise should be ‘abated breath’.

Worse than this though, his ‘rules’ have indeed been taken up by many would-be writers to horrifying effect. I recall learning to make up new metaphors and similes rather than use clichés when I first began training ten years ago or more. I saw some ghastly new metaphors over time which swiftly made me realise that there’s a reason we use the same expressions a great deal and that is they are familiar and do the job well. To look at how to use them badly, just try reading Gregory David Roberts ‘Shantaram’. Similarly, the use of active voice has led to unpalatable writing which lacks character. The passive voice may well become longwinded when badly used, but it brings character when used well.

That said, Orwell is rarely completely wrong. Some of his points – essentially, use words you actually understand and don’t be pretentious – are valid. But the idea of the degradation of politics is really quite a bit of nonsense!

Always good to get some critique of Orwell, Ken! And I do wonder how tongue-in-cheek he was when proposing his guidelines – after all, even he admits he’s probably broken several of his own rules in the course of his essay! I think I’m more in the T. E. Hulme camp than the Orwell – poetry can afford to bend language in new ways (indeed, it often should do just this), and create daring new metaphors and ways of viewing the world. But prose, especially political non-fiction, is there to communicate an argument or position, and I agree that ghastly new metaphors would just get in the way. One of the things that is refreshing reading Orwell is how many of the problems he identified are still being discussed today, often as if they are new problems that didn’t exist a few decades ago. Orwell shows that at least one person was already discussing them over half a century ago!

Absolutely true! When you have someone of Orwell’s intelligence and clear thinking, even when you believe him wrong or misguided, he is still relevant and remains so decades later.

Political Talk is Important to Democracy

Talking is an important part of democracy. Every vote counts.

The Pew Center reports that the percentage of citizens identifying as independents has doubled in the last half century from 20% in 1960 to 40% in 2014. Considerable attention has been focused on how these citizens might vote, especially during presidential elections when their sheer numbers have the potential to swing the outcome toward one party or the other. Many of the "undecided" voters in the 2016 election, for example, claimed to be independent, and it's generally assumed that they broke late for Donald Trump, particularly in key battleground states, thereby handing him the victory.

But, who are these self-proclaimed independents really? They're often portrayed by the media as objective observers of politics, unsullied by partisanship, who carefully consider each candidate's positions before casting a "rational" vote. In this view, winning the election means tailoring a narrative that appeals to as many of these independents as possible. However, political scientists have demonstrated that most "independents" consistently vote for one party—they're not really up for grabs. Why are so many voters hiding their party affiliation by claiming "independence" and how does this behavior affect our political system? According to the authors of the book Independent Politics , self-described independents view the labels of democrat and republican negatively, so they go undercover to avoid a perceived stigma even though they regularly support one party. This behavior is especially true for voters who care deeply about what their friends and families think of them.

The problem with avoiding partisan labels is that it translates into a reluctance to more outwardly express one's true beliefs by wearing campaign buttons, displaying candidate yard signs, and most significantly, engaging in political talk with others. A long line of research has shown that these simple public displays of partisanship are the most persuasive types of political participation, with face-to-face discussions being the most influential method. If we're afraid to talk politics in polite company, how can we ever find common ground on how to address our shared challenges? By going undercover, so-called "independents" have weakened the connections necessary to a robust two-party system, and have helped sap the vitality from American democracy.

Three Essays in American Politics

In this dissertation, I write three papers on American politics. The first essay, ``Do Americans Respond to Presidential Pork?,'' examines the impact of presidential pork, party identification, and citizen ideology on presidential vote choice and voter turnout. It could be possible that increased government spending in a person's local area will increase his income and thus induce him to evaluate the incumbent presidential candidate through retrospective economic pocketbook voting. I also give a counter reasons of why voters would not respond to presidential pork: Americans do not pay much attention to how much the government is spending in their local area especially when people weigh heavily their ideology and party ID when making vote and turnout decisions. I then find, contrary to previous studies, strong evidence that voters do not respond to pork by changing their who they will vote for but find some evidence that people do respond by turning out to vote. My statistical analysis reveals that pork barrel spending did not switch people's vote choice in favor of the incumbent candidate in the 1988, 2008, and 2012 presidential elections. In fact, I find that the absolute level of spending in per capita terms for a county actually hurt McCain 2008. I do find that pork slightly increases the probability that a person turns out to vote for McCain 2008. But even though the results are statistically significant, they are not substantively significant enough to believe that presidential pork has a huge mobilizing effect for the candidate of the incumbent party. Furthermore, when I analyze the 1988 election between Bush and Dukakis with ANES data, I find that pork has no statistically significant effect on turnout. This leads me to conclude that presidential pork has no significant influence over vote choice or voter turnout.

In the second paper, ``A Factional Theory of Parties,'' I investigate the conditions under which groups in society coalesce to form large-tent parties previous to any election. I construct a formal model where groups seek to win office to implement their ideal points. These groups can either run on their own in the election or form coalitional parties. Each group has activists who are able to influence independent voters by contributing campaign resources. Coalitional parties can form in two cases. First, if there are no intense policy demanders (groups who care mostly about one policy dimension), then groups will coalesce and combine activist resources only if their influence in campaigning is significant. Second, if there are many policy dimensions and intense policy demanders then the influence of activists can be very weak and coalitional parties will still form. The reason why they form is very similar to vote-trading (logrolling). And coalitions need not be minimal winning in my model.

In the third paper, ``Who Are the Moderates?,'' I investigate which Americans are extreme in their political opinions. I focus on two schools of thought: the political economy school and the public opinion school. The political economy tradition argues that people are mainly interested in their material interest: rich people want less income redistribution and poor people want more. Thus, rich people should be conservative and poor people should be liberal. The public opinion tradition argues that the more politically informed a person is the more likely she is to agree with her partisan affiliation. I extend this to imply that more informed people are more likely to be extreme in their political beliefs. Since Liberal and Conservative ideologies hold policy positions on many different issues (the economy, abortion, immigration, gay marriage, the environment), I do a study of how income and political knowledge effects a person's opinion on specific issues. I find support for both of these schools of thought on public opinion.

Can you trust 2024 election polls on Donald Trump and Joe Biden? Here's how to cut through the noise.

Love them or hate them, political polls aren’t going anywhere. As the 2024 presidential election kicks into high gear, the internet will be flooded with surveys tracking the horserace between President Joe Biden and former President Donald Trump.

Keeping track of the numbers can be daunting: Who's ahead in national polls? Who's ahead in state-level surveys? Figuring out which numbers to pay attention to – and whether any of it actually matters – can be even more challenging.  

Luckily, the USA TODAY Network has got you covered. Here’s a refresher on why polls matter, whether you can trust them and what to look out for this year.  

What do polls tell us about the election?  

Think of polls as quick snapshots rather than crystal ball readings.

They don’t necessarily predict the results of an election. Rather, they’re used to gauge how people feel about a race during a specific period. Pollsters may ask questions about the future, but surveys have more to say about the voters' current temperature.

Polls also tend to have a short shelf life. Public opinion can shift quickly, meaning that the results of polls are often only a reliable measure of the state of a race during the time they were taken. 

A survey taken two months ago won’t reflect the state of a race today, and a poll fielded tomorrow won’t tell us who is going to win the presidential election in November.

However, that doesn't mean polls captured at the beginning of a campaign cycle don't matter. The insights from early polls tease out the major issues voters are thinking about that could shape the race.  They also help trace the trendlines of how a candidate is performing – whether they’re gaining traction, stagnating or losing support. 

Pollster John Zogby likened the importance of looking at early polling to checking benchmarks while trying to reach an exercise goal.  

“Am I going to get on the scale the day before to see how I did?” said Zogby. “No, I get on the scale every so often to say what am I doing? How am I doing? What am I doing right?” 

Conducting polls early in a race and often throughout the course of an election allows political scientists, journalists and the public to track trends and spot major inflection points in campaigns.  

Beware of two-candidate polls  

Not all polls are built the same. The way a survey is designed, from how questions are worded to the demographics of the participants chosen, can influence the accuracy of its results.  

David Paleologos , director of the Suffolk University Political Research Center, said political polls are most accurate when they replicate as closely as possible the questions and options voters will see on their ballot.

For instance, he said that polls on the 2024 presidential election should include choices beyond the two major party candidates – Trump and Biden – because most ballots will contain third-party and independent candidates who will garner some support.  

“If the polls only show a binary choice, between Trump or Biden, you're not getting the full picture,” Paleologos said.

He pointed to close margins in critical swing states, including Wisconsin, Arizona and Georgia, during the 2020 election as an example. Trump lost in those states by fewer votes than Libertarian Party candidate Jo Jorgensen received.  

If Jorgensen had not been in the race, the results in those battlegrounds, and possibly the outcome of the election nationally, could have looked markedly different, Paleologos said.

The Libertarian Party hasn’t yet chosen its candidate for the 2024 election. But early polls that include the party and other independent candidates as options are likely to more accurately show how disaffected voters are looking at their options, he explained.

Who's being polled?

Another factor that can impact a poll’s accuracy is the sample population surveyed. Polls randomly select a small sample of people designed to represent the broader views and attitudes of a larger population. But every organization uses different methodologies to create their samples.  

For instance, some election polls take the temperature of the general population, while others only include active voters or likely voters. They also may weigh demographic information, such as the ratio of Democrats to Republicans, differently.  

In the 2024 race, Zogby, author of the forthcoming book "Beyond the Horse Race: How to Read Polls and Why We Should," suggested that the most accurate polls include only likely voters, the pool of people already planning to cast a ballot in November.

“A likely voter today may not be a likely voter on October 31,” Zogby said, but capturing these voters allows political scientists to better understand the Americans who will choose the next president.

Should I pay attention to national polls or state surveys?

Pollsters were lambasted in 2016 for projecting that then-Democratic nominee Hillary Clinton would win the election over Trump.

But national polls , which are supposed to reflect the popular vote across all states, were technically right. Overall, Clinton won nearly 2.9 million more votes than Trump.  

So, what went wrong? Many analysts overstated Clinton’s lead in national polls, and few organizations conducted state-specific polls in former Democratic strongholds, such as Wisconsin, Michigan and Pennsylvania, that Trump was able to capture. His wins in those states ultimately landed him the electoral college victory.  

That’s not to say that national polls are inferior to state polls, but you should think of them differently.

“National polls are more valuable to understand what the issues are impacting likely voters,” Paleologos said, while state polls better represent the horserace.

He and other polling experts told USA TODAY that Biden needs to lead Trump by three to four percentage points in a national poll to be tied with the Republican in the electoral college . That's because large liberal-leaning states like California and New York tend to tilt the results of national polls in Democrats’ favor, whereas the "electoral college these days skews Republican," Zogby said.

In other words, a national poll showing Biden and Trump tied would tell a similar story to a swing state poll that shows Trump leading Biden by a few points.  But generally, experts warn against comparing national and state surveys, which are built off of different methodologies, against one another.

Can you trust the polls?  

Mostly. Because polls are analyzing a myriad of shifting factors, they'll always have some level of uncertainty baked in, regardless of the specific election. Organizations also don’t collaborate on what states they plan to poll, or when, which means there’s always potential for blind spots, like in 2016. 

Some political observers rely on poll averages, such as a tally from Real Clear Politics. These are generally reliable, but they can miss trends.

But when interpreted properly, polls often provide an accurate portrait of the state of an election. 

“There are folks that will say, ‘Oh, you missed the election by two points,’” Zogby said. "Well, two points – that showed the ballpark of what was going to happen.” 

And the more polls there are, the easier it is to evaluate the race.

What Students Read Before They Protest

When I was a college undergraduate 25 years ago, the fancy school that I attended offered what it styled as a “core curriculum” that was really nothing of the sort. Instead of giving students a set of foundational courses and assignments, a shared base of important ideas and arguments, our core assembled a grab bag of courses from different disciplines and invited us to pick among them.

The idea was that we were experiencing a variety of approaches to knowledge and it didn’t matter what specific knowledge we picked up. There was no real difference between taking Helen Vendler’s magisterial “Poems, Poets, Poetry” survey class or taking instead “Women Writers in Imperial China: How to Escape From the Feminine Voice.”

At the time, I looked with a certain envy southward, to Columbia University, where the core curriculum still offered what the name promised: a defined set of important works that every undergraduate was expected to encounter. Against the belief that multiculturalism required dismantling the canon, Columbia insisted that it was still obligatory to expose students to some version of the best that has been thought and said.

That approach survives: The Columbia that has become the primary stage for political drama in America still requires its students to encounter what it calls “cornerstone ideas and theories from across literature, philosophy, history, science and the arts.”

This is an admirable goal and also a useful one, since it gives a clear look into what kind of ideas and theories the current consensus of elite academia deems important to forming citizens and future leaders — including the future leaders currently protesting at Columbia and other campuses around the country. It helps pin down, in a particular syllabus, general impulses that anyone with eyes to see will notice all across the meritocracy, from big Ivies to liberal arts colleges to selective high schools and middle schools.

The Columbia core’s requirements include many of the traditional great books — Genesis and Job, Aeschylus and Shakespeare, Adam Smith and Alexis de Tocqueville — along with readings in the sciences and exposure to music and fine arts. They also include sources obviously intended to diversify the traditional core and bring it up to date — some from the medieval and early modern past, many from the 20th century.

I want to look in particular at the syllabus for “Contemporary Civilization,” the portion of the core that deals most with political arguments and authors. The pre-20th-century readings follow traditional patterns (Plato, Aristotle, Augustine, Hobbes, Locke, Rousseau) with specific supplements that diversify the list: more Islamic writers in the Middle Ages, Christine De Pizan alongside Machiavelli, a raft of readings on the conquest of the Americas, the Haitian Declaration of Independence and Constitution alongside the American Declaration and Bill of Rights.

But then comes the 20th century, and suddenly the ambit narrows to progressive preoccupations and only those preoccupations: anticolonialism, sex and gender, antiracism, climate. Frantz Fanon and Michel Foucault. Barbara Fields and the Combahee River Collective. Meditations on the trans-Atlantic slave trade and how climate change is “colonial déjà vu.”

Many of these readings are absolutely worth engaging. (Some of them I have even assigned in my own limited experiments in teaching.) But they still embody a very specific set of ideological commitments.

To understand the world before 1900, Columbia students read a range of texts and authors that are important to understanding America and the West in their entirety — Greek and Roman, religious and secular, capitalist and Marxist.

To engage with the contemporary world, the world they are being prepared to influence and lead, they read texts that are important to understanding only the perspective of the contemporary left.

Of course, these reading lists can change, and the way they are taught will vary with the instructor. But the priorities of Columbia’s canon fit a wider trend. I speak to college students and high school students fairly often, and it is common to meet kids whose entire sense of contemporary political challenges consists of racism and climate change. (Note that these are usually children of the upper middle class; 18-to-29-year-olds in general are more likely to be worried about economic issues.) They are not necessarily enthusiastically embracing these causes; if they’re talking to me, they’re more likely to be disillusioned. But this is the scope of ideas they’re being given about what an educated person should find concerning or worthy of attention.

This has two effects, one general and one specific to the current protests at Columbia. The first effect is a dramatic intellectual and historical narrowing. In the Columbia curriculum’s 20th-century readings, the age of totalitarianism simply evanesces, leaving decolonization as the only major political drama of the recent past. There is no Orwell, no Solzhenitsyn; Hannah Arendt’s essays on the Vietnam War and student protests in America are assigned but not “The Origins of Totalitarianism” or “Eichmann in Jerusalem.”

Absent, too, are any readings that would shed light on the ideas that the contemporary left is ranged against: There is no neoconservatism, certainly no religious conservatism, but also nothing that would make sense of neoliberalism in all its variations. There is no Francis Fukuyama, no “end of history” debate. Class critiques are mostly invisible, left behind in the 19th century with Karl Marx. And there are no readings that focus on the technological or spiritual aspects of the present or offer cultural critiques from a nonprogressive vantage point — no Philip Rieff, no Neil Postman, no Christopher Lasch.

This narrowing, in turn, leaves students with an equally narrow list of outlets for the world-changing energy that they’re constantly exhorted to embrace. Conservatism of any sort is naturally off limits. A center-left stewardship seems like selling out. There’s no clear path to engagement with many key dramas of our time — renewed civilizational competition, the stresses of digital existence, existential anomie.

Climate change looms over everything, but climate activism is expected to be merged somehow with anticolonial and antiracist action. Yet it’s actually quite difficult to make anticolonialist preoccupations map onto a world where Western Europe is aging and declining and once-colonized populations now fill its major cities, where the locus of world power has shifted into Asia, where the world’s most tyrannical and imperialist regimes are non-Western and nonwhite. You inevitably have to mystify things a bit, perpetually discovering the hidden key to the 21st century in the power relations of the distant past.

But if you’re willing to simplify and flatten history — 20th-century history especially — it is easier to make these preoccupations fit Israel-Palestine. With its unusual position in the Middle East, its relatively recent founding, its close relationship to the United States, its settlements and occupation, Israel gets to be the singular scapegoat for the sins of defunct European empires and white-supremacist regimes.

Sometimes this scapegoating seems subconscious, but quite often it’s entirely literal — as in the video circulating this week in which one of the organizers of the Columbia protests explicitly analogizes contemporary “Zionists” to the slaveowners of prerevolutionary Haiti, who he says were justly murdered by their slaves. (The student has since issued a statement apologizing for rhetorical excess.)

Recognizing that this is happening — that Israel is a kind of enemy of convenience for a left-wing worldview that otherwise lacks real-world correlates for its theories — does not excuse the Israeli government for its failings or vindicate its searching-for-an-endgame strategy in Gaza or justify any kind of mistreatment of student protesters.

But it helps explain the two things that seem so disproportionate in these protests and the culture that surrounds them. First, it explains why this conflict attracts such a scale of on-campus attention and action and disruption while so many other wars and crises (Sudan, Congo, Armenia, Burma, Yemen …) are barely noticed or ignored.

Second, it explains why the attention seems to leap so quickly past critique into caricature, past sympathy for the Palestinians into justifications for Hamas, past condemnation of Israeli policy into antisemitism.

The truth is that these aspects of contemporary protest politics are not just a recrudescence of past bigotries. They are partially that, but they are also something stranger, a reflection of a worldview that has come to its antisemitic temptations through a circuitous route.

This worldview is broad enough to set curriculums but too narrow to find full purchase in the world as it exists, intent on finding enemies but discovering more of them in the past than in the present and fastening on Israel with a sense of excited vindication — a spirit that yields easily, as righteous vindication often does, to hate.

What Americans think about recent pro-Palestinian campus protests

Three-quarters of Americans have heard about the recent arrests of pro-Palestinian protesters demonstrating on college campuses throughout the country. Nearly half of people oppose the protests, while around one in four support them. Few support demonstrators' calls for divestment, and one in three believe college administrators have not responded harshly enough to the protesters.

Americans are more likely to strongly or somewhat oppose (47%) than support (28%) pro-Palestinian protesters on college campuses throughout the country in recent weeks, according to a YouGov poll this week of 9,012 U.S. adults . American Muslims support the protests by 75% to 14%; Jewish Americans, however, oppose them by 72% to 18%. Adults under 45 are twice as likely as older adults to be in favor of the protests (40% vs. 19%).

The most recent Economist/YouGov Poll found that 30% of Americans believe that most or all of the pro-Palestinian campus protesters have been peaceful, while slightly more — 35% — say some or none of them have been. 29% are unsure.

A growing number of students have been arrested, leading some to question whether administrators who allowed these arrests have overstepped. Others argue that even more force should be used. Our survey shows that twice as many Americans believe college administrators have not responded to the protests harshly enough (33%) as say administrators' response has been too harsh (16%). 20% say it has been about right and 31% are not sure. Half of Americans 45 and older believe administrators haven't been harsh enough (48%); a much smaller share of adults under 44 think this (16%).

Most Americans (58%) believe that colleges have different standards for groups protesting on their campuses; just 12% believe that college administrators treat all groups equally.

The demonstrations have raised questions about how universities should balance the tension between protecting free speech and preventing hate speech. Half of Americans say colleges should balance the two goals equally, while 23% say they should prioritize free-speech protections and 15% say the prevention of hate speech should be the bigger focus.

Some pro‑Palestinian student protesters have demanded that universities sell their investments in companies with ties to Israel. Brown University administrators reached a compromise with student protesters this week, agreeing to a board vote on possible divestment if the protester encampment ends. Many Americans aren't sure about the fairness or feasibility of divestment. 40% believe it would be unjust for universities to divest from Israeli ties, while 25% say it would be just. Only half of those who think it would be just for universities to divest also believe that it would be feasible for them to do so.

While few Americans say divestment would be just, more believe that Israel's response in Gaza has been too harsh (30%) than say it has been not harsh enough (15%). 22% say it has been about right. In terms of where Americans' sympathies overall lie in the Israeli-Palestinian conflict, 31% say more with the Israelis, 17% more with the Palestinians, and 28% with both sides equally.

House passes bill aimed to combat antisemitism amid college unrest.

Speaker of the House Mike Johnson visited Columbia University on April 24 to meet with Jewish students and make remarks about concerns that the ongoing demonstrations have become antisemitic.

The House of Representatives passed a bill on Wednesday aimed at addressing reports of rising antisemitism on college campuses, where activists angered by Israel's war against Hamas have been protesting for months and more recently set up encampments on campus grounds .

The Antisemitism Awareness Act would see the adoption of the International Holocaust Remembrance Alliance's definition of antisemitism for the enforcement of federal anti-discrimination laws regarding education programs.

The bill passed with a 320-91 vote. Seventy Democrats and 21 Republicans voted against the measure.

The international group defines antisemitism as "a certain perception of Jews, which may be expressed as hatred toward Jews" and gives examples of the definition's application, which includes "accusing Jews as a people of being responsible for real or imagine wrongdoing committed by a single Jewish person or group" and making " dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as collective."

Rep. Mike Lawler, R-N.Y., introduced the legislation.

"Right now, without a clear definition of antisemitism, the Department of Education and college administrators are having trouble discerning whether conduct is antisemitic or not, whether the activity we're seeing crosses the line into antisemitic harassment," he said on the House floor before passage.

The bill goes further than an executive order former President Donald Trump signed in 2019 . Opponents argue the measure could restrict free speech.

"This definition adopted by the International Holocaust Remembrance Alliance includes 'contemporary examples of antisemitism'," said Rep. Jerry Nadler in a speech on the House floor ahead of the vote. "The problem is that these examples may include protected speech in some context, particularly with respect to criticism of the state of Israel."

Fellow New York Democrat Rep. Ritchie Torres , one of the 15 Democratic cosponsors of the bill, told NPR he finds that argument unconvincing.

"There's a false narrative that the definition censors criticism of the Israeli government. I consider it complete nonsense," Torres said in an interview with NPR.

"If you can figure out how to critique the policies and practices of the Israeli government without calling for the destruction of Israel itself, then no reasonable person would ever accuse you of antisemitism," he added.

Issue should 'transcend partisan politics'

While members of both parties have criticized reports of antisemitism at the protests, Republicans have made the issue a central political focus.

House Speaker Mike Johnson made a rare visit last week to Columbia University, where demonstrators were demanding the school divest from companies that operate in Israel. Johnson and a handful of GOP lawmakers met with a group of Jewish students.

"They are really concerned that their voices are not being heard when they may complain about being assaulted, being spit on, being told that all Jews should die — and they are not getting any response from the individuals who are literally being paid to protect them," Rep. Anthony D'Esposito, R-N.Y., told NPR of the meeting.

On Tuesday, Johnson held a press conference focused on antisemitism with a group of House Republicans at the U.S. Capitol.

"Antisemitism is a virus and it will spread if it's not stamped out," Johnson said. "We have to act, and House Republicans will speak to this fateful moment with moral clarity."

Rep. Pramila Jayapal, D-Wash., who chairs the House progressive caucus, says Republicans are playing politics.

"Many of these Republicans didn't say a word when Trump and others in Charlottesville and other places were saying truly antisemitic things. But all of a sudden now they want to bring forward bills that divide Democrats and weaponize this," she said.

Torres said he wished Johnson had done a bipartisan event with House Democrats to "present a united front."

"You know, it's impossible to take the politics out of politics, but the fight against all forms of hate, including antisemitism, should transcend partisan politics," he said.

Jewish students speak about feeling harassed

Hear from students who met with speaker johnson.

There was increased urgency to move legislation to the floor after lawmakers started hearing stories of Jewish students feeling unwelcome on campuses.

Eliana Goldin, a junior at Columbia and the Jewish Theological Seminary, said the escalation of protests on and around her campus have made her feel unsafe.

"I know many, many people who have been harassed because they wear a Jewish star necklace," Goldin told NPR. Goldin was one student who received a message from Rabbi Elie Buechler of Columbia a week ago.

"The events of the last few days...have made it clear that Columbia University's Public Safety and the NYPD cannot guarantee Jewish students' safety in the face of extreme antisemitism and anarchy," the message read. "It deeply pains me to say that I would strongly recommend you return home as soon as possible and remain home until the reality in and around campus has dramatically improved."

Demonstrators say their protest is peaceful and that some of the antisemitic events that have garnered national attention have come from people outside of the university.

Goldin said she was part of an interaction that got a lot of online attention of someone yelling at her and others to "go back to Poland." She said she was disappointed in the reaction from the broader Columbia community, even though the person was likely not a student.

"I do think if someone were to say, 'go back to Africa' to a Black student, it would one, be abhorrent," Goldin said. "And correctly, the entire Columbia student body would feel outraged at that, and we would all be able to rally around it. But of course, when someone says 'go back to Poland' to a Jew, we don't feel the same outrage and the same unity against that."

Torres said lawmakers should listen to students like Goldin.

"If there are Black students, who claim to experience racism, we rightly respect their experiences. The same would be true of Latino students, the same would be true of Asian students," he said. "If there are Jewish students who are telling us that they do not feel safe, why are we questioning the validity of their experiences? Why are we not affording them the sensitivity that we would have for every other group?"

Columbia University did not respond to NPR about questions about their handling of the protests.

'It just really kind of erodes the soul'

Xavier Westergaard, a Ph.D. student at Columbia, attended the meeting between the House GOP delegation and Jewish students.

"The mood in the room was relief that someone so high up in the government made this a priority," he said, referring to Johnson.

"Jewish students, including myself, have been the victims of physical violence and intimidation. This goes from shoving, spitting, being told to go back to Europe," he said. "It just really kind of erodes the soul if you hear it too many times."

He added: "And this is not just happening outside the gates, on the sidewalk where anyone from anywhere can come and demonstrate. We do have the First Amendment in this country. This was actually on campus. The university has responsibilities to protect their students from harassment on the basis of religion or creed or national origin."

A consistent refrain among protesters is that criticizing the policies of the Israeli government doesn't equate to antisemitism.

Westergaard agrees, but says that's not what he's experiencing.

"I've heard, 'We want all Zionists off campus.' I've heard 'death to the Zionist state, death to Zionists.' And as a Jew, I feel that Zionism and Judaism can be teased apart with a tremendous amount of care and compassion and knowledge," he said. "But it's also just a dog whistle that people use when they're talking about the Jews."

Juliana Castillo, an undergraduate, was also at the meeting with Johnson. She said calls for the safety of students doesn't just include physical well-being.

"There are things like intimidation, like feeling uncomfortable being openly Jewish or taking a direct route across campus," she said. "It doesn't always manifest as a lack of physical safety. Sometimes it manifests as being unwelcome in a class or feeling like people's viewpoints or perspectives are not respected."

She said even isolated incidents of antisemitism that get circulated widely online have a "creeping impact on people."

"Just knowing that something has happened to your friends, or to people you know in a place you're familiar with, makes it difficult to have a sense that this is your campus," she said. "These things do build up."

Bipartisan push on more bills to counter antisemitism

Lawmakers say this bill is just one step — and that there's more action the chamber should take to combat antisemitism.

Torres and Lawler have introduced another bill that would place a monitor on a campus to report back to the federal government on whether the university is complying with Title VI , which prohibits discrimination based on race, color or national origin in places like colleges that receive federal funding.

"A law is only as effective as its enforcement, and the purpose here is to provide an enforcement mechanism where none exist," Torres said. "And I want to be clear: the legislation would empower the federal Department of Education not to impose a monitor on every college or university, only when there's reason to suspect a violation of Title VI."

Meanwhile, House Minority Leader Hakeem Jeffries is urging Johnson to bring the bipartisan Countering Antisemitism Act to the floor.

"The effort to crush antisemitism and hatred in any form is not a Democratic or Republican issue" said Jeffries in a statement.

The bill would establish a senior official in the Department of Education to monitor for antisemitism on college campuses and create a national coordinator in the White House to oversee a new interagency task force to counter antisemitism.

"We have negotiated that bill for nine months. It is bipartisan. It's bicameral," said North Carolina Democrat Kathy Manning, who co-chairs the House Bipartisan Task Force for Combating Antisemitism.

Manning was part of a trio of House Democrats who visited Columbia University last week to hear from Jewish students.

Manning points to a study from the American Jewish Committee that found that 46% of American Jews since October 7 say they have altered their behavior out of fear of antisemitism .

"I find that deeply disturbing, that in the United States of America, people are now afraid to be recognized in public as being Jewish," Manning said.
