غربت پر مضمون
ہم غربت (Poverty) کو ایک ایسی حالت کہتے ہیں جہاں ایک خاندان کی بنیادی ضروریات جیسے خوراک، رہائش، لباس اور تعلیم پوری نہ ہوں۔ ایک غریب شخص پیسے کی کمی کی وجہ سے تعلیم حاصل نہیں کر پاتا اور اس وجہ سے وہ بے روزگار رہتا ہے۔ ایک بے روزگار شخص اپنے خاندان کے لیےغذائیت سے بھرپور خوراک خریدنے کے قابل نہیں ہوپاتا اور یوں ان کی صحت کا معیار بھی گر جاتا ہے۔ ایک کمزور شخص کے پاس کام کرنے کے لیے درکار توانائی کی کمی ہوتی ہے اور اس طرح بے روزگار شخص غریب ہی رہتا ہے۔ اس لئے ہم کہہ سکتے ہیں کہ غربت دیگر مسائل کی بھی جڑ ہے۔
غربت کی وجوہات
پاکستان میں غربت کی بڑی وجہ بڑھتی ہوئی آبادی، کمزور زراعت، بدعنوانی، امیر اور غریب کے درمیان بڑا فرق، بے روزگاری، ناخواندگی، متعدی بیماریاں وغیرہ ہیں۔ عام طور پر خراب زراعت اور بے روزگاری کی وجہ سے لوگوں کو خوراک کی قلت کا سامنا کرنا پڑتا ہے۔ پاکستان میں بڑھتی ہوئی آبادی بھی غربت کی بڑی وجہ ہے۔ زیادہ آبادی کی ضروریات کو پورا کرنے کے لئے خوراک، پیسہ اور گھر کی ضرورت ہوتی ہے اور جب یہ بنیادی ضروریات پوری نہیں ہوتیں تو غربت جنم لیتی ہے۔ اس کے علاوہ، امیر اور غریب کے درمیان کا فرق بھی غربت کی بہت بڑی وجہ ہے۔
غربت کے اثرات
غربت غریب خاندان کی زندگی کو متاثر کرتی ہے۔ ایک غریب آدمی مناسب خوراک اور غذائیت نہیں لے پاتا اور اس کی کام کرنے کی صلاحیت کم ہو جاتی ہے۔ کام کرنے کی صلاحیت میں کمی اس کی آمدنی کو مزید کم کر دیتی ہے جس سے وہ غریب تر ہو جاتا ہے۔ غریب خاندان کے بچوں کو کبھی بھی مناسب تعلیم اور مناسب غذائیت نہیں ملتی۔ انہیں اپنے خاندان کی کفالت کے لیے کام کرنا پڑتا ہے اور اس سے ان کا بچپن تباہ ہو جاتا ہے۔ ان میں سے کچھ چوری، قتل، ڈکیتی وغیرہ جیسے جرائم میں بھی ملوث ہو جاتے ہیں۔ ایک غریب شخص ان پڑھ رہتا ہے اور کچی آبادیوں میں غیر محفوظ حالات میں زندگی گزارنے پر مجبور ہوتا ہے۔ کچی آبادیوں میں صفائی اور پینے کے پانی کی کوئی مناسب سہولت نہیں ہوتی جس کی وجہ سے غریب انسان اکثر بیمار رہتا ہے اور اس کی صحت بگڑ جاتی ہے۔ چنانچہ تمام سماجی برائیوں کا تعلق غربت سے ہے۔
غربت کو جڑ سے ختم کرنے کا حل
اس زمین پر انسانیت کی بھلائی کے لیے غربت کے مسئلے کو فوری طور پر حل کرنا بہت ضروری ہے۔ کچھ چیزیں جو غربت کے مسئلے کو حل کرنے میں بڑا کردار ادا کر سکتی ہیں درج ذیل ہیں:
- کسانوں کو منافع بخش بنانے کے ساتھ ساتھ اچھی کاشت کاری کے لیے مناسب اور ضروری سہولتیں ملنی چاہئیں۔
- ناخواندہ افراد کو زندگی کی بہتری کے لیے ضروری تربیت دی جانی چاہیے۔
- غربت کے خاتمے کے لیے بڑھتی ہوئی آبادی کو روکنا ہو گا۔
- غربت کے خاتمے کے لیے بدعنوانی (Corruption) کا خاتمہ بھی بہت ضروری ہے۔
- ہر بچہ سکول جائے اور مکمل تعلیم حاصل کرے۔
- روزگار کے ایسے راستے ہونے چاہئیں جہاں ہر طبقے کے لوگ مل کر کام کر سکیں۔
نتیجہ (Conclusion)
غربت صرف کچھ لوگوں کا مسئلہ نہیں ہے بلکہ یہ ایک قومی مسئلہ ہے۔ اسے فوری طور پر کچھ موثر طریقوں کے ذریعے حل کیا جانا چاہئے۔ حکومت کی جانب سے غربت کے خاتمے کے لیے مختلف اقدامات کیے گئے ہیں لیکن اب تک کوئی واضح نتائج سامنے نہیں آئے۔ غربت کا خاتمہ عوام، معیشت، معاشرے اور ملک کی مسلسل بڑھتی ہوئی اور جامع ترقی کے لیے بہت ضروری ہے۔ غربت کو جڑ سے اکھاڑ پھینکنے کے لیے ہر فرد کا متحد ہونا بہت ضروری ہے۔

8) غربت طلباء کو تعلیم حاصل کرنے سے محروم کر دیتی ہے۔
9) جرائم کی بڑھتی ہوئی شرح غربت کا ہی نتیجہ ہے۔
10) غربت میں اضافے کی ایک بڑی وجہ آبادی میں اضافہ ہے۔

This article discusses poverty and its solution in Islamic teachings. Today, poverty is not only a problem to any one region or country, but it is an important and fundamental problem of the whole world. According to the report of the journal Global Issues, about more than three billion people lives on less than two and a half US dollars per day. The combined GDP of forty-one indebted countries with 560 million people in the world is less than the combined wealth of the seven richest people in the world. Out of two billion children in the world, one billion children are living in poverty. Children have no place to live. 27 crores people do not have access to medical facilities. Currently, there is enough food to meet the needs of nearly seven billion people on the planet, yet one in seven people go to bed hungry at night. Poverty is an undesirable thing in Sharia. This paper attempts to study the framework of Islamic solution to this fundamental problem.

What does the constitution of Pakistan say about education?

Constitutionally, free and compulsory education is the fundamental right of all Pakistanis. It is the responsibility of the state to educate the children of the ages of 5 to 16 year. The article 25-A of the constitution of Islamic Republic of Pakistan reads:
“The State shall provide free and compulsory education to all children of the age of five to sixteen years in such manner as may be determined by law.”
The present education system is replete with flaws and loopholes. For the fulfilment of its responsibility of educating the public, the government needs a strong and effective education system which can deliver the desired results.
The Education System in Pakistan:
Currently, a six-tier education system in running in Pakistan which consists of the following levels:
- Pre-school – children aged 3 to 5 years
- Primary Education – grades/classes 1 through 5
- Middle/Elementary Education – grades/classes 6 through 8
- High/Secondary Education – grades/classes 9 and 10 (leading to Secondary School Certificate or SSC)
- Intermediate/Higher Secondary Education – grades/classes 11 and 12 (leading to Higher Secondary School Certificate or HSSC)
- University Education – undergraduate, graduate, master and doctorate degrees.
Both the federal and the provincial governments are entitled to run and oversee the literacy programs in the country. The educations running under the central and provincial governments are scattered across the country.
Education System in Pakistan Issues and Problems:
Despite the introduction and implementation of around two dozen policies and plans, the education system in Pakistan is facing numerous issues and problems of grave nature. The literacy rate is still below 60% (2016) which puts a question mark on the effectiveness of the learning infrastructure in the country.
Some of the major education system in Pakistan issues and problems are listed below:
Low Budget Allocation:
Pakistan is one of the countries in the world with lowest budgetary allocation for education. She spends only 2% of its national GDP on education. Consequently, millions of children are out of school in the country, i.e. they are deprived of their fundamental (constitutional) right to free and compulsory education. So, the budgetary allocation for education should be increased from 2 to 7 percent.
Corruption:
While the budget for education is already insufficient, the corrupt elements in the management structure further aggravate the situation by filling their pockets through illegitimate means. So, corruption can be regarded as one of the major factors contributing to the failure of educational policies in Pakistan.

Political Instability:
The unstable political environment also affects the efficiency of education system in Pakistan. Political agitations pose hindrance to the implementation of government policies for improving the standard and quality of learning.
Terrorism and Insecurity:
In the recent past, the country has witnessed a wave of inhuman terrorist attacks on the educational institutions. For example, in the years from 2009 to 2013, as many as 642 attacks were launched by the enemies of education and of humanity. So, the parents feel reluctant to send their children to school. On the other hand, the school going children have to study in an insecure and fearful environment which affects the quality of education.
Untrained Teachers:
As less educated and untrained teachers are employed in the schools, they are unable to impart a good quality education to the students.
Lack of Check and Balance:
The lack of proper check and balance promotes negligent behavior on the part of the administrators, educationists and the educators. If the individuals shirking from their responsibilities are brought to book, the education system in Pakistan can significantly be improved.
Poor Infrastructure:
The poor infrastructure, poorly equipped classrooms and debilitating learning environment make major contribution to the inability and failure of education system in Pakistan to deliver the desired results.
Though the government has launched educational reforms to make the education totally free for the children from poor backgrounds, poverty is still a big hindrance on the way to education. The poor parents prefer making their children economic supporters of the family rather than sending them to schools.
Other education in Pakistan issues and problems include unequal standards of education in the public and private section institutions, lack of technical education, regional disparity, unequal educational opportunities for male and female students, and so on.

Causes Of Poverty in Pakistan:
- Lack Of Governance
Pakistan is run by military dictatorships for the large periods of its time, this led to rapid kind of policy changes. It is due to the Political instability, macroeconomic imbalances that they have been reflecting the poor! It is viewed that Pakistan’s major cities are home to 1.2 million street children that includes beggars and also scavengers. It is too due to the law and order problem which has worsened this condition. When the governance will run under the Islamic rules and regulations it will only be grown up respectively otherwise we are frequently going beneath a load of poor governance in each matter of life.
2. Feudal Culture
This is one of the biggest cause of poverty in Pakistan. It is a fact that Pakistan is home to a large kind of feudal landholding system. It is estimated that 51% of poor tenants actually owe money to the landlords, these landlords’ position allows them to exploit the resources of the poor. Our cultural influence was that to promote the betterment and to demolish the increasements, but the current situation is interrupting the creative minds and we are going back day by day in the race of poverty. We should cultivate the feudal culture from Pakistan so that we can utilize our abilities to overcome the mother of all the crimes poverty from Pakistan.
3. Overpopulation
Yes of course! the overpopulation is also a big cause of poverty in Pakistan. It is because the rapidly increasing the number of population is rapidly decreasing the number of resources to meet the required ratio for the public around. Overpopulation invites numerous social evils such as the less number of jobs against the big number of applications. Similarly, more population requires more resources to manage them which directly and indirectly requires the money which is also causing the poverty in Pakistan.
4. Corrupt Culture
The biggest example of corrupt culture is in front of us by the imprisonment of Nawaz Sharif and Shahbaz Sharif on state-level corruptions. No one knows the actual reality behind it but the bad effects are imprinting on the history of Pakistan which is pushing the nation in the darkness of poverty and lots of other living issues. It is this sad fact that our politicians fill up their pockets, they fill up their bank accounts with the budget, with that foreign aid dollars and do not give the poor their due share. We are requiring a pure leader and politician who just play for the betterment of Pakistan but not for his own.
5. Low Literacy Rate
It is too because of the low literacy rate that our citizens of Pakistan have failed to stand on their feet, they could not get their education and in return, they fail to get know-how of any practical task. Education is costly for a job holding person to compete it. while the difference between English medium schools, Urdu medium schools, private and government schools is the actual reason behind this factor. If the government offers educations on free of cost for a job holder person then it will be easy for him to admit his child and long-running results will over root the low literacy rate and our motherland will grow up with the hands of youth.
How to Overcome Poverty In Pakistan:
In my essay about poverty in Pakistan, I think it will be an important part of the discussion if I share my ideas about the over the root of poverty effects. So in this way, I would like to say that the above main and the most effective causes of poverty should be eliminated simultaneously. The process will start from the upper level and that is our politicians and leaders. After that, the government should work under the rules of purity and devotions so that no one can go out of rules and regulations even he is a common person or a government officer. rules should be equal for all. Thirdly, the government has to pay special attention to education. If our child will be studied properly they will learn more and more and an educated person is always civilized and has better opportunities for doing work and earning money which is the primary part of demolishing the poverty from our country.
The government of Pakistan should now understand this saying that if you give a man a fish, he will eat that fish on that day only, but teaching him how to fish, he will keep on be eating that fish on every single day. We have to teach each of the citizens of Pakistan so that he may earn on his own.
