Application Requirements for International Students

When applying, you need to carefully review the requirements for submitting all of your transcripts and student records. These include all post-secondary educational institutions you have attended, including technical and professional schools.

There is not a limit on the number of international students who will be accepted into the Doctoral Programs each year. Acceptance is based on academic history, test results, recommendations, and personal statement.

Language Proficiency

The TOEFL (Test of English as a Foreign Language) is required if you are an international applicant whose native language is not English. Please carefully review all the requirements for the exam explained in Standardized Test Scores .

International students who are accepted into the program and whose first language is not English may be required to take the SPEAK test offered through the English Language Programs office.

This test is used to determine/confirm a student’s fluency in English. If test results indicate a student would benefit from additional language instruction, arrangements will be made for summer class work and tutoring. Students will be expected to complete this additional work to ensure their proficiency in written and spoken English in professional settings.

Immigration and Taxes

In order to maintain legal student status in the United States, international PhD students must be enrolled for a full-time course load, which means a minimum of three courses per semester. Full-time enrollment does not include audits or incompletes. If you’re an international student looking for PhD scholarships, consider the US. PhD Scholarship 3: Vanderbilt University

PhD Scholarship 4 and 5: Washington University in St. Louis

Founded in 1853 in St. Louis, Missouri, Washington University in St. Louis attracts over 15,500 students from 100 countries and all 50 US states. They are well-known for being among the world’s leaders in teaching, research, patient care and service to society.

Below are two scholarships – both with a deadline of Jan. 25, 2022 – offered to students wanting to apply to the Graduate School, Washington University in St. Louis:

Chancellor’s Graduate Fellowship

Graduate students with strong academic records, and a keen interest in diversity and service can apply for this Chancellor’s Graduate Fellowship where they will receive academic, professional and personal support. You need to have a US undergraduate degree and have a desire to become a college or university professor.

Fellowship winners enjoy an annual stipend of US$36,720 (2021-22 rate), full tuition coverage, an educational allowance of US$1,500 and priority housing. 

Spencer T. and Ann W. Olin Fellowship for Women in Graduate Study

This Fellowship – co-sponsored by the University and the Monticello College Foundation – is especially created to encourage more women to take up graduate study, and serve society afterwards.

The successful recipients will receive an annual stipend worth US$36,720 and a US$600 travel award besides full tuition remission throughout their programme.

PhD Scholarship 6: University of Minnesota Twin Cities

The University of Minnesota Twin Cities is well recognised as one of the most famous public research universities in the US. Over 50,000 students study at this university, which spans five campuses including the main Twin Cities campus.

The Diversity of Views and Experiences (DOVE) Fellowship Programme is available for exceptional research graduate students with diverse life and educational backgrounds who are underrepresented within graduate programmes.

They need to be nominated first by the Director of Graduate Studies in their respective graduate programme; they will get a stipend worth US$25,000, academic tuition for up to 14 graduate-rate credits per semester, health insurance subsidy and dental care.

PhD Scholarship 7: University of Texas at Austin

The University of Texas at Austin – ranked as the top public university in Texas (Times Higher Education World University Rankings 2019) – has other high rankings including being #14 Public University (US News and World Report 2019). Their global world ranking is #67 (QS World University Rankings 2022) as well.

Through this Donald D. Harrington Graduate Fellows Programme Fellowship , recruited talented students are envisioned to share their knowledge and success with future generations. A stipend of US$40,000 for 12 months, tuition and required fees, an allowance for student medical insurance, and US$2,000 for miscellaneous expenses make up this generous funding package; the deadline is Jan. 24, 2022.

PhD Scholarship 8: University of Oregon

As a Tier-One National Public Research University and being the top public university in Oregon (for first-year retention and graduation rates), the University of Oregon attracts over 22,000 students. It has nine schools and colleges. 

The International Cultural Service Programme is an annual tuition waiver scholarship ranging from US$9,000 to US$35,000 for up to 15 credits per term. Winners are required to do cultural service in the form of presentations about their home country to children, community organisations and the university’s students and faculty.

PhD Scholarships 9 and 10: East-West Centre

The East-West Centre , established by the US Congress in 1960, is a nonprofit organisation acting as a US-based institution for public diplomacy in the Indo-Pacific region. Located adjacent to the University of Hawai‘i at Mānoa (UHM), the centre’s Honolulu campus spans 21 acres.

Below are two Fellowships – established since 1999 through the Y. S. Lee Family Endowed Fellowship Fund and worth US$5,000 each – available for graduate students.

Wing-tsit Chan Graduate Fellowship in Chinese Philosophy

When should I start applying for a PhD in the USA?

Deadlines for applications to PhD programs in the USA tend to be between December and February, and institutions should let you know about your application by April. Most US institutions recommend that you apply as far in advance as you possibly can to give them, and you, plenty of time to make arrangements. 

Universities in the USA do not require a masters for you to apply as well. Because of the graduate programs in the US, you will receive your masters degree once you have completed your coursework stage. This practice combines the masters and PhD into one.

It varies from institution to institution, but international students in the USA are required to have a TOEFL score of about 90.

Funding your PhD in USA

PhD students are very likely to receive financial support in the form of PhD scholarships ; some USA PhD students also receive PhD studentships .

Making your PhD application in plenty of time allows you more time to apply for and arrange your PhD funding. Many students find that funding can cover much, or all, of the cost of their PhD studies in the USA, which ranges between $28,000 and $40,000. Deadlines for funding applications can be as early as December before starting your studies in the Autumn/Fall. 

There are two types of PhD funding: fully funded, which pays for the student's graduate school tuition fees, accommodation, and living expenses, or partially funded, which pays for the student's tuition only partially or fully.

Can a PhD be fully funded?

Yes, many top universities in the USA offer fully funded PhD programs for eligible students. This funding pays for the student's graduate school tuition fees, accommodation and living expenses. Partially funded PhDs only cover the student's tuition in part or in full.

Some PhD students will receive a stipend from their institution with an assistantship position, but this varies between institutions and between departments within institutions. Other students can find funding from both their own and the American government, and there are plenty of American government schemes like The Fulbright Program that offer funds.

How long does it take to study a PhD in the USA?

For part-time students in the USA, a PhD can take eight to ten years, but it usually takes five to six years for full-time students. PhDs can be completed in four to five years rather than five or six for students with a masters degree in an appropriate subject.

A PhD in USA takes approximately 5 – 6 years of full-time study and can cost between $12,000 – $45,000 per academic year. PhD programs in USA differ from that in the UK and Europe in that students must first take taught classes, coursework and exams before starting their research project.

Universities in USA

Universities in the United States can be divided into two types: public universities and private universities.

Public universities are financed by the state in which they are based. Because of this, public universities charge less for students from within the state and more for students from outside the state, including international students.

Private universities are not financed by their state, but by private donors, research funds and tuition fees. For this reason, private universities generally charge higher tuition fees than public universities and require all students to pay the same amount, regardless of whether they come from out-of-state or abroad.

According to the Times Higher Education World University Rankings 2021 , eight of the top ten universities in the world are located in the United States. These are:

Method of Study

The main difference between a PhD in the US and a PhD in Europe lies in the program structure. Whereas a European PhD essentially consists of a single phase lasting three to four years , an American PhD consists of three different phases, each with its own time frame.

• Phase One – The first phase lasts approximately two years and focuses on building a basic foundation for the doctoral student. This phase consists largely of taught components such as lectures, tutorials and laboratory sessions, in which the student learns more about theoretical concepts and research methods within their discipline.
• Phase Two – The second phase can be considered an assessment phase, which runs both periodically alongside and at the end of the first phase. Here, students complete coursework and take exams on the basis of the material they have covered of which they must pass in order to proceed to the third phase.
• Phase Three – The third phase lasts approximately three years and resembles the European PhD structure. During this period, the student undertakes an independent research project, including forming a research design, conducting experiments, writing a thesis (more commonly referred to in the USA as a dissertation) and sitting a viva exam.

Teaching Requirements

Besides structure, a key difference between a PhD program in the US and in Europe is the focus on teaching requirements. In the US, doctoral students are expected to lecture, lead tutorials, host laboratory sessions, mark coursework and provide office hours for undergraduate students. Although students studying in European will likely contribute to these at some point during their study, this would normally be on a voluntary basis and involve less time commitment.

Research Flexibility

Another difference is project flexibility. In Europe, students typically apply to a PhD project predetermined by a supervisor, and although there may be some scope to adapt the project, depending on the funding provider , it will usually be limited to how the project is carried out rather than what it is about. In the US, however, a student applies to become a doctoral candidate within a department rather than applying for a particular research project. This is because students are expected to decide on their thesis topic (also commonly referred to as a dissertation research topic) near the end of their first phase after they have developed a better understanding of their subject and know where their interests lie. Therefore, research students in the US generally have more flexibility and influence in the direction of their research than students in the United Kingdom or Europe.

PhD Admission Requirements in USA

PhD admission into US universities can be highly competitive, both because of the limited number of positions and the large number of annual applicants.

The eligibility requirements for a doctoral program in the USA can generally be divided into four sections:

• Grade Point Average (GPA) – in the US, a scoring system known as Grade Point Average is used to measure academic ability. A student’s GPA is calculated as a weighted score of the subjects they study during their undergraduate degree; an equivalent score is calculated by universities for international applicants. Although universities rarely set minimum GPA requirements for doctoral study, it’s worth being aware that a GPA of 3.0 is equivalent to a UK second class honours (2:1); the typical entry requirement for UK universities.
• Graduate Records Exam (GRE) – most universities will require you to take a series of examinations known as Graduate Records Exams, which are used to determine your suitability for graduate study. GREs will assess your analytical, reasoning and critical thinking skills as well as your depth of your subject.
• Student aptitude – in addition to academic ability, US universities also look for characteristics of a strong researcher. These include traits such as engaging in the subject in your own time, e.g. by attending talks and conferences, demonstrating a high degree of independence and enthusiasm, and a general passion for your subject.
• English Language Proficiency – international students whose first language is not English must sit language exams such as IELTS or TOELF to demonstrate their English language proficiency.

International students will also require a F1 student visa in order to study in the US, however, you would typically apply for this after you have secured a place into a doctorate program.

How to Apply for PhD in USA

When applying for a PhD position at a graduate school, the application process will differ between universities, however, they will all typically ask for the following:

• Academic CV – a short document summarising your educational background and current level of experience .
• Personal statement – a document which outlines why you believe you are suitable for PhD study and your passion for the subject.
• Academic transcripts – a complete breakdown of the modules and their respective marks you have taken as part of your previous/current degree.
• GRE scores – a transcript of your Graduate Records Exam results.
• Research statement – a condensed version of a research proposal outlining your general research interests, if required.
• Recommendation letters – references from several academic referees who endorse your qualities as a person, your abilities as a student and your potential as a doctoral researcher.

Application Deadlines and Fees

Since PhD programs in the United States have taught components, they commence at the same time as all other taught degrees, and therefore share the same application deadlines and start dates. This corresponds to an application period that typically begins in August and ends in February. Admission decisions are typically made in April, with successful students starting in August/September.

When you apply to a graduate school, you will be expected to pay a fee for each doctorate application to cover the school’s administrative costs for processing your application. The fee varies from university to university, but typically ranges from $50 to $100 .

Funding your PhD in USA

It’s very common for a PhD student to receive financial aid in the form of a PhD scholarship; in fact, this will be the case for the vast majority of students in the US.

PhD funding can be ‘fully funded’ covering the student’s graduate program tuition fees, accommodation and living costs, or ‘partially funded’ covering the student’s tuition fee only in part or full.

Besides funding, a graduate student can take on an assistantship, such as a graduate teaching assistant or research assistant, in which they take on a part-time salaried position at the university alongside their studies.

Due to the international and collaborate nature of American universities, there are also a number of international scholarships available, such as the Fulbright Scholarship and the AAUW International Fellowship .

PhD Duration in USA

In the US, a PhD takes approximately 5 – 6 years to complete if studying full-time, and 8 – 10 years if studying part-time.

If you already have a Master’s degree, your first phase can be shortened by one year at the discretion of the university.

Cost of a PhD in USA

The cost of a PhD program in the US can vary considerably depending on the type of university, i.e. whether it’s a public or private university, the doctoral course, i.e. whether it’s in a STEM subject such as computer science, engineering or a non-STEM subject, and whether you are a home or international student.

In general, however, the typical annual tuition fee for a PhD in the US is between $12,000 and $45,000 per academic year.

As with any doctoral degree, additional costs may include travel for collaborations, bench fees, accommodation and living expenses.

A PhD is the highest degree awarded at global universities. The study is based on a substantial research project in an area of academic interest, typically up to 100,000 words in length, written as a thesis which must be defended in an oral examination at the end of the program. Studying in the USA: A Guide for International Students

If you’re an international student looking for educational opportunities in the U.S., you’re not alone. Despite the aftereffects of the pandemic, nearly one million students from more than 200 different countries joined American students at U.S.-based institutions in the 2021–2022 school year.

Yet, between student visas, the application process, and cultural differences, some may second guess their resolve to experience American university life. With our comprehensive guide on how to study in the USA, you’ll be well prepared and on your way to international student status.

Applying to an American University

Applying to universities in the U.S. can be daunting, but this process can be challenging for U.S.-based prospective students, as well. Try not to get discouraged. Here are some steps you can take to make your educational journey abroad as seamless as possible.

Start Developing Your Skills

Since U.S. universities can be competitive, it’s important to develop your skill set as you begin this process of studying abroad. In addition to relevant language skills, you should also sharpen your critical thinking, communication (written and verbal), and time and resource management skills.

Research Colleges

Searching for the right program among American colleges is all about “finding the right fit for you.” Depending on your priorities, this might mean a college:

• Offers a degree program you’re interested in
• Accepts international students with a variety of cultural backgrounds to create a global community
• Facilitates sports and other activities that interest you and permit international student participation
• Is located in an ideal climate and living environment

To ensure a good fit and continued success, it’s important to research colleges before deciding which to submit applications to. If you don’t, you run the risk of attending a school that doesn’t align with your personal and professional interests.

Connect with Institutions Before Applying

One of the most resourceful steps you can take in this process (that many applicants overlook) is reaching out to institutions before applying. Most universities have a dedicated admissions office that fields incoming queries from prospective international students. Consider reaching out and asking them about available resources, such as:

• Career counseling
• Scholarship opportunities
• Mental health counseling
• Global student services

Another way to get connected with institutions of interest is to reach out to faculty, alumni, or current students through your personal network or mutual connections. If you don’t have any, don’t fret.

Tomo Yamamoto, associate director of International Enrollment Marketing at Northeastern University, says, “reaching out to a relevant department, or even professors when possible, is a really good place to start.” Generally, universities are vying for great candidates to apply to their programs—particularly international students with interesting backgrounds—so don’t hesitate to reach out and ask for more inside perspectives.

Consider the Requirements

In your research, you’ll come across different requirements for different universities in the application and enrollment process. Many of these requirements apply to all students, international and otherwise. For example, while most universities are now test-optional as a result of the pandemic, some colleges still require scores from a standardized test (e.g., SAT, ACT, or GRE) as part of the application process.

As an international student, you’ll want to be vigilant as you look into these requirements since there will likely be additional prerequisites. For example, the TOEFL or IELTS exams, which are meant to demonstrate proficiency in English, are common application requirements for international students.

Obtain Your Student Visa

Obtaining your student visa can be a long and arduous process, but a good institution will have the resources to guide you. For example, Northeastern provides step-by-step instructions for those applying for an F-1 student visa and J-1 student visa , depending on whether you’re an incoming full-time international student or on an exchange program with a government, organization, or university sponsorship, respectively.

In general, you will need to take the proper steps to enter the U.S. and start your academic career. Look into the first steps of obtaining your student visa; usually, it will be to submit visa-supporting documents, such as Form I-20, Form DS-2019, and a valid passport.

Maintaining Your Status

Once you’ve embarked on student life in the U.S., your journey has only begun. Once abroad, it’s essential to maintain your status of full-time, on-ground enrollment at your institution to ensure your visa remains valid and you can legally remain in the country. Remember, failure to do so can result in serious consequences.

The good news is that most institutions have a dedicated department to ensure their international students meet their visa requirements and maintain valid immigration status. As an international student, it’s important to reach out to your Office of Global Services or equivalent resource to make sure you’re doing everything needed to maintain your status.

The full-time credit conditions vary slightly by institution, but generally, they require a certain amount of class hours or credits for the term, a certain level of performance in those classes, and a certain percentage of in-person course enrollment. For example, according to Northeastern’s Office of Global Services, guidelines on maintaining status for undergraduate students include a minimum of 12 credit hours per term and a maximum of one online course. However, because these requirements are different at each university, it’s critical that you reach out to your dedicated office.

Challenges of Studying in the USA

Moving to and living in a new country can be challenging, especially when studying abroad. However, with proper preparation and the right tools, you can overcome these obstacles.

Cost of Living

What may frighten prospective international students in many cases is the cost of living in the U.S. Cities like New York and San Francisco are infamous for their inflated housing prices and high cost of living. In addition to these high prices, tuition for U.S. universities in these cities also runs high. However, international students who maintain F-1 visa status may be eligible for on-campus work. If you’re interested in this option, it’s highly recommended to continually check on-campus job postings.

As Yamamoto puts it, “The tuition and other related costs are public on the university website. Cost of living can vary depending on each student’s lifestyle and preferences.” However, both of these aspects add up to a total investment in your education abroad. As such, it’s important to research future return-on-investment prospects as a part of your preparation process. Look into potential job opportunities that support work visas, offer a rewarding average salary, and project positive job market predictions to ensure you’ll have ROI-positive options when you graduate.

Applying for a Visa

There are several potential obstacles, based on students’ individual situations, to keep in mind while applying for your student visa. For instance, politics and global current events might impact how long it takes to get a visa. In extreme cases, this can even affect whether you are eligible to receive one. It’s important to apply for the relevant visa in a timely manner to prepare for any unexpected roadblocks.

Another tip is to utilize external resources that could also help. Yamamoto suggests that “international students check the U.S. embassy website to receive more up-to-date information from the U.S. government about student visas and the application process.”

Cultural Differences

Cultural differences can be difficult to adapt to. People might speak differently than you’re used to, come off as rude or loud, or expect different social norms from you. In class, it could be difficult to speak up at the right time or take a little longer than you’d like to make friends.

But as every immigrant, ex-pat, and international student will inevitably tell you, it always gets better. In fact, assimilating into and learning about a new culture is what makes living abroad so exciting and enriching. Celebrating cultural differences is an essential part of studying in a foreign country.

Each year, nearly one million international students enroll in US undergraduate and graduate programs. There are so many colleges and universities in the US, though, that it can be tough to know where to start, especially if you're applying from out of the country.

In this post, I'll lay out some of the best universities for international students. Whether you're looking for generous financial aid, large international populations, or special international programs , we've got you covered.

Finally, I'll lay out the five most important steps you need to take if you want to go to school in the US, straight from the State Department.

Let's get started!

What Makes a School Good for International Students?

Applying to college is stressful for students all over the world. If you're looking to attend an international school, particularly one that's located in the US, there are a few additional, unique obstacles to worry about:

• Funding your education. US schools are notoriously expensive, and international students aren't eligible for many forms of American financial aid.
• Finding an environment of your peers. Although some students may not be concerned with finding a group of international peers at a US school, many may feel more comfortable with a student body composed of a healthy mix of domestic and international students. You may also find more resources, student groups, and activities geared towards students from outside the US at these schools.
• Achieving comfort and success in a very new environment. As an international student, you may be looking for specialized social, academic, professional, and language support. Moving to a new country is stressful—it's a good idea to think about what support systems would help you transition.

Although international students may have other concerns when applying to US schools, I think the above points are the most universal.

The rest of this post will list the types of schools that address these problems, i.e. the best colleges for international students. I'll list the schools that give generous financial aid to foreign nationals, boast large percentages of international students, and offer special support to non-US citizens . Your own priorities will dictate which type of school might serve you best.

Let's get to the good stuff—which schools should you actually start checking out?

Cheapest Colleges for International Students

International students aren't eligible for federal financial aid , a big source of funding for students here in the US. Unless a school's total Cost of Attendance isn't an issue for you, you may want to consider institutions that allocate large amounts of their own financial aid money to international students. A school's generosity may help cover the deficit left by a lack of access to federal aid.

A little background information before we get started: attending college in the US is expensive . In fact, the US is one of the most expensive places in the world to get a college education. And just because a school offers financial aid doesn't mean you won't end up paying quite a bit in the long run—it's common for students in the US to be saddled with significant student loan debt . If cost is a concern for you, the following list of cheapest colleges for international students should be a great place to start your school search . They all awarded financial aid to at least 50 students from abroad for the 2020-2021 school year.

A final disclaimer: the schools below are all pretty high-ranked institutions . Schools like this tend to have larger endowments and more money to give to students via financial aid. You'd have to be a very competitive applicant to gain admission to many of these schools (perhaps even more competitive than a similar domestic applicant). Colleges With the Largest International Student Presence

If you're applying to schools in the US, financial aid is likely not your only concern. You might also be wondering which colleges and universities have large international populations.

Large numbers of international students at a particular school indicate a more diverse student body. If this criterion is important to you, you'll definitely want to check out the following list of schools. Keep in mind that this list is based on the percentage of international students, and not necessarily raw numbers of international students — many large, metropolitan schools attract a significant number of students from outside the US.

You might notice that there's no overlap between the following schools and schools that provide the most financial aid to international students. If you're interested primarily in schools with a large international student presence, keep in mind they may be significantly more expensive than the institutions listed above.

Colleges With Special Services for International Students

Some of the best colleges for international students offer specialized programs that make studying in the US a bit easier for foreign nationals . The following list is by no means exhaustive, but it'll give you a place to start if you're looking for schools that offer unique, helpful services to international students.

Some of these schools have dedicated centers for international students. They provide assistance in a variety of areas, including ESL instruction and student visa guidance. Other schools foster an easier transition for international students with mentorship programs or regular faculty check-ins. You may even find specialty scholarship programs meant for students coming from other countries .

Many other schools offer resources to students both domestic and international, but the following programs are particularly notable for students coming from abroad. If you think you may need one special program in particular—ESL assistance, for example—I'd encourage you to contact the admissions office at any school of interest for more information.

University of Arizona , Tucson, AZ

U of A hosts the Center for English as a Second Language , which helps students adjust to using English in professional and academic spaces. For more general assistance, students can go to the school's dedicated International Services Center .

Finally, U of A offers an international student scholarship program. Students can receive between $5,500 and $22,000 per year.

Purdue University , West Lafayette, IN

Roughly 8,000 international students attend Purdue each year; about 4,000 of those are undergraduate, and about 4,000 are graduate students. The school publishes a quarterly newsletter for international students. Additionally, Purdue fosters an International Friendship Program where domestic students serve as mentors to ease any difficulty in transitioning to a US school.

Clemson University , Clemson, SC

About 1,500 international students enroll at Clemson each year. The school requires regular meetings between international students and staff to make sure students are happy and successful. Clemson also offers group workshops that help international students gather information about maintaining status, employment possibilities, travel and visas, and cultural adjustment.

University of Wisconsin—Madison , Madison, WI

About 4,000 students from more than 120 different countries attend the University of Wisconsin. The school hosts a couple of notable programs.

First, the BRIDGE (Building Relationships in Diverse Global Environments) program connects international students with US students during their first year in the US.

Second, the Assembly of International Students connects the many international groups on campus to promote cultural awareness and understanding within the student body.

Temple University , Philadelphia, PA

Temple offers some alternative options to students who may not be ready for a fully English-immersive experience in the US. Their Intensive English Language Program is an educational program that preps students to enroll at a US school or to get a job that requires English proficiency. It is NOT a BA program, but a pre-program of sorts to prepare students for further study.

Temple also offers " provisional/conditional admission " to competitive applicants who score below admissions threshold on the TOEFL.

What Do You Have to Do to Attend a US School?

As an international student, you'll have to take a few extra steps if you plan on studying in the US. You'll want to do your own research on any further steps or restrictions for students coming from your particular country, but I'll give you a basic rundown here, so you know where to start, and you can check out our complete guide to the process for more details.

According to the US State Department , here are the five steps you need to take to study in the US:

Step 1: Research Your Options

If you're reading this page, you've already begun this step! You'll want to start this process 12-18 months before the start of the academic year you hope to start studying in the US. It's especially important to gather information about application criteria and deadlines.

Step 2: Finance Your Studies

Again, you've already started gathering info on financing your studies if you've checked out the schools at the top of the page. Like I mentioned, schools can be pretty expensive in the US , so you'll want to have a plan in place for funding your education .

Step 3: Complete Your College Applications

Each college app is unique, although there's generally a lot of overlap. It's important to start these applications well before the deadlines (which are often December-January). You might want to read more about the typical college application timeline .

As an international applicant, you'll want to be especially careful about arranging for the SAT, ACT , and/or TOEFL . You may not have to submit your TOEFL scores to some colleges if you meet a certain score threshold on SAT/ACT sections.

Step 4: Apply for Your Student Visa

It's important to allocate plenty of time to complete and submit your visa application, in case any complications come up. Visit the State Department's website for more information on applying for your visa.

Given below are the details of the above-mentioned PhD scholarships in the USA.

PhD students at Yale University are normally fully-funded for a minimum of five years. During that time, the students receive a twelve-month stipend to cover living expenses and a fellowship that covers the full cost of tuition.

At Yale, students typically receive an annual stipend of $30,000-$34,000 (INR 22.31-25.29 Lakhs). Most of their students also receive a TA or RA appointment, which provides an additional $20,000-$25,000 (INR 14.87-18.59 Lakhs) per year.

These appointments provide you with valuable teaching experience and free up your time to attend conferences and pursue other activities. Some programs also offer summer funding as well.

The Fulbright Foreign Student Program enables graduate students, young professionals and artists from abroad to study and conduct research in the United States at US universities or other academic institutions. International students from 155 countries around the world participate in this prestigious program each year.

The program offers grants for US study that include:

• Tuition and fees (for 9-month programs or variable)
• A living stipend (for 9-month programs)
• Round-trip transportation (for 9-month programs)
• Health insurance (for 9-month programs)

As one of the oldest and largest international fellowship programs, the AAUW International Fellowships have a long history of providing women with much-needed support as they pursue graduate study in the US. The program’s deep commitment to supporting women, while also promoting global understanding, makes it a unique, priceless experience for its recipients.

AAUW International Fellowships are highly competitive PhD scholarships in the USA and require an application by December 1st.

The fellowship includes:

• $20,000 (INR 14.87 Lakhs) stipend
• English language proficiency is must
• Full tuition and fees at most universities in the US

The Anita Borg Memorial Scholarship is awarded to female students who demonstrate academic excellence, a commitment to leadership in computer science , and a passion for increasing the number of women in computer science.

The scholarship supports women who are pursuing careers in computer science or related technical fields. Recipients receive a $10,000 (INR 7.43 Lakhs) award for the upcoming academic year, including summer if applicable.

The scholarships are awarded based on the strength of each candidate’s academic background and demonstrated leadership. All scholarship recipients and finalists will be invited to attend the Annual Google Scholars’ Retreat in Mountain View, California.

This PhD scholarship in the USA is meant to help develop future leaders in the scientific study of humankind. The fellowship has a particular focus on fostering collaborative research and training projects with developing countries and underrepresented minorities in the United States.

To be eligible for the fellowship, you must: 

• Be a citizen of a developing country. 
• Be currently enrolled in or recently accepted into an accredited graduate program in anthropology, archaeology, physical anthropology or primatology. 
• Plan to return to your home country after completion of your studies in the United States. 
• Have a minimum GPA of 3.0 on a 4-point scale (B). 
• Have completed at least two years of college-level coursework toward your degree before beginning graduate studies. 
• Demonstrate strong potential for a career in research related to human origins and evolution.*  

The fellowship includes: 

• $15,000 (INR 11.15 Lakhs) annual stipend for up to three years. 
• Tuition and fees up to $5,000 (INR 3.71 Lakhs) per year.* 
• HHMI International Student Research Fellowships

The International Student Research Fellowships are open for international students to pursue research with the help of a $43,000 (INR 31.98 Lakhs) grant. The fellowship is supported by the Howard Hughes Medical Institute. You can apply for this fellowship if you are studying in an accredited American institution and willing to work on projects in biomedical sciences.

Nominees must demonstrate exceptional talent and innovation in research for the biomedical sciences.

Deadline: February 

To be eligible for an HHMI International Student Research Fellowship (ISRF), you must:

• Be a citizen or permanent resident of a country other than the United States;
• Be entering your third, fourth, or fifth year as a full-time student at an accredited American institution where you are pursuing your doctoral degree;
• Demonstrate exceptional talent and innovation in research for the biomedical sciences.

The Karman Fellowship offers $22,000 (INR 16.36 Lakhs) annually to eight graduate students who are pursuing a PhD at an accredited university in the United States. International learners without US citizenship are welcome to apply. Special consideration is given to PhD students in the humanities.

Applications must include Letters of Recommendation , publications, several chapters of dissertation research, and transcripts .

The Karman Fellowship Trust provides financial support to students who will be entering their final year of study or who have recently graduated. The awards are granted on a competitive basis; only outstanding candidates are accepted into the program. Research fellowships are awarded for studies in science , engineering and mathematics in the United States and Canada by the National Academy of Sciences on behalf of The Josephine de Karman Fellowship Trust.

The National Council on International Trade Development offers $1,000 (INR 83,146 lakhs) scholarships to students pursuing non-US master’s or PhDs in areas related to international trade, political science , international affairs, international business , economics or law .

To be eligible for this scholarship, applicants must carry a minimum GPA of 3.0 and submit two letters of recommendation. They must also write a 2,500-word personal narrative about how they plan to make a positive impact on international trade in the future. All entries will be judged based on academic performance, career goals and contributions to the field of international trade.

Offering a stipend of $4,500 (INR 3.74 Lakhs) per month, the Campbell Fellowships for Transformative Research are awarded through the School of Advanced Research (SAR) for international female PhD scholars who are researching the circumstances of women in global developing nations. 

Scholarships are available to international female graduate students. Applicants must be fluent in English and enrolled at a US university.

Requirements:

• Be enrolled in a doctoral program at the time of application and during the tenure of the fellowship
• Have completed the equivalent of a US master’s degree or its equivalent by the start of her fellowship
• Be proficient in English and have an excellent command of written English
• Have demonstrated experience or potential for conducting research on women’s issues in global developing countries

The IBM PhD Fellowship Awards Program is an intensely competitive program attracting exceptional doctoral students worldwide who wish to study, intern, or conduct research in the United States. PhD students must have an interest in computer science, electrical engineering , cyber security, mobile computing , data analytics , social technologies, or material sciences. For consideration, candidates must have completed at least one year of their PhD program, reside in any nation except US embargoed countries, and meet visa requirements.

The awards are full scholarships in the USA for the recipient to pursue their PhD degree. The recipient will receive a stipend and travel allowance in addition to health insurance and tuition reimbursement. University of Houston Lands 18 Programs in Latest QS World University Rankings

The University of Houston is, once again, demonstrating its strength as a global leader. UH has 18 programs ranked among the top in the world according to the 2024 edition of the QS World University Rankings by Subject , released today by QS Quacquarelli Symonds.

UH’s hospitality programs in the Conrad N. Hilton College of Global Hospitality Leadership led the way with a world rank of No. 35. The petroleum engineering program in the Cullen College of Engineering also ranked in the top 100 worldwide (51-100).

In its annual list, QS evaluated 55 narrow academic disciplines and five broad faculty areas by analyzing the reputation and research output of almost 5,000 institutions worldwide. In total, it provides independent comparative analysis on the performance of more than 16,400 individual university programs in 96 locations around the world.

“We are pleased to have yet one more accolade confirming the quality of our programs. Our faculty members are at the forefront of groundbreaking research spanning various fields, positioning UH as a global leader in advancing societal progress and fostering innovation,” said Diane Z. Chase, senior vice president for academic affairs and provost.

In addition to the 18 individual subjects that were ranked, UH’s earned an overall world ranking in three of the five broad disciplines: engineering and technology, natural sciences, and social sciences and management.

Using five key metrics— academic reputation, employer reputation, research citations, research impact and cross-border research collaboration. Of the almost 5,000 institutions evaluated, fewer than a third of the institutions earned a published world ranking. The U.S. led the rankings with 213 institutions, followed by the United Kingdom (103) and China (101).

“QS’ analysis of performance trends across nearly 16,000 university departments worldwide continues to illuminate factors influencing the quality of higher education institutions globally,” said QS senior vice president Ben Sowter. “An international outlook remains paramount, manifested through diversity of students, faculty body and research relationships. Additionally, universities experiencing upward mobility have benefited from sustained, targeted investment, highlighting the importance of government support. Meanwhile, the development of partnerships with industry correlates with improved performance in employment and research.”

In a cheerful tradition, we are proud to share some of the outstanding achievements of our students and alumni from the International and Comparative Education program. This week, we share the stories from Darren Rabinowitz (Ph.D. candidate), Ángela Sanchez Rojas (Ed.M. in International Education Development), and Hinako Miyazaki (Alumni, M.A. in International Education Development 2023). 

Darren Rabinowitz has received the 2024 Dean’s Grant for Student research.

A third-year doctoral candidate, Darren Rabinowitz, has received the Dean’s Grant for Student Research, sponsored by the Office of the Vice Dean for Research . This grant, worth $2,000, will support Darren’s dissertation fieldwork research in South Africa and Norway. Darren shared with us a glimpse of his dissertation, which looks at the effects of environmental protection regulations in countries’ constitutions and their influence on students: 

“ The global climate crisis is one of the most pressing issues of our time and for future generations. In response, a global movement to address climate change has urged nations to adopt pro-environmental stances. While scholars have documented the rise of environmental provisions in constitutions (EPIC), little is known about their impact on students. As countries shifting away from their reliance on fossil fuels, Norway and South Africa present as interesting case studies to unveil if EPICs have any effect on the provision of environmental and climate change education within the country. This portion of my dissertation research employs qualitative methods in the form of document analysis of national education documents and in-depth interviews with policymakers, teachers, and college students to illustrate if EPICs make a difference as it comes to instilling pro-environmental dispositions into both countries' next generation of citizens”.

Undoubtedly, Darren’s project is a promising piece of groundbreaking research on a key topic as climate change education. Moreover, Darren has received the CIES Education in Conflict SIG student paper award for his article: "Peacebuilding Inc.: Neoliberal Influences on Rwanda’s Vulnerable Youth" . Darren’s piece will be published in COMPARE later this year. _______________________

Ángela Sanchez Rojas, received the International Fellowship of the American Association of University Women (AAUW)

Ángela was awarded the International Fellowship of the American Association of University Women (AAUW) to pursue the second year of her Ed. M in International Education Development. Created in 1917, the International Fellowships supports women pursuing full-time graduate or postdoctoral study in the United States who are not U.S. and have worked on the advancements in women's rights. Recipients are selected for academic achievement and demonstrated commitment to women and girls.

Ángela, from Bogotá, Colombia, is a public international lawyer passionate about social justice, peace, and human rights. She has dedicated her last 12 years to working at international and national courts in Colombia, such as the Inter-American Court of Human Rights, the Constitutional Court of Colombia, and the Special Jurisdiction for Peace, among other experiences. 

“Teachers College not only contributed to gaining the necessary knowledge related to peace education, human rights education, and education in transitional justice contexts, but it also allowed me to build skills as an education researcher. I developed my research skills not only through classes but having the opportunity to be part of a research project with Professor Garnett Russell. “

After finishing her EdM, Ángela would like to return to Colombia to continue contributing to the peacebuilding process. She would like to lead education strategies and push for policy transformations on issues related to peace and human rights education in Colombia. In the long term future, she is planning to establish a peace education NGO where teachers are at the center.

Hinako Miyazaki, admitted to the Ph.D. in Education Policy at Michigan State University. 

Starting Fall 2024, Hinako Miyazaki will start her Ph.D. in Education Policy at Michigan State University. Hinako will be working with Dr. Amita Chudgar, who has done extensive research internationally on educational access and outcomes. We talked with Hinako about her experience in our program and her future plans.

“The classes I took and research projects I was involved in at Teachers College shaped my research interests in the privatization of education and how it affects educational access and outcomes. During this time, my interest in these topics grew, leading me to pursue a doctoral degree to continue my research. 

During my master’s in International Education Development at Teachers College, I took courses on quantitative methods, which led me to give paper presentations on the privatization of education at the CIES.  I also appreciate the opportunity to work as a research assistant on the culturally responsive STEM curriculums project led by Professor Amy Stuart Wells. Through this experience, I learned how a project develops into actual research by working on the several phases involved. Furthermore, the project also allowed me to learn how schooling works in the United States. In my doctoral research, I would like to compare how education privatization shapes schooling access and outcomes from an equity perspective in the US and other societies.”

With US college-age population falling, luring more international students could help schools survive

More than half of the 66,000 foreign college students in massachusetts came from just two countries, india and china. recruiting more students from more countries may help schools cope with the expected decline in us-born students..

Bunker Hill Community College enrollment has dropped precipitously over the past decade, from more than 8,900 students in fiscal 2014 to about 5,400 in fiscal 2023. New England is experiencing outmigration, fewer students are graduating from Massachusetts high schools, and COVID-19 drove many low-income students — who might otherwise have enrolled at Bunker Hill — into the job market.

“When you ask what’s the traditional college student, the answers you get are the people we no longer have: the 18- to 22-year-old with two parents, a white picket fence, and dogs,” Bunker Hill president Pam Eddinger said.

That’s where students like Gabriele Deliperi come in. A 26-year-old music producer from Italy, Deliperi already earned his bachelor’s degree back home. But his dream is to produce music for Hollywood, so he wanted to sharpen his skills in the United States. He said he was attracted to Boston because it has public transportation and “European vibes.” He said Bunker Hill Community College offers him the opportunity to study music at a price that is far more affordable than private colleges. Now in his second semester, he hopes to transfer to Berklee College of Music after getting his associate’s degree.

As colleges in Massachusetts face the so-called “demographic cliff,” many schools will need to expand into new markets to survive. This could mean looking to growing communities, like adult new immigrants, or expanding to new domestic markets or nontraditional students. It will almost certainly include attracting students from other countries, whether immigrants or international students.

Of course, some schools already do cater to foreign students. There were around 1 million international higher ed students studying in the United States last year, according to Open Doors, which tracks international student data. Education analysts at HolonIQ , which maps international student flows, predict that by 2030, there will be more than 1.2 million international students here, with close to 60 percent of them coming from China or India.

International students have for years served a vital role for certain colleges, often elite, selective schools. Since international students generally pay full tuition, they can financially subsidize aid for domestic students. Massachusetts ranks fourth among all states in the number of international students it hosts, around 66,200 in 2021, according to Open Doors. More than half those students came from China or India, and more than 26,000 attended either Northeastern University or Boston University.

The question of which students to recruit and prioritize raises a host of questions about finances, education, and institutional character, and practical questions about how to serve a nontraditional student population. These are questions colleges must wrestle with.

The gold standard for attracting international students in Massachusetts is Northeastern, which ranks second after New York University for the US school with the most international students, according to Open Doors. Northeastern has more than 20,000 international students between its undergraduate, graduate, and work-related programs . Northeastern president Joseph Aoun said the school made a decision in 2007 to “globalize” the university to give students opportunities “to understand the world and be active and engaged in the world.”

For Northeastern, it is not about increasing enrollment — the school accepts just 6 percent of applicants — but an educational philosophy. “You want domestic students to be at ease whether in Mumbai or Paris or Jakarta,” Aoun said. And Aoun acknowledges that higher education has long used full-paying international students to subsidize aid for domestic students.

Open Doors maintains a separate list of 40 leading associate’s degree programs ranked by number of international students. Bunker Hill Community College is the only Massachusetts school to make that list, with around 550 international students in 2022-2023. Donna Casula, director of the college’s International Center, said Bunker Hill has students from more than 90 countries. Many are drawn to specific programs and are seeking an affordable path toward a bachelor’s degree. About 10 percent of international students will transfer to Northeastern, with others studying at other four-year schools, Casula said.

However, attracting large numbers of international students may not be right, or feasible, for all schools. Students learn about Northeastern or Boston University through word of mouth, while other schools lack that reputation. Boston schools have an advantage because international students have a local community of other expats. A nationally ranked school like the University of Massachusetts Amherst may have more power to draw international students than a lower-ranked regional school. Some wealthier schools — like Harvard and MIT — can offer international students financial aid.

The decision to rely on wealthy international students can draw criticism from those who believe American students should get priority for admittance since they will likely contribute to the US workforce.

UMass Amherst has more than 4,000 international students, putting it in the top five Massachusetts universities for international students. At a Board of Higher Education subcommittee meeting, Massachusetts Teachers Association President Max Page, a UMass Amherst professor, appeared to criticize this strategy, complaining to state officials that public underfunding leads to a situation where UMass must “attract wealthier out-of-state students.”

In an interview, UMass president Marty Meehan said given the impending demographic problems colleges face, the reality is that “universities will have to draw students from everywhere.”

And that’s not necessarily a bad thing. Kevin Shih, an assistant professor of economics at Queens College who has studied international students, said at some smaller colleges, international students may displace domestic students. But at larger schools, having more full-pay international students provides the resources to admit more domestic students with aid. “In some cases where they pay much more than the average cost of educating students, [international students] can actually create seats for domestic students,” Shih said.

There are also strategies to address concerns that international students — who are more likely to major in STEM fields — will leave after graduation.

In her fiscal 2025 budget proposal, Governor Maura Healey is seeking to start an “Entrepreneur-In-Residence Program,” where the state would partner with schools and industry to offer tailored services that help immigrant students navigate the federal visa system and find ways to stay in Massachusetts after graduation. The Healey administration says Massachusetts retains just 66 percent of international graduates, compared to 85 percent in top-performing areas of the United States, and about 7,000 international graduates leave the state each year.

Programs like this could help harness the talents of international students like Erxhela Cabiri, a 35-year-old from Albania who’s studying at Bunker Hill Community College. Cabiri’s parents are US citizens living in Braintree, and her sister lives in Boston. Cabiri saw an ad for Bunker Hill Community College on the MBTA while visiting her family. She has a law degree and was working in technology for a telecommunications company in Albania. But she wanted more formal training in technology and wanted to be closer to family. After determining that Bunker Hill had a strong support system for international students, she moved with her husband and two young children to Boston and enrolled to study web development. Cabiri said she is potentially interested in moving to the United States if she can get a visa and find a job.

Schools that can identify the right markets to recruit from and tailor programs to meet those students’ needs will not only help their own bottom line but could also play an important role in recruiting new young people to study — and eventually live and work — in Massachusetts.
