News | Baltimore-bound cruise passengers arrive in Norfolk
NORFOLK — It is safe to say that most of the Carnival Legend cruise passengers did not think their vacation would end this way.
The sun had not yet risen as the cruise ship — which departed Baltimore’s port several days ago — docked at 4 a.m. Sunday at the Half Moon Cruise and Celebration Center. Downtown was quiet, many still asleep or attending a sunrise Easter service, as an impressive fleet of charter buses circled the cruise center. By 6:45 a.m., the ship’s passengers were working on their next phase of travel. For many, that meant a four-hour bus ride back to Baltimore.
Ships typically return to the port from which they leave, but when disaster struck midway through the cruise, staff had to work fast to find a port available to receive vacationers. The solution: Norfolk.
During the trip, officials closed the Port of Baltimore to all incoming and outgoing ship traffic after the Francis Scott Key Bridge collapsed early Tuesday morning when it was struck by a container ship. The bridge carrying Interstate 695 collapsed in moments, sending several vehicles into the Patapsco River.
Last week, Carnival Cruise Line announced the ship will operate out of Norfolk, and Royal Caribbean’s Vision of the Seas will do the same. Each ship can carry more than 2,000 people.
Lines of sun-kissed cruise-goers towing suitcases began to form as the sun crested over the horizon, many donning Carnival-themed attire and fresh sunburns.
The weather Sunday morning in the Mermaid City was likely much different than conditions they were enjoying in the Bahamas just days ago. Cab drivers parked alongside buses, waiting on customers, and some spoke to each other about how Sunday was likely to be a money-maker as cruise passengers opted to rent cars or fly back to Baltimore instead of braving the bus ride.
Sandy Crow, of Manassas, and her sister Kathy Grant, stood outside Nauticus, waiting for Crow’s husband to pick them up. Crow said she heard about the bridge collapse from another passenger.
“What a tragedy,” she said.
Crow said she has been to Norfolk before, highlighting the Norfolk Mac and Cheese Festival, and the two had been celebrating a sisters’ trip together over the past week. After finding out about their future arrival in Norfolk, Crow said driving home was the preferred option.
“The captain and the whole crew was so good communicating with us. Within a day, we knew we where were going to be. It was all handled beautifully,” Crow said. “It’s about three hours (to Manassas). It’s better than taking a bus for four or five hours, and then it would be another two hours. My husband just said, ‘I’ll just drive down there.'”
As cruise ships reroute to Nauticus, the Port of Virginia is ready to receive diverted cargo traffic from the Port of Baltimore. The collapsed bridge blocks the only channel in and out of the port on the Patapsco River. The port will be unable to receive shipping traffic until the channel is cleared , and stands to lose an estimated $15 million per day in economic activity.
Some passengers who spoke to The Virginian-Pilot said they heard the news of the tragedy from the captain, and the crew handled it the best they could. Despite the tragedy, many said the trip was still a good one although it is ending differently than they had originally planned.
For other passengers, the trip does not even end in Baltimore. Jackie Plum and her family took their Spring Break trip out of Baltimore, but they are actually from Michigan.
“When they announced that the the bridge collapsed, I think the cruise ship handled it really well. They made it as stress free as possible,” she said. “We kind of changed our plans at the last minute because so (the reroute) is adding, like, an extra four hours to our drive. Now, we have to go four hours back to Baltimore and then eight hours to Michigan. We were trying to get off the ship as fast as we can, and at the last minute, we decided to rent a car at the airport.”
For the foreseeable future, Norfolk will be welcoming more passengers, including a Royal Caribbean cruise later this week on April 4.
“You know what? Stuff happens,” Crow said. “The only thing I’m upset about is people lost their lives.”

How Kenya is supporting peace in Ukraine on the world stage
When Russia invaded Ukraine in early 2022, countries around the world made their voices heard. Kenya is one such nation that refused to sit silently as this attack took place, making its opposition known to the United Nations immediately .
Kenya's condemnation of Russia's invasion of Ukraine is not the only way that Kenya has played a significant role on the world stage.
Kenya has taken part in multilateral military deployments as part of the African Union's ongoing mission aiming to stabilize Somalia and the Democratic Republic of Congo. It has also backed the recent admission of both countries to the East African Community .
Kenya has also been active in pushing for a negotiated peace settlement in Sudan, where civil war broke out again last year. Speaking on Sudan and regional peace efforts at Chatham House in London last December, Musalia Mudavadi, Kenya's Cabinet Secretary for Foreign Affairs, said: "We cannot be silent bystanders. The world has several conflicts. You have the Ukraine-Russia conflict. Therefore, as Kenya, we believe it's our role to actively participate in trying to mediate and bring stability."
Supporting peace beyond East Africa
Increased activity on the world stage is part of a pattern set from the start of William Ruto's presidency. Just days after President Ruto was sworn in, he flew to New York to address the UN General Assembly. And at a multilateral meeting in Paris, Ruto called for the creation of a new sovereign debt deal for African states, and drastic reforms to the way the World Bank and IMF operate. In 2023, Kenya signed a new trade deal with the EU, hosted the visits of 25 world heads of state and government, and joined 140 other countries at the UN General Assembly to condemn Russia's invasion of Ukraine and call for Russia's immediate withdrawal.
Kenyans are among the strongest African supporters of Ukraine in its war against Russian aggression. According to Kalya Kiptiony, an investment analyst based in Kenya, the invasion of Ukraine is one of the issues that has led Kenya to take a more internationalist stance reflecting domestic opinion. "People are aware and people are not very happy with what Russia is doing in Ukraine," Kiptiony said. "I think it's important for Kenya to be supportive of peace on Ukraine's terms."
Interconnected challenges
Ukraine is one area where Kenya's foreign and domestic priorities coincide, given the conflict's effects on the entire country through rising prices and trade disruption . In an interconnected world, domestic and foreign policy have complementary roles.
"The world is interconnected," said Lensa Omune, a research officer at the International Food Policy Research Institute in Nairobi. "Russia and Ukraine play a very big role in the commodity market, for instance, on fertilizer, food, grain particularly. So, whenever there is a challenge, the people on the ground feel it."
That's a view underscored by a recent report on prospects for the Kenyan economy. The report points out that alongside climate change, one of the biggest domestic risks Kenya faces is commodity price rises – a threat that has been exacerbated by Russia's invasion of Ukraine.
Ukraine is proactively seeking solutions to these challenges. Ukrainian President Volodymyr Zelenskyy's office announced a plan to set up "grain hubs" in Kenya and other African nations. Meanwhile, students from Ukrainian institutions recently planted more than 200 indigenous trees at a national park in Kenya to help curb the growing impacts of climate change. The goal is to combat food shortages across the region — the price of grain rose as a result of Russia's invasion of Ukraine.
It is clear that the fallout from conflicts such as the invasion of Ukraine threatens to make Kenya's challenges all the greater. Continuing to mitigate regional and global challenges is important to help ensure a brighter future ahead. Achieving a just and lasting peace for Ukraine will help restore global stability for Kenya and beyond.

Strange Glow Over Moscow Skies Triggers Panic as Explosions Reported
B right flashes lit up the night sky in southern Moscow in the early hours of Thursday morning, new footage appears to show, following reports of an explosion at an electrical substation on the outskirts of the city.
Video snippets circulating on Russian-language Telegram channels show a series of flashes on the horizon of a cloudy night sky, momentarily turning the sky a number of different colors. In a clip shared by Russian outlet MSK1.ru, smoke can be seen rising from a building during the flashes lighting up the scene.
Newsweek was unable to independently verify the details of the video clips, including when and where it was filmed. The Russian Ministry of Emergency situations has been contacted via email.
Several Russian Telegram accounts said early on Thursday that residents of southern Moscow reported an explosion and a fire breaking out at an electrical substation in the Leninsky district, southeast of central Moscow.
Local authorities in the Leninsky district told Russian outlet RBC that the explosion had happened in the village of Molokovo. "All vital facilities are operating as normal," Leninsky district officials told the outlet.
The incident at the substation in Molokovo took place just before 2 a.m. local time, MSK1.ru reported.
Messages published by the ASTRA Telegram account, run by independent Russian journalists, appear to show residents close to the substation panicking as they question the bright flashes in the sky. One local resident describes seeing the bright light before losing access to electricity, with another calling the incident a "nightmare."
More than 10 villages and towns in the southeast of Moscow lost access to electricity, the ASTRA Telegram account also reported. The town of Lytkarino to the southeast of Moscow, lost electricity, wrote the eastern European-based independent outlet, Meduza.
Outages were reported in the southern Domodedovo area of the city, according to another Russian outlet, as well as power failures in western Moscow. Electricity was then restored to the areas, the Strana.ua outlet reported.
The cause of the reported explosion is not known. A Telegram account aggregating news for the Lytkarino area described the incident as "an ordinary accident at a substation."
The MSK1.ru outlet quoted a local resident who speculated that a drone may have been responsible for the explosion, but no other Russian source reported this as a possible cause.
Ukraine has repeatedly targeted Moscow with long-range aerial drones in recent months, including a dramatic wave of strikes in late May.
On Sunday, Moscow Mayor Sergei Sobyanin said the region's air defense systems had intercepted an aerial drone over the city of Elektrostal, to the east of Moscow. No damage or casualties were reported, he said.
The previous day, Russian air defenses detected and shot down another drone flying over the Bogorodsky district, northeast of central Moscow, Sobyanin said.
There is currently no evidence that an aerial drone was responsible for the reported overnight explosion at the electrical substation in southern Moscow.

Japan’s New Royal Instagram Page Forgoes Flash for Formality
No memes or spontaneity to see here, people. Just the usual official pictures of Emperor Naruhito and his family.

Anyone expecting the Japanese royal family’s new Instagram account to generate memes or showcase a new side of the world’s oldest continuous monarchy should lower their expectations.
There is nothing flashy to see here, people. No behind-the-scenes levity or spontaneity. Just some royals politely posing for pictures in their usual, formal way.
The new Instagram page for Japan’s Imperial Household Agency — its first on any social media platform — posted its first image early Monday morning. By Tuesday evening, it had uploaded 19 more and collected nearly half a million followers.
The page mostly shows Emperor Naruhito , Empress Masako and sometimes their daughter, Princess Aiko, standing up, sitting down or bowing at formal events over the past three months. There they are at an exhibition of bonsai plants at the Tokyo Metropolitan Art Museum, or posing with visiting dignitaries from Kenya and Brunei, or presiding over the awarding of awards.
The Japanese public hardly figures into the page, except in a brief video of a flag-waving crowd at a 64th birthday celebration for Emperor Naruhito, the 126th person to hold that title in a hereditary line that stretches back more than 15 centuries.
In that sense, the page’s content isn’t much different from that of the imperial household’s website.
This is not the first time that members of Japan’s royal family, which tightly controls its image, have made a concerted effort to connect with the public through a popular medium. In one example from the 1990s, a newspaper published photos of Empress Michiko , the previous emperor’s wife, in her kitchen.
On social media this week, some critics said the royal family should never have taken to Instagram because the platform was beneath them, or that their feed should have featured Crown Prince Akishino , who is first in line to the throne. (Incidentally, his daughter Mako Komuro , formerly Princess Mako, renounced her royal heritage in 2021 in order to marry Kei Komuro , a commoner.)
Other people in Japan praised the page, saying that it made the royal family look dignified.
“When I look at the smiling faces of their majesties the Emperor and Empress and Princess Aiko and their beautiful demeanor, I can feel my back straighten,” Mika Ahn, a television personality, said on Tuesday during a talk show on the channel Nippon TV.
A few visitors to the Kokyo Gaien National Garden, near the Imperial Palace, agreed to talk on Tuesday to a reporter about the royal family’s new social media presence.
Mika Hirano, 38, who works part-time at a welfare facility, said that she hadn’t heard about the Instagram page. She predicted that it would not be particularly interesting because the royal family has never been especially accessible to the Japanese public.
The page could perhaps help the family reach a younger generation, Ms. Hirano added, “but if they are too informal or casual, they will be criticized for lacking dignity.”
Yuko Tanaka, 53, and Noriko Yamada, 51, were sitting on a nearby bench, looking at cherry blossoms.
Ms. Tanaka, a banker, said she had heard about the Instagram page on the news. Ms. Yamada, a doctor, said she had heard about it from Ms. Tanaka.
Ms. Tanaka said that, because of the family’s royal status, and also because Princess Aiko is not an heir to Japan’s Chrysanthemum Throne, it would not be appropriate for the public to see too much of its members’ private lives.
“I think it’s good that they’ve turned the comments off,” Ms. Yamada added. “Because there are a lot of people with many opinions.”

Vladimir Putin is rounding up illegal migrants in Russia to fuel his bloody invasion of Ukraine, just days after four Tajik nationals were charged over the Crocus terror attack in Moscow, with migrant groups left fearing bloody retaliation.
Paddy wagons sporting the National Guard insignia arrived at a vast online shopping warehouse in Elektrostal, Moscow today, where thousands of migrant workers were reportedly forced to show their documents.
Checks were carried out by armed and masked Russian guards and military enlistment officers, before at least 40 people were hauled away from the Wildberries warehouse.
More operations in kind are said to be planned, as Putin seeks more cannon fodder for his ongoing war in Ukraine.
It comes just days after the Crocus City Hall atrocity, which led to the deaths of at least 140 people after gunmen stormed a packed concert venue in the capital and indiscriminately targeted civilians before setting the building on fire.
A number of men from Tajikistan have since been detained in connection to the attacks, which have been claimed by jihadist group Islamic State.
Friday's horror attack has been linked to a rise in tensions, with the BBC today reporting an increase in beatings and racism aimed at Central Asian migrants - and the embassy of Tajikistan in Russia warning citizens not to leave their homes unless necessary.

Some of the migrants detained today will reportedly face the choice of jail or expulsion - or fighting in Ukraine for Russia.
Migrants who have been granted Russian citizenship also express fears they may be called up.
'They check who is on the side of the military, and who is evading,' one said. 'Those who evade can be taken away against their will.'
'Whoever resists is beaten with sticks by the riot police,' said another worker.
A further 38 employees of the warehouse will undergo additional checks with law enforcement to 'clarify' information gathered already, the Wildberries company told state-owned news agency RIA.
It came a day after Putin spoke on the urgency of bringing the 'migration sphere ... under control' at a meeting with the board of the Prosecutor General's Office, RIA noted.
Putin reportedly ordered that measures be handled 'professionally and competently' to 'facilitate the adoption of legal, informed and fair decisions'.
Still, critics fear the atrocity in Moscow last week is already leading to discriminatory behaviour towards migrants living in Russia.
In Novgorod region, it has been prohibited to hire foreign workers in the transport sector.
State Duma deputy Dmitry Gusev has also called for a complete 'audit' of all labour migrants living in the country - as well as those who have recently received Russian citizenship.
In Moscow, a 29-year-old woman from Yakutia was surrounded by a hostile mob on the metro and subjected to vile racist abuse.

Two of those threatening her were detained today and face questioning.
On Telegram, migrants from Tajikistan have shared messages expressing fears the community in Russia will suffer for the Crocus attack, as reported by the BBC.
Sharing their concern over retributive attacks, one said: 'Please, God, let [the attackers] be Ukrainian instead.'
Russia's Federal Security Service, or the FSB, said it had arrested 11 people the day after the attack, including four suspected gunmen.
Moscow's Basmanny District Court identified the four suspects behind the attack as Dalerdzhon Mirzoyev, 32; Saidakrami Rachabalizoda, 30; Shamsidin Fariduni, 25; and Mukhammadsobir Faizov, 19.
The four men, identified as Tajik nationals, appeared in a Moscow court on Sunday on terrorism charges and showed signs of severe beatings.
One appeared to be barely conscious during the hearing.
The men were charged with committing a group terrorist attack resulting in the death of others. The offence carries a maximum sentence of life imprisonment.
They were all ordered to be held in pre-trial custody until May 22.
Mirzoyev and Rachabalizoda admitted guilt after being charged, according to AP, citing court officials.

While Islamic State has claimed responsibility for the attack, President Vladimir Putin has said the four men were arrested while trying to flee to Ukraine.
Kyiv denies any connection to the attack.

Putin has made no reference to ISIS' claims.
US intelligence also said after the attack it had information confirming ISIS was responsible for the attack.
Yesterday, head of Russia's Federal Security Service (FSB) Alexander Bortnikov bizarrely pinned blame on the United States, Britain and Ukraine.
Speaking after the meeting with the board of the Prosecutor General's Office, he was asked whether the US, Britain and Ukraine were behind the terrorist attack, according to Russian news agency TASS .
'We believe that this is true. In any case, we are now talking about the factual information we have. This is general information, but they have a long record of this sort.'
'What is [Ukraine] expected to do to demonstrate its capability? It is expected to carry out sabotage and terrorist acts in the rear,' he continued.
'This is what both the chiefs of Ukraine's special services and the British special services are aiming at. US special services have repeatedly mentioned this, too.'
The Crocus Concert Hall was attacked by armed gunmen on March 22, when terrorists opened fire on civilians and set the auditorium on fire in Russia's deadliest attack in 20 years.
According to the latest data, 140 people have been confirmed dead as a result of the attack, the most recent dying in hospital today.
A total of 80 people injured in the attack remain hospitalized, the official added, and 205 others have sought outpatient medical assistance.
The Moscow Times reported today as many as 360 had been injured in the attack.
Three days before the attack, Putin denounced the U.S. Embassy's March 7 notice urging Americans to avoid crowds in Moscow , including concerts, calling it an attempt to frighten Russians and 'blackmail' the Kremlin ahead of the presidential election.
After Britain echoed the notice, Kremlin mouthpieces accused both of 'complicity' if terrorists did hit Moscow.

The news of a terror warning on March 7 came only hours after the FSB claimed to have thwarted an ISIS plot to slaughter Jews in a Moscow synagogue.
It was unclear whether the events are linked.
According to the FSB, a large cache of weapons and bomb parts were found during a raid on an Islamic State cell in Kaluga, southwest of the capital.
Russian state media reported militants had been gearing up to shoot Jewish worshippers at a synagogue in the capital before security officials stormed the premises and gunned them down.
'While being arrested, the terrorists put up armed resistance to the Russian FSB officers, and as a result were neutralised by return fire,' the Russian state-owned TASS news agency quoted the security service as saying in a statement.
