Besides, such a leader will most likely have a positive influence on the team, as long as leading by example will motivate the team members to attain the same emotional stability. What is so far familiar about stress resistance as an effective leader’s feature is that it can be either innate or attained. However, although some researchers admit that emotional stability is something one is born with, it is not entirely true; many people still put a great effort into self-improvement, changing the attitude to unfortunate situations, and so on. Therefore, being resistant to stress can be mostly attributed to a personality.

An ability to make high-quality decisions most likely determines the chances for an enterprise’s success. Occupying a leadership position is not the same thing as leading. To lead, you must be able to connect, motivate, and inspire a sense of ownership of shared objectives. Yet people in leadership roles often eschew the long and challenging work of deepening self-insight in favor of chasing after management “tools”— preferably the “quick ’n’ easy” kind, such as personality type assessments that reduce employees to a few simplistic behavioral tendencies. Tools can be handy aids to good leadership. But none of them can take the place of fearless introspection, feedback seeking, and committed efforts to behavioral change for greater effectiveness and increased positive impact on others.

When you’re an individual contributor, your ability to use your technical expertise to deliver results is paramount. Once you’ve advanced into a leadership role, however, the toolkit that you relied on to deliver individual results rarely equips you to succeed through others. Beware of falling into the logical trap of “if I can do this work well, I should be able to lead a team of people who do this work.” This would be true if leading others were akin to operating a more powerful version of the same machinery you operated previously. But it’s not; machinery doesn’t perform better or worse based on what it thinks about you and how you make it feel, while humans do .

Leadership essays need to be personal. By the end of it, the reader needs to understand your leadership abilities. Think out-of-the-box

Use active voice

“I performed the task with great precision” vs. “The task was performed with great precision” - what is more impactful in the context of leadership essays? The former one.

Unlike an essay or any other academic paper, leadership essays are meant to be personal. They are supposed to be about you. As you share your perspective or experiences, you should use an active voice to make a more significant impact and ensure your message reaches the reader.

Follow the format

Adhere to your academic institution's standards for formatting and styling your leadership essay because, first and foremost, your professors would want to see that you have tackled how to format your essay.

Think of yourself as a member of a jury, listening to a lawyer who is presenting an opening argument. You'll want to know very soon whether the lawyer believes the accused to be guilty or not guilty, and how the lawyer plans to convince you. Readers of academic essays are like jury members: before they have read too far, they want to know what the essay argues as well as how the writer plans to make the argument. After reading your thesis statement, the reader should think, "This essay is going to try to convince me of something. I'm not convinced yet, but I'm interested to see how I might be."

An effective thesis cannot be answered with a simple "yes" or "no." A thesis is not a topic; nor is it a fact; nor is it an opinion. "Reasons for the fall of communism" is a topic. "Communism collapsed in Eastern Europe" is a fact known by educated people. "The fall of communism is the best thing that ever happened in Europe" is an opinion. (Superlatives like "the best" almost always lead to trouble. It's impossible to weigh every "thing" that ever happened in Europe. And what about the fall of Hitler? Couldn't that be "the best thing"?)

A good thesis has two parts. It should tell what you plan to argue, and it should "telegraph" how you plan to argue—that is, what particular support for your claim is going where in your essay.

Steps in Constructing a Thesis

First, analyze your primary sources.  Look for tension, interest, ambiguity, controversy, and/or complication. Does the author contradict himself or herself? Is a point made and later reversed? What are the deeper implications of the author's argument? Figuring out the why to one or more of these questions, or to related questions, will put you on the path to developing a working thesis. (Without the why, you probably have only come up with an observation—that there are, for instance, many different metaphors in such-and-such a poem—which is not a thesis.)

Once you have a working thesis, write it down.  There is nothing as frustrating as hitting on a great idea for a thesis, then forgetting it when you lose concentration. And by writing down your thesis you will be forced to think of it clearly, logically, and concisely. You probably will not be able to write out a final-draft version of your thesis the first time you try, but you'll get yourself on the right track by writing down what you have.

Keep your thesis prominent in your introduction.  A good, standard place for your thesis statement is at the end of an introductory paragraph, especially in shorter (5-15 page) essays. Readers are used to finding theses there, so they automatically pay more attention when they read the last sentence of your introduction. Although this is not required in all academic essays, it is a good rule of thumb.

Anticipate the counterarguments.  Once you have a working thesis, you should think about what might be said against it. This will help you to refine your thesis, and it will also make you think of the arguments that you'll need to refute later on in your essay. (Every argument has a counterargument. If yours doesn't, then it's not an argument—it may be a fact, or an opinion, but it is not an argument.)

This statement is on its way to being a thesis. However, it is too easy to imagine possible counterarguments. For example, a political observer might believe that Dukakis lost because he suffered from a "soft-on-crime" image. If you complicate your thesis by anticipating the counterargument, you'll strengthen your argument, as shown in the sentence below.

Some Caveats and Some Examples

A thesis is never a question.  Readers of academic essays expect to have questions discussed, explored, or even answered. A question ("Why did communism collapse in Eastern Europe?") is not an argument, and without an argument, a thesis is dead in the water.

A thesis is never a list.  "For political, economic, social and cultural reasons, communism collapsed in Eastern Europe" does a good job of "telegraphing" the reader what to expect in the essay—a section about political reasons, a section about economic reasons, a section about social reasons, and a section about cultural reasons. However, political, economic, social and cultural reasons are pretty much the only possible reasons why communism could collapse. This sentence lacks tension and doesn't advance an argument. Everyone knows that politics, economics, and culture are important.

A thesis should never be vague, combative or confrontational.  An ineffective thesis would be, "Communism collapsed in Eastern Europe because communism is evil." This is hard to argue (evil from whose perspective? what does evil mean?) and it is likely to mark you as moralistic and judgmental rather than rational and thorough. It also may spark a defensive reaction from readers sympathetic to communism. If readers strongly disagree with you right off the bat, they may stop reading.

An effective thesis has a definable, arguable claim.  "While cultural forces contributed to the collapse of communism in Eastern Europe, the disintegration of economies played the key role in driving its decline" is an effective thesis sentence that "telegraphs," so that the reader expects the essay to have a section about cultural forces and another about the disintegration of economies. This thesis makes a definite, arguable claim: that the disintegration of economies played a more important role than cultural forces in defeating communism in Eastern Europe. The reader would react to this statement by thinking, "Perhaps what the author says is true, but I am not convinced. I want to read further to see how the author argues this claim."

A thesis should be as clear and specific as possible.  Avoid overused, general terms and abstractions. For example, "Communism collapsed in Eastern Europe because of the ruling elite's inability to address the economic concerns of the people" is more powerful than "Communism collapsed due to societal discontent."

The thesis statement or main claim must be debatable

An argumentative or persuasive piece of writing must begin with a debatable thesis or claim. In other words, the thesis must be something that people could reasonably have differing opinions on. If your thesis is something that is generally agreed upon or accepted as fact then there is no reason to try to persuade people.

Example of a non-debatable thesis statement:

This thesis statement is not debatable. First, the word pollution implies that something is bad or negative in some way. Furthermore, all studies agree that pollution is a problem; they simply disagree on the impact it will have or the scope of the problem. No one could reasonably argue that pollution is unambiguously good.

Example of a debatable thesis statement:

This is an example of a debatable thesis because reasonable people could disagree with it. Some people might think that this is how we should spend the nation's money. Others might feel that we should be spending more money on education. Still others could argue that corporations, not the government, should be paying to limit pollution.

Another example of a debatable thesis statement:

In this example there is also room for disagreement between rational individuals. Some citizens might think focusing on recycling programs rather than private automobiles is the most effective strategy.

The thesis needs to be narrow

Although the scope of your paper might seem overwhelming at the start, generally the narrower the thesis the more effective your argument will be. Your thesis or claim must be supported by evidence. The broader your claim is, the more evidence you will need to convince readers that your position is right.

Example of a thesis that is too broad:

There are several reasons this statement is too broad to argue. First, what is included in the category "drugs"? Is the author talking about illegal drug use, recreational drug use (which might include alcohol and cigarettes), or all uses of medication in general? Second, in what ways are drugs detrimental? Is drug use causing deaths (and is the author equating deaths from overdoses and deaths from drug related violence)? Is drug use changing the moral climate or causing the economy to decline? Finally, what does the author mean by "society"? Is the author referring only to America or to the global population? Does the author make any distinction between the effects on children and adults? There are just too many questions that the claim leaves open. The author could not cover all of the topics listed above, yet the generality of the claim leaves all of these possibilities open to debate.

Example of a narrow or focused thesis:

In this example the topic of drugs has been narrowed down to illegal drugs and the detriment has been narrowed down to gang violence. This is a much more manageable topic.

We could narrow each debatable thesis from the previous examples in the following way:

Narrowed debatable thesis 1:

This thesis narrows the scope of the argument by specifying not just the amount of money used but also how the money could actually help to control pollution.

Narrowed debatable thesis 2:

This thesis narrows the scope of the argument by specifying not just what the focus of a national anti-pollution campaign should be but also why this is the appropriate focus.

Qualifiers such as " typically ," " generally ," " usually ," or " on average " also help to limit the scope of your claim by allowing for the almost inevitable exception to the rule.

Types of claims

Claims typically fall into one of four categories. Thinking about how you want to approach your topic, or, in other words, what type of claim you want to make, is one way to focus your thesis on one particular aspect of your broader topic.

Claims of fact or definition: These claims argue about what the definition of something is or whether something is a settled fact. Example:

Claims of cause and effect: These claims argue that one person, thing, or event caused another thing or event to occur. Example:

Claims about value: These are claims made of what something is worth, whether we value it or not, how we would rate or categorize something. Example:

Claims about solutions or policies: These are claims that argue for or against a certain solution or policy approach to a problem. Example:

Which type of claim is right for your argument? Which type of thesis or claim you use for your argument will depend on your position and knowledge of the topic, your audience, and the context of your paper. You might want to think about where you imagine your audience to be on this topic and pinpoint where you think the biggest difference in viewpoints might be. Even if you start with one type of claim you probably will be using several within the paper. Regardless of the type of claim you choose to utilize it is key to identify the controversy or debate you are addressing and to define your position early on in the paper.

The class of chemicals known as PFAS — used in firefighting foams, some nonstick cookware, and many other products — can resist heat and repel water. Their chemical bonds are hard to break, and they persist in water sources for decades.

Exposure to them has been associated with cancers, “impacts to the liver and heart, and immune and developmental damage to infants and children,” according to the Environmental Protection Agency, which recently set national limits for PFAS in drinking water.

For her thesis research, Princeton senior Amélie Lemay has crafted computer simulations that could one day help lead the way to removing PFAS pollution from the environment.

Lemay, a civil and environmental engineering major, used simulations to investigate how seven types of molecules behave above bodies of water, where the water meets the air. She modeled their tendencies to mix with water or stick to the water-air boundary, and probed how mixtures of PFAS molecules interact — mimicking the messy reality of contaminated water.

Detailed knowledge of this chemistry could be key to understanding how remediation methods will work in settings like water treatment plants. Over the next few years, utilities across the United States will need to find effective ways to remove PFAS (per- and polyfluoroalkyl substances) from drinking water to comply with the EPA limits.

“Most of our drinking water treatment plants are not set up to deal with these compounds,” said Lemay. “This type of research can eventually lead to better ways to be able to take PFAS out of water.”

Lemay, of Wynnewood, Pennsylvania, came to Princeton with aspirations of using engineering to address environmental challenges. But using computer simulations to understand pollution was not part of her plan.

The summer after her first year, in 2021, Lemay secured internship support from Princeton’s High Meadows Environmental Institute to conduct field work with associate professor Ian Bourg on how rocks weather in the Princeton area and in the French Alps — research with implications for soil nutrients and atmospheric CO2 forecasting.

But COVID-19 travel restrictions were still in place that summer, so Bourg worked remotely with Lemay and several other students to set up simulations exploring the behavior of pollutants ranging from PFAS to anti-inflammatory drugs to insecticides.

“I actually ended up really liking this alternative project, and I think it’s even better suited for me than the original project would have been,” said Lemay, who earned certificates in statistics and machine learning and sustainable energy .

The research was an excellent opportunity for Lemay to build her computer coding skills and learn the intricacies of molecular dynamics simulation software.

“When I first started with Professor Bourg, he had to walk me through step by step how to create a file” simulating a single chemical compound, Lemay said. Over time, she learned to add more complexity, accounting for variables like salinity and surface tension. Now the work is “like second nature.”

The summer project was a new direction in the lab’s research. Bourg, an associate professor of civil and environmental engineering and the High Meadows Environmental Institute, said he was learning along with the students. He quickly realized that he could rely on Lemay: “She’s been thinking like a grad student since the very beginning, in terms of being super conscientious and questioning the way we do things,” said Bourg.

Lemay and Ethan Sontarp, a geosciences major, continued the project as research assistants in Bourg’s group for the next two years. Eventually, they modeled the behavior of more than 80 organic pollutants at the water-air interface.

Lemay and Sontarp were co-first authors of a 2023 paper reporting the results in the journal Environmental Science and Technology. The article has been downloaded more than 2,000 times and is Bourg’s most-read research paper from last year — a testament to its value as a resource for researchers looking to improve the tracking and remediation of pollutants, said Bourg.

In her junior year, Lemay conducted independent work with Professor Barry Rand , who studies the properties of new materials for solar cells, analyzing factors that influence the adoption of rooftop solar energy. She published this analysis last year in the journal Energy Policy.

For her senior thesis with Bourg, she developed complex simulations of how multiple PFAS molecules move and interact at the interface of water and air. Her results have revealed that the contaminants’ movements are not limited only by physical space but also by complex charge interactions among neighboring PFAS molecules.

Lemay is now submitting this work for scientific publication. The simulations are a powerful way to understand how pollutants move in the environment, potentially helping to explain how rain interacts with contaminants, and why sea spray and lake spray aerosols are an important source of PFAS exposure in coastal communities. Lemay hopes this understanding can inform strategies to clean up PFAS pollution.

Lemay turned to engineering in high school, when she took part in a summer research program on biomolecular engineering. “In science, you’re seeking to uncover the unknown, which is very important,” she said. “But I found that the problem-solving and design aspects of engineering really appealed to me. I loved how practical and pragmatic the applications were.”

After nearly three years of research at Princeton, Lemay has gained comfort with the uncertainties of the process. “If you pursue something, and you don’t fully understand what the data are showing you at first — that used to be distressing to me,” she said. “But I’ve come to realize that it’s part of the process. You’re trying to do something that’s never been done before. No one has the right answer.”

This summer, Lemay will pursue a project advised by Professor Mark Zondlo analyzing electric vehicle use and neighborhood-level air pollution.

In the fall, she will begin a Ph.D. program in civil and environmental engineering at the Massachusetts Institute of Technology. She’s interested in using computational methods to design chemicals for programmed degradation, to prevent problems with environmental contamination in the future.

“I think Princeton’s focus on undergraduate research really sets this institution apart,” said Lemay. “I’m grateful to have had the chance to work with multiple mentors who have shown me … how to design solutions and search for knowledge, and then share that with the greater community.”

Iranian President Ebrahim Raisi, known for brutal crackdowns against political opposition, dies at 63

Iranian President Ebrahim Raisi, known for enforcing brutal crackdowns on political opposition and seen as a potential successor to the supreme leader, has died in a helicopter crash landing in the country’s north , state media reported Monday. He was 63 years old.

Raisi, a conservative hard-line cleric, took office in August 2021 after several popular candidates were disqualified from the election, which had historically low turnout. He wore a black turban, symbolic of those who are descendants of the Prophet Muhammad.

His tenure included a crackdown on mass protests after 22-year-old Mahsa Amini was killed in 2022, the enforcement of a strict women’s dress code, increased enrichment of uranium after the U.S. withdrew from a landmark nuclear deal and increased military tensions with Israel and the West as the regime supported Hezbollah in Lebanon, the Houthi rebels in Yemen and Russia’s invasion of Ukraine.

Raisi was sometimes notably referred to as the “Butcher of Tehran,” as activists accused him of being one of the four judges who oversaw the mass execution of thousands of political prisoners in 1988 after the Iran-Iraq war. Iran has never acknowledged what has been described as a massacre of an estimated 2,800 to 5,000 people , according to Human Rights Watch.

“As deputy prosecutor general of Tehran,” the U.S. Treasury Department said in a 2019 sanctions announcement, “Raisi participated in a so-called ‘death commission’ that ordered the extrajudicial executions of thousands of political prisoners in 1988.”

In 2021, when Raisi was asked about his alleged involvement in the 1988 mass executions during his first news conference as president-elect, he described himself as a “defender of human rights.”

State media reported early Monday that rescuers found "no sign of life" in the wreckage of the helicopter that made a "crash landing" Sunday. Search-and-rescue teams deployed to the scene took hours to reach the crash site, delayed by heavy fog and bad weather.

Raisi was returning with a government delegation that had attended the inauguration of a dam on the border with Azerbaijan.

Though state news aired prayers for Raisi and others following the crash, he is despised by many Iranians in the country and around the world for the government’s brutal crackdown on the country’s 2022 women-led protests and Iran’s dire economic situation. 

In 2017, he lost the presidential election to Hassan Rouhani, who was elected to a second term by a wide margin. Rouhani, who had run on a promise to reduce Iran’s diplomatic and economic isolation, was banned this year by Iran for running for the Assembly of Experts, which appoints and can dismiss the supreme leader, Reuters reported.

In 2021, Amnesty International Secretary General Agnès Callamard urged an investigation of Raisi for his alleged “crimes against humanity” while he was head of the judiciary.

Under Raisi’s watch, Callamard said, Iranian authorities killed hundreds of people with impunity, “subjecting thousands of protesters to mass arrests and at least hundreds to enforced disappearance, and torture and other ill-treatment during and in the aftermath of the nationwide protests.”

“Ebrahim Raisi’s rise to the presidency follows an electoral process that was conducted in a highly repressive environment and barred women, members of religious minorities and candidates with opposing views from running for office,” Callamard said.

In 2022, the United Nations’ human rights office opened an investigation into the violent suppression of protesters who took to the streets following Amini’s killing. She died after morality police detained her for allegedly not wearing her hijab properly and failing to adhere to the dress code.

The U.N. said in March that a fact-finding mission found Iran responsible for the “physical violence” that killed Amini, despite Iranian officials’ saying otherwise.

Raisi told NBC News’ Lester Holt last year that Amini’s death was “an incident,” alleging that similar “incidents” frequently occur in Western states. He claimed that Iran’s leadership “tolerated” the protests, despite widespread reports of violent suppression of demonstrators.

“You should be assured that the Islamic Republic of Iran has always been ready to listen to [the] words of protesters. On any issue, we are all ears,” he said through a government translator.

Raisi also claimed that there was still “freedom of speech” in Iran and denied allegations by human rights advocates that the country enforced an internet blackout after the protests. The Iranian regime is also accused of blocking social media apps, arresting journalists and punishing any public criticism of the government following Amini’s death.

He alleged that the allegations were an attempt by Western states to destabilize Iran internally.

U.N. Human Rights Chief Volker Türk said in January 2023 that Iran’s government was weaponizing the criminal proceedings and death penalty laws to stamp out dissent.

“The weaponization of criminal procedures to punish people for exercising their basic rights — such as those participating in or organizing demonstrations — amounts to state-sanctioned killing,” Türk said.

Despite concerns over Iran’s attacks on human rights, Raisi was permitted to address the U.N. General Assembly last year , when he criticized Western states for meddling in Middle Eastern affairs.

“An independent and robust neighborhood presents an opportunity for the entire region,” he said, referring to potential regional partnerships. “We will welcome any extended hand quite warmly.” 

Western leaders have long accused Iran of playing a destabilizing role in the Middle East through its support of proxy battles throughout the region.

Iran has supported Hamas militants in Gaza, Hezbollah fighters in Lebanon and Houthi rebels in Yemen for years. Israel, during its ongoing war in Gaza, launched a strike in April on the Iranian consular building in Syria, killing two of Tehran’s top commanders. Iran responded by launching a wave of cruise and ballistic missiles and drones at Israel, many of which were shot down, resulting in minor injuries.

Raisi condemned Israel’s occupation of the Palestinian territories in his U.N. speech in September, saying people see Iran as a “secure partner for their own security” just weeks before Hamas launched its Oct. 7 attack on Israel. The group took more than 200 hostages at the time, and Israeli officials have blamed it for more than 1,200 deaths that day.

Iranian officials said they were not aware of Hamas’ plans for the attack but have since repeatedly expressed support for the group against Israel.

Under Raisi, Iran continued to pursue a nuclear program that accelerated after President Donald Trump withdrew from the multilateral nuclear deal in 2018. The landmark Obama-era agreement curtailed Iran’s nuclear program in exchange for an easing of harsh economic and diplomatic sanctions.

Iran has insisted it is not pursuing nuclear weapons.

Raisi was married to Jamileh Alamolhoda and had two daughters.

Ebrahim Raisi, 63, a hard-line religious cleric, was elected president of Iran in 2021. In his tenure as president, he oversaw a strategy to expand his country’s regional influence — backing militant proxies across the Middle East, expediting the country’s nuclear program and bringing Iran to the brink of war with Israel.

But in the same period, Iran experienced some of its largest antigovernment protests in decades and a severe economic downturn driven by international sanctions and high unemployment.

Mr. Raisi’s background

Mr. Raisi, born in the eastern city of Mashhad in 1960 to a devoutly religious family, was swept up in the fervor of Iran’s Islamic Revolution, which toppled the country’s monarchy in 1979.

As a religious scholar in Iran’s theocratic government and a protégé of Ayatollah Khamenei, Mr. Raisi climbed the ranks of the judiciary, serving as a prosecutor in several cities.

After being named Iran’s top judge, he was believed to have been part of a small committee that ordered the executions of thousands of political dissidents in 1988.

Accused of decades of human rights violations, Mr. Raisi had been the subject of punishing sanctions by the United States.

His presidency

During Mr. Raisi’s presidency, Iran faced large antigovernment protests after the death of a young Kurdish woman, Mahsa Amini, in police custody. The authorities responded with a brutal crackdown that included killings and executions.

Tehran has also continued its uranium-enrichment program and has gone ahead with its ballistic missile program .

A yearslong shadow war with Israel burst into the open last month after Iran launched a salvo of hundreds of missiles and drones at Israel. That attack resulted from escalating tensions between the two countries after Hamas, an Iranian-backed militant group, raided Israel on Oct. 7.

In the same period, Iran has also emerged as Russia’s trusted foreign supplier of military drones . Last year Iran made a deal with Saudi Arabia and restored diplomatic relationships.

More than a third of Utah lawmakers profit from real estate. Is that good for Utah’s housing crisis?

When Gov. Spencer Cox announced his plan to build 35,000 new starter homes in the state, he knew that Utahns who have struggled to keep, or even get, a roof over their heads would doubt whether the effort was meant to help them.

“I understand that there will be some pushback saying this is just going to benefit homebuilders,” Cox said at a December news conference in a western Weber County neighborhood that sprung up where crops used to grow. “I also understand that we have lots of developers who are in the Legislature who have been successful and have run for office and chosen to serve in that way.”

Cox and the Utahns who wonder aloud about policymakers’ business interests as they browse Zillow or nix their entertainment budget to pay their mortgage or rent are right — a lot of the people elected to the Legislature make money building and selling homes.

In an analysis of every state lawmaker’s financial disclosure, The Salt Lake Tribune found that at least 12.5% of legislators make their primary income from building or selling real estate. And from attorneys to doctors, the proportion of lawmakers who are profiting from real estate sits at or above 38.5%.

The numbers are highest in the Utah Senate, where more than 1 in 5 of the part-time lawmakers earn their primary income from real estate and development and just under half have financial interests in the industry.

Those statistics are derived from information voluntarily disclosed by lawmakers on conflict of interest forms.

An April report by the Utah Foundation, titled “Priced Out & Fed Up,” found that the top two issues for Utah voters , across demographics, are housing affordability and whether politicians are listening to their constituents.

“When Utahns commented on this issue, they often focused on how elected officials pay too little attention to voters in favor of corporations, religious organizations, the well-connected, or special interest groups,” the foundation wrote about the latter issue.

Housing has risen to the top of the list of concerns in numerous surveys of voters living in Utah. To anyone paying attention to the numbers, that isn’t surprising.

The median sales price for nearly 9,000 existing homes sold this year across Utah’s 29 counties was $490,000 as of March, according to a recent analysis by The Tribune of data from the Utah Association of Realtors, the U.S. Census Bureau, the National Association of Realtors and CBRE. Median sales prices ranged from $185,000 in Beaver County to $1.3 million in Summit County.

With a 10% down payment and a 6.43% interest rate, that means the typical mortgage payment in Utah for new homeowners is $3,043 and varies from $1,149 in Beaver County to $8,026 in Summit County.

At the early morning December news conference, Cox worked to get ahead of questions he anticipated from voters around his efforts to bring those numbers down .

“There has been zero influence on this from any developer — zero influence from anyone in the Legislature, although I’ve had these conversations with them and they’re very supportive,” the governor, a former state lawmaker with a professional background in telecommunications , said.

“If we want more shoes, we have to pay people who make shoes, right? I would love if all of us could just build our own homes, and some people can do that. Some people are really talented,” Cox added. “Most of us are not.”

Ari Bruening is the head of Envision Utah, a nonprofit that works to bring stakeholders together to plan how the state can best meet the demands of its growth — including the pressure put on the housing market. He agrees that while there are a lot of developers in the Legislature, Utah needs home builders like them to increase housing stock.

“I don’t know how you get more supply without making it cheaper and easier to build,” Bruening said in an interview. “And so whether that’s self-interested or not, I think it’s a good thing for Utahns.”

But that isn’t how everyone who advocates for more access to affordable housing sees things.

“With a significant number of lawmakers having vested interests in rental housing as landlords or realtors, it is fair to question the transparency and impartiality of their efforts,” said Francisca Blanc, the co-founder of Renters Justice Coalition. “During my years as a housing advocate in Utah, the speakers of the House and Senate presidents are, without exception, developers, builders or landlords.”

Their financial interests, she added, raise “grave concerns about the ethics and accountability of those in power” and how they legislate around a housing industry that she says is “poorly regulated.”

Legislative leaders tied to development

The Legislature began having more discussions around the cost of housing in 2018, when it created the Commission on Housing Affordability . At the time — and in the years since — the top leaders in the lawmaking body have made their fortunes building houses.

On their financial disclosures, both Senate President Stuart Adams and House Speaker Mike Schultz list over a dozen companies they own that are involved in real estate and development. Adams discloses 20, and Schultz reports 18.

Up until he became speaker, Schultz listed his current employment as “Construction.” Although there has been little change in his disclosure otherwise, that section now says “Farming and Ranching.”

A spokesperson for Schultz did not respond to a request for comment.

In a statement, Adams highlighted money the Legislature appropriated toward Cox’s starter homes plan and a first-time buyers program the Senate president introduced and passed last year, which offers Utahns looking to buy their first homes $20,000 in down payment assistance for newly built homes that are $450,000 or less.

“Part of the value of a part-time citizen legislature is that we have 104 legislators who each bring unique expertise from their respective fields — this includes real estate and development perspectives,” Adams wrote in the statement. “Just as lawmakers draw from their experiences as teachers, police officers and attorneys to shape legislation, those with expertise in housing contribute valuable insights to our policy-making process.”

He added, “While we have made progress in reducing housing costs, we remain committed to exploring further avenues to ensure this integral part of the American Dream is attainable for all.”

A conflict of interest report for Adams’ predecessor, Wayne Niederhauser — who now leads the Utah Office of Homeless Services — is not on Utah’s disclosures website. But there are disclosures for Schultz’s two predecessors.

Former Utah House Speaker Greg Hughes, who held the position from 2015-2018 and ran for governor in 2020, listed 10 companies tied to “construction, real estate and property management” on his gubernatorial race disclosure . The speaker from 2018-2023, Brad Wilson, said he owned or was an officer of 19 such companies on his last House disclosure.

Utah does not have transparency laws that require lawmakers to report their income from such companies. But a report Wilson, who is running for U.S. Senate, submitted to the Select Committee on Ethics in compliance with the Ethics in Government Act shows just how lucrative real estate development can be.

Since Wilson — who has centered his campaign around his homebuilding career and passes out buttons with hard hats — entered the race, according to his disclosure, he reported earning “Over $5 million” each from his company Destination Homes and from an apartment complex in Layton, as well as between $100,000 and $1 million from another apartment complex in Farmington.

Utah’s is a citizen legislature — a part-time commitment for which the majority of lawmakers’ work is done over a 45-day session.

“Utah legislators earn so little and spend so little time legislating that they typically keep a full-time job unless they are retired or independently wealthy,” writes Brigham Young University professor Adam Brown in his book “Utah Politics and Government: American Democracy Among a Unique Electorate.”

That leads to most lawmakers having flexible jobs that can work around the legislative schedule like realtor or developer, Brown added, and often keeps many potential candidates from running. Utah’s lawmakers are paid around $27,000 annually.

Brown notes that Utah’s state house “is among the least professionalized in the nation,” and that it ranks toward the bottom for session length, salary and staff support.

Over the years, questions have repeatedly surfaced over the Legislature’s interests and intentions in pushing forward development-related policies.

Lawmakers have slipped language into bills in an effort to help a controversial housing project in Kimball Junction get approval. And in 2023, a lawmaker working in real estate proposed a bill that would have given developers the ability to use government functions, like issuing bonds, levying taxes and using eminent domain. It failed.

But there are other stakeholders outside of real estate and development who might look to influence policy to benefit their own interests — from wanting to maintain higher interest rates to avoiding zoning that changes the appearance of a community — that consequently keeps housing prices high, according to Utah House Minority Leader Angela Romero.

“It’s not just looking at developers, it’s also looking at who bonds these developers, who provides insurance for these developers. I think it’s also holding municipalities’ feet to the fire, but ensuring that the state isn’t tying their hands as well,” said Romero, who works for Salt Lake City’s Division of Youth and Family Programs.

“It’s complicated,” she added with a shrug.
