Lead assignment rules are a powerful feature within Salesforce to assist your team’s automation of its lead generation and customer support processes. Assignment rules in Salesforce are used to define to whom your Leads and Cases (customer questions, issues or feedback) are assigned based on any one of a number of specified criteria you determine. 

Organizations typically develop lead assignment rules for their GTM processes or flows:

  • Rules for inbound Leads
  • Rules for website-generated Leads
  • Rules for importing Leads from an event

For case assignments, a company might establish one case assignment rule for weekdays and another assignment rule for weekends and holidays. 

A lead or case assignment rule often consists of multiple rule entries to specify exactly how leads and cases are assigned throughout your go-to-market teams. For example, related to customer service inquiries, a standard case assignment rule might have multiple entries. Cases with “Type equals Gold” are assigned to the Gold Level service queue, cases with “Type equals Silver” are assigned to the Silver Level service” queue, and so on.

As organizations grow and scale, they operationalize multiple GTM motions: inbound, outbound, account-based, upsell/cross-sell, and hybrid. However, many are limited to having just one rule in Salesforce.

As a work-around, many organizations create one massive lead assignment ruleset. They then wedge all of their rule entries into that one big ruleset, regardless of how many different motions that represents. Over time, Salesforce lead assignment rules can quickly become unmanageable .

This post covers the best practices for Salesforce lead and case assignment rules. The ultimate goal is to fully engaging your hard-won leads and speed up your organization’s time-to-revenue.

How to Define Assignment Rules

Your Salesforce administrator can only have one rule in effect at any particular moment in your go-to-market motions, and that assignment rule is intended to both automate lead generation processes and other customer-facing processes routed through your CRM. 

Lead assignment rules specify how leads are assigned to users or queues as they are created manually, captured from your website, or imported via SFDC’s Data Import Wizard.

Case assignment rules determine how cases are assigned to users or put into queues as they are created, either manually or through the use of Web-to-Case, Email-to-Case, On-Demand Email-to-Case, the Self-Service portal, the Customer Portal, Outlook, or other data generation applications.

Criteria for Lead Assignment Rules

Okay, so you’ve decided that lead assignment rules in Salesforce make sense for your revenue operations team – now what?

Well, first, you’ll need to determine the edition of your Salesforce instance. Lead assignment rules are available in the Group, Essentials, Professional, Enterprise, Performance, Unlimited, and Developer Editions of SFDC. Case assignment rules, conversely, are available only in the Professional, Enterprise, Performance, Unlimited, and Developer editions.

With regard to User Permissions, to view assignment rules, you’ll need View Setup and Configuration permissions. However, to create or change assignment rules, you’ll need Customize Application. If you are not your organization’s Salesforce administrator, you should check with them before attempting to head off on your own.

How to Create Salesforce Lead Assignment Rules

Creating lead and case assignment rules in Salesforce is a relatively straightforward process. 

  • Login to Salesforce and select Setup in the upper right corner of the horizontal navigation bar.
  • In the Setup search box , type “assignment rules” and then select either Lead Assignment Rules or Case Assignment Rules.
  • Select New to create a new assignment rule.
  • In the Rule Name box, type a name and specify whether it should be active for leads or cases created manually and by those created automatically by web and email. When done, click Save .
  • Click open your newly created rule and select New in the Rule Entries to specify your rule criteria.
  • Step 1 in the “Enter the rule entry” window requires you to enter an Order for your new rule (the Order is the order in which the entry is processed, like a queue).
  • In Step 2, you determine whether your new rule is based on meeting a set of criteria or a formula. In the Run this rule if the dropdown box, select either “criteria are met” or “formula evaluates to true.”
  • Lastly, in Step 3, select the user or queue to whom your rule will assign your new lead or case (use the lookup feature to find specific users or a queue). After completing Step 3, select Save .

Why Are Your Salesforce Lead Assignment Rules Not Working?

If you discover your lead or case assignment rules are not working, here are a few tips to quickly troubleshoot the root cause.

First, check to ensure the assignment rule is active. Remember, only one case or lead assignment rule can be active at one time. Secondly, ensure the record is assigned to the correct user or queue.

Make certain to select the checkbox Assign using active assignment rule . In support of this step, enable field History tracking on case or lead owner, as well as add object History (case or lead) in your page layout. 

One common problem is overlapping rule entries, or rule entries in the wrong order. With dozens of rule entries, many will overlap, causing records to get assigned unpredictably. For example, if entry #1 assigns California leads to John, and entry #2 assigns Demo Request leads to Jane, then John might wonder why he’s receiving Demo Requests leads who are supposed to go to Jane. 

Assignment Rule Examples

The image, below, shows sample rule entries being entered into Salesforce for a variety of “what if” situations:

  • Junk leads containing “test” are sent to an unassigned queue
  • Demo requests are routed directly to SDR 3
  • Leads at accounts with over $100 million in annual revenue are routed to AE 1
  • Leads in certain states are sent to their respective representatives

Lead assignment rules direct incoming leads to a designated Salesforce user or queue. If you do not set up lead assignment rules, all web-generated leads will be assigned to the default lead owner that you defined on the lead settings page.

When you have a lot of leads coming in through your website, it’s important that they are routed to the correct person immediately so that person can respond in a timely manner. You don’t want to lose a potential opportunity simply because a lead was improperly assigned.

Let’s walk through the process of setting up a lead assignment rule. In this case, we’re directing all new leads that come in through a web-to-lead form from the state of NY to Sales Manager Bailey Tubbs, who is located in New York. All remaining leads that do not fit this criteria will be assigned to the default lead owner. To set up a lead assignment rule, navigate to Set Up -> Build -> Leads -> Assignment Rules, and click “New.” Enter a descriptive Rule Name, check “Active,” and click “Save.” Keep in mind that you can create multiple lead rules, but only one can be active at a time.

Next, you need to add one or more rule entries to make the lead assignment function the way you want it to. Click “New” and the rule entry detail page opens up. Let’s start with Step 2 as shown in the graphic below. There are two options to consider that manage when a rule should run–when the criteria are met or when the formula evaluates to true. For our example, choose that the rule runs when our established criteria are met. Click the field dropdown, and select your criteria. In this example, we’ve selected “Lead: State/Province.” We have changed the operator to “equals” and entered a value of “NY.” We’ve gone to the next line and selected the same field and operator, plus have entered “New York” as the value.

At this point, let’s go back to Step 1 and set the sort order of the criteria. Enter “1, 2.” This tells Salesforce to evaluate the first criteria and then move on to the second criteria. By default, the criteria are set to “1 AND 2.” We need to change this to “1 OR 2,” since no one will enter “New York NY” as the state in our web-to-lead form. Click “Add Filter Logic” and enter “1 OR 2.” If your filter logic has multiple steps, you can include ( ) to tell Salesforce what to evaluate together. For example, “(1 AND 2) OR 3.”

After you’ve outlined the criteria, navigate down to Step 3 to select who this lead will be assigned to. For this example, we’ve assigned the leads to a user named Bailey Tubbs, but, remember, you can also assign leads to queues. Once you’ve selected who the lead will be assigned to, you can select an email template to notify the user that a new lead has been assigned to them. When you’re done, click “Save.”

How to Create Lead Queues in Salesforce for Lead Distribution

Queues help your teams manage leads, cases, service contracts, and custom objects. Records can be placed in a queue manually or through an automatic case or lead assignment rule, and the records will remain there until they’re assigned to a user or taken by one of the queue members. Any queue member or users above them in the role hierarchy can take ownership of the records in a queue. In this article we’ll walk you through the following:

  • How to create a lead queue in Salesforce.
  • How to add or remove visibility to the queue.
  • How to create a Lead Assignment Rule.
  • How to send web-to-lead conversions to the lead queue.
  • How to send Pardot form completions to the lead queue.

Lead Queues in Salesforce

Lead queues are where you place your unassigned leads for assignment to your sales teams. When adding leads to the queue you’ll have two options, you can either manually add them or use an assignment rule. If you’re using Pardot, you can use a completion action from a form, but we’ll get more into that later. You can create a shared queue of leads. It’s a special type of list view that you can share with users, groups, and roles. When you create a queue it automatically creates a list view in your org. The queue and its list views have visibility settings that allow you to determine who you share them with.

Before You Get Started with Lead Queues

Permissions Needed: Editions: Classic, Enterprise, Performance, Unlimited, and Developer Editions Permissions Needed: Create and Change Queues, Customize Application, and Manage Public List Views Change Lead List View Visibility: Read on leads and create and customize list views

  • You can’t edit list views in Lightning Experience.
  • You can set the visibility settings by profiles, roles, or users.

How to build a lead queue in Salesforce (Steps)

  • Navigate to Setup, enter ‘Queues’ in the Quick Find box, and then select Queues .
  • Click on the ‘New’ button to create a new lead queue.

On the queue detail page, under Queue Members, add the users you want to pass leads to. Once you’ve added your queue members, click ‘save’. Upon saving, a list view will be created.

Sharing settings on the list view: To find the list view, navigate over to your lead object, then from your views drop-down list, select the list view with the same name as the queue you just created and edit. Here you’ll want to set your visibility preferences. You can decide where you want to share this list with only yourself, all users, or if you want to share with a specific group of users.

How to Create a Lead Assignment Rule

A lead assignment rule is a set of criteria that can either assign a lead to a specific user or a queue. In this case, we’re going to set up a lead assignment rule to assign leads to a lead queue. Here’s how to set up a lead assignment rule:

  • Navigate to Setup, enter ‘Assignment Rule’ in the Quick Find box, and then select ‘Lead Assignment Rules’.
  • Click ‘New’ to create a new rule. You’ll see a window like the one below, start by naming your rule.

The Anatomy of the Automation Rule

  • Sort Order: This determines the order in which the rule is processed, so this would be numeric 1,2,3, and so on. Salesforce will start with rule 1, if the criteria don’t match it will move onto rule 2, and then 3, and so on. If there is no match then the lead will be assigned based on the default lead owner. We’ll set this up in the next step.
  • Criteria: These are the conditions the lead must match in order to be assigned to the lead owner indicated on this specific automation rule. You could use criteria here such as region, company size, or even revenue size.
  • User: Finally, you’ll enter the user that you want the lead to be assigned to based on the criteria you set above.

Once you save your automation rule, don’t forget to activate it.

Select a Default Lead Owner

You’ll want to go ahead and set up a default lead owner. If for some reason your lead is not assigned, this setting assigns the lead to a specific person. Here’s how to do it.

  • Navigate to Setup, enter ‘Marketing’ in the Quick Find box, and then select ‘Lead Settings’.
  • Under the lead queue settings, you’ll search for the user you want to select as your default lead owner, select, and hit save.

How to send web-to-lead form completions to your queue

If you’re capturing web leads via a Salesforce web-to-lead form you’ll likely want to assign those leads using your new lead queue. Here’s how to do it.

  • When you create your web to lead form, you can set the value in the “Lead Source’ field with a specific value such as ‘Website’. You’d want this field to be hidden so your users don’t see it.
  • When you set up your lead assignment rule, make sure the lead source field is equal to ‘Website’, then those leads will enter into the lead queue.

How to send Pardot form completions to a lead queue

If you’re using Pardot forms on your website and want to add leads to the queue from the form, it’s very straightforward. You’ll need to add a completion action to the form. Select ‘Assign to Queue’ then select your queue.

If you don’t see the queue then you’ll need to connect it from Pardot to Salesforce. Navigate to Pardot Settings > Users > Then on the top right click ‘View Queues’. Here you can add your queue and connect it to Salesforce, which will make it available on the completion action of the form.

Video Tutorial: Set your default lead assignments

When a new lead is automatically dropped into your lead manager from one of your lead contact forms that you may embedded on your website or linked elsewhere, you have the option to specify who is automatically assigned to that lead. 

The default is set to assign each new lead to the owner of the account in Aisle Planner, but you can change this or add additional assignments.  Here's how!

Step 1: From your lead manager (sales tab), click on the black Actions button towards the right of your screen and then select the Manage Lead Assignments option from the dropdown menu.

Step 2: Click on the names of the team member (or team members) who should automatically be assigned to each new lead. Once assigned, a gold checkmark will appear. To remove a default assignment, just click on the team member's name again to remove the gold checkmark. Once you're done, click the black All Set button to return to your lead index.

Pro tip: We recommend that you assign one person to automatically be assigned to each new lead that comes into your lead manager via your contact forms to avoid any confusion about responsibilities when it comes to managing each new lead. If you'll be assigning multiple people to a lead, be sure to set a process plan in place with your team! ​ Regardless of who is automatically assigned to a lead, you can always reassign new leads (or assign additional people to a lead) from within each lead record.

LeadSimple has a very direct connection between follow up and lead assignment. Meaning that unlike other programs that assign leads to agents because it's their turn, or they 'claimed' the lead, LeadSimple is designed to assign leads to the first person that actually calls the lead.

This means that lead notification and lead distribution are usually joined at the hip. If you've set your notification order to contact agent A before agent B, then it's safe to assume that agent A is usually going to respond first and end up being assigned the bulk of the leads because they responded first.

Routing Call Notifications

LeadSimple will automatically call you every time you receive a new lead. The call you receive will provide with you with information about the lead and prompt you to press 1 to initiate a call to the lead.

1. Add Your Agents To The Notification Order

Click the settings icon at the top of the lead list page and select the "Notifications and Routing" option in the left-hand sidebar that appears.

Next, add agents to the notification order by clicking the "+ Add..." button.

Now select how each agent should be notified.

NOTE: Users cannot appear twice in the same notification order BUT they can be placed in multiple notification groups.

2. Choose Between Simultaneous And Round-Robin Notifications

Simultaneous notifications call all agents in a given row at once, and the first agent to accept the call will have the lead assigned to them. Round-robin notifications will progress from left to right moving through the call order and after every lead it will move the person in the front of the line to the back.

In either case, the system will stop calling people in the group as soon as someone accepts the lead. If two people are called at once and agent A responds a half second before agent B, agent B will hear, "We're sorry, Agent A is already speaking with the prospect."

​ Avoid confusion over lead assignment If you've got multiple agents competing for leads, it's best to only send phone and text notifications to reduce the odds of multiple agents calling the lead. Text messages only contain the tracked number, which will alert the agent if the lead is already assigned when dialed and the agent who responds first and has the lead assigned to them will always be sent a lead assignment email notice regardless of whether email notifications are active.

That way you minimize the likelihood of people tripping over each other because the people who didn't get the lead won't be in possession of direct contact information for the lead. The person who accepted the call, or the first person to call the lead after the fact, will have the lead automatically assigned to them and will automatically be emailed a lead assignment confirmation notice that contains the lead's contact information.

3. Choose How Many Groups To Add

You can create multiple notification groups on the notifications and routing page by clicking on the + Row button.

EXAMPLES: If you have a primary person(s) you want getting contacted about new leads first, and then a secondary or backup person that is only contacted if the initial person(s) aren't available you would set that up like this.

Another example would be if the sales manager doesn't want to respond to leads but DOES want to get notified via email or text any time a leads come in and no one on their team responded to it immediately. To do that the sales manager would add themselves to the last row with only the email and text notifications active.

You could also have your team listed multiple times just to make sure they have every opportunity to respond immediately.

Adjusting Which Notification Types You Receive

If you want to adjust which notifications (call, email, text) you receive, go to Settings.

Click on Notifications & Routing.

Find your name in the routing, and click on the green icons to turn off notifications of that type, or click the blue icon to turn on notifications of that type.

If the button is green, you'll receive a notification of that type. If the icon is blue, the notification is off. For example, in the above screenshot, Matt will only receive call and email notifications for this pipeline.

Default Lead Assignment

By default, leads that come in and aren't called are left unassigned. This is common for leads that come in on evenings or weekends for example. It is possible to create a default lead assignee rather than leaving them unassigned. Usually this would be a sales manager who will manually assign the leads later.

To accomplish this, select a user under the last row on the notifications and routing page where it says, "If still unclaimed assign to".

Note that this person will still get an email notification when a lead is automatically assigned to them. Pictured below.

'Assign using active assignment rules' checkbox always checked by default

Lead or Case Assignment Rules trigger every time a Lead or Case is edited because the "assign using active Assignment Rules" checkbox is checked as default.

To resolve in Salesforce Classic:

  • Go to  Setup 
  • Navigate to Customize | Cases | Page Layouts  
  • Click Edit  next to the relevant layout. 
  • On the Layout console click on Layout Properties
  • Un-check on the 'Default' against the 'Case Assignment Checkbox' to disable
  • Click OK  and save the changes to the Page Layout

To resolve in Lightning Experience:

  • Navigate to Setup by clicking on the Gear icon and clicking  Setup
  • Click the  Object Manager tab
  • Select  Case and click Case P age Layouts on the left
  • Edit the relevant layout
  • On the Layout console click  Layout Properties
  • Click OK  and save the changes to the Page Layout

To force case assignment rules, enable the 'Default' checkbox and disable the "Show on edit page" checkbox   under   Case Assignment Checkbox . This will remove the ability for users to turn off case assignment when editing or creating a case. If both checkbox options are enabled, the Assignment checkbox is displayed when creating and editing a case and is checked by default.

NOTE:   Unlike the Case object, the Lead object   requires   the 'Show on edit page' checkbox to be enabled when the "Default" checkbox is enabled.

China’s Advancing Efforts to Influence the U.S. Election Raise Alarms

China has adopted some of the same misinformation tactics that Russia used ahead of the 2016 election, researchers and government officials say.

Covert Chinese accounts are masquerading online as American supporters of former President Donald J. Trump, promoting conspiracy theories, stoking domestic divisions and attacking President Biden ahead of the election in November, according to researchers and government officials.

The accounts signal a potential tactical shift in how Beijing aims to influence American politics, with more of a willingness to target specific candidates and parties, including Mr. Biden.

In an echo of Russia’s influence campaign before the 2016 election, China appears to be trying to harness partisan divisions to undermine the Biden administration’s policies, despite recent efforts by the two countries to lower the temperature in their relations.

Some of the Chinese accounts impersonate fervent Trump fans, including one on X that purported to be “a father, husband and son” who was “MAGA all the way!!” The accounts mocked Mr. Biden’s age and shared fake images of him in a prison jumpsuit, or claimed that Mr. Biden was a Satanist pedophile while promoting Mr. Trump’s “Make America Great Again” slogan.

“I’ve never seen anything along those lines at all before,” said Elise Thomas, a senior analyst at the Institute for Strategic Dialogue, a nonprofit research organization that uncovered a small group of the fake accounts posing as Trump supporters.

Ms. Thomas and other researchers have linked the new activity to a long-running network of accounts connected with the Chinese government known as Spamouflage. Several of the accounts they detailed previously posted pro-Beijing content in Mandarin — only to resurface in recent months under the guise of real Americans writing in English.

In a separate project, the Foundation for Defense of Democracies, a research organization in Washington, identified 170 inauthentic pages and accounts on Facebook that have also pushed anti-American messages, including pointed attacks on Mr. Biden.

The effort has more successfully attracted actual users’ attention and become more difficult for researchers to identify than previous Chinese efforts to influence public opinion in the United States. Though researchers say the overall political tilt of the campaign remains unclear, it has raised the possibility that China’s government is calculating that a second Trump presidency, despite his sometimes hostile statements against the country, might be preferable to a second Biden term.

China’s activity has already raised alarms inside the American government.

In February, the Office of the Director of National Intelligence reported that China was expanding its influence campaigns to “sow doubts about U.S. leadership, undermine democracy and extend Beijing’s influence.” The report expressed concern that Beijing could use increasingly sophisticated methods to try to influence the American election “to sideline critics of China.”

Liu Pengyu, the spokesman for the Chinese Embassy in Washington, said in a statement that the presidential election was “the domestic affair of the United States” and that “China is committed to the principle of noninterference.”

“Claims about China influencing U.S. presidential elections are completely fabricated,” he added.

Ms. Thomas, who has studied China’s information operations for years, said the new effort suggested a more subtle and sophisticated approach than previous campaigns. It was the first time, she said, that she had encountered Chinese accounts posing so persuasively as Trump-supporting Americans while managing to attract genuine engagement.

“The worry has always been, what if one day they wake up and are effective?” she said. “Potentially, this could be the beginning of them waking up and being effective.”

Online disinformation experts are looking ahead to the months before the November election with growing anxiety.

Intelligence assessments show Russia using increasingly subtle influence tactics in the United States to spread its case for isolationism as its war against Ukraine continues. Mock news sites are targeting Americans with Russian propaganda.

Efforts to beat back false narratives and conspiracy theories — already a difficult task — must now also contend with waning moderation efforts at social media platforms, political pushback , fast-advancing artificial intelligence technology and broad information fatigue .

Until now, China’s efforts to advance its ideology in the West struggled to gain traction, first as it pushed its official propaganda about the superiority of its culture and economy and later as it began denigrating democracy and stoking anti-American sentiment.

In the 2022 midterm elections, the cybersecurity firm Mandiant reported that Dragonbridge , an influence campaign linked to China, tried to discourage Americans from voting while highlighting U.S. political polarization. That campaign, which experimented with fake American personas posting content in the first person, was poorly executed and largely overlooked online, researchers said.

The recent campaigns connected to China have sought to exploit the divisions already apparent in American politics, joining the divisive debate over issues such as gay rights, immigration and crime mainly from a right-wing perspective.

In February, according to the Institute for Strategic Dialogue, a Chinese-linked account on X calling itself a Western name alongside a “MAGA 2024” reference shared a video from RT, the Russian television network controlled by the Kremlin, to claim that Mr. Biden and the Central Intelligence Agency had sent a neo-Nazi gangster to fight in Ukraine. (That narrative was debunked by the investigative group Bellingcat.)

The next day the post received an enormous boost when Alex Jones, the podcaster known for spreading false claims and conspiracy theories, shared it on the platform with his 2.2 million followers.

The account with the “MAGA 2024” reference had taken steps to appear authentic, describing itself as being run by a 43-year-old Trump supporter in Los Angeles. But it used a profile photo lifted from a Danish man’s travel blog, the institute’s report on the accounts said. Although the account opened 14 years ago, its first publicly visible post was last April. In that post, the account attempted, without evidence, to link Mr. Biden to Jeffrey Epstein, the disgraced financier and registered sex offender.

At least four other similar accounts are also operating, Ms. Thomas said, all of them with ties to China. One account paid for a subscription on X, which offers perks like better promotion and a blue check mark that was, before Elon Musk bought the platform, a sign of verification conferred to users whose identities had been verified. Like the other accounts, it shared pro-Trump and anti-Biden claims, including the QAnon conspiracy theory and baseless election fraud accusations .

The posts included exhortations to “be strong ourselves, not smear China and create rumors,” awkward phrases like “how dare?” instead of “how dare you?” and signs that the user’s web browser had been set to Mandarin.

One of the accounts seemed to slip up in May when it responded to another post in Mandarin; another was posting primarily in Mandarin until last spring, when it briefly went silent before resurfacing with all-English content. The accounts denounced efforts by American lawmakers to ban the popular TikTok app , which is owned by the Chinese company ByteDance, as a form of “true authoritarianism” orchestrated by Israel and as a tool for Mr. Biden to undermine China.

The accounts sometimes amplified or repeated content from the Chinese influence campaign Spamouflage , which was first identified in 2019 and linked to an arm of the Ministry of Public Security. It once posted content almost exclusively in Chinese to attack the Communist Party’s critics and protesters in Hong Kong.

It has pivoted in recent years to focus on the United States, portraying the country as overwhelmed by chaos . By 2020, it was posting in English and criticizing American foreign policy, as well as domestic issues in the United States, including its response to Covid-19 and natural disasters, like the wildfires in Hawaii last year.

China, which has denied interfering in other countries’ internal affairs, now appears to be building a network of accounts across many platforms to put to use in November. “This is reminiscent of Russia’s style of operations, but the difference is more the intensity of this operation,” said Margot Fulde-Hardy, a former analyst at Viginum, the government agency in France that combats disinformation online.

In the past, many Spamouflage accounts followed one another, posted sloppily in several languages and simultaneously blitzed social media users with identical messages across multiple platforms.

The newer accounts are trickier to find because they are trying to build an organic following and appear to be controlled by humans rather than automated bots. One of the accounts on X also had linked profiles on Instagram and Threads, creating an appearance of authenticity.

Meta, which owns Instagram and Threads, last year removed thousands of inauthentic accounts linked to Spamouflage on Facebook and others on Instagram. It called one network it had removed “the largest known cross-platform influence operation to date.” Hundreds of related accounts remained on other platforms, including TikTok, X, LiveJournal and Blogspot, Meta said.

The Foundation for Defense of Democracies documented a new coordinated group of Chinese accounts linked to a Facebook page with 3,000 followers called the War of Somethings. The report underscores the persistence of China’s efforts despite Meta’s repeated efforts to take down Spamouflage accounts.

“What we’re seeing,” said Max Lesser, a senior analyst with the foundation, “is the campaign just continues, undeterred.”
