House Democrats help Johnson avoid defeat on foreign aid bills, despite GOP defections

Final votes are set for Saturday, but a third Republican threatened to oust him.

The House on Friday cleared a key procedural hurdle in passing foreign aid to Israel, Ukraine and Taiwan, despite dozens of Republican defections, with Democrats helping Speaker Mike Johnson avoid a stinging defeat.

Soon after, a third Republican said he would join a threatened move to oust him.

The chamber voted 316-94 to advance the bills, setting up Saturday votes on final passage of $95 billion in foreign assistance that has been held up in a political fight in Washington for several months.

Procedural votes such as Friday's are typically passed by the House majority alone, but Democrats stepped in to help push the legislation forward after Republican hard-liners collectively opposed the measure. More Democrats voted to advance the bills than Republicans.

"Democrats, once again, will be the adults in the room," said Rep. Jim McGovern, D-Mass., during debate ahead of the vote.

Leaving the House floor after the vote, Johnson said the four foreign aid bills are “the best possible product” under the circumstances. "We look forward to final passage on the bill tomorrow."

The individual bills provide roughly $26 billion for Israel, $61 billion for Ukraine and $8 billion for the Indo-Pacific. The measures are similar to legislation passed by a bipartisan group in the Senate back in February, which tied all aid together into one measure.

A fourth bill packaged into the foreign aid contains conservative priorities such as a TikTok ban bill, sanctions on Iran and legislation to seize Russian assets to help provide funding to Ukraine.

“Ukraine, Israel and Taiwan are on the frontlines of the struggle to preserve democracy around the world,” said Rep. Tom Cole, R-Okla., during debate. “In the case of Ukraine and Israel, these two nations are quite literally in harm’s way.”

Pressure increased on lawmakers to pass aid after Iran's unprecedented attacks on Israel over the weekend.

Johnson has forged ahead with the foreign aid measures, calling them pivotal, despite pushback from the right-flank of his party and looming threats to his job .

A third House Republican, Rep. Paul Gosar of Arizona, announced after Friday's vote his support for the motion to vacate the speaker's chair first introduced by Rep. Marjorie Taylor Greene last month. In a statement, Gosar expressed frustration with moving ahead on aid to Ukraine rather than providing resources to the souther border.

"We need a Speaker who puts America first rather than bending to the reckless demands of the warmongers, neo-cons and the military industrial complex making billions from a costly and endless war half a world away,” Gosar said.

Three Republicans supporting a motion to vacate would be enough to remove Johnson, unless Democrats decide to help defend the Republican speaker.

On his way to the House floor for the vote, ABC News Senior White House Correspondent Selina Wang asked Johnson if he was worried about possibly being ousted.

“I don’t worry," Johnson responded. "I just do my job."

But GOP hard-liners aired their frustrations with Johnson and his approach to this issue during debate.

“I’m concerned that the speaker’s cut a deal with the Democrats to fund foreign wars rather than to secure a border,” Rep. Thomas Massie.

Massie, R-Ky., earlier this week called on Johnson to resign and joined Greene's motion to vacate.

Rep. Chip Roy, R-Texas, also took issue with "another $100 million to fund war, unpaid for, with zero border security -- under a rule which Republicans should oppose because it is a process predesigned to achieve a desired predetermined outcome, with no border security."

"This was all precooked," Roy said. "It's why President Biden and Chuck Schumer are praising it."

Democrats, meanwhile, criticized Republicans for bringing dysfunction to the chamber.

"I would just say to my colleagues, 'Look at what MAGA extremism has gotten you: nothing. Nothing, not a damn thing,'" Rep. McGovern said, who also told his colleagues,“You don’t get an award when you’re doing your damn job.”

"We are in a divided government. Nobody is going to get everything they want," he added. "I hope today's vote loosens the grip that MAGA extremism has on this body, and especially when it comes to supporting our allies."

Rep. Teresa Leger Fernandez, also a Democratic member of the House Rules Committee, also condemned the delay in getting aid passed: “Congress is finally going to vote ... Why did it take us this long?"

The White House ahead of the vote released a statement of administration policy backing the bills, calling them "long overdue" and actions that would "send a powerful message about the strength of American leadership at a pivotal moment."

Powerpoint won't open my own presentation

Hi, there. I'm trying to open my own presentation, and it says I don't have permission to open this file. Again, it's my file! So annoyed. I'm logged in correctly. Has this happened to anyone else?

Bayer Leverkusen are celebrating their first-ever Bundesliga title after beating Werder Bremen on Sunday.

Xabi Alonso 's side claimed the title on Matchday 29 out of 34 with a  win over Werder Bremen that gives them an unassailable lead at the top of the table ahead of Bayern Munich and  VfB Stuttgart .

Leverkusen have become the first team since Borussia Dortmund in 2011/12 to beat Bayern to a Bundesliga title.

A remarkable  unbeaten run - that's now stretched to 43 games - has seen them claim the honour with games to spare and they can now set their sights on a  possible DFB Cup and UEFA Europa League treble .

MEMPHIS, Tenn. (AP) — A 17-year-old suspect charged in the fatal shooting of a Memphis police officer has not been accused of first-degree murder because information obtained by the district attorney’s office shows the officer was killed by friendly fire, officials said.

In a statement, the office of Shelby County’s top prosecutor said the 17-year-old has been charged with 13 counts including attempted first-degree murder and assault against a first responder in the death of Officer Joseph McKinney on April 12.

McKinney and an 18-year-old man, identified as Jaylen Lobley, were killed in a shootout that developed as officers investigated a suspicious vehicle. The 17-year-old suspect was wounded and remains in the hospital. Another Memphis police officer was injured and a third officer was grazed and treated at the scene.

The DA’s office did not identify the 17-year-old suspect in statements released Wednesday about the charges, which carry up a maximum of 400 years in prison. The statements did not provide details about friendly fire aspect of the shooting.

“We have not proceeded with a murder charge at this time because current information indicates that Officer McKinney was killed by friendly fire,” one of the statements said. “Although current information indicates friendly fire, we believe the 17-year-old’s reprehensible actions are still the real cause of Officer McKinney’s death.”

The Memphis Police Department on Thursday referred questions to the Tennessee Bureau of Investigation, which is looking into the shooting.

“We continue to mourn the death of Officer Joseph McKinney, as we learn this new information,” police chief Cerelyn “CJ” Davis said in a statement.

The TBI declined comment on the DA’s statements about friendly fire.

Lobley was arrested last month in a stolen vehicle with an illegally modified semiautomatic weapon that converted it to what Davis described as a “fully automatic machine gun.”

District Attorney Steve Mulroy said a Shelby County Judicial Commissioner made the decision to release Lobley on his own recognizance — with conditions including reporting and curfew — and did so despite prosecutors strongly arguing against it, citing the defendant’s danger to the community.

Quebec says education ministry presentation for parents could have been in English after all

In the latest example of the confusion surrounding Quebec's new language law, the education ministry has confirmed that a presentation delivered only in French to English-speaking parents last week could have been done in English after all.

It's a major development in the case that has drawn lots of reaction from the interim leader of the Liberal Party at the national assembly as well as upset parents who were seeking information about programs for their special needs children who attend English schools.

The parents, whose children have intellectual disabilities and cognitive difficulties, were angered that the officials on the Zoom videoconference said they could only explain the programs in French due to the language law. One parent, whose 14-year-old son has autism, told CTV News that the way she was treated was "discriminatory."

However, on Wednesday evening, the Ministry of Education (MEQ) said in an email to CTV News that the French language charter, which was revamped under Bill 96, allows for certain exceptions for administration officials to use a language other than French.

"In this case, the presentation could indeed have been made in English, and the Ministry will ensure that the circumstances permitting the use of another language are specified," wrote spokesperson Bryan St-Louis.

"In order to clarify practices, the future MEQ directive currently in preparation will clarify the conditions and circumstances allowing staff members to use languages other than the official language in this type of situation."

'Rules were misunderstood,' education minister says

During the session for parents, a special education coordinator told the roughly 65 parents that, "I would like to do it in English, but the law will not allow me to. We were able to translate the slides but I don't recall being told that we could verbalize it in English. It doesn't bring me pleasure to do this but we aren't allowed to give the presentation in English."

The province had previously said that, in this case, the exception that was permitted under the law was the English-language slides of the presentation . The question and answer portion of the virtual session was also held in English.

On Thursday, Quebec Education Minister Bernard Drainville admitted "the rules were misunderstood."

"There was a misunderstanding of the rules. Now, I'm making sure that the rules are better understood and therefore it should be made clear in the circumstances that occurred there was a possibility to have a presentation in English — and there should have been one," he told reporters in Quebec City.

Drainville said it would be "a good idea" to offer the presentation again to the anglophone parents.

The minister was also asked how he can expect the public to understand Bill 96 "when your own bureaucrats don't understand what the law requires."

"Look," he responded, "explaining, understanding, clarifying — this is what we're doing."

Earlier this week, Marc Tanguay, the interim leader of the Official Opposition at the national assembly, called into question the provincial government's interpretation of its own language law, which limits the use of English in certain settings.

The officials on the Zoom call should have presented in English, he said, because they were providing "key information" to parents about the wellbeing of their kids that "should be understandable."

Sara Hossaini, who attended the session, said in an interview that she had a hard time understanding the French portion of the meeting because the special needs coordinators with the ministry were explaining complex terms in French only.

Reached again by CTV News on Thursday, she said, "The use of language is for communicating and for understanding each other. If they use language to stop communication and building bridges and helping out each other and supporting each other, it's strange. It's a strange use of language."

'Too bad it had to happen this way'

Katherine Korakakis, the president of the Quebec English Parents' Committee Association, helped organized the Zoom session over several months and said she was assured during that time that the meeting for parents would be completely in English.

On Wednesday, she said she was happy to finally get clarity on what is and isn't allowed under the law, but said it speaks to the overall confusion Bill 96 has created for the English-speaking community since it was introduced.

"It's too bad it had to happen this way. It's too bad that an event like this had to happen for us to get clarification," she said in an interview.

"Things should have been clear when the law was put forth. There should have been clear directives. So we're not there. And it's unfortunate that this had to blow up the way it did for us to move forward in a way that we need it to move forward so we can understand what we're doing."

Korakakis said she hopes to organize a new session for anglophone parents in the future "because it's important information."

Eric Maldoff, a Montreal lawyer and chair of the Coalition for Quality Health and Social Services, said this latest controversy with the education ministry flies in the face of previous promises from the Legault government that rights to health and social services in English would be untouched.

"The fact of the matter is if people can't get access to the information that allows an autistic child to get the services they require that certainly is impinging on their health — and it is a question of health. Not all things that touch upon health are in the health ministry; they're also in the education ministry," he said.

He also lamented the fact that the government's directives for Bill 96 still have not been released almost two years since it was adopted.

What's in the new federal budget?

Finance Minister Chrystia Freeland today tabled a 400-page-plus budget her government is pitching as a balm for anxious millennials and Generation Z.

The budget proposes $52.9 billion in new spending over five years, including $8.5 billion in new spending for housing. To offset some of that new spending, Ottawa is pitching policy changes to bring in new revenue.

Here are some of the notable funding initiatives and legislative commitments in budget 2024.

Ottawa unloading unused offices to meet housing targets

One of the biggest pillars of the budget is its housing commitments. Before releasing the budget, the government laid out what it's calling Canada's Housing Plan — a pledge to "unlock" nearly 3.9 million homes by 2031.

The government says two million of those would be net new homes and it believes it can contribute to more than half of them. 

It plans to do that by:

  • Converting underused federal offices into homes. The budget promises $1.1 billion over ten years to transform 50 per cent of the federal office portfolio into housing.
  • Building homes on Canada Post properties. The government says the 1,700-plus Canada Post offices across the country can be used to build new homes while maintaining postal services. The federal government says it's assessing six Canada Post properties in Quebec, Alberta and British Columbia for development potential "as a start."
  • Rethinking National Defence properties. The government is promising to look at redeveloping properties and buildings on National Defence lands for military and civilian use.
  • Building apartments. Ottawa is pledging a $15 billion top-up to the Apartment Construction Loan Program, which says it will build 30,000 new homes across Canada.

Taxing vacant land?

As part of its push on housing, the federal government also says it's looking at vacant land that could be used to build homes.

It's not yet committing to new measures but the budget says the government will consider introducing a new tax on residentially zoned vacant land.

The government said it plans to launch consultations on the measure later this year.

Help for students 

There's also something in the budget for students hunting for housing.

The government says it will update the formula used by the Canada Student Financial Assistance Program to calculate housing costs when determining financial need, to better reflect the cost of housing in the current climate.

The government estimates this could deliver more aid for rent to approximately 79,000 students each year, at an estimated cost of $154.6 million over five years.

The government is also promising to extend increased student grants and interest-free loans, at an estimated total cost of $1.1 billion this year.

Increase in taxes on capital gains

To help cover some of its multi-billion dollar commitments, the government is proposing a tax hike on capital gains — the profit individuals make when assets like stocks and second properties are sold.

The government is proposing an increase in the taxable portion of capital gains, up from the current 50 per cent to two thirds for annual capital gains over $250,000.

Freeland said the change would impact the wealthiest 0.1 per cent.

There's still some protection for small businesses. There's been a lifetime capital gains exemption which allows Canadians to exempt up to $1,016,836 in capital gains tax-free on the sale of small business shares and farming and fishing property. This June the tax-free limit will be increased to $1.25 million and will continue to be indexed to inflation thereafter, according to the budget.

The federal government estimates this could bring in more than $19 billion over five years, although some analysts are not convinced.

Disability benefit amounts to $200 per month 

Parliament last year passed the Canada Disability Benefit Act, which promised to send a direct benefit to low-income, working-age people with disabilities. 

Budget 2024 proposes funding of $6.1 billion over six years, beginning this fiscal year, and $1.4 billion per year ongoing, for a new Canada Disability Benefit.

Advocates had been hoping for something along the lines of $1,000 per month per person . They'll be disappointed.

According to the budget document, the maximum benefit will amount to $2,400 per year for low income individuals with disabilities between the ages of 18 and 64 — about $200 a month.

The government said it plans for the Canada Disability Benefit Act to come into force in June 2024 and for payments to start in July 2025.

Carbon rebate for small businesses coming 

The federal government has heard an earful from small business advocates who accuse it of reneging on a promise to return a portion of carbon pricing revenues to small businesses to mitigate the tax's economic costs.

The budget proposes to return fuel charge proceeds from 2019-20 through 2023-24 to an estimated 600,000 businesses with 499 or fewer employees through a new refundable tax credit.

The government said this would deliver $2.5 billion directly to Canada's small- and medium-sized businesses.

Darts and vape pods will cost more 

Pitching it as a measure to cut the number of people smoking and vaping, the Liberals are promising to raise revenues on tobacco and smoking products.

Starting Wednesday, the total tobacco excise duty will be $5.49 per carton. The government estimates this could increase federal revenue by $1.36 billion over five years starting in 2024-25.

The budget also proposes to increase the vaping excise duty rates by 12 per cent effective July 1. That means an increase of 12 to 24 cents per pod, depending on where you live.

Ottawa hopes this increase in sin taxes will bring in $310 million over five years, starting in 2024-25.

More money for CBC 

Heritage Minister Pascale St-Onge has mused about redefining the role of the public broadcaster before the next federal election . But before that happens, CBC/Radio-Canada is getting a top-up this year.

The budget promises $42 million more in 2024-25 for CBC/Radio-Canada for "news and entertainment programming." CBC/Radio-Canada received about $1.3 billion in total federal funding last year.

The government says it's doing this to ensure that Canadians across the country, including rural, remote, Indigenous and minority language communities, have access to independent journalism and entertainment.

Last year, the CBC announced a financial shortfall, cut 141 employees and eliminated 205 vacant positions. In a statement issued Tuesday, CBC spokesperson Leon Mar said the new funding means the corporation can balance its budget "without significant additional reductions this year."

Boost for Canada's spy agency

The Canadian Security Intelligence Service is in line to receive $655.7 million over eight years, starting this fiscal year, to enhance its intelligence capabilities and its presence in Toronto.

The budget also promises to guarantee up to $5 billion in loans for Indigenous communities to participate in natural resource development and energy projects in their territories.

These loans would be provided by financial institutions or other lenders and guaranteed by the federal government, meaning Indigenous borrowers who opt in could benefit from lower interest rates, the budget says.

Why are healthy people who don’t have diabetes using continuous glucose monitors? Should I get one?

Continuous glucose monitoring has become a major health fad among those who don’t have diabetes but want to use the data to inform their lifestyle choices. Everyday factors like diet, exercise and stress affect your blood sugar levels.

The monitors, which are usually worn on the upper arm or stomach, contain a specialized enzyme that reacts with glucose molecules in your body, generating a tiny electric current. Its voltage is proportional to your blood glucose concentration, which the device calculates several times per hour.

People are often fascinated by the results because everyone reacts somewhat differently to eating. In one study that tracked more than 45,000 meals from 800 people, researchers found a high variability in glucose levels even after eating the same foods, such as bread with butter.

I don’t normally recommend continuous glucose monitors to my healthy patients. But I do appreciate that some people — especially those who feel they’ve already tried hard to get a better handle on their blood sugar — will find seeing that data play out in real-time informative and motivational.

If you decide to use a monitor, you may find that eating a high carbohydrate meal like a big bowl of pasta or a sugary drink leads to a rapid surge of insulin and then a low blood sugar level. This can lead to fatigue and brain fog — a “crash.” If you balance your meal with foods containing whole grains and protein (which are slower to digest and therefore result in a more steady release of insulin), you may find your blood glucose levels become more steady. High fiber foods like beans and green vegetables are also helpful — and with them, you feel fuller longer.

Other factors including exercise, stress and sleep also can impact your glucose levels:

  • Exercise: One study found that taking a brisk walk 15 minutes after each meal helped control glucose spikes in diabetes patients better than walking 45 minutes before breakfast. In a study of 153 healthy adults without diabetes, aerobic or resistance exercise resulted in lower blood overnight glucose levels than nights without exercising.
  • Stress: Periods of stress can increase your blood glucose levels in part because hormones like adrenaline and cortisol impact insulin secretion. Techniques to calm the body can help.
  • Illness: Other kinds of stress on our bodies, such as an infection, also modulate our blood glucose. In a small study of people without diabetes wearing continuous glucose monitors, one study noted that those who had covid-19 had higher blood glucose levels than those who did not.
  • Sleep: Several studies have shown that irregular sleep, waking up often at night or insufficient sleep can promote glucose intolerance. People who don’t get enough sleep are about 40 percent more likely to develop diabetes than those who get seven to eight hours of sleep.

How can I get a continuous glucose monitor?

The Food and Drug Administration recently approved a continuous glucose monitor for sale over the counter, and the device is expected to be available for sale this summer.

Until then, people without diabetes will need a physician to prescribe them a monitor in this off-label way and need to pay out-of-pocket. This can reach a few hundred dollars per month depending on the monitor and subscription plans to the associated apps. Some companies advertise a “free” virtual medical consultation — this is a requirement for the prescription, not a favor to you.

What I want my patients to know

A short trial of a glucose monitor is low risk – the monitors aren’t inserted directly into your bloodstream, but rather into the subcutaneous tissue beneath our skin. Rarely, people experience discomfort around the site of the patch, often from the adhesive pulling on their body hair.

But if you decide you want to wear one for a longer period, ask yourself if doing so gives you new, actionable information. To me, there are rapidly diminishing returns. Many broad lessons you’ll probably learn from a continuous glucose monitor are ones that you could glean just from studying healthy lifestyle patterns without going down this expensive path.

Miami Heat "Believe" They Have A Chance In Series Against Boston Celtics

In this story:

The odds are no doubt against the Miami Heat.

They are without two of their top players, including their No. 1 scorer, against the NBA's best team. Still, they feel they can recover from Sunday's 114-94 loss to the Boston Celtics at TD Garden.

"They're going to look at us and be like, `We can't win because we don't have Jimmy [Butler],"' Adebayo said. "At the end of the day, you've got to play the game. You've got to go out there and compete. You can't say somebody is going to win over somebody. We haven't played the game yet."'

The Heat are playing without Butler (knee) and guard Terry Rozier (neck). There is no timetable on when either will return. So if the Heat are going to upset the Celtics for a second straight season, they will likely have to do it without those two players.

"From that standpoint, we know we're going into the game with people doubting us, people not believing in us," Adebayo said. "The guys in that locker room believe. As long as the guys in the locker room and the coaching staff believe, we always got a chance." 

To have any chance, the Heat need more from guard Tyler Herro. Herro had one of the worst playoff games of his career, finishing finishing with 11 points on 4 of 13 shooting.

"Just applying pressure and making things difficult and not really allowing me to get comfortable from the beginning," Herro said. "They did a great job with that. It's just one game. We're going to leave it behind us and keep it moving."

(RTTNews) - Norfolk Southern Corporation (NSC) said Ancora Alternatives LLC has resorted to spreading false and misleading statements and deliberately ignoring material facts. Norfolk Southern noted that it has filed a presentation with the SEC addressing the flawed assumptions of Ancora Alternatives LLC's unrealistic near-term financial targets. The company said the presentation corrected the false and misleading statements made by Ancora.

Norfolk Southern believes all of the company's 13 nominees are uniquely qualified to oversee its strategy, drive sustainable value, and hold management accountable. The company urged shareholders to protect their investment by voting for only Norfolk Southern's 13 nominees.
