There are three components at the core of the “Digital India” campaign. 

Creation of Digital Infrastructure  

To be able to deploy various digital services across the country, it is necessary to create a strong digital infrastructure, especially in rural areas of the country. The interior regions of the country either have very little or mostly do not have any electronic network. This is the reason behind establishing a digital network across the country. Bharat Broadband Network Limited, the governmental body that is responsible for the execution of the National Optical Fiber Network project is responsible for the Digital India project as well. Bharat Net aims to connect 2,50,500 gram panchayats across the country to a high-speed internet network via an optical fiber network. 4,00,000 internet points will be established all across the country as part of the program, from which anybody will be able to access the internet. 

Delivery of Digital Service  

A major component of the Digital India campaign is to deliver government services and other essential services digitally. It is easier to change the way of delivering services from physical to digital. Many services of the Government of India were digitized under the Digital India Campaign. 

All ministries would be linked under this scheme, and all departments will be able to reach out to the people with fundamental services like health care, banking, education, scholarships, gas cylinders, water and electricity bills, and judicial services. The daily monetary transactions of people were also converted into digital mode. To ensure transparency in the transactions and curb corruption all the money transactions are being made online, and are supported by one-time passwords. 

Digital Literacy  

For full participation of the people of India, the competency that they need to have is called Digital Literacy. The basic behavior, knowledge, and skills required to effectively use digital devices are mandatory. Desktop PCs, laptops, tablets, and smartphones are the digital devices used for the purpose of communicating, expressing, collaborating, and advocating. The mission of Digital Literacy will be covering over six crore rural households. 

With the Digital India Programme, the Government of India is hoping to achieve all-around growth on multiple fronts collectively. The objective of the Government is to target the nine ‘Pillars of Digital India’ that are identified as follows.

There has been a vast growth in the usage of the internet and technology in the past few years. The Panchkula district in Haryana was awarded the best and top performing district under the Digital India campaign on the 28 th of December 2015. 

So far, services such as digital lockers, my government website, e-education, scholarships, pensions, ration cards, PAN cards, Aadhar cards, e-insurance, and e-health have been made accessible under this plan. The goal has been established for the Digital India project to be completely implemented by 2019. 

Technology giants from all over the world paid attention to the Digital India campaign and are readily and happily supporting the initiative. Even Mark Zuckerberg, the CEO of Facebook, had changed his profile picture to support Digital India. He started a trend on Facebook and promised to get the WiFi Hotspots in rural India working. Google started on its commitment to providing broadband connectivity at 500 railway stations in India. Microsoft agreed on providing broadband connectivity to 5,00,000 villages in the country. Microsoft is also making India its cloud hub via the Indian data centers. Oracle planned on investing in 20 states to work on Smart City initiatives and payments.

National Level Dhai Akhar Letter Writing Campaign on the theme Digital India for New India

Department is organizing the Dhai Akhar Letter Writing Campaign at National Level on the theme “Digital India for New India” for the year 2023-24 .

  • Dhai Akhar Letter Writing Campaign will commence from 01.08.2023 and the last date for posting letters under the campaign will be 31.10.2023. The Letters posted after 31.10.2023 will not be accepted. The letters can be written in English/Hindi/Tamil may be addressed to The Chief Postmaster General, Tamilnadu Circle, Chennai-600002. Only handwritten letters will be accepted and the word limit for plain A4 size paper is not more than 1000 words or Inland Letter Card(ILC) is not more than 500 words. The permitted stationery will be embossed envelope/envelope with stamp affixed for plain A-4 size paper letter and Inland Letter Card(ILC).

डिजिटल भारत प्रोग्राम भारत को समृध्द करने की दिशा में भारत सरकार की नई पहल है। इसका प्रमुख उद्देश्य देश को विज्ञान और प्रौद्योगिकी के क्षेत्र में नये कीर्तिमान गढ़ना है। इसके द्वारा देश को डिजिटली रुप से सशक्त करना एकमेव लक्ष्य है। वर्तमान युग में आज वही देश आगे है जिसने विज्ञान और तकनीकी को अपने देश की तरक्की का माध्यम बना लिया है। प्रायः इसके गुण-दोष को लेकर मंत्रणाएं होती रहती है। इसी कारण वश हम यहां डिजिटल इंडिया पर कुछ लघु-दीर्घ निबंध प्रस्तुत कर रहें हैं।

भारत सरकार द्वारा डिजिटल इंडिया अभियान 1 जुलाई 2015 को शुरू किया गया। दिल्ली के इंदिरा गांधी इंडोर स्टेडियम में टाटा ग्रुप के चेयरमैन साइरस मिस्त्री,रिलायंस के चेयरमैन और प्रबंध निदेशक मुकेश अंबानी, विप्रो के चेयरमैन अजीम प्रेमजी आदि जैसे दिग्गज उद्योगपतियों कीउपस्थिति में डिजिटल इंडिया शुरू किया गया।

डिजिटल इंडिया का उद्देश्य

इसअभियानका उद्देश्य इंटरनेट के माध्यम से देश मेंडिजिटल क्रांति लाना है, साथ ही इंटरनेट को सशक्त करके भारत के तकनीकी पक्ष को मजबूत करना है। देश को डिजिटल रूप से विकसित करने और देश के आईटी संस्थान में सुधार करने के लिए, डिजिटल इंडिया महत्वपूर्ण पहल है।

डिजिटल इंडिया के तहत योजनाएँ

डिजिटल इंडिया अभियान की विभिन्न योजनाओं जैसे डिजिटल लॉकर, राष्ट्रीय छात्रवृत्ति पोर्टल, ई-स्वास्थ्य, ई-शिक्षा, ई-साइन आदि को शुरु करके इस कार्यक्रम का अनावरण किया गया है।देश भर में लोग इस कार्यक्रम के तहत प्रौद्योगिकी में सुधार कररहेहैं। डिजिटल इंडिया का उद्देश्य देश को डिजिटल-सक्षम समाज में परिवर्तित करना है। यह सुनिश्चित करता है कि सरकारी सुविधाएं इलेक्ट्रॉनिक रूप से निवासियों को उपलब्ध हों।

1 जुलाई 2015 को शुरू किया गया, यह ग्रामीण लोगों को हाई स्पीड इंटरनेट नेटवर्क से जोड़ने के लिए आवश्यक देशव्यापि कार्यक्रम है। डिजिटल इंडिया का समाज के हर हिस्से के लोगों पर गहरा प्रभाव पड़ा है। इस कार्यक्रम के तहत देश भर मेंनई नौकरियों के सृजन का अवसर है।इसके तहत प्रत्येक ग्राम पंचायत में एक कॉमन सर्विस सेंटर की भी व्यवस्था कीगई है।

यह परियोजना उन गाँव के लोगों के लिए सबसे उपयोगी है जो देश के सुदूर इलाके में बसे हुए हैं या शहरी क्षेत्र से बहुत दूर हैं, यह परियोजना उच्च गति की इंटरनेट सेवा प्रदान करके अपने समय के उपयोग को कम करती है। जो अब ग्रामीणों को सभी काम करने देगी सिर्फ एक क्लिक से और शहरी कार्यालय बंदरगाहों की यात्रा करने से बचें। विभिन्न सरकारी विभागों ने इस परियोजना में रुचि दिखाई है जैसे आईटी, शिक्षा, कृषि आदि, क्योंकि यह देश के उज्ज्वल और अधिक ज्ञान से सुसज्जित भविष्य की झलक दिखाता है।

डिजिटल भारत की समस्या

भारत में ई-गवर्नेंस के सफर में जन-आधारित सेवाओं पर जोर देने के साथ व्यापक क्षेत्रीय प्रयोगों के लिए नब्बे के दशक में कई उतार-चढ़ाव देखे। बाद में, कई राज्यों / केंद्र शासित प्रदेशों ने विभिन्न ई-गवर्नेंस परियोजनाएं चलाईं। हालांकि ये ई-गवर्नेंस जन-आधारित परियोजनाएं थी, लेकिन ये उतने प्रभावी नहीं हुए, जितना होना चाहिए था। 2006 में शुरु हुई भारत सरकार की यह पहल, विभिन्न डोमेन को कवर करने वाले 31 मिशन मोड प्रोजेक्ट को साथ ले चल रही थी। देश भर में कई ई-गवर्नेंस परियोजनाओं के सफल कार्यान्वयन के बाद भी  ई-गवर्नेंस वो सफलता नहीं दे पाई, जो अपेक्षित थी।

यह महसूस किया गया है कि देश में ई-शासन को सुनिश्चित करने के लिए बहुत अधिक जोर की आवश्यकता है, जो इलेक्ट्रॉनिक सेवाओं, उत्पादों, उपकरणों और नौकरी के अवसरों को शामिल करने वाले समावेशी विकास को बढ़ावा देता है। इसके अलावा, देश में इलेक्ट्रॉनिक विनिर्माण को मजबूत करने की आवश्यकता है।

सूचना प्रौद्योगिकी के उपयोग के माध्यम से सार्वजनिक सेवाओं के पूरे पारिस्थितिकी तंत्र को बदलने के लिए, भारत सरकार ने डिजिटल इंडिया कार्यक्रम को भारत में डिजिटल रूप से सशक्त समाज और ज्ञान अर्थव्यवस्था में बदलने के लिए आरंभ किया है

इससे सबसे अधिक लाभ ग्राम-निवासियों को हुआ है। रिलायंस इंडिया के जीयो नेटवर्क सर्विस ने बहुत कम दर पर नेट की सुविधा देकर मुकेश अंबानी जी ने देश का स्वरुप ही बदल दिया। अब हर हाथ में टचस्क्रीन मोबाइल फोन्स है, चाहे शहर हो या गांव।

डिजिटलीकरण के कारण अब घर बैठे हम रेल, वायुयान, बस के टिकट्स बुक कर सकते हैं। अब लंबी-लंबी कतारों में खड़े होने की जरुरत नहीं। अब हर काम ऑनलाइन संभव है। कोई भी जानकारी चाहिए, सब कुछ इंटरनेट पर मौजूद है। समय नहीं है, और खरीदारी करनी है, कोई दिक्कत नहीं, घर बैठे, ऑनलाइन खरीदारी करिए। ई-कामर्स मंचों ने बहुतों को रोजी-रोटी का साधन दिया है।

निबंध – 3 (500 शब्द)

भारत सरकार द्वारा संचालित, डिजिटल इंडिया देश को डिजिटल रूप से सशक्त बनाने के लिए शुरू किया गया एक अभियान है। इस अभियान का मकसद सरकारी सेवाओं को उन्नत करके कागजी कामकाज को कम करना है।

डिजिटल भारत के नौ स्तंभ

1) ब्रॉडबैंड सुविधा

डिजिटल भारत के अन्तर्गत करीब ढ़ाई लाख पंचायतों को इससे जोड़ने का प्लान है। बीस हजार करोड़ की अनुमानित राशि से ऑप्टिकल फाइबर नेटवर्क को देश भर में फैलाने की योजना 2016-2017 में बनाई गयी थी।

2) घर-घर में फोन

भारत में मोबाइल फोन उपयोगकर्ताओं ने 2014 में 581 मिलियन उपयोगकर्ताओं को पार किया और पिछले एक दशक में लगातार वृद्धि हुई है। 2015 में ई-मार्केटर के एक सर्वेक्षण के अनुसार, भारत में 2019 में 800 मिलियन से अधिक मोबाइल फोन उपयोगकर्ता आंके गये।

3) सार्वजनिक इंटरनेट एक्सेस कार्यक्रम – राष्ट्रीय ग्रामीण इंटरनेट मिशन

इस कार्यक्रम के द्वारा सीएससी को ग्राम-पंचायतों के माध्यम से सेवा वितरण के लिए बहुआयामी अंत-बिंदुओं के माध्यम से सबके अनुकूल बनाया गया है। डीआईटीवाई के माध्यम से तकरीबन 4,750 करोड़ रुपए लागत से करीब 130,000 से 250,000 गांवों तक पहुँचाने का लक्ष्य है। साथ ही डाक-घरो को भी बहु-सेवा केंद्र बनाया जाना है।

4) ई-गवर्नेंस : प्रौद्योगिकी के माध्यम से सुधार

सरकार सरलीकरण और कटौती, ऑनलाइन अनुप्रयोगों,  विभागों के बीच विकासशील इंटरफ़ेस, स्कूल प्रमाणपत्र और मतदाता पहचान पत्र, सेवाओं और प्लेटफार्मों के एकीकरण जैसे ऑनलाइन संग्रह का उपयोग सहित लेनदेन में सुधार करने के लिए आईटी का उपयोग करके बिजनेस प्रोसेस री-इंजीनियरिंग (बीपीआर) करेगी। जैसे पेमेंट गेटवे, मोबाइल प्लेटफॉर्म आदि।

5) ई-क्रांति : इलेक्ट्रॉनिक डिलीवरी ऑफ़ सर्विसेज

इसमें नियोजन, कृषि, शिक्षा, स्वास्थ्य, वित्तीय समावेशन, न्याय और सुरक्षा के क्षेत्रों में प्रौद्योगिकी को बढ़ावा देना शामिल होगा। कृषि के क्षेत्र में, किसानों के लिए प्रौद्योगिकी का विकास वास्तविक समय की जानकारी, इनपुट के ऑनलाइन ऑर्डर (जैसे उर्वरक) और ऑनलाइन नकदी, ऋण, राहत-भुगतान के साथ-साथ मोबाइल बैंकिंग के विकास में परिणत होगा।

6) सभी के लिए सूचना

‘सभी को जानकारी’ का स्तंभ का उद्देश्य ऑनलाइन जानकारी प्रदान करना और वेबसाइटों और दस्तावेजों की मेजबानी करना शामिल होगा। यह सामान्य रूप से खुले डेटा प्लेटफार्मों के विकास के साथ-साथ जनता द्वारा सूचना के लिए एक आसान और खुली पहुंच के रूप में होगा।

7) इलेक्ट्रॉनिक्स विनिर्माण : 2020 तक नेट शून्य आयात लक्ष्य

भारत में, इलेक्ट्रॉनिक विनिर्माण को बढ़ावा देने के लिए मौजूदा संरचना को मजबूत करने की आवश्यकता है; आने वाले दिनों में इस डोमेन में ‘नेट शून्य आयात’ का लक्ष्य रखा गया है। यह एक महत्वाकांक्षी लक्ष्य होगा, जिसमें कराधान, प्रोत्साहन, पैमाने की अर्थव्यवस्था जैसे कई मोर्चों पर समन्वित कार्रवाई की आवश्यकता होगी, और लागत के नुकसान को खत्म करना होगा।

8) आईटी नौकरियां

इस स्तंभ का उद्देश्य आईटी सेक्टर की नौकरियों के लिए छोटे शहरों और गांवों में लोगों को प्रशिक्षित करना है।

9) प्रारंभिक फसल कार्यक्रम

इसके तहत ग्रामीण अंचल में बहुत सारी योजनाएं कार्यांवित हो रही है। इंटरनेट के माध्यम से ग्राम स्तर पर आधारभूत सुविधाएं मुहैय्या कराने की योजना है। शीघ्र कटाई कार्यक्रम में सरकारी मंच के द्वारा शुभकामानाएं भेजना, केन्द्र सरकार के सभी कार्यालयों के कर्मचारियों को बायोमैट्रिक उपस्थिति कराना अनिवार्य किया गया है।

सूचना प्रौद्योगिकी के उपयोग के माध्यम से सार्वजनिक सेवाओं के पूरे पारिस्थितिकी तंत्र को बदलने के लिए, भारत सरकार ने डिजिटल इंडिया कार्यक्रम को भारत को एक डिजिटल रूप से सशक्त समाज और ज्ञान अर्थव्यवस्था में बदलने के लिए जारी किया है।
