This article assesses progress in and prospects for the US-led campaign in Afghanistan. Drawing on extensive field research, it finds that significant progress has been made at the operational level in four areas: the development of a new population-centric approach to COIN, development of Afghan security forces, growth in Afghan sub-national governance, and military momentum on the ground. However, the situation remains bleak at the strategic level. The article identifies three obstacles to campaign success: corruption in Afghan national government, war-weariness in NATO countries, and insurgent safe havens in Pakistan. Further operational progress will not be able to address this strategic obstacles. Thus there is an operational-strategic disconnect at the heart of the ISAF campaign.

War is usually a complex, multi-sided contest and it is an even more extraordinarily complex to wage successful warfare in Afghanistan. With a resurgent Taliban taking over large areas of Afghanistan in 2007 to 2009, U.S., NATO and Afghan National Army forces have swung into action and are conducting operations in Helmand Province and other areas to deny the area to the Taliban and Al Qaeda and win public support. The area around Kandahar is next and Kandahar 1 is Afghanistanâs second largest city and the spiritual birthplace of the Taliban. The war, now in itâs 9th year, is nowhere near culmination. Most âexpertsâ expect decades of fighting yet to come to the war-weary Afghans. The question that is asked by anyone seriously interested in military affairs is how will the war play out in the months and years to come?

Six years have passed since the publication of Field Manual (FM) 3â24, Counterinsurgency. Embraced by sections of the military and civilian defense community seeking a fresh approach to the conflict in Iraq, the new field manual gained a political significance and profile unlike previous doctrinal publications. When General David Petraeus was able to incorporate some of the manual's core precepts into the new U.S. strategy for Iraq, and casualties and instability in Iraq declined over the following few years, both counterinsurgency doctrine and the people associated with it gained unprecedented influence. Since then, the buzz that counterinsurgency acquired has worn offâfor several reasons. Most fundamentally, there is widespread frustration over the attempt to use counterinsurgency doctrine to stabilize Afghanistan. Second, there are now several counternarratives to the popular notion that U.S. counterinsurgency theory pulled Iraq back from the brink: key here is that local factors, not U.S. inputs, explain what happened during the period that Americans like to call the surge. Third, large-scale and protracted military operations to build nations, unify states, and establish legitimate and competent governments are undertakings that, even if workable, run counter to the fiscal realities facing the West today. In the end, the critics pile on, counterinsurgency is naĂŻve in its assumptions, unworkable in its requirements, and arrogant in its unfounded claims of prior success. Based on the rise and decline of counterinsurgency over the past few years, this article seeks to assess the utility of this concept and its future as a defense priority and area of research. It concludes that the discussion of counterinsurgency is marred by the polarizing effects of the term itself, which have encouraged a bandwagon effect, both in favor of and now in opposition to the term. Lost in this heated and overly personalized polemic is a necessary and more careful analysis of what can and cannot be expected from this concept and its associated doctrine. By teasing out its contribution to military thinking , its limitations, and its proper use, this article seeks to identify those aspects of counterinsurgency theory that should be retained even if the term itself is once again cast aside. This conceptual discussion has more than mere academic import, as it will shape the way recent counterinsurgency campaigns are remembered and the likelihood of past mistakes being repeated.

The ongoing transition process in Afghanistan will deliver three shocks in the coming few years: foreign forces will complete the handover of security responsibility to their Afghan counterparts, aid volumes and international spending in the country will decrease and, lastly, the political dispensation will be upended by presidential elections in which President Hamid Karzai is not supposed to run again. These challenges are mounting at a time when, due to inconsistent international approaches and a lack of appreciation for the Afghan context, Afghanistan is dealing with rising insecurity, dysfunctional governance, rampant corruption, and ethnic factionalization within the society and the domestic security forces. Based upon a review of the security sector, governance, social and economic conditions, regional relations and negotiation efforts with the insurgents, this article finds that fundamental questions about the efficacy of stabilization efforts in Afghanistan continue to lack clear answers. Regardless, significant room for improvement â both in policy and execution â appears to exist. It remains to be seen whether, as many Afghans fear, a civil war will engulf Afghanistan once again in the post-transition period or whether the international community will take those steps â re-energizing governance reform efforts, maintaining financial support and continuing to strengthen the Afghan army and police â which could help to bolster stability.

The British Army has amassed a wealth of operational experience in two theatres of conflict in the last fourteen years. In many ways, the conflicts of Iraq and Afghanistan have highlighted the strategic shortcomings of those in charge, and yet highlighted the enduring tactical excellence of those charged with fighting the battles. In terms of organisation and equipment, the British Army has modernised itself, and introduced new tactics, techniques and procedures to deal with the reality of the contemporary operating environment. This work seeks to track the British Armyâs developments in counterinsurgency doctrine and practice from the conflict in Afghanistan up to the end of its offensive operations in 2014, and also the ways in which its orientation towards conventional war-fighting and the âcorporate philosophyâ therein does not lend itself well to waging counterinsurgency successfully as a matter of routine. This work also seeks to highlight how the campaign in Afghanistan has been plagued by the lack of a coherent strategy, and the implications both for the campaign itself and for future military operations.
