DETAILS: October 2022 BCLTE Schedule, Requirements and Application Process

Good news to all aspiring Local Treasurers, the 2022 Basic Competency on Local Treasury Examination (BCLTE) is scheduled to take place on October 23, 2022 . The Civil Service Commission (CSC) conducts the Basic Competency on Local Treasury Examination (BCLTE) in collaboration with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF).

Examination Schedule

UPDATES: The Civil Service Commission (CSC) has extended the deadline for filing of application for the 23 October 2022 Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE) from 01 September 2022 to 06 September 2022. Qualifications / Admission Requirements

Filipino citizen;
At least 18 years old on the date/time of filing of application;
Of good moral character;
Has not been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
Has not been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; and
Holder of bachelor's degree on the date/time of filing of application.

Application Requirements

NOTE: Applicants are strongly advised to download the Application Form from the CSC website at www.csc.gov.ph , and print the form using legal size bond paper.

a. Philippine Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches) b. Colored, with white background c. Taken within three (3) months prior to filing of application d. Printed on good quality photo paper (i.e. photo does not peel off) e. In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin) f. In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced) g. Showing left and right ears h. Taken in full-face view directly facing the camera i. With neutral facial expression, and both eyes open j. With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME in the format: First Name, Middle Initial (if any), Last Name, and Extension Name (if any)

a. Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit; b. Passport; c. PRC License; d. SSS I.D.; e. GSIS I.D. (UMID); f. Voter’s I.D./Voter’s Certification; g. BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture); h. PhilHealth I.D. (must have the bearer’s name, clear picture, signature and PhilHealth number); i. Company/Office I.D.; j. School I.D.; k. Police Clearance/Police Clearance Certificate (with picture); l. NOTE: 1. All other I.D. cards not included in the above list shall not be accepted.

2. As a last resort, expired I.D. card may be presented/submitted during filing of examination application, provided that, the expiry date of the I.D. card is within the CY 2022

4. Duly accomplished Certificate of Consent (attached as Annex A )

Original and photocopy of Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry printed on security paper (for applicants without date of birth in their I.D. card/s)
Original and photocopy of Identification Certificate (IC) issued by the Bureau of Immigration (for applicants holding dual citizenship under R.A. 9225); and applicants recognized as citizens of the Philippines under Sec 1, Article IV of the 1987 Philippine Constitution)

Passing Grade

Release of test results, resulting civil service eligibility, the civil service eligibility resulting from passing the bclte shall be called local treasurer eligibility . it is a second level eligibility, which is only appropriate for appointment to local treasurer and assistant local treasurer positions, and to positions under the financial services that do not require practice of profession and are not covered by bar/board or special laws. the local treasurer eligibility is not comparable to the career service professional or subprofessional eligibility., w a r n i n g the civil service commission uses a highly reliable system to detect cheats. cheating refers to any act or omission before, during, or after any civil service examination that will directly or indirectly undermine the sanctity and integrity of the examination. any form of cheating in any civil service examination has been declared criminally and administratively punishable under republic act no. 9416. the forms of cheating are, as follows: 1. use of crib sheets or “codigo” containing codes in any form (written on any material or in digital form) 2. impersonation 3. employing a “poste” or a person inside or outside of the examination room who may or may not be an examinee but provides examinees with answers 4. collusion of whatever nature between examinees and examination personnel 5. examinee number switching 6. unauthorized possession / use / reproduction / dissemination of examination-related materials 7. possession / use of fake eligibility 8. such other acts of similar nature which facilitate passing the examination bringing the test booklet outside the testing room/venue is strictly prohibited. the examination, or test results, of those found violating this rule shall be cancelled., one to two weeks before the examination day, the csc shall issue an examination advisory, which shall carry information for examinees on the following areas:, important reminders school assignment / testing venue thing to bring scope of examination and other information other reminders updates / developments regarding the examination, and/or the above mentioned areas, source: csc examination advisory no. 8, s. 2022, examination advisory no. 8, s. 2022, no comments:, post a comment.

BCLTE Results October 2022: List of Passers

The Basic Competency on Local Treasury Examination (BCLTE) was conducted on October 23, 2022, along with the Penology Exam and Fire Officer Exam at nationwide testing centers.

According to the CSC, 6,723 examinees took the Basic Competency on Local Treasury Examination (BCLTE), 10,461 for the Penology Officer Examination (POE) , and more than 63,621 examinees took the FOE .

Here are some important reminders and the things to bring on the examination day:

Practice social distancing and wear a face mask and face shield upon entering the venue and throughout the duration of the exam.
Bring a hand sanitizer with no more than 100ml in size.
Bring black ballpen/s. Borrowing of ballpens is not allowed to prevent cross-contamination.
Do not forget to bring your Health Declaration Form!
Bring the ID that you used during the application. No ID, No exam.
Do not be late! Be at the testing venue no later than 6:30 AM.
Wear proper attire on examination day preferably plain white shirt/tops. Sleeveless shirt/blouse, shorts/short pants, tokong pants, ripped jeans and slippers are not allowed.
If you have long hair, tie it into a ponytail.
Do not bring cellular phones, gadgets, smartwatches, books, and other printed materials to your seat. You can deposit those items in the designated area prior to occupying your designated seat.
Lastly, do not bring the test booklet outside the testing area.

Please wear proper attire during the filing of the application. Do not wear a sleeveless shirt/blouse, shorts, or slippers.

ROOM ASSIGNMENTS: June 2024 Basic Competency for Local Treasury Exam (BCLTE)

The Online Notice of School Assignment (ONSA) is a documentation or notice that specifies the testing venue or school assignment of an examinee who is scheduled to take the Civil Service Examination.

Our website has compiled an organized list of all the room assignments for all the registered June 2024 Basic Competency on Local Treasury Examination (BCLTE) examinees in all regions who will take the upcoming exam nationwide (check the table below). Meanwhile, examinees can also access their individual ONSA through the official website of the Civil Service Commission (CSC). It is important for examinees to check their assigned testing venue and be present on the examination day to avoid any inconvenience or issues.

Please be reminded that ONSA is released a few weeks before the scheduled examination date. It contains information such as the name of the examinee, the school or venue where the exam will be held, and the room number and seat number assigned to the examinee.

Testing Centers/School Assignments

Examinees’ testing venue or school assignment for the June 2024 Basic Competency on Local Treasury Exam (BCLTE) may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph, a week before the exam.

To use ONSA, examinees should encode/fill in the required data in the corresponding data fields accurately, following the indicated format. Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before the examination day, they should INQUIRE DIRECTLY with the CSC Regional/Field Office concerned. A complete directory of CSC regional/field offices nationwide is available at the CSC Website.

Important reminders.

1. Wearing of FACE MASKS shall be OPTIONALNOLUNTARY. However, as a matter of prerogative, there may be CSC Regional Offices that may require the wearing of face masks. On the other hand, the following individuals are still recommended1 to wear face mask: (i) elderly; (ii) individuals with comorbidities; (iii) immunocompromised individuals; (iv) pregnant women; (v) unvaccinated individuals; and (vi) symptomatic individuals.

2. NO I.D. CARD/DOCUMENT, NO EXAM.

3. Be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Offices concerned.

4. GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:45 A.M. Examinees who arrive later than 7:45 a.m. shall NOT be admitted to take the exam.

5. If feasible, VISIT AND CONDUCT AN OCULAR INSPECTION of the assigned school/testing venue at least one day before the examination day to be familiar with the school location and its route/direction, the available means of public transport, and the time and motion requirement of travelling from point of origin to the school/testing venue. DO NOT SOLELY RELY ON GPS NAVIGATION/ROUTE/DIRECTION APP TO LEAD YOU TO YOUR TESTING VENUE ON EXAMINATION DAY

6. Wear proper attire on examination day, preferably plain white shirt/tops. Examinees wearing SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS will NOT be ALLOWED to enter the exam venue. Also, long hair must be tied.

7. Bringing of cellular phones, including smart phones/watches and pens/eyeglasses with built-in camera, and any other gadgets/electronic devices, including those that may facilitate video/audio recording of any test material/form, or part/portion/phase of the conduct of the exam, and all other similar items, IN EXAMINEE’S SEAT IS NOT ALLOWED. Prior to occupying the assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area. Examinees are encouraged to use transparent bag.

8. Use of any aid in answering the test (such as calculators; watch calculators; tablets; books, dictionaries and other forms of printed materials; and any other similar materials/items/gadgets) is NOT allowed.

9. Bringing of the test booklet outside of the testing room/venue is strictly prohibited. The examination or test results of those found violating this rule shall be cancelled.

Important Note : All examinees may print a copy of their individual school, room assignment including Examinees Guide that will serve as their orientation/briefing material by visiting the ONSA or Online Notice of School Assignment ( http://enosa.csc.gov.ph/eNOSAv3/ ) two weeks prior to the date of examination.

Examinees’ Guide

A link to the Examinee’s Guide in Taking Basic Competency on Local Treasury Examination (BCLTE) is also available through the ONSA. Examinees are strongly advised to access this link, read thoroughly, and understand fully the examinee’s guide to be familiar with the examination process.

Serving as the orientation/briefing material of examinees, the Examinee’s Guide contains comprehensive information on the conduct of the examination to include guidelines and procedures to be observed before and during exam day,among other concerns.

The Examinee’s Guide is intended for the exclusive use of examinees. Thus, examinees are advised NOT to re-distribute their copy of the guide on their Facebook Page, or any other communication platforms.

Things to Bring on Exam Day

1. I.D. CARD (Original) – preferably the same I.D. card presented during the filing of exam application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (see Annex A), which is preferably valid, i.e., not expired on exam day.

Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.
As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).
If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

2. CERTIFICATE OF CONSENT/RELEASE/WAIVER (only if not submitted during the filing of exam application), see Annex B

3. BLACK BALL PEN/s

Examinees must bring their own ball pen/s.
Borrowing of ball pen/s shall not be allowed to prevent cross-contamination.
Only black ball pen shall be used in the examination.
Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.

Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

Release of Results

The Civil Service Commission (CSC) is releasing the official list of passers for all regions in the JUNE 2024 Basic Competency for Local Treasury Exam (BCLTE) within 41 days after the exams.

You can request the Certificate of Eligibility one month after the list of passers is issued, or as stated in the corresponding advisory/issuance. Nonetheless, before visiting the CSC Regional Office/Field Office, you can check with the CSC-Regional Office or Field Office to see if your credential is already valid.

BCTLE Eligibility

The Basic Competency on Local Treasury Examination (BCLTE) is conducted by the Civil Service Commission (CSC) in partnership with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF) that will further assess and professionalize the qualifications of professionals in the local treasury sector.

The BCLTE intends to establish a Register of Eligibles (ROE) from which appointment and certification to positions as Local Treasurer and Assistant Treasurer, as well as positions in the Financial Services in the civil service, can be made, providing the eligibles meet the qualifications and other criteria of the office. The BCLTE was launched in December 2015 and is available to current DOF-BLGF employees as well as private citizens involved in local treasury operations.

BCLTE Results: June 11, 2023 Exam – List of Passers

The Civil Service Commission in cooperation with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF) conducted the Basic Competency on Local Treasury Examination (BCLTE) last June 11, 2023 in different testing centers nationwide. The purpose of the exam is to establish a Register of Eligibles in which certification and appointment to Local Treasurer and Assistant Treasurer positions, and to positions under the Financial Services in the civil service, shall be made, provided the eligibles meet the qualifications and other requirements of the position.

BCLTE Results: List of Passers

Here are the passers of the June 2023 Basic Competency on Local Treasury Examination (BCLTE). Congratulations to the passers!

Examinees are advised to generate their exam ratings through OCSERGS or Online Civil Service Examination Result Generation System . This feature can be accessed from the official CSC website. The examination rating from the OCSERGS shall be available about 15 days after the posting of official results.

Issuance of Certificates of Eligibility

The CSC shall issue a Certificate of Eligibility to exam passers free of charge. Passers must claim it personally since representatives are not allowed to claim the certificate. Passers who have moved or are based in another region may personally claim their Certificate of Eligibility at the nearest CSC Regional or Field Office, upon written request.

The claiming of the Certificate of Eligibility shall be available about a month after the posting of the results. However, passers must verify first with the CSC Regional/Field Office if their certification is already available before going to the CSC office. To claim the certificate, one must bring the same valid ID used during the filing of the exam application. If that ID is lost or unavailable, present any ID accepted by the Civil Service Commission . Please keep in mind that the CSC may require additional documents to establish the passers’ identity. In addition to the ID, you may also bring the application receipt/CSC Official Receipt, birth certificate, or marriage certificate in case the CSC requires them.

MANILA, Philippines – The Professional Regulation Commission (PRC) Board of Electronics Engineering releases the list of room assignments for the October 2022 Electronics Engineering (ECE) and Electronics Technician (ECT) Licensure Exam a few days before the exams.

The October 2022 Electronics Engineering board exams will be conducted on October 6-7, 2022 at PRC testing centers located at NCR, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Koronadal, Legaspi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, and Zamboanga.

The Board of Electronics Engineering is headed by its Chairman, Engr. Alnar L. Detalla and its members, Engr. Enrico Claro R. Delmoro and Engr. Herminio J. Orbe.

What to bring on the day of exams?

Here are the things to bring during the examination proper:

Notice of Admission
Official Receipt
Two (2) or more pencils
One (1) piece long brown envelope
One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
Calculators with the following features only-addition, subtraction, multiplication, division, trigonometric functions, hyperbolic and inverse hyperbolic functions, logarithmic (log/In) and exponential (e) functions, whole number or fractional power y of x denoted by x ʸ, and polar to rectangular to polar conversions.
Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine or Certificate or copy of the Complete Vaccination Card for fully vaccinated examinees to the be submitted to the proctor on the examination day.

What to wear on examination day?

Here are the specified dress codes from PRC:

For male examinees, white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
For female examinees, white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks

Allowed and not allowed

Books, notes, review materials, and other printed materials containing coded information or formulas are not allowed.
CASIO FX991ES and CASIO FX-991ES plus are not allowed pursuant to Memorandum Circular No. 2018-01
Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes are prohibited.
Bags of any kind are not allowed.

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
Examination personnel shall be provided with face mask, face shield and latex gloves.
Observe physical distancing by maintaining 1-meter distance from one another.
Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.

PRC added that they will not be responsible of any lost personal belongings.
