Should I include personal information?

As a rule of thumb it is better not to include any personal information in your letter. In the UK you are of course protected by equal opportunities legislation so there is certainly no need to reveal anything about yourself in regard to age, sex, race or disability. Any other personal circumstances should really be left until the post-offer stage.

The call to action

Remember, the whole point of you cover letter is to get the recruiter to read your CV.  You should therefore end your cover letter by pointing the reader to your CV to find out more.

Planning Approval

Updated planning approval process.

The Planning Department is making changes to the way we process building permit applications. Recent State legislation, Assembly Bill 1114, regulates review time of post entitlement permits. Post entitlement permits include building permits for housing development projects (construction of one unit or more). In addition, the Department of Building Inspection is requiring electronic plan review (EPR) of in-house (not over-the-counter) building permits. 

Starting January 1, 2024, all new building permit applications that require Planning Department review, with a few exceptions noted below, must first receive a Planning Department Approval Letter (also known as a Zoning Approval Letter) before submitting an application to the Department of Building Inspection.  A Planning Approval Letter is a cover letter confirming that the Planning Department has reviewed the project and checked for code compliance.

These two changes (EPR and the changes to the Planning Approval process) will help facilitate concurrent review of building permits by each agency and helps ensure that the City meet mandated timelines for building permit review. Although AB 1114 only applies to housing development projects, process improvements around EPR submittals and Planning Approval Letters will apply to all building permits. 

If you already have a permit on file and are submitting either a revision or an addendum, a Planning Approval Letter is not required. You may submit either the revision or addendum online, according to Department of Building Inspection instructions . Please do not submit revisions or addendum directly the Planning Department.  

Planning Department Approvals can range in scope from a one-day approval at the Planning Information Counter to a complex development project requiring a public hearing.

In-house Review by Planning

There are three categories of projects that receive in-house review by the Planning Department:

1. Projects that require intake review and/or neighborhood notice

  • Changes of use that require Planning Code Section 311 neighborhood notification
  • Building expansions/construction that require Planning Code Section 311 neighborhood notification
  • 10-day deck notices
  • Prior to submitting a building permit application, file a Project Application (PRJ) and any required supplemental applications with the Planning Department by following "How to Submit" instructions below.
  • There is no change to the notification requirements. The only change in process is that the building permit can no longer be filed concurrently.  
  • The planner assigned to review the Project Application will issue a Planning Approval Letter following review. The Planning Approval Letter, including all necessary attachments, will be required for submittal of a building permit application.

2. Ministerial housing projects that require intake review but are administrative (more on Ministerial Projects )

Ministerial housing projects do not require public hearings or discretionary entitlements.

  • Mixed-income ministerial housing development projects pursuant to bills such as SB423, AB2011, SB9 etc.
  • 100% Affordable ministerial housing development projects pursuant to bills such as AB2162, SB4, SB423, AB2011
  • Prior to submitting a building permit application, file the required ministerial housing project application for the State program listed above and any required supplemental applications. Submit applications to Planning by following submittal instructions below. 
  • Planning staff will issue a Planning Approval Letter following review. The Planning Approval Letter, including all necessary attachments, will be required for submittal of a building permit application.

3. Projects that require entitlements (submittal of a Project Application is required)

Entitlements may or may not have a public hearing.

  • Conditional Use Authorizations
  • Office Allocations
  • Large Project Authorizations
  • Certificates of Appropriateness and Permits to Alter
  • Prior to submitting a building permit application, file a Project Application (PRJ) and any required supplemental applications and submit to Planning by following submittal instructions below. There is no change to the entitlement process or notification requirements. The only change is that a building permit cannot be filed concurrently.
  • Planning staff will issue a Planning Approval Letter following review of the entitlement and all relevant appeal periods. The Planning Approval Letter, including all necessary attachments, is required for submittal of a building permit application.

Previously Approved Projects

If your entitlement was approved by the Planning Department prior to January 1, 2024, and you’re preparing to file a building permit, please email your planner and include the Planning district team manager who approved your original project and request a Planning Approval Letter. The name of the district team manager is available on the Details tab on PIM. Your planner will issue a Planning Approval Letter for the previously approved project within three (3) business days.

How to Submit

If your project requires an intake review, neighborhood notification, or an entitlement (#1 and 3 above), please review the appropriate Project Application form and submit the required materials to the Planning Department. Please also submit all necessary entitlement supplemental applications (e.g. Conditional Use Authorization etc.)  

If your housing project meets the requirements for a ministerial review (#2 above), please review the Ministerial Projects webpage to understand which forms to submit.  

Applicants may submit all required materials for #1-3 above, to the Planning Department either by:

  • Uploading the documents to the Public Portal (ACA)
  • Emailing the documents to [email protected]

Over-the-Counter Approvals

There are two categories of over-the-counter approval by the Planning Department.

1. Approvals that are over-the-counter for all agencies

Some small projects may be processed over-the-counter at the Planning Counter at SF Permit Center with a building permit. The Planning Department will issue approval for these projects directly on the building permit at the Permit Center.

These projects do not require the separate Planning Department Approval Letter noted above:

  • Windows, doors, siding
  • Decks* 
  • Light well infills and popouts 
  • Signs 
  • Facade alterations
  • Storefront alterations

*Please consult with a planner at the Planning Information Counter to verify if the proposed project meets the requirements for an over-the-counter approval.

2. Approvals that are over-the-counter for Planning Department review by in-house for DBI review

Some small projects may be processed over-the-counter from a Planning perspective but require in-house review by other agencies. These permits must be submitted electronically to the Department of Building Inspection and Planning staff will issue a Planning Approval Letter as part of the review process.

After you have received a Planning Department Approval Letter (also known as a Zoning Approval Letter), if your project requires a building permit, you will submit your building permit application and plans to the Department of Building Inspection. In your submission, you must upload the Planning Department Approval Letter and any required attachments.

Once you submit your building permit, it will be routed to the Planning Department to confirm the permit submission matches what was previously approved by the Planning Department.

During the course of development review and consistent with State laws, including the Housing Accountability Act, Housing Development Projects will not be subject to any subjective or discretionary requirements found in the Planning Code, applicable guidelines, or elsewhere. Department Staff may use the Department’s adopted guidelines (e.g. the Residential Design Guidelines, Urban Design Guidelines, Neighborhood Specific Guidelines) to suggest improvements to proposed Housing Development Projects that are not believed to impact unit count or project feasibility (e.g. window placement, material choice, architectural approach). 

However, suggested changes based on such design guidelines will not be required as a condition of approval or as a prerequisite to Departmental support. For example, Department Staff will not require or recommend a reduction in size of a Housing Development Project on the basis that it is inconsistent with “neighborhood character” or “neighborhood context”. Additionally, that or similar terminology will not appear in Department notices, letters, reports or approval documents on Housing Development Projects.

Extensions of Time For Planning Permits

The short answer is yes, you can apply for an extension of time to your planning permit. Every Council has a process for you to apply to extend your time on a planning permit, either to extend the time to commence or the time to finish what has been approved.

Planning Permit Expiry

All Planning Permits are issued with an expiry date. The expiry date varies depending on the type of planning permit. The time limit on the planning permit will be detailed at the end of the permit.

As well as the time frame you have to enact the planning permit, there is also a time frame of when you can apply for the extension of time. A grace period after the expiry date is provided for you to apply for an extension of time. However once this period is exceeded there is no option but to reapply for a new planning permit, as the planning permit will be deemed lapsed. Once a permit is lapsed an extension of time cannot be granted. For this reason it is really important for you to keep track of your time limit.

Applying for An Extension of Time

1. contact the council for their process.

The process for applying for an extension varies between Councils so it is best to contact your Council to find out their process.  Many of the Councils now have online portals for lodgements direct from their website. The fee is set by each Council as it is not a State controlled type of application, so that will vary as well.

2. Set Out The Details Of Why You Need The Extension

You need to provide an explanation as to why an extension is required.  If applicable it is also good to provide an indication of when you will be able to commence or finish the project.  You don’t have to go into too much detail , but a brief summary of why you need the extension will assist the Council in considering the request.

3. Council Assessment

Once you have submitted your request it will be allocated to a planner, often the original planner you had for the application (if that is possible).  They will then consider your request.  In considering this they will be mindful of three things in particular:

  • How many extensions of time have been granted previously?
  • Have there been any changes to the planning scheme that affects this original decision?
  • Has the development started?

The Covid 19 Pandemic in particular has also made Councils more mindful of considering if there is a significant external factor leading to someone not starting or completing their planning permit activity.

How Many Extensions have been granted?

While there is no set limit to how many times a planning permit can be extended, Council will be mindful of “landbanking”.  They want to ensure that there is orderly planning to the municipality and this includes reasonable time to act on a planning permit.

If a planning permit has already been extended a few times, the risk of changes to the planning scheme also increases.  Which leads us to the second consideration of the Council.

Have There Been Any Changes To The Planning Scheme?

The question that they need to answer is, “Would the Council grant a permit for this proposal today?”.  If there have been significant changes to the planning scheme since the decision was made and if you were to apply for a planning permit today and it would be refused or prohibited, then it is likely the Council will refuse the application to extend the time limit of the permit.

What kind of changes could there be?

  • Changes to the Zone, such that the type of use is either not encouraged or prohibited now.
  • A new Overlay that provides different controls or restraints on the type of development allowed.
  • Changes to the Local Planing Policies that encourage different developments in your area.

Luckily for you, planning schemes generally take years to change.  So if it is your first extension request there will hopefully not have been any significant changes to the planning scheme that will impact on you.

Has the Development Started?

If the development has been substantially started, then the Council will usually be in favour of issuing an extension of time for it to be completed. Even if there are changes to the planning controls, it would generally be considered more orderly to allow a development that was largely built to be completed rather than have it remain unfinished for a long period of time.

4. Council Decision

The last step in this process is receiving the Council decision.  Hopefully it is to approve the extension of time so that you can continue your project.  As noted earlier, it is important to keep the record of your extension with your planning permit, as a new dated planning permit will not be issued.

When Should You Apply For An Extension of Time?

It is best to apply close to the time that it would expire, but allowing enough time for it to go through the Council process is advisable.

The wording of a standard development permit allows for you to apply for an extension of time after the expiry date, for example you can apply for an extension of time within 6 months after the permit expiry date where the development has not started.  However, if there was some concern that the extension of time may not be granted I would recommend applying for the extension before the expiry date.  That way if the application is refused you may still have time to act on it to avoid the permit expiring.  If you get your extension of time refused after the permit has already expired, you will have no further time to act on the permit.  If that happens your only option will be to reapply for a new planning permit, potentially changing the proposal to respond to the reasons that the extension of time was refused.

Before applying, you need to have the following information:

  • A full and current (no older than 30 days) copy of your Certificate of Title including the Plan of Subdivision and correct ownership details. 
  • A full copy of any registered restrictive covenant or Section 173 Agreement that may apply to your land. 
  • A digital copy of your plans and supporting documents

Lodge your application

If you want to change your planning permit application before it has been decided, you must submit an amendment to your application.

Before proceeding, make sure you have the following information:

  • A cover letter listing and explaining all the proposed changes
  • A digital copy of your amended plans and any amended supporting documents highlighting changes on the plans

Depending on the progress of your application, you may be required to pay a fee in accordance with the Planning and Environment Act 1987.

  • If your application hasn’t been advertised, there is no fee payable.
  • If your application has already been advertised, the fee is calculated at 40 percent of the original application fee and, where the class of application is changing to a higher application fee, the difference between the fee for the original class of application and the fee for the new class of application.

Two basic types of cover letters are required while applying for a Canadian student visa, i.e. SOP (statement of purpose) and LOE (letter of explanation). Essentially, both of these letters are the same but have different themes.

  • Statement of Purpose (SOP) is more for candidates applying for a Canada study visa for the first time.
  • LOE (Letter of Explanation) is for applicants reapplying for a Canada study visa after being denied one in the past).

No need, visa was eventually given, so that doesn't count as overstaying. Also , to prove continous residencey , do I have to scan & upload every page of my / my child's previous passports ? or pages with embarkation/disembarkation stamps enough ? It's a case of half empty half full. Some say just the pages with stamps, I say all pages of passport if you can afford it. Rest of mind kinda thing. I would appriciate if an experience member could advice on above, Many Thanks S

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values. The Bureau of Fire Prevention cultivates a safer city for its citizens, visitors and first responders by preventing loss of life and property damage from fire and other emergencies. We accomplish this 24/7 by identifying fire and life safety hazards; creating, revising and enforcing the New York City Fire Code; reviewing plans for critical systems designed to protect and alert building occupants; licensing qualified companies to install and service fire protection equipment and systems; certifying individuals to monitor fire safety conditions; and educating individuals and businesses about fire safety. In addition, the Bureau of Fire Prevention is critical partner with the Bureau of Fire Operations (Firefighters) and Bureau of Fire Investigations (Fire Marshals), providing assistance and guidance during post-fire incidents and investigations; and coordinating with other City agencies on matters concerning fire and life safety. The Bureau consists of Fire Protection Inspectors, lawyers, engineers, explosives experts, and Fire Officers work together to save lives in New York City. The Fire Department, City of New York (FDNY), seeks a full-time Assistant Chief Plan Examiner in the Bureau of Fire Prevention. Reporting directly to a Chief Plan Examiner of the Fire Alarm Plan Examination Unit, the successful candidate will: Assign plans to the Plan Examiners, review plans submitted for compliance with New York City Building Code and Fire Code; Review document submissions for fire alarm installations approvals and withdrawals submitted by the fire alarm industry or expediters daily; Ensure that Chief Plan Examiners receive plan related documents in a timely fashion to enable them to perform technical evaluations of Plan Examiners objections and approval letters. Track and record the Chief Plan Examiners request of corrective actions for FDNY plan examiners letters of objections. Review professionally certified submissions for required documentation; May be asked to attend technical/construction meetings to retain meeting highlights and provide follow-up as requested by the Chief Plan Examiner. Monitor and track the wait times and backlogs to track their progress; Oversee the issuance of fire alarm project authorization requests for approved applications, and perform related duties. Schedule monthly and quarterly meetings at the request of the Chief Plan Examiner to ensure Plan Examiners stay abreast of updates and related industry matters. Obtain and record recommendations made to the Deputy Director of the Fire Alarm Plan Examination Unit regarding complex and non-code compliant or code addressed technical proposals related to fire alarm systems installations; Ensure that recommendations are considered to improve the overall operation of the unit. Perform related duties as needed.

1.A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or 2. A four year high school diploma or its educational equivalent and five years of experience as described in "1" above; or 3. A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in "1" above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration.
