Every presenter here has taken the time to synthesize and present an issue in teaching and learning that has resonance to them. DeSantis signs bill to defund DEI programs at Florida’s public colleges
Joining a national wave of conservative attacks on programs that promote diversity in higher education, Florida Gov. Ron DeSantis (R) signed a bill into law Monday to defund such efforts at the state’s public colleges and limit how race can be discussed in many courses.
Critics of the new law worry it is trampling on academic freedom and could hurt efforts they say are critical to serving increasingly diverse student populations. But DeSantis and other opponents of diversity, equity and inclusion programs say they reinforce racial divisions and promote liberal orthodoxy.
“If you look at the way this has actually been implemented across the country, DEI is better viewed as standing for discrimination, exclusion and indoctrination,” DeSantis said at a news conference at New College of Florida in Sarasota. “And that has no place in our public institutions. This bill says the whole experiment with DEI is coming to an end in the state of Florida.”
DeSantis, who is expected to launch a bid for the White House, has made “culture war” issues a major focus as governor.
Florida’s new law joins legislation in 19 other states where lawmakers have targeted diversity, equity and inclusion (DEI) programs, according to a tracking project from the Chronicle of Higher Education.
Under the new law, Florida’s public colleges are prohibited from spending state or federal money on DEI efforts. These programs often assist colleges in increasing student and faculty diversity, which can apply to race and ethnicity, as well as sexual orientation, religion and socioeconomic status. The bill does not prohibit colleges from spending money on such programs if they are required by federal law.
DeSantis’s plan to starve college diversity efforts advances in Florida
The law also forbids public colleges from offering general education courses — which are part of the required curriculum for all college students — that “distort significant historical events,” teach “identity politics,” or are “based on theories that systemic racism, sexism, oppression, or privilege are inherent in the institutions of the United States and were created to maintain social, political, or economic inequities.”
DeSantis said students who want to study “niche subjects,” such as critical race theory, ought to look elsewhere. “Florida’s getting out of that game,” he said. “If you want to do things like gender ideology, go to Berkeley.”
Students can still major in areas such as African American studies and gender studies. But the legislation has inspired concerns that professors will be limited in how they teach those courses — whether they’re part of the general education curriculum or not. For example, the law requires the university system’s Board of Governors to review programs and curriculums on its campuses, identifying any that run afoul of the banned concepts.
The Florida legislation has been met with backlash at both the state and national level, where higher-education experts and First Amendment advocates say the state is trampling on academic freedom. They say the law will have an immediate chilling effect on faculty members, who may avoid covering controversial subjects altogether.
“It’s basically state-mandated censorship, which has no place in a democracy,” Irene Mulvey, president of the American Association of University Professors, said in a recent interview with The Washington Post.
Ousted Florida college diversity leader: ‘I am the first casualty’
Mulvey called the bill in Florida and other legislation like it a “dog whistle appeal” to the conservative base, and part of a “coordinated campaign to maintain White supremacy.”
The governor held the bill signing on the campus of New College of Florida, a public liberal arts college where DeSantis recently appointed a group of conservative trustees. Eliminating New College’s DEI office was among the newly constituted board’s first orders of business.
The signing ceremony drew protesters, whose chants could be heard inside the event space. Christopher Rufo, one of the new trustees, spoke during the event, deriding the demonstrators for what he called their “kindergarten-level protests.” Rufo is a senior fellow at the Manhattan Institute, a conservative think tank, where he co-wrote model anti-DEI legislation.
“Florida’s farmers and waitresses and truck drivers should not be subsidizing a permanent bureaucracy of left-wing activists who hate them and hate their values,” said Rufo, a Georgetown University graduate who lives in the Seattle area.
Targeting higher education
Bills targeting college DEI programs in other states have also drawn opposition from students and faculty. In Texas last week, some students waited up to 19 hours for a chance to testify against a bill that would ban DEI offices, the Austin American-Statesman reported . Students said DEI offices offered critical resources for underrepresented minorities and first-generation students, who may need customized help navigating college life.
At the same time, conservatives say the influence of DEI offices has led to the creation of litmus tests for faculty members, who may be required to sign statements committing to diversity. The University of Wisconsin’s system president recently told lawmakers that the university would do away with any such statements.
A spate of new laws have been passed in recent years that shape or ban discussions about race or gender at the K-12 level, but eight states, including Florida, now have “educational gag orders” that apply to higher education, according to Jeremy Young, a program director at PEN America, a nonprofit group that advocates free expression.
“The focus on higher ed has accelerated,” Young said.
The first wave of such legislation targeting “divisive concepts” came in 2021 with laws in Idaho, Iowa and Oklahoma, Young said.
It is fine for lawmakers to set standards for public colleges, such as a civics requirement for students, said Joe Cohn, a First Amendment lawyer. But banning ideas is a different matter. “The case law is clear that the government can’t select certain ideas that it dislikes and ban them from college classrooms,” said Cohn, legislative and policy director at the Foundation for Individual Rights and Expression.
Florida’s efforts to limit concepts covered in college classrooms have already been met with opposition in court. In November, a federal judge blocked the state from enforcing portions of the so-called Stop WOKE Act that restricted what professors could teach.
Nationally, faculty members say, they are concerned about lawmakers making it easier to retaliate against professors for their ideas. A bill in Texas targeting tenure, for example, has been met with fierce opposition .
Florida’s new law states that a personnel decision, such as dismissal, cannot be appealed beyond the university president. That would eliminate opportunities to dispute such actions through arbitration, which is commonly used today, said Andrew Gothard, the president of the United Faculty of Florida, a union representing professors and other groups.
“They’re trying to stop faculty from having any ability to protest being targeted for their political viewpoints,” Gothard said.
DeSantis said Monday he would like to see presidents and trustees, rather than a “cabal of faculty,” empowered to run the universities. The state’s public college governing boards are mostly DeSantis’s political appointees or people with deep ties to the Republican Party. Two recently appointed college presidents include Ben Sasse , a former Republican U.S. senator, who leads the University of Florida; and Richard Corcoran, DeSantis’s former education commissioner, who was named interim president of New College after the governor’s board shake-up.

Wraparound childcare: Everything you need to know about before and after school childcare
We’re supporting working families through the UK government’s biggest ever investment in childcare, to make it more affordable, available and flexible.
As part of this announcement, we’re expanding wraparound care for primary school children across England by increasing the number of places available, to support working families.
But what exactly is wraparound childcare? We explain everything you need to know, from what it is to how you can access it.
What is wraparound childcare?
Wraparound childcare is before and after school care for primary school aged children in England during term time, such as and regular afterschool provision that runs until 6pm or later.
The childcare should be available every school day outside of regular school hours and is aimed at helping parents access more childcare and work the hours they want to.
This is different from out-of-school activities, or school clubs, which are less frequent and can be a one-off activity.
Around 60 percent of primary schools across England offer wraparound childcare, both before and after school.
Private, voluntary, and independent providers, including childminders and early years settings, are also able to offer wraparound childcare. Often, it’s run on a school site or another setting in the local area.
How do I find wraparound childcare near me?
Parents looking for childcare options for their primary school child should speak to their child’s school or the Family Information Service run by their local authority to find out what wraparound childcare is currently available in the area.
From September 2024, parents can expect to see an increase in the number of wraparound childcare places available across the country.
We expect all parents who need it to have access to wraparound childcare, either from their school or from another provider in their local area, by September 2026.
We encourage parents to talk to their child’s school or the Family Information Service in their local authority about their need for wraparound childcare, even if it’s not currently available.
Who will be eligible for wraparound childcare?
Our ambition is that all parents in England with primary school aged children will be able to access wraparound care in their local area by September 2026.
How much will it cost and is financial support available ?
Providers will set their own fees for wraparound places, so prices will vary.
Parents will pay their wraparound childcare provider directly for their child’s place.
Parents eligible for Tax-Free Childcare or Universal Credit Childcare will be able to use the support to help pay for wraparound care.
Tax-Free Childcare could save eligible parents up to £2,000 per year for children aged up to 11, or £4,000 per year for children aged up to 17 with disabilities.
Universal Credit Childcare could save eligible parents up to 85% of their childcare costs for children aged up to 16.
To check if you are eligible for Tax-Free Childcare or Universal Credit Childcare, visit the Childcare Choices website.
What if wraparound childcare is not available in my area ?
If you live in England you can request that your child’s school consider setting up wraparound childcare for your child if they don’t already provide it.
You should write to your child’s school by letter or e-mail and include when you most need wraparound childcare, detailing the days and times you need it. The school will get back to you with a decision within a school-term.
How are we supporting local authorities to deliver the wraparound childcare expansion?
To make more available wraparound care possible, local authorities will receive a share of £289 million to help map out and accommodate the needs of parents in their area.
They will also be able to use the funds to test different ways to increase their wraparound options, including working with local private providers or partnering with schools.
We’re also giving local authorities a share of a further £100 million to ensure childcare settings in the area – including both early years and wraparound settings – have enough physical space to roll out the programme from next year.
What else are we doing to improve access to childcare for under 5s for working parents ?
We’re doubling the amount we are investing in childcare over the next few years from around £4 billion to around £8 billion each year.
As part of this investment, by September 2025, working parents will be able to claim 30 hours childcare a week, over 38 weeks of the year, all the way through from nine months up to their child starting school.
Nurseries are also set to receive a £204 million cash boost which they can use to ease cost pressures such as staffing costs, training and bills.

We're pausing our coverage of the Ukraine war for the moment.
Scroll through the blog below to catch up on today's developments.
One person has been killed and another eight injured in a Russian missile attack near the Black Sea port of Odesa, a Ukrainian official has said.
Regional governor Oleh Kiper said five people were being treated in hospital. He posted pictures showing emergency workers near the scene of the strike.
Sky News has not independently verified the report.
Odesa has been a frequent target of Russian missile and drone attacks.
President Vladimir Putin used his meeting with Chinese counterpart Xi Jinping to "promote Kremlin narratives feigning interest in peace negotiations", analysts at the Institute for the Study of War say.
The pair signed a joint statement yesterday alluding to Russia's support for the China's proposed peace plan and a possible future Chinese-led negotiation to end the war in Ukraine.
In the statement, they claim both countries support a "sustainable settlement" for the "Ukraine crisis".
The ISW said it has "previously assessed" the Kremlin will "continue to use any calls for peace negotiations to feign interest in negotiations" in the hope of undermining Western support for Ukraine.
Moscow also hopes the West will force Ukraine into negotiations with Russia that make concessions on Ukrainian sovereignty and territorial integrity, the ISW added.
'Decisive' relationship
Meanwhile, the institute says, Mr Putin likely views Moscow's relationship with Beijing as "decisive" in his bid to further mobilise the Russian economy and defence industry to support his war in Ukraine.
"Putin and Xi highlighted bilateral trade and economic cooperation throughout their public speeches," the ISW says, adding the Russian delegation includes officials and businessmen.
"The Russian delegation likely aimed to expand cooperation with their Chinese counterparts that will facilitate increased economic ties between Russia and the PRC [People's Republic of China]."
China has previously signalled concerns its economic relationship with Russia may open it up to sanctions, the ISW says, and Mr Putin "likely intends to head off these concerns as the Russian defence industry grows increasingly reliant on the PRC".
Earlier today, we reported how a purported Ukrainian drone attack caused a fire at an oil refinery in Krasnodar, Russia.
The blaze has forced an emergency shut down at the facility, owned by Rosneft, two sources familiar with the matter have told Reuters.
According to one source, the drones hit the liquefied petroleum gas production unit while the crude distillation unit remained undamaged.
"There was no black smoke during the fire. That means it was just the gas burning", a source said.
Russia's state-run TASS news agency reported the fire was extinguished, citing local authorities.
The Russian defence ministry said air defences downed 44 drones over the Krasnodar region and six over the Belgorod region.
For context: The Tuapse plant's annual capacity is 12 million metric tons, or 240,000 barrels per day.
It produces naphtha, fuel oil, vacuum gasoil and high-sulphur diesel, and supplies fuel mainly Turkey, China, Malaysia and Singapore.
Most Russians would support an end to the war in Ukraine this week - but only if newly-gained territories were not returned.
That's according to the independent Levada Centre , Russia's best known pollster, which ran a survey to canvass public opinion on Vladimir Putin and the war.
While 71% would back an end to the war "this week", this figure drops to just 30% if the condition for peace were to return territories.
Since September last year, Levada reports the level of support for the Russian army has stayed at about 75%, with older respondents more likely to remain in favour.
Mr Putin's approval rating appears to be at about 82%, the pollster reports.
However, those aged between 18 and 24 appear less likely to back M Putin, with 77% not approving of his activities as president.
Former Ukrainian president Petro Poroshenko says no one should trust Vladimir Putin when he says he won't invade Russia's second city, Kharkiv.
The Russian leader does not have an opportunity to capture Kharkiv right now due to Ukraine's defensive forces, he said.
But in Vovchansk, where Mr Poroshenko visited yesterday, the town has been turned into "hell" - with no people or houses left.
"Don't trust Putin. Don't be afraid of Putin," he said.
"I can confirm that our strategy shall be as follows: Ukraine shall win, and Russia, undoubtedly, shall lose."
Moscow says it sees the US and UK as responsible for recent attacks because they are allowing Ukraine to use Western weapons against Russian targets.
The Russian foreign ministry said the UK, US, EU and Kyiv were "playing with fire" over attacks on Russian soil, state news agency Tass reports.
Such actions will not go unanswered, it warned.
"Once again, we should like to unequivocally warn Washington, London, Brussels and other Western capitals, as well as Kyiv, which is under their control, that they are playing with fire. Russia will not leave such encroachments on its territory unanswered."
Earlier today, Russia's ambassador to the UK said the UK was a de facto participant in the war.
This was because it has supplied Kyiv with weapons and shared real-time intelligence, said Andrei Kelin.
The number of victims from a reported Russian airstrike has risen, officials say.
At least two people are now said to have died, with another 13 injured - four of whom are in a "serious condition", regional governor Oleh Syniehubov said.
It is not clear what the attack targeted, but Mr Syniehubov said those injured are civilians.
Reports had initially claimed one person had died and four injured.
Kharkiv, Ukraine's second largest city, and the surrounding region have long been targeted by Russian attacks but the strikes have become more intense in recent months.
Ukraine President Volodymyr Zelenskyy has accused Moscow of seeking to reduce the city to rubble.
A Ukrainian drone hit another oil terminal this morning, this time in the Russian Black Sea port of Novorossiisk, according to sources and footage shared on social media.
The Importpischeprom oil products terminal and Sheskharis oil harbour were struck, with the port shut soon after the attack.
Oil loadings resumed later from Sheskharis, according to industry sources and LSEG data, while activity at Importpischeprom remains suspended.
It came as Russian officials reported another drone attack on an oil refinery, causing a fire in Tuapse, which is roughly 150km southeast of Novorossiisk.
Both are in the Krasnodar region.
Russian oil pipeline monopoly Transneftdid not reply to a request for comment. Its subsidiary, Novorossiisk Commercial Sea Port Group (NCSP), which operates the Sheskharis oil terminal, declined to comment.
Novorossiisk is Russia's largest port on the Black Sea and is a key oil outlet for crude oil and transit in country's south. It also handles grain, coal, mineral fertilisers, timber, containers, food and chemical cargoes.
Four people have been hurt and at least one has died in an airstrike on the city of Kharkiv, according to local officials.
The regional governor says some of those injured are civilians, while it's reported Russia used guided bombs in the attack.
It's not immediately clear what exactly came under attack.
