What to expect Cognitive disorders common mental disorders affect cognitive functions, mainly memory processing, perception and problem solving. Intellectually disabled is what Iowa legislators use instead of Mental Retardation. What does this mean for me? Level 1 As a general education teacher, you will have special education students in your room. You are required, by law, to differentiate core curriculum for them. Special education teachers are there for help. Students are considered level one if they spend 25% or less of their day in the special education setting. These students may have 1 or more learning goals. Normally, these students primarily have learning disabilities. Iowa does not label students based on a diagnosis. All students are labeled EI (Eligible Individual). There are numerous types of learning disabilities. Level 2 The federal government pays the school based on a students level. If the student receives medicare, the school can seek reimbursement for some costs. Schools are paid for a year based on the numbers from the previous year.
