(Make sure your introduction is not longer than 5 pages) In1981,FW De Klerk replaced PW Botha as a state president of South Africa and immediately made drastic changes by unbanning political parties and release political prisoners.De Klerk made an announcement for the release of Nelson Mandela on 11 February 1990.This was a huge step taken by De Klerk and it gave people hope that the apartheid was coming to a nend. (Make sure your back ground is not more than 5 lines).

The National Party(NP) and African National Congress(ANC) delegation met at two locations to discuss the way on how they will work together towards the democratic South Africa.The first meeting was held in 2 May1990 at the official resident house of Groote Schuur and it was called the Groot Schuur Meeting.In this meeting both ANC and NP agreed on ending violence which were occurring in the country and to work together towards the process of negotiations or talks to bring a democratic South Africa.The second meeting were held at Pretoria on 6 August 1990 which led to an agreement called the Pretoria Minutes.Here the ANC government agreed that they will suspend the armed struggle and the NP government agreed to end the state of emergency.Other major law were removed.The Group Areas Act and Registration Population were also removed.This convinced countries that imposed sanctions to S.A and boycotts to stop them.Thus,the leadership and negotiations and compromises among various leaders ensured that South Africa become a democratic country in1994.

Although,the violence did not stop in the country between Inkandla Freedom Party(IFP)and ANC.The IFP supporters attacked ANC on commuter trains and led into almost 573 deaths. It was emerged that the NP government handed weapon to IFP supporters to eliminate ANC supporters.This created a huge distrust between ANC and IFP including NP.Another violence occurred in Sebokeng in hostels when the IFP attacked ANC strong hold and almost 30 people died.Moreover,another violence occurred in ZonkizizweTownship in Germistonin Gauteng between supporters of the IFP and the ANC.The ongoing violence between the ANC and IFP members led into a Seven Day Warat Pietermarisburg (PMB).Therefore,the violence and uncertainly that confronted South Africa in the early1980s almost delayed the process of negotiations.

Moreover,the formal negotiations occurred on 20December 1990 at Convention for Democratic South Africa(CODESA1)at Trade Work Centreat Kempton Park.Nineteen political organisations including UNO and common wealth.Even though talks sometimes broke down but the Declaration of Intent was signed.It was agreed that South Africa should be an undivided country.Free from apartheid, discrimination and all other forms of prejudices.This also led into accountability of a meeting by four groups that were preparing for the future meeting which was CODESA2 which were to be held in May2.The PAC and PC boycotted against the CODESA.The IFP and the Independent Bophuthatshwana did not sign it because the irrequest for an extra delegation for the Zulu King was refused.Therefore, compromises among various leaders ensured that South Africa become a democratic state in1994.

Furthermore,DeKlerk called for a white only referendum on1991. Here DeKlerk wanted to see if the white people were still with him from the negotiations he had started making from 1990 to change South Africa.The majority voted positive and it was clear that he should continue.This gave people hope that apartheid was coming to an end.Thus,the compromises also ensured that South Africa become a democratic country in1994.

CODESA2 occurred on May1991.It was agreed that the SABC should presents the neutral view of the negotiations on televisions.The NP and ANC did not agreed on major power sharing like power sharing,majority rule and regional powers.The NP still wanted a major place from the government and the ANC did not admit on that.The ANC and NP did not come into consensus solution on how they will end the violence in South Africa. As a results,ANC and COSATU walked out of the negotiations and called for a mass rally to force government to compromise.Therefore,it was leadership,negotiations and compromises among various leaders that ensured that South Africa become a democratic state.

Even though the official negotiations had ended but the unofficial negotiations continue between Cyril Ramaphosa and Roef Meyer. The Record of Understanding was signed between Cyril Ramaphosa of ANC and Roef Meyer of the NP.This committed and encouraged South Africa to work together again towards the negotiations.Moreover,Joe Slovo came up with Sunset Clause on April 1993.The Sunset Clause allowed the National Party government until 2000.It also protected the security jobs for whites people for more than 10years.Therefore, the commitment and compromises among various leaders ensured that South Africa become a democratic country in 1994.

Moreover, the violence did not end between IFP and ANC.The ANC attacked the squatter camps of the ANC near the township of Boipatong in the Gauteng and almost 49people died.It was said that a white man was the one who handed over the Force Defence Agency to cause violence and chaos.The ANC called for a march to the Cickel to protests against homeland leaders.Here almost 79 people died and 200 people got injured when they were trying to break through the police barriers.The assassination of Chris Hani almost stopped the negotiations process of the elections.Chris Hani was a General Secretary of the Communist Party(CP) and he was assassinated on1993 by members of the Military Wink.There was a violence and chaos in a country after his assassination. DeKlerk realised he could not deal with this anymore and called for Nelson Mandela to address the issue. Mandela addressed that on national television that there must calm down and stop fighting each other.Thus,thev iolence and uncertainty that confronted South Africa in the early 1980s almost delayed the process of negotiations.

Moreover, the Multi talks began on 1993April1. It was said that the date of the election was going to be 27thApril1994 on this meeting which was held at World Trade Centre. Furthermore, the AWB and Volk front stormed the World Trade Centre attempt to disturb the negotiations.They vandalised the entrance and threatened delegation.The AWB was killed by the South African Defence Force.The APPLA opened on fire on St James Church and killed 11 people.The IFP marched to Shell House and was killed by ANC security.This led to a Shell House Massacre.Then DeKlerk, Mandela and Buthelezihada meeting led to IFP joining the negotiations.Then finally the election held free and fairly. ANC won the elections and Nelson Mandela became the first president of South African Democratic Country.The election were held on 27 April 1994. DeKlerk and Thabo Mbheki became deputy president. Therefore, the compromises, negotiations and leadership ensured that South Africa become a democratic country in 1994.

The NTA will release the CUET answer key 2024 in the last week of June (tentative). Candidates can meanwhile download the CUET UG subject-wise paper solutions provided by Adda247 for all exam shifts

The National Testing Agency has started conducting the most awaited Common University Entrance Test- Undergraduate, CUET UG, from today May 15 (Wednesday). The CUET UG 2024 exam is expected to be taken by more than 13 lakh candidates who have registered. Students attempting the exam can check their probable scores through the CUET answer key 2024.

The CUET UG answer key 2024 is expected to be issued by the NTA in the last week of June 2024. The NTA will publish the provisional answer key on this official website, exams.nta.ac.in/CUET-UG. However, before that, students can calculate their scores through the unofficial paper solutions provided on this page.

Candidates can calculate their probable CUET UG exam scores by matching their answers with the official solutions PDF or expert answers PDF provided above. To calculate the expected marks on the result day, students need to know the marking scheme so that they can compute their scores based on the number of correct answers, wrong answers and unanswered questions. The marking scheme is given below.

Marks for correct response: +1 marks

Marks for incorrect answer: -0.25 marks

Marks for unattempted questions: 0

On the main page, click on the link CUET(UG) Answer Key
After that, you’ll be taken to the login page. Enter the “CUET Application ID & Date of Birth” and select the “Login” button.
A ‘PDF’ version of the CUET answer key will appear on the computer screen.
Get the CUET 2024 answer key by downloading it. Save it to your files for future use.

How to Raise Objections Against CUET Preliminary Answer Key

In the event that applicants discover any inconsistency, the NTA gives them the opportunity to contest the CUET answer key 2024. Students who want to challenge the CUET 2024 response key must follow the below-mentioned steps.

Go to the webpage of the NTA CUET to challenge the preliminary solutions
Select the tab labeled “Answer Key challenge for CUET 2024.”
In the login tab, provide your login information (birthdate and application number).
To view the question papers, candidates must click “View Question Papers.”
The question ID and correction option ID are visible to the candidates.
Click “Save your Claim” after selecting the option ID that you wish to contest. Candidates can now view all option IDs.
After uploading the necessary supporting documents, select “Save your Claim and Pay Fee Finally.”
Pay the processing charge using net banking, credit card, or debit card.
Take a printout of the submitted challenge for later use.

Abstract: We propose a scheme for auditing differentially private machine learning systems with a single training run. This exploits the parallelism of being able to add or remove multiple training examples independently. We analyze this using the connection between differential privacy and statistical generalization, which avoids the cost of group privacy. Our auditing scheme requires minimal assumptions about the algorithm and can be applied in the black-box or white-box setting. We demonstrate the effectiveness of our framework by applying it to DP-SGD, where we can achieve meaningful empirical privacy lower bounds by training only one model. In contrast, standard methods would require training hundreds of models.

Abstract: Recent work claims that large language models display emergent abilities, abilities not present in smaller-scale models that are present in larger-scale models. What makes emergent abilities intriguing is two-fold: their sharpness, transitioning seemingly instantaneously from not present to present, and their unpredictability , appearing at seemingly unforeseeable model scales. Here, we present an alternative explanation for emergent abilities: that for a particular task and model family, when analyzing fixed model outputs, emergent abilities appear due to the researcher’s choice of metric rather than due to fundamental changes in model behavior with scale. Specifically, nonlinear or discontinuous metrics produce apparent emergent abilities, whereas linear or continuous metrics produce smooth, continuous, predictable changes in model performance. We present our alternative explanation in a simple mathematical model, then test it in three complementary ways: we (1) make, test and confirm three predictions on the effect of metric choice using the InstructGPT/GPT-3 family on tasks with claimed emergent abilities, (2) make, test and confirm two predictions about metric choices in a meta-analysis of emergent abilities on BIG-Bench; and (3) show how to choose metrics to produce never-before-seen seemingly emergent abilities in multiple vision tasks across diverse deep networks. Via all three analyses, we provide evidence that alleged emergent abilities evaporate with different metrics or with better statistics, and may not be a fundamental property of scaling AI models.

Abstract : The current trend of scaling language models involves increasing both parameter count and training dataset size. Extrapolating this trend suggests that training dataset size may soon be limited by the amount of text data available on the internet. Motivated by this limit, we investigate scaling language models in data-constrained regimes. Specifically, we run a large set of experiments varying the extent of data repetition and compute budget, ranging up to 900 billion training tokens and 9 billion parameter models. We find that with constrained data for a fixed compute budget, training with up to 4 epochs of repeated data yields negligible changes to loss compared to having unique data. However, with more repetition, the value of adding compute eventually decays to zero. We propose and empirically validate a scaling law for compute optimality that accounts for the decreasing value of repeated tokens and excess parameters. Finally, we experiment with approaches mitigating data scarcity, including augmenting the training dataset with code data or removing commonly used filters. Abstract: While large-scale unsupervised language models (LMs) learn broad world knowledge and some reasoning skills, achieving precise control of their behavior is difficult due to the completely unsupervised nature of their training. Existing methods for gaining such steerability collect human labels of the relative quality of model generations and fine-tune the unsupervised LM to align with these preferences, often with reinforcement learning from human feedback (RLHF). However, RLHF is a complex and often unstable procedure, first fitting a reward model that reflects the human preferences, and then fine-tuning the large unsupervised LM using reinforcement learning to maximize this estimated reward without drifting too far from the original model. In this paper, we leverage a mapping between reward functions and optimal policies to show that this constrained reward maximization problem can be optimized exactly with a single stage of policy training, essentially solving a classification problem on the human preference data. The resulting algorithm, which we call Direct Preference Optimization (DPO), is stable, performant, and computationally lightweight, eliminating the need for fitting a reward model, sampling from the LM during fine-tuning, or performing significant hyperparameter tuning. Our experiments show that DPO can fine-tune LMs to align with human preferences as well as or better than existing methods. Notably, fine-tuning with DPO exceeds RLHF’s ability to control sentiment of generations and improves response quality in summarization and single-turn dialogue while being substantially simpler to implement and train.

Abstract: Modern climate projections lack adequate spatial and temporal resolution due to computational constraints. A consequence is inaccurate and imprecise predictions of critical processes such as storms. Hybrid methods that combine physics with machine learning (ML) have introduced a new generation of higher fidelity climate simulators that can sidestep Moore’s Law by outsourcing compute-hungry, short, high-resolution simulations to ML emulators. However, this hybrid ML-physics simulation approach requires domain-specific treatment and has been inaccessible to ML experts because of lack of training data and relevant, easy-to-use workflows. We present ClimSim, the largest-ever dataset designed for hybrid ML-physics research. It comprises multi-scale climate simulations, developed by a consortium of climate scientists and ML researchers. It consists of 5.7 billion pairs of multivariate input and output vectors that isolate the influence of locally-nested, high-resolution, high-fidelity physics on a host climate simulator’s macro-scale physical state. The dataset is global in coverage, spans multiple years at high sampling frequency, and is designed such that resulting emulators are compatible with downstream coupling into operational climate simulators. We implement a range of deterministic and stochastic regression baselines to highlight the ML challenges and their scoring. The data (https://huggingface.co/datasets/LEAP/ClimSim_high-res) and code (https://leap-stc.github.io/ClimSim) are released openly to support the development of hybrid ML-physics and high-fidelity climate simulations for the benefit of science and society.

Abstract: Generative Pre-trained Transformer (GPT) models have exhibited exciting progress in capabilities, capturing the interest of practitioners and the public alike. Yet, while the literature on the trustworthiness of GPT models remains limited, practitioners have proposed employing capable GPT models for sensitive applications to healthcare and finance – where mistakes can be costly. To this end, this work proposes a comprehensive trustworthiness evaluation for large language models with a focus on GPT-4 and GPT-3.5, considering diverse perspectives – including toxicity, stereotype bias, adversarial robustness, out-of-distribution robustness, robustness on adversarial demonstrations, privacy, machine ethics, and fairness. Based on our evaluations, we discover previously unpublished vulnerabilities to trustworthiness threats. For instance, we find that GPT models can be easily misled to generate toxic and biased outputs and leak private information in both training data and conversation history. We also find that although GPT-4 is usually more trustworthy than GPT-3.5 on standard benchmarks, GPT-4 is more vulnerable given jailbreaking system or user prompts, potentially due to the reason that GPT-4 follows the (misleading) instructions more precisely. Our work illustrates a comprehensive trustworthiness evaluation of GPT models and sheds light on the trustworthiness gaps. Our benchmark is publicly available at https://decodingtrust.github.io/.

Test of Time

This year, following the usual practice, we chose a NeurIPS paper from 10 years ago to receive the Test of Time Award, and “ Distributed Representations of Words and Phrases and their Compositionality ” by Tomas Mikolov, Ilya Sutskever, Kai Chen, Greg Corrado, and Jeffrey Dean, won.

Published at NeurIPS 2013 and cited over 40,000 times, the work introduced the seminal word embedding technique word2vec. Demonstrating the power of learning from large amounts of unstructured text, the work catalyzed progress that marked the beginning of a new era in natural language processing.

Greg Corrado and Jeffrey Dean will be giving a talk about this work and related research on Tuesday, 12 Dec at 3:05 – 3:25 pm CST in Hall F.

The Simple Math That Could Swing the Election to Biden

Mr. Penn was a pollster and an adviser to President Bill Clinton and Hillary Clinton from 1995 to 2008. He is chairman of the Harris Poll and chief executive of Stagwell Inc.

President Biden appears behind in all the swing states, and his campaign appears all too focused on firming up his political base on the left with his new shift on Israel , a $7 trillion budget and massive tax increases and is failing to connect on the basic issues of inflation , immigration and energy . By pitching too much to the base, he is leaving behind the centrist voters who shift between parties from election to election and, I believe, will be the key factor deciding the 2024 race.

I’ve spent decades looking at the behavior of swing voters and how candidates appeal to them, including for Bill Clinton’s re-election campaign in 1996. If Mr. Biden wants to serve another four years, he has to stop being dragged to the left and chart a different course closer to the center that appeals to those voters who favor bipartisan compromises to our core issues, fiscal discipline and a strong America.

People usually assume that turning out so-called base voters in an election matters most, since swing voters are fewer in number. And it’s true that in today’s polarized environment, Mr. Biden and Mr. Trump have about 40 percent of voters each and nothing will change those people’s minds. But in that remaining 20 percent of the electorate, voters have disproportionate power because of their potential to switch. It’s simple math: Take a race tied in the run-up 5 to 5. If one voter swings, the tally becomes 6 to 4. Two voters would then need to be turned out just to tie it up, and a third one would be needed to win.

The simple power of this math — which drove the campaigns of Mr. Clinton (with his message about “building a bridge to the 21st century”), George W. Bush (“compassionate conservatism”) and Barack Obama (“hope and change”) — has been obscured, undoubtedly by base groups like unions or PACs that have a vested interest in maintaining their sway and power. Take Michigan, a battleground state where Mr. Trump has led Mr. Biden by as many as three percentage points in the past month. To overcome that gap, Mr. Biden would need to bring out nearly 250,000 additional voters (3 percent of more than eight million registered voters) just to tie it up in a state that has already achieved a record of over 70 percent turnout in a presidential year. Or Mr. Biden could switch just 125,000 swing voters and win.

Despite this math, scared candidates are, in my experience, easily sold the idea that the Democratic base or Republican base is going to stay home in November unless they are constantly fed what they want to hear. One call from the head of a religious group, a civil rights group, a labor group and others (often called the groups), and fear runs through a campaign. A New York Times article this winter about Black pastors warning the Biden White House that his Gaza war policy could imperil re-election is a good example. Maybe if Mr. Biden were running against a well-liked centrist opponent, concern could be justified. But during a fall election against Mr. Trump, the final month of this campaign is going to see a frenzy of get-out-the-vote efforts, and I doubt the Democratic base is going to sit idly by at the thought of the Trump limo cruising up Pennsylvania Avenue. The reality is that swing voters in battleground states who are upset about immigration, inflation and what they see as extreme climate policies and weakness in foreign affairs are likely to put Mr. Trump back in office if they are not blunted.

Consider some Democratic electoral history. Mr. Biden got 81 percent of the vote in the Michigan Democratic presidential primary in February. He got roughly similar percentages in the Colorado, Texas and Massachusetts primaries — not too far below other incumbent presidents with a weak job rating. And yet for months, liberal commentators and activists pointed to the Michigan protest vote as proof that he is doomed in November over his Israel stance. But Michigan was hardly a repeat of the 1968 New Hampshire primary that effectively ended Lyndon Johnson’s re-election bid; Eugene McCarthy got 42 percent, and that was a truly sizable protest.

I believe most of the 101,000 uncommitted votes that Mr. Biden lost in Michigan will come home in the end because they have nowhere else to go and the threat Mr. Trump poses will become clearer and scarier in the next six months. But regardless, there’s a much bigger opportunity for Mr. Biden if he looks in the other direction. Mr. Trump lost nearly 300,000 votes to Nikki Haley in the Michigan Republican primary. These people are in the moderate center, and many of them could be persuaded to vote for Mr. Biden if he fine-tuned his message to bring them in. And remember to multiply by two: Persuading those 300,000 Republicans to cross party lines would have the equivalent force of turning out 600,000 Democrats. The same math applies to other battleground states, like Pennsylvania, where 158,000 people voted for Ms. Haley instead of Mr. Trump in the Republican primary, even though she dropped out seven weeks earlier.

Unfortunately, Mr. Biden is not reaching out to moderate voters with policy ideas or a strong campaign message. He is not showing clear evidence of bringing in large numbers of swing voters in the battleground states at this point. Those swing voters look for fiscal restraint without tax increases, climate policies that still give people a choice of cars and fuels and immigration policies that are compassionate to those who are here but close the borders. The balanced budget remains one of the single strongest measures that swing and other voters want. Mr. Clinton’s efforts to balance the budget set off the revolution that resulted in an eight-point win, even with third-party candidates in 1996, and catapulted his job approval ratings to above 70 percent. Instead of pivoting to the center when talking to 32 million people tuned in to his State of the Union address, Mr. Biden doubled down on his base strategy with hits like class warfare attacks on the rich and big corporations, big tax increases, student loan giveaways and further expansions of social programs despite a deficit of more than $1.1 trillion. The results quickly dissipated.

Mr. Biden’s campaign has fundamentally miscalculated on Israel. Those Haley voters are strong defense voters who would back our ally Israel unreservedly and, I believe, want to see a president who would put maximum pressure on Hamas to release hostages. By pandering to base voters with no choice, Biden is pushing the Haley vote to Mr. Trump, and so his first instincts on Israel were both good policy and good politics. Eighty-four percent of independents surveyed said they supported Israel more than Hamas in the conflict, and 63 percent said they believed a cease-fire should occur only after the hostages have been released. The more Mr. Biden has pandered to the left by softening his support of Israel, the weaker he looks, and the more his foreign policy ratings have declined. Rather than pull decisively away from Israel, Mr. Biden should instead find a plan that enables Israel to go into Rafah and that has enough precautions for Rafah’s civilians so the American president can back it.

At this point, Mr. Biden also needs to give a serious speech on the issues of crime and immigration and what they are doing to our inner cities. He has to combine policies of fair policing and treatment of DACA recipients with tougher crime and immigration policies. Seventy-eight percent of independents polled said they wanted the Biden administration to make it tougher to get into the United States illegally, but 63 percent said they ultimately wanted compromise legislation that strengthens the border while giving DACA recipients a path to citizenship. On crime, despite many violent crime metrics returning to their pre-Covid levels last year, voters have been more worried than ever. Eighty-three percent of voters said they wanted shoplifting laws to be enforced strictly , and 69 percent said they supported Justice Department intervention against city district attorneys who are pulling back prosecution of violent offenders. Mr. Biden has to be more responsive to these concerns.

Mr. Biden’s energy policies, especially his push for more electric vehicles, are not popular, either. Fifty-nine percent of Americans said they opposed the mandate that half of cars sold in the United States by 2030 be electric. In Michigan, Mr. Trump has identified a potentially killer strategy by going around telling autoworkers that electric vehicles will destroy their jobs. Unlike foreign policy issues, threats concerning the loss of auto industry jobs could directly affect hundreds of thousands of voters in Michigan.

The 2024 election is a rematch, but Mr. Biden should not assume that he will get the same result as he did in 2020 in Michigan, Pennsylvania, Arizona, Georgia and other battleground states by running the same playbook. This time around, he is seen as older, and the assessment of the job that he has done is in negative territory. While he won’t get any younger, he could still move more to the center, vacuum up swing voters who desperately want to reject Mr. Trump, strengthen his image as a leader by destroying Hamas and rally the base at the end. But that means first pushing back against the base rather than pandering to it and remembering that when it comes to the math of elections, swing is king.
