India is a large country with a large population. The rural population of India is a significant aspect of Indian society and reflects actual India. People of this rural populace have to face many issues to get any kind of information about government schemes and due to lack of information; they cannot get benefits from those schemes. This study will help them to complete this procedure at the tip of their finger on their mobile phones or computer and save their precious time and cost. This research mainly focuses on rural areas such as “Gram-Panchayat” which is located on the West Bank of Gujarat state, Porbandar district. In this research, the researcher mainly emphasizes two types of data those are primary and secondary as a part of the research methodology. Both the Reliability and Hypothesis tests significantly apply to primary data. This will lead to a better e-governance framework.

A Critical Study of eGovernance Implementation by Local Self-government in Kolhapur District of Maharashtra, India: A Literature Review

eGovernance can be defined as “a government structure which is efficient and effective and is duly controlled by citizens” (Bedi et al, 2001). Perri 6 (2004) states e-governance tools can “be used to sustain…the important elements of accountability and tension that a liberal democratic order requires”. Within the same context, egovernance aims to promote policy making, however egovernment requires the use of e-democracy.On the other hand, e-government means “exploiting the power of information and communications technology to help transform the accessibility, quality and cost-effectiveness of public services” E-government also relates to the relationship between citizens and those in power. To increase accountability and empowerment, the use of e-government is vital, in order to achieve citizen participation. The topic of egovernment and e-governance has become increasingly acknowledged over the last few years, and many governments desire for online services. However developing countries are disadvantaged due to lack of capital and knowledge of the internet and Information Technology. Developing countries are more likely to have corrupting governments, thus restricting the level of ICTs within the country. However with organisations from developed countries, implementation of programmes produces effective results; the degree of corruption is reduced and democracy heightens. It is also important to mention, even developed countries are confronted by issues such as how to structure their e-government. Researcher has reviewed some previous literature related to the eGovernance insome developing and developed countries and India. eGovernance is playing very vital role in social and economic development of various segments of the society. Their role to uplift the various area is multidimensional, so it was a challenging subject for the research study. The covered studies discover facts, knowledge, trend, practices and other elements in society, government and related aspects of egovernance. for Local Self Government.

The progress in Information and Communications Technology (ICT) has enhanced effective communication, efficient storage and retrieval of data, as well as exchange of information to its users, be they individuals, groups, organizations or governments. What had begun as a faster,accurate and simpler means of word processing, has gradually lent itself to being used as a tool for processing and tabulating data for decision making. With growing computerization and increased internet connectivity, this process has presently reached a stage where more and more users are motivated to change their ways of doing things in order to harness the advantages of technological innovation. In other words, this has led to business process re-engineering. So far as government organizations are concerned, the coming together of computerization and internet connectivity in association with process reengineering, promises better processing of information leading to effective decision making, greater reach, accountability, better utilization of resources and overall good governance. In the case of citizens, it holds the promise of enhanced access to government information, efficient service delivery and transparency. Government organizations are expected to be transparent in their functioning, accountable for their activities and faster in their responses. This has made the use of ICT imperative in any agenda drawn towards achieving good governance. Good governance is generally characterised by participation, transparency and accountability. It has also led to the realization that such technologies could be used to achieve a wide range of objectives and lead to faster and more equitable development with a wider reach. In its Fourth Report entitled ‘Ethics in Governance’ the second administrative reforms commission of India, had clearly stated that the tools of modern technology such as information and communications technology (ICT) should be used to transform the relationship of the government with its constituents, citizens and businesses, and also between its own agencies. While recognizing the potential of ICT in transforming and redefining processes and systems of governance, the commission had suggested that e- Governance is the logical next step in the use of ICT in governance, in order to ensure wider participation and deeper involvement of citizens, institutions, civil society groups and the private sector in the decision making process of governance (Planning Commission, 2001). Hence the purpose of implementing e-governance is to enhance good governance. The recent advances in communication technologies provide opportunities to transform the relationship between governments and citizens in a new way, thus contributing to the achievement of good governance goals. The use of information technology can increase the broad involvement of citizens in the process of governance at all levels by providing the possibility of on-line discussion groups, continuous feedback to government and development of effective of pressure groups.

Prologue Good governance is essential in every society as it underlines progress. Information Communication Technologies (ICTs) support the process of good governance. In the past decade, governments all over the world have discovered the use of technologies for engaging citizens to participate in governance as well as facilitate good governance. Numerous initiatives have been undertaken by the partnership of private sector and governments, as the use of ICTs have accentuated transparency in governments and empowered citizens. The use of ICTs in governance has lead to the growth of the paradigm better known as e-governance. Lately, to extend the delivery of e-governance, the use of cloud computing has been explored by many governments around the world. Cloud based governance is regarded as a platform for sustainable inclusive growth, particularly in developing nations where the reach needs to be extend to every citizen and upfront costs need to be low. Cloud computing is a delivery mechanism for e-governance services and every nation is gearing to leverage this platform for sustainable growth. This book contains 33 papers that reflect the progress of e-governance in terms of conceptual frameworks, innovations, implementation and evaluations of existing policies and practices-as the paradigm reaches the state of cloud based delivery. We believe that this book will be beneficial to academia to further research, governments to evaluate policies and implement best practices; and industry sectors to consider innovations, for a cloud-ready e-governance services.

The adoption and benefits of cloud computing services in various government ministry/department projects can help support the government’s decision-making processes in relation to a wide variety of issues by providing a more effective integrated working environment. Internally, it improves the operational efficiency of the government and, externally, it provides effective services to citizens anywhere at anytime. Its dynamic nature can maintain uniformity of services across the nation by providing better services in all e-governance projects. It allows people to access data and computer resources, and, in this digital economy, data is considered a nation’s asset and fuel for the economy. Being one of the marvels of “Gandhi engineering”, cloud computing can instantly collect and transmit data from multiple sources, from various sectors and various domains, including socio-economic aspects, health, sanitation, etc. The government or policy maker can convert this data into information and knowledge which can drive the government to make qualitative decisions and take action.

— Citizens across the world are constantly innovating new mechanisms of holding their governments accountable for their actions. One such mechanism that is gaining popularity in developing countries is E-governance. Using two case studies of Online Public Grievance Redressal Mechanism (OPGRM), namely Online Complaint Management System (OCMS) in the city of Mumbai and eGovernments Foundation's Public Grievance Redressal mechanism (eGov-PGR) operational in the city of Bangalore, this paper seeks answer to the questions – can accountability be mainstreamed in e-governance initiatives? Can citizens use e-governance initiatives to hold government officials accountable? An extensive review of literature including evaluation reports, official documents, WebPages, and news reports were undertaken in order to situate each of these cases in relation to the theoretical framework. Interview with government officials using this system were also interviewed. This paper concludes that there are definite improvements in the answerability element of accountability such as time-bound redressal of complaints, better internal accountability through automatic escalation, clear performance standards and easier access to information. However, enforcement aspect of accountability is very much lacking due to the absence of a performance or incentive based system of these bureaucracies and insufficient monitoring by other accounting agencies. For policy makers and systems architects, this paper recommends the strengthening of horizontal accountability mechanisms, increase in transparency of complaint related information to general public and aligning e-governance with larger public management reforms as key factors that could improve the use of e-governance to strengthen accountability relationship between citizens and the public service providers.

"The Ministry of Communication and Information Technology approached the International Telecommunications Union with a request to independently assess the impact of one of its flagship programmes under the National e-Governance Plan, the Common Services Centres, with a view to strengthen its outreach to citizens and to improve its efficiency by bringing about mid course corrections. This report submitted by the International Telecommunications Union aims at presenting recommendations to the Department of Electronics and Information Technology (DeitY), the main implementer of the programme, and to other actors in the telecentre ecosystem in India as a means to enhance their work practices and to ensure that the overall objectives of the programme are achieved. This study, by no means, aims to pronounce a verdict on the Common Services Centres programme of the DeitY. However, it aims at highlighting areas of concern and offering potential remedies that could be undertaken, while also appreciating the achievements of the programme in the making."

Corruption prevailed throughout the ages so also the strategies to contain. However, late last century marked the beginning of a new era in which actors have started to discuss the impact of corruption, thanks to efforts by some global institutions, such as the World Bank, Transparency International, the Open Society Institute and the UNDP. Attempts to highlight the problems associated with corruption and bribing have not only brought the issue on the global agenda, but have witnessed some path-breaking solutions. Of late, thanks to the efforts of the UN organizations, the ill effects of corruption are discussed in the light of human development, and the freedom and choices offered to individuals and their capacity to enjoy these. No doubt corruption cripples everyone, but more so, the least served and the most marginalized in societies within the developing nations. The advent of Information and Communication Technologies do provide an opportunity to prevail over corrupt practices, but the main challenge is the willpower of the governments to take advantage of this unique opportunity, rather than missing it. The paper examines the intrinsic relationship between corruption and human development while presenting an overview of the role of ICTs, especially e-governance as means to improve human conditions and prevent corrupt practices. More than 100 such e-governance efforts enlisted in this paper highlight best practices at both small as well as large scales, sometimes also at a pan-national level. The paper suggests that the hype around ICTs, especially about their role in containing corruption does need some serious thinking and a joint effort by the government departments that intend to introduce e-governance with a view to reducing corruption. The author concludes with a simple but doable five point agenda for successful implementation of e-governance programs that can provide a good foundation for a long-term public-private partnership program that places the common people at the helms of anticorruption efforts.
