Module 4: Organizing and Outlining

Outlining your speech.

Most speakers and audience members would agree that an organized speech is both easier to present as well as more persuasive. Public speaking teachers especially believe in the power of organizing your speech, which is why they encourage (and often require) that you create an outline for your speech. Outlines , or textual arrangements of all the various elements of a speech, are a very common way of organizing a speech before it is delivered. Most extemporaneous speakers keep their outlines with them during the speech as a way to ensure that they do not leave out any important elements and to keep them on track. Writing an outline is also important to the speechwriting process since doing so forces the speakers to think about the main points and sub-points, the examples they wish to include, and the ways in which these elements correspond to one another. In short, the outline functions both as an organization tool and as a reference for delivering a speech.

There are two types of outlines. The first outline you will write is called the preparation outline . Also called a working, practice, or rough outline, the preparation outline is used to work through the various components of your speech in an inventive format. Stephen E. Lucas [1] put it simply: “The preparation outline is just what its name implies—an outline that helps you prepare the speech” (p. 248). When writing the preparation outline, you should focus on finalizing the purpose and thesis statements, logically ordering your main points, deciding where supporting material should be included, and refining the overall organizational pattern of your speech. As you write the preparation outline, you may find it necessary to rearrange your points or to add or subtract supporting material. You may also realize that some of your main points are sufficiently supported while others are lacking. The final draft of your preparation outline should include full sentences, making up a complete script of your entire speech. In most cases, however, the preparation outline is reserved for planning purposes only and is translated into a speaking outline before you deliver the speech.

A speaking outline is the outline you will prepare for use when delivering the speech. The speaking outline is much more succinct than the preparation outline and includes brief phrases or words that remind the speakers of the points they need to make, plus supporting material and signposts. [2] The words or phrases used on the speaking outline should briefly encapsulate all of the information needed to prompt the speaker to accurately deliver the speech. Although some cases call for reading a speech verbatim from the full-sentence outline, in most cases speakers will simply refer to their speaking outline for quick reminders and to ensure that they do not omit any important information. Because it uses just words or short phrases, and not full sentences, the speaking outline can easily be transferred to index cards that can be referenced during a speech.

Outline Structure

Because an outline is used to arrange all of the elements of your speech, it makes sense that the outline itself has an organizational hierarchy and a common format. Although there are a variety of outline styles, generally they follow the same pattern. Main ideas are preceded by Roman numerals (I, II, III, etc.). Sub-points are preceded by capital letters (A, B, C, etc.), then Arabic numerals (1, 2, 3, etc.), and finally lowercase letters (a, b, c, etc.). Each level of subordination is also differentiated from its predecessor by indenting a few spaces. Indenting makes it easy to find your main points, sub-points, and the supporting points and examples below them. Since there are three sections to your speech— introduction, body, and conclusion— your outline needs to include all of them. Each of these sections is titled and the main points start with Roman numeral I.

Title: Organizing Your Public Speech

Topic: Organizing public speeches

Specific Purpose Statement: To inform listeners about the various ways in which they can organize their public speeches.

Thesis Statement: A variety of organizational styles can used to organize public speeches.

Introduction Paragraph that gets the attention of the audience, establishes goodwill with the audience, states the purpose of the speech, and previews the speech and its structure.

I. Main point

A. Sub-point B. Sub-point C. Sub-point

1. Supporting point 2. Supporting point

Conclusion Paragraph that prepares the audience for the end of the speech, presents any final appeals, and summarizes and wraps up the speech.

Bibliography

In addition to these formatting suggestions, there are some additional elements that should be included at the beginning of your outline: the title, topic, specific purpose statement, and thesis statement. These elements are helpful to you, the speechwriter, since they remind you what, specifically, you are trying to accomplish in your speech. They are also helpful to anyone reading and assessing your outline since knowing what you want to accomplish will determine how they perceive the elements included in your outline. Additionally, you should write out the transitional statements that you will use to alert audiences that you are moving from one point to another. These are included in parentheses between main points. At the end of the outlines, you should include bibliographic information for any outside resources you mention during the speech. These should be cited using whatever citations style your professor requires. The textbox entitled “Outline Formatting Guide” provides an example of the appropriate outline format.

Preparation Outline

This chapter contains the preparation and speaking outlines for a short speech the author of this chapter gave about how small organizations can work on issues related to climate change (see appendices). In this example, the title, specific purpose, thesis, and list of visual aids precedes the speech. Depending on your instructor’s requirements, you may need to include these details plus additional information. It is also a good idea to keep these details at the top of your document as you write the speech since they will help keep you on track to developing an organized speech that is in line with your specific purpose and helps prove your thesis. At the end of the chapter, in Appendix A, you can find a full length example of a Preparation (Full Sentence) Outline.

Speaking Outline

In Appendix B, the Preparation Outline is condensed into just a few short key words or phrases that will remind speakers to include all of their main points and supporting information. The introduction and conclusion are not included since they will simply be inserted from the Preparation Outline. It is easy to forget your catchy attention-getter or final thoughts you have prepared for your audience, so it is best to include the full sentence versions even in your speaking outline.

Once you have prepared the outline and are almost ready to give your speech, you should decide how you want to format your outline for presentation. Many speakers like to carry a stack of papers with them when they speak, but others are more comfortable with a smaller stack of index cards with the outline copied onto them. Moreover, speaking instructors often have requirements for how you should format the speaking outline. Whether you decide to use index cards or the printed outline, here are a few tips. First, write large enough so that you do not have to bring the cards or pages close to your eyes to read them. Second, make sure you have the cards/pages in the correct order and bound together in some way so that they do not get out of order. Third, just in case the cards/pages do get out of order (this happens too often!), be sure that you number each in the top right corner so you can quickly and easily get things organized. Fourth, try not to fiddle with the cards/pages when you are speaking. It is best to lay them down if you have a podium or table in front of you. If not, practice reading from them in front of a mirror. You should be able to look down quickly, read the text, and then return to your gaze to the audience.

Do you have a speech coming up soon, but don’t know where to start when it comes to writing it?

The best way to start writing your speech is to first write an outline.

While to some, an outline may seem like an unnecessary extra step — after giving hundreds of speeches in my own career, I can assure you that first creating a speech outline is truly the best way to design a strong presentation that your audience will remember.

Should I Write A Speech Outline?

You might be wondering if you should really bother with a preparation outline. Is a speaking outline worth your time, or can you get through by just keeping your supporting points in mind?

Again, I highly recommend that all speakers create an outline as part of their speechwriting process. This step is an extremely important way to organize your main ideas and all the various elements of your speech in a way that will command your audience’s attention.

Good public speaking teachers will agree that an outline—even if it’s a rough outline—is the easiest way to propel you forward to a final draft of an organized speech that audience members will love.

Here are a few of the biggest benefits of creating an outline before diving straight into your speech.

Gain More Focus

By writing an outline, you’ll be able to center the focus of your speech where it belongs—on your thesis statement and main idea.

Remember, every illustration, example, or piece of information you share in your speech should be relevant to the key message you’re trying to deliver. And by creating an outline, you can ensure that everything relates back to your main point.

Keep Things Organized

Your speech should have an overall organizational pattern so that listeners will be able to follow your thoughts. You want your ideas to be laid out in a logical order that’s easy to track, and for all of the speech elements to correspond.

An outline serves as a structure or foundation for your speech, allowing you to see all of your main points laid out so you can easily rearrange them into an order that makes sense for easy listening.

Create Smoother Transitions

A speaking outline helps you create smoother transitions between the different parts of your speech.

When you know what’s happening before and after a certain section, it will be easy to accurately deliver transitional statements that make sense in context. Instead of seeming like several disjointed ideas, the parts of your speech will naturally flow into each other.

Save Yourself Time

An outline is an organization tool that will save you time and effort when you get ready to write the final draft of your speech. When you’re working off of an outline to write your draft, you can overcome “blank page syndrome.”

It will be much easier to finish the entire speech because the main points and sub-points are already clearly laid out for you.

Your only job is to finish filling everything in.

Preparing to Write A Speech Outline

Now that you know how helpful even the most basic of speech outlines can be in helping you write the best speech, here’s how to write the best outline for your next public speaking project.

How Long Should A Speech Outline Be?

The length of your speech outline will depend on the length of your speech. Are you giving a quick two-minute talk or a longer thirty-minute presentation? The length of your outline will reflect the length of your final speech.

Another factor that will determine the length of your outline is how much information you actually want to include in the outline. For some speakers, bullet points of your main points might be enough. In other cases, you may feel more comfortable with a full-sentence outline that offers a more comprehensive view of your speech topic.

The length of your outline will also depend on the type of outline you’re using at any given moment.

Types of Outlines

Did you know there are several outline types? Each type of outline is intended for a different stage of the speechwriting process. Here, we’re going to walk through:

  • Working outlines
  • Full-sentence outlines
  • Speaking outlines

Working Outline

Think of your working outline as the bare bones of your speech—the scaffolding you’re using as you just start to build your presentation. To create a working outline, you will need:

  • A speech topic
  • An idea for the “hook” in your introduction
  • A thesis statement
  • 3-5 main points (each one should make a primary claim that you support with references)
  • A conclusion

Each of your main points will also have sub-points, but we’ll get to those in a later step.

The benefit of a working outline is that it’s easy to move things around. If you think your main points don’t make sense in a certain order—or that one point needs to be scrapped entirely—it’s no problem to make the needed changes. You won’t be deleting any of your prior hard work because you haven’t really done any work yet.

Once you are confident in this “skeleton outline,” you can move on to the next, where you’ll start filling in more detailed information.

Full-sentence outline

As the name implies, your full-sentence outline contains full sentences. No bullet points or scribbled, “talk about x, y, z here.” Instead, research everything you want to include and write out the information in full sentences.

Why is this important? A full-sentence outline helps ensure that you are:

  • Including all of the information your audience needs to know
  • Organizing the material well
  • Staying within any time constraints you’ve been given

Don’t skip this important step as you plan your speech.

Speaking outline

The final type of outline you’ll need is a speaking outline. When it comes to the level of detail, this outline is somewhere in between your working outline and a full-sentence outline. 

You’ll include the main parts of your speech—the introduction, main points, and conclusion. But you’ll add a little extra detail about each one, too. This might be a quote that you don’t want to misremember or just a few words to jog your memory of an anecdote to share.

When you actually give your speech, this is the outline you will use. It might seem like it makes more sense to use your detailed full-sentence outline up on stage. However, if you use this outline, it’s all too easy to fall into the trap of reading your speech—which is not what you want to do. You’ll likely sound much more natural if you use your speaking outline.

How to Write A Speech Outline

We’ve covered the types of outlines you’ll work through as you write your speech. Now, let’s talk more about how you’ll come up with the information to add to each outline type.

Pick A Topic

Before you can begin writing an outline, you have to know what you’re going to be speaking about. In some situations, you may have a topic given to you—especially if you are in a public speaking class and must follow the instructor’s requirements. But in many cases, speakers must come up with their own topic for a speech.

Consider your audience and what kind of educational, humorous, or otherwise valuable information they need to hear. Your topic and message should of course be highly relevant to them. If you don’t know your audience well enough to choose a topic, that’s a problem.

Your audience is your first priority. If possible, however, it’s also helpful to choose a topic that appeals to you. What’s something you’re interested in and/or knowledgeable about? 

It will be much easier to write a speech on a topic you care about rather than one you don’t. If you can come up with a speech topic that appeals to your audience and is interesting to you, that’s the sweet spot for writing and delivering an unforgettable speech.

Write A Thesis Statement

The next step is to ask yourself two important questions:

  • What do you want your audience to take away from your speech?
  • How will you communicate this main message?

The key message of your speech can also be called your “thesis statement.”

Essentially, this is your main point—the most important thing you hope to get across.

You’ll most likely actually say your thesis statement verbatim during your speech. It should come at the end of your introduction. Then, you’ll spend the rest of your talk expanding on this statement, sharing more information that will prove the statement is true.

Consider writing your thesis statement right now—before you begin researching or outlining your speech. If you can refer back to this statement as you get to work, it will be much easier to make sure all of the elements correspond with each other throughout your speech.

An example of a good thesis statement might read like this:

  • Going for a run every day is good for your health.
  • It’s important to start saving for retirement early.
  • The COVID-19 pandemic had a negative impact on many small businesses.

The second part of this step is to know how you will communicate your main message . For example, if your key point is that running improves physical health, you might get this across by:

  • Citing scientific studies that proved running is good for your health
  • Sharing your personal experience of going for a run every day

Your goal is for all of your sub-points and supporting material to reflect and support your main point. At the end of the speech, your audience should be appropriately motivated, educated, or convinced that your thesis statement is true.

Once you have a topic for your presentation and a good thesis statement, you can move on to the bulk of the outline.

The first part of your speech is the introduction, which should include a strong “hook” to grab the attention of your audience. There are endless directions you can go to create this hook. Don’t be afraid to get creative! You might try:

  • Telling a joke
  • Sharing an anecdote
  • Using a prop or visual aid
  • Asking a question (rhetorical or otherwise)

These are just a few examples of hooks that can make your audience sit up and take notice.

The rest of your introduction shouldn’t be too long—as a general rule of thumb, you want your introduction to take up about 10% of your entire speech. But there are a few other things you need to say.

Briefly introduce yourself and who you are to communicate why the audience should trust you. Mention why you’re giving this speech. 

Explain that you’re going to cover X main points—you can quickly list them—and include your thesis statement. 

You could also mention how long your speech will be and say what your audience will take away from it (“At the end of our 15 minutes together today, you’ll understand how to write a resume”).

Then smoothly transition into the body of your speech.

Next, you’ll write the body of your speech. This is the bulk of your presentation. It will include your main points and their sub-points. Here’s how this should look:

Your subpoints might be anecdotes, visual aids, or studies. However you decide to support your main points, make them memorable and engaging. Nobody wants to sit and listen to you recite a dry list of facts.

Remember, the amount of detail you include right now will depend on which outline you’re on. Your first outline, or working outline, doesn’t have to include every last little detail. Your goal is to briefly encapsulate all of the most important elements in your speech. 

But beyond that, you don’t need to write down every last detail or example right now. You don’t even have to write full sentences at this point. That will come in your second outline and other future drafts.

Your conclusion should concisely summarize the main points of your speech. You could do this by saying, “To recap as I finish up, today we learned…” and reiterate those primary points.

It’s also good to leave the audience with something to think about and/or discuss. Consider asking them a question that expands on your speech—something they can turn over in their minds the rest of the day. 

Or share one final story or quote that will leave them with lasting inspiration. Bonus points if your conclusion circles back around to your introduction or hook.

In other cases, you may want to end with a call to action. Are you promoting something? Make sure your audience knows what it is, how it will benefit them, and where they can find it. Or, your CTA might be as simple as plugging your Twitter handle and asking listeners to follow you.

Finally, don’t forget to say thank you to your audience for taking the time to listen.

Additional Helpful Speechwriting Tips

Your speech outline is important, but it’s not the only thing that goes into preparing to give a presentation. Take a look at these additional tips I recommend to help your speech succeed.

Use Visual Aids

Visual aids are a good way to make sure your audience stays engaged—that they listen closely, and remember what you said. Visual aids serve as an attention-getter for people who may not be listening closely. These aids also ensure that your points are sufficiently supported.

You might choose to incorporate any of the following in your talk:

  • A PowerPoint presentation
  • A chart or graph
  • A whiteboard or blackboard
  • A flip chart
  • A prop that you hold or interact with

Don’t overdo it. Remember, your speech is the main thing you’re presenting. Any visual aids are just that—aids. They’re a side dish, not the main entrée. Select one primary type of aid for your speech.

If you decide to include visual aids, use your speaking outline to make a note of which items you will incorporate where. You may want to place these items on your working outline. They should definitely be on your full-sentence outline.

Keep Your Audience Engaged

As you write and practice your speech, make sure you’re doing everything you can to keep your audience engaged the entire time. We’ve already talked about including stories and jokes, using visual aids, or asking questions to vary your talk and make it more interesting.

Your body language is another important component of audience engagement. Your posture should be straight yet relaxed, with shoulders back and feet shoulder-width apart. Keep your body open to the audience.

Make eye contact with different people in the audience. Incorporate hand gestures that emphasize certain points or draw attention to your visual aids.

Don’t be afraid to move around whatever space you have. Movement is especially helpful to indicate a clearer transition from one part of your speech to another. And smile! A simple smile goes a long way to help your audience relax.

Practice Your Speech

When you’re done with speechwriting, it’s time to get in front of the mirror and practice. Pay attention to your body language, gestures, and eye contact. 

Practice working with any visual aids or props you will be using. It’s also helpful to make a plan B—for instance, what will you do if the projector isn’t working and you can’t use your slides?

Ask a friend or family member if you can rehearse your speech for them. When you’re through, ask them questions about which parts held their attention and which ones didn’t.

You should also use your speaking outline and whatever other notes you’ll be using in your speech itself. Get used to referring to this outline as you go. But remember, don’t read anything verbatim (except maybe a quote). Your speaking outline is simply a guide to remind you where you’re going.

Learn to Speak Like A Leader

There’s a lot of work that goes into writing a speech outline. That’s undeniable. But an outline is the best way to organize and plan your presentation. When your speech outline is ready, it will be a breeze to write and then present your actual speech.

Whether in a work meeting or at an investor panel, you might give a speech at some point. And no matter how excited you are about the opportunity, the experience can be nerve-wracking . 

But feeling butterflies doesn’t mean you can’t give a great speech. With the proper preparation and a clear outline, apprehensive public speakers and natural wordsmiths alike can write and present a compelling message. Here’s how to write a good speech you’ll be proud to deliver.

What is good speech writing?

Good speech writing is the art of crafting words and ideas into a compelling, coherent, and memorable message that resonates with the audience. Here are some key elements of great speech writing:

  • It begins with clearly understanding the speech's purpose and the audience it seeks to engage. 
  • A well-written speech clearly conveys its central message, ensuring that the audience understands and retains the key points. 
  • It is structured thoughtfully, with a captivating opening, a well-organized body, and a conclusion that reinforces the main message. 
  • Good speech writing embraces the power of engaging content, weaving in stories, examples, and relatable anecdotes to connect with the audience on both intellectual and emotional levels. 

Ultimately, it is the combination of these elements, along with the authenticity and delivery of the speaker , that transforms words on a page into a powerful and impactful spoken narrative.

What makes a good speech?

A great speech includes several key qualities, but three fundamental elements make a speech truly effective:

Clarity and purpose

Remembering the audience, cohesive structure.

While other important factors make a speech a home run, these three elements are essential for writing an effective speech.

The main elements of a good speech

The main elements of a speech typically include:

  • Introduction: The introduction sets the stage for your speech and grabs the audience's attention. It should include a hook or attention-grabbing opening, introduce the topic, and provide an overview of what will be covered.
  • Opening/captivating statement: This is a strong statement that immediately engages the audience and creates curiosity about the speech topics.
  • Thesis statement/central idea: The thesis statement or central idea is a concise statement that summarizes the main point or argument of your speech. It serves as a roadmap for the audience to understand what your speech is about.
  • Body: The body of the speech is where you elaborate on your main points or arguments. Each point is typically supported by evidence, examples, statistics, or anecdotes. The body should be organized logically and coherently, with smooth transitions between the main points.
  • Supporting evidence: This includes facts, data, research findings, expert opinions, or personal stories that support and strengthen your main points. Well-chosen and credible evidence enhances the persuasive power of your speech.
  • Transitions: Transitions are phrases or statements that connect different parts of your speech, guiding the audience from one idea to the next. Effective transitions signal the shifts in topics or ideas and help maintain a smooth flow throughout the speech.
  • Counterarguments and rebuttals (if applicable): If your speech involves addressing opposing viewpoints or counterarguments, you should acknowledge and address them. Presenting counterarguments makes your speech more persuasive and demonstrates critical thinking.
  • Conclusion: The conclusion is the final part of your speech and should bring your message to a satisfying close. Summarize your main points, restate your thesis statement, and leave the audience with a memorable closing thought or call to action.
  • Closing statement: This is the final statement that leaves a lasting impression and reinforces the main message of your speech. It can be a call to action, a thought-provoking question, a powerful quote, or a memorable anecdote.
  • Delivery and presentation: How you deliver your speech is also an essential element to consider. Pay attention to your tone, body language, eye contact , voice modulation, and timing. Practice and rehearse your speech, and try using the 7-38-55 rule to ensure confident and effective delivery.

While the order and emphasis of these elements may vary depending on the type of speech and audience, these elements provide a framework for organizing and delivering a successful speech.

How to structure a good speech

You know what message you want to transmit, who you’re delivering it to, and even how you want to say it. But you need to know how to start, develop, and close a speech before writing it. 

Think of a speech like an essay. It should have an introduction, conclusion, and body sections in between. This places ideas in a logical order that the audience can better understand and follow them. Learning how to make a speech with an outline gives your storytelling the scaffolding it needs to get its point across.

Here’s a general speech structure to guide your writing process:

  • Explanation 1
  • Explanation 2
  • Explanation 3

How to write a compelling speech opener

Some research shows that engaged audiences pay attention for only 15 to 20 minutes at a time. Other estimates are even lower, citing that people stop listening intently in fewer than 10 minutes . If you make a good first impression at the beginning of your speech, you have a better chance of interesting your audience through the middle when attention spans fade. 

Implementing the INTRO model can help grab and keep your audience’s attention as soon as you start speaking. This acronym stands for interest, need, timing, roadmap, and objectives, and it represents the key points you should hit in an opening. 

Here’s what to include for each of these points: 

  • Interest : Introduce yourself or your topic concisely and speak with confidence . Write a compelling opening statement using relevant data or an anecdote that the audience can relate to.
  • Needs : The audience is listening to you because they have something to learn. If you’re pitching a new app idea to a panel of investors, those potential partners want to discover more about your product and what they can earn from it. Read the room and gently remind them of the purpose of your speech. 
  • Timing : When appropriate, let your audience know how long you’ll speak. This lets listeners set expectations and keep tabs on their own attention span. If a weary audience member knows you’ll talk for 40 minutes, they can better manage their energy as that time goes on. 
  • Routemap : Give a brief overview of the three main points you’ll cover in your speech. If an audience member’s attention starts to drop off and they miss a few sentences, they can more easily get their bearings if they know the general outline of the presentation.
  • Objectives : Tell the audience what you hope to achieve, encouraging them to listen to the end for the payout. 

Writing the middle of a speech

The body of your speech is the most information-dense section. Facts, visual aids, PowerPoints — all this information meets an audience with a waning attention span. Sticking to the speech structure gives your message focus and keeps you from going off track, making everything you say as useful as possible.

Limit the middle of your speech to three points, and support them with no more than three explanations. Following this model organizes your thoughts and prevents you from offering more information than the audience can retain. 

Using this section of the speech to make your presentation interactive can add interest and engage your audience. Try including a video or demonstration to break the monotony. A quick poll or survey also keeps the audience on their toes. 

Wrapping the speech up

To you, restating your points at the end can feel repetitive and dull. You’ve practiced countless times and heard it all before. But repetition aids memory and learning , helping your audience retain what you’ve told them. Use your speech’s conclusion to summarize the main points with a few short sentences.

Try to end on a memorable note, like posing a motivational quote or a thoughtful question the audience can contemplate once they leave. In proposal or pitch-style speeches, consider landing on a call to action (CTA) that invites your audience to take the next step.

How to write a good speech

If public speaking gives you the jitters, you’re not alone. Roughly 80% of the population feels nervous before giving a speech, and another 10% percent experiences intense anxiety and sometimes even panic. 

The fear of failure can cause procrastination and can cause you to put off your speechwriting process until the last minute. Finding the right words takes time and preparation, and if you’re already feeling nervous, starting from a blank page might seem even harder.

But putting in the effort despite your stress is worth it. Presenting a speech you worked hard on fosters authenticity and connects you to the subject matter, which can help your audience understand your points better. Human connection is all about honesty and vulnerability, and if you want to connect to the people you’re speaking to, they should see that in you.

1. Identify your objectives and target audience

Before diving into the writing process, find healthy coping strategies to help you stop worrying . Then you can define your speech’s purpose, think about your target audience, and start identifying your objectives. Here are some questions to ask yourself and ground your thinking : 

  • What purpose do I want my speech to achieve? 
  • What would it mean to me if I achieved the speech’s purpose?
  • What audience am I writing for? 
  • What do I know about my audience? 
  • What values do I want to transmit? 
  • If the audience remembers one take-home message, what should it be? 
  • What do I want my audience to feel, think, or do after I finish speaking? 
  • What parts of my message could be confusing and require further explanation?

2. Know your audience

Understanding your audience is crucial for tailoring your speech effectively. Consider the demographics of your audience, their interests, and their expectations. For instance, if you're addressing a group of healthcare professionals, you'll want to use medical terminology and data that resonate with them. Conversely, if your audience is a group of young students, you'd adjust your content to be more relatable to their experiences and interests. 

3. Choose a clear message

Your message should be the central idea that you want your audience to take away from your speech. Let's say you're giving a speech on climate change. Your clear message might be something like, "Individual actions can make a significant impact on mitigating climate change." Throughout your speech, all your points and examples should support this central message, reinforcing it for your audience.

4. Structure your speech

Organizing your speech properly keeps your audience engaged and helps them follow your ideas. The introduction should grab your audience's attention and introduce the topic. For example, if you're discussing space exploration, you could start with a fascinating fact about a recent space mission. In the body, you'd present your main points logically, such as the history of space exploration, its scientific significance, and future prospects. Finally, in the conclusion, you'd summarize your key points and reiterate the importance of space exploration in advancing human knowledge.

5. Use engaging content for clarity

Engaging content includes stories, anecdotes, statistics, and examples that illustrate your main points. For instance, if you're giving a speech about the importance of reading, you might share a personal story about how a particular book changed your perspective. You could also include statistics on the benefits of reading, such as improved cognitive abilities and empathy.

6. Maintain clarity and simplicity

It's essential to communicate your ideas clearly. Avoid using overly technical jargon or complex language that might confuse your audience. For example, if you're discussing a medical breakthrough with a non-medical audience, explain complex terms in simple, understandable language.

7. Practice and rehearse

Practice is key to delivering a great speech. Rehearse multiple times to refine your delivery, timing, and tone. Consider using a mirror or recording yourself to observe your body language and gestures. For instance, if you're giving a motivational speech, practice your gestures and expressions to convey enthusiasm and confidence.

8. Consider nonverbal communication

Your body language, tone of voice, and gestures should align with your message . If you're delivering a speech on leadership, maintain strong eye contact to convey authority and connection with your audience. A steady pace and varied tone can also enhance your speech's impact.

9. Engage your audience

Engaging your audience keeps them interested and attentive. Encourage interaction by asking thought-provoking questions or sharing relatable anecdotes. If you're giving a speech on teamwork, ask the audience to recall a time when teamwork led to a successful outcome, fostering engagement and connection.

10. Prepare for Q&A

Anticipate potential questions or objections your audience might have and prepare concise, well-informed responses. If you're delivering a speech on a controversial topic, such as healthcare reform, be ready to address common concerns, like the impact on healthcare costs or access to services, during the Q&A session.

By following these steps and incorporating examples that align with your specific speech topic and purpose, you can craft and deliver a compelling and impactful speech that resonates with your audience.

Tools for writing a great speech

There are several helpful tools available for speechwriting, both technological and communication-related. Here are a few examples:

  • Word processing software: Tools like Microsoft Word, Google Docs, or other word processors provide a user-friendly environment for writing and editing speeches. They offer features like spell-checking, grammar correction, formatting options, and easy revision tracking.

5 tips for writing a speech

Behind every great speech is an excellent idea and a speaker who refined it. But a successful speech is about more than the initial words on the page, and there are a few more things you can do to help it land.

Here are five more tips for writing and practicing your speech:

1. Structure first, write second

If you start the writing process before organizing your thoughts, you may have to re-order, cut, and scrap the sentences you worked hard on. Save yourself some time by using a speech structure, like the one above, to order your talking points first. This can also help you identify unclear points or moments that disrupt your flow.

2. Do your homework

Data strengthens your argument with a scientific edge. Research your topic with an eye for attention-grabbing statistics, or look for findings you can use to support each point. If you’re pitching a product or service, pull information from company metrics that demonstrate past or potential successes. 

Audience members will likely have questions, so learn all talking points inside and out. If you tell investors that your product will provide 12% returns, for example, come prepared with projections that support that statement.

3. Sound like yourself

Memorable speakers have distinct voices. Think of Martin Luther King Jr’s urgent, inspiring timbre or Oprah’s empathetic, personal tone . Establish your voice — one that aligns with your personality and values — and stick with it. If you’re a motivational speaker, keep your tone upbeat to inspire your audience . If you’re the CEO of a startup, try sounding assured but approachable. 

4. Practice

As you practice a speech, you become more confident , gain a better handle on the material, and learn the outline so well that unexpected questions are less likely to trip you up. Practice in front of a colleague or friend for honest feedback about what you could change, and speak in front of the mirror to tweak your nonverbal communication and body language .

5. Remember to breathe

When you’re stressed, you breathe more rapidly . It can be challenging to talk normally when you can’t regulate your breath. Before your presentation, try some mindful breathing exercises so that when the day comes, you already have strategies that will calm you down and remain present . This can also help you control your voice and avoid speaking too quickly.

How to ghostwrite a great speech for someone else

Ghostwriting a speech requires a unique set of skills, as you're essentially writing a piece that will be delivered by someone else. Here are some tips on how to effectively ghostwrite a speech:

  • Understand the speaker's voice and style : Begin by thoroughly understanding the speaker's personality, speaking style, and preferences. This includes their tone, humor, and any personal anecdotes they may want to include.
  • Interview the speaker : Have a detailed conversation with the speaker to gather information about their speech's purpose, target audience, key messages, and any specific points they want to emphasize. Ask for personal stories or examples they may want to include.
  • Research thoroughly : Research the topic to ensure you have a strong foundation of knowledge. This helps you craft a well-informed and credible speech.
  • Create an outline : Develop a clear outline that includes the introduction, main points, supporting evidence, and a conclusion. Share this outline with the speaker for their input and approval.
  • Write in the speaker's voice : While crafting the speech, maintain the speaker's voice and style. Use language and phrasing that feel natural to them. If they have a particular way of expressing ideas, incorporate that into the speech.
  • Craft a captivating opening : Begin the speech with a compelling opening that grabs the audience's attention. This could be a relevant quote, an interesting fact, a personal anecdote, or a thought-provoking question.
  • Organize content logically : Ensure the speech flows logically, with each point building on the previous one. Use transitions to guide the audience from one idea to the next smoothly.
  • Incorporate engaging stories and examples : Include anecdotes, stories, and real-life examples that illustrate key points and make the speech relatable and memorable.
  • Edit and revise : Edit the speech carefully for clarity, grammar, and coherence. Ensure the speech is the right length and aligns with the speaker's time constraints.
  • Seek feedback : Share drafts of the speech with the speaker for their feedback and revisions. They may have specific changes or additions they'd like to make.
  • Practice delivery : If possible, work with the speaker on their delivery. Practice the speech together, allowing the speaker to become familiar with the content and your writing style.
  • Maintain confidentiality : As a ghostwriter, it's essential to respect the confidentiality and anonymity of the work. Do not disclose that you wrote the speech unless you have the speaker's permission to do so.
  • Be flexible : Be open to making changes and revisions as per the speaker's preferences. Your goal is to make them look good and effectively convey their message.
  • Meet deadlines : Stick to agreed-upon deadlines for drafts and revisions. Punctuality and reliability are essential in ghostwriting.
  • Provide support : Support the speaker during their preparation and rehearsal process. This can include helping with cue cards, speech notes, or any other materials they need.

Remember that successful ghostwriting is about capturing the essence of the speaker while delivering a well-structured and engaging speech. Collaboration, communication, and adaptability are key to achieving this.

7.4 Outlining Your Speech

Most speakers and audience members would agree that an organized speech is both easier to present as well as more persuasive. Public speaking teachers especially believe in the power of organizing your speech, which is why they encourage (and often require) that you create an outline for your speech. Outlines, or textual arrangements of all the various elements of a speech, are a very common way of organizing a speech before it is delivered. Most extemporaneous speakers keep their outlines with them during the speech as a way to ensure that they do not leave out any important elements and to keep them on track. Writing an outline is also important to the speechwriting process since doing so forces the speakers to think about the main ideas, known as main points, and subpoints, the examples they wish to include, and the ways in which these elements correspond to one another. In short, the outline functions both as an organization tool and as a reference for delivering a speech.

Outline Types

There are two types of outlines, the preparation outline and the speaking outline.

Preparation Outline

The first outline you will write is called the preparation outline . Also called a skeletal, working, practice, or rough outline, the preparation outline is used to work through the various components of your speech in an organized format. Stephen E. Lucas (2004) put it simply: “The preparation outline is just what its name implies—an outline that helps you prepare the speech.” When writing the preparation outline, you should focus on  finalizing the specific purpose and thesis statement, logically ordering your main points, deciding where supporting material should be included, and refining the overall organizational pattern of your speech. As you write the preparation outline, you may find it necessary to rearrange your points or to add or subtract supporting material. You may also realize that some of your main points are sufficiently supported while others are lacking. The final draft of your preparation outline should include full sentences. In most cases, however, the preparation outline is reserved for planning purposes only and is translated into a speaking outline before you deliver the speech. Keep in mind though, even a full sentence outline is not an essay.

Speaking Outline

A speaking outline is the outline you will prepare for use when delivering the speech. The speaking outline is much more succinct than the preparation outline and includes brief phrases or words that remind the speakers of the points they need to make, plus supporting material and signposts (Beebe & Beebe, 2003). The words or phrases used on the speaking outline should briefly encapsulate all of the information needed to prompt the speaker to accurately deliver the speech. Although some cases call for reading a speech verbatim from the full-sentence outline, in most cases speakers will simply refer to their speaking outline for quick reminders and to ensure that they do not omit any important information. Because it uses just words or short phrases, and not full sentences, the speaking outline can easily be transferred to index cards that can be referenced during a speech. However, check with your instructor regarding what you will be allowed to use for your speech.

Components of Outlines

The main components of the outlines are the main points, subordination and coordination, parallelism, division, and the connection of main points.

Main Points

Main points are the main ideas in the speech. In other words, the main points are what your audience should remember from your talk, and they are phrased as single, declarative sentences. These are never phrased as a question, nor can they be a quote or form of citation. Any supporting material you have will be put in your outline as a subpoint. Since this is a public speaking class, your instructor will decide how long your speeches will be, but in general, you can assume that no speech will be longer than 10 minutes in length. Given that alone, we can make one assumption. All speeches will fall between 2 to 5 main points based simply on length. If you are working on an outline and you have ten main points, something is wrong, and you need to revisit your ideas to see how you need to reorganize your points.

All main points are preceded by Roman numerals (I, II, III, etc.). Subpoints are preceded by capital letters (A, B, C, etc.), then Arabic numerals (1, 2, 3, etc.), lowercase letters (a, b, c, etc.). You can subordinate further than this. Speak with your instructor regarding his or her specific instructions. Each level of subordination is also differentiated from its predecessor by indenting a few spaces. Indenting makes it easy to find your main points, subpoints, and the supporting points and examples below them.

Let’s work on understanding how to take main points and break them into smaller ideas by subordinating them further and further as we go by using the following outline example:

Topic : Dog

Specific Purpose : To inform my audience about characteristics of dogs

Thesis : There are many types of dogs that individuals can select from before deciding which would make the best family pet.

Preview : First, I will describe the characteristics of large breed dogs, and then I will discuss characteristics of small breed dogs.

I.     First, let’s look at the characteristics of large breed dogs      A.     Some large breed dogs need daily activity.      B.     Some large breed dogs are dog friendly.      C.     Some large breed dogs drool.           1.     If you are particularly neat, you may not want one of these.               a.     Bloodhounds drool the most.                   1)     After eating is one of the times drooling is bad.                   2)     The drooling is horrible after they drink, so beware!               b.    English bloodhounds drool a lot as well.           2.     If you live in an apartment, these breeds could pose a problem. II.    Next, let’s look at the characteristics of small breed dogs.      A.     Some small breed dogs need daily activity.      B.     Some small breed dogs are dog friendly.      C.     Some small breed dogs are friendly to strangers.           1.    Welsh Terriers love strangers.               a.     They will jump on people.               b.     They will wag their tails and nuzzle.           2.    Beagles love strangers.           3.    Cockapoos also love strangers.

Subordination and Coordination

You should have noticed that as ideas were broken down, or subordinated, there was a hierarchy to the order. To check your outline for coherence, think of the outline as a staircase. All of the points that are beneath and on a diagonal to the points above them are subordinate points. So using the above example, points A, B, and C dealt with characteristics of large breed dogs, and those points are all subordinate to main point I. Similarly, points 1 and 2 under point C both dealt with drool, so those are subordinate. This is the subordination of points. If we had discussed food under point C, you would know that something didn’t make sense. You will also see that there is coordination of points. As part of the hierarchy, coordination simply means that all of the numbers or letters should represent the same idea. In this example, A, B, and C were all characteristics, so those are all coordinate to each other. Had C been “German Shepherd,” then the outline would have been incorrect because that is a type of dog, not a characteristic.

Parallelism

Another important rule in outlining is known as parallelism . This means that when possible, you begin your sentences in a similar way, using a similar grammatical structure. For example, in the previous example on dogs, some of the sentences began “some large breed dogs.” This type of structure adds clarity to your speaking. Students often worry that parallelism will sound boring. It’s actually the opposite! It adds clarity. However, if you had ten sentences in a row, we would never recommend you begin them all the same way. That is where transitions come into the picture and break up any monotony that could occur.

The principle of division is an important part of outlining. When you have a main point, you will be explaining it. You should have enough meaningful information that you can divide it into two subpoints A and B. If subpoint A has enough information that you can explain it, then it, too, should be able to be divided into two subpoints. So, division means this: If you have an A, then you need a B; if you have a 1, then you need a 2, and so on. What if you cannot divided the point? In a case like that you would simply incorporate the information in the point above.

Connecting Your Main Points

One way to connect points is to include transitional statements . Transitional statements are phrases or sentences that lead from one distinct- but-connected idea to another. They are used to alert the audience to the fact that you are getting ready to discuss something else. When moving from one point to another, your transition may just be a word or short phrase, known as a sign post. For instance, you might say “next,” “also,” or “moreover.” You can also enumerate your speech points and signal transitions by starting each point with “First,” “Second,” “Third,” et cetera. You might also incorporate non-verbal transitions, such as brief pauses or a movement across the stage. Pausing to look at your audience, stepping out from behind a podium, or even raising or lowering the rate of your voice can signal to audience members that you are transitioning.

Another way to incorporate transitions into your speech is by offering internal summaries and internal previews within your speech. Summaries provide a recap of what has already been said, making it more likely that audiences will remember the points that they hear again. For example, an internal summary may sound like this:

So far, we have seen that the pencil has a long and interesting history. We also looked at the many uses the pencil has that you may not have known about previously.

Like the name implies, internal previews lay out what will occur next in your speech. They are longer than transitional words or signposts .

Next, let us explore what types of pencils there are to pick from that will be best for your specific project.

Additionally, summaries can be combined with internal previews to alert audience members that the next point builds on those that they have already heard.

Now that I have told you about the history of the pencil, as well as its many uses, let’s look at what types of pencils you can pick from that might be best for your project.

It is important to understand that if you use an internal summary and internal preview between main points, you need to state a clear main point following the internal preview. Here’s an example integrating all of the points on the pencil:

I. First, let me tell you about the history of the pencil.

So far we have seen that the pencil has a long and interesting history. Now, we can look at how the pencil can be used (internal summary, signpost, and internal preview).

II. The pencil has many different uses, ranging from writing to many types of drawing.

Now that I have told you about the history of the pencil, as well as its many uses, let’s look at what types of pencils you can pick from that might be best for your project (Signpost, internal summary and preview).

III. There are over fifteen different types of pencils to choose from ranging in hardness and color.

Had Meg, the student mentioned in the opening anecdote, taken some time to work through the organizational process, it is likely her speech would have gone much more smoothly when she finished her introduction. It is very common for beginning speakers to spend a great deal of their time preparing catchy introductions, fancy PowerPoint presentations, and nice conclusions, which are all very important. However, the body of any speech is where the speaker must make effective arguments, provide helpful information, entertain, and the like, so it makes sense that speakers should devote a proportionate amount of time to these areas as well. By following this chapter, as well as studying the other chapters in this text, you should be prepared to craft interesting, compelling, and organized speeches.

How to Outline a Speech

Your introduction sets the stage for the rest of your speech. As the first thing the audience hears from you, it is also one of the most remembered parts of a speech. It should contain three main elements.

A. Hook: This will grab your audience’s attention and make them interested in your speech. For example, you might ask a question, tell a story, or cite a shocking statistic. Generally, you don’t need to tell the audience your name.

B. Thesis: Just like in a paper, your speech has a thesis. It is what you are here to prove to your audience.

C. Road map: In a speech, you want to signal where you are going to be going and how you’re going to get there; it helps your audience follow you, since they can’t go back and re-read anything like they could in a paper. Your road map previews your main points.

The main section of your speech, where you make your main points. These are what you to laid out in your road map, and this is where transitioning is particularly important. For most speeches, 2-3 main points will give you sufficient content while also being easily followed by the audience. You want to think about the logical order of your points, which would easily flow into one another.

Use your conclusion to summarize your main points, but don’t restate them word for word, similar to the conclusion of an essay. There’s a tendency to end speeches by saying “and that’s all I have,” but this is the last impression you’re giving your audience, and it’s an opportunity to drive home why your message is important.

How to write a speech outline

What is a speech outline? Think of it as a blueprint for a successful speech or presentation. You wouldn’t start construction on a house or building without a blueprint and you shouldn’t build a speech or presentation without proper preparation. That means having a basic outline.

How do you write a speech outline?

How do you create a good speech outline? Although writing a speech outline might seem daunting at first, if you break the task into small steps, it can be easier than you think. And, when you start to look at the component parts of a speech or presentation, you realize that good speech craft is all about prioritizing your ideas, putting them in the right order and adding supporting detail.

In this post, I set out the steps that I follow when writing an effective outline that will lead to an effective speech or presentation. For the purposes of this post, I will assume that you know the topic and the audience.

The steps to writing a speech outline

Step 1 – big picture.

Before you start writing your outline, it is important to step back and think about some big picture items.

First, think about the three cornerstones to your speech or presentation: the speaker (you); your subject; and your audience. Now, think about the relationships between these three cornerstones and make some notes about each. For example,

Speaker – Subject: What do you know about the subject? Why are you speaking about it? What expertise do you have? What insights can you share with the audience?

Audience – Subject: What does the audience know about the subject? Do they like the subject? Do they not like it? How is the subject relevant for the audience?

Speaker – Audience: What do you know about the people who will attend your presentation? What do they know about you? Do you have any ongoing relationship with them?

The purpose of this step is to get you to step back from the detail and think “big picture” about your speaking engagement.

Step 2 – Objective

What is your objective for the talk? What do you want people to do when have finished speaking?

People often tell me that they just want the audience to know something. The most powerful speeches and presentations are the ones that move people to action. If you can get people to take some concrete action, you will have made an impact.

When thinking about what you want the audience to do, be specific. For example, do you want them to increase your department’s budget or invest in your start-up or exercise three times a week? Write out your objective as follows:

“At the end of the presentation, the audience will ___________________ .”

Step 3 – Message

A speech or presentation should have a message, something that holds it together. The French call this le fil rouge – the red thread – that runs through the entirety of the presentation. People often try to pack in several messages but being too informative is not good; the result is often confusing for those listening. Of course, your message can have different parts, but it should have a single, unifying message.

Write the message of your speech in a single sentence. It must be a grammatically correct sentence, not a series of points. When you can distill your speech or presentation into a single sentence, the message will be clear in your mind. If you cannot, you need to spend more time thinking about the message. As Albert Einstein said, if you can’t explain something simply, you don’t understand it well enough.

When developing your speech outline in the steps below, use the message as a gauge for everything that goes into the speech. As you develop your talk, as you think about adding a slide, a statistic, a story, a chart, a graph, etc., ask yourself whether it supports the key message. If it does, it can stay. If it doesn’t, leave it out.

Step 4 – Relevance

A speech or presentation is never about the speaker or her product or service or company. It is always about the audience. When speakers put the audience first , that’s when great things happen.

Now that you have your message, list the reasons why your audience should care about your message. How is your message relevant to them?

You need at least one reason. If you can’t think of any, you have a problem. Either you are giving the wrong speech or you are speaking to the wrong audience. Go back to Step 3 and reconsider your message in light of Steps 1 and 2. Keep doing this until you can list one or more reasons why people should care about what you are saying.

Step 5 – Structure

Every speech or presentation needs structure in order for it to have an impact.

There are three basic parts to ever speech or presentation: the opening; the body; and the conclusion. For the purposes of this post, I will discuss them in that order. However, when working on your speech outline, I recommend starting with the body, then working on the opening and finally the conclusion.

(a) Opening

Your opening is the introduction to your presentation. You get one chance to make a good first impression, so you want your opening to be strong. Preparation is key. A strong opening has two parts.

People’s attention is at its highest at the beginning of your presentation so you want to capitalize on it. Speakers who begin in a mundane fashion — “Good morning everyone. I’m happy to be here. My name is So-and-So and today we are going to talk about X” — often miss the opportunity to hook their audience’s attention.

There is no rule that says you have to begin with “Good morning” or something similar. There is no rule that introducing yourself has to be the first thing you do. And as for being happy, don’t say it. Show it in your smile and enthusiasm.

You can hook your audience’s attention from the outset in different ways. For example:

  • Ask a rhetorical question
  • Ask people to imagine something or recall a time in their lives when something happened
  • Make a bold statement
  • Tell an interesting fact
  • Recite a quote
  • Tell a story

Whatever you choose, be sure that it relates to the topic of your presentation. For your speech outline write down how you will immediately grab the audience’s attention.

Once you have hooked them, you need to let people know where you are going with your presentation. Otherwise, the audience will get frustrated. Have you ever been in the audience and wondered: Where is he going with this? What’s her point? Like I said, it’s frustrating.

Signpost your speech so your audience understands where you are going

You need to signpost your talk. It doesn’t take much but it is a big help for your audience. It is a simple, informative statement of what the talk is about.

For example: “Today I want to share with you three reasons why we should open an office in southeast Asia: lower taxation; a skilled workforce; and market proximity.” Clearly, there is more to know about the proposal, but the sentence is a clear signpost to the audience as to what the presentation will be about.

The body of your presentation is where you develop your message in detail. This part represents the bulk of you presentation, so you need to give it some thought. Here’s how I go about it.

(i) Gather content

You need content for your presentation. Often, you can talk about many points in support of your message. Write them all down. Don’t edit your ideas yet. Write down everything that you could talk about, no matter how insignificant. Try to distill each idea into a word or short phrase.

When you have finished, your preparation should leave you with a sheet full of ideas. You are now ready for the next step.

(ii) Choose the most important points

Leonardo da Vinci said that simplicity is the ultimate sophistication. Too often, speakers fail to hit the mark because they try to cover too much information. People can only remember so much information. The more you add, the harder it will be for them to remember. Removing information will actually help them.

Of course, the number of points you cover will depend on how much time you have. You can cover more topics in a 30-minute presentation that you can in a 5-minute presentation.

Still, don’t try to talk about everything. What are the main points? Pick what is most important for this audience on this occasion and focus on that. You can always tell the audience that there is more to know but that you are only going to focus on a few ideas.

I know that leaving material out can be difficult, but you have to do it. Think for a moment about the complexity of the projects on which you are currently working. If you were asked to give a 20-minute presentation on any one of those projects, I’d bet that you could only cover a fraction of the detail related to it.

(iii) Order the points

Once you know the ideas you are going to discuss, you need to order them in a logical manner that supports your message. Depending on what you are talking about, you have different options. Here are five possible ways to order your content:

  • Chronological (for example, the history of a company or product)
  • Sequential (for example, a process or business plan)
  • Climax (when trying to persuade the audience to do something; points arranged from the least important to the most important, thus building to a climax)
  • Headline (also when trying to persuade the audience to do something but here, the points arranged from the most important to the least important; useful for a small audience of busy, senior, give-me-the-bottom-line-now people)
  • Pros and Cons (when considering options)

Your ideas must be presented in a coherent manner so that they help people understand the reasoning behind your message.

(iv) Add supporting detail

Now that the ideas are in the right order, you want to add supporting detail for each one. Your ideas need to be supported if they are to be convincing.

Your speech outline needs support

Examples of supporting detail include data, charts and graphs, stories, quotes, authoritative sources, visuals, metaphors, demonstrations and more. A good presentation will have a variety of supporting material. That is why this part of the process takes a fair bit of preparation.

For each of your main points, list the things that you will use to support that point. If you are going to use slides as part of the presentation, you can even sketch out a rough idea as to what each slide will contain.

(v) Transitions

Transitions in a presentation do not make up a large part of a presentation, but they are important. Too often, the different points in a presentation blend into each other like the compartments on a train. This makes it more challenging for the audience to follow.

It is important to leave enough space between two ideas so that the audience understands that you are moving onto a new point. Just as you need to signpost what your talk is about in the opening, you also need to signal when you are moving on to a new point in your talk.

A transition can be a simple statement. For example, “The next point is …” or “Another reason in support is …” or “Now that we’ve discussed X, let’s look at Y …”. Any of these will suffice. But a simple statement will allow the audience to shift gears mentally and get ready for the next idea.

On your speech outline, make a note about how each section of the body links to the following section.

(c) Conclusion

You want to finish on a strong note. Too many people waste their conclusions with a weak “Thank you” and exit the stage. You have to resist that urge and maximize your conclusion. You can plan for it in your speech outline.

The conclusion of your speech is important

(i) Transition to conclusion

Plan how you will transition from the final point in the body of your presentation to the conclusion. It should send a clear signal to the audience that you are nearing the end. One way is to link your conclusion to your opening.

(ii) Link to opening

Most people think of a presentation as something that is linear but I like to think of it as something that is  circular . In other words, you link your conclusion to your opening.

Thus, for example, if you began with a story, you could finish the story; if you began with a quote, you could come back to the quote; if you told an interesting fact, you could reiterate it (and perhaps add another interesting fact).

Linking your conclusion to the opening is not necessary, but it always adds a nice polish to your presentation and signals to your audience that you are approaching the end. In your speech outline, write down how you might link your conclusion to your opening.

(iii) Repeat and summarize message

Repeating your message as a simple statement will reinforce it in the mind of your audience. Succinctly summarize the different points in support, in the same order in which you presented them in the body of your talk.

(iv) Call to action

As discussed in Step 2 (Objective), the most powerful presentations are the ones that move the audience to take some kind of action. Now is the time to leave the audience with your call to action.

If your call to action is a big one, have a simple first step that they can take. Studies show that if you can get people to take a small step towards a larger goal, the chances of them reaching that goal are greatly increased.

One example of a first step that I have used with a few clients is to have them insert a slide at the end of the deck with a QR code on it. The code links to a website where the audience can learn more about the topic and perhaps download PDF document. It is a simple and effective way to start moving your audience toward your objective.

Final thoughts

When you give a presentation, it is your job to get the audience across the metaphorical bridge that separates them from your idea. How do you do that? It all starts with the preparation of a good speech outline.

Writing a speech isn’t all that different than writing for other mediums. You need to know your audience, the required length, and the purpose or topic. This is true whether your speech is for a business conference, a wedding, a school project, or any other scenario.

But there’s something about speech writing that’s especially nerve-wracking .

If you write and deliver a speech that doesn’t go over well, you’ll get feedback in real time. The people sitting in front of you could lose interest, start talking, doze off, or even wander out of the room. (Don’t worry, only audiences in movies throw tomatoes).

Of course, a poor speech is not the end of the world. You can give plenty of crummy speeches and live to tell the tale.

But we also know that a great speech is capable of changing the world. Or at least sparking an audience’s imagination, catapulting your business into success, earning an A+ on your assignment, or ensuring that the bride and groom are still friends with you after the wedding.

1 Tips to write (and live) by

Let’s start with the 30,000 foot, big-picture view. These are the tenets that will guide you in your speech writing process (and pretty much anything else you want to write).

  • Know the purpose: What are you trying to accomplish with your speech? Educate, inspire, entertain, argue a point? Your goals will dictate the tone and structure, and result in dramatically different speeches.
  • Know your audience: Your speech should be tailored for your audience, both in terms of ideas and language. If you’re speaking at a sound healer convention, you won’t need to explain the concept of energetic blocks. And if you’re speaking to an octogenarians-only quilting circle, you probably shouldn’t drop as many F-bombs as you would with your local biker gang.
  • Know the length: You don’t want to underwhelm or overwhelm your audience.Ten minutes may be too short for your keynote address, but it’s probably too long for your best man speech. Don’t leave things up to chance. Your writing process will be much easier if you keep your eye on your target length.
  • Write, revise, practice, revise, practice…: MLK’s “I Have a Dream” speech wasn’t written in a day. Give yourself the time you need to practice your material and work through multiple drafts. Don’t expect to nail everything on the first try.

2 The step-by-step process

Still feeling stressed over how to get started? Here’s how to write your speech from concept to completion.

Step 1: Outline your speech’s structure. What are the main ideas for each section?

Step 2: Flesh out the main ideas in your outline. Don’t worry about finding the perfect words. Just let your creativity flow and get it all out!

Step 3: Edit and polish what you’ve written until you have a cohesive first draft of your speech

Step 4: Practice, practice, practice. The more you practice your speech the more you’ll discover which sections need reworked, which transitions should be improved, and which sentences are hard to say. You’ll also find out how you’re doing on length.

Step 5: Update, practice, and revise your speech until it has a great flow and you feel it’s ready to accomplish its purpose.

3 The universal structure

Getting hung up on Step 1? Here’s a structure you can follow for any type of speech.

Introduction

Who are you, why are are you giving this speech, what is your main thesis?

The “who” and “why” can be longer or shorter depending on the context. For example, if you’re speaking at a wedding, you’ll want to explain your relationship to the bride and groom and why they mean so much to you. But if you’re presenting to your class at school, you may be able to head straight into your thesis.

If you’re presenting in a business or motivational setting, this is a crucial time to hook your audience’s attention and pique their curiosity. Typically someone else will have already introduced you and your accolades, so use this to your advantage and dive straight in.

“Hi everyone, it’s great to be here! As Kevin just said, I’ve been an urban beet farmer for 30 years, and a couple years back I got this absolutely crazy idea. What if…”

Main message

Idea 1, Idea 2, Idea 3…

The majority of your speech should be spent presenting your thesis and supporting material in a simple, organized way.

Whether you’re giving an inspirational talk or a business presentation, rambling is a sure-fire way to lose your audience’s attention. Don’t try to share absolutely everything you know on your topic, instead pick a few (two to five) key points to present to your audience.

Stick to one point at a time and finish the thought before you move on to the next. Build in clear, logical transitions from idea to idea.

Want to make your speech memorable? Studies have shown our brains are great at remember stories! As much as is appropriate, make your speech personal and include your own anecdotes and thoughts.

We’re also better at remembering big ideas if they’re condensed into a few memorable words, so do your best to sum up your thesis.

“I have a dream.”

“Ask not what your country can do for you, ask what you can do for your country.”

“Make good art.”

What do you want your audience to walk out of the room remembering?

Wrap everything up and drive home your main idea, whether that’s through providing a few (one to three) key takeaways, or telling one last story that perfectly illustrates your point.

Here are some examples of how your outline might look

As a researcher presenting your findings…

Introduction: Explain the key problem or question of your research.

Main message: Describe the research process, then describe your three key findings.

Takeaway: Present your conclusions and their implications, then your next steps for moving forward.

As the maid of honor giving a speech at your best friend’s wedding…

Introduction: Explain who you are and how you met the bride.

Main message: Recount three funny and heartwarming stories about your decades-long friendship with her, plus your first impressions of the groom.

Takeaway: Wrap things up by expounding on how amazing the bride and groom’s love for each other is, how they’re meant to be together, and how you know their love will last a lifetime. …L’chaim!

Because completing a speech outline is the first vital step toward preparing a successful speech.

It is often overlooked in a misguided attempt to get on with what is considered the real work: writing the speech, or the words you're going to say.

Despite what many people think, time spent completing an outline is not wasted.  Instead, it helps you save it. A nd sidestep any anxiety caused by inadequate preparation.

The process might appear daunting and horrifically time consuming but prepare a speech outline all the same.☺

Step 1 - Preparation for writing a speech outline

You need to complete this step before you do anything else. It is made up of five smaller steps, each of them an important part of the overall process. The decisions you make at this point will have a major impact on the final outcome of your speech. 

By the time you are finished step 1 you will have:

  • decided on your topic
  • analyzed your audience
  • refined your topic to meet the needs of your audience
  • decided on the specific purpose of your speech
  • chosen the best fitting of six organizational patterns to use - one matching your purpose and your material

Start with choosing a topic

The place to begin is deciding what you are going to talk about.

For example, if you are a realtor (real estate agent) who has been asked to talk to a suburban community group residential real estate seems like a good logical topic to pick.

Put yourself to one side & focus on your audience

However, before you make a final decision considering more closely who will be listening to you makes better sense than assuming whatever you come up with will be right!

How do you really know what aspects of your topic are best suited to meet your audience's needs? Or what would be of real benefit for them to hear about?

The scope of the topic 'residential real estate' is huge.

Your speech could cover any number of sub-topics like: financial advice for first home buyers, how to thoroughly check a house before purchase, the rise of mortgagee default sales, the collapse of property development schemes, how to purchase properties for makeovers...

Analyze your audience

So before you settle on the exact topic of your speech analyze your audience .

Without analysis you are 'guessing' what would be interesting and relevant for them to hear.

Refine your topic

Using what you found out about your audience, decide on an aspect of your topic that will be of benefit to them and the angle you will take on it. Take care with this. One size does not fit all!

For example a speech on housing affordability which includes a step by step plan toward buying a first home will likely interest an audience of youngish, (late 20s- early 40s), people with steady professional incomes.

But for another audience, (e.g. one that is older, less financially secure, or younger and not ready to consider settling yet...), it could be completely inappropriate.

Minimize the risk of getting it wrong by finding out as much as you can about your audience.

Deciding on the purpose of your speech

What is the purpose of this speech? Why are you giving it?

Is it to persuade or inform? Is it to demonstrate, entertain, or welcome? Or is it a combination of these?

What do you want your speech to achieve? Is there a particular action you want people to take as a result of listening to you?

Your answers to all of these questions will dictate what organizational pattern you'll use for your speech, its content and tone.

There are 6 basic organizational patterns or methods of arranging the body (main points) of your material. Choose the one most appropriate for your need.

1. Cause - Effect

Because event 'A' happened, event 'B' occurred.

  • Because the driver was speeding, they crashed the car.
  • Because of the earthquake, the city was destroyed.
  • Because the minimum wage is low, families can not afford good health care.

2. Problem - Solution

The problem is 'X'. The answer is 'Y'.

  • The problem is unaffordable housing. The solution is community funded housing complexes.

This pattern suits a broad topic which can be broken down into  naturally occurring sub-topics.

  • The broad topic is 'Vocal Variety'. Its  sub-topics include rate of speech, use of pausing,  voice tone, volume, articulation...
  • The broad topic is 'Organizational speech patterns'. Sub-topics could be problem-solution, cause- effect, logical...
  • The broad topic is 'Residential real estate'. Its sub-topics could include houses for first-home buyers, how to apply for a mortgage, how to select the right neighborhood to buy in, the impact of high-density housing...

4. Spatial or geographic

Use this pattern for topics dealing with physical spaces.

  • The 10 most popular tourist attractions in New Zealand.
  • The European migration patterns of the 19th century.  
  • The population shift from country to town in USA.

5. Time or chronological/sequential

These are either historical topics or demonstration speeches. The foundation of both is an ordered sequence of events.

For example:

  • The history of women's suffrage in USA, the abolition of slavery 
  • How to bake a cake, how to mend a puncture in a bicycle tire, or how to knot a tie 

6. Advantage - disadvantage

Use this pattern to examine the range of positive and negative aspects of an idea or event.

  • What are the advantages and disadvantages of private schooling?
  • What are the advantages and disadvantages of lowering the voting age?
  • What is good about supporting local industry? What is negative about supporting local industry?

The 5 parts of preparing an introduction

1. greeting & attention getter.

How are you going to greet your  audience, grab their attention and compel them to listen?

You could use a rhetorical question, a startling statistic, a quotation or a humorous one-liner. To be effective it must be related to your topic and apt for your audience.

  • Rhetorical question How many of you really are more afraid of public speaking than death?
  • A startling statistic Apparently in USA 75% of the population experiences public speaking anxiety. Some just a little. And some a lot.
  • A quotation Mark Twain famously said, there are only two types of speakers in the world: the nervous and the liars.
  • Humorous Speaker of United States House of Representatives, Nancy Pelosi set a record for the longest speech on the House floor: 8 hours and 7 minutes. Relax. I only plan on taking 15 minutes of your valuable time. * * Be careful with humor. It will only work if it's appropriate; that is fitting for the occasion, and understood by the majority of your audience. 2. Thesis statement

This is a short summary of your speech topic and your point of view or angle.

Example:  

Green politics is no longer a fanciful fringe fad. It is a necessity.

3. Credibility

This segment establishes your right to speak on the topic. It cites your qualification or expertise.

Using myself as an example, I can speak about preparing speeches because I've written many over the past twenty or so years. Prior to becoming a professional speech writer , I taught high school level English and drama and I also belonged to the global public speaking club Toastmasters for a long time. 

4. Summative overview

This is a brief outline of the main points you are going to cover.

Today I am going to share with you three effective ways to lessen public speaking fear.

The first and second cover aspects of preparation: writing and rehearsal or practice: actually doing the work, rather than being frightened of it. ☺  The third is about the benefits of public speaking. 

5. Benefit(s)

What's in your speech for your audience? Why will they want to hear what you've got to tell them? Be specific. Tell them.

When you make a decision to speak up in public you also gain: confidence, the ability to take on leadership roles, a growing collection of presentation skills like story telling, how to use your voice, the ability to use props well, how to listen, how to craft a speech to meet the needs of specific audiences... In short, you release the potential to become a bigger and better you * .

Step Three - Outlining the body of your speech

This is the heart of your speech, the place where you lay out what you want to share with your audience.

Generally three main ideas, along with supporting examples, work more effectively than  four or five or more.  If you have a number of them to choose from, go with your three strongest points. And if one of your final three is noticeably weaker sandwich it between the other two.

If you intend to use visual aids (slides showing graphs, tables or images), or actual props, mark them in too.

Step Four - Outlining the conclusion of your speech

There are four parts to preparing an effective conclusion to your speech. Use them to draw together and summarize all the material from your introduction and the body of your speech, and end with a clincher!

  • Summary of main ideas These are the main points you covered in the body of your speech.
  • Re-statement of thesis statement Use the statement from your introduction to reinforce your message.
  • Re-statement of benefit to audience Remind the audience of the benefits they'll receive through carrying out whatever your propose. Again this comes from your introduction.

How to Outline A Speech – Easy 4-stage Strategy

Introduction.

The art of speech outlining is such that anybody trying to make a public presentation should give strict adherence to. If you came here asking ‘how to outline a speech?’, then rest assured, you will learn how to craft an effective speech outline by the time you finish reading this article.

When you organize your speech into a comprehensive outline, you not only boost your confidence and delivery by doing so but, you also, establish authority in your chosen field of endeavor.

Now, before proceeding to prepare your speech outline, be sure to start with an excellent introduction about yourself and the topic or subject that will form the basis of the discussion, the main points you hope to go over, as well putting the diverse interests of the audience into consideration.

As you write your speech outline, you will need to consider chopping it into various cross-sections from the introduction down to the conclusion.

The introductory part of your presentation will contain a brief intro about yourself, the foundation and theme of your topic, and your work in the field of discussion.

The mid-section part of your presentation will include much of the discussion itself. This will be an opener into the topic, as well as touching on each of the main points in the presentation.

The last part of the speech outline will hold the final notes, the summary as well as a question and answering session, before the final closing remarks

How to Outline a Speech Stage I

1. introduction.

The most common approach is to open the floor with a warm welcome and a brief intro about yourself. Of course, you could use other speech opening techniques , which you can find in this article , but let’s go with the most common now.

You can start by saying “hello,” then going on to state your name and what you do. It will also be useful to find common ground with you, the audience, and the event. For example, if the scope of the entire event centers on your field, it will be wise to point that out in specific terms.

As an expert in your field, you might have been asked to speak at a “Go-green” event. You could start by saying something like along the lines…

“Hello everyone, I’m Nathan Gustav, I’ve spent the last seven years of my career researching the impact of climate change on our environment, and I’m more than pleased that I have been invited to speak on the subject of adopting eco-friendly best practices for a safer and cleaner environment.”

2. Engage Them In Banters That Hover Around The Topic In Question

As a part of the introductory phase, you will have to succinctly relay the essence of your topic, and everything that concerns it. In the case of more engaging topics, you should argue what they stand to gain or lose in the event the right action is not taken at a particular time frame.

Just like in the illustration given earlier, you might explain to them why climate change has become a matter of urgency, and why drastic measures need to be taken to curb the damage, it has caused. All these will lay a foundation of what much of the topic will be mediated upon.

After you might have laid the foundation of the topic, your main aim should be to immediately captivate your audience by telling them a compelling story, or by sharing a joke. You should factor in the audience taste when doing so. You should not feel that since you probably found something amusing or exciting, that they will automatically share in the same spirits.

Where you are not too sure of what a class of audience might appreciate, you can do a test-run with a small group of friends, who have the same enthusiasm as you and your subject to see how well they buy into your story.

3. Lay Out The Core Theme Of The Message .

This would be the mission statement of your presentation, which boldly explains the aims and objectives of your speech. This theme would serve as the template on which you will make your presentation. For an engaging speech, your mission statement will address the goals you hope to achieve from the entire exercise.

In the illustration of climate change, you might go on to explain the various best practices that can be adopted to promote an eco-friendly environment, like recycling, using energy-saving bulbs, or planting a garden.

If you are giving a speech on scientific research, you should lay down the hypothesis of the research in discussion.

4. Establish Authority In Your Work

At this point, you should let your audience in on your wealth of experience. This can be conveyed through stories of your personal experiences or encounters throughout your years of working in the field.

Even when you don’t have formal training in the subject at hand, you can establish authority in that field from an experience you have had or witnessed.

A person who has witnessed a “troubled” loved one commit suicide is better informed to give a speech about handling depression and anxiety amongst youth.

5. Gloss Over The Main Points

By this time, your audience is already familiar with the topic of discussion and why they need to give a listening ear. Then go-ahead to lay out a clear summary of all the key points you hope to discuss.

There are no short cuts to this. You need to be precise about what you want to talk about. The order in which you arrange your points will be dependent on the nature of the topics. Topics that take stock of past events will have to be arranged chronologically.

In reality, you will need to arrange your key points in a manner that looks comfortable to you, so you don’t have a problem moving from point to point.

6. the opener into the topic.

Begin with the first point of your topic, which will be a high priority case study in the outline. Under this case study, will be a host of smaller points that will provide supportive evidence to back the main point.

Upon the way and manner, you choose to arrange the outline; they can be represented as bullet points. You should add various arguments and verified information to augment the main point of discussion.

Always begin with strong arguments down to the least. This is because of time constraints. You might not have all the time to table all your points, but you have had just enough time to discuss the most important ones.

7. Roll Over To The Next Point .

When you are done with discussing your first point, you should revert to the main header and find an easy path from which you can roll over to the next point. There need not be any fancy way of transitioning unto the next point. Just find a cool phrase that can work just fine.

You could, for instance, say “You have seen the adverse effects of climate on our environment, now is the time to seek for eco-friendly ways we can all adopt in our various little ways to combat this common problem.” Run this same method along with all points in the outline, and you will turn out just fine.

Remember that when picking small sub-points to speak on, always have the audience’s interest at the back of your mind as much as the general point. Always reason ahead and factor in only what is most relevant to them.

Conclude by summarizing all the points you have talked about. You can begin by reiterating what you said before in your speech. It is a summary, so you need not go over all of the details again. You should more or less gloss over the main points.

Moreover, never make the mistake of adding any new details to what you have already established in the summary part of your presentation. You would not only be committing a blunder but also obstructing the flow and structure of your message, which ultimately won’t play well with the audience.

9. Reiterate The Core Theme Of The Message

This particular address of your mission statement should be more of a conclusion summary or a fact discovery than its raw form thesis that you made known during the introductory phase of your presentation.

When a speech goes as successfully as expected, you would have proven your hypothesis beyond a reasonable doubt and shown its relevance.

The theme of your message should refer to the summarized version of your points and should hold a strong position. Especially for short presentations, you may choose to join your summarized points together with your mission statement in one sentence to bring your speech to an end.

When giving out a call-to-action, be sure to add your contact information. You can say something like, “The Mayfair Initiative is looking for people to partner with to spread the message of going green. They need people to picket outside a coffee shop, your communal departmental store, or the small bar by the street. All you need do is contact us on such-and-such for more information.”

10. Make Room For Questions And Answers

At the absolute conclusion will be the time for asking questions. Make sure to clear this up beforehand with the event hosts to know if it will be ok to field questions from the audience after making your presentation.

If you hope to make time to take questions, put this down on your speech outline so that it does not skip your memory at the climax of your speech.

Where you want to field in a couple of questions from the audience, make sure you pen this out in your speech outline so you can make mention of it, letting them know that you are willing to take questions.

Moreover, always expect to field tough questions and engage in counter-arguments about the speech topic. You should already have the answer to such questions before then, having done thorough research and do have them included in the outline.

Also, be quick to note to the audience just how much time and the number of questions you will be willing to take.

11. Thank The Audience And Your Host

Go ahead to appreciate the audience and the event hosts. Showing appreciation to your audience shows that you honor and respect them for taking out their precious time to pay attention to you. Where you were explicitly invited to make an appearance, you should not hesitate to acknowledge the hosts once again for the opportunity.

A word of warning, though, do not make your closing remarks and pleasantries sound too rehearsed. It should come natural and appear very heartfelt.

A persuasive speech is a speech that is given with the intention of convincing the audience to believe or do something. This could be virtually anything – voting, organ donation, recycling, and so on.

A successful persuasive speech effectively convinces the audience to your point of view, providing you come across as trustworthy and knowledgeable about the topic you’re discussing.

So, how do you start convincing a group of strangers to share your opinion? And how do you connect with them enough to earn their trust?

Preparation: Consider your audience

As with any speech, preparation is crucial. Before you put pen to paper, think about what you want to achieve with your speech. This will help organise your thoughts as you realistically can only cover 2-4 main points before your  audience get bored .

It’s also useful to think about who your audience are at this point. If they are unlikely to know much about your topic then you’ll need to factor in context of your topic when planning the structure and length of your speech. You should also consider their:

  • Cultural or religious backgrounds
  • Shared concerns, attitudes and problems
  • Shared interests, beliefs and hopes
  • Baseline attitude – are they hostile, neutral, or open to change?

The factors above will all determine the approach you take to writing your speech. For example, if your topic is about childhood obesity, you could begin with a story about your own children or a shared concern every parent has. This would suit an audience who are more likely to be parents than young professionals who have only just left college.

Remember the 3 main approaches to persuade others

There are three main approaches used to persuade others:

The ethos approach appeals to the audience’s ethics and morals, such as what is the ‘right thing’ to do for humanity, saving the environment, etc.

Pathos persuasion is when you appeal to the audience’s emotions, such as when you  tell a story  that makes them the main character in a difficult situation.

The logos approach to giving a persuasive speech is when you appeal to the audience’s logic – ie. your speech is essentially more driven by facts and logic. The benefit of this technique is that your point of view becomes virtually indisputable because you make the audience feel that only your view is the logical one.

The opening and closing of speech are the most important. Consider these carefully when thinking about your persuasive speech outline. A  strong opening  ensures you have the audience’s attention from the start and gives them a positive first impression of you.

You’ll want to  start with a strong opening  such as an attention grabbing statement, statistic of fact. These are usually dramatic or shocking, such as:

Another good way of starting a persuasive speech is to include your audience in the picture you’re trying to paint. By making them part of the story, you’re embedding an emotional connection between them and your speech.

You could do this in a more toned-down way by talking about something you know that your audience has in common with you. It’s also helpful at this point to include your credentials in a persuasive speech to gain your audience’s trust.

2. Stating your argument

You should  pick between 2 and 4 themes  to discuss during your speech so that you have enough time to explain your viewpoint and convince your audience to the same way of thinking.

It’s important that each of your points transitions seamlessly into the next one so that your speech has a logical flow. Work on your  connecting sentences  between each of your themes so that your speech is easy to listen to.

Your argument should be backed up by objective research and not purely your subjective opinion. Use examples, analogies, and stories so that the audience can relate more easily to your topic, and therefore are more likely to be persuaded to your point of view.

3. Addressing counter-arguments

Any balanced theory or thought  addresses and disputes counter-arguments  made against it. By addressing these, you’ll strengthen your persuasive speech by refuting your audience’s objections and you’ll show that you are knowledgeable to other thoughts on the topic.

When describing an opposing point of view, don’t explain it in a bias way – explain it in the same way someone who holds that view would describe it. That way, you won’t irritate members of your audience who disagree with you and you’ll show that you’ve reached your point of view through reasoned judgement. Simply identify any counter-argument and pose explanations against them.

4. Closing your speech

Your closing line of your speech is your last chance to convince your audience about what you’re saying. It’s also most likely to be the sentence they remember most about your entire speech so make sure it’s a good one!

The most effective persuasive speeches end  with a  call to action . For example, if you’ve been speaking about organ donation, your call to action might be asking the audience to register as donors.

If audience members ask you questions, make sure you listen carefully and respectfully to the full question. Don’t interject in the middle of a question or become defensive.

You should show that you have carefully considered their viewpoint and refute it in an objective way (if you have opposing opinions). Ensure you remain patient, friendly and polite at all times.

Tips for delivering your persuasive speech

  • Practice, practice, and practice some more . Record yourself speaking and listen for any nervous habits you have such as a nervous laugh, excessive use of filler words, or speaking too quickly.
  • Show confident body language . Stand with your legs hip width apart with your shoulders centrally aligned. Ground your feet to the floor and place your hands beside your body so that hand gestures come freely. Your audience won’t be convinced about your argument if you don’t sound confident in it.   • Don’t memorise your speech word-for-word  or read off a script. If you memorise your persuasive speech, you’ll sound less authentic and panic if you lose your place. Similarly, if you read off a script you won’t sound genuine and you won’t be able to connect with the audience by  making eye contact . In turn, you’ll come across as less trustworthy and knowledgeable. You could simply remember your key points instead, or learn your opening and closing sentences.
  • Remember to use facial expressions when storytelling  – they make you more relatable. By sharing a personal story you’ll more likely be speaking your truth which will help you build a connection with the audience too. Facial expressions help bring your story to life and transport the audience into your situation.
  • Keep your speech as concise as possible . When practicing the delivery, see if you can edit it to have the same meaning but in a more succinct way. This will keep the audience engaged.

The best persuasive speech ideas are those that spark a level of controversy. However, a public speech is not the time to express an opinion that is considered outside the norm. If in doubt, play it safe and stick to topics that divide opinions about 50-50.

Bear in mind who your audience are and plan your persuasive speech outline accordingly, with researched evidence to support your argument. It’s important to consider counter-arguments to show that you are knowledgeable about the topic as a whole and not bias towards your own line of thought.

Example: First, there must be four wheels. Second, the car’s engine must be functioning. Third, the doors must be functional. Fourth, in order to get to your destination, the car’s steering has to be functional.

Explain it Speech: Two to Four main points that go through the key elements of the topic to explain it.

Example: Firstly, the car drives by the engine that powers it to move forward. Secondly, by the wheels that rotate in a forward or backward motion. Thirdly, the car’s engine is powered by gas which gives it the ability to function and essentially move the car.

Write down support for your points. Take some time to research your topic thoroughly. It is good to gather statistics, expert opinions, facts, and much more to make your speech unique and effective. 

There are three main types of support you should use to strengthen your speech: 

Interest supports.

Interest supports are used to increase the audience’s interest in the topic you are presenting.

  • Personal experiences
  • Interaction (e.g., Questions to the audience)

Evidence Supports

Evidence increases solid factual support in your speech. Examples of evidence supported are statistics, expert opinions, direct quotations. Studies, surveys, and facts.

Multimedia Aids

Multimedia aids such as posters with pictures and writing, DVDs, music or recordings on a stereo player, videotapes, and PowerPoint presentations.

Write your introduction. Provide a quick attention getter, state your thesis, elaborate on why it is important to you and your audience. It is expected that you preview your main points in the introduction by listing all your main points of discussion in your introduction.

Write your conclusion. Tie the speech together, build to a higher point and give it a sense of conclusion.

Practice your speech until you feel confident. Present your material as effectively as possible.

  • Persuasive speech. [4] X Research source If you're meant to persuade, then your job is to convince your audience to adopt a particular way of thinking, a belief or a behavior that you advocate for.
  • Ceremonial speech. [5] X Research source Ceremonial speeches run the gamut from wedding toasts to eulogies, from graduation speeches to farewell addresses. Many of these speeches are intended to be short and the focus is often on entertaining, inspiring or increasing the audience's appreciation for someone or something.

Step 2 Pick a topic that will interest your audience.

  • Read the newspaper. If you can find a way to link your speech topic to something that's happening in the news, you can highlight the relevance of what you have to say to your audience.
  • Translate numbers. Using statistics in your speech can be impactful, but they can be even more meaningful if you translate them in a way the audience can understand. For example, you could say that worldwide, 7.6 million people die of cancer every year, but to make it more relatable, you might want to follow it up by saying that that number represents the entire population of Switzerland.
  • Express the benefits. It's a good idea to let an audience know exactly what they'll get out of your speech, so that they're primed to listen. If they'll learn how to save money, tell them. If the information you're about to share will make their lives easier in some way, make that clear. If they'll gain a new appreciation of someone or something, let them know.

Researching and Writing Your Speech

Step 1 Know your subject.

  • Outlines can be written in complete sentences or they can be a series of abbreviated phrases and reminders. Another approach is to begin by writing complete sentences and then transferring your outline on to note cards on which you abbreviate those sentences using just the words and memory prompts you need.
  • Pull out your old English textbooks and review things like similes, metaphors, alliteration and other kinds of figurative language. These kinds of devices can add to the impact of a ceremonial speech.
  • Beware one pitfall of the scripted speech: having a page full of words in front of you can cause you to fall into the trap of simply reading from your script without every looking up, making eye contact or engaging with the audience in any way. Thorough practice should help to eliminate your chances of falling into this trip.

Step 5 Be sure you have all the pieces in place.

  • Offer a preview. Think of a preview as kind of the "coming attractions" of your speech. Plan to tell your audience the main points you'll talk about in your speech. There's not need to go into any detail here; you'll get to that when you come to the body of your speech. You can write a preview that's simply one sentence in length to cover what you need to say here.
  • Body. The body is where the "meat" of your speech resides. The points you outlined or the information you scripted make up the body. There are several ways to organize the information within the body of your speech--in time sequence, in step order, from most important point to least important point, problem-solution, to name just a few. Choose an organizational pattern that makes sense based on your speech goal.
  • Give a summary. One of the ways an audience remembers what a speech was about is through intentional repetition. In your introduction, you gave a preview of what you'd be talking about. In your speech body, you talked about those things. Now, in your conclusion, you remind your audience what you talked about. Simply offer a brief review of the main points you touched on in your speech.
  • End with a clincher. A clincher is a memorable, definitive statement that gives your speech a sense of closure. One easy way to do this is to write a clincher that refers back to what you said in the attention-getter of your speech. This helps bring your presentation full circle and provides a sense of closure.

Choosing Visual Aids

Step 1 Choose visuals to benefit the audience.

  • Don't write everything you plan to say on your slides. We've all suffered through speeches where the speaker did little more that read off of his or her slides. That's boring for the audience, and they soon disengage. Instead, use word charts to preview, review or highlight key information. Remember, the sides should be a supplement to what you're going to say rather than an exact copy of it.
  • Make your slides readable. Use a font size that's easy for your audience to read and don't overcrowd your slides. If your audience can't see or get through the material on your slides, they won't have served any purpose.
  • Use animations sparingly. Having graphics fly around, zoom in and out ,and change colors can be engaging but can also be distracting. Be careful not to overdo the special effects. Your slides should be a supporting player rather than the star of the show.

Rehearsing Your Speech

Step 1 Give yourself plenty of time.

  • Leave yourself time to practice. If you're given to procrastinating, you could find yourself with very little or no time to practice before you deliver your speech, which could leave you feeling unprepared and anxious.

Step 2 Practice in front of people.

  • Look at your audience. Almost nothing does more to keep an audience engaged than eye contact from a speaker. As you rehearse your speech, be sure to look at the family members or friends who've agreed to be your audience. It takes a bit of practice to be able to look at your outline, script or note cards, capture a thought or two and then come up and deliver that information while looking at your audience. It's yet another reason why rehearsal time is so important.
  • If you don't have the opportunity to practice in front of people, be sure that when you do rehearse, that you say your speech aloud. You don't want your speech day to be the first time you hear the words of your speech coming out of your mouth. Plus, speaking out loud gives you a chance to double-check and correct any mispronunciations, practice articulating your words clearly and confirm the timing of your speech (We speak more quickly when we simply recite a speech in our heads).

Step 3 Be OK with changes.

Reducing Speech Anxiety

Step 1 Get physical.

  • Clench and release. Ball up your fists really, really tight and hold for a second or two and then release. Repeat this a few times. You can do the same thing by squeezing the muscles in your calves very tightly and then releasing. With each release, you should feel a reduction in your adrenaline-induced symptoms.
  • Take deep breaths. The adrenaline in your system causes you to take more shallow breaths that, in turn, increase your feeling of anxiety. You need to break the cycle. Take a deep breath through your nose and allow the air to fill your belly. Once your belly is full, let your breath fill and expand your ribcage. Finally, allow your breath to move fully into your chest. Open your mouth slightly and begin to exhale starting first with the air in your chest, then the air in your ribcage and finally the breath in your belly. Repeat this inhale-exhale cycle five times.

Step 2 Focus on your audience.

  • Negative thoughts are incredibly powerful--one estimate is that you need five positive thoughts to counteract every one negative thought you have, so steer clear of them.

Four anti-Muslim claims dominating India’s election: What’s the truth?

India’s Hindu nationalists have peddled conspiracy theories about Muslims. Here are some facts about their claims.

In April, as India was preparing for the first phase of its mammoth seven-stage national election that will conclude with results on June 4, pollsters asked voters what issues they were most concerned about.

Jobs and inflation ranked the highest in their responses. But as Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) have tried to defend their decade-long record of governance in the face of criticism from the opposition led by the Congress party, they have also been accused by critics of promoting tropes that, for a long time, have been anti-Muslim dog whistles for the country’s far-right.

The opposition has accused Modi of hate speech against Muslims, and India’s election commission – the independent authority tasked with holding the country’s polls – has sent a warning to the BJP party chief about the PM’s comments. Election laws do not allow the overt use of religion to garner votes. But Modi has denied that he engaged in hate speech.

Al Jazeera fact-checked four claims about Muslims – India’s largest religious minority, with a population of 200 million people – that have dominated the election discourse in recent days.

‘Those with more children’

What Modi said:  During an election rally on April 21 in the western state of Rajasthan, Modi claimed that if the Congress party came to power, it would distribute the country’s wealth among Muslims. “When they were last in power, the Congress said that Muslims have the first right to the nation’s resources. What does that mean? If they come to power, that means they will collect all the wealth. And who will they give it to? Those who have more children. To infiltrators.”

Nearly a month later, when asked by a Network 18 reporter why he had used that language while speaking about Muslims on the stage in Rajasthan, the Indian prime minister denied he was referring to Muslims. “Why are you doing injustice to Muslims?” he said, saying that overpopulation prevails in poor families. “I never said Hindu or Muslim.”

But Modi has previously used the trope of Muslims having a particularly high reproductive rate. In 2002, after deadly anti-Muslim riots in the state of Gujarat, where he was chief minister at the time, he faced questions over his government’s failure to support relief camps for victims, which were mostly set up by non-profits and Muslim groups. In a campaign rally at the time, Modi had suggested that such relief camps could become “baby-producing centres”, and how for “some people”, that could mean a family of as many as 25 children.

The larger claim: The idea of a Muslim population explosion is central to a Hindu majoritarian conspiracy theory that suggests that the Muslim community is deliberately growing fast to overtake the Hindu population in the future.

It is not dissimilar to the “great replacement theory” in the West, a white nationalist conspiracy theory that says the immigration of people of colour will make white people a minority in Western countries. In India, the far-right refers to it as ‘ population jihad ‘.

After the prime minister’s Economic Advisory Committee released a report on May 7, suggesting that the share of Hindus in India’s population had declined by 7.8 percent between 1950 and 2015, and the Muslim share had grown by 43.2 percent, BJP leaders amplified suggestions that Hindus in the country would be in danger if the opposition came to power.

The facts: Critics have argued that the BJP’s claims make selective use of numbers to buttress a narrative of a demographic explosion, otherwise belied by the government’s own data. Overall, Muslims do have a higher birth rate than Hindus, but the gap between them is shrinking. The National Family Health Survey in India shows that Muslim women in India are facing the sharpest drop in total fertility rates in the three decades from 1992 to 2015. The total fertility rate for Muslims has dropped by 2.05 percent, compared with a 1.36 percent decline among Hindu women.

Fertility rates in India also vary widely by region. Nationally, the fertility rate is 2.36 percent for Muslims and 1.94 for Hindus. But in the north Indian state of Bihar, for instance, where 83 percent of the population is Hindu, the overall fertility rate is 3 percent – higher than the national average for both communities. Meanwhile, in the southern state of Kerala, where Hindus constitute 55 percent of the population and Muslims 27 percent, the overall fertility rate is 1.8.

‘Congress will snatch mangalsutras ,  give them to its vote bank’

What Modi said:  In an April 23 speech, Modi also warned people that the Congress would take away the possessions – such as the bridal necklace, or mangalsutra – of Hindus and give it to its “vote bank”. Modi was widely understood to have been referring to Muslims. He has often accused the Congress of a “politics of appeasement” towards Muslims, which in the April 23 speech, he said he had exposed.

In the April 21 speech two days earlier, he referred to comments in 2006 by former Prime Minister Manmohan Singh of the Congress party to suggest if the opposition came to power, it would give Muslims the first rights to the nation’s resources.

The larger claim:  Modi and the BJP have long alleged that the Congress favours Muslims over Hindus and that, through its decades of rule, the Congress – the party of Mahatma Gandhi that led the country’s freedom struggle – had “appeased” Muslims. In essence, the argument is that Muslims in India have been given privileged access to wealth and public benefits.

The facts: From education to health to income levels, Muslims are the most economically disadvantaged religious group in India. The government’s latest data suggests that while Muslims constitute 14 percent of the national population, they represent only 4.6 percent of students enrolled in higher education.

In June 2023, an Indian English daily, The Hindustan Times, analysed the government’s All India Debt and Investment Survey (AIDIS) and Periodic Labour Force Survey (PLFS) to show that Muslims are the poorest religious group in India.

Some analysts believe that Modi’s claim about former PM Singh assuring Muslims of the first right to national resources was a misrepresentation of what he had said. Singh, in his 2006 speech , had referred to prioritising the government’s responsibility to traditionally underprivileged castes, socially and economically backward communities, and religious minorities, particularly Muslims. Then, in a separate sentence, Singh had said: “They must have the first claim on resources.”

“When we listen to the entire speech of former Prime Minister Manmohan Singh, we understand that he was not only talking about Muslims. He was talking about all deprived sections,” Siddarth Sarathe, a fact-checker from the Quint, an Indian media outlet, told Al Jazeera.

‘Congress will take away reservations’

What Modi said: During a rally in West Bengal state on May 12, Modi said the opposition Congress party was planning to take away job reservations from Scheduled Castes, Scheduled Tribes and Other Backward Classes (OBCs) – underprivileged communities that are beneficiaries of Indian affirmative action policies – and give them to Muslims.

On May 21, he doubled down on the claim in another speech.

The larger claim:  Modi and the BJP are accusing opposition parties of taking away affirmative action benefits meant for lower-caste Hindus and handing those over to Muslims.

The facts:  The Indian government’s affirmative action programmes – reservations in jobs and education – are solely based on caste and socioeconomic criteria, not on religion. A Pew Research Center report from 2021 says that nearly all Indians, regardless of religion, identify with a caste. About 43 percent of Muslim respondents identified as part of the “Other/Most Backward” classes.

In state after state, governments across party lines have for decades offered caste-based reservations. And those belonging to traditionally underprivileged castes have been beneficiaries – whether Hindu, Muslim or from any other faith.

In fact, Modi himself boasted in 2022 of his track record in Gujarat, when he led the state. “Among Muslims in Gujarat, there are 70 groups, who are OBC. When I was in Gujarat, they used to get benefits in the OBC category,” he said.

‘Love jihad’

What BJP says:  Modi referred to this  conspiracy theory in passing in a speech in April, but it is a favourite theme for the BJP and its allies. In the southern state of Karnataka, which voted in late April and early May, and where the BJP was voted out of power last year, BJP leaders have claimed that cases of ‘ love jihad ‘ have gone up since then.

The larger claim:  But what is ‘love jihad’? The conspiracy theory that accuses Muslim men of deliberately luring Hindu women into converting to Islam. The theory has existed since the late 2000s, and prominent cases emerged in 2009 in Kerala and Karnataka.

The theory has been amplified by the BJP governments across the country, with several states introducing  anti-conversion legislation  and intensifying police crackdown on Muslim men and interfaith couples .

A Bollywood film titled Kerala Story released last year was also accused of peddling the ‘love jihad’ theory. The film, which was promoted by Modi, showed women and girls in southern Kerala state converting to Islam to be recruited into the ISIL (ISIS) armed group. It also claimed that 32,000 had disappeared from the state to join ISIL.

The facts: The ‘love jihad’ theory is not backed by facts or evidence, and Indian courts have ruled out that there was an organised conspiracy by Muslims to woo Hindu women and convert them to Islam. Bridge, a Georgetown University research project, has called it “widely debunked” in a factsheet.

The claims in Kerala Story were also challenged by both fact-checking groups and by local communities in Kerala. The filmmakers admitted that the figures used in the film were inauthentic and that only three women joined ISIL.

On a sunny morning, he met the group of eight veterans and sat in The Buck Inn, a Wetherspoon's pub on the High Street in his Richmond constituency, where the group were sipping tea and some tucked into breakfasts.

But it was the wet weather in which Mr Sunak called the general election that was the subject of conversation...

 Rishi Sunak has hit out at Labour and said a Keir Starmer-led government would be marked by "uncertainty" and mean a "more dangerous world".

In a lengthy thread on X, the prime minister claimed that Labour "doesn't have a plan".

Expanding on what he said would be the uncertainty of a Labour government, he said: "Who knows what they would do in government? They won't tell us how they would fund any of their policies. They refused to meet our defence spending pledge." 

He argued that an "uncertain future" has consequences.

"Our enemies notice. The world becomes more dangerous as they take advantage of our weakness. This leads to higher prices of food and fuel, as well as a greater risk of attacks against our nation." 

Mr Sunak is referred to his pledge to raise defence spending to 2.5% of GDP, at a time when Russia appears to be on the front foot in Ukraine.

Meanwhile Sir Keir, who has sought to re-establish Labour's security credentials in recent years, has said he wanted to commit to the 2.5% "when resources allow".

The news was shared by local MP Elliot Colburn and comes in the wake of one of the more bizarre rows of this nascent election campaign.

Earlier today, the Conservatives were forced to deny that Mr Sunak was taking a day off from campaigning just a few days after he announced the upcoming election.

The reports prompted Labour's Stella Creasy MP to post: "Sunak is already in need of a duvet day. Britain is already in need of a different government."

Sharing pictures of the visit on X, Mr Colburn vowed: "We are ready for the fight, and I hope I can count on your support on July 4th!"

Richard Tice promised the dozen or so people at the Vine Hotel in Skegness that only he could deliver for their community. 

The Surrey-born businessman has tenuous links to the area, however. It wasn’t lost on the audience.

He was asked what he knows about Skegness. Mr Tice responded: "That’s why I’m here to learn…I’ve got lots of farming friends in Lincolnshire."

He says his favourite place to eat is the "Red Lion Wetherspoons opposite the station", although he hasn’t been spotted there just yet.

Mr Tice says he is hoping to "take a flat on the seafront," where he was today campaigning outside migrant hotels.  

 Rachel Reeves swapped spreadsheets for the supermarket earlier as she visited a Fulham branch of Iceland.

She chatted to workers about the cost of living crisis and attacked the Conservatives' approach to the economy.

Ms Reeves, who it seems did not take a turn behind the checkout desk, pitched Labour as the party of "stability and tough spending". 

Speaking to reporters on the visit, she also suggested she wanted to cut taxes for working people, saying they should be "lower," but insisted that "unlike the Tories" she would not make pledges she cannot keep.

Repeatedly pressed on whether she could rule out national insurance or income tax rising if Labour wins the election, the shadow minister said: "I have no plans to increase taxes."

"We've set out the plans that we do have to fund the immediate injection of cash into our NHS and into our schools, but we have no plans beyond that to increase taxes."

Labour has said it would use tax on wealthy non-doms and impose VAT and business rates on private schools in order to fund improvements to public services. 

 With Keir Starmer confirming earlier today that he's in favour of lowering the voting age to 16 - and that it's a Labour priority - it's worth looking around to see how other countries do it.

"Yes, I want to see both 16 and 17-year-olds," the Labour leader said. "If you can work, if you can pay tax, if you can serve in your armed forces, then you ought to be able to vote." 

So where can you vote at 16? 

Well, actually, right here in the UK - for some things.

Scotland and Wales already lowered the voting age to 16 for local elections and in those for the regional parliaments.

In 2014, 16 and 17-year-olds were able to vote in the Scottish independence referendum. 

Further afield, Nicaragua, Isle of Man, Guernsey, Ecuador, Cuba, Brazil, Argentina and Austria all have votes at 16.

A few more - North Korea, Indonesia, Greece, and East Timor - have votes at 17.

While we're on the subject of voting ages, only one country is known to have a maximum voting age.

The Vatican has a rule that the new Pope is selected by cardinals who are below the age of 80.

Why are so many Tory MPs going? Is it because they read the opinion polls and believe their party's time is up and they don't fancy the hard slog and often unrewarding grind of opposition?

There's a famous quote attributed to James Callaghan, during the 1979 general election campaign, shortly before Labour was swept from power by Margaret Thatcher.

"You know there are times, perhaps once every 30 years, when there is a sea-change in politics," avuncular "Sunny Jim" observed shrewdly to his close aide Bernard Donoughue.

The Conservatives have "failed" on water pollution issues and let big companies "off the hook", Liberal Democrat leader Sir Ed Davey has said.

Hitting the campaign trail in Chichester, West Sussex, the party leader said the public are "alarmed" about the damage being done to rivers and seas in the UK.

He donned a red lifejacket (safety first!) on a visit to Birdham Pool Marina alongside parliamentary candidate Jess Brown-Fuller.

In the run-up to the general election, the Lib Dems have unveiled plans to abolish the regulator, Ofwat, and introduce a new one to tackle the sewage crisis.

The party claims its analysis shows water company bosses have received some £54m in bonuses since 2019.

According to the Environment Agency, sewage spills into England's rivers and seas more than doubled in 2023 with 3.6 million hours of spills last year - equal to about 400 years - compared with 1.75 million hours in 2022. 

Rishi Sunak has posted pictures of himself campaigning in Wimbledon today, after holding a breakfast with veterans in Yorkshire.

"It's clear what the British people want - bold action and a clear plan. That's what we will deliver," he wrote on X.

The images come after Labour accused the prime minister of taking a day off from the election trail.

Deputy Prime Minister makes a speech at the London Defence Conference on resilience.

INTRODUCTION/COVID CONTEXT

Four years ago – almost to the day – I was standing in 10 Downing Street giving the daily press conference during the early months of the COVID pandemic.

It was a terrifying time.

An unknown – unforeseen – entity had upended our way of life…

… was taking the lives of thousands…

… and endangering the livelihoods of millions more.

Britain’s response to such a pandemic – and indeed our wider resilience – was under the spotlight.

We quickly discovered where our strengths and weaknesses lay:

We turned to business and civil society to augment our capabilities – from the ventilator challenge to the vaccine army.

While Rishi Sunak deployed our hard-won economic heft…

…to protect jobs, through the unprecedented furlough scheme…

…and to protect businesses and national institutions…

… including through the £2 billion cultural recovery fund that I led as Culture Secretary.

I’ll leave it to others – including the COVID Inquiry – to make judgements on our relative performance…

… but I am hugely proud of the way the whole of society…

…the NHS, Government, businesses, civil society and individuals….

… came together in response to the generational crisis of COVID.

We were able to effect the fastest vaccine rollout…

…a speedy end to lockdowns…

… and one of the quickest economic recoveries.

RESILIENCE SINCE COVID

Although the virus is still amongst us - and continues to affect particularly those with long Covid…

…we have, largely, returned to normality.

And as much as many of us would like to forget those dark days…

… it is right that Government ensures that we are prepared for the next crisis.

That’s why, on day one in this role, I turned my focus to exactly that.

In the last 18 months we have launched a new Resilience Framework – outlining ambitious plans through to 2030…

…a dedicated Resilience Directorate – constantly scanning the horizon for future threats…

…and an Emergency Alerts system – ready to notify people if lives are at risk.

We have bolstered our Local Resilience Fora…

…developed a dedicated programme to assess and act early upon chronic risks…

… we have harnessed the transformational power of data through our world leading National Situation Centre…

…and published the most transparent-ever National Risk Register.

We have also recognised that crises have a disproportionate effect on vulnerable people…

… and so we are taking specific actions to better protect those groups.

The work we do is now independently reviewed and genuinely cutting-edge.

These reforms amount to the biggest overhaul of resilience in the UK for decades.

INCREASING THREATS

But as we have been increasing our defences, the threats we face have been proliferating.

Geopolitical tensions have risen to heights not seen for decades …

… climate change has compounded the risk from natural disasters…

… and – as became all-too-real with COVID – biosecurity hazards pose potentially existential threats to our lives and livelihoods.

All the while we become increasingly dependent on digital technology which brings extraordinary opportunities…

… but also creates new vulnerabilities and threats.

In particular, generative AI has lowered the barrier to entry for malign on-line actors…

…making the UK’s leadership on frontier AI risks essential.

GOVERNMENT POSTURE/WHOLE OF SOCIETY

And as the Prime Minister said last week, more will change in the next five years than in the last thirty.

So it is right that we take stock and consider how we make sure we are as resilient as possible.

There are currently around 100 risks on the Government’s risk register, ranging from cyber attacks to solar flares.

It is important at this stage to say that it is not the job of Government to be optimally prepared for just one of these risks manifesting…

… rather it is our job to position our finite resources so that we can prevent risks where we can…

…have plans in place for where we cannot…

…and are able to put those plans into practice as quickly as possible in a crisis.

It’s a trade-off.

You cannot be fully prepared for one and sensibly prepared for all.

One thing that COVID made clear – and that remains clear – is that crises can hit us all…

…in ways we might not be able to anticipate…

… and that resilience requires us all to be ready.

It is this ‘whole of society’ approach that – ultimately – saw us overcome the pandemic.

Now, none of us want to spend disproportionate time dwelling on the ‘what ifs’ or the ‘worst-case scenarios’…

… but we do ourselves a disservice – indeed we put ourselves at risk – if we don’t put sensible precautions in place.

And so today, I want to outline both the steps the Government is taking…

… and the steps we urge others to take, to strengthen our collective, national resilience.

INDIVIDUALS

That resilience begins at home.

After the reaction to my intervention on preparedness last Autumn…

… where I was painted as either alarmist…

… or as some sort of doomsday prepper…

… I want to take head on the suggestion that we shouldn’t talk about this issue.

Who can forget the empty supermarket shelves in the early days of the pandemic?

And how many of us have since acted so we’d be prepared if it happened again?

If there was a national power outage, how many of us have torches and batteries?

If the water went off, how many of us have a few bottles stored away?

And if there was a cyber attack, how many of us have the means to listen to the radio without mains power or wi-fi?

A poll released today by our hosts - the London Defence Conference - shows that just 15 per cent of people have an emergency supply kit in their homes…

… while more than 40 per cent of people do not have three days’ supplies of non-perishable food and water.

It is still the case, I make no apologies for reinforcing my recommendations that all households take a few minutes to consider their preparedness.

I am determined to make this as easy as possible, and to offer clear guidance.

This is not about stockpiling, this is about sensible safeguards.

And so, I can announce that today we are launching a new gov.uk website, based on the National Risk Register, that offers practical information for households to make those preparations.

This is about being prepared ahead of events…

…small things we can do today that might make a big difference tomorrow.

INTERNATIONAL COMPARATORS

Perhaps it is the legacy of the old ‘stiff upper lip’ mentality that means it is unusual for a British minister to talk about resilience…

… certainly there is far more of a culture of doing so around the world.

In Finland they have a ’72 hours campaign’ which encourages everyone to be self-sufficient in the first three days of any crisis…

… as well as an annual ‘National Preparedness Day’.

Meanwhile, I recently visited the earthquake preparedness centre in Tokyo…

… where they have an entire crisis management centre ready to go when the next big quake hits.

And although we are fortunate not to have to worry too much about the UK’s earthquake resilience…

… I do want to embrace that spirit of openness around national preparedness…

… and to share lessons from our respective training and exercising programmes.

That is why I am pleased that resilience and crisis-management officials are actively engaging with their counterparts in these and other countries.

Indeed many of them are represented here at this conference.

Of course, when it comes to our international partnerships, the bedrock of our resilience is the NATO alliance…

… which is why our commitment to spend an additional £75 billion over the next six years - increasing defence spending to 2.5 per cent of GDP by 2030…

… is so important.

It is also right that we consider our resilience and our defence together…

… and so - working with NATO and other partners - we are bringing forward a comprehensive National Defence and Resilience Plan…

… based on the very latest threat assessment and bringing together both civil and military planning.

Although crisis-response is so often considered through the prism of central government or individuals…

… the truth is, it is communities that make the difference between success and failure.

It is the response of public services, businesses, local resilience fora and the voluntary sector that determines the extent to which services, and economic output, are hit.

In these moments we look to local leaders…

…as much as to national government.

And we want to offer all of these individuals appropriate training.

We have already announced the new national Resilience Academy… 

…which will see several thousand people trained to deal with crises

this year and next year.

And I can announce today that, for the first time, we will create bespoke training offers for both ministers and MPs…

… and I am looking forward to attending the early pilot of these courses.

It is also important that we stress-test our response…

… putting both our training and our plans into action…

… and being candid about where we find vulnerabilities.

Although those on the resilience frontline are constantly working to iterate their own preparations…

… we can only assess their efficacy when we bring them together and practise them in concert.

So I am also pleased today to launch the new National Exercising Programme.

This plan schedules training over the next 4 years…

… and is designed to test as many of the common knock-on effects of crises as possible.

Importantly, next year – five years on from the heart of the first lockdown – we will conduct a major ‘Tier 1’ exercise, testing our response to a major pandemic…

… this will be the largest ever simulation of a pandemic in the United Kingdom…

… and will involve thousands of people from across Government and public services.

LGD MODEL/RESOURCING

At the heart of our resilience systems is the ‘lead government departmental’ model…

…where risks are delegated to those departments which already cover the relevant areas.

I am aware that the model has been called into question…

… but I believe it is still the right foundation to build on.

The alternative is to create a huge new centralised government agency…

… simultaneously duplicating sector-specific expertise…

… and potentially ignoring the expertise that departments have built up over years.

But that does not mean that we should not look to improve our current approach.

I believe we need to do so in three crucial ways:

… in our approach to central oversight…

… our approach to resourcing…

… and our approach to catastrophic risks.

CENTRAL OVERSIGHT

When it comes to oversight, it is not right that departments are able to ‘mark their own homework’…

… nor can the centre absolve themselves of responsibility for making sure those plans are robust.

And so, through the new Resilience Directorate, the Cabinet Office is being more active in embedding a culture of resilience right across Whitehall…

… developing critical cross-cutting capabilities …

… and ensuring that the join-up between departments is as seamless as it needs to be.

As part of this, we will use some of the £10 million ‘Economic and Fiscal Risks Fund’ announced at the Autumn Statement last year…

… to fund necessary proactive mitigations.

That fund will also be used for research into how we embed a culture of resilience into our public spending decisions.

When money is tight, the concept of spending to save falls out of favour…

… and although it is right that we have a rigorous value-for-money criteria…

… it is also true that every penny we spend on resilience today…

… saves pounds when a crisis strikes.

It is estimated that the entire cost of COVID to Government was around 350 billion pounds…

… that’s well over £10,000 for every household. Money that will have to be paid back.

And yet the cost of Covid in lives would have been far greater had we not invested in our health services and life science industry in the preceding decades…

…and the cost to livelihoods would have been far greater if we hadn’t had the prudent financial management that meant we could fund schemes like furlough.

Because for me there is no greater source of resilience than a strong economy.

Of course, that hindsight was impossible then… but it can – and should – improve our foresight now.

And so, as we approach the next Spending Review, I have asked all departments to consider these lessons as they look to submit their bids for resilience spending…

… and, in some critical areas, such as biosecurity and cybersecurity, the Cabinet Office is working with all relevant departments to generate consolidated bids…

… reflecting the pervasive, cross-departmental nature of these challenges.

Allocating the proper resourcing is one thing, but ensuring it is subsequently spent as planned is another.

It is understandable that, when times are tight, or unforeseen pressures emerge, you might raid the rainy day fund…

… but for too long departments have cannibalised long-planned resilience spend to ease day-to-day pressures.

There are always urgent, immediate spending priorities.

It’s the job of the centre to ensure that some areas are protected from those shorter-term decisions.

And so, I can also announce today, that in the critical area of biosecurity we have agreed that all spend will be ring-fenced through the next Spending Review period…

… and I am working with the Chancellor to consider how we can extend this protected approach to all resilience spending.

CATASTROPHIC RISKS

Of the 100 risks on the National Risk Register, we consider only a handful as catastrophic in scale….

…events that would have a profound effect on all our lives and that pose an existential threat to our national security, our society, even our lives.

When it comes to these risks…

…which have cascading impacts affecting other departments and their sectors…

…the lead government department model on its own is not sufficient to either make preparations, or to manage the response.

In these instances, I believe the Cabinet Office at the heart of government should play a much fuller role in coordinating our response.

For these risks, I also think it is right to look at the interaction between the devolved administrations and central Government.

It is my belief that when catastrophic crisis have nation-wide impact, it deserves a nation-wide response.

During COVID we saw the confusion that arose when the various administrations pursued different policies…

… and even descended into political game playing in tit-for-tat announcements.

And so, where a crisis meets the threshold of having catastrophic impact…

… we will work to ensure that, in future, we reduce policy divergence in our response…

…and deliver a consistent and coordinated approach across the whole of our United Kingdom.

BIOSECURITY

The area that gives rise to the most likely, and most severe catastrophic risk, is biosecurity.

This might be naturally-occurring infections, such as epidemics, pandemics or antimicrobial resistance…

…it might be biological attacks…

…or new threats from AI.

In every scenario we are strengthening our collective defences and doubling down our delivery of the UK’s world-leading Biosecurity Strategy…

…and today I can confirm we are committing to increasing our investment to mitigate these risks…

…and will be setting out the details of this in my first annual statement on its implementation to Parliament at the end of June.

Resilience is a ministerial portfolio unlike any other.

It is the only part of government where you hope that the plans you work so hard to develop never have to be put into practice.

It can feel overwhelming when you’re confronted with a vast array of constantly changing doomsday scenarios.

But I approach the agenda with a deep sense of confidence and optimism.

Because while the risks are great…

…the resources and resolve we have are greater – and growing by the day.

Since the Covid pandemic – and specifically within the last year – we have seen the single biggest transformation of preparedness in a generation…

…creating an approach that is copied around the world.

We have changed resilience from something that is tucked away in government…

…into something that is a part of our everyday lives.

In many ways, we came through Covid because of the goodwill of our people.

The nurses, doctors and other clinical staff who cared for our sick.

The world-class civil servants who coordinated the government’s response.

The scientists who developed the vaccine that freed us.

And good neighbours, good sons and daughters, and good citizens up and down the country who played their part.

It was a whole of society effort, underpinned by a strong economy.

But we cannot take those things for granted.

We are working ahead of time to equip the whole of society to prepare for - and even prevent - the next shock…

…while delivering a clear and robust plan that is so vital to our national defences.

And so the new measures I have set out today give us yet more tools in our armoury - whenever - if ever - we need them.
