The Challenges and Lived Experiences of the Barangay Tanods: A Phenomenological Qualitative Study in the Philippines During COVID-19 Pandemic

Barangay tanods are not exempted from the risk of the COVID-19 due to being exposed to public areas. Aside from health risks, these front liners are also a mistreatment subject from violators. Thus, this study is conducted during the pandemic and gathered data through a phone interview. It is conducted to explore the lived experiences of Barangay Tanods and how they adjusted to the drastic change in the work environment, health risk exposure to COVID-19, and the threat of danger caused by different factors during community quarantine. It also determines the specific challenges in the work environment and the changes in policing strategies, and how they cope. Lastly, it aims to map out how these experiences and impacts will improve preparations and the development of policing strategies in future crises. Moreover, three major conclusions emerge from this study's findings: (1) Barangay tanods faced difficulties in the sudden shift of their work environment (2) Most of the barangay tanods received incentives from the government to supply their health and sanitary needs (3) Barangay tanods reflected on their experiences to further improve as public servants and to be prepared for future crisis.

Practices and Challenges of Barangay Nanyo, Panabo City in Responding to COVID-19 Pandemic: A Case Study

Abstract – This study explored the practices and challenges in responding to the COVID-19 pandemic of a barangay government unit. The study used a qualitative case study method of research. This study was conducted at Barangay Nanyo, Panabo City Davao del Norte, Philippines. There were six participants responded in this research through a validated interview-guide questions. The results have shown that the practices and challenges of Barangay Nanyo in responding to the COVID-19 pandemic were focused on the implementation of safety and security protocols, communication among members of the society, and the availability of resources needed in times of lockdown. The study also revealed that to cope up with those challenges, the barangay has the initiative to come up with solutions with the help of the people’s cooperation and participation that became a big part of the success of the unit is having a zero active case since the emergence of COVID-19 pandemic in the country. The result of the study may be used as a basis for higher- authorities in crafting recommendations for other barangay government units. This will also assist other barangays officials in managing the pandemic situations in their community.

I. INTRODUCTION

1.1 Background of the Study

The novel coronavirus (COVID-19) is responsible for more fatalities than the SARS coronavirus, despite being in the initial stage of a global pandemic. The first suspected cases in the Philippines were investigated on January 22, 2020. Both patients were previously healthy Chinese nationals on vacation in the Philippines, traveling as a couple during January 2020. Patient 1, a 39-year-old female, had a cough and sore throat symptoms and was admitted to San Lazaro Hospital in Manila on January 25. Since then, the national government of the Philippines was doing ways to control the spread and transmission of the COVID-19 virus. As of today, April 8, 2021, according to the Department of Health, 813,000 cases are reported, of which 646,000 have recovered, and 13,178 deaths happened. Of the said cases, 22,670 were from the Davao region [1]. Here in our locality, according to the City Health Office of Panabo City, there are 913 confirmed cases, 841 of those have recovered, and 50 deaths happened. From the data provided last April 7, out of 40 barangays of the city, Barangay Nanyo has zero cases of covid-19 related cases and deaths [2]. There are significant concerns about operative pandemic response and awareness in fragile health systems and the rifeness of misinformation. Their study determined that there is essential for targeted health education as a response strategy to COVID-19 in low-income settings, and it is vital that strategies are contextually relevant. Understanding among populations experiencing extreme poverty will be important as tailored guidance for public health response, and communication strategies are developed for low and middle-income countries [3].

The Effectiveness of the Barangay Justice System in Barangay 176 Bagong Silang, Caloocan City

Barangay Bagong Silang was established during the rule of Ferdinand Marcos, the tenth president of the Philippines. The name of the barangay was meant to signify a newborn for most of its residents who were resettled from their original slum areas in Tondo, Manila, a commonwealth in Quezon City and San Juan. Bagong Silang is also the largest barangay in terms of population with over 270,743 residents which accounts for about 16 percent of Caloocan's total population. The barangay 176 in Bagong Silang, Caloocan, like many other barangays in the Philippines, encounters problems and challenges because of many factors like its huge population. The researcher came up with the title “The Effectiveness of Barangay Justice System in Barangay 176 Caloocan City". The researchers used the descriptive method in determining the effectiveness of the barangay justice system in Barangay 176, Bagong Silang, Caloocan City. The research enabled the researchers to gather data on the subject under study using different research instruments. The questionnaire was used in gathering data and information necessary to complete the study. The researchers used random sampling to determine the respondents of the study. Random sampling refers to a variety of selection techniques in which sample members are selected by chance, but with a known probability of selection. The respondents were described according to different demographic profiles. The majority of the respondents were from the age bracket 18 to 22 years old, 56% were male, 64% were single, and 36% were vocational course graduates. On effectiveness of the barangay justice system in Barangay 176 Bagong Silang Caloocan City in terms of the level of compliance to the procedure of the Katarungang Pambarangay on the variables receiving complaints, issuance of summons, the conduct of conciliation, settlement, execution, most responses were regarded as agree. On the effectiveness of the barangay justice system in Barangay 176 Bagong Silang Caloocan City in terms of satisfaction of the complainant and respondents on variables such as receiving a complaint, issuance of summons, conciliation, settlement, and execution, most were regarded as agree. The findings of the study demonstrate the effectiveness of the Barangay Justice System in Barangay 176, Bagong Silang, Caloocan City. These findings can be used as a reference for the proposed measures of the researchers to enhance the barangay justice system and for the benefits of the citizen in the said barangay.

The study aims to determine the Effectiveness of the Barangay Tanods on the Maintenance of Peace & Order in the Municipality of Bayambang. Specifically, this study sought to determine the profile of the respondents in terms of age, sex, civil status, highest educational attainment, monthly family income, number of trainings attended and years of experience as Barangay Tanods; the level of effectiveness by the Barangay Tanods on the Maintenance of Peace & Order in their localities as percieved by: the Barangay Tanods; and constituents; and the problems encountered by the Barangay Tanods in maintaning Peace & Order on the respective localities as perceived by; the Barangay Tanods; and Constituents. To ascertain the degree of efficiency of Barangay Tanods on the Maintenance of Peace & Order in the Municipality of Bayambang, the researchers used the descriptive approach with the questionnaire as the primary data collection tool. The researcher further believes that the respondents are very effective at carrying out their duties and obligations based on the data they collected and examined. Peacekeeping is the important function of the Barangay Peacekeeping Action Team in their respective barangay, BPAT visibility is the one main focus of this peacekeeping activity. Hence, this study was conducted to determine the level of performance of the Barangay Peacekeeping Action Team (BPAT) in regards to their skills in patrolling, identifying violation in the community, basic self-defense skills and crowd control skills of selected Barangays in the City of Ozamiz during COVID-19 pandemic. The researchers employed a descriptive-correlational type of research characterized by gathering data from 100 respondents from the selected barangays in Ozamiz City. Moreover, survey questionnaire was used to gather the data. Furthermore, mean and standard deviation were the statistical tool used in the data analysis. Results revealed that the majority of Barangay Peacekeeping Action Team (BPAT) officers were very responsive in safeguarding and patrolling the neighborhood during the day and night while on the state/verge of pandemic. BPAT officers are highly knowledgeable and visible in securing their respective communities through ronda or patrol activity. BPAT officers also perform intelligence monitoring during the pandemic. The findings may provide additional information to the PNP and may give insights to the institution for the improvement of the performance of the Barangay Peacekeeping Action Team (BPAT) at the barangay level. Lastly this study recommends to maintain the BPAT’s excellent performance, and if possible to retrain them in upgrading the skills, and to have constant monitoring and evaluation of their performance and to establish a wider coverage of study or can be done to the entire city.

Coronavirus disease (COVID-19) is a newly found coronavirus that causes an infectious disease. Infected patients may develop mild to moderate respiratory infections and recover without the need for specific treatment. Barangay Tanods is at the forefront of maintaining peace and order. They are made up of civilian volunteers who protect the community from irregular forces while also demonstrating their commitment to crime prevention by acting as deterrents to criminals, particularly in places where police are scarce. The BPAT is a national program of the PNP to encourage people empowerment from the community to address the real-time response in case a need arises, be it peace and order, security, or rescue related matters. The study will utilize a descriptive type of research. A descriptive type of research accurately and systematically describes the responses of the population considered in a particular study. The results revealed that the overall performance of barangay tanod was excellent, regardless of age, educational attainment, or gender. There were no significant differences in the performance of tanods divided into different groups. On the other hand, the delivery of BPAT services for crime prevention needs to be enhanced. The goal of this research is to assess the BPAT’s performance during the COVID-19 pandemic in the urban barangays in Ozamiz City, which includes the following: Barangay Aguada, Barangay Carmen Annex and Barangay Catadman in terms of patrolling, cooperation with other barangay officials, and health and safety protocol execution.

Following Security Council Resolution 1325 (2000), the United Nations arranged mandates on women, peace and security (WPS) in order to address the equality between men and women, in order to allow them to actively participate in managing world security and peace. The purpose of this mandate was to give women the same opportunities, protection, access to resources and services, as well as right to participation in decision-making, as an attempt to achieve and sustain peace and security. In 2014, women constituted 3% of the UN’s military personnel and 10% of the police personnel out of the total number of UN peacekeepers from 123 countries, including Indonesia. This study utilized the descriptive-correlational design to gather data from 65 respondents in the 50th barangay of Ozamiz City. An adapted survey questionnaire was the main instrument used in gathering data for the study. Results revealed that the level of effectiveness of the Barangay Peacekeeping Action Team (BPAT) in relation to public safety and the implementation of curfew hours as perceived by the 50th Barangay Resident of Ozamiz City was very effective in the level of implementation of curfew hours. While in the problems encountered by the responders during the implementation of curfew for Barangay Peacekeeping Action Team (BPAT) resulted as not serious. As to the level of performance of the Barangay Peacekeeping Action Team (BPAT) the result revealed satisfactory ratings among the BPAT. And lastly, the level of public safety of the 50th barangay residents got a safe rating by the community. The researcher recommended that the Barangay Peacekeeping Action team are encouraged to continue their effectiveness in the implementation of curfew hours and public safety. Furthermore, this study will show the barangay peacekeeping action team's dedication to their duty to maintaining peace and order in their community.

Peacekeeping has grown to include a broader humanitarian approach; female personnel have become part of the peacekeeping family. The UN has called for more deployment of female peacekeepers to enhance the overall “holistic” approach to current UN peacekeeping operations. More skilled and trained female peacekeepers can only be an asset to future peacekeeping operations. In October 2000, the UN Security Council adopted Resolution 1325 on Women, Peace, and Security. The resolution was hailed as a landmark resolution in that for the first time, the Security Council recognized the contribution women make during and post-conflict. Since the adoption of Resolution 1325, attention to gender perspectives within the international peace agenda has ¬firmly been placed within the broader peace and security framework. This article explains the development of Indonesian female peacekeepers contribution in the period of 2009-20016 and argues why Indonesia needs to support and to consider deploying more female peacekeepers in UN peacekeeping operations.
