Today’s businesses and institutions rely on data and analytics to inform their product and service decisions. These metrics influence how organizations stay competitive and inspire innovation. However, gathering data and insights requires carefully constructed research, and every research project needs a roadmap. This is where a research plan comes into play.

There’s general research planning; then there’s an official, well-executed research plan. Whatever data-driven research project you’re gearing up for, the research plan will be your framework for execution. The plan should also be detailed and thorough, with a diligent set of criteria to formulate your research efforts. Not including these key elements in your plan can be just as harmful as having no plan at all.

Read this step-by-step guide for writing a detailed research plan that can apply to any project, whether it’s scientific, educational, or business-related.

  • What is a research plan?

A research plan is a documented overview of a project in its entirety, from end to end. It details the research efforts, participants, and methods needed, along with any anticipated results. It also outlines the project’s goals and mission, creating layers of steps to achieve those goals within a specified timeline.

Without a research plan, you and your team are flying blind, potentially wasting time and resources to pursue research without structured guidance.

The principal investigator, or PI, is responsible for facilitating the research oversight. They will create the research plan and inform team members and stakeholders of every detail relating to the project. The PI will also use the research plan to inform decision-making throughout the project.

  • Why do you need a research plan?

Create a research plan before starting any official research to maximize every effort in pursuing and collecting the research data. Crucially, the plan will model the activities needed at each phase of the research project.

Like any roadmap, a research plan serves as a valuable tool providing direction for those involved in the project—both internally and externally. It will keep you and your immediate team organized and task-focused while also providing necessary definitions and timelines so you can execute your project initiatives with full understanding and transparency.

External stakeholders appreciate a working research plan because it’s a great communication tool, documenting progress and changing dynamics as they arise. Any participants of your planned research sessions will be informed about the purpose of your study, while the exercises will be based on the key messaging outlined in the official plan.

Here are some of the benefits of creating a research plan document for every project:

  • What should a research plan include?

The different aspects of your research plan will depend on the nature of the project. However, most official research plan documents will include the core elements below. Each aims to define the problem statement, devising an official plan for seeking a solution.

Specific project goals and individual objectives

Ideal strategies or methods for reaching those goals

Required resources

Descriptions of the target audience, sample sizes, demographics, and scopes

Key performance indicators (KPIs)

Project background

Research and testing support

Preliminary studies and progress reporting mechanisms

Cost estimates and change order processes

Depending on the research project’s size and scope, your research plan could be brief—perhaps only a few pages of documented plans. Alternatively, it could be a fully comprehensive report. Either way, it’s an essential first step in dictating your project’s facilitation in the most efficient and effective way.

  • How to write a research plan for your project

When you start writing your research plan, aim to be detailed about each step, requirement, and idea. The more time you spend curating your research plan, the more precise your research execution efforts will be.

Account for every potential scenario, and be sure to address each and every aspect of the research.

Consider following this flow to develop a great research plan for your project:

Define your project’s purpose

Start by defining your project’s purpose. Identify what your project aims to accomplish and what you are researching. Remember to use clear language.

Thinking about the project’s purpose will help you set realistic goals and inform how you divide tasks and assign responsibilities. These individual tasks will be your stepping stones to reach your overarching goal.

Additionally, you’ll want to identify the specific problem, the usability metrics needed, and the intended solutions.

Know the following three things about your project’s purpose before you outline anything else:

What you’re doing

Why you’re doing it

What you expect from it

Identify individual objectives

With your overarching project objectives in place, you can identify any individual goals or steps needed to reach those objectives. Break them down into phases or steps. You can work backward from the project goal and identify every process required to facilitate it.

Be mindful to identify each unique task so that you can assign responsibilities to various team members. At this point in your research plan development, you’ll also want to assign priority to those smaller, more manageable steps and phases that require more immediate or dedicated attention.

Select research methods

Research methods might include any of the following:

User interviews: this is a qualitative research method where researchers engage with participants in one-on-one or group conversations. The aim is to gather insights into their experiences, preferences, and opinions to uncover patterns, trends, and data.

Field studies: this approach allows for a contextual understanding of behaviors, interactions, and processes in real-world settings. It involves the researcher immersing themselves in the field, conducting observations, interviews, or experiments to gather in-depth insights.

Card sorting: participants categorize information by sorting content cards into groups based on their perceived similarities. You might use this process to gain insights into participants’ mental models and preferences when navigating or organizing information on websites, apps, or other systems.

Focus groups: use organized discussions among select groups of participants to provide relevant views and experiences about a particular topic.

Diary studies: ask participants to record their experiences, thoughts, and activities in a diary over a specified period. This method provides a deeper understanding of user experiences, uncovers patterns, and identifies areas for improvement.

Five-second testing: participants are shown a design, such as a web page or interface, for just five seconds. They then answer questions about their initial impressions and recall, allowing you to evaluate the design’s effectiveness.

Surveys: get feedback from participant groups with structured surveys. You can use online forms, telephone interviews, or paper questionnaires to reveal trends, patterns, and correlations.

Tree testing: tree testing involves researching web assets through the lens of findability and navigability. Participants are given a textual representation of the site’s hierarchy (the “tree”) and asked to locate specific information or complete tasks by selecting paths.

Usability testing: ask participants to interact with a product, website, or application to evaluate its ease of use. This method enables you to uncover areas for improvement in digital key feature functionality by observing participants using the product.

Live website testing: research and collect analytics that outlines the design, usability, and performance efficiencies of a website in real time.

There are no limits to the number of research methods you could use within your project. Just make sure your research methods help you determine the following:

What do you plan to do with the research findings?

What decisions will this research inform? How can your stakeholders leverage the research data and results?

Recruit participants and allocate tasks

Next, identify the participants needed to complete the research and the resources required to complete the tasks. Different people will be proficient at different tasks, and having a task allocation plan will allow everything to run smoothly.

Prepare a thorough project summary

Every well-designed research plan will feature a project summary. This official summary will guide your research alongside its communications or messaging. You’ll use the summary while recruiting participants and during stakeholder meetings. It can also be useful when conducting field studies.

Ensure this summary includes all the elements of your research project. Separate the steps into an easily explainable piece of text that includes the following:

An introduction: the message you’ll deliver to participants about the interview, pre-planned questioning, and testing tasks.

Interview questions: prepare questions you intend to ask participants as part of your research study, guiding the sessions from start to finish.

An exit message: draft messaging your teams will use to conclude testing or survey sessions. These should include the next steps and express gratitude for the participant’s time.

Create a realistic timeline

While your project might already have a deadline or a results timeline in place, you’ll need to consider the time needed to execute it effectively.

Realistically outline the time needed to properly execute each supporting phase of research and implementation. And, as you evaluate the necessary schedules, be sure to include additional time for achieving each milestone in case any changes or unexpected delays arise.

For this part of your research plan, you might find it helpful to create visuals to ensure your research team and stakeholders fully understand the information.

Determine how to present your results

A research plan must also describe how you intend to present your results. Depending on the nature of your project and its goals, you might dedicate one team member (the PI) or assume responsibility for communicating the findings yourself.

In this part of the research plan, you’ll articulate how you’ll share the results. Detail any materials you’ll use, such as:

Presentations and slides

A project report booklet

A project findings pamphlet

Documents with key takeaways and statistics

Graphic visuals to support your findings

  • Format your research plan

As you create your research plan, you can enjoy a little creative freedom. A plan can assume many forms, so format it how you see fit. Determine the best layout based on your specific project, intended communications, and the preferences of your teams and stakeholders.

Narrative storytelling

Visual mapping

Graphic timelines

Remember, the research plan format you choose will be subject to change and adaptation as your research and findings unfold. However, your final format should ideally outline questions, problems, opportunities, and expectations.

  • Research plan example

Imagine you’ve been tasked with finding out how to get more customers to order takeout from an online food delivery platform. The goal is to improve satisfaction and retain existing customers. You set out to discover why more people aren’t ordering and what it is they do want to order or experience. 

You identify the need for a research project that helps you understand what drives customer loyalty. But before you jump in and start calling past customers, you need to develop a research plan—the roadmap that provides focus, clarity, and realistic details to the project.

Here’s an example outline of a research plan you might put together:

Purpose of the project (provide a summary of the research plan’s intent)

Objective 1 (provide a short description for each objective)

Proposed timeline

Audience (detail the group you want to research, such as customers or non-customers)

Budget (how much you think it might cost to do the research)

Risk factors/contingencies (any potential risk factors that may impact the project’s success)

Remember, your research plan doesn’t have to reinvent the wheel—it just needs to fit your project’s unique needs and aims.

Customizing a research plan template

Some companies offer research plan templates to help get you started. However, it may make more sense to develop your own customized plan template. Be sure to include the core elements of a great research plan with your template layout, including the following:

Introductions to participants and stakeholders

Background problems and needs statement

Significance, ethics, and purpose

Research methods, questions, and designs

Preliminary beliefs and expectations

Implications and intended outcomes

Realistic timelines for each phase

Conclusion and presentations

How many pages should a research plan be?

Generally, a research plan can vary in length between 500 to 1,500 words. This is roughly three pages of content. More substantial projects will be 2,000 to 3,500 words, taking up four to seven pages of planning documents.

What is the difference between a research plan and a research proposal?

A research plan is a roadmap to success for research teams. A research proposal, on the other hand, is a dissertation aimed at convincing or earning the support of others. Both are relevant in creating a guide to follow to complete a project goal.

About doctoral education at KI

A doctoral (PhD) degree is the highest academic degree in Sweden, and it is earned after four years of doctoral education and passing a public defence.

Doctoral education overview

To complete a doctoral education means to devote oneself to a research project under supervision of an experienced researcher and to follow an individual study plan. The doctoral student will also take courses and write a thesis.

Each doctoral student has their unique doctoral education, depending on the project, the supervisors and individual qualifications but striving toward the same overall learning objectives.

In order to be eligible for doctoral education you must meet both the general and specific entry requirements.

Outcomes for doctoral education

After completing their doctoral education at KI, students are to have developed an advanced general knowledge of medical science and scientific methodology, and cutting edge scientific skills in whatever research field they choose to explore for their final thesis.

Study plans

The content of the doctoral studies is outlined in the individual study plan written by the doctoral student and supervisor together and approved by the departmental director of doctoral studies after the admission. The individual study plan describes how the goals of the education will be achieved and consists of a time plan, research plan, financing plan, as well as a description of how the supervision is planned and a list of courses and other activities needed for reaching the learning outcomes. The individual study plan is followed-up and revised annually.

Course requirements and requirements for other education activities are outlined in the general syllabus for medical science .

All doctoral students are taking courses; both basic general science courses and project specific courses, as outlined in the study plan.

Research schools

KI offers a number of research schools that students can apply to either before or after admission to doctoral education. In a research school the education is more scheduled than for other doctoral students that have to apply for every single course. Most research schools are aimed for doctoral student with an employment as clinicians at a Swedish hospital. To be considered for a research school you have to apply both to the school and to an individual doctoral project at one of KI’s departments.

Doctoral programmes

When admitted to doctoral education the student chooses one or several thematic programmes that are related to their research project. The purpose with the programmes is to give a comprehensive supply of courses and other learning activities within each research area. The programmes are also a possibility for the doctoral student to create networks outside the research group and department.

Study funding

All doctoral students at KI are financially supported during the studies, either through employment at KI or through employment somewhere else. External scholarships can be used as a funding source during the first year, but only in rare exceptions through-out the entire doctoral education.

Doctoral education has no tuition fee regardless of the student’s country of origin.

Karolinska Institutet issues following degrees at doctoral level:

  • Licentiate degree (after two years studies at doctoral level)
  • Doctoral (PhD) degree (after four years studies at doctoral level)

A doctoral degree is issued after a public defence of a doctoral thesis. A licentiate thesis is publically defended at a licentiate seminar.

A doctoral degree from KI gives you cutting edge skills within your research field and opens up a wide range of career opportunities. After graduating with a licentiate or PhD degree, students can continue to pursue a scientific career at a research institute or in industry, as a researcher/teacher at a university, as a research-competent leader in the commercial or healthcare sector, as a science journalist or consultant, etc. These different professions require different skills and knowledge. Consequently, our doctoral education provides students with a broad grounding in the subject and prepares them for their scientific and professional futures beyond the scope of the study plan for an individual project.

Master’s thesis at ki: explained.

The last semester of all Global Master’s Programmes at Karolinska Institutet have something in common: thesis projects; although it is worth mentioning that each programme has a distinctive approach towards this last component of the degree. Having said that, the purpose of this blopost is to describe the master degree project (aka thesis) process in the Health Economics, Policy and Management programme at KI.

Note: Since the experience this year has been online, I have included pictures of Stockholm during the times corresponding to each stage of the thesis project, so you can at least imagine how is it outside.

  • Official name : Degree Project in in Medical Management
  • Requirements : At least 60 credits of the HEPM programme
  • Modality : Single student or pairs (2)
  • One or more supervisors need to be appointed
  • The main supervisor shall be active at Karolinska Institutet (PhD degree reqired)
  • You may choose to involve an external organization/institute/company/university/research group
  • The research for the master thesis project can be carried out in any country
  • Period : mid-January to late-May

Project proposal:

Although the thesis semester starts formally in mid-January, the real first activity related to this process takes place in early-December and it’s known as the thesis proposal seminar . For a couple of days, students come together (this year over zoom) and present a short description of their thesis proposal, including motivation, aim, research question(s), short methods description and key references. The deliverable was a one-page report (excluding references).

The purpose of this seminar is to evaluate the scope of the project as well as the viability of the study. One could say this is the very first filter where big modifications to the original plan are well received.

Course kick-off

The thesis course officially starts with a morning kick-off session in mid-January , followed by a workshop on how to write a thesis introduction/background session by staff from KI Library services. This step helps to set the tone for the following months as well as for clarifying questions and concerns about the semester.

Project Plan seminar

During this seminar, students present a more elaborated description of the project description and time plan. It takes place in late-January/early-February . The aim this time is to assess the feasibility of the activities proposed in the time plan, and to make adjustments if necessary. I personally see the project plan seminar as the real starting point of the hectic thesis process since it is the moment when you get a more definite “green light”.

Half-time seminar:

I would call this the “check point”. Students and teachers gather in early March for discussing the progress of each project. Here you are also expected to discuss on a deeper level the methods section in order to promote best practices in research. Data collection and analysis methods will be also revised carefully.

Writing a discussion

The programme offers a workshop in mid-April about how to write your results and discussion section.

The deadline for submitting your master thesis is on early to mid May .

Examination seminar:

On the last weeks of May , the final seminar takes place as students present their degree projects, its results and conclusions, along with all the net set of kills and knowledge acquired by the student. The full presentation takes aprox. 1 hour and involves the participation of the author, supervisors, opponents, jury and audience. Comments and feedback received at this seminar can be included in a final revised version of the project that has to be submitted by the start of June.

Note: In order to receive the pass with distinction, you need to pass all seminars plus the distinction at the examination seminar, as well as complying with all deadlines and format requirements.

  • Brainstorm Collaboratively: Initiate a collective brainstorming session with peers or experts. Outline the essential questions that warrant exploration and answers within your research.
  • Prioritize and Feasibility: Evaluate the list of questions and prioritize those that are achievable and important. Focus on questions that can realistically be addressed.
  • Define Key Terminology: Define technical terms pertinent to your research, fostering a shared understanding. Ensure that terms like “church” or “unreached people group” are well-defined to prevent ambiguity.
  • Organize your approach: Once well-acquainted with your institution’s regulations, organize each aspect of your research by these guidelines. Allocate appropriate word counts for different sections and components of your research paper.

A research plan is a framework that shows how you intend to approach your topic. The plan can take many forms: a written outline, a narrative, a visual/concept map or timeline. It's a document that will change and develop as you conduct your research. Components of a research plan

1. Research conceptualization - introduces your research question

2. Research methodology - describes your approach to the research question

3. Literature review, critical evaluation and synthesis - systematic approach to locating,

    reviewing and evaluating the work (text, exhibitions, critiques, etc) relating to your topic

4. Communication - geared toward an intended audience, shows evidence of your inquiry

Research conceptualization refers to the ability to identify specific research questions, problems or opportunities that are worthy of inquiry. Research conceptualization also includes the skills and discipline that go beyond the initial moment of conception, and which enable the researcher to formulate and develop an idea into something researchable ( Newbury 373).

Research methodology refers to the knowledge and skills required to select and apply appropriate methods to carry through the research project ( Newbury 374) .

Method describes a single mode of proceeding; methodology describes the overall process.

Literature Review, critical evaluation & synthesis

A literature review is a systematic approach to locating, reviewing, and evaluating the published work and work in progress of scholars, researchers, and practitioners on a given topic.

Critical evaluation and synthesis is the ability to handle (or process) existing sources. It includes knowledge of the sources of literature and contextual research field within which the person is working ( Newbury 373).

KI-NIH Collaborative Doctoral Program in Neuroscience

Application Process

Students wishing to be considered for admission into the NIH-KI Collaborative Doctoral Program in Neuroscience must submit an online application through the NIH Graduate Partnerships Program (GPP) central database. The application system opens annually in August and closes in early December. For the application, students should expect to provide information on their academic history, research interest/experiences, references (3), and a personal statement. Interested applicants will need to apply through the GPP Application Center  . Note: The NIH-KI Program uses the Institutional Partnership Long Form for prospective PhD students so it is important to make sure the correct form is completed in the GPP application portal.

Unlike most programs, the NIH-KI Collaborative Doctoral Program in Neuroscience requires applicants to specify areas of research interest and propose a KI-NIH mentor pair upfront as part of the online application. In addition to the application, interested applicants should submit a 1-2 page research proposal that outlines their prospective research project and potential mentor pairing. Competitive applicants will greatly improve their chances of being offered acceptance if they provide a well thought out research plan, identify potential mentors at NIH and KI, and communicate with these mentors ahead of time to assure their interest in supporting the applicants’ graduate research efforts should the applicant gain admission to the program.

The GPP application portal does not have an area for applicants to submit a research proposal so we ask applicants to send proposals separately via email to the Program Director, Dr. Janet Clark and Program Coordinator, Aneka Reid . Once proposals are received it will be included with the application package. Applicants should aim to send their research proposals around the time of application submission in December or by mid-January at the latest. Applicants who do not provide a research proposal and identify research mentors at KI and NIH will not be invited to interview for the program.

Within the application, please include the following:

  • Additional Information section- indicate proposed NIH and KI investigators and also mention whether they have been contacted to serve as mentors for your intended thesis research.
  • Personal Statement section- provide a statement that explains who you are as a person, student, and scientific researcher. Additionally, please address why this program is best suited for your graduate education and development.

Pre and Post Interview Process

Applicants are typically notified of interview selection on or around mid-January. Those selected for interview will travel in person or virtually as appropriate to the NIH in February, where they will meet with their proposed NIH mentors, Program Directors and Selection Committee members. All interviewees are responsible for scheduling meetings with their proposed NIH mentors and selection committee members. Program Director meetings are prescheduled for all interviewees and provided ahead of the program interview dates. Acceptance notifications for the program are sent out in March; after which newly admitted students will need to submit an application to KI to complete student registration and admission. New students will be instructed to work with their KI mentor and department to complete the formal KI application process. In addition to the KI application, new students will need to develop an Individual Study Plan (ISP) with their KI mentor. The ISP is a formal KI requirement for all doctoral students and is a plan that details the scientific project, training timeline, and learning objectives. The plan is not meant to be rigid and is a living document that is updated regularly over the course of the student’s progression through the program. Students should expect to begin work at their NIH laboratory in the summer of their admission year and simultaneously work to map out their graduate training and educational components.

We accomplish this by prioritizing communication, fostering and nurturing relationships and connecting with our students regardless of location. In summary students have the full support of their NIH mentor, KI supervisor and Program staff to achieve their educational pursuits.

ExxonMobil to close huge N.J. facility as part of consolidation plan

ExxonMobil will close a large research facility in Hunterdon County as part of a plan to consolidate its corporate research operations at its Houston headquarters.

Most of the employees at the Exxon Mobil Research and Engineering division will be offered jobs at the new facility in Texas. The Clinton Township campus, along with a research facility in Ontario, Canada, will close as part of the consolidation, which will be done in phases that will continue until 2028, according to a report by Bloomberg .

“We are incredibly disappointed to learn that ExxonMobil has chosen to close this facility over the next few years,” Clinton Township Mayor Brian Mullay said in a statement. “We will work closely with our partners at Hunterdon County Economic Development & Tourism, the NJ Highlands Council and ExxonMobil to ensure that the developable portion of the property continues to contribute to our area’s economic success and that the ecologically critical areas are preserved to protect our environment.”

What marijuana reclassification means for the United States

WASHINGTON (AP) — The U.S. Drug Enforcement Administration is moving toward reclassifying marijuana as a less dangerous drug. The Justice Department proposal would recognize the medical uses of cannabis , but wouldn’t legalize it for recreational use.

The proposal would move marijuana from the “Schedule I” group to the less tightly regulated “Schedule III.”

So what does that mean, and what are the implications?

WHAT HAS ACTUALLY CHANGED? WHAT HAPPENS NEXT?

Technically, nothing yet. The proposal must be reviewed by the White House Office of Management and Budget, and then undergo a public-comment period and review from an administrative judge, a potentially lengthy process.

Still, the switch is considered “paradigm-shifting, and it’s very exciting,” Vince Sliwoski, a Portland, Oregon-based cannabis and psychedelics attorney who runs well-known legal blogs on those topics, told The Associated Press when the federal Health and Human Services Department recommended the change.

“I can’t emphasize enough how big of news it is,” he said.

It came after President Joe Biden asked both HHS and the attorney general, who oversees the DEA, last year to review how marijuana was classified. Schedule I put it on par, legally, with heroin, LSD, quaaludes and ecstasy, among others.

Biden, a Democrat, supports legalizing medical marijuana for use “where appropriate, consistent with medical and scientific evidence,” White House press secretary Karine Jean-Pierre said Thursday. “That is why it is important for this independent review to go through.”

IF MARIJUANA GETS RECLASSIFIED, WOULD IT LEGALIZE RECREATIONAL CANNABIS NATIONWIDE?

AP correspondent Haya Panjwani reports on a proposal for the federal government to reclassify marijuana in what would be a historic shift that could have wide ripple effects across the country.

No. Schedule III drugs — which include ketamine, anabolic steroids and some acetaminophen-codeine combinations — are still controlled substances.

They’re subject to various rules that allow for some medical uses, and for federal criminal prosecution of anyone who traffics in the drugs without permission.

No changes are expected to the medical marijuana programs now licensed in 38 states or the legal recreational cannabis markets in 23 states, but it’s unlikely they would meet the federal production, record-keeping, prescribing and other requirements for Schedule III drugs.

There haven’t been many federal prosecutions for simply possessing marijuana in recent years, even under marijuana’s current Schedule I status, but the reclassification wouldn’t have an immediate impact on people already in the criminal justice system.

“Put simple, this move from Schedule I to Schedule III is not getting people out of jail,” said David Culver, senior vice president of public affairs at the U.S. Cannabis Council.

But rescheduling in itself would have some impact, particularly on research and marijuana business taxes.

WHAT WOULD THIS MEAN FOR RESEARCH?

Because marijuana is on Schedule I, it’s been very difficult to conduct authorized clinical studies that involve administering the drug. That has created something of a Catch-22: calls for more research, but barriers to doing it. (Scientists sometimes rely instead on people’s own reports of their marijuana use.)

Schedule III drugs are easier to study, though the reclassification wouldn’t immediately reverse all barriers to study.

“It’s going to be really confusing for a long time,” said Ziva Cooper, director of the University of California, Los Angeles Center for Cannabis and Cannabinoids. “When the dust has settled, I don’t know how many years from now, research will be easier.”

Among the unknowns: whether researchers will be able to study marijuana from state-licensed dispensaries and how the federal Food and Drug Administration might oversee that.

Some researchers are optimistic.

“Reducing the schedule to schedule 3 will open up the door for us to be able to conduct research with human subjects with cannabis,” said Susan Ferguson, director of University of Washington’s Addictions, Drug & Alcohol Institute in Seattle.

WHAT ABOUT TAXES (AND BANKING)?

Under the federal tax code, businesses involved in “trafficking” in marijuana or any other Schedule I or II drug can’t deduct rent, payroll or various other expenses that other businesses can write off. (Yes, at least some cannabis businesses, particularly state-licensed ones, do pay taxes to the federal government, despite its prohibition on marijuana.) Industry groups say the tax rate often ends up at 70% or more.

The deduction rule doesn’t apply to Schedule III drugs, so the proposed change would cut cannabis companies’ taxes substantially.

They say it would treat them like other industries and help them compete against illegal competitors that are frustrating licensees and officials in places such as New York .

“You’re going to make these state-legal programs stronger,” says Adam Goers, of The Cannabist Company, formerly Columbia Care. He co-chairs a coalition of corporate and other players that’s pushing for rescheduling.

It could also mean more cannabis promotion and advertising if those costs could be deducted, according to Beau Kilmer, co-director of the RAND Drug Policy Center.

Rescheduling wouldn’t directly affect another marijuana business problem: difficulty accessing banks, particularly for loans, because the federally regulated institutions are wary of the drug’s legal status. The industry has been looking instead to a measure called the SAFE Banking Act . It has repeatedly passed the House but stalled in the Senate.

ARE THERE CRITICS? WHAT DO THEY SAY?

Indeed, there are, including the national anti-legalization group Smart Approaches to Marijuana. President Kevin Sabet, a former Obama administration drug policy official, said the HHS recommendation “flies in the face of science, reeks of politics” and gives a regrettable nod to an industry “desperately looking for legitimacy.”

Some legalization advocates say rescheduling weed is too incremental. They want to keep the focus on removing it completely from the controlled substances list, which doesn’t include such items as alcohol or tobacco (they’re regulated, but that’s not the same).

Paul Armentano, the deputy director of the National Organization for the Reform of Marijuana Laws, said that simply reclassifying marijuana would be “perpetuating the existing divide between state and federal marijuana policies.” Kaliko Castille, a past president of the Minority Cannabis Business Association, said rescheduling just “re-brands prohibition,” rather than giving an all-clear to state licensees and putting a definitive close to decades of arrests that disproportionately pulled in people of color.

“Schedule III is going to leave it in this kind of amorphous, mucky middle where people are not going to understand the danger of it still being federally illegal,” he said.

Editorial: Biden’s plan to reschedule marijuana may finally end ‘Reefer Madness’

The U.S. Drug Enforcement Agency plans to reclassify marijuana from the most restrictive category — Schedule I, up there with heroin — down to Schedule III, in the company of testosterone and Tylenol with codeine. This does not mean that the federal government is giving its blessing to the use of cannabis as a recreational drug. But it does recognize that there are medicinal uses for marijuana, and lower chances that it will be abused than highly addictive drugs.

The change in classification would be a major step toward clearing up the myths about cannabis. “Reefer Madness,” a 1936 movie intended to dissuade teens from trying marijuana, made claims of danger so outlandish that it has been widely mocked for more than half a century. At the same time, cannabis fans portray the drug as utterly mild, totally safe and a near-panacea.

Taking cannabis out of the most-dangerous-drug category is almost literally the least the federal government can do on the subject. Further work is needed to catch up with Americans’ knowledge and practice.

What we know so far is that neither extreme has it right. The limited studies conducted up to now indicate that marijuana can help with certain conditions , such as epileptic seizures and nausea from chemotherapy. In fact, the U.S. Food and Drug Administration has approved cannabinoid medications, though their use is highly restricted. Cannabis does not appear to be effective against glaucoma or inflammatory bowel disease, two other claims made in its favor.

We also know that hospitals have seen significant increases in emergency-room visits related to marijuana use, including psychosis.

Why are there still so many unknowns instead of settled facts about a drug that has been widely consumed for medicinal and recreational use for years? Because too few studies have been conducted, and often under conditions that were too restrictive. The medical world needs to know much more. What forms of use are safest and most effective? What drugs might interact badly with marijuana? How much is safe? How often? At what dose? With which varieties of cannabis? What other ailments might be effectively treated with cannabinoids?

Alcohol is far more damaging than cannabis, but only the latter is covered by the Controlled Substances Act. U.S. drug laws need to be totally overhauled.

It’s ridiculous that we lack the answers, especially considering that 24 states (including California) plus the District of Columbia have made marijuana legal for adult recreational use while 14 more have approved it for medicinal use. Our ignorance is the fault of the DEA. Conducting medical trials on a Schedule I drug entails too many hoops to jump through for many researchers. In addition, the DEA has limited research to a tiny set of very weakened cannabis products, most of it from a single source, while dispensaries sell some 700 varieties .

The classification as a Schedule I substance gave marijuana a mystique, an aura of danger, that led to a rebellious embrace of it by people who experienced no immediate signs of trouble — but who also didn’t and still don’t know what is safe and effective even as a recreational drug, or the long-term ramifications. It’s time for this silliness to end.

Marijuana is just a drug, like any other drug that has some psychotropic effects. There needs to be robust research to determine its valid uses, appropriate doses and side effects. If and when the rescheduling occurs, the National Institutes of Health should fund more research and give scientists more flexibility to conduct large trials.

At the same time, the federal government should work on fixing the wild patchwork of laws that conflict with each other and with federal policy. Right now, people cannot take marijuana — unless it is one of the FDA-approved products — across state lines, even if the drug is legal in both states. It cannot be taken on a plane or in a national park, even when the park is in a state where marijuana is fully legal. And federal employees and contractors are banned from using marijuana , though it is fully legal in the District of Columbia.

The federal government’s decision to treat marijuana like heroin while many states have chosen to treat it like alcohol has led to a tangle of laws and uncertain research. Reclassifying marijuana as a Schedule III drug gives it a chance to clean up the mess.

Forrester: To Achieve Sustainable Growth, B2B Firms Must Center Their Revenue Process On Customer Value

Unveiled at B2B Summit North America, the Forrester Opportunity Lifecycle framework breaks through silos to align marketing programs to revenue opportunity

AUSTIN, Texas, and CAMBRIDGE, Mass., May 6, 2024 — New research unveiled at Forrester’s (Nasdaq: FORR) B2B Summit North America , which kicked off today, asserts that changing buyer behaviors and expectations require a complete revenue process transformation for B2B firms to drive long-term, sustainable growth.  

Modern B2B buyers are digitally savvy and conduct their own buying research and therefore control their own buying journeys. Additionally, 71% of today’s B2B buyers are Millennials and Gen Zers , who bring different approaches and expectations to the buying process. These shifts require fundamental change and realignment across marketing, sales, and customer success functions to break through silos and put the customer first to create meaningful interactions both pre- and post-sale. Customer-obsessed companies grow revenue 28% faster and have 33% higher profitability growth and 43% better customer retention rates compared to non-customer-obsessed companies, Forrester data shows.  

At B2B Summit North America, Forrester will unveil the Forrester Opportunity Lifecycle, a new framework designed to help B2B organizations align their marketing, sales, and customer success teams around buyer and customer needs and implement revenue process transformation.  

To transform their revenue process, B2B leaders should consider following the four tenets of the Forrester Opportunity Lifecycle:  

  • Share signals to create a unified view of the customer. Every interaction with members of a buying group produces signals that provide insight into their unique journeys. It’s imperative that these signals are gathered into a common view of the customer so that marketing, sales, and customer success teams can create consistent and coordinated interactions.  
  • Shift from leads to opportunities and buying groups. Opportunities represent the most accurate view of what a provider does to support a customer’s buying decision. In addition to aligning to solutions and revenue, opportunities are also a key resource for sales to manage progress with prospects, customers, or buying groups.  
  • Create shared customer-aligned goals between marketing, sales, and customer success teams. Historically, the revenue process has been constrained by a siloed approach to managing its key functions. Organizations need to create shared objectives to reflect that all customer-facing teams play a role in engaging with prospects and customers throughout the opportunity lifecycle.  
  • Create experiences that provide the maximum value for buying group members. Buyers move at their own pace throughout the buying process, with members of the group having various goals in mind. Marketing, sales, and customer success teams should all be ready to engage with buyers when they become the team best suited to showcase value for buying group members.
