So as a poor country she faces more problems than the world does in the new millennium. The problems and prospects of Bangladesh in the new millennium may be the following.

Poverty: Poverty means pauperism, a situation for which man cannot meet the basic needs of life. It also means a situation where the living standard of the people is below normal. Poverty is a basic problem of Bangladesh. She is one of the poorest countries of the world. So, it is clear that poverty is going to be one of the great problems of Bangladesh in the new millennium.

If we do not remove poverty there would be no development In this situation the government has taken various measures to eliminate poverty from the country. Side by side the non-government organizations are also engaged in various programs for poverty alleviation.

Electricity: Electricity is an indispensable part of modern life. Proper supply of electricity is a pre-condition for economic development of any country. In the new millennium, we are looking for alternative sources. Bangladesh has a long history of the shortage of electricity. 1994, we had 134 days of load shedding for 434 hours.

Then the maximum shortage was 520 MW and the minimum was 29 MW. In January-June 1997 we had 174 days of power shortages and load-shedding occurred for 2165 hours.

This has now slightly improved in the first of new millennium. In the fifth Five Year Plan, the government has planned to increase power generation capacity to 5132 MW. This is nearly 53 percent increasing If we successfully implement the Fifth Five Year Plan. Bangladesh would like to achieve a 7 percent growth rate in the economy ensuring our development activities in the new millennium.

In Agriculture: Bangladesh is mainly agricultural land. More than 80% of her people depend on agriculture. Agriculture will be another thrust area in the new millennium. At present, our agriculture is facing the number of problems such as rising salinity, declining soil fertility, soil erosion in the hills etc.

It is high time to take the necessary steps to improve the agricultural section. Otherwise, we fail to face impending new millennium problems. In this situation, high varieties may become the best choice of the new millennium like a country Bangladesh.

Foreign Investment: Bangladesh is a country which badly needs foreign investment for her rapid economic growth and development. Foreign investment helps supply necessary capital to set up industries, ensure the quality of production. The domestic market of the country where investment is made is expended.

The invention of Braille was a major turning point in the history of disability. The writing system of raised dots used by visually impaired people was developed by Louis Braille in nineteenth-century France. In a society that did not value disabled people in general, blindness was particularly stigmatized, and lack of access to reading and writing was a significant barrier to social participation. The idea of tactile reading was not entirely new, but existing methods based on sighted systems were difficult to learn and use. As the first writing system designed for blind people’s needs, Braille was a groundbreaking new accessibility tool. It not only provided practical benefits, but also helped change the cultural status of blindness. This essay begins by discussing the situation of blind people in nineteenth-century Europe. It then describes the invention of Braille and the gradual process of its acceptance within blind education. Subsequently, it explores the wide-ranging effects of this invention on blind people’s social and cultural lives.

Lack of access to reading and writing put blind people at a serious disadvantage in nineteenth-century society. Text was one of the primary methods through which people engaged with culture, communicated with others, and accessed information; without a well-developed reading system that did not rely on sight, blind people were excluded from social participation (Weygand, 2009). While disabled people in general suffered from discrimination, blindness was widely viewed as the worst disability, and it was commonly believed that blind people were incapable of pursuing a profession or improving themselves through culture (Weygand, 2009). This demonstrates the importance of reading and writing to social status at the time: without access to text, it was considered impossible to fully participate in society. Blind people were excluded from the sighted world, but also entirely dependent on sighted people for information and education.

In France, debates about how to deal with disability led to the adoption of different strategies over time. While people with temporary difficulties were able to access public welfare, the most common response to people with long-term disabilities, such as hearing or vision loss, was to group them together in institutions (Tombs, 1996). At first, a joint institute for the blind and deaf was created, and although the partnership was motivated more by financial considerations than by the well-being of the residents, the institute aimed to help people develop skills valuable to society (Weygand, 2009). Eventually blind institutions were separated from deaf institutions, and the focus shifted towards education of the blind, as was the case for the Royal Institute for Blind Youth, which Louis Braille attended (Jimenez et al, 2009). The growing acknowledgement of the uniqueness of different disabilities led to more targeted education strategies, fostering an environment in which the benefits of a specifically blind education could be more widely recognized.

Several different systems of tactile reading can be seen as forerunners to the method Louis Braille developed, but these systems were all developed based on the sighted system. The Royal Institute for Blind Youth in Paris taught the students to read embossed roman letters, a method created by the school’s founder, Valentin Hauy (Jimenez et al., 2009). Reading this way proved to be a rather arduous task, as the letters were difficult to distinguish by touch. The embossed letter method was based on the reading system of sighted people, with minimal adaptation for those with vision loss. As a result, this method did not gain significant success among blind students.

Louis Braille was bound to be influenced by his school’s founder, but the most influential pre-Braille tactile reading system was Charles Barbier’s night writing. A soldier in Napoleon’s army, Barbier developed a system in 1819 that used 12 dots with a five line musical staff (Kersten, 1997). His intention was to develop a system that would allow the military to communicate at night without the need for light (Herron, 2009). The code developed by Barbier was phonetic (Jimenez et al., 2009); in other words, the code was designed for sighted people and was based on the sounds of words, not on an actual alphabet. Barbier discovered that variants of raised dots within a square were the easiest method of reading by touch (Jimenez et al., 2009). This system proved effective for the transmission of short messages between military personnel, but the symbols were too large for the fingertip, greatly reducing the speed at which a message could be read (Herron, 2009). For this reason, it was unsuitable for daily use and was not widely adopted in the blind community.

Nevertheless, Barbier’s military dot system was more efficient than Hauy’s embossed letters, and it provided the framework within which Louis Braille developed his method. Barbier’s system, with its dashes and dots, could form over 4000 combinations (Jimenez et al., 2009). Compared to the 26 letters of the Latin alphabet, this was an absurdly high number. Braille kept the raised dot form, but developed a more manageable system that would reflect the sighted alphabet. He replaced Barbier’s dashes and dots with just six dots in a rectangular configuration (Jimenez et al., 2009). The result was that the blind population in France had a tactile reading system using dots (like Barbier’s) that was based on the structure of the sighted alphabet (like Hauy’s); crucially, this system was the first developed specifically for the purposes of the blind.

While the Braille system gained immediate popularity with the blind students at the Institute in Paris, it had to gain acceptance among the sighted before its adoption throughout France. This support was necessary because sighted teachers and leaders had ultimate control over the propagation of Braille resources. Many of the teachers at the Royal Institute for Blind Youth resisted learning Braille’s system because they found the tactile method of reading difficult to learn (Bullock & Galst, 2009). This resistance was symptomatic of the prevalent attitude that the blind population had to adapt to the sighted world rather than develop their own tools and methods. Over time, however, with the increasing impetus to make social contribution possible for all, teachers began to appreciate the usefulness of Braille’s system (Bullock & Galst, 2009), realizing that access to reading could help improve the productivity and integration of people with vision loss. It took approximately 30 years, but the French government eventually approved the Braille system, and it was established throughout the country (Bullock & Galst, 2009).

Although Blind people remained marginalized throughout the nineteenth century, the Braille system granted them growing opportunities for social participation. Most obviously, Braille allowed people with vision loss to read the same alphabet used by sighted people (Bullock & Galst, 2009), allowing them to participate in certain cultural experiences previously unavailable to them. Written works, such as books and poetry, had previously been inaccessible to the blind population without the aid of a reader, limiting their autonomy. As books began to be distributed in Braille, this barrier was reduced, enabling people with vision loss to access information autonomously. The closing of the gap between the abilities of blind and the sighted contributed to a gradual shift in blind people’s status, lessening the cultural perception of the blind as essentially different and facilitating greater social integration.

The Braille system also had important cultural effects beyond the sphere of written culture. Its invention later led to the development of a music notation system for the blind, although Louis Braille did not develop this system himself (Jimenez, et al., 2009). This development helped remove a cultural obstacle that had been introduced by the popularization of written musical notation in the early 1500s. While music had previously been an arena in which the blind could participate on equal footing, the transition from memory-based performance to notation-based performance meant that blind musicians were no longer able to compete with sighted musicians (Kersten, 1997). As a result, a tactile musical notation system became necessary for professional equality between blind and sighted musicians (Kersten, 1997).

Braille paved the way for dramatic cultural changes in the way blind people were treated and the opportunities available to them. Louis Braille’s innovation was to reimagine existing reading systems from a blind perspective, and the success of this invention required sighted teachers to adapt to their students’ reality instead of the other way around. In this sense, Braille helped drive broader social changes in the status of blindness. New accessibility tools provide practical advantages to those who need them, but they can also change the perspectives and attitudes of those who do not.

How Beyoncé Fits Into the Storied Legacy of Black Country

O n March 16, 1983, the Country Music Association (CMA) celebrated its 25th anniversary, and I was invited. Buddy Killen, the song publisher who pitched “Heartbreak Hotel” to Elvis Presley, thought “the Black girl from Harvard” might just be the second coming of that hit’s songwriter, Mae Boren Axton. He put me on the guest list and paid for the tickets.

It was a complicated night. The event was held at the DAR Constitution Hall, built by the Daughters of the American Revolution, an infamous venue whose management had refused to allow Black opera star Marian Anderson to perform on its stage in 1939. I took special pleasure in seeing guitarist and singer Charley Pride stride onto that stage—in a building named to honor the U.S. Constitution, but run to exclude Black artists—and stake his claim as part of that “We the People” that document claims to represent.

At one point in the ceremony, singer Roy Acuff announced that “country music is a family.” Then he proclaimed Jimmie Rodgers “the father” of that family. But he did not mention Lil Hardin Armstrong, the pianist who played on Rodgers’ hit “Blue Yodel No. 9.” Acuff nodded to Will Rogers, the comedian, but shamelessly omitted DeFord Bailey , the Grand Ole Opry’s first superstar.

My idea to name and spotlight the First Family of Black Country was conceived in that moment. It was nurtured in the silence of missing names. Quiet as it was being kept, country had Black founders. I knew it; Buddy Killen, who arrived in Nashville playing bass for a blackface comedy act on the Grand Ole Opry, knew it; Roy Acuff, who had played on stages with Bailey, Ray Charles, and Pride, knew it. And more than four decades later, Beyoncé knew it when she broke the internet on Super Bowl Sunday by surprise—releasing two country songs and announcing an album, Cowboy Carter , which has her devoted fans in the Beyhive buzzing about line-dancing into the summer of country.

That evening back in 1983 was constructed to be country’s coming-out party as a musical genre worthy of exceptional respect because it was a reflection and celebration of America at its best. And that best was being defined as a family having only white founders—and not a single Black woman in sight. It was a fallacy that could only last so long.

The way I see it, modern Black country was born on Dec. 10, 1927, when Bailey, descended from enslaved Tennesseans, lifted his harmonica to play “Pan American Blues” on the Nashville radio show Barn Dance. Fast forward to July 16, 1930, in Los Angeles, where Armstrong made country music history as the first Black woman to play on a hillbilly record that sold a million copies. And Lil didn’t just play on the session—her piano drove the session.

Country is not as many have posited: a genre with Black influence but without Black presence. Black women have been present since the earliest days of country’s existence as a recorded and commercially marketed music form. But a custom of cultural redlining has not only kept Black women out of country writing rooms, off country airwaves, off rodeo stages, off the country charts; it has also worked to keep the few Black women who managed to evade the gatekeepers off the entertainment pages, and out of the history books.

This would change. Nobody sitting in the room that night knew it, but there was a little girl toddling around a two-story house in Houston who would bring the long era of -erasing Black country sounds and stories to an abrupt end. The calculated erasure that began at one large public party with expensive tickets in 1983 ended during another, Super Bowl LVIII, when Beyoncé released “Texas Hold ’Em” and “16 Carriages.”

Along with “Daddy Lessons” off of 2016’s Lemonade, these songs have established Beyoncé as heir to a Black country musical tradition that dates back to the 17th century, when the first banjo was strummed by Black hands on American soil. Like DeFord Bailey’s, Beyoncé’s country songs are grounded in aural rural realities: the screech of the passing train, the sound from the local bar where folk are dancing. Like Lil, she understands the power of a costume and a trumpet. Like Ray Charles she brings a whiff of the Black cosmopolitan. Like Charley Pride she exudes a radiant Old Testament Song of Songs sexuality that is at once hot and holy. Like Herb Jeffries she embodies the cowboy who stays close to nature and guns.

The erasure did not end just because Beyoncé Knowles Carter became the first Black female artist to top the country charts, though she did that, on Feb. 24. And there are many others who have laid the groundwork for this catalytic moment: Linda Martell, the Pointer Sisters, Rissi Palmer, Rhiannon Giddens, Mickey Guyton, Brittney Spencer, Reyna Roberts, and O.N.E the Duo, to name just a few.

The erasure ended when she started a sustained national conversation, getting America to talk about and celebrate neglected Black country legacy. The question of “Who can be in country music?” often masks a deeper query about “Who can be a real American?” Beyoncé’s was a loud announcement of a reality long denied, that she was “We the People.” And so were people who looked like her.

I’ve often said that country music is three chords and four truths: life is hard, God is real, whiskey and roads and family provide worthy compensations, and the past is better than the present. That last truth is one of the places where country often experiences a racial split. In much of white country, the past that is better than the present exists in a longed-for and lost mythical Dixie. In Black country, the past that is better than the present exists in a longed-for and lost Africa before colonization.

Country music is commonly defined as American folk music with Celtic, African, and evangelical Christian influences. My ancestors come from Cameroon, Nigeria, and Mali, from Scotland, England, and Ireland. I am country music, embodied. I started songwriting sitting under a Motown cherry tree, about the age of 5, in 1964. I would eat candied cherries, watching a sea of cars flow by on the John C. Lodge Freeway, and let country songs—from my grandmother’s lips, my mother’s radio, my aunt’s -stereo—roll ’round my head. I started off singing other people’s words then one day I started singing my own, the auspicious beginnings of a career that would land me in the top spot on the country charts.

My daddy hipped me to the fact that it was Lil Hardin on Jimmie Rodgers’ biggest hit, and that there were probably a lot more Black folks passing for white on country records. He would look at some sheet music or hymnal, then ask, “What you bet Traditional was a colored girl?”

I write country music because it is a way to make what is too hard to bear somehow bearable. Beyoncé in “Texas Hold ’Em” does this same work, squaring off against tornadoes, heat waves, and lovers losing courage, as DeFord had squared off against a sense of being relentlessly pursued in “Fox Chase.” Both songs transform hardship into a particular flavor of playful and hopeful joy I recognize as country.

To close out the CMA anniversary show, Ray Charles sang “America the Beautiful.” Listening to the man behind what has been called the greatest country album, 1962’s Modern Sounds in Country and Western Music, it struck me how entwined he was in the legacy of Black country. This was Armstrong and Bailey’s genius child. Next to him was country-as-corn-bread Pride, a spiritual love child to Bailey. On the other side of the family tree, Herb Jeffries, who wasn’t present in the auditorium but should have been, was Armstrong’s stepchild.

Among a sea of white people, including the President and Vice President of the U.S. and the presidents of every major country-music label, I had an inkling I was the only person in that room worried about singing Black cowboys, worried about Jeffries, wondering why he wasn’t there.

Now Beyoncé has changed that room entirely. Cowboy Carter is poised to be a brilliant new beginning and a culmination. As I see it, Beyoncé is the genius child of Ray Charles. The daughter who eclipses the father. The reflected light of her triumph makes visible both the lineage from which she aesthetically descends and the reality that Black country is a big tent with many entry points: from banjos, harmonicas, and cowboy songs to movies and Motown cherry trees. Beyoncé raises this question: If country owes a significant debt to Black culture, what in America doesn’t?

With the release of “Cowboy Carter,” Beyoncé’s eighth solo album and the one that finds her exploring — and testing — the boundaries of country music, much of the early conversation has centered on whether the country music industry would rally around her. Beyoncé is one of the most commercially successful and creatively vibrant pop stars of the 21st century — certainly her arrival would be greeted with hurrahs, no?

Rather than being feted with a welcome party, Beyoncé has been met largely with shrugs. “Texas Hold ’Em” — one of the two singles she released in advance of the album — is a savvy blend of old and new. It displays a familiarity with the sonic principles of old-fashioned country, while maintaining the infectiousness of current pop. Nevertheless, it has received extremely modest attention at country radio. Beyoncé is Black, and a woman, two groups that contemporary Nashville has consistently marginalized and shortchanged. And no amount of built-in celebrity appears to be able to undo that.

Contemporary mainstream country music often feels like a closed loop of white male storytelling. Which is why whether or not Beyoncé and Nashville can find common cause is, in every way, a red herring. Neither is particularly interested in the other — the tradition-shaped country music business will accept certain kinds of outsiders but isn’t set up to accommodate a Black female star of Beyoncé’s stature, and she is focusing on country as art and inspiration and sociopolitical plaything, not industry. The spurn is mutual.

On Instagram last week, Beyoncé spelled it out plainly: “This ain’t a Country album. This is a ‘Beyoncé’ album.” It was a statement that preemptively denied the country music industry the opportunity to stake a claim on her work while also indicating that she had found a creative path around the genre’s confines.

This is as close as she’s come to leveraging the expectation of the genre’s racism and exclusion as a means of promotion. Beyoncé instead made it personal, adding that her exploration of these musical themes was “born out of an experience that I had years ago where I did not feel welcomed … and it was very clear that I wasn’t.” This is likely a reference to her appearance at the Country Music Association Awards in 2016 , where she performed her song “Daddy Lessons” alongside the Dixie Chicks (now the Chicks), another act who intimately understand the experience of being held at arm’s length by the Nashville oligarchy.

That C.M.A.s performance was, of course, rollicking — a sliding-doors glimpse of a direction for the genre left largely not taken, or shunted to the margins. In its flamboyance, tension and elegance, it underscored what was, and often remains, missing from mainstream country.

So Beyoncé instead kept it for herself. On “Cowboy Carter,” she’s said that she deployed the frameworks, textures and tricks of country music as an extension of an ongoing musicology project that goes back at least as far as her genre-destabilizing Coachella performance in 2018, which, in addition to being an almost unimaginable feat of musical dexterity, choreography and endurance, was also one of the most stylistically and socioculturally rigorous statements made by a pop star in recent memory.

Since then, Beyoncé has evolved from reliable hitmaker to reliable conversation starter, using her massive platform, and the fans who flock to it, to tell a parallel narrative about Black music present and past. Her albums are musical journeys, and they are also history lessons. Similarly themed LPs from lesser stars, or from pointed agitators, might be less effective at making the point Beyoncé is, which is that Black creativity fuels all corners of popular music.

On “Renaissance,” her previous album, she spotlighted queer Black communities in dance music. But country music still sidelines its Black roots while making it exceedingly difficult for contemporary Black performers — of which there are many — to gain opportunities to develop.

It’s not that country isn’t nimble and porous when it wants to be. Country often makes room for white performers to take on and off the trappings of the genre — the way Taylor Swift can slip easily in and out of this mode at will, or how Zach Bryan has been adopted, in some ways, by Nashville even though he has largely avoided self-identifying that way. Or consider the face-tattooed belter Jelly Roll , the biggest breakout country star of last year, who’d spent the better part of the prior two decades as a tough-talking white rapper.

In recent weeks, Post Malone has been dropping hints about his upcoming turn toward country. He’s been photographed alongside Morgan Wallen, and also Hardy and Ernest, members of the extended Wallen universe. Though still living under the shadow of the 2021 incident in which he was captured on video using a racial slur, Wallen remains the genre’s reigning superstar, his popularity largely undimmed. While Beyoncé and the Nashville firmament eye each other warily, Post Malone and Wallen’s crew are in a state of mutual embrace, both welcoming and reinforcing each other. (Country music has also been something of a soft-landing refuge for white stars from other genres — think Kid Rock, Aaron Lewis or Bon Jovi — looking to extend their careers. Even Lana Del Rey has indicated she’d be spending some time with the genre on her next album.)

That Beyoncé is making “Cowboy Carter” not to infiltrate country but rather as an artistic and political statement must come as something of a relief to those inside the genre interested in preserving its norms. (It’s worth asking, though, if a Beyoncé-equivalent white pop star were making overtures to country — say, Lady Gaga or Katy Perry at their peak — would the reception be less frosty?)

But increasingly, the genre is being tested from outside. Radio is ceding power to streaming, and there are myriad entry points for country artists looking to elide the usual gatekeepers. This has been a small boon for artists who aren’t white men, who have been finding their audiences more directly, often via social media, and then letting the country music major labels play catch-up.

That’s been the path of Tanner Adell, perhaps the most promising Black country artist currently working, and the one best placed to benefit from any spillover interest generated by Beyoncé owing to her intuitive blend of country, R&B and pop. Adell has more than 650,000 followers on TikTok, 480,000 on Instagram, a knack for viral catchphrases, and a healthy regard for country music signifiers as well as a canny understanding of when to disrupt them.

Perhaps more revealing, though, is the recent viral success of “Austin,” by Dasha — an essentially unknown white singer — a catchy, self-consciously “country” ditty that’s spurred a line-dancing trend on TikTok. A song “Austin” has quite a bit in common with? “Texas Hold ’Em.” Both deploy a banjo and wear their nods to country tradition very self-consciously. Often, contemporary mainstream country music bears little sonic resemblance to the genre’s roots, but these songs pointedly underscore that connection. (The words “Old Town Road” come to mind.)

The country music business doesn’t often seem terribly preoccupied with the most-familiar signifiers of country music: “Texas Hold ’Em” is currently topping Billboard’s Hot Country Songs chart, which accounts for genre-agnostic streaming activity, but it hasn’t gone very high on the Country Airplay chart, which tracks radio play, the real metric of genre embrace.

A scroll through Dasha’s back catalog suggests that country is a mode, if not a costume — barely any of her music before this year nods to it. And yet “Austin” has become in quick order one of the signature country songs of this year. Its breakout is still relatively new, and it’s likely to grow rapidly in attention. Will Dasha be welcomed as a country artist or shunned like an interloper? The answer, when it arrives, might not surprise you.

RED BLUFF – We are all responsible for keeping the United States safe, according to Olivia Owens, an eighth-grader at Berrendos Middle School.

Owens was the first-place winner of the American Legion Auxiliary, Unit 167 Essay Contest this year.

The prompt for the contest was titled “Who is responsible to keep our country safe?”

The message contained in the essay is centered on the idea that every American citizen holds a responsibility to create safety for the betterment of the country.

In part, she wrote, “The United States citizens are responsible for our country and its doings; therefore keeping us under control and safe from one another is important when electing a responsible government. In other words, without a functioning society, we cannot have a functioning government. If we do not have a good government, bad decisions can be made for our country by our country representatives, which could lead to the fallout of the United States. All in all, whether you are a member of the military, a representative of our country, or just a regular citizen, your role in keeping the United States safe is important. In order to keep our country safe, a stable society is the basis of a responsible government and a powerful military.”

American Legion Auxiliary, Unit 167 Unit President Daleen Baker and Lois Barnes, the essay co-chairperson, presented the awards to the winners of the essay contest. In second place was Xander Gozzo, and in third place Reese Whitaker.

American Legion Unit 167 is thankful to the teachers and faculty of Berrendos Middle School for their cooperation and assistance and to Lariat Bowl, Tehama District Fair, Domino’s Pizza, and Round Table Pizza for donating prizes for the essay contest winners.

Beyoncé’s country album drowns out the Black music history it claims to celebrate

For all her declarations of being authentically country, Cowboy Carter arrives on the back of booming business for the genre and is all about the star, not the roots music supposedly at the project’s heart

O n the first track of Beyoncé ’s new album, she seems to state the impetus behind the project: “They used to say I spoke too country / Then the rejection came, said I wasn’t country ’nough.” That rejection was an unnamed experience in which she has said she “did not feel welcomed”, assumed to be her performance of her song Daddy Lessons with the Chicks at the 2016 Country Music awards. It prompted a racist backlash from parts of the country establishment, as well as outrage at Beyoncé giving a platform to the Chicks, who had been in exile from the industry since singer Natalie Maines criticised George W Bush’s handling of the Iraq war in 2002.

Cowboy Carter is Beyoncé’s 27-track response. On the album’s cover, she is on a horse, holding an American flag, draped in US flag apparel, with her long blond tresses flowing and a cowboy hat atop her head. In the few details she has shared about the album, she said she “did a deeper dive into the history of country music and studied our rich musical archive”. As she became the first Black female artist to have a US country No 1 and top the Billboard Hot 100 with a country song and debate over her place in the genre reigned, no greater a country luminary than Dolly Parton lent her support. Later it was revealed that she and outlaw legend Willie Nelson were to feature on the album, cementing its country bona fides.

I’m an internationally touring acoustic guitarist from Virginia who has studied American vernacular music. The promise of Beyoncé’s country album was exciting to me, as were the personnel on its two lead singles: the musician-scholar Rhiannon Giddens playing banjo and viola on Texas Hold ’Em and pedal steel player Robert Randolph – of the Sacred Steel tradition, the southern Black Pentecostal church music dating back to the 1930s – appears on 16 Carriages. These are Black country and folk artists who work within Black traditional lineages that deserve to be highlighted and celebrated for their specificity. However, on hearing Cowboy Carter this weekend, I felt as though little work had been done to utilise the breadth of knowledge of Beyoncé’s collaborators or the Black country/traditional music community at large. Beyoncé settled for using Giddens’ banjo and Randolph’s pedal steel as props to back up the overall production on the record, instead of boosting these traditions to the forefront on an album with an artificial sheen. Moreover, it felt in greater conversation with an exclusionary mainstream – and like a capitalist gesture to insert itself into that world.

Ahead of release, Beyoncé stated that Cowboy Carter was “a ‘Beyoncé’ album, not a country album”, and she sings that she wants genre to become meaningless. She even uses an interlude by Linda Martell, the first Black female solo artist to play the Grand Ole Opry, to restate this. “Genres are a funny little concept aren’t they? Yes they are,” Martell says on the song Spaghettii. “In theory they have a simple definition that’s easy to understand. But in practice, well, some may feel confined.” As Giddens put it in a recent article for the Guardian: “Tradition is shaped according to the inner logic of specific communities through long processes of creative engagement … Genre, on the other hand, is a product of capitalism, and people with access to power create it, control it and maintain it in order to commoditise art.” Despite Cowboy Carter’s use of funk, psychedelia and even Jersey club, Beyoncé’s flagrant leaning on country aesthetics to establish this album as being markedly different from her previous records suggests an artist conforming to the standards of the latter category in order to cash in on the growing popularity of country music.

Billboard reported that country music consumption was up 20.3% year-on-year in the first half of 2023, thanks to the success of records by Wallen, Luke Combs, Zach Bryan and Bailey Zimmerman. Later that year came controversial country No 1 singles from Jason Aldean and Oliver Anthony. In their wake, major artists are muscling in: Post Malone has teased the release of a forthcoming country album; Lana Del Rey has also announced a country record, Lasso, for release this summer. Cowboy Carter hardly seems different from those attempts to capitalise on the genre’s prominence.

What other reason is there to include guest spots from Post Malone and Miley Cyrus – both white artists who piggybacked on hip-hop aesthetics to gain success and relevance before later criticising the genre? It seems incongruous given Beyoncé’s laudable work to give Black artistry its due, as does the news that Post Malone is set to collaborate with country star Morgan Wallen, who was caught on video in 2021 using a racial slur and briefly penalised by the industry – only to return to the top of the charts and break records when his 2023 album One Thing at a Time became the longest-running US No 1 country album. The swift recovery of his career demonstrates the double standards for white male artists, and then everyone else, within the country music industry. And Beyoncé singing a dreadful duet with Post Malone about Levi’s jeans is not tradition; it’s an advertisement that exploits a certain aesthetic, much like her Black Panther-esque uniform at the 2016 Super Bowl.

Her attempts at country-style storytelling also miss the mark. 16 Carriages immediately reminded me of Merle Travis’s hit Sixteen Tons. They’re both autobiographical testimonies to hardship and sacrifice. Singing about his family’s life in the Kentucky coal mines, Merle sings, “I loaded 16 tons / What do you get? / Another day older and deeper in debt.” On 16 Carriages, Beyoncé sings about her young touring life with Destiny’s Child “on the back of the bus” in “a bunk with the band”. As hard as I know bus life can be, Beyoncé’s hardships are a Hollywood version of the working person’s reality.

“I ain’t seen the sunshine since I don’t know when / I’m stuck in Folsom prison and time keeps dragging on,” Johnny Cash croons in Folsom Prison Blues. “AOTY, I ain’t win,” Beyoncé laments in Sweet Honey Buckiin’, referring to the fact that she has never won the Grammy for album of the year despite being the awards’ most-garlanded musician. The difference in lyricism displays the changing ethos in country music, from authentically magnifying the underclass experience to a shortcut to perceived authenticity. Beyoncé’s larger-than-life persona feels at odds with the tradition itself. Take her rewrite of Parton’s Jolene. In the original, Parton is vulnerable and powerless in the face of a woman who she thinks capable of luring her man away. Beyoncé turns the song into a fiery warning shot, stripping out the tension that has made the original endure for more than 50 years in favour of a pop-starry statement of dominance.

Even as an album fusing genres, Cowboy Carter lacks the execution of a record such as Ray Charles’s Modern Sounds in Country and Western Music. Modern Sounds reworks country standards into pop, jazz, and R&B song forms by fusing the older traditions of country western music with the more modern popular music at that time. Perhaps if Cowboy Carter had featured more working-class Black country artists, or leaned on the scholarship of the likes of Dom Flemons, formerly of the Carolina Chocolate Drops, or collectives such as Black Opry, which represents Black artists, fans and industry workers, or the now-defunct Black Country Music Association of the 1990s, it might have been as thrilling as Modern Sounds.

As has been the case since her 2013 self-titled album, Beyoncé has remained secretive about how the album was made – making it hard to see anything, or any culture, other than Beyoncé herself as the central figure of Cowboy Carter. It’s unfortunate: the album would have benefited from de-centring its superstar and letting the experts she trusted to join her in creating the album to shine brighter. As it stands, it feels as though Beyoncé has put the Carter before the horse.
