Why PhD scholars feel stipend hike is below the mark

A week after the Department of Science and Technology ( DST ) announced a 20% increase in fellowship stipend against the researchers’ demand of a 60 per cent hike, PhD scholars on Friday participated in a nationwide peaceful protest called by the All India Research Scholars Association (AIRSA), across central universities.

According to the revision announced by DST on June 22, a junior research fellow will receive Rs 37,000 monthly, up from Rs 31,000, and a senior research fellow will receive Rs 42,000, up from Rs 35,000. The last revision was made in 2019.

Around 3 pm on Friday, PhD scholars across universities joined in a peaceful protest rejecting the 20 per cent hike by the DST. Speaking to The Indian Express , AIRSA President Lal Chandra Vishwakarma, a former PhD scholar from All India Medical Sciences (AIIMS), Delhi said, “We aim to convey that Indian scholars are not satisfied with this hike. Our objective through this protest is to promote dialogue and discuss the matters of research scholars.”

Apart from the 60 per cent hike in fellowship stipend, the protest also aims to raise issues such as the automatic revision of fellowships every four years, the revision of the non-NET fellowship, regular disbursement of fellowships, and the need for robust infrastructure for research. Researchers from Indian Institutes of Technology (IITs), National Institutes of Technology (NITs), All India Institute of Medical Studies (AIIMS), and Jawaharlal Nehru University (JNU) participated in the peaceful protest.

“A 60 per cent hike is not a vague number; it is very well calculated as per the inflation , and we are not ready to bargain. As research scholars, we do not have specified working hours, we put a lot of effort into our research, and a 20% hike is not enough,” said Harshita Makkar, a PhD scholar at AIIMS, Delhi. “We get a better work environment abroad. If this continues, all research scholars would be forced to go abroad. Working here is a brain drain,” Makkar said.

Pranesh Kumar Singh, a PhD scholar at NIT Arunachal Pradesh said, “Stipends are not released regularly. Our demands are simple, we want a 60 per cent hike in the fellowship and regularity in our stipends.” The irregularity in the release of stipends has been persistent, Ankita Rawat, a PhD scholar at JNU told this newspaper. “When I applied, my initial stipend was delayed by six months. Even now, I get my stipend once every two months,” Rawat said.

Many students also took to Twitter or did not go to their labs on Friday to register their dissatisfaction. “We are participating in the nationwide strike by not attending our labs,” said Ahinur Islam, a PhD scholar at the North Eastern Hill University, Shillong.

Speaking on the issue of the non-NET fellowship that has not been revised since 2006, Pragya, a PhD scholar at the Central University of Jammu said, “The non-NET students are suffering. How can you expect us to do the same work as a Junior Research Fellow (JRF) when we receive only Rs 8000 a month? Apart from the research, we also have rent to pay.”

“The infrastructure at my campus is not enough. We do not have hostels here; our libraries do not have books. We spend more than the stipend we get. How can we survive on just Rs 8000?” said Vijay Shankar Choudhary, a PhD scholar at the Mahatma Gandhi Central University (MGCU), Bihar. Choudhary told The Indian Express that after July 5, PhD scholars of MGCU will take this issue to the Vice-Chancellor and approach the University Grants Commission (UGC). “Due to the vacation, MGCU students are protesting online, once the college reopens, we will write to the UGC,” said Choudhary.

Earlier on June 22, AIRSA had reached out to the DST, requesting a meeting to discuss the demands of research scholars. AIRSA also approached the UGC on 25 June. The associated hasn’t heard from them yet. “We will continue the protest until our demands are heard,” said V Ramvilas Pashwan, a PhD scholar Indian Agricultural Research Institute and the President of the Post Graduate Students’ Union.

Education Ministry Hikes Stipends For PhD Students And Scholars

Research Associate 1 will receive Rs 58,000 as per the revised stipend.

In a major relief to PhD students and scholars, the Education Ministry has increased stipends for Junior Research Fellowship (JRF), Senior Research Fellowship (SRF), and Research Associates. It stated that the hike in fellowships would provide a significant boost to the research and development ecosystem. The All-India Research Scholars Association (AIRSA) had been demanding a fellowship hike for over a year.

The ministry made the announcement about the fellowship hike on Tuesday. Taking to the microblogging platform X, formerly Twitter, it said, "The monthly emoluments of researchers in Higher Education Institutes have increased, effective from January 1, 2023. This will provide a significant boost to the R&D ecosystem and facilitate researchers. The government will incur an additional expenditure of approximately Rs 725 crore."

As per the revised fellowship stipend chart, the Junior Research Fellowship (JRF) stipend has increased to Rs 37,000 from Rs 31,000, while the SRF stipend has increased from Rs 35,000 to Rs 42,000. Research Associate 1 will receive Rs 58,000, Research Associate 2 will get Rs 61,000, and Research Associate 3 will receive Rs 67,000.

Earlier, scholars had also staged protests at IIT Delhi and Jawaharlal Nehru University over their demands. Addressing the protests by PhD students and research associates, the Department of Science and Technology (DST) in May 2023 said, "The issue of the fellowship hike is our top priority. The Department of Science and Technology (DST) and other departments are already working on it. We appeal to students to have patience. The issue will be resolved soon."

Canadian science gets biggest boost to PhD and postdoc pay in 20 years

Researchers in Canada got most of what they were hoping for in the country’s 2024 federal budget, with a big boost in postgraduate pay and more funding for research and scientific infrastructure.

“We are investing over $5 billion in Canadian brainpower,” said finance minister Chrystia Freeland in her budget speech on 16 April. “More funding for research and scholarships will help Canada attract the next generation of game-changing thinkers.”

Canadian PhD students and postgrads plan mass walkout over low pay

Postgraduate students and postdoctoral researchers have been advocating for higher pay for the past two years through a campaign called Support Our Science. They requested an increase in the value, and number, of federal government scholarships, and got more than they asked for. Stipends for master’s students will rise from Can$17,500 (US$12,700) to $27,000 per year, PhDs stipends that ranged from $20,000 to $35,000 will be set to a uniform annual $40,000 and most postdoctoral-fellowship salaries will increase from $45,000 to $70,000 per annum. The number of scholarships and fellowships provided will also rise over time, building to around 1,720 more per year after five years.

“We’re very thrilled with this significant new investment, the largest investment in graduate students and postdocs in over 21 years,” says Kaitlin Kharas, a PhD student at the University of Toronto, Canada, and executive director of Support Our Science . “It will directly support the next generation of researchers.”

Although only a small proportion of students and postdoctoral fellows receive these federal scholarships, other funders tend to use them as a guide for their own stipends.

Many postgraduates said that low pay was forcing them to consider leaving Canada to pursue their scientific career, says Kharas, so this funding should help to retain talent in the country.

“This is going to move us from a searing brain drain to a brain gain, and position us to compete on the world stage,” says Chad Gaffield, chief executive of the U15 Group of Canadian Research Universities, based in Ontario, which supported the campaign.

‘Determined to thrive’

The budget also includes marked boosts for basic research. There is an extra $1.8 billion over five years in core funding for the three federal grant-awarding research councils, as well as $400 million for upgrades to the TRIUMF particle accelerator in Vancouver, and more cash for several other large facilities and institutes across the country. There will also be more than $2 billion for the artificial-intelligence sector in Canada.

“[This budget] really emphasizes that Canada is determined to thrive in the twenty-first century based on science and research,” says Gaffield.

Others have pointed out that the vast majority of the money in the budget for the research councils is backloaded, with just $228 million coming in the next two years. This means that the gains will be slow, and could be vulnerable to changes in the political climate, says Alex Usher, president of Higher Education Strategy Associates, a consultancy in Toronto. “Do not count on this money being there after an election,” he posted on X (formerly Twitter). Canada’s next federal election is due in October 2025, and the opposition Conservative Party is campaigning on reigning in spending.

The budget also makes some changes to how science funding is organized. Instead of ten different programmes for scholarships and fellowships, with differing levels of support, there will now be a single programme with just three levels — master’s degrees, PhDs and postdoctoral fellowships. Kharas says that this should simplify the system.

The government will also create a new “capstone” research-funding organization to better coordinate the work of the three granting councils and “help to advance internationally collaborative, multi-disciplinary and mission-driven research”, the budget says. It will also create an advisory Council on Science and Innovation, comprised of leaders from academia, industry and the non-profit sector, which will develop a national science-and-innovation strategy to guide priority setting and increase the impact of federal investments. “This should help move us towards a more efficient, well-coordinated and nimble way of supporting research in Canada,” says Gaffield. “I look forward to working with the government to optimize it.”

As per the new DST announcement, the JRF stipend has increased by 19% from Rs 31,000 to Rs 37,000, while the SRF amount has been raised to Rs 42,000. Additionally, the fellowship rates for Research Associates have been set at Rs 58,000 for RA1, Rs 61,000 for RA2, and Rs 63,000 for RA3.

Research scholars finally get stipend hike after weeks of protests across India

The decision is supposed to bring a sigh of relief to 60,000 research fellows in India. The hiked allowances will be effective from January 1, 2019, as per the statement released.

"The central government has enhanced the fellowship of PhD students and other research personnel enrolled in any area of science and technology, including physical and chemical sciences, engineering, mathematical sciences, agricultural sciences, life sciences, pharmacy," the government statement said, as per PTI.

Science and Technology Minister Harsh Vardhan had said that PhD scholars working in science and technology were the most significant contributors to India’s knowledge base for its industrial competitiveness, academic vibrancy and technology-led innovations.

Revised research scholar stipends

1. The stipend for junior research fellows (JRF) in the first two years of PhD programme was hiked by Rs 6000 they will now get Rs 31,000 per month instead of Rs 25,000.

2. The stipend for senior PhD research fellows was hiked to Rs 35,000 from Rs 28,000.

3. Scientists working on R&D projects as research associates have also received a substantial 30-35 percent hike in financial assistance, the government said.

Indian research scholars demand regular stipends and hikes, organise Twitter campaign

Research scholars from various institutions across India are troubled that they do not receive regular stipends, and more importantly, they want the scholarship amounts hiked. The scholars state that because a hike is not coming through, with continuing inflation, they are unable to dedicate themselves to their research. The All India Research Scholars Association (AIRSA) staged a Twitter campaign yesterday, September 5, regarding this issue. Mandeep Singh, Vice-President of AIRSA and PhD scholar from NPL (National Physical Laboratory) said that a hike in scholarships was a basic necessity and should be provided every four years. “Last time in 2018, we held a protest regarding this. A hike was provided and the government had assured us that it would consider our proposal for increasing the stipend every four years,” he said. However, four years have passed, and this year, the scholars have come out with the request for a hike once more. Mandeep informs that for the last three months, AIRSA has been sending letters in this regard to all the concerned authorities, including Professor Ajay Sood, the Principal Scientific Adviser (PSA) to the Government of India, the Ministry of Higher Education, the DST (Department of Science and Technology) and the UGC (University Grants Commission). But they have received no response yet. 

“If our requests are not met, we are planning to initiate more online campaigns on Twitter and video campaigns on YouTube. We will also try to submit more representations and personally meet the authorities to discuss the matter. We may also have to initiate institute-wise campaigns” he says. The NPL scholar informs that having an offline protest is not feasible for them. “Scholars are facing problems all over India. It makes no sense in calling them to one place and staging a protest,” he says. He also states that the scholars are hard up as it is and asking them to travel will only increase their expenses. Additionally, they do not have the will or the time to protest. “We just want the government to listen to our problems and help us,” Mandeep says. Powering PhD with passion alone? “We undertook PhD because we want to dedicate ourselves to research. But we can only focus on research if we do not have to constantly worry about our financial situation,” says a research scholar from IIT Indore who wishes to remain anonymous. He mentions that scholars do not get their stipends for about 8-10 months at a stretch. Most of the scholars have families to take care of, and there are people from financially weak backgrounds as well, for whom the stipend is the only means of survival. “This becomes very problematic,” agrees a scholar from IIT Kharagpur, who also wishes to remain anonymous, but states that she hasn’t received her stipend since August 2021. The scholars state that most of the time, they have to borrow money from others, and when they finally receive the stipends, it goes into paying back their debts. So, regularisation of the stipends is the need of the hour for them. The researchers also state that since inflation is on the rise, especially after COVID-19, the stipends should be increased. The scholars find it an extra burden that the semester fee keeps increasing, but the scholarship amount doesn’t. “The scholars cannot opt for jobs, because if they do, they lose the fellowship, as per the conditions,” Mandeep explains. “The institutes want us to provide quality research, publish papers, attend workshops and attend national and international conferences. But with a limited and irregular stipend, how will we manage all this? And that too when some of us have families to maintain?” questions the IIT Kharagpur scholar. “If our personal lives are rolling well, so will our professional lives. But financial difficulties are affecting our personal lives, so the research is also affected,” adds the scholar from IIT Indore. They state that they do not have enough money even for buying books for their research. The researchers explain that though they are offered a contingency amount of Rs 20,000 per annum to meet extra expenses, they claim that it comes with no guarantees. “If I apply for it now, there is no guarantee that I will get it even after three years,” a researcher asserts. She also states that government schemes like Prime Minister's Research Fellows (PMRF) are insufficient. “There are only 1,000 slots and so many research scholars,” she laments. Highlighting a few fresh issues AIRSA has additionally taken the problem of medical security for scholars up to the authorities. Mandeep says that at present, no medical allowance or security is provided to the scholars. On top of that, as per the regulations, they stand the risk of losing their fellowships if they fall victim to accidents in the research labs. “Researchers face financial scarcity as it is and no medical insurance or security worsens the problem. So we have raised this issue for the first time,” he claims. He also discussed with  EdexLive  the condition of mental health of the research scholars in India. They are overworked; there are no specific holidays for them; they are constantly pressurised with deadlines and their work is also not properly acknowledged, as seniors mostly take the credit. This is why suicide cases at top institutions like IITs are on the rise, the Vice-President reasons.

“Scholars should get proper rest and leaves. Psychologists and HRs should be provided on campus to address these issues. The institutes need to treat scholars as employees as they are the ones who do most of the research work,” Mandeep suggests. He additionally states that more fellowships and job opportunities should be opened up by the government, as the number of people interested in research is increasing.

The University Grants Commission (UGC) in its 572 nd meeting held on 20 September 2023 considered and approved the revised rates of fellowship amount under UGC Fellowship Schemes.

Chuck Chan, stem cell researcher who discovered how to regrow cartilage, dies at 48

Charles “Chuck” Kwok Fai Chan, PhD, an assistant professor of surgery at Stanford Medicine, died March 12 at Stanford Hospital surrounded by his wife, parents, siblings, and some of his dearest friends and colleagues. He was 48. 

“Chuck accomplished a great deal in the short time he had,” said   Lloyd Minor , MD, dean of the Stanford School of Medicine and vice president for medical affairs at Stanford University. “He knew he was working against the clock, which drove him to persevere in his research. He leaves behind a wealth of foundational stem cell discoveries that will inform the future of rejuvenative medicine. Stanford Medicine mourns the loss of such a talented researcher at such an early age.”

A member of the Stanford  Institute for Stem Cell Biology and Regenerative Medicine , Chan discovered the mouse and human stem cells that give rise to bone, cartilage and some types of cells that nurture blood-forming stem and progenitor cells. These stem cells are integral to developing new healing technologies for joints affected by osteoarthritis or skeletal injuries. 

​“Chan was an outstanding scientist with a prodigious intellect and curiosity. He was a giant in the field who we lost way too early,” said  Michael Longaker , MD, a professor of plastic and reconstructive surgery and the Deane P. and Louise Mitchell Professor in the School of Medicine. “His work will have a long-lived impact. Decades from now, millions of people with arthritis may be benefiting from his discoveries, and I will say, ‘This work traces back to the Chan lab.’”

Chan trained many young scientists, including undergraduates,  CIRM scholars  and international students. His colleagues said he was generous with his time, ideas and the secret recipes used in his experiments. He believed there were always more discoveries to make and more  Nature  papers to write. 

“He was very confident that there was enough science to go around. He was so willing to share, to talk about science, to collaborate because he was confident that there was so much still to discover,” said his brother  Ed Chan , a researcher in the plastic and reconstructive surgery department at Stanford Medicine. “He was very open with his science, pushing his teams to present their research and share what they discovered and the new tools they developed.”

Chan identified and isolated essential components needed to encourage the development of skeletal stem cells, which can make bone, cartilage and helper cells for blood-cell precursors. To bring these findings to the clinic, he dabbled in gene editing and even a project using microneedle-based technologies for repairing cartilage with his brother.

“He was a brilliant young scientist, unafraid to explore new technology,” said  Irving Weissman , MD, founding director of the Stanford Institute of Stem Cell Biology and Regenerative Medicine, professor of pathology and developmental biology, and the Virginia and D.K. Ludwig Professor in Clinical Investigation in Cancer Research. “Though he didn’t treat patients, he was always thinking about how they’d benefit from his discoveries. We will miss his drive, his empathy, his deep intelligence. Sadly, generations of patients will miss his potential discoveries.”

Boundless curiosity, unrestrained imagination

When he applied to Stanford Medicine’s graduate program, Chan wrote in his personal statement, “If I cannot be a child, then let me be a scientist…scientists have boundless curiosity and an unrestrained imagination.” It was a definition Chan embodied his entire life, friends and family say. 

Though he didn’t treat patients, he was always thinking about how they’d benefit from his discoveries.

Born May 14, 1975, in Hong Kong, Chan moved to the U.S. in early 1982, landing in Anaheim, California, where he could see Disneyland’s famous fireworks displays from his living room window. He was the eldest of six siblings — he had four brothers and one sister. His mother is a homemaker, and his father was in the photographic equipment business during his youth.

“Chuck was the leader of our gang. He was No. 1,” Ed Chan said. “He was always into science — he had a big rock collection; he was into bugs and how the ecosystem works. As a family, we used to laugh at him a bit for his obsessions.”

He attended Alhambra High School, where he played clarinet in the marching band. He started his research career in high school, interning at university labs over the summer. 

He earned a bachelor’s degree in molecular biology from the University of California, Berkeley, in 1999, staying on for two years to complete a research project and publish his work. In 2002, he enrolled in the development biology program at Stanford Medicine, joiningWeissman’s lab, where he focused on finding and defining interactions between stem cells that lead to regenerative growth. He earned his PhD in 2011. 

“He explored many things and proved himself to be absolutely fearless in terms of technologies that might advance the field,” Weissman said. 

As a graduate student, Chan was diagnosed with non-Hodgkin’s lymphoma and underwent extensive treatments. “During that time, he did not stop doing science,” said his wife,  Wan-Jin Lu,  PhD, a research scientist at the Stanford  Institute for Stem Cell Biology and Regenerative Medicine . “He managed to publish a paper, defend his thesis, attend lab meetings and support his lab mates.”

Eventually, a bone marrow transplant from his sister gave him an eight-year remission. He was awarded with an independent Siebel Scholar position and built up his lab immediately after earning his PhD. His work focused on the stem cells that give rise to bones and cartilage. 

“Anyone else might have been demoralized by how hard these experiments were. But Chuck seemed like he couldn’t get enough of it,” Longaker said. “That’s what made him a unique and uber-successful scientist.”

Chan worked doggedly to identify the  mouse skeletal stem cell , which gives rise to the spongy bone that supports blood, hard bone and cartilage.

“Irv said these experiments would not work, but Chuck did not listen. He went ahead and tried it anyway,” Lu said. Eventually, he grew a piece of bone with a spongey inside and cartilage at the ends. “He was so proud of himself that he brought the bone straight into Irv’s office — it was his once-in-a-lifetime ‘Eureka’ moment that every scientist dreams about.”

Weissman added, “One of the unique aspects of helping great graduate students is that they discover what you doubted.”

That work was published in the top journal  Cell  and immediately put him on the map as a “researcher to follow,” Longaker said. Very quickly after that, he identified the human skeletal stem cell, again publishing the finding in  Cell .

“He became this iconic bone biology person early in his career — it was a testament to his vision for what’s possible,” Longaker said. “He went on to regenerate cartilage and reverse the slow healing of aging.”

When joint cartilage has worn away, bone painfully rubs against bone. Often, a patient’s only solution is pain medication or joint replacement surgery. Chan’s research may lead to ways to regrow cartilage.

“Because he had overcome so much with his health as a grad student, I think it gave him a sense of urgency in his work,” Longaker said. “He wasn’t on faculty long. But wow, his contributions will live forever.”

A lasting impression

Not only was Chan a dedicated scientist; he was an optimist inside and outside the lab — an upbeat person always happy to collaborate, colleagues said. He was also a well-known night owl, sending texts from the lab at all hours.

In the lab, Chuck was in his element. That was what he wanted to do with the people he wanted to do it with.

He took an unusual approach to picking his projects. He pursued the fundamental questions, pushing through ideas at an unusually fast rate. He conducted one experiment, focusing on one question, to decide if that project would work. If not, the next week, he would start a new project.

“He didn’t work on small projects. He wanted to make a difference,” Longaker said. “He was undaunted; no matter how complicated the experiment, he did whatever it took — that’s what made him unique.”

Chan was also a good mentor and group leader. “If someone was having a bad day, they would come to Chuck’s lab. They’d have a few beers, and he would help them through it. He would sit with you and inspire you,” Lu said.

Chan spent about 90% of his time talking about, thinking about or conducting lab work, Lu said.

“The idea of work-life balance wasn’t his focus. It’s work and life, they’re just together,” Ed Chan said. “In the lab, Chuck was in his element. That was what he wanted to do with the people he wanted to do it with.”

Outside the lab, Chuck found a profound connection with Hawaiian culture during a weeklong camping trip along the Maui coastline. This experience ignited a love for the Aloha spirit and the Hawaiian way of life. He was often seen in Hawaiian shirts, spending time at the beach and hiking the island trails. Chuck had a particular fondness for sea turtles, always seizing the chance to seek them out along the sandy shores.

When it came to his family, Chuck was the sterner older brother, Ed said. He pushed his younger siblings hard when they were younger, prepping them to take the SATs by having his siblings live with him for the summer and drilling them every day. “They hated it. But to this day, they all admit that they got into decent schools because Chuck was riding them so hard,”Ed Chan said.

Chan received a Siebel Scholarship Award from 2011 to 2013, a Prostate Cancer Foundation Young Investigator Award from 2013 to 2016, a National Institutes of Health Pathway to Independence Award from 2015 to 2020, and an American Federation for Aging Research and Arthritis National Foundation grant in 2018 and 2020. 

Chan is survived by his wife, Wan-Jin Lu, of Redwood City, California; parents Albert and Anna Chan; and his five siblings: Edward Chan, Andrew Chan, Marvin Chan, Brian Chan and Karen Haas. He has nine nephews and nieces.

About National Fellowship for Persons with Disabilities

The university grant commission has launched the National Fellowship for Persons with Disabilities for student who wants to pursue an M.Phil/Ph.D. degree. Under this fellowship, students will be able to get the opportunity to do the research. This scholarship provides only 200 slots for the student. Out of which 15% of the seeds are reserved for scheduled castes and 7.5% of seats are reserved for scheduled tribes. All the selected candidates for this Fellowship will be provided with INR 31,000 as a monthly stipend. Along with that various other opportunities will be provided to the student. The student who clears the eligibility criteria can easily apply for this Fellowship.

Under this announcement, the concerned authority has declared 31st March 2022 as the last date to submit the applications .   • Any student who taken admitted in M.Phil/Ph.D degree course and pursuing research through regular and full-time mode in a University or academic institution is eligible
  • An applicant with a disability is eligible to get this fellowship only
  • Applicant must not get any other benefits from Central or State Government or other bodies like UGC for pursuing M.Phil/Ph.D.
