Bus Rapid Transit (BRT), where buses run on dedicated roads at high frequency, almost in a metrorail manner, has been adopted as a backbone of urban mobility in the cities of many developing countries. Originally developed in South America (Curitiba, Brazil and Bogotá, Colombia), it has entered Asia with force, from Indonesia (Jakarta's Transjakarta ) to India and China. In the case of the Philippines, where intercity bus transportation is widely used due to the current lack of a railway network, city traffic, especially in Manila, is heavily congested, partly due to a high number of city buses running half-empty, the small proportion of road space relative to the vehicle population, and the insufficient provision of urban rail transportation. This paper examines the current situation of congestion, and its adverse effects, in the two main urban areas of the Philippines, Manila and Cebu, and the plans to implement BRT, looking at the routes chosen, the financing, the schedule of development and the expected outcomes. A major impediment to improvement in traffic conditions in the Philippines is the current boundary system, which coupled with the high number of bus operating companies leads to wild competition on the road, with the strong potential for multiple traffic jams and traffic accidents. Implementing a BRT system to make traffic smooth and fluid will require not only some road work and financing, but also a profound change in the way the bus system operates. It will also require a profound re-evaluation of intermodality between the renovated bus system, the rail system and two iconic Filipino transport modes, the aging jeepney and the lowly trisikel.

Land-Based Transport Governance in the Philippines: Focus on Metro Manila

This paper aims to provide a situationer on transport governance in the Philippines, as they apply to Metro Manila. Metro Manila provides the arena for describing and analyzing the complexity and dynamics of transport governance in the country. This is occasioned by the number of local government units located in the metropolis (17 cities and municipality) as well as various national government agencies with transport-related mandates operating in the region. Metro Manila is also one of the biggest (13 million) and fastest growing metropolises in the world. The case of Metro Manila’s suboptimal transport governance regime is a product of political, economic, and cultural forces over decades of dealing wit h problems of a developing country. Foremost among these is the tension between a decentralization policy enshrined in the 1987 Constitution that serves development in a country of 7,100 islands but is at cross-purposes with the requirements of an integrated metropolitanization regime for Metro Manila. This paper deals with national to local transport-related policy and their application to Metro Manila. An effort is made to describe the operation of these policies on the ground, and how conflicts are generated and attempted to be resolved. The paper also gives a glimpse of how Philippine democracy operates in the policy arena, and how increasingly civil society and private sector engagement and consultation are creating an increasingly positive environment for policy reform in transport.

Traffic congestion is synonymous with Metro Manila, the capital of the Philippines. With a population of almost 13 million people, travel usually takes a grueling amount of time as they traverse the gridlocked roads and cram into the very limited supply of public transport modes. Meanwhile, cars reign supreme in occupying much of this metropolis's hardly expanding road networks. While the government, foreign creditors, and big corporations plan for new and expensive transport infrastructure and public utility vehicle modernization as ways to solve the traffic problem, they tend to focus only on increasing economic gains and prioritizing technocratic expertise in transport planning and decision-making. They tend to marginalize the meaningful participation of civil society in co-creating transport solutions. This is why this research provides examples of good practices of collaborative initiatives to address traffic problems. Through my interviews with government transport agencies, private sector representatives, and civil society, as well as my auto-ethnographic account navigating around Metro Manila's complicated transport system, I present two examples of civil society-led transport reform initiatives in Pasig City. These examples contribute to reconstituting urban transport as a project of "shared responsibility" among the diverse constituents of the transport system. It builds upon a post-development discourse and the urbanism of Jane Jacobs in understanding modernity and urban development. In this way, the research contributes to how meaningful collaboration in transport reforms and innovations can make possible sustainable and less interventionist solutions to the transport problems of metropolitan cities in the Global South.

The urban transport systems are primarily the result of political decision-making processes, and only secondarily a matter of technical necessity or technical possibility, because every individual or group does have vested interests in transport policies, which are often conflicting if not inherently incompatible. What constitutes the so-called “common good” is not a technical question but ultimately a political one – while its implementation requires the suitable technical solution. This “comparative review of the making of urban transport policies in metropolitan areas of Singapore and Bangkok” analyses (1) the “input” of different actors into the political decision-making process, (2) how this input is processed by the various actors in government and administration, including the interaction of all participatory actors, and (3) finally how the results of these processes influence the form of the actual transport systems. The results are based on the research of the different polities influencing transport-related decisions in cities of Singapore and Bangkok. The process of decision-making is analysed using seven illustrative examples from these cities and the assessment of the transport systems is made according to pre-defined quantitative and qualitative data. This adopted approach is along the lines of classical policy-field analysis: In this study it examines the policy field of urban transport and draws conclusions, which are specific to the chosen cities and general to the policy field.

Urbanization in the Philippines is one of the fastest in Southeast Asia, as the Philippine economy continues towards service and industrial orientation and away from rural agriculture. Already more than 60% of the population resides in cities, and it is expected to continue to grow relentlessly. Likewise, rapid urbanization led to uncontrolled developments contributing to the deterioration of urban environment; such as the increasing traffic congestion due to improper planning and inefficient traffic management.
