Analyzing Impacts of Transportation Infrastructure and Policies on Traffic Flow in Metro Manila Using Advanced Tools and Techniques
Various transportation infrastructure and policies have been implemented in the Philippines in order to ease traffic congestion and other transportation and traffic problems. Many of these are in Metro Manila, comprising a long list that includes grade separation devices, traffic control facilities,and vehicle restraint measures. These have been generally perceived to have positive impacts and have led to the construction of more infrastructures or the continued implementation of traffic schemes. Nevertheless, there are sectors that have not taken advantage of available impact assessment techniques and tools to systematically and properly evaluate the effects of infrastructure and policies on transporation and traffic. This paper presents the most popular methods and some tools for appraising effectiveness of infrastructure and policies. Several large scale transportation infrastructure projects have been proposed, with several already under construction, in Metro Manila by the current Administration such as the elevated expressway above the PNR line also known as the NLEx-SLEx connector, the NAIA expressway, the CALA and Lakeshore expressway projects as well as the proposed LRT line 1 South Extension, BRT lines, subway, among others. Some of these transportation infrastructure projects are for possible Public-Private Partnership (PPP) funding. Aside from the National Government's proposals, several private groups have also proposed transportation infrastructure projects in Metro Manila. This research analyzed and evaluated the impact of these proposed transportation infrastructure projects on urban travel using the Transport Co-Benefit Analysis as developed by the Institute of Global Environmental Strategies (IGES). Socio-economic development generates new travel demand that strains the capacity of existing road systems and produces negative externalities posing resource and technical challenges to local governments in the Philippines. This research explored the viability of introducing Traffic Impact Fee (TIF) at local levels as a policy response. The TIF requires new developments to pay a proportionate cost of improving road capacity. An improvement-driven TIF model, using a limited area approach, was applied on a residential development project in Cabanatuan City to understand the opportunities and constraints arising from TIF implementation. The research concludes that there is potential for TIF adoption.
Urbanization in the Philippines is one of the fastest in Southeast Asia, as the Philippine economy continues towards service and industrial orientation and away from rural agriculture. Already more than 60% of the population resides in cities, and it is expected to continue to grow relentlessly. Likewise, rapid urbanization led to uncontrolled developments contributing to the deterioration of urban environment; such as the increasing traffic congestion due to improper planning and inefficient traffic management. Similarly, local cities in the Philippines, and perhaps in Southeast Asia, do not have enough comprehension on transport planning theories, models and techniques. In 2003, as part of the City of Manila's urban renewal program, a section of Rizal Avenue, which is a major national arterial road, was pedestrianized, thereby closing the road to vehicular traffic. Because of this, vehicles that were originally traveling along this road section were diverted to the adjacent local streets which do not have enough capacity to handle heavy traffic volumes. Coupled with heavy volumes of pedestrians and high roadside friction in the downtown area, this resulted in massive congestion and travel delays. Commuters have also suffered with the increase in in-vehicle and out-of-vehicle travel time. On the part of the jeepney drivers, the rerouting meant longer travel distances, hence additional fuel consumption, but without a corresponding increase in fares. This paper attempts to estimate these costs brought about by the project to gain an understanding of its impact on society.
