If you have ever found yourself baffled by someone’s response to a situation, you have seen the effects of cultural identity. This can be especially perplexing when the situation seems benign to you, but the other person has an extremely negative or positive response. But what is cultural identity and why does it matter?

Culture, in this context, refers to the beliefs, norms, behaviors, and values that a given group of people deem acceptable. Whereas identity is about knowing what is acceptable and true for yourself. We form a cultural identity when we subconsciously interpret and incorporate signals from the world around us into our own identity so we can belong. Therefore:

Your cultural identity is a critical piece of your personal identity (and worldview) that develops as you absorb, interpret, and adopt (or reject) the beliefs, values, behaviors, and norms of the communities in your life.

Our cultural identity can evolve, as culture is ever-evolving and dynamic. And while there are people who progress through life without ever thinking about their cultural identity, it is something we tend to become aware of when it’s challenged. This typically happens when we find ourselves in parts of the world or among groups with different cultural norms. Our cultural identity is important because it influences how we interpret and react to such situations, which can affect how successful we are in life.

What Defines and Shapes a Person’s Cultural Identity?

Anytime a group of people unites toward a common objective, a culture begins to form. No matter how large or small the group, there are beliefs, norms, values, and behaviors that emerge. 

What makes culture complicated is that many of these defining characteristics go unspoken. The group unconsciously develops certain standards for what is normal and acceptable based on social cues. Then, through our continual exposure to the group, we begin to accept these standards as part of our cultural identity. 

Important parts of your cultural identity are shaped due to your affiliation with any number of groups or cultural patterns, some of which we (as a culture) assign to you at birth, such as your:

  • family of origin 
  • local community
  • physical ability
  • nationality

Other contributions to your cultural identity occur as you navigate your life and the social constructs (aka social constructions) around you. As you have experiences or develop skills and interests, you join and leave certain communities because you have or lack commonality with their group members. As your life unfolds, you may become involved with many groups including:

  • educational institutions
  • professional organizations
  • social clubs
  • online communities
  • political or special interest groups
  • support groups 

To complicate matters further, certain situations and contexts provide an additional filter that allows unique elements of your cultural identity to emerge. For example, if you were born to a family that encouraged you to go to college and pursue a career in science, you might accept this path, join the physics club, and absorb the standards of that group into your own identity. This is completely normal. Humans are social animals, which means we depend on each other for survival. It’s natural, even necessary , for us to seek a sense of belonging and to look for cultural groups who will accept us for who we are. The challenge arises when we become so fixated on gaining status with our groups that we fail to notice when they aren’t serving us or resist opportunities that arise. 

Myths Around Cultural Identity

I often encounter three big myths about cultural identity in my work with clients. And I find that it is critical that we identify and address these myths before my client is ready to move forward.

The first myth is that our cultural identity is fixed, which simply isn’t true. It is dynamic and it evolves as we affiliate ourselves with different groups. Think about some of the beliefs you had as a child that have since changed. This happens due to our exposure to new ways of thinking and as we absorb whatever resonates for us into our cultural identity.

The second myth I often hear is that some of us don’t have a cultural identity at all. The reality is that everyone has one. However, many of us are unaware of our own cultural identity and how it influences every single aspect of our life.  

The final, and perhaps most dangerous myth, is that our own cultural identity is mainstream, i.e., many of us believe we interpret situations the same way others do. When this is the case, our desire to understand the world can result in the creation of mental shortcuts that influence how we interact with someone who has a cultural identity that’s different from ours. 

The danger of these shortcuts is that they can lead to generalizing and stereotyping. When this occurs, we prejudge people as “friend or foe,” the latter of which can trigger a “fight or flight” response and cripple our ability to have meaningful, healthy, and productive interactions.

When I work with clients, I help them unravel their assumptions about what is normal, right, and true for them. But before we can get to work, it’s important that they understand the strength of cultural influences and how they shape our worldview so they can begin to recognize them in their own life and challenge them as they make decisions about their futures.

Why is Cultural Identity Important? 

Our cultural identity influences how we interpret and react to situations, so it is important that we become aware of our own identity in relation to the world around us. Since we have an innate craving to feel a sense of belonging to a group, when we are under stress we tend to subconsciously revert to whatever behaviors make us “feel” safe and accepted. In doing so, we set up invisible barriers within ourselves and between ourselves and others that impact personal interactions, professional performance, and organizational success . 

In my professional life, I’ve seen conflicts arise due to fundamentally different viewpoints and a  lack of understanding about the effect of cultural identities. When we develop an awareness of how our identities can act as a catalyst or barrier for growth, we unlock our true potential.

There may also be times in our lives when our own cultural identity comes into conflict with what we encounter in the world around us or what we feel within ourselves to be true. For instance, the person who pursued a career in science (from our example earlier) might eventually have this experience because instead of finding a career path that felt right to them , they did what their family expected of them. This tension, which is often called a cultural identity crisis, can create discomfort and even distress. 

How to Cope With a Cultural Identity Crisis

Should you experience a cultural identity crisis, you may feel a natural tendency to ignore or blame other factors for the conflict. However, it is important to pay attention to yourself and to examine the cultural conditioning that formed your cultural identity in the first place. Here are three things you can do to begin this process:

  • What influencers have contributed to building my identity in relation to this situation? 
  • Does my cultural identity truly reflect the person I want to be going forward? 
  • If the tension is with another person, try looking at things from their perspective. What influencers and cultural contributors might have impacted the way the other person is approaching the situation?
  • Finally, come up with 1-2 actionable steps to address the situation, then commit to reflecting on your own identity regularly. This could be as simple as taking 5-10 minutes each month to revisit the worksheets listed above and considering how any new groups in your life (such as new social groups or a change in employment) are contributing to the growth and evolution of your identity.

Today, naturalism defines my interactions with people and the environment. In short, I can say it shapes my worldview. As a lover of nature herself, my mother had this habit of taking me outdoors when I was a toddler. I have seen family photographs of my mother walking through parks and forests holding my hand. What is noticeable in these pictures besides my mother and me is the tree cover that gives the setting such a lovely sight. Moreover, I can now understand why I seem more conversant with the names and species of flowers, trees, and birds than my siblings- my mother was the influence. In turn, my siblings and friends make a joke that I have developed a strong love for nature to the point of identifying myself with the environment. Hence, the basis for this argument is my love for the green color, where even my clothes and toys are mostly green.

Naturally, human beings behave in line with their cultural background and orientation. Basically, this behavior is what determines or reflects their cultural identity. In turn, my intense love for nature underscores my naturalist identity. While I may not tell the stage in life when I assumed this identity, I know my mother has played a significant role in shaping it, and this is since childhood.

Cultural identity is a multidimensional concept that has fascinated scholars, researchers, and practitioners in (intercultural) communication and related disciplines over time. The year 2020 has witnessed renewed interests in and debates about a multiplicity of cultural identities, which demonstrate the concept’s relevance in everyday interactions across local and global contexts. For instance, both the rise of conservatism across the globe (including white nationalism in the United States during the Trump administration) and the push for greater equity and inclusion for all (e.g., Black Lives Matter movement, sexual misconduct policies, and gender-neutral bathrooms in public spaces) have garnered and regenerated needs to better understand cultural identity as a complex and contested communication construct. Analytically, cultural identity encompasses a wide range of socially constructed categories that influence how a person knows and experiences his/her/their social world (e.g., race, ethnicity, gender, nationality, socioeconomic status, ability, sexuality, religion, and more). As a social construct, cultural identity deals with important questions about conceptions, understandings, and lived experiences regarding the self in relation to others across time, space, and context. In particular, cultural identity—as opposed to identity—focuses on questions regarding membership in, acceptance into, (dis)identification with, and/or negotiation of (un)belongingness to various groups vis-à-vis communication. Questions about “difference” in a myriad of ways are at the heart of inquiries about cultural identity. That is, cultural identity is better understood as “cultural identities” as always already plural, intersecting, and evolving along various power lines that relate to histories, politics, and social forces. Communication scholars have studied the concept of cultural identity from different perspectives and approaches (e.g., functionalist, interpretive, and critical lenses). In this article, influential works are identified and reviewed in related fields such as psychology, sociology, and cultural studies that have shaped the study of cultural identity in (intercultural) communication in US academia. Then, core texts and articles in communication are considered that represent key issues, core debates, and central arguments about cultural identities, which are followed by textbooks and readers, a review of journals, and prominent theories of cultural identity by intercultural communication scholars in the United States. The article ends with major areas of study.

The scholarship of cultural identity is influenced by intellectual thoughts across disciplines such as anthropology, psychology, sociology, philosophy, linguistics, and cultural studies. The foundation of cultural identity is about how the self experiences, locates, communicates, and/or performs himself/herself/themselves in relation to ingroup and outgroup members within existing social hierarchies. Several key publications pave the way for understanding cultural identity as quintessentially a communication phenomenon with cultural particularities, situated-ness, and significance within and across groups. Across the different perspectives on and approaches to cultural identity, much of the current understanding is influenced by and builds on the work of the following studies in a chronological order. Du Bois 1994 (first published in 1903) examines conflicting identities experienced by Black Americans at the dawn of the 20th century. Published posthumously, Mead 1934 describes symbolic interactionism based on student notes of Mead’s lectures on social psychology at the University of Chicago together with selections from unpublished manuscripts that Mead left. Goffman 1959 offers dramaturgy as a framework to understand the presentation of self as everyday performance. Rooted in the identity experiences of the colonized Others, Said 1978 describes a conceptualization of orientalism. Tajfel 1981 develops social identity theory to understand the experiences of ingroup and outgroup members. Foucault 1982 offers a view of identity in response to power relations and knowledge. Anzaldúa 1987 offers border/lands theory to describe the experiences of living and straddling between two or multiple worlds. Hall and du Gay 1996 is a collection of essays featuring postmodern approaches to identity. In particular, Hall and du Gay 1996 stresses that the issue of cultural identity has been vigorously debated in social theories.

Anzaldúa, G. 1987. Borderlands/La Frontera: The new mestiza . San Francisco, CA: Aunt Lute Books.

In this influential work, Anzaldúa coins and develops borderlands theory to capture the rich struggles of living within and outside cultures, languages, and social structures that are both safe and unsafe such as Chicanas growing up in South Texas long the US-Mexico border. Anzaldúa’s work both challenges marginalizing and oppressing systems and embraces new consciousness and lines of inquiries that draw from living/straddling between two worlds.

Du Bois, W. E. B. 1994. The souls of black folk . New York: Dover.

In this groundbreaking book, Du Bois coins an influential term “double-consciousness” to describe the experience and awareness of living with conflicting and irreconcilable identities (e.g., as both “Negro” and “American”). His book details the lived struggles of the doubly conscious Black Americans straddled in two conflicting worlds in the early 20th century, which has legitimized the realities of many racial and minoritized Others and also has served as the foundation for a great deal of cultural identity theorizing and studies. Foucault, M. 1982. The subject and power. Critical Inquiry 8.2: 777–795.

In this essay, Foucault offers a view of identity in which power formations and circulations make individuals “subjects.” As subjects, individuals are both subject to power and control by others and tied to his identity by a conscience resulting from power and self-knowledge. Foucault further details what constitutes power, how power is exercised, and how power relation can be analyzed in the creation of subjectivity as discursive formations.

Goffman, E. 1959. The presentation of self in everyday life . Garden City, NY: Anchor Books.

In dramaturgy, Goffman views individuals as social agents who present and perform their self-concepts in everyday communication interactions. Goffman considers that social agents present and perform their identity within any particular setting as consisting of a front stage and a back stage. Thus, Goffman highlights sociological understandings of the psychological processes through which individuals negotiate and perform who they are, and/or who they want to be, in social interactions according to not just personal experiences but also social norms.

Hall, S., and P. du Gay, eds. 1996. Questions of cultural identity . Los Angeles, CA: SAGE.

Reflecting a postmodern orientation to identity as anti-essentialist, malleable, and disjointed, the ten essays in Hall and du Gay’s edited collection feature a range of perspectives examining individual and collective identity formation, fragmentation, and deconstruction in discursive structures. As Hall argues in the introduction, “identities are constructed within, not outside, discourse” (p. 4). In this view, cultural identities are best understood in Hall’s words as “points of temporary attachment to the subject positions which discursive practices construct for us (1996, p. 6).

Mead, G. H. 1934. Mind, self, and society . Edited by C. W. Morris. Chicago: The Univ. of Chicago Press.

This original book outlines Mead’s system of social psychology, which is later termed “symbolic interactionism” by his student, Herbert Blumber. Mead offers concepts such as the “I,” the “me,” and “the generalized other” in developing a symbolic interactionist approach to identity. In this view, identity as a social process is developed through ongoing interactions in which the self interacts with the social world to (re)make meanings that inform self-consciousness.

Said, E. 1978. Orientalism . New York: Pantheon.

Orientalism systematically examines how Western scholarship (mis)represents the Orient (particularly the Near East and the Arab world) to subjugate the Orient in order to articulate and create the (superior) Occident. This book has been credited as the foundation for postcolonial scholarship as it legitimizes and offers the intellectual basis for counter-hegemonic criticism and pursuits of alternatives to Western-centric cannons, ideas, and voices.

Tajfel, H. 1981. Human groups and social categories . Cambridge, UK: Cambridge Univ. Press.

This key book serves as the foundation for Tajfel and colleagues’ development of social identity theory —an influential social psychological theory that inform a great deal of cultural identity studies in (intercultural) communication. Tajfel understands social identity as “the problems of an individual’s self-definition in a social context” (p. 254). Throughout this book, Tajfel considers and explains how an individual experiences and conceives his/her/their self-concept in intergroup relations with attention to issues of perceptual judgments, stereotypes, ethnocentrism, intergroup conflicts, and social psychology of minorities.

Personal, Social, and Cultural Identities

Ask yourself the question “Who am I?” We develop a sense of who we are based on what is reflected back on us from other people. Our parents, friends, teachers, and the media help shape our identities. While this happens from birth, most people in Western societies reach a stage in adolescence where maturing cognitive abilities and increased social awareness lead them to begin to reflect on who they are. This begins a lifelong process of thinking about who we are now, who we were before, and who we will become (Tatum, B. D., 2000). Our identities make up an important part of our self-concept and can be broken down into three main categories: personal, social, and cultural identities (see Table “Personal, Social, and Cultural Identities” ).

We must avoid the temptation to think of our identities as constant. Instead, our identities are formed through processes that started before we were born and will continue after we are gone; therefore our identities aren’t something we achieve or complete. Two related but distinct components of our identities are our personal and social identities (Spreckels, J. & Kotthoff, H., 2009). Personal identities include the components of self that are primarily intrapersonal and connected to our life experiences. For example, I consider myself a puzzle lover, and you may identify as a fan of hip-hop music. Our social identities are the components of self that are derived from involvement in social groups with which we are interpersonally committed.

For example, we may derive aspects of our social identity from our family or from a community of fans for a sports team. Social identities differ from personal identities because they are externally organized through membership. Our membership may be voluntary (Greek organization on campus) or involuntary (family) and explicit (we pay dues to our labor union) or implicit (we purchase and listen to hip-hop music). There are innumerous options for personal and social identities. While our personal identity choices express who we are, our social identities align us with particular groups. Through our social identities, we make statements about who we are and who we are not.

Personal identities may change often as people have new experiences and develop new interests and hobbies. A current interest in online video games may give way to an interest in graphic design. Social identities do not change as often because they take more time to develop, as you must become interpersonally invested. For example, if an interest in online video games leads someone to become a member of a MMORPG, or a massively multiplayer online role-playing game community, that personal identity has led to a social identity that is now interpersonal and more entrenched. Cultural identities are based on socially constructed categories that teach us a way of being and include expectations for social behavior or ways of acting (Yep, G. A., 2002). Since we are often a part of them since birth, cultural identities are the least changeable of the three. The ways of being and the social expectations for behavior within cultural identities do change over time, but what separates them from most social identities is their historical roots (Collier, M. J., 1996). For example, think of how ways of being and acting have changed for African Americans since the civil rights movement. Additionally, common ways of being and acting within a cultural identity group are expressed through communication. In order to be accepted as a member of a cultural group, members must be acculturated, essentially learning and using a code that other group members will be able to recognize. We are acculturated into our various cultural identities in obvious and less obvious ways. We may literally have a parent or friend tell us what it means to be a man or a woman. We may also unconsciously consume messages from popular culture that offer representations of gender.

Any of these identity types can be ascribed or avowed . Ascribed identities are personal, social, or cultural identities that are placed on us by others, while avowed identities are those that we claim for ourselves (Martin & Nakayama, 2010). Sometimes people ascribe an identity to someone else based on stereotypes. You may see a person who likes to read science-fiction books, watches documentaries, has glasses, and collects Star Trek memorabilia and label him or her a nerd. If the person doesn’t avow that identity, it can create friction, and that label may even hurt the other person’s feelings. But ascribed and avowed identities can match up. To extend the previous example, there has been a movement in recent years to reclaim the label nerd and turn it into a positive, and a nerd subculture has been growing in popularity. For example, MC Frontalot, a leader in the nerdcore hip-hop movement, says that being branded a nerd in school was terrible, but now he raps about “nerdy” things like blogs to sold-out crowds (Shipman, 2007). We can see from this example that our ascribed and avowed identities change over the course of our lives, and sometimes they match up and sometimes not.

Although some identities are essentially permanent, the degree to which we are aware of them, also known as salience, changes. The intensity with which we avow an identity also changes based on context. For example, an African American may not have difficulty deciding which box to check on the demographic section of a survey. But if an African American becomes president of her college’s Black Student Union, she may more intensely avow her African American identity, which has now become more salient. If she studies abroad in Africa her junior year, she may be ascribed an identity of American by her new African friends rather than African American. For the Africans, their visitor’s identity as American is likely more salient than her identity as someone of African descent. If someone is biracial or multiracial, they may change their racial identification as they engage in an identity search. One intercultural communication scholar writes of his experiences as an “Asianlatinoamerican” (Yep, 2002). He notes repressing his Chinese identity as an adolescent living in Peru and then later embracing his Chinese identity and learning about his family history while in college in the United States. This example shows how even national identity fluctuates. Obviously one can change nationality by becoming a citizen of another country, although most people do not. My identity as a US American became very salient for me for the first time in my life when I studied abroad in Sweden.

Throughout modern history, cultural and social influences have established dominant and non-dominant groups (Allen, 2011). Dominant identities historically had and currently have more resources and influence, while non-dominant identities historically had and currently have less resources and influence. It’s important to remember that these distinctions are being made at the societal level, not the individual level. There are obviously exceptions, with people in groups considered non-dominant obtaining more resources and power than a person in a dominant group. However, the overall trend is that difference based on cultural groups has been institutionalized, and exceptions do not change this fact. Because of this uneven distribution of resources and power, members of dominant groups are granted privileges while non-dominant groups are at a disadvantage. The main non-dominant groups must face various forms of institutionalized discrimination, including racism, sexism, heterosexism, and ableism. As we will discuss later, privilege and disadvantage, like similarity and difference, are not “all or nothing.” No two people are completely different or completely similar, and no one person is completely privileged or completely disadvantaged.

Identity Development

There are multiple models for examining identity development. Given our focus on how difference matters, we will examine similarities and differences in non-dominant and dominant identity formation. While the stages in this model help us understand how many people experience their identities, identity development is complex, and there may be variations. We must also remember that people have multiple identities that intersect with each other. So, as you read, think about how circumstances may be different for an individual with multiple nondominant and/or dominant identities.

Non-dominant Identity Development

There are four stages of nondominant identity development (Martin & Nakayama, 2010). The first stage is unexamined identity, which is characterized by a lack of awareness of or lack of interest in one’s identity. For example, a young woman who will later identify as a lesbian may not yet realize that a nondominant sexual orientation is part of her identity. Also, a young African American man may question his teachers or parents about the value of what he’s learning during Black History Month. When a person’s lack of interest in their own identity is replaced by an investment in a dominant group’s identity, they may move to the next stage, which is conformity.

In the conformity stage, an individual internalizes or adopts the values and norms of the dominant group, often in an effort not to be perceived as different. Individuals may attempt to assimilate into the dominant culture by changing their appearance, their mannerisms, the way they talk, or even their name. Moises, a Chicano man interviewed in a research project about identities, narrated how he changed his “Mexican sounding” name to Moses, which was easier for his middle-school classmates and teachers to say (Jones Jr., 2009). He also identified as white instead of Mexican American or Chicano because he saw how his teachers treated the other kids with “brown skin.” Additionally, some gay or lesbian people in this stage of identity development may try to “act straight.” In either case, some people move to the next stage, resistance and separation, when they realize that despite their efforts they are still perceived as different by and not included in the dominant group.

In the resistance and separation stage, an individual with a nondominant identity may shift away from the conformity of the previous stage to engage in actions that challenge the dominant identity group. Individuals in this stage may also actively try to separate themselves from the dominant group, interacting only with those who share their nondominant identity. For example, there has been a Deaf culture movement in the United States for decades. This movement includes people who are hearing impaired and believe that their use of a specific language, American Sign Language (ASL), and other cultural practices constitutes a unique culture, which they symbolize by capitalizing the D in Deaf (Allen, 2011).

While this is not a separatist movement, a person who is hearing impaired may find refuge in such a group after experiencing discrimination from hearing people. Staying in this stage may indicate a lack of critical thinking if a person endorses the values of the nondominant group without question.

The integration stage marks a period where individuals with a nondominant identity have achieved a balance between embracing their own identities and valuing other dominant and nondominant identities. Although there may still be residual anger from the discrimination and prejudice they have faced, they may direct this energy into positive outlets such as working to end discrimination for their own or other groups. Moises, the Chicano man I mentioned earlier, now works to support the Chicano community in his city and also has actively supported gay rights and women’s rights.

Dominant Identity Development

Dominant identity development consists of five stages (Martin & Nakayama, 2010). The unexamined stage of dominant identity formation is similar to nondominant in that individuals in this stage do not think about their or others’ identities. Although they may be aware of differences—for example, between races and genders—they either don’t realize there is a hierarchy that treats some people differently than others or they don’t think the hierarchy applies to them. For example, a white person may take notice that a person of color was elected to a prominent office. However, he or she may not see the underlying reason that it is noticeable—namely, that the overwhelming majority of our country’s leaders are white. Unlike people with a nondominant identity who usually have to acknowledge the positioning of their identity due to discrimination and prejudice they encounter, people with dominant identities may stay in the unexamined stage for a long time.

In the acceptance stage, a person with a dominant identity passively or actively accepts that some people are treated differently than others but doesn’t do anything internally or externally to address it. In the passive acceptance stage, we must be cautious not to blame individuals with dominant identities for internalizing racist, sexist, or heterosexist “norms.” The socializing institutions we discussed earlier (family, peers, media, religion, and education) often make oppression seem normal and natural. For example, I have had students who struggle to see that they are in this stage say things like “I know that racism exists, but my parents taught me to be a good person and see everyone as equal.” While this is admirable, seeing everyone as equal doesn’t make it so. And people who insist that we are all equal may claim that minorities are exaggerating their circumstances or “whining” and just need to “work harder” or “get over it.” The person making these statements acknowledges difference but doesn’t see their privilege or the institutional perpetuation of various “-isms.” Although I’ve encountered many more people in the passive state of acceptance than the active state, some may progress to an active state where they acknowledge inequality and are proud to be in the “superior” group. In either case, many people never progress from this stage. If they do, it’s usually because of repeated encounters with individuals or situations that challenge their acceptance of the status quo, such as befriending someone from a nondominant group or taking a course related to culture.

The resistance stage of dominant identity formation is a major change from the previous in that an individual acknowledges the unearned advantages they are given and feels guilt or shame about it. Having taught about various types of privilege for years, I’ve encountered many students who want to return their privilege or disown it. These individuals may begin to disassociate with their own dominant group because they feel like a curtain has been opened and their awareness of the inequality makes it difficult for them to interact with others in their dominant group. But it’s important to acknowledge that becoming aware of your white privilege, for instance, doesn’t mean that every person of color is going to want to accept you as an ally, so retreating to them may not be the most productive move. While moving to this step is a marked improvement in regards to becoming a more aware and socially just person, getting stuck in the resistance stage isn’t productive, because people are often retreating rather than trying to address injustice. For some, deciding to share what they’ve learned with others who share their dominant identity moves them to the next stage.

People in the redefinition stage revise negative views of their identity held in the previous stage and begin to acknowledge their privilege and try to use the power they are granted to work for social justice. They realize that they can claim their dominant identity as heterosexual, able-bodied, male, white, and so on, and perform their identity in ways that counter norms. A male participant in a research project on identity said the following about redefining his male identity:

I don’t want to assert my maleness the same way that maleness is asserted all around us all the time. I don’t want to contribute to sexism. So I have to be conscious of that. There’s that guilt. But then, I try to utilize my maleness in positive ways, like when I’m talking to other men about male privilege (Jones, Jr., 2009).

The final stage of dominant identity formation is integration. This stage is reached when redefinition is complete and people can integrate their dominant identity into all aspects of their life, finding opportunities to educate others about privilege while also being a responsive ally to people in nondominant identities. As an example, some heterosexual people who find out a friend or family member is gay or lesbian may have to confront their dominant heterosexual identity for the first time, which may lead them through these various stages. As a sign of integration, some may join an organization like PFLAG (Parents, Families, and Friends of Lesbians and Gays), where they can be around others who share their dominant identity as heterosexuals but also empathize with their loved ones.

Knowing more about various types of identities and some common experiences of how dominant and nondominant identities are formed prepares us to delve into more specifics about why difference matters.

Difference Matters

Whenever we encounter someone, we notice similarities and differences. While both are important, it is often the differences that are highlighted and that contribute to communication troubles. We don’t only see similarities and differences on an individual level. In fact, we also place people into in-groups and out-groups based on the similarities and differences we perceive. This is important because we then tend to react to someone we perceive as a member of an out-group based on the characteristics we attach to the group rather than the individual (Allen, 2011). In these situations, it is more likely that stereotypes and prejudice will influence our communication. Learning about difference and why it matters will help us be more competent communicators. The flip side of emphasizing difference is to claim that no differences exist and that you see everyone as a human being. Rather than trying to ignore difference and see each person as a unique individual, we should know the history of how differences came to be so socially and culturally significant and how they continue to affect us today.

Culture and identity are complex. You may be wondering how some groups came to be dominant and others nondominant. These differences are not natural, which can be seen as we unpack how various identities have changed over time in the next section. There is, however, an ideology of domination that makes it seem natural and normal to many that some people or groups will always have power over others (Allen, 2011). In fact, hierarchy and domination, although prevalent throughout modern human history, were likely not the norm among early humans. So one of the first reasons difference matters is that people and groups are treated unequally, and better understanding how those differences came to be can help us create a more just society. Difference also matters because demographics and patterns of interaction are changing.

In the United States, the population of people of color is increasing and diversifying, and visibility for people who are gay or lesbian and people with disabilities has also increased. The 2010 Census shows that the Hispanic and Latino/a populations in the United States are now the second largest group in the country, having grown 43 percent since the last census in 2000 (Saenz, 2011). By 2030, racial and ethnic minorities will account for one-third of the population (Allen, 2011). Additionally, legal and social changes have created a more open environment for sexual minorities and people with disabilities. These changes directly affect our interpersonal relationships. The workplace is one context where changing demographics has become increasingly important. Many organizations are striving to comply with changing laws by implementing policies aimed at creating equal access and opportunity. Some organizations are going further than legal compliance to try to create inclusive climates where diversity is valued because of the interpersonal and economic benefits it has the potential to produce.

“Getting Real”- Diversity Training

Businesses in the United States spend $200 to $300 million a year on diversity training, but is it effective? (Vedantam, 2008). If diversity training is conducted to advance a company’s business goals and out of an understanding of the advantages that a diversity of background and thought offer a company, then the training is more likely to be successful. Many companies conduct mandatory diversity training based on a belief that they will be in a better position in court if a lawsuit is brought against them. However, research shows that training that is mandatory and undertaken only to educate people about the legal implications of diversity is ineffective and may even hurt diversity efforts. A commitment to a diverse and inclusive workplace environment must include a multipronged approach. Experts recommend that a company put a staff person in charge of diversity efforts, and some businesses have gone as far as appointing a “chief diversity officer” (Cullen, 2007). The US Office of Personnel Management offers many good guidelines for conducting diversity training: create learning objectives related to the mission of the organization, use tested and appropriate training methods and materials, provide information about course content and expectations to employees ahead of training, provide the training in a supportive and noncoercive environment, use only experienced and qualified instructors, and monitor/evaluate training and revise as needed (US Office of Personnel Management, 2011). With these suggestions in mind, the increasingly common “real-world” event of diversity training is more likely to succeed.

We can now see that difference matters due to the inequalities that exist among cultural groups and due to changing demographics that affect our personal and social relationships. Unfortunately, there are many obstacles that may impede our valuing of difference (Allen, 2011). Individuals with dominant identities may not validate the experiences of those in nondominant groups because they do not experience the oppression directed at those with nondominant identities. Further, they may find it difficult to acknowledge that not being aware of this oppression is due to privilege associated with their dominant identities. Because of this lack of recognition of oppression, members of dominant groups may minimize, dismiss, or question the experiences of nondominant groups and view them as “complainers” or “whiners.” Recall from our earlier discussion of identity formation that people with dominant identities may stay in the unexamined or acceptance stages for a long time. Being stuck in these stages makes it much more difficult to value difference.

Members of nondominant groups may have difficulty valuing difference due to negative experiences with the dominant group, such as not having their experiences validated. Both groups may be restrained from communicating about difference due to norms of political correctness, which may make people feel afraid to speak up because they may be perceived as insensitive or racist. All these obstacles are common and they are valid. However, as we will learn later, developing intercultural communication competence can help us gain new perspectives, become more mindful of our communication, and intervene in some of these negative cycles.

5.3: Writing about Race, Ethnic, and Cultural Identity: A Process Approach

To review, race, ethnic, and cultural identity theory provides us with a particular lens to use when we read and interpret works of literature. Such reading and interpreting, however, never happens after just a first reading; in fact, all critics reread works multiple times before venturing an interpretation. You can see, then, the connection between reading and writing: as Chapter 1 indicates, writers create multiple drafts before settling for a finished product. The writing process, in turn, is dependent on the multiple rereadings you have performed to gather evidence for your essay. It’s important that you integrate the reading and writing process together. As a model, use the following ten-step plan as you write using race, ethnic, and cultural identity theory:

  • Carefully read the work you will analyze.
  • Formulate a general question after your initial reading that identifies a problem—a tension—related to a historical or cultural issue.
  • Reread the work , paying particular attention to the question you posed. Take notes, which should be focused on your central question. Write an exploratory journal entry or blog post that allows you to play with ideas.
  • What does the work mean?
  • How does the work demonstrate the theme you’ve identified using a new historical approach?
  • “So what” is significant about the work? That is, why is it important for you to write about this work? What will readers learn from reading your interpretation? How does the theory you apply illuminate the work’s meaning?
  • Reread the text to gather textual evidence for support.
  • Construct an informal outline that demonstrates how you will support your interpretation.
  • Write a first draft.
  • Receive feedback from peers and your instructor via peer review and conferencing with your instructor (if possible).

Cultural diversity is a debatable, open-ended term, which generally refers to a reality of coexistence of diverse knowledge, beliefs, arts, morals, laws, customs, religions, languages, abilities and disabilities, genders, ethnicities, races, nationalities, sexual orientations, etc., of human beings. It could extend to the way people react to this reality and the way people choose to live together with this reality.

This article reviews the state of the social sciences with respect to the study of culture and cultures. It also examines the closely related concepts of values and identities. It does not attempt to be comprehensive—a task that would be daunting given the diverse and rich literatures that quickly come into focus. Rather, the purpose is to highlight a limited number of issues central to moving an international, comparative, and interdisciplinary agenda forward, in the hope that Global Perspectives will become a recognized and central address for current and future research in this field.

Even limiting oneself to key issues is no easy task, as various disciplines regard culture as their terrain. Anthropology, economics, political science, sociology, history, and the humanities, including cultural studies and the arts themselves, all lay some claim to the topic. Diverse and dispersed literatures complicate matters. Frequently divided by methodology and a split between quantitative and qualitative approaches, disciplines function too much as closely guarded silos, discouraging inter- and transdisciplinary dialogue of the kind that Global Perspectives encourages.

Moreover, there are strikingly contrasting presuppositions within the social sciences toward culture: Too often, culture is treated as a residual once the “hard” economic, political, and sociological factors are considered. Alternatively, it can become the all-encompassing construct that supposedly explains everything. Similarly, culture is seen as something that either prohibits or accelerates progress, or it becomes a politically innocent reference category to paint over increasingly absent shared values and common narratives.

There are also deeply rooted clashes of national cultural interest that have been set in motion as globalization has advanced. Is the world moving toward cultural uniformity or toward tensions and conflicts? Or are there signs of an alternative set of outcomes rooted in a more polycentric system of cultures in terms of meaning and identity, production or consumption? What is the meaning and validity of a Western or an Asian “cultural imperialism” thesis, or a “clash of civilizations” between East and West?

In contemporary society, there is a deepening intersection between the economic and the cultural, as Singh (2011, 2017) demonstrated in his analysis of globalized art markets and North-South trade relations. The media presents one dramatic illustration of this intersection: that is, commercially produced cultural artifacts. At the same time, culture has come to be seen as an instrument of economic development and urban revitalization—a view encapsulated in terms like creative class, creative cities, and the creative economy.

Yet culture is also about the arts. Notions of l’art pour l’art, or “art for art’s sake,” in the sense that culture is first and foremost about creative expression, are challenged by the deepening intersection of culture with economics and politics. Interpretative frames for what counts as art, what can be regarded as cultural innovations, and who “owns” or represents art imply many changes for how works of art are appreciated, collected, presented, bought and sold, and preserved.

The concepts of culture, value, and identity are as intricate and multifaceted as their relationships are to each other. Anheier and Isar (2007, 3) write in their introduction to the five-volume Cultures and Globalization Series “that globalization has a profound impact on culture, and that cultures shape globalization may seem like a truism. Yet the two-way interaction involves some of the most vexed and at the same time taken-for-granted questions of our time.” This interaction challenges previously more stable cultural systems, forms of everyday life, and identities, and it does so in very uneven and diverse ways. The triangle of collective heritage, identity, and memory, long assumed a foundation of societies, has become uncertain and is being transformed (Anheier and Isar 2011) .

Globalization is both a process and an outcome that involves economic supply and distribution chains, financial flows and investments, international law and institutions, and communication and mobility. Castells (1996, 1997) uses the apt imagery of “decentralized concentration” to describe this phenomenon. He argues that a multiplicity of interconnected tasks that take place in different sites results in people and organizations forming a metanetwork at the transnational level. Held (2002) argues that the 1990s globalization spurt reached an extensity and intensity that went beyond previous phases, and with greater impact on different cultures and societies.

Globalization evolved over time and continues to change, as Baldwin (2019) demonstrates. The “old” globalization, driven by the Industrial Revolution, involved two phases: from the early nineteenth century to the start of World War I, and from World War II to the fall of the Soviet Union. The “new” globalization had a first phase, fueled by financial deregulation, transnational supply chains, and information technologies, and lasted until the global financial crisis of 2008–9. It was in this phase that countries outside the northern industrial sphere—namely, China and other Asian countries—joined the globalized core. The second phase, still emerging, is based on digitization and is likely to expand the extensity and intensity of global networks further.

Each globalization phase brought societies into contact with each other, be it through trade, colonization, proselytizing religions, or domination. It was often an unequal contact. Not all cultures survived, as some merged and new ones emerged. The important point is that for centuries, most of the world’s cultures have been in contact in some form or another, and increasingly so over time. They have been in contact ,and continue to be, in a context characterized by mutual understandings and misunderstandings, cooperation and conflict, domination and submission, and affection and aversion. The current globalization phase, given its reach and impact, certainly adds another layer to the complex web of intra- and intercultural relations, bringing about value changes and challenges to collective and individual identities.

Globalization can retreat, as it did after the Great Depression; it can accelerate and slow down, as it did before and after the 2008–9 global financial crisis. To put it another way, since about 1820, the world has known only a few episodes of “non-globalization.” This means that the world’s diverse cultures, peoples’ values, and their identities have been exposed to the “other,” as have collective memory, cultural heritage, and forms of cultural expression. Cultures past and present are the co-production of “domestic” content and developments and exposures to (and interactions with) other societies and their respective cultures.

Therefore, the first issue is to get a better historical understanding of how cultures interacted in the context of globalization phases, what the drivers of cultural flows were, and how values and identities changed over time. Historical perspectives are as important as contemporary analyses.

Envisioning cultures, values, and identities as the product of past exposures and interactions also means that the notion of national cultures and national society is historically highly questionable. Yet the social sciences, which emerged during the end of the “old” globalization phase—when the nation-state was naturalized—engaged in an epistemological framing of cultures, values, and identities close to the notion of the nation-state. This framing was sometimes explicit: an early example is Aaron’s influential book on German sociology (1935); much later examples include Lipset’s American Exceptionalism (1996) or Huntington’s Who Are We? (2004). But mostly the framing was implicit, almost taken for granted in the sense that students of the social sciences in the United States read and studied American society just as the British or the French did theirs. For a long time, anthropology developed along a different path, with its emphasis on the “other”—that is, non-Western, nonstate societies and cultures.

The nation-state framing is still dominant today, referred to as methodological nationalism. This term refers to the intellectual orientation fortified within each social science discipline that treats the nation-state as the primary unit of analysis and the primary reference point, ascribing agency to it as the given container for social processes. For Wimmer and Schiller (2002), methodological nationalism is built on the assumption that the nation-state is the seemingly natural social and political form of the modern world.

The implied reification of nation-states as actors sui generis in a transnational cultural space can be very misleading. For example, the United States does not “act” in a cultural sense, organizations and people do. It is US corporations like Microsoft, Facebook, Google, or the Walt Disney Company, missionary societies, art museums, and the people who work there that act, as do artists, activists, and robots. Of course, the nation-state plays an important role, but when studying culture in a globalizing and changing world, it cannot be the assumed primary unit of analysis (see Anheier 2007, 336). The upshot is that the social sciences have to overcome the twentieth-century legacy of methodological nationalism if we want to get a fuller understanding of culture, cultural flows, and developments.

Most definitions are neither true nor false; they are ultimately judged by their fruitfulness in advancing our understanding of a phenomenon. Following Deutsch (1963), a fruitful definition must be parsimonious and focus on the truly critical characteristics of the phenomenon. It also must have organizing power in the sense that it helps to establish relations with other concepts and adds value overall. Parsimony and added value, however, never seemed to have much currency among students of culture, who proudly point to the many attempts to define what culture is, and they reference Kroeber and Kluckhohn, who identified 281 definitions in their 1952 book  Culture: A Critical Review of Concepts and Definitions. Kroeber and Kluckhohn then organized these diverse concepts of culture into eight categories, including topical (the cultural economy), historical (heritage, tradition), behavioral (learned human behavior, a way of life), normative (values, norms), mental (ideas), and structural (symbols).

Yet none of these categorizations, or others that followed, made much progress in bringing greater clarity in terms of parsimony and value added. The classical nineteenth-century definition of culture by anthropologist E. B. Tylor is still being referenced (“that complex whole which includes knowledge, belief, art, morals, law, custom and any other capabilities and habits acquired” (Tylor 1920, 1). The same is true of UNESCO’s definition of culture in the Preamble to the UNESCO Universal Declaration on Cultural Diversity as the “set of distinctive spiritual, material, intellectual, and emotional features of society or a social group… it encompasses, in addition to art and literature, lifestyles, ways of living together, value systems, traditions and beliefs.”

In the face of such general statements, most analysts define culture in a broad and a narrow sense. Broadly, culture is a system of meaning, its social construction, articulation, and reception, including religion, ideologies, value systems, and collective identity. More narrowly, it refers to the arts—that is, what artists create and what is regarded, preserved, exchanged, and consumed as cultural artifacts. Straddling both notions are concepts such as cultural diversity, cultural expression, and the creative or cultural economy.

So it is no wonder that in his seminal Keywords, Raymond Williams (1976) famously stated that culture is one of the most complex words in the English language. The same statement could be made today. Why are we holding on to an imprecise term, especially as it is being deeply implicated in diverse and contested disciplinary discourses in the social sciences today? Yet the word does hold some meaning. Appadurai (1996) and Crawford (2007), among others, have observed how culture is being mobilized in a politics of recognition and representations. The divisive debates about migration worldwide and fundamentalist reassertions in all major world religions are just two examples that show the instrumentalization of culture. Achieving greater clarity and precision in terms of definition and classifications is a major challenge ahead.

Like culture, the concept of values carries different meanings and is used rather loosely. For individuals, values act as an internal moral compass and are “evaluative beliefs that synthesize affective and cognitive elements to orient people to the world in which they live” (Marini 2000, 2828; see also Hitlin and Piliavin 2004, 360). Values typically form a value system as a relatively consistent orienting framework. Ideologies are relatively constant sets of beliefs that explain the world, usually in terms of cause-and-effect relationships.

Even though values are unobservable directly and often conflated with other phenomena such as norms or attitudes, much progress has been made in recent decades to measure value systems cross-nationally and over time. The most prominent effort to do so is the World Values Survey ( www.worldvaluessurvey.org ). The resulting Inglehart-Welzel Cultural Map plots countries along two major dimensions: traditional versus secular values and survival versus self-expression. Of course, here we encounter the unit-of-analysis problem we confronted above, and innovative approaches are needed to show how and when what values matter, change, and the like.

Yet who has agency in such maps? They offer useful markers and reveal persistent patterns as well as shifts over time. But a larger question looms regarding how the values they present are produced and reproduced. Of course, psychology and sociology have answers, mostly at the micro level, through socialization processes. Emphasizing the link between value systems and ideologies, social institutions and organizations, and groups and individuals, however, could offer one way forward to accommodate agency. We live in societies made up of institutions and organizations, as Perrow (1986) pointed out long ago, and as North et al. (2009) pointed out: institutions are the rules of the game and hence the embodiment of value systems, whereas organizations are the tools of enactment.

In sociology, Stinchcombe (1965) introduced the concept of “imprinting,” whereby the institutional conditions prevalent in the founding environments of organizations continue to have lasting effects on organizational culture and behavior. Following up on this suggestion, Marquis and Tilcsik (2013) use the term “value imprinting” to describe how the values of founders or equivalents implicitly or explicitly shape the organization and its culture. With a focus on organizational culture and values, including professional value systems, one could at least partially circumvent the limitations of methodological nationalism. This focus would link organizational and management studies to the study of cultural values, and the history of business to the history of values and ideologies.

Such an approach could rekindle the kind of macro-meso-micro studies that characterize some of the seminal works on the interplay between value systems, institutions, and organizations and individuals. Max Weber’s ([1904] 2016) The Protestant Ethic and the Spirit of Capitalism is a study of the interaction between religion and economic behavior. In response to Marx, Weber argues that the world of ideas has its own logic, independent of material interests and property relations. In Elias’s (1997) seminal work on the process of civilization, he analyzes behavioral transformation in the sixteenth century as a reaction to demands for greater political and communicative stability as commerce expanded. Bourdieu’s (1979) analysis of the French class structure and the link between culture and habitus is also a particularly illuminating work. We need more such studies.

Sociologically, identity is a person’s learned notion of self, combined with a sense of belonging expressed and experienced through values, ethnicity, language, nationality, locale, and the like, and is closely related to a sense of “we-ness.” There is a striking disconnect in research on identity: empirical studies based on population surveys show that identities are remarkably stable over time, as the European Commission (2012) found when it summarized the results of several large-scale research projects on the relationship between regional, national, and European identities. Hoelscher and Anheier (2011, 364–86) reviewed different facets of identity (geographical, cyber, citizenship, cultural, economic, and religious) and reached a similar conclusion.

This stability contrasts with two other strands of inquiry: the nuanced debate about the relationship between identity, collective memory, and heritage, on the one hand, and the vehemence of the political meaning of the term (in particular regarding identity politics), on the other. As to the first, Isar et al. (2011) suggest that in the process of globalization, the “triangle” of identity, heritage, and memory has become more unstable and, in some parts of the world, even unhinged. Contradictory developments are taking place: there is a trend whereby cultural heritage assumes a “museal sensibility” (Huyssen 1995, 14) , supported by international conventions (Isar 2011, 39--52) and by a cultural heritage industry (Winter 2011) . There are also powerful economic forces that undermine cultural heritage by eliminating entire peasant cultures and traditional crafts and skills.

The “cult of heritage” comes with a certain “memory boom,” as Isar et al. (2011, 5) put it. Collective memory is “remembrance of the past grounded on more durable carriers of external symbols and representations” (Assmann 2008, 55) . It is an archival memory constructed through a discourse that relies heavily on media institutions and communication (Huyssen 1995, 6) . This memory discourse makes it vulnerable to political and cultural entrepreneurs, and Assmann (2008, 54) calls for “critical vigilance and develop[ing] criteria for probing the quality of the memory constructions, distinguishing more ‘malign’ from more ‘benign’ memories—that is, memories that perpetuate resentment, hatred and violence from those that have a therapeutic and ethical value.”

Yet, irrespective of the quality of collective memories, they are implicated in how we think about identity and how identity politics comes about. The cultural responses to globalization open opportunities for groups and individuals to deploy the notions and resources of heritage and memory in certifying identity. It is a way of coping with the uncertainties about the “us versus them” attitude that globalization frequently brings with it (Appadurai 2006, 6).

Next to scholarly attention to the nexus of heritage, memory, and identity, there is a highly contested debate that links identity to the fate of Western civilization. Four books illustrate the depth of the disputes. First, Huntington’s 2004 book “ Who Are We?: America’s Great Debate ” explores the nature of American identity, taking issue with the idea that the United States is a “nation of immigrants.” Instead, Huntington observes that the founders were settlers who brought with them the cultural kernels of what became the American creed, a unique creation of a dissenting Protestant culture based on the principles of liberty, equality, individualism, representative government, and private property. He argues that American identity began to erode beginning in the 1960s, as a result of, among other factors, the rise of globalization, explicit political appeals to specific identity groups, and changing immigration patterns.

Contradicting Huntington, particularly his civilization thesis, Sen’s 2006 Identity and Violence: The Illusion of Destiny argues that the false notion of a unique identity sustains conflict and violence. He criticizes “solitarist” theories that ignore shifting and multiple identities. In his view, identity is changing and multifaceted; there is no fixed identity, and people comprise many identities related to ethnicity, nationality, gender, religion, and the like. By better understanding identity, societal rifts can be alleviated, resulting in a more peaceful society and world.

Fukuyama’s 2018 book Identity argues that people have clung to identity as a result of economic and social dislocation—for example, job losses due to globalization, economic crisis, or the relative status decline of white males. This focus on identity results in conflict and political dysfunction. Ultimately, Fukuyama views identity politics as a threat to the foundations of liberal democracy and a distraction from real issues. Focus on identity politics has become a convenient and effective substitute for a more in-depth analysis of how to address the trend toward greater socioeconomic inequality in most liberal democracies.

Appiah’s 2018 The Lies that Bind argues that people and their leaders keep making the same mistakes when it comes to the main Cs of identity: creed (religion as a set of immutable beliefs instead of as mutable practices and communities), country (suggesting a forced choice between globalism and patriotism), color (race is constructed, not biological), class (entitlement and resentment, rather than greater equality of opportunities), and culture. As for the latter, he proposes a greater openness and no longer equating individualism, liberal democracy, tolerance, rationality, and science with Western civilization as such.

Clearly, these and other works make for rich opportunities to debate assumptions; to challenge hypotheses, data, and their analysis; and, above all, to bring better and especially comparative evidence to bear.

The relationship between the economic and the cultural has a long history, from Adam Smith’s moral sentiments, Marx’s dichotomy of structure and superstructure, Thorstein Veblen’s conspicuous consumption, and Baumol and Bowen’s (1966) cost disease theorem to today’s discourse about the creative city and the cultural economy. Cunningham et al. (2008) propose four models for the relationship between the wider and the cultural economy, defined as a system for the production, distribution, and consumption of cultural goods and services through market as well as nonmarket mechanisms, or, in the words of Scott (2008), as all forms of economic activity that produce outputs with significant aesthetic or semiotic content or symbolic outputs.

The negative model assumes that cultural activities are either public or semipublic goods and therefore inherently deficit making. They rely on public subsidies, voluntary contributions, and philanthropy to compensate for lacking revenue. The negative model views the culture economy as a “welfare case.” The competitive model treats it as just “another industry,” yet one with high demand uncertainty and cost disease tendencies. Alternatively, the positive or growth model highlights the capacity of the creative segments of the cultural economy to initiate growth in the aggregate economy. Finally, the emergent or innovation model views culture as an innovation system that infiltrates the entire economy, promoting “creative disruption” to established practices in business and society at large.

These models are propositions well worth exploring, and they provide a frame for Landry’s “creative city” concept (2000, 2012) as well as for Florida’s “creative class” (2005, 2018). For Landry, cultural resources are the raw materials of the city and its value base. He emphasizes both the “hardware” (physical infrastructure) and the “software” (relationships and atmosphere) for designing successful cities. Florida popularized the concept that cities exhibiting a higher level of economic development tend to be those that attract members of the creative class. Florida’s work gained a great degree of attention due to its simple and catchy argumentation and methodology. The “three Ts” (talent, technology, and tolerance) as the key to economic development were supported by especially designed indicators (e.g., a “bohemian index”).

Florida has been criticized (Glaeser 2005; Peck 2005) for elitism by separating the world into “creatives” and “noncreatives.” Methodologically, scholars have challenged Florida’s indices and quantification of causal factors (Glaeser 2005) . The argument that creativity begets growth has been identified as circular. Furthermore, Florida and Landry’s focus on creativity as a path to economic growth has been criticized for operating within “neoliberal” development agendas, framed around interurban competition, gentrification, middle-class consumption, and place marketing (Peck 2005) .

Despite such criticism, there are clearly important insights here, which are also supported by sociologists studying the relationship between innovation and diversity. Globalization creates more diverse networks among people and organizations and generates many more changes for weak-tie configurations to materialize. Exposure to multiple and heterogeneous contacts and circles encourages creativity and opens new opportunities. This is one reason that geographers like Scott (2008) argue that globalization is leading less and less to cultural uniformity. Markedly more polycentric systems of cultural creativity and production are emerging, suggesting that conventional cultural imperialism arguments seem to be losing some of their force. Yet these are propositions in need of further reflections and, especially, empirical tests to find out if the world is indeed becoming more diverse, even eclectic, in its modes of cultural production and consumption.

Central here is the role of the artist as creator. Within the Western canon, the cult of the artist as the “seer,” the genius who is both inside (and understands) and outside (and questions) a given community or society, is still strong, stemming from Enlightenment notions of individual achievements. Yet how does this notion of the artist, which ties creativity to individuality, fit into the globalized opportunity structure? Will the precarious economic position of many artists change? How can it match non-Western constructions (e.g., of art as expressions of communal creativity and imprinting), and how can it relate to the concept of art whose recognition and legitimacy enhances rather than breaks traditions? Do global art markets, and the speculation that increasingly drives them, favor Western notions over others, or play on some sort of speculative arbitrage? Likewise, are major art exhibitions like Documenta, Frieze, or Art Basel mostly about market making or about art appreciation, or perhaps both?

The final issue is that of cultural policy and the role of governments and international organizations like UNESCO, the Council of Europe, and increasingly also the European Union. Traditionally, the main purpose of cultural policy was to support the arts and appreciation thereof, as well as heritage. In recent years, the creative economy has become a new focus, as have the issues of creativity and innovation more generally. These trends are in line with the fourth model that Cunningham et al. (2008) propose.

Yet countries differ widely with respect to how broadly and in what manner they engage with culture and the arts. The United States shows a very limited involvement throughout, and most activities are at the local and state levels. Other efforts are largely left to private philanthropy and nonprofit organizations. By contrast, cultural policy in France is very much a matter of the central government and public budgets, whereas in Germany a decentralized system prevails that mixes public and private funds under a pattern of cooperative cultural federalism. The United Kingdom is somewhere in between, using arm’s-length institutions with a growing focus on the cultural or creative economy.

The outcomes of different policy approaches are also different dynamics and possibilities for artistic potential, creativity, and economic growth in terms of the models Cunningham et al. (2008) have outlined. It remains an open question how emerging market economies and autocratic regimes position themselves in this triad of cultural policy options (a minimal role of government, a pronounced and centralized role, and a devolved one). Most likely, forms of control will be a critical element, putting cultural policy under state tutelage.

Finally, cultural policy is also foreign policy in the context of soft power and cultural diplomacy. Hard power refers to military power and coercive capacity in terms of deterrence and potential for inflicting violence (Nye 2004) . By contrast, soft power is the ability to persuade others to do what a country wants without relying on force or coercion. Soft power is based on attraction, created by a country’s policies and political ideas. Cultural policy as a tool of soft power is becoming more relevant in a geopolitical sense. Language programs, student exchanges, book tours, exhibitions, and media are examples of the ways in which countries use external cultural policy to wield soft power abroad. With the partial retreat of the United States from cultural diplomacy, countries as different as France, China, Russia, Qatar, and Turkey have taken increasingly prominent positions in this field. With substantial investments, they combine cultural and economic—and increasingly also security-related—objectives. Again, this avenue of study is a wide-open field for research.

He has published widely in the social sciences with an emphasis in civil society, organization, and governance, and received several national and international awards for his academic achievements. Previously, he was president of the Hertie School, and professor at the Max-Weber-Institute of Sociology at Heidelberg University, where he directed the Center for Social Investment and Innovation. Before embarking on an academic career, he served the United Nations as a social affairs officer.

Why Does the American Identity Matter?

The most important reason for understanding American identity is related to white racial identification. It may not be prevalent in U.S. political attitudes, but it’s still an issue. A survey from 2012 asked white respondents to indicate if whiteness represented the way they thought of themselves most of the time, as opposed to identifying themselves as Americans . One fifth of the survey’s white respondents said that they preferred the term white to American when identifying themselves.

Cultural   Identity  can be most basically described as a sense of belonging within a group. It is formed due to companionship based on the same traditions, beliefs, social structures and languages.  Cultural   identity  is specific for every person and isn’t universally the same. In conjunction with this when an individual migrates or is removed from a community a person’s mental and physical health can be negatively affected due to a lost sense of self and belonging. These concepts are depicted in the documentary ‘Crossing the Line’ as a consequence of the Aboriginal People’s loss of  cultural  norms, religious customs and having to adjust to a new culture, thus changing their sense of self and  identity .  Cultural   identity  is an important factor for health care professionals to consider as culturally sensitive practices need to be carried out to ensure every individual is attended to appropriately, continues to seek support and is encouraged to maintain good health.

Sensitivity and understanding of an individual’s  cultural   identity  is crucial when working as a health care professional. Despite the typical socio-economic problems involved in health inequalities the impact of a lack of understanding and sensitivity towards a person’s  cultural   identity  and health need to be considered also. This issue is presented in ‘Crossing the Line’ when one of the medicine students, Paul attempted to talk to a group of Aboriginal students about mental health and suicide. However traditionally it isn’t culturally like the Aboriginal’s to discuss health as their health is more connected to their land. His supervisor then confronts Paul, as he wasn’t aware that discussions based around mental health aren’t encouraged in aboriginal communities. I believe his naïve actions made him look insensitive and somewhat ignorant towards the Aboriginal people’s  cultural  norms although he thought he was helping because discussion about mental health is encouraged in his culture. When working as a health professional  cultural  sensitivity and awareness is needed, as healthcare in relation to  cultural   identity  isn’t the same for everyone. Likewise despite the students in the documentary feeling the circumstances in which the Aboriginal People’s lived in to be unlivable these conditions are significant to their  cultural   identity  and removing them from their land may have a negative impact on their wellbeing. This is due to a lost sense of self and belonging. If I found myself in a similar situation as a health professional where I wasn’t used to the living situation’s of my patients I would ensure that I become properly educated on the  cultural  behaviours of the people I am dealing with and respect these aspects to ensure they feel safe and connected to.

In addition to sensitivity and understanding of an individual’s  cultural   identity , a loss of  cultural   identity  is depicted in the documentary. During European settlement many Aboriginal people had their  cultural  identities distorted and replaced with a more Western  identity  introduced by the missions. In the documentary an Aboriginal Elder discusses the influence of living in the missionaries after European settlement. The woman talks about believing in God, an aspect of her  cultural   identity passed on by the missionaries. This shows that being brought up i

This is because a person’s religious views, social behaviours and traditions often influence their approach to health and healthcare. Prior to watching ‘Crossing the line’ I was unaware that  cultural   identity  influenced people’s attitudes towards health, an example of this being the differences in approaches to mental health between the medical student and the Aboriginal Australians. I am conscious now that health care is not a “one size fits all” subject and health professionals need to be sensitive to each individual’s  cultural   identity  and specific needs regarding it.

Identity, a term that seems so personal, yet is so deeply interwoven with external influences, has taken on intricate layers in our modern world. Traditionally, identity was often a blend of personal traits, cultural norms, and societal roles. But with the dawning of the digital age and the merging of global cultures, the contours defining identity have expanded, evolved, and sometimes, blurred.

On the most personal level, identity remains an individual’s self-conception, a tapestry of personal experiences, values, and beliefs. It’s how one sees oneself, from personality traits and passions to ambitions and life roles. These intrinsic factors shape the core of an individual’s identity, making it unique and distinct.

However, in today’s interconnected world, external influences play a significant role in molding identity. Enter the realm of digital personas. With platforms like social media, individuals have the power to curate and project a chosen identity. Filters, status updates, and online interactions contribute to this digital self. For many, this online identity becomes a significant part of their self-image, influencing not just how they wish to be seen by the world but also how they see themselves.

Yet, this digital persona might not always align perfectly with one’s offline self. The polished, often idealized online identity can sometimes be at odds with the raw, unfiltered realities of daily life. This divergence creates a unique dichotomy, where individuals navigate the intricacies of their real-world identity and the one they’ve crafted online.

Amidst this individual identity dance, there’s a grander ballet at play: the shaping of collective identity in an era of global cultures. As boundaries dissolve and cultures intertwine, collective identities, once firmly rooted in geographical regions or specific communities, now evolve. Exposure to global cultures means individuals often adopt and integrate diverse cultural elements into their identities. To comply with court, federal agency lets White people claim social disadvantage

The minority business development agency now extends services to entrepreneurs of any race who identify as disadvantaged on a federal form.

For the second time in less than a year, a federal program for minority businesses is being retooled to serve all races — including White people — calling into question long-held standards on what it means to be “socially disadvantaged” amid a wave of injunctions and lawsuits.

In March, a federal judge in Texas ordered the Minority Business Development Agency to open its doors to entrepreneurs from all racial and ethnic backgrounds , ruling that its presumption that Blacks, Latinos, Asians and other minorities are inherently disadvantaged violated the Constitution’s equal protection clause.

The government has not appealed the ruling, which echoed the Supreme Court’s landmark decision last summer to strike down race-based college admissions. In a memo dated March 20, the MBDA announced that it will comply with the order, directing staffers at its 40 business centers around the country to forgo racial considerations when vetting applicants. Instead, candidates must sign a form, under the penalty of perjury, attesting their disadvantage to certify that they’re “minority business enterprises.” No supporting documentation is required.

It’s the latest sign the government is untethering its definition of social disadvantage from broad racial and ethnic classifications, a presumption increasingly besieged by legal challenges . Last year, the Small Business Administration was forced to overhaul a program for minority government contractors and now requires applicants to prove their disadvantage through essays. A Transportation Department program’s use of racial categories also is facing legal scrutiny, while dozens of other federal and state programs meant for minorities face similar threats.

The MBDA’s new client engagement form asks applicants to certify their disadvantage to secure its assistance in accessing capital and government contracts. Social disadvantage, the agency said, applies to anyone subjected to racial prejudice because of their identity. Economic disadvantage, meanwhile, speaks to an individual’s inability to compete in the free enterprise system because their identity impairs their access to capital and credit.

The agency “is complying and will continue to comply with the ruling and in accordance with the law as it serves communities across the nation,” Commerce Secretary Gina Raimondo said in a statement, adding that she is disappointed by the court ruling. “Achieving our full economic potential requires that all Americans, regardless of background, geography or demographics, can start and grow their businesses.”

But Dan Lennington, a lawyer with the Wisconsin Institute for Law & Liberty who sued the MBDA on behalf of three White plaintiffs, warned in an email that the agency’s response could lead to “a culture of dishonesty.”

“MBDA is shirking its responsibility to decide who qualifies for assistance by using a standardless process and delegating decision-making to individual applicants,” he said. “Apparently, an applicant can now qualify for federal assistance if they merely feel disadvantaged. But it is MBDA who should be making these decisions on eligibility based on facts, not the beneficiaries of such programming based on feelings.”

The MBDA changes mark the second time the federal government has abandoned racial classifications after a court ruling. In July, a federal judge in Tennessee enjoined the SBA’s 8(a) program, which helps minority-owned businesses secure government contracts, from presuming certain minorities were disadvantaged.

In response to the ruling, which the government has not appealed, the SBA now requires applicants to prove their disadvantage through essays that recount specific experiences in which their race or identity hindered their success in the business world.

The shift is part of the ongoing fallout from the Supreme Court’s June 29 ruling against Harvard and the University of North Carolina that upended race-conscious college admissions. Though the high-court ruling — which blasted Harvard’s use of racial categories as “imprecise” and “overbroad” — concerned university admissions, its reasoning weighed heavily in subsequent court decisions barring the use of racial classifications in government programs, including the injunction against the MBDA.

For the first time since 1997, the Office of Management and Budget in March revised the racial categories it uses to collect data, combining questions for race and ethnicity, and adding “Middle Eastern or North African” as a new category. Other federal agencies are expected to adopt the new system. And in March, the Smithsonian Institution settled a lawsuit alleging that an internship at its National Museum of the American Latino hired only Latino students, promising to make it clear that the program was open to all.

Before the order, the MBDA presumed that a list of groups were socially and economically disadvantaged, including Black people, Latinos, Native Americans, Asians, Puerto Ricans, Eskimos, Aleuts and Hasidic Jews.

Now, according to the March 20 guidance, the MBDA’s centers “MUST NOT apply these statutory or regulatory presumptions.”

The MBDA was established by executive order in 1969 by President Richard M. Nixon and made permanent in 2021 under the Infrastructure Investment and Jobs Act, which greatly increased its funding to $550 million over five years. In fiscal 2022, MBDA clients secured $1.6 billion in private and government contracts, agency data shows. The agency also helped businesses raise $1.2 billion in capital, as well as create or retain roughly 16,000 jobs. Black-owned businesses received $680 million in contracts, the most of any group, followed by Hispanic-owned businesses at $526 million.

Before the court order, minority businesses owners were required to sign the client engagement forms certifying their disadvantage, even though they benefited from the presumption. The difference is that its new form notes that an “individual of any race or ethnicity may meet the definition of socially or economically disadvantaged under the MBDA Act.”

Businesses’ eligibility for assistance is also determined based on race-neutral criteria such as the age of the business, an applicant’s net worth and the business’s sustainability, according to a March 20 guidance.

Sarah Hinger, deputy director of the Racial Justice Program at the American Civil Liberties Union, said the MBDA changes show that it is not moving away from its mission of helping socially and economically disadvantaged business.

“That is good to see,” she said. “And really, it looks like what the agency is doing here is clarifying the scope of who is included in the businesses that they serve.”

Richard Kahlenberg, director of the American Identity Project at the Progressive Policy Institute, said the shift away from race could help the MBDA focus more on socioeconomic status. But, he said, using a form to establish applicants’ disadvantage probably will not help the agency accomplish its goals, and he suggested the agency adopt an essay-writing process similar to universities and the SBA to help it focus on an individual’s need.

Kahlenberg, who testified for the plaintiffs in the Harvard case, has long criticized race-based affirmative action, arguing instead for a class-based approach.

“If you care about racial diversity, as I do, you want to find fairer ways to get to the same result,” he said.

“And it’s precisely because of the nation’s history of discrimination and the ongoing realities of discrimination by race that communities of color will disproportionately benefit from a needs-based approach to affirmative action,” he added. “And there’s no constitutional problem with that.”
