Reverend Eric Weber to Pastor of Most Holy Trinity, Fowler, in addition to continuing as Pastor of Saint Mary, Westphalia.

Medical Leave:

Reverend Dennis Howard, from Pastor of Most Holy Trinity, Fowler, to medical leave of absence.

Reverend Anthony Smela, from Parochial Vicar for Saint John Vianney, Flint, to Chaplain at Powers Catholic High School, Flint.

Parochial Vicars:

Reverend Peter Lawrence to Parochial Vicar for Most Holy Trinity, Fowler, in addition to continuing as Parochial Vicar for Saint Mary, Westphalia.

Reverend Matthew Bonk, from Parochial Vicar for Saint Thomas Aquinas Parish and Saint John Church and Student Center, East Lansing, to Parochial Vicar for Saint John Vianney, Flint.

Senior Priest:

Reverend David Rosenberg to senior priest status.

Newly Ordained Priests:

Reverend Tyler Arens, upon priestly ordination, to become Parochial Vicar for Saint Mary, Star of the Sea, Jackson.

Reverend Peter Ludwig, upon priestly ordination, to become Parochial Vicar for Saint Thomas Aquinas Parish and Saint John Church and Student Center, East Lansing.

Transitional Deacon Assignments:

Reverend Mr. Corey Bilodeau, upon diaconal ordination, to serve as Deacon at Saint Mary Magdalen Parish, Brighton.

  • Clergy Appointments 2024

Appointments are effective June 17, 2024

Rev. Steven Major is appointed Dean of the Fairbury Deanery. He retains all other assignments.

Rev. John Sullivan is appointed Dean of the York Deanery. He retains all other assignments.

Rev. Anthony Bedient is appointed pastor of St. Mary Church in Dawson and St. Anne Church in Shubert, and teacher at Sacred Heart High School in Falls City. He is released from his appointment as advocate on the Diocesan Tribunal.

Rev. Kenneth Borowiak is appointed pastor of St. Joseph Church in Friend.

Rev. Luke Fleck is appointed pastor of St. Joseph Church in Colon, and St. Mary Church in Cedar Bluff; and teacher at Bishop Neumann High School in Wahoo. He retains his appointment at co-chaplain for the Legion of Mary. He is released from his appointment as advocate on the Diocesan Tribunal.

Rev. Justin Fulton is appointed pastor of St. Michael Church in Fairbury, and St. Mary Church in Alexandria.

Rev. T. Cole Kennett is appointed pastor of St. Michael Church in Lincoln.

Rev. Allan Phan is appointed pastor of St. Vincent Ferrer Church in Osceola and St. Mary Church in Pilzno. He retains his appointment as advocate on the Diocesan Tribunal.

Parochial Vicars

Rev. Prageeth Chamara , a priest on loan to the Diocese of Lincoln from the Archdiocese of Colombo, Sri Lanka, is appointed parochial vicar of St. Michael Church, and teacher at St. Cecilia’s High School in Hastings.

Rev. Robert Froeschl is appointed parochial vicar of St. Patrick Church in McCook and teacher at St. Patrick School. He retains all other assignments.

Rev. Liam O’Shea-Creal is appointed parochial vicar of North American Martyrs Church in Lincoln, and teacher at Pius X High School. He retains his appointment as advocate on the Diocesan Tribunal.

Rev. Mark Pfeiffer is appointed senior parochial vicar of Church of the Holy Spirit in Plattsmouth.

Special Appointments

Rev. Thomas Au is appointed to Nursing Home and Hospital Ministry in the Lincoln Deaneries. He is to take up his residence at Kucera Hall.

Rev. Kenneth Hoesing is appointed to Hispanic Ministry in the Hastings Deanery. He is to take up his residence at St. Joseph Church in Harvard.

Very Rev. Brian Kane is appointed as Director for Ongoing Formation of Junior Clergy. He retains all other assignments.

Rev. Matthew Kovar is appointed priest in residence at North American Martyrs Church in Lincoln. He retains his present assignments of teacher at Pius X High School, advocate on the Diocesan Tribunal, and studies in Educational Administration.

Rev. James Morin is appointed Vice Chancellor of the Diocese of Lincoln. He retains all other assignments.

Rev. Daniel Rayer is released from his present assignment as Vice Chancellor of the Diocese of Lincoln. He retains all other assignments. He is to take up his residence at Kucera Hall.

Rev. John Rooney is appointed Spiritual Director of St. Gregory the Great Seminary. He retains his positions as Assistant Professor and Director of Technology at the seminary, and is released from all other assignments.

Rev. Christian Schwenka is appointed to continue his studies in educational administration at Benedictine College in Atchison, Kan. He is released from his appointment as advocate on the Diocesan Tribunal.

Rev. Leo Seiker is appointed priest in residence at St. Patrick Church in Lincoln, and to Nursing Home ministry in the Lincoln Deaneries.

Retire/Sabbatical

Very Rev. John Birkel, V.F. , is appointed as a supply priest and granted a three (3) month sabbatical. He is released from all other assignments.

Rev. David Bourek is granted retirement and is released from all assignments.

Very Rev. M. James Divis, V.F . is granted retirement and is released from all assignments.

Rev. Lee Jirovsky is granted a six (6) month sabbatical. He is released from all assignments.

Diocesan Administrator Father Ken Kuntz announced new assignments effective July 1 involving 17 priests and 2 deacons in the Diocese of Davenport. Because pastor assignments require the approval of the bishop and the diocese currently is without a bishop, priests assigned to lead parishes will serve as parochial administrators.

Among the changes, 3 priests will retire, 1 priest returns from canon law studies, 2 religious order priests have been assigned outside the diocese by their community and 1 priest has already begun an assignment as chaplain at University of Iowa Hospitals and Clinics-Iowa City.

Father Nick Adam , 73, is retiring. He was born in Fairfield and ordained to the priesthood May 29, 1976 by Bishop Gerald O’Keefe at St. Frances Xavier Cabrini Church in Richland. Father Adam served at St. Thomas More Parish-Iowa City, St. Patrick Parish-Clinton, Sacred Heart Parish-Kinross, St. Joseph Parish-Wellman, Holy Trinity Parish-Richmond, St. Mary of the Visitation Parish-Ottumwa, St. Alphonsus Parish-Mount Pleasant, St. Mary Parish-Grinnell, and Ss. Joseph & Cabrini Parish-Richland. He currently serves as pastor of St. Mary Parish-Fairfield (since 2013) and as parochial administrator of St. Alphonsus Parish-Mount Pleasant (since January 2024).

Father Nicholas O. Akindele , 52, a native of Nigeria, Africa, remains an adjutant Judicial Vicar for the diocesan Marriage Tribunal and as pastor of Holy Family Parish-Davenport. He is relieved of his present assignment as pastor of St. Alphonsus Parish, Davenport.

Father Timothy Armbruster, C.PP.S. , is being assigned outside the Davenport Diocese by his community, Missionaries of the Precious Blood. Currently, he serves as pastor of St. Mary Parish-Centerville and St. Patrick Parish-Melrose.

Father Terrill J. Ball is retiring. He was born in New Hampton, Iowa. Prior to discerning a religious vocation, he taught in Marshalltown community schools and in the Iowa City Community School District. He was married to Mona for 39 years before she died of cancer in 2012. Prior to her death and with her support, he had begun discernment to the diaconate. Following Mona’s death, he discerned a call to the priesthood and was ordained June 1, 2019 by Bishop Thomas Zinkula at Sacred Heart Cathedral in Davenport. He served at St. Bernadette Parish-West Branch, with assistance to parishes in the Iowa City Deanery, and as chaplain at Mercy Hospital-Iowa City. Currently he serves as chaplain at University of Iowa Hospitals and Clinics-Iowa City.

Father David L. Brownfield , 67, is retiring. He was born in South Bend, Indiana and ordained to the priesthood May 25, 1990 at St. Thomas More Church-Iowa City by Bishop O’Keefe. Father Brownfield served at Our Lady of Victory Parish-Davenport, St. Boniface Parish-Farmington, St. Mary Parish-String Prairie, St. Joseph Parish-East Pleasant Plain, St. Frances Xavier Cabrini Parish-Richland, St. Joseph Parish-DeWitt and Ss. Philip & James Parish-Grand Mound. He taught at Mount St. Clare/The Franciscan University of the Prairies/Ashford University-Clinton. He served St. Ann Parish-Welton, St. Patrick Parish-Delmar, Holy Trinity Parish-Richmond, St. Mary Parish-Riverside, St. Joseph Parish-Wellman and St. Joseph Parish-Montrose. Currently he serves as pastor of All Saints Parish-Keokuk.

Father Corey C. Close , 40, was born in Northbrook, Illinois. Upon completing advanced studies in canon law, he is assigned as judge for the diocesan Marriage Tribunal and as parochial administrator of St. Alphonsus Parish-Davenport. He was ordained to the priesthood June 23, 2012 at Sacred Heart Cathedral by Bishop Martin Amos. After assisting at parishes that summer, he returned to school to complete advanced studies in marriage and family life at John Paul II Institute in Washington, D.C. He then served at Jesus Christ, Prince of Peace Parish-Clinton, St. Mary Parish–Iowa City, Newman Catholic Student Center-Iowa City, St. Patrick Parish-Brooklyn and St. Bridget Parish–Victor.

Father Hai D. Dinh , 61, was born in Saigon, Vietnam. He will serve as parochial administrator of All Saints Parish-Keokuk. He was ordained to the priesthood May 10, 2008 at Sacred Heart Cathedral by Bishop Amos. He served at St. Paul the Apostle Parish-Davenport, Sacred Heart Cathedral, Ss. John & Paul Parish-Burlington, Ss. Mary & Mathias Parish-Muscatine and St. Joseph Parish-Columbus Junction. Currently he serves as pastor at St. Joseph Parish-Hills, St. Mary Parish-Lone Tree and St. Mary Parish-Nichols.

Father Ross M. Epping , 34, was born in Rockford, Illinois. He will serve as parochial administrator at St. Mary Parish-Fairfield and St. Alphonsus Parish-Mount Pleasant. He was ordained to the priesthood June 6, 2016 at Sacred Heart Cathedral by Bishop Amos. He served at St. John Vianney Parish-Bettendorf, Assumption High School-Davenport, Immaculate Conception Parish-Colfax and St. Mary Parish-Grinnell. He served as diocesan director of vocations and currently serves as chaplain of St. Ambrose University-Davenport and pastor of St. Peter Parish-Buffalo.

Father Isaac Essel will serve as parochial administrator of St. Patrick Parish-Georgetown, St. Peter Parish-Lovilia and St. Mary Parish-Albia. No additional information was available at press time.

Father Martin G. Goetz , 57, a native of Keokuk and pastor of Sacred Heart Parish-Newton, will also serve as parochial administrator of Immaculate Conception Parish-Colfax. He was ordained to the priesthood May 29, 1992 at All Saints Church-Keokuk by Bishop O’Keefe. Father Goetz served at St. Patrick Parish-Iowa City, Our Lady of Victory Parish-Davenport and Jesus Christ, Prince of Peace Parish-Clinton. After a leave of absence, he returned to active ministry in 2001. He served at Holy Trinity Parish-Keota, St. Mary Parish-Sigourney and Our Lady of Lourdes Parish-Keswick. He served as diocesan director of vocations, and later served at Holy Trinity Parish-Richmond, St. Mary Parish-Riverside and St. Joseph Parish-Wellman, Divine Mercy Parish-Burlington/West Burlington and St. Mary Parish-Dodgeville.

Father Ronald E. Hodges , 59, a Des Moines native, will serve as parochial administrator of St. Mary Parish-Centerville and St. Patrick Parish-Melrose. He was ordained to the priesthood June 4, 2006 at St. Meinrad Archabbey in Indiana. He served at St. Meinrad Monastery until moving to the Davenport Diocese where he has served at Our Lady of Victory Parish-Davenport, St. Mary Parish-Pella and St. Mary Parish-Oskaloosa.

He was incardinated in the diocese in 2013 and later took a leave of absence for health. Afterwards, he assisted at Holy Family and St. Alphonsus parishes-Davenport and St. Peter Parish-Buffalo. Currently, he serves as pastor of Immaculate Conception Parish-Colfax.

Father Dale E. Mallory , 32, who was born in Massachusetts, will serve as chaplain at St. Ambrose Uni­versi­ty-Davenport and parochial ad­min­istrator of St. Peter Parish-Buffalo. He worked several years before discerning a call to the priesthood. He was ordained to the priesthood June 4, 2022 at Sacred Heart Cathedral by Bishop Zinkula. He assisted at St. Anthony Parish-Davenport and currently serves as parochial vicar of St. Mary of the Visitation Parish-Ottumwa, St. Patrick Parish-Ottumwa and St. Mary Magdalen Parish-Bloomfield.

Father David O. Paintsil , 45, a native of Ghana, Africa, will serve as parochial administrator of St. Joseph Parish-Hills, St. Mary Parish-Lone Tree and St. Mary Parish-Nichols. He was ordained to the priesthood by Cardinal Peter Turkson on Nov. 12, 2005 at St. Francis Cathedral at Cape Coast. Father Paintsil has served at Mary, Queen of Peace, St. Edward and Immaculate Conception of Mary Grotto parishes, all in Cape Coast. Currently he is parochial administrator of St. Mary Parish-Iowa City.

Father Andrew D. Rauenbuehler , 32, a native of Muscatine, will serve as parochial administrator of St. Mary Parish-Iowa City. He was ordained June 5, 2021 at Sacred Heart Cathedral by Bishop Zinkula. Father Rauenbuehler currently serves as parochial vicar of Our Lady of Victory Parish-Davenport and chaplain of Assumption High School-Davenport.

Father Benjamin G. Snyder , 28, of Richland, Iowa, is assigned as parochial vicar of St. Patrick Parish-Ottumwa, St. Mary of the Visitation Parish-Ottumwa, and St. Mary Magdalen Parish-Bloomfield. Since then, he primarily served in pastoral care including at Genesis Health System-Davenport, Unity-Point Health-Des Moines and Bishop Drumm Retirement Center-Johnston, Iowa.

Catholic officials in Brooklyn agree to an independent oversight of clergy sex abuse allegations

NEW YORK (AP) — An independent monitor will oversee the Roman Catholic Diocese of Brooklyn’s handling of sexual abuse allegations under a settlement between the diocese and New York Attorney General Letitia James.

The agreement announced Tuesday will address “years of mismanaging clergy sexual abuse cases,” James said.

Investigators with the attorney general’s office found that officials with the diocese failed to comply with their own sex abuse policies put in place after the U.S. Conference of Catholic Bishops adopted the Charter for the Protection of Children and Young People in 2002.

In one case, the attorney general said, a priest who admitted that he had repeatedly sexually abused minors was defrocked in 2007 but requested confidentiality. The diocese kept the abuse secret until 2017 when it announced for the first time that this priest had been credibly accused of and admitted to abusing children. The priest worked as a professor at two universities in the intervening decade.

Another priest was transferred from parish to parish after diocesan officials learned of problems with his conduct in the 1990s, James said. A nun who was the principal of a school in the diocese quit her job in 2000 because she had witnessed the priest behaving inappropriately with young boys, but the diocese only issued a warning. The priest was not removed from duty or barred from interacting with minors until 2018, James said.

As part of the settlement, the diocese has agreed to strengthen its procedures for handling allegations of clergy sexual abuse and misconduct, including publicly posting an explanation of the complaint and investigation process.

An independent, secular monitor who will oversee the diocese’s compliance with the enhanced policies and procedures and will issue an annual report on the diocese’s handling of sexual abuse cases.

Officials with the diocese, which includes the New York City boroughs of Brooklyn and Queens, said they have cooperated with investigators and have worked to prevent future instances of abuse by clergy.

Brooklyn Bishop Robert Brennan, who has led the diocese since 2021, said in a statement, “While the Church should have been a sanctuary, I am deeply sorry that it was a place of trauma for the victims of clergy sexual abuse. I pray God’s healing power will sustain them.”

The attorney general’s office began investigating eight of New York’s Catholic dioceses in September 2018. A settlement with the Diocese of Buffalo was announced in October 2022. Investigations into the other dioceses, including those in Rochester, Albany and Syracuse, are ongoing, James said.

Ny attorney general reaches agreement with diocese of brooklyn on its handling of clergy sex abuse claims.

Results of an investigation  issued by New York Attorney General  Letitia James highlights both shortcomings and positive initiatives taken by the Diocese of Brooklyn in its handling of clergy sexual abuse allegations over the past 22 years. 

The 75-page document, published on April 16, focuses on allegations since 2002, when the Catholic Church first set up a comprehensive set of procedures, still in place today, called the  “Charter for the Protection of Children and Young People.” 

It found that the diocese, on multiple occasions, did not always complete investigations in a timely manner, properly monitor clergy with credible abuse allegations against them, or be transparent with parishioners about a priest’s status. 

Her report also said that the Diocese of Brooklyn “failed to consistently comply with its own policies and procedures for responding to sexual abuse.”

The report states that diocesan leadership — specifically Bishop Robert Brennan and Bishop Emeritus Nicholas DiMarzio — fully cooperated with the attorney general’s investigation. Responding to the report, Bishop Brennan apologized to victims of clergy abuse and emphasized that the diocese will now move forward with its strongest protection policies. 

“This agreement concludes a difficult period in the life of the Church. While the Church should have been a sanctuary, I am deeply sorry that it was a place of trauma for the victims of clergy sexual abuse,”  Bishop Brennan said in a statement . 

“I pray God’s healing power will sustain them,” Bishop Brennan added about abuse survivors.

Bishop DiMarzio said in an April 16 statement that he “thought it was best to voluntarily enter into an agreement” with the attorney general’s office to provide “documentation of the work we have done over the last 20 years in the effort to protect children,” and to be advised on ways the diocese could do better.

“Sexual abuse is a crime and a grave sin. It should never have happened within society, but especially the Church,” he said. Bishop DiMarzio also noted that he had “worked tirelessly” throughout his episcopacy “to address the resulting trauma and pain caused to victim-survivors.” He also said he is “proud of the processes we established in the Brooklyn Diocese to make sure this never happens again.”

The attorney general’s office began its investigation into the eight New York Catholic Dioceses in September 2018. In October 2022,  James reached a settlement with the Diocese of Buffalo . Investigations into the Archdiocese of New York and the Dioceses of Albany, Ogdensburg, Rochester, Rockville Centre, and Syracuse remain ongoing.

The report on the Diocese of Brooklyn also states it “acknowledges the Diocese’s cooperation with this investigation, negotiation, and agreement,” and added that the agreement “specifically addresses the failures of the Diocese’s institutional response to the crisis of clergy sexual abuse and does not affect pending claims for damages that have been asserted by individual survivors of abuse against the Diocese.”

James’ office reviewed diocesan files concerning 33 clergy, 18 who had credible allegations of abuse against them, and 15 who had abuse allegations against them deemed not credible or unsubstantiated. 

Diocesan data indicates that there were 121 abuse allegations made between 2002 and 2005, more than 75 of which were made in 2002. All of those allegations were immediately sent to the appropriate district attorney and the New York City Police Department (NYPD) Special Victims Unit, according to the diocese. 

“Now, the Diocese has made a commitment to implementing holistic reforms that will ensure every report of sexual abuse or misconduct is handled quickly and transparently,” said James. 

The report also acknowledged that since the  U.S. Conference of Catholic Bishops (USCCB)  adopted new procedures and protocols for bishops and dioceses to follow, the Diocese of Brooklyn has taken a number of additional steps to strengthen  its own policies and procedures . 

Under Bishop DiMarzio, in 2004 the diocese established the Office of Safe Environment, and the Office of Victim Assistance Ministry, which together make up the Diocesan Support and Safe Environment Offices. Both offices oversee the diocese’s policies and procedures related to clergy abuse allegations, and to support victim-survivors. 

Nearing the end of Bishop DiMarzio’s tenure, he established an  Office of Protection of Children and Young People . Established in 2021, the office created a position to monitor credibly accused priests, enhanced existing protocols, and strengthened the communication between the diocese and the NYPD Special Victims’ Unit. 

In all, during Bishop DiMarzio’s ministry, public statements were released about the outcome of Diocesan Review Board investigations that led to the removal of 27 priests from ministry. He also issued 41 other communications regarding the sex abuse crisis, according to the diocese. 

Meanwhile, in April 2022, Bishop Brennan made effective the diocese’s new  “Policies and Procedures Regarding Sexual Abuse of Minors by Priests or Deacons,”  or what’s commonly known as the “Diocesan SAP Policy.” In January 2022, Bishop Brennan also implemented separate “Codes of Conduct for Employees, Volunteers, and Clergy.”

Many of the diocesan shortcomings highlighted in the report, however, took place before any of the aforementioned improvements were in place. Bishop DiMarzio was in charge of the diocese through the years the report focuses on. He was appointed to the diocese in October 2003, and led the diocese until his retirement in November, 2021. 

Specifically, over that time the report found that: 

  • The bishop applied inconsistent standards to determine if an abuse allegation was credible, which “resulted in inconsistent and, at times, incorrect determinations.” Sometimes, the report states, this left credibly accused clergy in ministry without precautions being taken. 
  • The diocese failed to properly monitor some priests against whom allegations were made, including those placed on administrative leave or were confined to a life of prayer or penance, according to the report. 
  • Occasionally, the diocese delayed completing its investigations, and taking other steps required by its policies and procedures, such as disclosing changes in the status of credibly accused clergy, the report states. 
  • The diocese lacked certain policies and procedures, including a whistleblower policy, according to the report. 
  • Diocesan personnel occasionally did not comply with policies and procedures concerning internal reporting of relevant information regarding ongoing investigations of clergy abuse allegations, the report states.

Bishop Brennan 2022 Policies ,  New   Protocol and Policy Improvements

In the two-plus years Bishop Brennan has been at the helm of the Diocese of Brooklyn he has made multiple changes and improvements to the diocese’s policies and procedures to address allegations of clergy abuse. 

His first action was the implementation of the code of conduct for employees, volunteers, and clergy in January 2022. In September 2022, he also appointed former Manhattan Child Abuse Squad NYPD Detective  Elizabeth Harris  to monitor all priests removed from ministry. Harris’ position, the 1722 Supervisor in the Office of Protection of Children and Young People, was created by Bishop DiMarzio and filled after he retired. The number 1722 refers to a section of canon law related to the removal of priests. 

Arguably most significant, however, are the new policies and procedures Bishop Brennan implemented in April 2022 — a system to ensure that all incidents of reported sexual abuse of minors are referred to appropriate law enforcement officials, and allows anyone who claims they have been sexually abused as a minor to access to counseling and an opportunity to meet with the bishop. These policies and procedures built on similar policies implemented by Bishop DiMarzio. 

In the updated policies, the bishop initiates an inquiry into any abuse allegation he receives, unless he determines that such an inquiry would be “entirely superfluous.” From there, the Diocesan Review Board assists the bishop with the inquiry, and a private investigative agency will also be brought in. 

Under Bishop Brennan’s leadership, two priests have been removed from ministry following the recommendation of the Diocesan Review Board. Still, because of past shortcomings, he has agreed to James’ request to implement a number of changes to the diocese’s protocols and procedures. 

Per the agreement, the diocese will ensure that it maintains and adequately funds the Office of Safe Environment, and the Office of Victim Assistance Ministry, which together make up the Diocesan Support and Safe Environment Offices. Both offices were first established by Bishop DiMarzio in 2004 to oversee the diocese’s policies and procedure related to clergy abuse allegations, and to support victim-survivors. 

The diocese has not only agreed to continue to fund and continue the work of these offices, but to increase programs and staff, and increase transparency. 

The diocese also will make changes to its safe environment policies, including expanding the methods the diocese uses to receive complaints against clergy. The diocese has committed to creating an online form for receiving complaints, posting information at a prominent place at parishes and schools, and ensuring confidentiality of complaints. 

Further, the diocese has also committed to requiring clergy, employees, and volunteers to report all allegations they learn through any manner, except for the sacrament of confession. The diocese will also make sure that all diocesan officials, clergy, and employees are aware that they must report any allegations formally through the diocesan reporting line. 

The diocese will also, at least four times per year publicize in The Tablet, and post in all schools and parishes in a prominent location, a statement urging victims abuse and improper conduct to report such crimes to the diocese and local law enforcement. The Tablet displays this information in each weekly edition. 

To ensure that these changes are complied with, the diocese has agreed to appoint an independent monitor who will serve a three-year term, effective immediately, and issue a report on compliance each year. 

Bishop DiMarzio’s Tenure

In his Nov. 13, 2021,  “Put Out Into the Deep” column , Bishop DiMarzio acknowledged that many new abuse allegations had come to light against the diocese because of New York’s Child Victims Act, which enacted a two-year look back period for victim-survivors to file claims. In the same column, he also apologized. 

“When abuse happens at the hands of a priest, it is a betrayal. While an apology could never be enough, I am wholeheartedly sorry for the crimes committed against our children by those who represented the Church,” Bishop DiMarzio wrote. “During my time as your bishop for the last 18 years, and with the recent conclusion of the Child Victims Act two-year look back period enacted in the State of New York, we have learned of many new allegations against priests, religious, and laity who ministered in Brooklyn and Queens.” 

Bishop DiMarzio went on to admit that there were times that cases were not addressed properly when they came to the attention of the diocese — which aligns with the findings of the attorney general’s report. However, he also defended the diocese, saying that all past and present cases known to the diocese were reported to the corresponding district attorney’s office.

He said that when the diocese began the Independent Reconciliation Compensation Program in 2017, and the lookback window of the Childhood Victims Act was enacted in 2019, “most of these cases were almost entirely unknown to the Church in Brooklyn and Queens.”

“It would be impossible to cover up what we did not know,” he added.

Based on the attorney general’s report, the execution of the diocese’s protocols and procedures was inadequate on a number of occasions post-2002. However, many of the systems the diocese still rely on today — even if in a different form — were established by Bishop DiMarzio. 

When he arrived to the diocese in October 2003, he almost immediately established an external toll-free reporting line for victim-survivors to report their abuse allegations. A year later, he created the Offices of Safe Environment, and Victim Assistance Ministry. 

In 2015, Bishop DiMarzio held the  first Mass of Hope and Healing  in the diocese, which has since become an annual tradition. And in 2018, he held a dialogue about sexual abuse in the Church with the faithful that included testimonies and input from abuse survivors.

Independent Investigation Clears Bishop DiMarzio of Abuse Claims

One year after this dialogue took place, Bishop DiMarzio was accused of sexually abusing a young man 50 years earlier and  another similar allegation  against him was raised the next year.

In 2022, Bishop DiMarzio was  exonerated by the Vatican  of abuse allegations brought against him by two men who claimed he abused them when they were children and he was a priest in New Jersey. 

The Vatican investigation into the two allegations took place under the new procedures for bishop accountability, known as  Vos Estis Lux Mundi , and mandates that any allegation of abuse against a bishop must be investigated. The metropolitan, who is the head bishop of an ecclesiastical province (in this case, Cardinal Timothy Dolan of New York), oversaw the Vos Estis investigation.

Cardinal Dolan retained New York attorney John O’Donnell, a former federal prosecutor, and the law firm of Herbert Smith Freehills to conduct the investigation. The law firm then hired former FBI Director Louis Freeh’s firm to conduct the third-party investigation.

Joseph A. Hayden, Jr., the lawyer representing Bishop DiMarzio, noted in a Sept. 1 statement that O’Donnell and Freeh are both former law enforcement officials with proven experience and impeccable integrity, therefore, “the result of their investigation should leave no doubt.”

“I repeat what I have said from the beginning. There is no truth to these allegations,” Bishop DiMarzio said in a statement after the Vatican announcement. “Throughout my more than 50-year ministry as a priest, I have never abused anyone.”

The Vatican said it will not authorize any further canonical process to address the allegations.

In an April 16 statement, Hank Sheinkopf, a spokesperson for Bishop DiMarzio, said that the bishop “surpassed all mandates with the changes he initiated to protect children and report abuse upon arriving in the Diocese of Brooklyn in October of 2003.”

He also pointed out that even before the mandates of the Dallas Charter, the bishop, as leader of the Diocese of Camden, New Jersey, instituted the first toll-free reporting line for victims in the country. 

Sheinkopf also noted that Pope Francis appointed Bishop DiMarzio in 2019 to lead an investigation into claims of mishandled cases in the Diocese of Buffalo that resulted in widespread changes.

Bishop DiMarzio has been honored as a champion of a free press. He received the Catholic Media Association’s  Bishop John England Award  for his defense of First Amendment rights in 2021, as he has consistently allowed diocesan media outlets to cover the news freely and fairly — including the abuse allegations against himself, and any against the diocese. 

At the time, he said he takes the role of journalism seriously “because the press ensures we hear all sides of a story and gives the people the information they need as part of an educated and informed society.”

Pope Francis has accepted the resignation of Bishop Peter J. Jugis, 67, from the pastoral governance of the Diocese of Charlotte for health reasons, and has appointed Reverend Michael T. Martin, OFM Conv., as Bishop-elect of Charlotte.

WASHINGTON - Pope Francis has accepted the resignation of Bishop Peter J. Jugis, 67, from the pastoral governance of the Diocese of Charlotte for health reasons, and has appointed Reverend Michael T. Martin, OFM Conv., as Bishop-elect of Charlotte. Bishop-elect Martin is a member of the Conventual Franciscan Province of Our Lady of the Angels, a religious order, and currently serves as pastor at Saint Philip Benizi Church in Jonesboro, Georgia.  The resignation and appointment were publicized in Washington, D.C. on April 9, 2024, by Cardinal Christophe Pierre, apostolic nuncio to the United States.

The following biographical information for Bishop-elect Martin was drawn from preliminary materials provided to the U.S. Conference of Catholic Bishops:

Father Martin was born December 2, 1961, in Baltimore, Maryland. He entered the novitiate of the Order of Conventual Franciscan Friars in Ellicott City, Maryland in 1979; he professed simple vows in 1980, and solemn vows in 1985. Bishop-elect Martin pursued studies at Saint Hyacinth College-Seminary in Granby, Massachusetts where he received a bachelor of arts degree (1984). He also studied at the Pontifical Theological Faculty of Saint Bonaventure in Rome, Italy, where he received a bachelor’s degree in sacred theology (1988), and a master’s degree in Catholic education administration from Boston College in Massachusetts (1993). He was ordained to the priesthood on June 10, 1989.

Bishop-elect Martin’s assignments after ordination include: director of admissions, religious studies teacher, moderator and coach at St. Francis High School in Athol Springs, New York (1989-1996); principal (1996-2001) and president (2001-2010) at Archbishop Curley High School in Baltimore, Maryland ; and director of the Duke University Catholic Center in Durham, North Carolina (2010-2022). Since 2022, he has served as pastor of Saint Philip Benizi parish in Jonesboro, Georgia.

Bishop-elect Martin’s additional responsibilities have included: member of the adjunct faculty for the School of Education at Xavier University (Cincinnati, Ohio); definitor (provincial councilor) of the Conventual Franciscan Friars of the Saint Anthony Province; president of the pastoral council for the Archdiocese of Baltimore; regional associate for the National Catholic Educational Association; member of the Notre Dame Preparatory School Board; member of the Saint Thomas Aquinas School Board; member of the Cardinal Gibbons High School Board; associate of the Advancement Counsel; elected member of the Priests’ Council of the Diocese of Raleigh; member of the Catholic Campus Ministry Association; member of the Finance Council for the Diocese of Raleigh; and chair of the financial commission for Our Lady of Angels Province of the Franciscan Conventual Friars.

The Diocese of Charlotte is comprised of 20,470 square miles in the state of North Carolina and has a total population of 5,505,666, of which 546,370 are Catholic.

Diocese of Manchester adds three names to list of priest accused of abuse

Apr. 10—The Diocese of Manchester has added three names to its online list of dozens of priests credibly accused of child sexual abuse going back to 1950, church officials announced this week.

The three new entries represent the first additions to the Diocese's Restoring Trust website since it was launched in 2019, a spokesperson for the Diocese said.

The Restoring Trust website provides the year each priest was ordained, his parish assignments and his status, which ranges from criminal conviction to being defrocked to "assigned to a life of prayer and penance."

The list includes 76 names of priests, 51 of whom are dead. Most of the referenced cases have been concluded. Two are listed as pending.

The information and additional resources are available at catholicnh.org/restoringtrust .

The Rev. George Desjardins has been added under the category "Cases Concluded" for a recently received report of abuse that took place more than 40 years ago, officials said. Desjardins, who has has been retired since 2002, is prohibited from ministry.

Desjardins served at St. Peter, Farmington (beginning May 29, 1959); St. Anthony, Manchester (June 12, 1959); Sacred Heart, Lebanon (Sept. 7, 1966); St. John the Baptist, Manchester (Oct. 4, 1968); Holy Redeemer, West Lebanon (April 2, 1973); Sacred Heart, Manchester (April 23, 1974); St. George, Manchester (June 20, 1985). After retirement in 2002, though not assigned by the diocesan bishop, he is reported to have assisted at Sacred Heart Parish, Concord; St. John the Evangelist Parish, Concord, and St. John Regional School, Concord.

The Rev. Matthew Schultz has been listed on the Manchester diocese's website under the category "Cases in Process" — these are cases involving living Diocesan priests for which the canonical proceedings are not complete. Schultz is prohibited from ministry.

"Out of respect for those involved and because the case is still in process, no further information will be disclosed at this time," the Diocese said in a statement.

Schultz was assigned to St. Michael, Exeter (beginning June 21, 2017); Gate of Heaven, Lancaster (June 27, 2018); Our Lady of the Holy Rosary, Rochester (July 13, 2022); and St. Leo, Gonic (July 13, 2022). Although not assigned by the diocesan bishop, he is reported to have assisted at Mount Royal Academy North in Lancaster.

The Rev. André Thibodeau has been listed on the diocese as a deceased priest accused of sexual abuse of a minor for a report received after his death. He died in 2015.

Ordained in 1971, Thibodeau was assigned to St. Paul, Franklin (beginning June 8, 1971); St. Mary, Manchester (June 11, 1975); St. Augustine, Manchester (March 10, 1976); Our Lady of Perpetual Help, Manchester (March 29, 1982); St. Theresa, Henniker (Jan. 15, 1987); St. Mary, Hillsboro (June 21, 2000); and as chaplain at St. Teresa Rehabilitation and Nursing Center (June 2, 2008).

"Law enforcement has been notified of the reports concerning all three priests," the Diocese said in a statement. "Whenever it becomes aware of a report of sexual abuse of a minor by a priest, deacon, diocesan employee, or volunteer, the Diocese ensures that the New Hampshire Attorney General's office is notified, even if the misconduct took place many years ago."

Anyone with information pertaining to sexual abuse in the Church is encouraged to make a report to law enforcement.
