వాషింగ్టన్‌: మానవ చర్యల కారణంగా గత 150 ఏళ్లలో భూతాపం బాగా పెరిగిపోయిందని తాజా అధ్యయనం పేర్కొంది. 24,000 సంవత్సరాల కిందట చివరి మంచు యుగం ముగిశాక ఎన్నడూ ఇంత వేగంగా పుడమి వేడెక్కలేదని వివరించింది. అమెరికాలోని ఆరిజోనా విశ్వవిద్యాలయ శాస్త్రవేత్తలు ఈ పరిశోధన చేశారు. వాతావరణ మార్పులకు కారణమయ్యే ప్రధాన అంశాలను వీరు పరిశోధన చేశారు. చివరి మంచు యుగం తర్వాత భూతాపానికి ప్రధాన కారణం.. గ్రీన్‌హౌస్‌ ఉద్గారాలు ఇబ్బడిముబ్బడిగా పెరిగిపోవడం, మంచు ఫలకాలు తరిగిపోవడమేనని వారు తెలిపారు. గత 10వేల సంవత్సరాల్లో సాధారణంగానే పుడమి వేడెక్కుతోందని చెప్పారు. గత 150 ఏళ్లలో వేడెక్కే ప్రక్రియ చాలా ఎక్కువగా ఉందన్నారు. 200 ఏళ్లకోసారి చొప్పున మ్యాప్‌లను తయారుచేశారు. సముద్రాల్లోని అవక్షేపాల్లో పురాతన ఉష్ణోగ్రతలకు సంబంధించిన ఆనవాళ్లను పరిశీలించారు. వాటిని వాతావరణానికి సంబంధించిన కంప్యూటర్‌ సిమ్యులేషన్లను జోడించడం ద్వారా శాస్త్రవేత్తలు ఈ ఘనత సాధించారు.

ప్రపంచ నాయకులు, జాతీయ సంధానకర్తలు ఐదేళ్లకోసారి వాతావరణ మార్పులపై తీసుకోవాల్సిన జాగ్రత్తల గురించి చర్చించడానికి సమావేశం (cop26​) అవుతుంటారు. అయితే ఈసారి స్కాట్‌లాండ్‌లో నవంబర్‌లో ఐక్యరాజ్య సమితి నేతృత్వంలో శిఖరాగ్ర సమావేశం జరపనున్నారు. అయితే ఈ cop​ గురించి ఒకసారి తెలుసుకుందాం..

ప్రపంచవ్యాప్తంగా చోటు చేసుకుంటున్న వాతావరణ మార్పుల (climate changes) వల్ల అనేక దేశాలు తీవ్ర స్థాయిలో నష్టపోతున్నాయి. వాతావరణ ప్రతికూల మార్పులు పరిష్కరించడం ఒక్క దేశం వల్ల సాధ్యమయ్యేది కాదు. అందుకే ప్రపంచ నాయకులు, జాతీయ సంధానకర్తలు ఐదేళ్లకోసారి వాతావరణ మార్పులపై తీసుకోవాల్సిన జాగ్రత్తల గురించి చర్చించడానికి సమావేశం అవుతుంటారు. అయితే ఈసారి స్కాట్‌లాండ్‌ (Scotland)లో నవంబర్‌లో ఐక్యరాజ్య సమితి (UN) నేతృత్వంలో శిఖరాగ్ర సమావేశం జరపనున్నారు. అంతర్జాతీయ చట్టం (International law), సంస్థలు ఐక్యమై ప్రకృతిలో వచ్చే మార్పులను పరిష్కరించేందుకు చర్చించనున్నారు. ఈ తరుణంలో ఐక్యరాజ్యసమితి వాతావరణ మార్పుల సమావేశం COP26 (కాప్‌26) తన లక్ష్యాలను చేరుకోలేదని ప్రజలు ఎందుకు ఆందోళన చెందుతున్నారో తెలుసుకుందాం.

* COP26 అంటే ఏమిటి?

1992లో వాతావరణ మార్పులపై ఐక్యరాజ్యసమితి ఫ్రేమ్‌వర్క్ కన్వెన్షన్ ఆన్ క్లైమేట్ చేంజ్ (UNFCCC- యూఎన్‌ఎఫ్‌సీసీసీ) అనే అంతర్జాతీయ ఒప్పందానికి దేశాలు అంగీకరించాయి. యూఎన్‌ఎఫ్‌సీసీసీ వాతావరణ మార్పులను ఎదుర్కోవడంలో ప్రపంచ సహకారం కోసం ప్రాథమిక నియమాలు, అంచనాలను ఏర్పాటు చేసింది. వాతావరణ మార్పులకు గ్లోబల్ వార్మింగ్‌ (global warming)యే కారణమని.. ఈ గ్లోబల్ వార్మింగ్‌ గ్రీన్‌హౌస్ వాయు ఉద్గారాల వల్ల తలెత్తుతుందని.. అందుకే వీటిని నియంత్రించాల్సిన అవసరం ఉందని చాలా దేశాలు 1992లో అధికారికంగా గుర్తించాయి. 2015లో దేశాలు పారిస్ వాతావరణ ఒప్పందంపై సంతకం చేసినప్పటి నుంచి ఆ ఒప్పందం ఎప్పటికప్పుడు అప్‌డేట్ అవుతోంది.

ఆ ఒప్పందం విపత్తు వాతావరణ మార్పులను (Climate changes) నివారించడానికి గ్లోబల్ వార్మింగ్‌ను 2 డిగ్రీల సెల్సియస్ (3.6 F) లేదా అంతకన్నా తక్కువ 1.5 C (2.7 F)కి పరిమితం చేయాలని లక్ష్యంగా పెట్టుకుంది. యునైటెడ్ కింగ్‌డమ్, ఇటలీతో భాగస్వామ్యమై అక్టోబర్ 31 నుంచి నవంబర్ 12, 2021 వరకు స్కాట్లాండ్‌లోని గ్లాస్గోలో COP26ని నిర్వహిస్తోంది.

* వాతావరణ మార్పులపై ప్రపంచ నాయకులు (World leaders) ఎందుకు దృష్టి సారిస్తున్నారు?

మానవుల చర్యలవల్ల భూతాపం పెరుగుతోందని.. వాతావరణ మార్పు ఇప్పుడు విస్తృతంగా, వేగంగా తీవ్రతరమవుతోందని ఆగస్టు 2021లో విడుదలైన యూఎన్ ఇంటర్‌గవర్నమెంటల్ ప్యానెల్ ఆన్ క్లైమేట్ చేంజ్ నివేదిక హెచ్చరించింది. వరదలు, తీవ్రమైన వడగాల్పులు, కరువులు, జాతులు అంతరించిపోవడం, మంచు పలకలు కరగడం, సముద్ర మట్టాలు పెరగడం వంటి వాటికి వాతావరణ మార్పులు ఎలా ఆజ్యం పోస్తున్నాయో ఐపీసీసీ శాస్త్రవేత్తలు వివరిస్తున్నారు.

యూఎన్ సెక్రటరీ-జనరల్ ఆంటోనియో గుటెర్రెస్ నివేదికను మానవాళికి ఒక హెచ్చరికగా అభివర్ణించారు. గ్రీన్‌హౌస్ వాయు ఉద్గారాలు ఇప్పటికే వాతావరణంలో ఆందోళనకర స్థాయిలో పెరిగాయని.. అవి చాలా కాలం పాటు వాతావరణంలోనే ఉంటాయని.. దేశాలు తమ ఉద్గారాలను త్వరగా తగ్గించే ప్రయత్నాల్లో ఉన్నప్పటికీ.. ప్రపంచంలో ఉష్ణోగ్రతలు (World temperatures) పెరుగుతున్నాయని శాస్త్రవేత్తలు ఆందోళన వ్యక్తం చేస్తున్నారు. ఈ నేపథ్యంలో ప్రపంచ నాయకులు ఒకటై చర్చించడమే పరిష్కారంగా భావిస్తున్నారు.

* ఐక్యరాజ్య సమితి (UN) సమావేశమైన COP26లో ఏం జరగబోతోంది?

సమావేశం మొదటి రోజుల్లో యూఎస్ అధ్యక్షుడు జో బైడెన్ వంటి 120 మంది దేశాధినేతలు.. వారి ప్రతినిధులు వాతావరణ మార్పులను తగ్గించడానికి తమ రాజకీయ నిబద్ధతను తెలుపుకోవడానికి సమావేశమవుతారు. దేశాధినేతలు వెళ్లిపోయాక పర్యావరణ మంత్రుల నేతృత్వంలోని దేశ ప్రతినిధుల బృందాలు కొత్త ప్రతిజ్ఞలు చేయడానికి.. కొత్త కార్యక్రమాలలో చేరడానికి ఈవెంట్స్ (Events), ఎక్స్చేంజ్ లలో పాల్గొంటారు. అలాగే కొత్త బాధ్యతలను స్వీకరిస్తారు. ప్రభుత్వేతర సంస్థలు, వ్యాపార నాయకులు కూడా ఈ సమావేశంలో పాల్గొంటారు. అడవులు, వ్యవసాయం మొదలైనవాటిపై వాతావరణం మార్పులు ఎంత ప్రభావం చూపుతున్నాయో చర్చిస్తారు. ఈ సమావేశం అనేది అన్ని దేశాలు అంగీకరించిన ఒక తుది నిర్ణయంతో ముగుస్తుంది.

* COP26 ద్వారా ఏం సాధించగలదు?

పారిస్ (Paris) ఒప్పందం ప్రకారం దేశాలు COP26తో సహా ప్రతి ఐదు సంవత్సరాలకు వారి జాతీయ వాతావరణ కార్యాచరణ ప్రణాళికలను అప్‌డేట్ చేసుకోవాల్సి ఉంటుంది. కాగా వారు 2030 నాటికి ప్రతిష్టాత్మక లక్ష్యాలను పెట్టుకునే అవకాశం ఉంది. వీటిని జాతీయంగా నిర్ణయించిన సహకారాలు లేదా ఎన్‌డీసీ(NDC)లని అంటారు. పారిస్ ఒప్పందం ప్రకారం దేశాలు తమ ఎన్‌డీసీలను నివేదించవలసి ఉంటుంది. గ్రీన్‌హౌస్ వాయు ఉద్గారాలను (Greenhouse gas emissions) ఎలా తగ్గించుకోవాలో నిర్ణయించేందుకు ఎన్‌డీసీ ప్రపంచ నేతలకు సహాయపడతాయి. గ్లోబల్ వార్మింగ్‌ను 1.5 డిగ్రీల సెల్సియస్‌కు పరిమితం చేయడానికి 2015లో ఉద్గారాల తగ్గింపు లక్ష్యాలు చాలా బలహీనంగా ఉన్నాయి. ఐతే ఈ శతాబ్దం మధ్య నాటికి సున్నా కార్బన్ ఉద్గారాలను చేరుకోవడమే COP26 ముఖ్య లక్ష్యం. అలాగే పేద దేశాలు క్లీన్ ఎనర్జీ ఉపయోగించేందుకు ఆర్థిక సహాయం చేస్తుంది.

* అంతర్జాతీయ వాతావరణ లక్ష్యాలను చేరుకోవడానికి దేశాలు నియమాలు పాటిస్తున్నాయా?

దేశాల సవరించిన లక్ష్యాలు చాలా బలహీనంగా ఉన్నాయని.. అవి శతాబ్దం చివరి నాటికి గ్లోబల్ వార్మింగ్‌ 2.7 C (4.9 F) వరకు పెరిగేలా చేస్తాయని యూఎన్ సెప్టెంబర్ 2021లో హెచ్చరించింది. మరోవైపు ఇంధన సరఫరా కొరత వల్ల యూరప్, చైనాలు సహజ వాయువు, బొగ్గు, చమురు ధరలను పెంచాయి. ప్రపంచంలోని అన్ని దేశాల్లో కెల్లా చైనా దేశమే ఎక్కువగా గ్రీన్ హౌస్ గ్యాసెస్ ఉత్పత్తి చేస్తోంది. గతేడాది, ఈ ఏడాదికి మధ్యకాలంలోని చైనా వాతావరణ మార్పులు తగ్గించడానికి ఎలాంటి చర్యలు చేపట్టడం లేదు. రష్యా, ఆస్ట్రేలియా వంటి ప్రధాన శిలాజ ఇంధన ఉత్పత్తిదారులు తమ నిబద్ధతను బలోపేతం చేయడానికి ఇష్టపడటం లేదు. సౌదీ అరేబియా తన లక్ష్యాలను పటిష్టం చేసుకుంది కానీ చమురు, గ్యాస్ ఉత్పత్తిని కొనసాగిస్తూనే ఉంది. ప్రపంచవ్యాప్తంగా రెండవ అతిపెద్ద వినియోగదారు, ఉత్పత్తిదారు, బొగ్గు దిగుమతిదారుగా ఉన్న భారతదేశం నిర్దేశించిన లక్ష్యాలకు ఇంకా కట్టుబడి లేదు.

* COP26 దాని లక్ష్యాలను చేరుకోకపోతే ఏం జరుగుతుంది?

2030 నాటికి గ్లోబల్ గ్రీన్‌హౌస్ వాయు ఉద్గారాలను 45% తగ్గించాలనే లక్ష్యాన్ని COP26 చేరుకోదని చాలా మంది అంతర్గత వ్యక్తులు విశ్వసిస్తున్నారు. దేశాల బలమైన నిబద్ధతను కలిగి ఉండకపోవడమే దీనికి కారణమని అంటున్నారు. అంటే 2050 నాటికి నికర-సున్నా ఉద్గారాలను చేరుకోవడానికి ప్రపంచమంతా ఏకతాటిపై నడవదని.. 1.5సీ కంటే తక్కువ గ్లోబల్ వార్మింగ్‌ లక్ష్యం చేరుకోవడం కష్టమేనని అభిప్రాయపడుతున్నారు.

ఒకవేళ ఐక్యరాజ్యసమితి సమావేశం దాని లక్ష్యాన్ని చేరుకోకపోతే చిన్న ద్వీప రాష్ట్రాలు మునిగిపోవడం, నీటి అడుగున పర్యావరణ వ్యవస్థ(coral reefs) సర్వనాశనం కావడం, విపరీతమైన వడగాల్పులు, వరదలు, కార్చిచ్చు, విస్తృతమైన పంట దెబ్బతినడం వంటివి జరుగుతాయి. ఇంకా ఊహించని స్థాయిలో ప్రపంచం నాశనం అయ్యే ప్రమాదం ఉంది.

గ్లోబల్ వార్మింగ్ (భూమి వేడెక్కడం)

-సూర్యకిరణాలు భూమిపై పడి పరావర్తనం (Reflection) చెందుతాయి. వీటిని వాతావరణంలో అధిక మొత్తంలో ఉన్న CO2, CH4, N2O, SF6, HFC, CFC, నీటి ఆవిరి తదితరాలు గ్రహించి భూమిపైన వాతావరణాన్ని వేడెక్కింపజేసే ప్రక్రియను గ్లోబల్ వార్మింగ్ అంటారు. ఇందుకు ప్రధాన కారణం చెట్లను నరికివేయడం.

-పై అన్ని వాయువులను గ్రీన్‌హౌస్ గ్యాసెస్ (జీహెచ్‌జీ) లేదా హీట్ ట్రాపింగ్ గ్యాసెస్ అంటారు. -గ్లోబల్ వార్మింగ్‌కు ప్రధాన కారణమయ్యే వాయువు కార్బన్ డై ఆక్సైడ్ (CO2) -ప్రపంచ గ్రీన్ హౌస్ వాయువుల్లో అమెరికా నుంచి విడుదలయ్యేవి 25 శాతం -CH4 (మీథేన్)- తడి భూములు, వరి పంటపొలాలు, జంతు వ్యర్థ పదార్థాల్లో ఉంటుంది. కావున దీన్ని మార్ష్ గ్యాస్ అంటారు. -N2O- సముద్రాలు, మృత్తిక, ఎరువులలో ఉంటుంది. -SF6, HFC (Hexa Fluoro Corbons)- రిఫ్రిజిరేటర్స్ నుంచి వెలువడుతాయి. -ఒక వ్యక్తి లేదా పరిశ్రమ లేదా గృహం నుంచి విడుదలయ్యే CO2 ఇతర గ్రీన్‌హౌస్ వాయువుల మోతాదును కార్బన్ ఫూట్ ప్రింట్ అంటారు. -కార్బన్ ట్యాక్స్ ప్రవేశపెట్టిన మొదటి దేశం: న్యూజిలాండ్

-ధృవాలలోని మంచు కరిగి సముద్రమట్టం పెరుగడం వల్ల లోతట్టు ప్రాంతాలు ముంపునకు గురవుతాయి. -వర్షపు చినుకులు మధ్యలోనే ఆవిరి కావడం వల్ల సరస్సులు, నదులు ఎండిపోతాయి. ఒక్కసారి మాత్రమే వర్షం పడుతుంది. -వేసవి ఉష్ణోగ్రతలు పెరిగి, వడదెబ్బకు మరణిస్తారు. -ఉష్ణమండల ప్రాంతాల్లో వ్యవసాయ దిగుబడి తగ్గి సమశీతోష్ణ ప్రాంతాలలో పెరుగుతుంది.

ఆమ్ల వర్షాలు లేదా ఆమ్ల అవక్షేపం

-ఐపీసీసీ ప్రకారం PH5.6 కంటే తక్కువ కలిగిన వర్షపునీటిని ఆమ్లవర్షం అంటారు. -నిజానికి ఈ వర్షం మంచు, పొగమంచు రూపంలో పడుతుంది. దీంతో దీనిని ఆమ్ల వర్షం అనడం కంటే ఆమ్ల అవక్షేపం అనడం సబబని శాస్త్రవేత్తల భావన.

ఆమ్లవర్షాలు- కారణాలు

-పారిశ్రామిక విప్లవంలో భాగంగా ప్రపంచవ్యాప్తంగా ముఖ్యంగా అభివృద్ధి చెందిన దేశాలలో జరిగిన, జరుగుతున్న పారిశ్రామికీకరణ. -వాతావరణంలో CO2 నీటి ఆవిరితో కలిసి బైకార్బోనెట్స్‌గా మారడం వల్ల PH విలువ తగ్గడం. -పరిశ్రమల నుంచి ముఖ్యంగా నూనె శుద్ధి కర్మాగారాల నుంచి విడుదలయ్యే సల్ఫర్‌డైఆక్సైడ్, న్రైట్రోజన్ ఆక్సైడ్స్.

-ఆమ్లవర్షాలు నేలపై పడినప్పుడు నేల రసాయనిక స్వభావం మారుతుంది. -నేలలోని అనేక భారాలోహ మూలకాలు వాటి పూర్వస్వభావాన్ని కోల్పోయి విషతుల్యంగా మారి ఉపయోగకరమైన సుక్ష్మజీవులపై మొక్కలపై ప్రతికూల ప్రభావాన్ని చూపుతాయి. -ఆమ్లవర్షాలు మొక్కల పత్రాలపై పడితే వాటి పత్రహరితం క్షీణించి ఫలితంగా ఉత్పాదకత తగ్గుతుంది. -మానవుడు వంటి ఉన్నత జీవులలో సల్ఫ్యూరిక్ ఆమ్లం వల్ల కంటి సమస్య, శ్వాస ఇబ్బందులు తలెత్తుతాయి. -మానవుడు వంటి క్షీరదాలలో ఆమ్ల వర్షాల వల్ల చర్మంలో జాంథోప్రొటీన్ ఉత్పత్తి చేయబడి పసుపు రంగులోకి మారుతుంది.

ఓజోన్ క్షీణత(O3)

-ఓజోన్ అనేది లేతనీలం రంగులో ఉండే వాయు పదార్థం. ఇది ఆక్సిజన్‌కు సంబంధించిన ఒక రూపం. -భూమి నుంచి పైన ఉండే రెండో పొర అయిన స్ట్రాటోస్పియర్‌లో 20-35 కిలోమీటర్ల మధ్య ఓజోన్ పొర ఉండి అత్యంత శక్తిమంత కిరణాలైన అతినీలలోహిత కిరణాల (UV-కిరణాలు) నుంచి ట్రోపోస్పియర్‌లో ఉండే జీవకోటిని రక్షిస్తుంది. -ఓజోన్ పొర కొనుగొన్న శాస్త్రవేత్తలు చార్లెస్ ఫాబ్రి, హెన్నీ బుయ్‌నన్ కాగా, ఈ పొర ధర్మాలను జీఎంబీ డాబ్‌సన్ అనే శాస్త్రవేత్త వివరించారు.

ఓజోన్ క్షీణతకు కారణాలు

-ఓజోన్ పొర క్షీణతకు ప్రధాన కారణం- క్లోరోఫ్లోరోకార్బన్స్(CFCs). ఇవి రిఫ్రిజిరేటర్స్, ఎయిర్ కండీషనర్స్, కంప్యూటర్స్ నుంచి విడుదల చేయబడి వాతావరణంలో ఏ మార్పు చెందకుండా, ఎక్కువ స్థిరత్వాన్ని కలిగి ఉంటాయి. ఈ CFCsను UV-కిరణాలు శోషించి విశ్లేషణ చెంది క్లోరిన్ పరమాణువులను విడుదల చేసి ఓజోన్‌ను క్షీణింపజేస్తాయి. -పరిశ్రమలు, ఎరువుల కర్మాగారాల నుంచి విడుదల చేయబడే నైట్రోజన్ ఆక్సైడ్ కూడా ఓజోన్‌ను క్షీణింపజేస్తుంది. -మంటలు ఆర్పడానికి ఉపయోగించే బ్రోమిన్ క్లోరిన్ కంటే మరింత సమర్థవంతంగా ఓజోన్ పొరను విచ్ఛిన్నం చేస్తుంది. -బట్టలను, లోహాలను శుభ్రపరుచడానికి ఉపయోగించే టెట్రాక్లోరైడ్ కూడా ఓజోన్‌ను క్షీణింపజేస్తుంది. -ధృవ స్ట్రాటోస్పిరిక్ మేఘాలు కూడా ఓజోన్ క్షీణతకు మరో కారణం.

-కిరణాలకు ప్రభావితమైన వారికి కార్సినోమా, మెలనోమా అనే క్యాన్సర్ వస్తుంది. -రక్తనాళాలలో రక్తప్రవాహ రేటు పెరిగి చర్మం ఎర్రగా మారి బొబ్బలు ఏర్పడతాయి. -ల్యుకేమియా, స్త్రీలకు రొమ్ముక్యాన్సర్ వస్తుంది. -కాటరాక్ట్ అనే కంటి సంబంధిత వ్యాధులు వస్తాయి. -UV-కిరణాల వల్ల DNA ప్రభావితమై రోగనిరోధక శక్తి తగ్గుతుంది. -కిరణజన్య సంయోగక్రియ తగ్గి ఫలితంగా ఆహారోత్పత్తి తగ్గుతుంది. -పత్రాలు నిర్వర్తితం కావడం, పత్రాలు తెగిపోవడం వల్ల వృక్షసంపదకు తీవ్రహాని కలుగుతుంది. -ఓజోన్ పొర పలుచబడడం వల్ల ప్రపంచ ఉష్ణోగ్రత పెరుగుతుంది. ఫలితంగా ధృవాలలో మంచుకరిగి సముద్రమట్టం పెరుగుతుంది. -జీవ ఎరువులుగా ఉపయోగపడే సయనోబ్యాక్టీరియా UV-కిరణాలను తట్టుకోలేవు. కావునా పంట దిగుబడి తగ్గుతుంది.

COP-21పారిస్ సదస్సు

-వాతావరణ మార్పులపై ఐక్యరాజ్యసమితి పర్యావరణ సదస్సు ఫ్రేమ్‌వర్క్(UNFCCC ) ఆధ్వర్యంలో కాన్ఫరెన్స్ ఆఫ్ పార్టీస్ (COP-21) శిఖరాగ్ర సదస్సు 2015 నవంబర్ 30వ తేదీ నుంచి డిసెంబర్ 12 వరకు ఫ్రాన్స్ రాజధాని పారిస్‌లోని లీ బౌర్గెట్‌లో జరిగింది. అందుకే ఈ సదస్సును పారిస్ సదస్సు లేదా ఒప్పందం అని కూడా పిలుస్తారు. -ఈ సదస్సును అప్పటి ఫ్రాన్స్ అధ్యక్షుడు ఫ్రాంకోయిస్ హోలాండే ప్రారంభించారు. -హాజరైన దేశాల సంఖ్య: 150 -2014 నివేదిక ప్రకారం కర్బన ఉద్గారాలను గరిష్ఠ సంఖ్యలో విడుదల చేస్తున్న దేశాలు -1. చైనా (25.3శాతం) 2. అమెరికా (14.1 శాతం) 3. యురోపియన్ యూనియన్ (10.2 శాతం) 4. భారత్ (6.9 శాతం) 5. రష్యా (5.7శాతం) 6. జపాన్ (3.1 శాతం) -COP-21 చారిత్రాత్మక ఒప్పందం- ఈ సదస్సులో వాతావరణ నియంత్రణపై డిసెంబర్ 12, 2015న భూతాపం పెరుగుదలను 2 డిగ్రీల సెల్సియస్ కంటే తక్కువకు పరిమితం చేయాలని 195 దేశాల ప్రతినిధులు పర్యావరణాన్ని పరిరక్షించే 31 పేజీల ఒప్పందానికి ఆమోదం తెలిపారు. -నోట్: పారిస్ ఒప్పందం(cop-21) నుంచి వైదొలుగుతున్నట్టు అమెరికా అధ్యక్షుడు డొనాల్డ్ ట్రంప్ ఇటీవల ప్రకటించారు. -COP-22 మొరాకోలోని మారకేశ్ దగ్గరగల బాబ్ ఇగ్లిలో జరిగింది. (7-18 నవంబర్, 2016). దీనినే CMP-12 లేదా CMA1

భారత్ చర్యలు

నేషనల్ యాక్షన్ ప్లాన్ ఆన్ ైక్లెమెట్ ఛేంజ్ ఇది శీతోష్ణస్థితి మార్పుపై భారతదేశ మొదటి కార్యాచరణ ప్రణాళిక. దీనిని 2008, జూన్ 30న అప్పటి ప్రధాని మన్మోహన్‌సింగ్ విడుదల చేశారు. ముఖ్య ఉద్దేశం: భారతదేశంలో 8 రకాల మిషన్స్ చేపట్టి గ్రీన్‌హౌస్ ఉద్గారాలను తగ్గించి సుస్థిరాభివృద్ధిలో భాగం కావడం. బచత్ ల్యాంప్ యోజన: 2009 ఫిబ్రవరిలో అప్పటి ప్రధాని మన్మోహన్‌సింగ్ ప్రారంభించారు. ముఖ్య ఉద్దేశం: సంప్రదాయ బల్బుల స్థానంలో అదే ధరకు సీఎఫ్‌ఎల్ (కాంపాక్ట్ ఫ్లోరోసెంట్ ల్యాంప్) బల్బులను అందించడం. సీఎఫ్‌ఎల్ బల్బులు తక్కువ వాట్‌ల సామర్థ్యాన్ని ఉపయోగించుకొని ఎక్కువ కాంతిని ఇవ్వడంతోపాటు ఎక్కువ గంటలు (8000గంటలు) పనిచేస్తాయి. తక్కువ సీఎఫ్‌సీ (క్లోరో ఫ్లోరో కార్బన్స్) వాయువులను విడుదల చేస్తాయి.

ప్రకాశ్ పథ్ దీనిని ప్రధాన మంత్రి నరేంద్ర మోదీ ఢిల్లీ ప్రజల కోసం ప్రారంభించారు. ఉద్దేశం: ఎల్‌ఈడీ బల్బులను పంపిణీ చేయడం. ఎల్‌ఈడీ బల్బులు ఎక్కువ గంటలు (50,000 గంటలు) పనిచేస్తాయి. తక్కువ విద్యుత్‌ను వాడుకొంటాయి. గ్రీన్‌హౌస్ వాయువులను విడుదల చేయవు. గ్రీన్ బిల్డింగ్ కౌన్సిల్ ఇది 2001లో ఏర్పడింది. ముఖ్య ఉద్దేశం: భారతదేశాన్ని 2025 నాటికి ప్రపంచంలోకి ఒక సుస్థిర పర్యావరణ నిర్మితి గల దేశంగా చేయడం.

ఓజోన్ పరిరక్షణకు UNO చర్యలు

-ఓజోన్‌పొరను సంరక్షించే ప్రయత్నాలలో భాగంగా UN-Environmental Programme (UNEP) 1976లో చేపట్టి 1977లో పరిరక్షణ ఉద్యమానికి పిలుపుఇచ్చింది. -ఓజోన్ పొరను పరరిక్షించవలసిన బాధ్యత ప్రతి ఒక్కరిపైన ఉన్నదని తెలిపేందుకు 1994లో UNOశాఖ అయిన ప్రపంచ వాతావారణ సంస్థ (WMO) సెప్టెబంర్ 16న మాంట్రియల్ ప్రోటోకాల్ గుర్తుగా ఓజోన్ దినంగా ప్రకటించినది.

UNFCCC (United Nations Framework Convention Climate Change)

-బ్రెజిల్‌లోని రియోలో జరిగిన ఒప్పందాలలో ఇదీ ఒకటి (1992). -అమల్లోకి వచ్చింది: 21 మార్చి, 1994. -ఈ ఒప్పందంపై సంతాకాలు చేసిన సభ్యదేశాలను 3 రకాలుగా విభజించారు. -Anex-1 Countries – పారిశ్రామిక, పరివర్తన చెందే దశలో ఉన్న దేశాలు. -Anex-2 – అభివృద్ధి చెందిన దేశాలు -Anex-3- అభివృద్ధి చెందుతున్న దేశాలు -UNFCCC ప్రతీ ఏటా నిర్వహించే సదస్సును కాన్ఫరెన్స్ ఆఫ్ పార్టీస్ (COP) అంటారు. -ఈ ఒప్పందం ప్రకారం Anex-1 దేశాలన్నీ 2012 నాటికల్లా గ్రీన్‌హౌస్ వాయువుల ఉద్గారాలను 1990లో ఉన్న స్థాయిలో 5.2 శాతం మేరకు తగ్గించాలి.

భవిష్యత్తులో వాతావరణ మార్పుల గురించి మన అవగాహనకు ఈ శతాబ్దంలో సముద్ర మట్టాలు ఎంత పెరిగే అవకాశం ఉందో తెలుసుకోవడం చాలా ముఖ్యం. అయితే, మునుపటి అంచనాలు విస్తృతమైన అనిశ్చితిని సృష్టించాయి.

వేడెక్కే మహాసముద్రాలు సముద్ర మట్టాలు పెరగడానికి కారణమవుతాయి, అడి నేరుగా వేడి విస్తరణ ద్వారా, పరోక్షంగా మంచు పొరలు కరగడం ద్వారా జరుగుతుంది. వార్మింగ్ మహాసముద్రాలు సముద్ర పర్యావరణ వ్యవస్థలను కూడా ప్రభావితం చేస్తాయి. ఉదాహరణకు పగడపు బ్లీచింగ్ ద్వారా, ఉష్ణమండల తుఫానులు ఏర్పడటం వంటి వాతావరణ సంఘటనలలో పాత్ర పోషిస్తాయి. 19 వ శతాబ్దంలో సముద్ర ఉష్ణోగ్రతల క్రమబద్ధమైన పరిశీలనలు ప్రారంభమయ్యాయి. అయితే 20 వ శతాబ్దం ద్వితీయార్థంలో మాత్రమే ప్రపంచవ్యాప్తంగా సముద్రపు వేడి కంటెంట్‌ను స్థిరంగా కొలవడానికి తగినంత పరిశీలనలు జరిగాయి.

However, with the development of society, there has been a severe detriment to the quality of Earth’s environment. One of the most massive threats to the condition of the planet is climate change. Inadequate research and reckless misuse of natural resources are some of the core reasons for the deteriorating condition of the planet.

To understand the concept of Global Warming and its causes and effects, we need to take an in-depth look into many factors that affect the temperature of the planet and what that means for the future of the world. Here is an objective look at the topic of Global Warming and other important related topics.

What is Climate Change?

Ever since the industrial and scientific revolution, Earth is slowly being used up for its resources. Moreover, the onset of the exponential increase in the world’s population is also very taxing on the environment.

This number is only increasing. Many parts of the world face far more severe changes in temperature that affect the planet’s overall health.

In 1950, the world’s CO 2 emissions were at 6 billion tonnes which had quadrupled in volume until 1990, just 40 years later to 22 billion tonnes. Not only that, unchecked CO 2 emissions today have reached a whopping 35 billion tonnes.

The most evident causes of Global Warming are industrialization, urbanization, deforestation, and sophisticated human activities. These human activities have led to an increase in the emission of Greenhouse Gases, including CO₂, Nitrous Oxide, Methane, and others.

A variety of reasons causes Global Warming. Some of which can be controlled personally by individuals but others are only expected to be solved by communities and the world leaders and activists at the global level.

Still, activism and community effort are the only feasible ways to control the worsening state of Global Warming.

Additionally, at the state or government level, world leaders need to create concrete plans and step programmes to ensure that no further harm is being caused to the environment in general. 

Although we are almost late in slowing down the Global Warming rate, it is crucial to find the right solution. From individuals to governments, everyone has to work upon a solution for Global Warming. Controlling pollution, population and use of natural resources are some of the factors to consider. Switching over to the electric and hybrid car is the best way to bring down the carbon dioxide.

As a citizen, it is best to switch over to the hybrid car and to use public transport. This will reduce pollution and congestion. Another significant contribution you can make is to minimize the use of plastic. Plastic is the primary cause of Global Warming taking years to recycle.

Deforestation is another thing to consider that will help in controlling Global Warming. Planting of more trees should be encouraged to make the environment go green.

Industrialization should be under certain norms. The building of industries should be banned in green zones affecting plants and species. Hefty penalties should be levied on such sectors contributing towards Global Warming.

Global Warming is a real problem that many want to prove as a hoax for their political benefit. However, as aware citizens of the world, we must make sure only the truth is presented in the media.

Various parts of the environment, both flora and fauna, are directly adversely affected by the damages caused by Global Warming. Wildlife being in danger is ultimately a serious threat to the survival of humanity as we know it and its future.

The effect of Global Warming is widely seen in this decade. Glacier retreat and arctic shrinkage are the two common phenomena seen. Glaciers are melting in a fast way. These are pure examples of climate change.
