It’s Time the US Abolished the Income Tax

Bring on the consumption tax..

In December, the US Supreme Court began hearing oral arguments in Moore v. United States. The case specifically involves the “mandatory repatriation tax,” a one-time tax levied as part of the 2017 Tax Cuts and Jobs Act. But the implications are larger, as it is testing the legal waters of whether a wealth tax is constitutional.

This issue has, naturally, been contorted into legalisms: What the heck does apportionment mean in the 16th Amendment? How is income defined legally? I won’t wade into that. What are the economic issues? What’s the right thing to do here, leaving aside the legal minutiae?

The right thing is to stop taxing income altogether. The income tax itself is inefficient, and it leads to mountains of additional inefficiencies.

Why we tax income

The most important principle underlying taxation is simple and doesn’t involve fancy economics: the government taxes what it can get its hands on. The economists’ analysis of incentives—whereby the government tries to tax in such a way that it does not set off a rush to avoidance, either legal (using complex structures to avoid taxes) or economic (not doing the thing that gets taxed, such as earning income)—comes later. Economists should focus on incentives; our opinion of what’s “fair” is no better than anyone else’s.

With that in mind, why does the government tax income? Because, circa 1913 (the year the 16th Amendment was ratified, giving Congress the right to levy an income tax), income was easier to measure than sales, value added, consumption, or other economically better concepts. When money changes hands, it’s relatively easy for the government to see what’s there and take a share. Tariffs really start from the same concept. It’s not that hard to see what’s going through the port and demand a share—Adam Smith, David Ricardo, and free trade be damned. But the federal government wanted more money than tariffs could provide.

Even if it were a good economic idea to tax wealth, there is not necessarily any cash around where there is wealth or unrealized capital gains. When you sell an asset, you get some cash, and it’s easy for the government to demand it. When you do not sell an asset, you have no extra cash. It’s a paper profit. What are you going to pay the government with?

This problem pervades estate taxes. We have a 40 percent top marginal rate wealth tax right now. (Technically it is a “transfer” tax, which is why it is legal.) But private businesses, family farms, and the like don’t have 40 percent of their value sitting around in cash. Unless you carve out a Swiss cheese of loopholes and enable complex legal structures, heirs to such enterprises have to break them up or sell them to get the cash. That’s why the estate tax has the Swiss cheese.

A similar issue has come up in the news lately with some executives at internet companies who got big stock grants at the top of the market. If the market crashes, they still owe tax on the value of the stock when it was granted, but no cash.

Property taxes can share the problem as well. (They are state and local, not federal, hence legal). People can own a house but not have the money to pay the property tax.

Wealth and unrealized capital gains are also troublesome to tax because in many cases it’s hard to know exactly how much money is there. Just what is the value of a house, a building, or a privately held business? Accountants can disagree, especially if taxes are at stake. Accountants also can get creative about corporate structure to game valuation rules—voting versus nonvoting shares, debt with embedded options, options to buy that are never exercised, interlocking trusts, and so forth. Moreover, market values change. If I pay tax on unrealized appreciation this year, do I get my money back when the value goes down next year?

You can see how the current system makes sense: if we want to include “investment income” as “income,” tax it when the assets have a definite value—the market sale price—and tax it when there is some cash around to grab—when the income is realized.

I hope that the Supreme Court does blow up the income tax system. It’s a bloated crony-capitalist mess. 

A century of cat and mouse

The income tax has led to a century of cat and mouse. Suppose we tax direct income and realized capital gains. Well, it’s reasonably easy to turn actual income into an unrealized gain. Suppose you have some income stream, and you don’t plan to spend it right away. You want to reinvest it. Rather than pay income tax on the income, and then additional income tax on the interest or dividends over time, and then more income tax on any appreciation when you finally sell it, create a corporation or other entity and let the income flow into the corporation, which reinvests it. The “corporation” could just be a shell to receive income and put it in a mutual fund. Yes, you’ll still pay capital gains tax when you sell, but that’s a lot less. And delaying taxation is always great.

Now you know why we have a corporate income tax at all. There is no economic point to corporate taxes. Having “corporations pay their fair share” is nonsense. Every cent of corporate income tax revenue comes from higher prices, lower wages, or lower payouts to stock and bondholders. We should tax those people . And if you want redistribution—taxing the “right” people—that’s a lot easier to do when you tax people. But if there is no corporate tax, lots of people will incorporate to avoid income taxes. So we tax corporate income and then your payout.

Thousands of pages of tax law and regulation have followed to plug one hole after another. After 100 years of patchwork, including some taxing of unrealized gains, we’d managed to maintain some degree of balance in the system, a sort of equilibrium of not overdoing it.

But people keep inventing new ideas to shield income from taxes, and the concept of income has grown in complexity along with the global economy. Moore v. United States involves domestic owners of a foreign corporation and the treatment of the income received into that corporation abroad. By itself it’s not a big deal.

But the pro-tax arguments before the court reveal that the government has already stepped over the line to taxing a good deal of unrealized income. And plans to greatly increase wealth taxation are already on their way. Not overdoing it, obeying norms and gentlepersons’ agreements, is going out of style these days. As the Wall Street Journal editorial board argues:

The Ninth Circuit’s opinion opened up a freeway to tax wealth and property. And wouldn’t you know, President Biden’s budget this year includes a 25% tax on the appreciation of assets of Americans with more than $100 million in wealth. . . .

Justice Samuel Alito asked: “What about the appreciation of holdings in securities by millions and millions of Americans, holdings in mutual funds over a period of time without selling the shares in those mutual funds?” Ms. Prelogar replied: “I think if Congress actually enacted a tax like that, and it never has, that we would likely defend it as an income tax.”

Well, it’s also called an estate tax, and it exists already!

There you have it. The Biden Administration believes the Sixteenth Amendment lets Congress tax the unrealized appreciation of assets. As Justice Neil Gorsuch noted, when the Supreme Court opens a door, “Congress tends to walk through it.” The Justices should close the wealth-tax door.

Moore v. United States brings up another uncomfortable question. The couple behind the case invested their money, and then the Internal Revenue Service changed the rules and told them to pay taxes now on decades’ worth of past earnings. Surely if they knew this rule, the couple would have arranged their business differently.

Here there is an awkward truth of taxation. Unexpected, “just this once and we’ll never do it again” wealth taxes are economically efficient. The problem of taxation is disincentives. If you announce a wealth tax in the future, people respond by not accumulating wealth. They go on round-the-world private jet tours instead of investing and building companies. But if you tax existing wealth, and nobody knew it was coming, there is no disincentive.

This is, however, one of the most misused propositions in economics. That “just this once and never again” promise isn’t credible: if the government did it once, why not again? And it feels horribly unfair, doesn’t it, grabbing wealth willy-nilly? Unpredictability is not something responsive, rule-of-law democracies can or should do.

In any case, as with corporate income, taxing investment income also makes no sense. You earn money, pay taxes on it, and invest it. If you choose to consume later rather than now, why pay additional tax on it? One of the main don’t-distort-the-economy propositions is that we should give people the full incentive to save by refraining from taxing investment income.

So why do we tax investment income? Again, because once you tax income, you have to start plugging holes. Many people can shift labor income to investment income. If you run a business, don’t take a salary but pay yourself a dividend. If you’re a consultant, incorporate yourself and call it all business income. In the 1980s, even cab drivers incorporated to get lower tax rates.

A more meaningful tax

The income tax is the original sin. Taxing income made no sense on an economic basis. The government only did it because it was easy to measure and grab, at least before people started inventing a century’s worth of clever schemes to redefine “income.” It has led inescapably to more sins, such as the corporate tax and the tax on investment income. And now the repatriation tax on accumulated foreign earnings.

What’s the solution? Well, duh. Tax consumption , not income or wealth. Get the rich down at the Porsche dealer. Leave alone any money reinvested in a company that is employing people and producing products. Now we can do it. And we can then throw out the income tax, corporate tax, and estate tax.

Income is really meaningless. You earn a lot of income in your middle years, but little early and late. The year you sell a house, you’re a millionaire, but then you’re back to low income the rest of the time. Yet the US government hands out more and more benefits on the basis of income as if it were an immutable characteristic. It is not. Consumption is a lot more meaningful.

Consumption taxes inspire common objections, but they are easily addressed. One is that the tax rate would have to be very high—in excess of 40 percent to fund current federal, state, and local spending. But if the government spends 40 percent of GDP, taxes have to be 40 percent of GDP. That’s what you’re paying now; we’re just making it more efficient. And a bit more transparent, where voters can decide if this is really what they want. Spreading tax revenues out over numerous different taxes doesn’t make taxation less costly, only more complicated.

Retirees and other long-time savers will complain that they have already been taxed on their income and would now be taxed on the consumption of their savings. But that double taxation is offset by some benefits, such as the absence of the capital gains tax and estate taxes, and the likely market boom if the US were to replace our current tax code with a consumption tax. If the tax is figured into the Consumer Price Index, Social Security will also be adjusted up to account for it. And older people have benefited enormously, at the expense of younger people, from booming house prices, soaring stock prices, and benefit increases. Still, cash heals all wounds. If, on balance, retirees end up being penalized by the implementation of a consumption tax, the government can offset the harm.

A flat consumption tax is not progressive. But it’s easy to make consumption taxes progressive. And not every element of federal policy needs to be separately progressive. If flat taxes pay for immense subsidies, the system as a whole can be as progressive as you like.

Thus, I hope that the Supreme Court does blow up the income tax system. It’s a bloated crony-capitalist mess. Most people suspect that others with clever lawyers are getting away with murder, which is corrosive to democracy. If the friends of the court are right that the tax system will not survive a narrow definition of income, that might be a great thing, not a disaster, as it might force a fundamental reckoning.

We need reform from the ground up. Not every decision taken in 1913 has to last forever. Let the income tax implode, and bring on a consumption tax.

Re “ Make a Difference This Tax Season ,” by Matthew Desmond (Opinion guest essay, April 14):

Mr. Desmond is, of course, right that tax rates and tax deductions are heavily skewed to favor the very wealthy. One of the solutions he offers, however, asks the somewhat wealthy to imitate the very wealthy: Take your deduction and give to your favorite charities.

That’s how the taxpayers end up subsidizing — through deductible philanthropy — huge bequests to operas, billionaires’ alma maters, vanity art collections and other pet projects.

If people just didn’t take the deductions, as Mr. Desmond also proposes, the savings could help fund main government responsibilities like schools, safety, health care and the like.

Better yet, reform the deductions.

If I forgo a few thousand dollars in tax deductions to which I am legally entitled, can I tell the government please add this to the low-income housing budget and don’t spend it on the F135 fighter jet engine?

I believe that I should pay higher taxes, and so should everyone as rich as I am, or richer. If they did, I would happily pay my share. Until the tax laws require this, I would rather take the deduction and contribute to the Economic Policy Institute or United for a Fair Economy, two nonprofits that are working for a fair tax system.

Matthew Desmond questions whether it is ethical for those with high incomes to take advantage of many tax deductions they are legally able to take under the tax code.

It’s unreasonable to suggest that paying one’s taxes in compliance with the tax laws is unethical. He also fails to mention that people with the top 1 percent of income pay approximately 46 percent of federal income taxes — more than people with the lowest 90 percent of income combined.

According to Philanthropy Roundtable , the top 1 percent of earners give approximately a third of all charitable contributions. In addition, individuals with a net worth in the top 1.4 percent give approximately 86 percent of the charitable bequests made upon death.

A country that overwhelmingly shovels its wealth to its rich, and especially to its very, very rich, is a morally and opportunistically bankrupt one. Together, we would be much better off if we emulated the Nordic nations, taxed the rich as we did in the 1950s (top rate of 91 percent), and enjoyed a society rich in community, fairness and a wide diversity of friendships.

After resisting attempts to pass a foreign aid package that would provide vital military assistance to a desperate Ukraine, Speaker Mike Johnson finally appears ready to act, striking a deal that would alienate far-right Republicans while likely gaining support from Democrats to salvage his precarious position as speaker.

For months, Mr. Johnson was shamelessly doing the bidding of former President Donald Trump, who stonewalled House passage of a popular bill that combined President Biden’s plan for border security with a broad aid package for Ukraine, Israel and Taiwan.

The refusal to vote for critically important military assistance in the face of Ukraine’s rapidly deteriorating defensive position has been outrageous and comes from a vocal fringe minority of isolationist House Republicans who have completely politicized foreign policy.

Mr. Johnson seems to have done an about-face, possibly daring to enlist the help of Democrats to support his speakership along with their vote to pass the aid package.

In a dysfunctional Congress, it’s pathetic that such a deal is a novel idea, but it would be a long-delayed and welcome fresh start.

“ Recycling of Plastic Falls Short of Promise ” (news article, April 6) captures well the petrochemical industry’s failure to deliver any real solutions to the plastics crisis it has created.

Most “advanced recycling” methods are hardly new, but rather they use an incineration technology that has been around for decades. Petrochemical companies are greenwashing the process as “recycling” or “manufacturing” in an effort to exempt it from solid waste incineration rules under the Clean Air Act.

These facilities release dioxins, PFAS, flame retardants, benzene, formaldehyde, particulate matter and heavy metals. They also generate pyrolysis oil, a material so toxic that boat fuels made from it could cause cancer in every person exposed over a lifetime, according to a risk assessment by E.P.A. scientists .

The PureCycle “advanced recycling” facility in Ohio uses a different but equally problematic solvent-based process. As you describe, PureCycle has been riddled with technical and economic failures.

“Advanced recycling” is the centerpiece of an untenable campaign to make plastic waste disappear from sight — by turning it into air pollution — while the industry proceeds to triple or even quadruple production.

Essays on Income Taxation

My dissertation examines empirically how the tax code influences household deductions, how the availability of deductions alters the elasticity of taxable income (ETI), and how deductions change deductible commodities’ prices. I develop theoretical results linked with my estimates and draw conclusions about base-broadening reform design. The first chapter, “Substitutability among Federal Income Tax Deductions: Implications for Optimal Tax Policy”, studies households making joint decisions about two tax-deductible activities: charitable giving and paying interest on home equity lines of credit (HELOC). By allowing for interactions, either substitutability or complementarity, between deductions, I provide a fuller understanding of the elasticity of taxable income (ETI) and the tax-price elasticity of charitable giving. The tax-price of paying HELOC interest depends on the tax schedule as well as current interest rates. Therefore, the two activities have different tax-prices and the identification of their interaction is possible. Using the Survey of Consumer Finances, I find that the level of each activity falls with its own tax-price and rises with the other activity’s tax-price. I show that in theory the ETI is a weighted sum of such own and cross tax-price effects between activities. I then apply this theory and my estimates to illustrate the trade-offs of three base-broadening tax policies. A conventional policy which removes a subset of deductions while keeping other deductions intact cannot guarantee either more tax revenue or greater efficiency. In contrast, an optimal policy would lower all deductions by differing degrees. However, designing an optimal policy requires knowing the values of all own and cross tax-price elasticities between deductions. Instead, I recommend a second-best policy of “uniform partial deductibility” which lowers all deductions to the same degree; it can guarantee improvement without prior knowledge about elasticities between deductions. In the second chapter, “The Impact of Taxation on Charitable Giving by Itemizers and Non-Itemizers”, co-authored with Leora Friedberg, we estimate how the income tax code affects charitable giving by exploiting variation in the federal tax schedule arising between 1988 and 2006. We make two contributions to the literature. We use the Survey of Consumer Finances (SCF) for our analysis. The SCF reports donations for both itemizers and non-itemizers, which is important because non-itemizers do not appear in tax return data. Besides, the SCF has detailed information on individual correlates of giving and covers a long time period. Second, we estimate how giving responds to marginal tax rates not only for “exogenous itemizers”, who have high enough non-charity deductions to itemize, and who have been well studied in the literature, but also for “exogenous non-itemizers,” who face a non-convex budget constraint in their price of giving. We characterize the incentives of non-itemizers based on the tax-price they will face if they give enough to itemize, as well as the “distance” in giving required for them to reach this itemization threshold. Our results show that (1) exogenous itemizers are responsive to tax incentives, with an estimated price elasticity of around -1 for the full sample (which is similar to representative studies in the literature) and more than double for the self-employed; (2) “exogenous non-itemizers” also respond to tax incentives involving both the price and distance associated with itemizing, with sensitivity to the tax price diminishing as distance increases. The third chapter, “Do mortgage borrowers gain the full benefit of the mortgage interest deduction?”, estimates the incidence of the mortgage interest deduction. This chapter studies whether the mortgage interest deduction benefits lenders by raising mortgage interest rates and, if so, by how much. I link the Fannie Mae Single Family Loan Level dataset and Freddie Mac Single Family Loan Level dataset with the Home Mortgage Disclosure dataset. Under both of my empirical approaches I find that rising tax rates raise mortgage interest rates, and translate these results into the incidence results that lenders capture between 3.2% and 9.3% of the benefit of the mortgage interest deduction.

7 facts about Americans and taxes

Spring reliably brings a whirlwind of number-crunching and form-filing as Americans finish their tax returns. Altogether, the IRS expects to process more than 160 million individual and business tax returns this season.

Ahead of Tax Day on April 15, here are seven facts about Americans and federal taxes, drawn from Pew Research Center surveys and analyses of federal data.

Ahead of Tax Day 2024, Pew Research Center sought to understand Americans’ views of the federal tax system and outline some of its features.

The public opinion data in this analysis comes from Pew Research Center surveys. Links to these surveys, including details about their methodologies, are available in the text.

The external data comes from the U.S. Office of Management and Budget and the IRS Data Book . Data is reported by fiscal year, which for the federal government begins Oct. 1 and ends Sept. 30. For example, fiscal 2024 began Oct. 1, 2023, and ends Sept. 30, 2024.

A majority of Americans feel that corporations and wealthy people don’t pay their fair share in taxes, according to a Center survey from spring 2023 . About six-in-ten U.S. adults say they’re bothered a lot by the feeling that some corporations (61%) and some wealthy people (60%) don’t pay their fair share.

Democrats are far more likely than Republicans to feel this way. Among Democrats and Democratic-leaning independents, about three-quarters say they’re bothered a lot by the feeling that some corporations (77%) and some wealthy people (77%) don’t pay their fair share. Much smaller shares of Republicans and GOP leaners share these views (46% say this about corporations and 43% about the wealthy).

Meanwhile, about two-thirds of Americans (65%) support raising tax rates on large businesses and corporations, and a similar share (61%) support raising tax rates on households with annual incomes over $400,000. Democrats are much more likely than Republicans to say these tax rates should increase.

Just over half of U.S. adults feel they personally pay more than what is fair, considering what they get in return from the federal government, according to the same survey.

This sentiment has grown more widespread in recent years: 56% of Americans now say they pay more than their fair share in taxes, up from 49% in 2021. Roughly a third (34%) say they pay about the right amount, and 8% say they pay less than their fair share.

Republicans are more likely than Democrats to say they pay more than their fair share (63% vs. 50%), though the share of Democrats who feel this way has risen since 2021. (The share among Republicans is statistically unchanged from 2021.)

Many Americans are frustrated by the complexity of the federal tax system, according to the same survey. About half (53%) say its complexity bothers them a lot. Of the aspects of the federal tax system that we asked about, this was the top frustration among Republicans – 59% say it bothers them a lot, compared with 49% of Democrats.

Undeniably, the federal tax code is a massive document, and it has only gotten longer over time. The printed 2022 edition of the Internal Revenue Code clocks in at 4,192 pages, excluding front matter. Income tax law alone accounts for over half of those pages (2,544).

The public is divided in its views of the IRS. In a separate spring 2023 Center survey , 51% of Americans said they have an unfavorable opinion of the government tax agency, while 42% had a favorable view of the IRS. Still, of the 16 federal agencies and departments we asked about, the IRS was among the least popular on the list.

  • Among Democrats, it’s 53% favorable and 40% unfavorable.

On balance, Democrats offer much more positive opinions than Republicans when it comes to most of the federal agencies we asked about. Even so, the IRS ranks near the bottom of their list.

Individual income taxes are by far the government’s largest single source of revenue, according to estimates from the Office of Management and Budget (OMB).

The federal government expects to collect about $2.5 trillion in individual income taxes in fiscal year 2024. That accounts for nearly half (49%) of its total estimated receipts for the year. The next largest chunk comes from Social Security taxes (including those for disability and retirement programs), which are projected to pull in $1.2 trillion this fiscal year (24%).

By comparison, corporate income taxes are estimated to bring in $612.8 billion, or 12% of this fiscal year’s federal receipts. And excise taxes – which include things like transportation trust fund revenue and taxes on alcohol, tobacco and crude oil – are expected to come to $99.7 billion, or 2% of receipts.

American tax dollars mostly go to social services. Human services – including education, health, Social Security, Medicare, income security and veterans benefits – together will account for 66% ($4.6 trillion) of federal government spending in fiscal 2024, according to OMB estimates.

An estimated 13% ($907.7 billion) will go toward defense spending. Another 13% ($888.6 billion) will repay net interest on government debt, and 10% ($726.9 billion) will fund all other functions, including energy, transportation, agriculture and more.

The vast majority of Americans e-file their taxes, according to IRS data . In fiscal 2022, 150.6 million individual federal income tax returns were filed electronically, accounting for 94% of all individual filings that year.

Unsurprisingly, e-filing has become more popular since the turn of the century. Fiscal 2000, the earliest year for which comparable data is available, saw 35.4 million individual income tax returns filed electronically (including those filed over the phone). These accounted for just 28% of individual filings that year.

By fiscal 2005, more than half of individual income tax returns (52%) were filed electronically.

Here is an exemplar essay plan to a question on the possible macroeconomic impact of a rise in the tax burden.

Macro Impact of Tax Increases on UK Economy

At the Budget in March 2021 the Chancellor announced a phasedrise in UK corporation tax from 19 per cent to 25 per cent, and froze income tax thresholds for five years, raising £17 billion per year and £8 billion per year respectively. The Government has also temporarily increased the rate of National Insurance by 1.25 percentage points, and will introduce a new Health and Social Care Levy from 2024 onwards raising £17 billion per year. These tax rises are forecast to take the UK tax burden to a historically high level. The tax burden is forecast to rise from 33 per cent of GDP recorded before the pandemic in 2019 to 36 per cent of GDP by 2026 – its highest level since the early 1950s.

Government borrowing surged from £57 billion in 2019 to over £300 billion in 2020. At the end of 2021, the National Debt was 96% of GDP. Prior to the pandemic, in November 2019, the debt-to-GDP ratio was 81%.

Evaluate the macroeconomic impacts of an increase in the tax burden on the UK economy. (25 marks)

KAA Point 1

One possible impact of the phased rise in corporation tax from 19% to 25% could be to reduce the level of capital spending by domestic firms and also make the UK economy a less attractive venue for inward FDI. This is because higher corporation tax reduces the post-tax return on investments such as new plant and machinery and factories . Assuming businesses will only go ahead with a project if the expected real return is high enough, a fall in investment would lead to a lower level of aggregate demand (C+I+G+X-M) which in turn will cause weaker economic growth and perhaps also hit productivity since the economy might have a smaller and older capital stock which breaks down more frequently.

Evaluation Point 1

However, many factors influence planned investment spending. These factors include interest rates on corporate loans, the pace of technological change and other tax decisions by the government including the recent super-deduction tax incentive. Under the super-deduction, for every £100,000 a company invests, their taxes are cut by up to £25,000. This has been important for many small businesses. If the economy is still growing and unit labour costs and the exchange rate remain competitive, then a steady rise in corporation tax back towards 25% might have only a limited impact on domestic investment and FDI. For example, corporation tax in Germany is 30 per cent – higher than the UK.

KAA Point 2

A second possible impact of a rise in taxes is a slowdown in consumer spending leading to a rise in unemployment. The extract says that freezing of income tax allowances will raise £8 billion in extra tax and this will then reduce the real disposable income of millions of households which is the main determinant of their spending power. Freezing tax allowances creates something called “fiscal drag” which is a rise in tax as people get wage increases. The jump in national insurance contributions is another direct tax on incomes and it is also paid by employers, which means that many businesses will experience an increase in the costs of employing extra workers. Some may look to control costs by reducing employment and hours for existing workers which will reduce economic growth.

Evaluation Point 2

However, in evaluation, the extract mentions that the pandemic lead to a five-fold in the budget deficit from £57 billion in 2019 to over £300 billion in 2020 and the size of the nationaldebt has expanded by 16% of GDP over the same period. One might argue that a higher tax burden is needed now to helpimprove government finances to ensure that the fiscal deficit has come down before the next recession. A high budget deficit and rising national debt can lead to rising bond yields and higher taxes in the future which could damage prospects for investment and the UK’s international competitiveness.

Final Reasoned Judgement

Overall, the UK government’s decision to raise the tax burden seems to a calculated risk that the economy will be sufficiently strong as the UK emerges from the pandemic and that households and businesses can cope with rising taxes. Some might argue that a rising tax burden is needed now to help pay for growing NHS and social care spending in the post-covid pandemic period. Others believe that there are alternative ways of raising taxes including a windfall tax on the supernormal profits of energy companies and tougher measures to address corporate tax avoidance which is estimated to cost the UK government billions of pounds of lost tax revenue each year.

The length of time you should keep a document depends on the action, expense, or event which the document records. Generally, you must keep your records that support an item of income, deduction or credit shown on your tax return until the period of limitations for that tax return runs out.

The period of limitations is the period of time in which you can amend your tax return to claim a credit or refund, or the IRS can assess additional tax. The information below reflects the periods of limitations that apply to income tax returns. Unless otherwise stated, the years refer to the period after the return was filed. Returns filed before the due date are treated as filed on the due date.

Note: Keep copies of your filed tax returns. They help in preparing future tax returns and making computations if you file an amended return.

Period of Limitations that apply to income tax returns

  • Keep records for 3 years if situations (4), (5), and (6) below do not apply to you.
  • Keep records for 3 years from the date you filed your original return or 2 years from the date you paid the tax, whichever is later, if you file a claim for credit or refund after you file your return.
  • Keep records for 7 years if you file a claim for a loss from worthless securities or bad debt deduction.
  • Keep records for 6 years if you do not report income that you should report, and it is more than 25% of the gross income shown on your return.
  • Keep records indefinitely if you do not file a return.
  • Keep records indefinitely if you file a fraudulent return.
  • Keep employment tax records for at least 4 years after the date that the tax becomes due or is paid, whichever is later.

The following questions should be applied to each record as you decide whether to keep a document or throw it away.

Are the records connected to property?

Generally, keep records relating to property until the period of limitations expires for the year in which you dispose of the property. You must keep these records to figure any depreciation, amortization, or depletion deduction and to figure the gain or loss when you sell or otherwise dispose of the property.

If you received property in a nontaxable exchange, your basis in that property is the same as the basis of the property you gave up, increased by any money you paid. You must keep the records on the old property, as well as on the new property, until the period of limitations expires for the year in which you dispose of the new property.

What should I do with my records for nontax purposes?

Paying Taxes Essay

This is an IELTS  Paying Taxes Essay.  In nearly all countries people have to pay some kind of taxes.

In this essay you have to decide whether you agree or disagree with the opinion that everyone should be able to keep their money rather than paying money to the government. 

Here is the question:

Some people believe that they should be able to keep all the money they earn, and should not have to pay tax to the state.

To what extent do you agree or disagree?

Considering Both Sides

A good answer that looks at all the issues presented in the question would consider the following points:

  • Why people may want to keep all the money they earn
  • Why people should have to pay money to the state

Paying Taxes Essay

Those are the two sides, so you should brainstorm some ideas around those two questions/opposing opinions before you start to write.

And of course it is very important to make sure you are very clear what your opinion is .

Now take a look at the paying taxes essay model answer.

You should spend about 40 minutes on this task.

Write about the following topic:

Give reasons for your answer and include any relevant examples from your own experience or knowledge.

Write at least 250 words.

Model Answer

People work hard and earn money which ideally they would like to retain for themselves. However, a significant portion of this usually has to be given to the state. In my view, it is right that people pay their fair share of taxes. 

Money is everything in today’s world. This is because money is used to buy all the necessities such as food, water, and shelter. Money is also used to help a family’s children in the form of school fees and other activities. In addition to this, people do not only need money to cater for their necessities, but also for future investments. The more that people have to invest, the more they believe they can accumulate in the long term. As a result, many are reluctant to lose some of their income through the deduction of tax. 

Nevertheless, citizens should be obliged to pay taxes to the government for a number of reasons. They should accept that the taxes they pay help the government offer them the public services all over the country. These public services are things such as the construction of roads, bridges, public hospitals, parks and other public services. The same tax money helps the country’s economy to be stable. Through taxes, the government can also pay off its debts. In short, money received through taxes is a way of ensuring that people have comfortable livelihoods.

In conclusion, even though many people think that they should not pay taxes, that money is useful to the stability of any country. Therefore, people should not avoid paying taxes as it may affect the country’s economy and services that it provides.

  • The first body paragraph explains the reasons why people may not want to pay tax and the second body paragraph explains why it is important to pay.
  • Reasons and examples are given to support the ideas.
  • The writer’s opinion is also very clear. It is presented in the thesis statement and repeated in the conclusion. It is explained in body paragraph two.

Coherence and Cohesion

  • The paying taxes essay is well organized. Each of the main points is explained in a separate paragraph and a logical argument is presented to support the writer’s opinion.
  • Cohesion is also maintained by good uses of linking words to join the ideas and paragraphs.

Lexical Resource

There is some good use of vocabulary and collocations and spelling and word forms are correct.
