This kind of conclusion usually draws on emotion to make its appeal, but while this emotion and even sentimentality may be very heartfelt, it is usually out of character with the rest of an analytical paper. A more sophisticated commentary, rather than emotional praise, would be a more fitting tribute to the topic. Example: Because of the efforts of fine Americans like Frederick Douglass, countless others have seen the shining beacon of light that is education. His example was a torch that lit the way for others. Frederick Douglass was truly an American hero.
  • The “Grab Bag” Conclusion. This kind of conclusion includes extra information that the writer found or thought of but couldn’t integrate into the main paper. You may find it hard to leave out details that you discovered after hours of research and thought, but adding random facts and bits of evidence at the end of an otherwise-well-organized essay can just create confusion. Example: In addition to being an educational pioneer, Frederick Douglass provides an interesting case study for masculinity in the American South. He also offers historians an interesting glimpse into slave resistance when he confronts Covey, the overseer. His relationships with female relatives reveal the importance of family in the slave community.

Learn about the elements of a successful essay conclusion.

The conclusion is a very important part of your essay. Although it is sometimes treated as a roundup of all of the bits that didn’t fit into the paper earlier, it deserves better treatment than that! It's the last thing the reader will see, so it tends to stick in the reader's memory. It's also a great place to remind the reader exactly why your topic is important. A conclusion is more than just "the last paragraph"—it's a working part of the paper. This is the place to push your reader to think about the consequences of your topic for the wider world or for the reader's own life!

A good conclusion should do a few things:

Restate your thesis

Synthesize or summarize your major points

Make the context of your argument clear

Restating Your Thesis

You've already spent time and energy crafting a solid thesis statement for your introduction, and if you've done your job right, your whole paper focuses on that thesis statement. That's why it's so important to address the thesis in your conclusion! Many writers choose to begin the conclusion by restating the thesis, but you can put your thesis into the conclusion anywhere—the first sentence of the paragraph, the last sentence, or in between. Here are a few tips for rephrasing your thesis:

Remind the reader that you've proven this thesis over the course of your paper. For example, if you're arguing that your readers should get their pets from animal shelters rather than pet stores, you might say, "If you were considering that puppy in the pet-shop window, remember that your purchase will support 'puppy mills' instead of rescuing a needy dog, and consider selecting your new friend at your local animal shelter." This example gives the reader not only the thesis of the paper, but a reminder of the most powerful point in the argument!

Revise the thesis statement so that it reflects the relationship you've developed with the reader during the paper. For example, if you've written a paper that targets parents of young children, you can find a way to phrase your thesis to capitalize on that—maybe by beginning your thesis statement with, "As a parent of a young child…"

Don’t repeat your thesis word for word—make sure that your new statement is an independent, fresh sentence!

Summary or Synthesis

This section of the conclusion might come before the thesis statement or after it. Your conclusion should remind the reader of what your paper actually says! The best conclusion will include a synthesis, not just a summary—instead of a mere list of your major points, the best conclusion will draw those points together and relate them to one another so that your reader can apply the information given in the essay. Here are a couple of ways to do that:

Give a list of the major arguments for your thesis (usually, these are the topic sentences of the parts of your essay).

Explain how these parts are connected. For example, in the animal-shelter essay, you might point out that adopting a shelter dog helps more animals because your adoption fee supports the shelter, which makes your choice more socially responsible.

One of the most important functions of the conclusion is to provide context for your argument. Your reader may finish your essay without a problem and understand your argument without understanding why that argument is important. Your introduction might point out the reason your topic matters, but your conclusion should also tackle this questions. Here are some strategies for making your reader see why the topic is important:

Tell the reader what you want him or her to do. Is your essay a call to action? If so, remind the reader of what he/she should do. If not, remember that asking the reader to think a certain way is an action in itself. (In the above examples, the essay asks the reader to adopt a shelter dog—a specific action.)

Explain why this topic is timely or important. For example, the animal-shelter essay might end with a statistic about the number of pets in shelters waiting for adoption.

Remind the readers of why the topic matters to them personally. For example, it doesn’t matter much if you believe in the mission of animal shelters, if you're not planning to get a dog; however, once you're looking for a dog, it is much more important. The conclusion of this essay might say, "Since you’re in the market for a dog, you have a major decision to make: where to get one." This will remind the reader that the argument is personally important!

If you’re a student writing an essay or research paper, it’s important to make sure your points flow together well. You’ll want to use connecting words (known formally as transition signals) to do this. Transition signals like thus , also , and furthermore link different ideas, and when you get to the end of your work, you need to use these to mark your conclusion. Read on to learn more about transition signals and how to use them to conclude your essays.

Transition Signals

Transition signals link sentences together cohesively, enabling easy reading and comprehension. They are usually placed at the beginning of a sentence and separated from the remaining words with a comma. There are several types of transition signals, including those to:

●  show the order of a sequence of events (e.g., first, then, next)

●  introduce an example (e.g., specifically, for instance)

●  indicate a contrasting idea (e.g., but, however, although)

●  present an additional idea (e.g., also, in addition, plus)

●  indicate time (e.g., beforehand, meanwhile, later)

●  compare (e.g., likewise, similarly)

●  show cause and effect (e.g., thus, as a result)

●  mark the conclusion – which we’ll focus on in this guide.

When you reach the end of an essay, you should start the concluding paragraph with a transition signal that acts as a bridge to the summary of your key points. Check out some concluding transition signals below and learn how you can use them in your writing.

This is a particularly versatile closing statement that can be used for almost any kind of essay, including both formal and informal academic writing. It signals to the reader that you will briefly restate the main idea. As an alternative, you can begin the summary with “to close” or “in conclusion.” In an argumentative piece, you can use this phrase to indicate a call to action or opinion:

A simple and informal metaphor to begin a conclusion, “in a nutshell” prepares the reader for a summary of your paper. It can work in narratives and speeches but should be avoided in formal situations.

To recap an idea at the end of a critical or descriptive essay, you can use this phrase at the beginning of the concluding paragraph. “Overall” means “taking everything into account,” and it sums up your essay in a formal way. If you want a body paragraph to be effective, you need to conclude it properly — a closing sentence is as imperative as a conclusion is to an essay or a research paper. Closing or concluding sentences act like a concluding paragraph in an essay and review the points you made in the paragraph. To effectively conclude a paragraph, restate your topic sentence and include what you taught the reader. Tailor the sentence to the type of essay you’re writing, whether it’s a persuasive or compare and contrast essay.

Reviewing Your Paragraph

Step 1 Reread what you’ve written.

  • Focus on what you lay out in the topic sentence.
  • Note your evidence and details.

Step 2 Focus on the main idea.

  • If your topic sentence reads, “Cats may be small, but they’re mighty predators,” then your main idea is that cats are big hunters.
  • Your concluding statement should show how your paragraph supported the idea that cats are big predators. For example, a closing statement might read, “Based on these statistics, cats are predators who hunt frequently and decrease the area bird population.”

Step 3 Summarize your ideas.

  • For example, the closing statement above, “Based on these statistics, cats are predators who hunt frequently and decrease the area bird population,” reminds the reader that the paragraph just provided statistics about how often cats hunt and how they impact the local bird population. These details support the main idea, and the writer has mentioned both.

Drafting a Closing Statement

Step 1 Begin the sentence with a signal word, if desired.

  • Consequently

Step 2 Restate the topic sentence.

  • An example topic sentence might read: “Cats are natural predators because they enjoy hunting and will even hunt for sport.”
  • Your concluding statement for this paragraph might read: “As a result of their continued hunts even after they’re domesticated and provided cat food, cats are proven to be natural predators.”

Step 3 Reassert your point in a persuasive essay.

  • As an example, “The data shows that cats hunt even when they have steady meals, which proves that they are natural hunters.”

Step 4 Focus on the similarities and differences in a compare and contrast essay.

  • For example, “As the data shows, feral cats hunt 140% more than domestic cats.”

Step 5 Show how the facts are related in a cause and effect essay.

  • For example, “Consequently, homes that own cats have fewer birds living in their yards.”

Step 6 Sum up your facts in an informative essay.

Avoiding Common Errors

Step 1 Avoid using the words “I” or “my” in your closing statement.

  • You also want to avoid the word “you.” For example, don’t say, “As you can see” in your concluding sentence.
  • There are some exceptions, such as if you’re writing an introductory paragraph or an opinion essay.

Step 2 Stay away from minor details.

  • Reread your concluding statement, then compare it to your paragraph. Do you reference one detail but not another? If it does, rewrite the sentence to address the main points, not the subpoints.

Step 3 Write a statement that serves a purpose.

  • A poor closing statement might read: “As you can see, the evidence suggests that cats like to hunt."
  • A better closing statement could read: “Based on the data, cats look for opportunities to hunt for sport, proving they are natural predators."

Sometimes, transitional words can help readers see how ideas are connected. But it’s not enough to just include a “therefore,” “moreover,” “also,” or “in addition.” You should choose these words carefully to show your readers what kind of connection you are making between your ideas.

To decide which transitional word to use, start by identifying the relationship between your ideas. For example, you might be

But before you signal comparison, ask these questions: Do your readers need another example of the same thing? Is there a new nuance in this next point that distinguishes it from the previous example?   • expressing agreement or disagreement When you are making an argument, you need to signal to readers where you stand in relation to other scholars and critics. You may agree with another person’s claim, you may want to concede some part of the argument even if you don’t agree with everything, or you may disagree. Transitional words that signal agreement, concession, and disagreement include however, nevertheless, actually, still, despite, admittedly, still, on the contrary, nonetheless .
  • showing cause and effect Transitional phrases that show cause and effect include therefore, hence, consequently, thus, so. Before you choose one of these words, make sure that what you are about to illustrate is really a causal link. Novice writers tend to add therefore and hence when they aren’t sure how to transition; you should reserve these words for when they accurately signal the progression of your ideas.
  • explaining or elaborating Transitions can signal to readers that you are going to expand on a point that you have just made or explain something further. Transitional words that signal explanation or elaboration include in other words, for example, for instance, in particular, that is, to illustrate, moreover .
  • drawing conclusions You can use transitions to signal to readers that you are moving from the body of your argument to your conclusions. Before you use transitional words to signal conclusions, consider whether you can write a stronger conclusion by creating a transition that shows the relationship between your ideas rather than by flagging the paragraph simply as a conclusion. ‘Indefensible’: UK prisoner jailed for 23 months killed himself after being held for 17 years

Coroner condemns ‘inhumane’ imprisonment for public protection sentences that have no end date for release

A senior coroner has condemned the “inhumane” and “indefensible” treatment of a man who killed himself 17 years into an indefinite prison sentence. Tom Osborne, the senior coroner for Milton Keynes, said Scott Rider had given up all hope of release before he took his own life at HMP Woodhill in June 2022.

He had been serving an imprisonment for public protection (IPP) sentence after being convicted of grievous bodily harm in 2005. The sentence had a minimum term of 23 months but no end date.

Days before he died, Rider told a prison worker that he had lost hope he would ever be freed. He said it was “disgusting” that he was still locked up, that his crime had not warranted a never-ending punishment, and that the IPP sentence had ruined his life. “He did things wrong and he deserved to be punished but he didn’t deserve that,” his sister, Michelle Mahon, said.

Osborne, who led the investigation into Rider’s death, has now written to the Ministry of Justice (MoJ) calling for a review of all prisoners serving IPP sentences.

The controversial punishment was introduced in 2005 and scrapped in 2012 after widespread criticism. But it was not abolished retrospectively and almost 3,000 people given IPPs remain in prison today. The sentences do not have an end date, with prisoners remaining in custody until they can prove they don’t pose a risk.

Many of those on IPPs were convicted for low-level crimes such as theft, including one person who has spent 12 years in prison after stealing a mobile phone. Even if IPP prisoners are released, they remain on licence with the threat of the sentence being reactivated at any time.

In a prevention of future deaths report sent to the prisons minister, Edward Argar, Osborne warned that without urgent action more people could die. He said he had been told by the governor of Woodhill that she believed IPPs were “indefensible” and that she and her fellow governors would welcome an intervention.

“One has to conclude that his treatment was inhumane and indefensible and that if action is not taken to review all prisoners sentenced to IPP then there is a risk of further deaths occurring,” he wrote of Rider’s case.

Rider’s sister said that the sentence robbed her brother “of the chance to have a family and the chance to turn his life around”.

Michelle Mahon, Scott Rider’s sister, is campaigning for IPP sentences to be reviewed.

She said that growing up, her brother had been the “golden child” but that in his teens he began using drugs and racked up convictions for crimes, including theft and burglary.

In 2003, Rider was jailed for assaulting their father. He was later released and, Mahon says, went on to clean his life up and find a girlfriend. But in 2005, while still on licence for the earlier offence, he was arrested again after assaulting a colleague and given an IPP sentence with a minimum tariff of 23 months.

Mahon, a nurse from Durham from whom he was estranged, only found out he was serving an IPP sentence after he died. She said she had never heard of them before and was stunned that it meant the length of his punishment lay in the hands of a parole board rather than a judge.

She is now campaigning for the cases of all IPP prisoners to be reviewed. “I do not condone what Scott has done. In 17 years, he committed 47 offences and was convicted of 22. But I think these sentences are inhumane and they need to be abolished. To get a 23-month sentence and serve 17 years… how can they justify it?” Mahon said.

She said she felt her brother had been punished for disengaging with the system. Over his 17-and-a-half years behind bars, Rider transferred between prisons repeatedly; was abusive to staff; and had appeared depressed. In 2018, he was convicted of racially aggravated harassment of a prison officer.

In May 2022 he told a prison worker that he felt Woodhill prison was “despicable” and that he was “going insane”. He refused to engage with the parole process. By the time of his death in June 2022, he had been self-isolating in his cell for 200 days and had stopped showering. The inquest into Rider’s death heard it was common for IPP prisoners to display “challenging behaviours” and that they often felt “trapped”.

Mahon said: “How can they justify rejecting parole just because on the day he’s supposed to meet the parole board he’s woken up in a bad mood and told them to eff off? That to me cries mental health… so why should he be kept in prison for that?”

Official figures published last week show 2,796 people given IPPs remain in prison today. Of those, 1,179 have never been released and 705 are more than 10 years beyond their original sentence.

Campaigners have described IPPs as a “death sentence by the back door”. The rate of self-harm among IPP prisoners is more than twice that of the general prison population and there have been 90 self-inflicted deaths of prisoners on IPPs in custody since they were introduced in April 2005, according to the United Group for Reform of IPP. The figures do not include suicides in the community.

One person still serving an IPP sentence, Wayne Gregory from Swansea, said the punishment had affected “every aspect of my life, physical and mental health and progression out of prison”.

Gregory was jailed in 2007 after admitting wounding and common assault and should have been in prison for under three years, but remains there today.

Campaigners supporting him say he is “trapped in a cycle” of severe anxiety and self-harm. In one incident, Wayne wrote that “IPP killed me” on his cell wall in his own blood. In a letter detailing his situation, he said he wanted to be a voice for IPP prisoners and was optimistic things would change. “I won’t be silent,” he said.

The MoJ has so far resisted calls to review the cases of existing IPP prisoners. It said 185 IPP prisoners had been released in the year to March 2024 and that numbers had reduced by three-quarters since the sentences were scrapped in 2012.

But a spokesperson said that retrospectively changing sentences posed a risk to public safety because it meant people who the parole board had deemed unsafe for release, “many of whom have committed serious violent or sexual offences, would leave prison without probation supervision and support”. It must respond to the coroner’s report by 23 May.

Richard Garside, the director of the Centre for Crime and Justice Studies, said there was no reason why post-release supervision and support could not be written into legislation for people on IPPs. He said it was certainly the case that some had committed serious crimes but this did not mean it was OK “that they are languishing in prison years after the tariff”.

Lord Blunkett, who introduced IPPs while home secretary in Tony Blair’s government, has also called for reform. In 2021, a year before Rider’s suicide, he told the Lords: “I got it wrong. The government now have the chance to get it right.”

U.S. tourist faces 12 years in prison after taking ammunition to Turks and Caicos

An Oklahoma man faces up to 12 years in prison on a Caribbean island after customs officials found ammunition in his luggage.

Ryan Watson traveled to Turks and Caicos with his wife, Valerie, to celebrate his 40th birthday on April 7. They went with two friends who had also turned 40.

The vacation came to an abrupt end when airport staff members found a zip-close bag containing bullets in the couple's carry-on luggage. Watson said it was hunting ammunition he had accidentally brought with him — but under a strict law in Turks and Caicos, a court may still impose a mandatory 12-year sentence.

"They were hunting ammunition rounds that I use for whitetail deer," Watson told NBC Boston in an interview conducted last week that aired after their first court appearance Tuesday.

"I recognized them, and I thought, 'Oh, man, what a bonehead mistake that I had no idea that those were in there,'" he said.

The couple were arrested and charged with possession of ammunition. Authorities seized their passports and explained the penalties they faced.

Valerie Watson said in the interview: "When I heard that, I immediately was terrified, because I was like we can't both be in prison for 12 years. We have kids at home, and this is such an innocent mistake."

The charges against her were dropped, and she returned home to Oklahoma City on Tuesday after the court hearing to be reunited with her two young children.

"Our goal is to get Ryan home, because we can’t be a family without Dad," she said.

The couple also spoke about the financial burden of a much longer-than-planned trip. "This is something that we may never recover from," Ryan Watson said.

The U.S. Embassy in the Bahamas issued a warning to travelers in September about a law that strongly prohibits possession of firearms or ammunition in Turks and Caicos, an overseas British territory southeast of the Bahamas that is a popular vacation spot.

It said: "We wish to remind all travelers that declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into TCI [Turks and Caicos Islands] and will result in your arrest."

The embassy added: "If you bring a firearm or ammunition into TCI, we will not be able to secure your release from custody."

The embassy and the government in Turks and Caicos did not immediately respond to requests for comment.

The same thing happened to another American, Bryan Hagerich, of Pennsylvania, who was arrested after ammunition was found in his luggage before he tried to board a flight out of Turks and Caicos in February. He said he accidentally left it in his bag.

Hagerich was on a family vacation with his wife and two young children but has now been in the country for 70 days. He spent eight days in prison before he posted bail.

"It’s incredibly scary. You know, you just don’t know what the next day may bring — you know, what path this may take," Hagerich told NBC Boston.

"You know, it’s certainly a lot different than packing your bags and going away with your family for a few days. It’s been the worst 70 days of my life," he said.

Hagerich, once a professional baseball player, was drafted by the Florida Marlins in the MLB 2007 June amateur draft from the University of Delaware.

His case goes to trial May 3.

Could Trump Go to Prison? If He Does, the Secret Service Goes, Too

Officials have had preliminary discussions about how to protect the former president in the unlikely event that he is jailed for contempt during the trial.

The U.S. Secret Service is in the business of protecting the president, whether he’s inside the Oval Office or visiting a foreign war zone.

But protecting a former president in prison? The prospect is unprecedented. That would be the challenge if Donald J. Trump — whom the agency is required by law to protect around the clock — is convicted at his criminal trial in Manhattan and sentenced to serve time.

Even before the trial’s opening statements, the Secret Service was in some measure planning for the extraordinary possibility of a former president behind bars. Prosecutors had asked the judge in the case to remind Mr. Trump that attacks on witnesses and jurors could land him in jail even before a verdict is rendered.

(The judge, who held a hearing Tuesday morning to determine whether Mr. Trump should be held in contempt for violating a gag order, is far more likely to issue a warning or impose a fine before taking the extreme step of jailing the 77-year-old former president. It was not immediately clear when he would issue his ruling.)

Last week, as a result of the prosecution’s request, officials with federal, state and city agencies had an impromptu meeting about how to handle the situation, according to two people with knowledge of the matter.

That behind-the-scenes conversation — involving officials from the Secret Service and other relevant law enforcement agencies — focused only on how to move and protect Mr. Trump if the judge were to order him briefly jailed for contempt in a courthouse holding cell, the people said.

The far more substantial challenge — how to safely incarcerate a former president if the jury convicts him and the judge sentences him to prison rather than home confinement or probation — has yet to be addressed directly, according to some of a dozen current and former city, state and federal officials interviewed for this article.

That’s at least in part because if Mr. Trump is ultimately convicted, a drawn-out and hard-fought series of appeals, possibly all the way up to the U.S. Supreme Court, is almost a certainty. That would most likely delay any sentence for months if not longer, said several of the people, who noted that a prison sentence was unlikely.

But the daunting challenge remains. And not just for Secret Service and prison officials, who would face the logistical nightmare of safely incarcerating Mr. Trump, who is also the presumptive Republican nominee for President.

“Obviously, it’s uncharted territory,” said Martin F. Horn, who has worked at the highest levels of New York’s and Pennsylvania’s state prison agencies and served as commissioner of New York City’s correction and probation departments. “Certainly no state prison system has had to deal with this before, and no federal prison has had to either.”

Steven Cheung, the communications director for Mr. Trump’s campaign, said the case against the former president was “so spurious and so weak” that other prosecutors had refused to bring it, and called it “an unprecedented partisan witch hunt.”

“That the Democrat fever dream of incarcerating the nominee of the Republican Party has reached this level exposes their Stalinist roots and displays their utter contempt for American democracy,” he said.

Protecting Mr. Trump in a prison environment would involve keeping him separate from other inmates, as well as screening his food and other personal items, officials said. If he were to be imprisoned, a detail of agents would work 24 hours a day, seven days a week, rotating in and out of the facility, several officials said. While firearms are obviously strictly prohibited in prisons, the agents would nonetheless be armed.

Former corrections officials said there were several New York state prisons and city jails that have been closed or partly closed, leaving wings or large sections of their facilities empty and available. One of those buildings could serve to incarcerate the former president and accommodate his Secret Service protective detail

Anthony Guglielmi, the spokesman for the Secret Service in Washington, declined in a statement to discuss specific “protective operations.” But he said that federal law requires Secret Service agents to protect former presidents, adding that they use state-of-the-art technology, intelligence and tactics to do so.

Thomas J. Mailey, a spokesman for New York State’s prison agency, said his department couldn’t speculate about how it would treat someone who has not yet been sentenced, but that it has a system “to assess and provide for individuals’ medical, mental health and security needs.” Frank Dwyer, a spokesman for the New York City jails agency, said only that “the department would find appropriate housing” for the former president.

The trial in Manhattan, one of four criminal cases pending against Mr. Trump and possibly the only one that will go to a jury before the election, centers on accusations he falsified records to cover up a sex scandal involving a porn star. The former president is charged with 34 counts of felony falsifying business records. If convicted, the judge in the case, Juan M. Merchan, could sentence him to punishments ranging from probation to four years in state prison, though for a first-time offender of Mr. Trump’s age, such a term would be extreme.

If Mr. Trump is convicted, but elected president again, he could not pardon himself because the prosecution was brought by New York State.

Under normal circumstances, any sentence of one year or less, colloquially known as “city time,” would generally be served on New York City’s notorious Rikers Island, home to the Department of Correction’s seven jails. (That’s where Mr. Trump’s former chief financial officer, Allen H. Weisselberg, 76, is currently serving his second five-month sentence for crimes related to his work for his former boss.)

Any sentence of more than a year, known as state time, would generally be served in one of the 44 prisons run by New York State’s Department of Corrections and Community Supervision.

The former president could also be sentenced to a term of probation, raising the bizarre possibility of the former commander in chief reporting regularly to a civil servant at the city’s Probation Department.

He would have to follow the probation officer’s instructions and answer questions about his work and personal life until the term of probation ended. He would also be barred from associating with disreputable people, and if he committed any additional crimes, he could be jailed immediately.

American tourist facing possible 12-year prison sentence after ammo found in luggage in Turks and Caicos

Valerie Watson returned to Oklahoma City's Will Rogers World Airport in tears on Tuesday morning in a drastic departure from how she imagined her long weekend trip to Turks and Caicos would end.

Watson is home, but her husband, Ryan Watson, was jailed on the island and is facing a potential mandatory minimum sentence of 12 years behind bars after airport security allegedly found four rounds of hunting ammo in his carry-on bag earlier this month. 

"We were trying to pack board shorts and flip flops," Valerie Watson told CBS News. "Packing ammunition was not at all our intent."

Valerie Watson, who learned Sunday she would not be charged and would be allowed to return home, said the trip "went from what was supposed to be a dream vacation to a nightmare."

Ryan Watson was released on bail after two nights , but must remain on the island and check in with police twice a week.

The Watsons are not the only ones going through this ordeal.

Bryan Hagerich is awaiting trial after ammo was found in the Pennsylvania man's checked bag in February.

"I subsequently spent eight nights in their local jail. Some of the darkest, hardest times of my life, quite frankly," Hagerich said. "These last 70 days have been kind of a roller coaster, just the pain and suffering of having your family at home and I'm here."

Possessing a gun or ammunition is prohibited in Turks and Caicos, but tourists were previously often able to just pay a fine. In February, however, a court order mandated that even tourists in the process of leaving the country are subject to prison time.

Since November 2022, eight firearms and ammunition prosecutions in total have been brought involving tourists from the United States, three of which are currently before the court with each of the defendants on bail.

Last year, a judge found Michael Grim from Indiana had "exceptional circumstances" when he pleaded guilty to accidentally having ammunition in his checked bag. He served almost six months in prison. 

"No clean running water. You're kind of exposed to the environment 24/7," he told CBS News. "Mosquitoes and tropical illnesses are a real concern. There's some hostile actors in the prison."

The judge was hoping to send a message to other Americans. 

"[His] sentencing was completely predicated on the fact that I was an American," Grim said. 

The U.S. embassy last September posted a travel alert online, warning people to "check your luggage for stray ammunition," noting it would "not be able to secure your release from custody."

In a statement, a State Department spokesperson told CBS News, "We are aware of the arrest of U.S. citizens in Turks and Caicos.  When a U.S. citizen is arrested overseas, we stand ready to provide all appropriate consular assistance. In a foreign country, U.S. citizens are subject to that country's laws, even if they differ from those in the United States." 

Last year, TSA found a record 6,737 guns at airport security checkpoints, and most of them were loaded.  

"I can't even begin to think that this very innocent, regrettable mistake would prevent me from being able to watch my son graduate or teach him to shave or take my daughter to dances," Ryan Watson said. "It's just unfathomable. I do not — I can't process it."

The Turks and Caicos government responded to CBS News in a lengthy statement confirming the law and reiterating that, even if extenuating circumstances are found to be present, the judge is required to mandate prison time.

NEW ORLEANS (AP) — The man who fatally shot retired NFL star Will Smith during a confrontation following a car crash in 2016 received a 25-year prison sentence Thursday in a New Orleans courtroom.

It was the second time Cardell Hayes, 36, had faced sentencing in Smith’s death. He was convicted of manslaughter in December 2016 and later sentenced to 25 years. But the jury vote had been 10-2 and the conviction was later tossed after the U.S. Supreme Court outlawed such non-unanimous verdicts.

After a new trial, Hayes was convicted by a unanimous jury in January , rejecting defense arguments that Hayes had fired in self-defense, thinking that a drunken and belligerent Smith had retrieved a gun from his SUV.

“This court has struggled with this case since the time I got it,” said state District Judge Camille Buras, who presided in both trials. Before sentencing Hayes, she acknowledged the strong support he received from friends and family, and testimony that he had been a model prisoner. But she noted that both Hayes and a companion were armed when they exited Hayes’ car after the crash. And she said Smith was unarmed as he retreated to his car “perhaps to arm himself, perhaps not.”

Smith was shot eight times — seven times in the back — during the confrontation.

Buras also noted the damaging force with which Hayes’ Hummer rammed Smith’s SUV on the night of the crash. Surveillance video from the night of the shooting showed Smith’s Mercedes SUV possibly bumping Hayes’ Hummer, then driving off. Hayes followed them. He has said he did not intend to ram Smith’s car and the jury acquitted him on a charge related to the ramming at the 2016 trial.

Prosecutors had asked for the 25-year sentence, saying Hayes, while he has expressed sorrow, has never acknowledged wrongdoing. Defense lawyer Sarah Chervinsky didn’t directly ask for a specific sentence but noted strong community and family support for Hayes and, at one point in her argument, said “five years is enough.”

Smith’s daughter Lisa, now a teenager, was among those who spoke in court before the sentencing. She said her mother had to relearn to walk after the shooting and she lamented not having her father around for major life events.

“Mr. Hayes, you ruined my life,” she said. “You took my father away from me.”

In testimony in support of Hayes, his mother, Dawn Mumphrey, expressed sorrow for the loss of Smith. “Our lives are forever changed as well,” she said, her voice shaking. She tearfully looked at the judge. “I ask for your mercy,” she said.

Hayes has long said he fired in self-defense. During his first trial, he testified that he heard a “pop” before he started shooting and that he did not shoot at Smith’s wife, Racquel, who was hit in the legs.

Evidence showed Smith was intoxicated at the time of the confrontation. But there was no witness or forensic evidence to back up Hayes’ claim that Smith had wielded or fired a weapon. At the January retrial, defense attorney John Fuller did not call Hayes to testify, but insisted prosecutors had failed to prove Hayes didn’t fire in self-defense.

Hayes was released on bond in 2021 after having served more than four years of the original sentence. He was out of prison during multiple retrial delays, some due to the COVID-19 pandemic. But he was taken back into custody following the unanimous Jan. 27 verdict and had been awaiting sentencing at the New Orleans jail.

The overturned verdicts from the 2016 jury also included an attempted manslaughter conviction in the wounding of Racquel Smith. Hayes was acquitted of that charge at January’s second trial.

Hayes has already served more than four years in prison, for which he will receive credit. He has also been subject to strict supervision and home confinement. It was not immediately clear whether and how that would count toward his sentence. Buras said she would discuss that with prison officials.

Before Thursday’s sentencing, about two dozen of Hayes’ family and friends formed a circle and prayed in the wide courthouse hallway.

Smith, a 34-year-old father of three, was a defensive leader on the Saints team that lifted spirits in New Orleans after Hurricane Katrina devastated the city in 2005. He helped carry the team to a winning season in 2006 and a Super Bowl victory in 2010. Smith attended Ohio State University and helped the Buckeyes win the 2002 national championship.

Hayes, who owned a tow truck business, once played semi-pro football and is the father of a teenager and a 2-year-old child.

Our guest today is Sheena Meade, the CEO of the Clean Slate Initiative, an organization working to get all 50 states to offer automatic record clearance. Thanks for joining us, Sheena.

Thank you for having me, Dana.

So, why is this such a big deal? In what ways does someone's criminal record create obstacles for them?

Well, one, it's such a big deal because one in three Americans have an arrest or conviction on their record, and that's a lot of people. That's a lot of people from our communities, a lot of people in our faith community, our neighbors, our loved ones, and we know that if a person have an arrest or a conviction, it's harder to reintegrate back into society because over 94% of employers require background checks. You have over 72% of universities and colleges that also screen out applicants through background checks. Also, there are barriers with landlords. S,o usually when people are coming back home from prison or someone who has been arrested or have a conviction, you usually hear folks say, "Pull yourself up by the bootstraps. People should get back to work, go find housing, get an education", but they're met with all these barriers.

In most states, there is laws that says once you have done your time, you have remained crime-free for a certain period of time, you are eligible to get your record cleared, expunged, but it's so bureaucratic and is very cumbersome, and you have a lot of paperwork in some states. Sometimes you have to find an attorney and if your crime is being poor, you'll never be able to get your record cleared because you can't afford that. So, right now what the Clean Slate Initiative is, our mission is to automate record clearance. So, some of the hurdles that we see that people face in certain states, and I'll give you an example, like Louisiana, a person could be charged up to $500 per offense to try to get their offense off their record. We have states like in Missouri, where you could be eligible to get your record cleared. You could have remained crime-free for a certain period of time. You're eligible deemed by the state, but yet a judge may still hold discretion.

I would tell you Dana, a lot of people don't know once they had an offense and they paid their debt to society, they might not even know that their records going to hold them back from employment, housing, or even potentially getting a higher education. For my case in 2004, I found myself getting arrested in front of my children off a warrant for passing a worthless check. Now, Dana, that check was $87.26 cents that I wrote to the grocery store to get groceries for my family, for my children.

I thought that once I came out of jail and I paid the check off and I paid all the fees associated with it, that that was it. I could move on from that traumatic day that I got arrested in front of my children but yet, I start realizing that my record was a barrier years later as I'm applying for jobs. When I tried to go to work on my bachelor's degree at a university and I was met with the question, have you ever been arrested or convicted? Once I checked that box, I had a whole drop down of menu options with red letters in bold saying that I had to go pick up all this paperwork just to show the school that I was worthy of being able to enroll.

So, approximately how long after your conviction did it take for you to get your record cleared?

Dana, that is such a great question because it is 2024. It is 20 years from the time that I got arrested. Actually, next month will make it 20 years, and I still do not have a clean slate. About four years ago, my husband and my family, we was trying to look for a rental home, and this is after many accolades for the work that I have led that my husband has done also in the criminal justice space. He even got his own day in the county of Orange County, Florida but yet, when we went to go look for a rental property, we were getting denied because of technology. The application was shooting it back out because there was a blemish record there. So, I still don't have a clean slate, but I'm excited to say that the work that the Clean Slate Initiative that we're trying to get all 50 states on a pathway that will allow automatic record clearing for folks like myself and the millions of the other folks who have remained crime free, who wants to get back to work, who want to just contribute to their communities.

So, tell us about the states that do have an automatic record clearance program. Who's eligible, who isn't? What kind of clearance timeline are we talking about?

When you talk about timelines and who's eligible, it varies from state to state. I'll let you know, the first state that passed Clean Slate was Pennsylvania. To this date, millions of people's records have been able to have been cleared varying from low-level misdemeanors, even low-level felonies where people... We know that folks who have dealt with drug addictions, which is definitely a health issue, sometimes has found themselves to gather offenses during a time of addiction. We have a large recovery community who's ready to go to work, who wants to contribute back to society, and sometimes they're met with those barriers because of their record, but we've been able to see states like Pennsylvania, Utah, Oklahoma, Michigan removing some of those hurdles and obstacles because now, they're able to have their record cleared.

So, what's going on with the other states? Are you close in some? You mentioned Orange County, Florida. That's my county. I didn't realize we were in the same county. Have some states refused?

So, 12 states have passed Clean Slate across the country, which is really exciting. We say, "Have some states refused?" No. We have states reaching out every day saying, "How do we bring Clean Slate to our state? How do we pass this policy?" So, we don't see states where folks are refusing. There's a lot of bipartisan support across the aisle for this issue. It's a very commonsense policy. This policy is not a red or blue or purple policy, it's the people's policy. It's people over politics.

Again, when you have one in three Americans who have some type of arrest or conviction, that means it hits close to home, even to our elected officials. They know people that are impacted. Their constituents are impacted as well. Of course, they're talking to the business community who lets them know we need to tap into a labor force and we need to change some of these laws and also our maybe hiring practices, but we haven't had any state say they refuse. We have had states that wanted to do Clean Slate policies but don't have the updated data infrastructure, and that's why we're working with our partners and legislators in those states that make sure that if Clean Slate laws come to their state, that they're able to implement it well with the automation.

Then what about a federal option? Do you see that as necessary?

Right now, there is no mechanism on a federal level to get your record clear outside of a pardon due to president, and so we are working on the Clean Slate Act that has bipartisan support to create a mechanism to petition to get your record clear and also to automate that process.

Then what's your biggest concern when it comes to getting Congress to pass a Clean Slate law?

When I walk the halls of Congress, people are very receptive. Legislators, their staff members, I have yet walked into an office where someone could not relate to my story or have a story that they would like to share, where there was a colleague, their buddy from college, a loved one, a daughter. I've even had folks who are members of Congress who are directly impacted themselves. They remember that they may have been arrested when they were younger, but they also, some of them may realize they had the privilege of being able to hire an attorney to get out of the case or whatsoever. My concern right now is that there are a lot of things happening right now. It's an election year. There's a lot of distractions happening in Congress, and I hope that our members will focus on the people and pass laws like the Clean Slate Act, but outside of that, it's really been gaining steam with bipartisan support.

What do your opponents say about the Clean Slate movement?

Well, Dana, I ask you first, who's my opponent?

So, you haven't come up against any hurdles in terms of getting all of the necessary people on board. It's really just a question of having the infrastructure to implement the program. Is that really it?

I think it's that and misconceptions of the policy. So, when I say no opponents, meaning there's no organized opposition against Clean Slate policies, not anyone saying that this is not good for our people. This is not good for our economy. Once we educate people around how this is good for our economy, how much money that we're losing by having folks locked out from the workforce.

You've described this as a people issue. What do you think most people don't get about the criminal justice system when it comes to minor criminal offenses like the one you said you committed?

I don't believe that the general public really understands how fractured our legal system is and how easy it is for people to get an arrest or conviction. That is what I believe, because some folks, when you ask the kind of person about people getting a record cleared, they may go to the most harshest offenses that they could think about. They're not thinking about the young parent or single mother like myself at that time, who was just trying to make ends meet who might've bounced a check. They're not thinking about somebody who might have made a mistake during their worst time in an addiction phase.

They're not thinking about the person who might've drove on a suspended license because they were still trying to get to work, or that got an offense for driving on suspended license. Folks are not thinking about those things. People don't really understand usually how our legal system work until you're in it, or maybe if you're a policy person or an attorney. Again, like myself, I'm someone who is directly impacted, and I work in this space for some years now, and I didn't even realize the different amounts of hurdles and barriers that people face because of a record.

The international community must take immediate action to end the wave of sexual violence being carried out against women and girls in Sudan, two senior UN officials said on Thursday.

Special Representative on Sexual Violence in Conflict Pramila Patten together with Deputy Emergency Relief Coordinator Joyce Msuya said that more than a year into the battle for control of the country between rival militaries, the “barbaric acts” being committed “echo the horrors witnessed in Darfur two decades ago”.

They urged Security Council members who met this week to debate Ms. Patten’s latest report on sexual violence to send “an unequivocal message: under international humanitarian law, civilians in Sudan must be protected and must never be subjected to acts of sexual violence, which constitute war crimes”.

The disturbing reports show how women and girls are being disproportionately impacted.

Millions at risk

Allegations of rape, forced marriages, sexual slavery, and trafficking of women and girls – especially in Khartoum, Darfur and Kordofan – continue to be recorded with millions of civilians at risk as they flee conflict areas in search of shelter, inside Sudan and in neighbouring countries.

The two top women officials noted that the true scale of the crisis remains unseen, “a result of severe underreporting due to stigma, fear of reprisals, and a lack of confidence in national institutions.”

Without more financial and political support for frontline responders, access to life-saving services will only continue to shrink, they warned.

UN welcomes Haiti’s Transitional Presidential Council

Hopes rose on Thursday of political progress amid the multiple crises engulfing gang-ravaged Haiti, with the formal resignation of Prime Minister Ariel Henry and the official installation of the Transitional Presidential Council.

Mr. Henry had agreed to step down in March after heavily armed criminal gangs seized the country’s airport and blocked his return. He will be replaced by former Finance Minister Michel Patrick Boisvert, who takes over as interim Prime Minister.

Spokesperson for the Secretary-General Stéphane Dujarric said the UN welcomed the newly-formed Council.

Call for swift international police deployment

“We call on the new authorities and all stakeholders to expedite the full implementation of the transitional governance arrangements,” he said.

The Secretary-General reiterates his call for the swift deployment of the Multinational Security Support mission to Haiti, authorized by the Security Council in October last year, to support the Haitian National Police and return law and order to the streets after months of turmoil which has left millions in need, Mr. Dujarric added.

“The Secretary-General appeals to all Member States to ensure the Multinational Security Support mission receives the financial and logistical support it needs to succeed.”

Iran: Rights experts alarmed by death sentence imposed on rapper Toomaj Salehi

UN Human Rights Council -appointed independent experts demanded the immediate release of Iranian rapper and songwriter Toomaj Salehi on Thursday and urged authorities to reverse his death sentence.

“Criticism of government policy, including through artistic expression is protected under the rights to freedom of expression and the right to take part in cultural life. It must not be criminalised,” the experts said.

“Art must be allowed to criticise, to provoke, to push the boundaries in any society.”

They expressed alarm at his sentencing and alleged ill-treatment “which appears to be related solely to the exercise of his right to freedom of artistic expression and creativity”.

Freedom of expression

“As harsh as Mr. Salehi’s songs are to the government, they are a manifestation of artistic freedom and cultural rights,” they said.

The rapper was initially sentenced to six years in prison for his role in the 2022 Mahsa Amini protests but was released after Iran’s Supreme Court ruled that it had identified flaws in the original sentence.

However, he was detained again on 30 November last year for expressing his opinion on the Iranian government and revealing that he was tortured and placed in solitary confinement for 252 days following his arrest in October 2022.

Toomaj Saleh’s harsh sentencing takes place against a backdrop of severe restriction on artistic freedom and other forms of expression in the country said the experts.

“We have received allegations that it is increasingly common for artists, activists and journalists to be arrested and detained on charges such as ‘publishing false news’ or ‘propaganda against the state’,” the experts said.

They called on Iran to establish a moratorium on executions with a view to abolishing the death penalty.
