In the recent past there has been mushrooming of predatory/sub-standard publications in India in an alarming proportions with increased incidences of compromised publication ethics and deteriorating academic integrity and research quality.

University Grants Commission, as an apex regulatory body, responsible for maintenance of standards in institutions of higher education, took the initiative to curb the menace of predatory publications and to promote research integrity and publication ethics among the Indian academia. UGC has, therefore, established “Consortium for Academic Research and Ethics” (UGC-CARE).

Over the years, since its inception, UGC-CARE has been committed in achieving its overall objectives and initiatives outlined to improve quality of research and safeguard publication ethics. It is evident that UGC-CARE is helping researchers select credible journals and is benefitting academic community in quality improvement initiatives. UGC-CARE is continuously striving to meet the upcoming challenges and keeping a scope for further improvement.

I take this opportunity as the Chairman, UGC to strengthen the CARE initiative in soliciting the objectives to its pinnacle and wish all the best to the entire CARE team and academia.

The Quality Mandate of the UGC emphasizes importance of promoting quality research by the faculty and for creating new knowledge. Credibility of research publications is extremely important. High-quality publications in reputed journals help in achieving higher global ranks and overall improvement of quality of education.

Publications in dubious sub-standard journals reflects adversely leading to long term academic damage and tarnishing of image. A problem of dubious /sub-standard journals has become a serious concern all over the world. The percentage of research articles published in poor quality journals is reported to be high in India, which has adversely affected its image.

As an apex regulatory body responsible for maintenance of standards in institutions of higher education, the UGC has taken firm steps to improve quality of research and safeguard publication ethics. For this purpose, the UGC has established “Consortium for Academic and Research Ethics” (CARE) for creation and maintenance of “Reference List of Quality Journals”. CARE members include Statutory Councils/ Academies/ Government bodies and others like the Association of Indian Universities.

The UGC Journal analysis Cell at Pune, CARE Universities at Hyderabad, New Delhi, Vadodara, Tezpur have created first edition of CARE List under the supervision of the Empowered Committee. I congratulate entire team of CARE and sincerely hope that the CARE List will benefit academic community in quality improvement efforts.

Increased incidence of compromised publication ethics and deteriorating academic integrity is a growing problem contaminating all domains of research. It has been observed that unethical / deceptive practices in publishing are leading to an increased number of dubious/ predatory journals worldwide. It has been reported that the percentage of research articles published in predatory journals is high in Indian Higher Educational Institutions (HEIs). Unethical practices leading to ‘pay and publish trash’ culture in India needs to be thwarted immediately.

Research and innovation involve rigorous scientific effort in search of truth, creation of new knowledge contributing to socioeconomic benefits for global good. It is important to ensure prevention of academic misconduct including plagiarism in academic writing among student, faculty, researcher and staff. Responsible conduct of research and safeguarding ethics and integrity in scientific research is extremely crucial.

Academic Integrity is defined as “the intellectual honesty in proposing, performing and reporting any activity, which leads to the creation of new knowledge, intellectual property”. Any attempt of compromised academic integrity should be challenged, questioned and de-recognized at all levels.

Indian academic community including teaching faculty, scientists and research scholars need to ensure that the journals / conferences they choose follow standard ethical policies. For this purpose, the UGC has set up a Consortium for Academic and Research Ethics (CARE) to identify, continuously monitor and maintain reference list of quality journals across disciplines. We suggest that research articles published only in CARE Reference List of Quality Journals (CARE List) should be considered for all academic purposes.

Indian academic community must avoid publication in predatory/ dubious journals or participate in predatory conferences. They must not get associated (as Editors/Advisors or in any other capacity) with journals / publishers / conferences involved in fraudulent, dubious, / deceptive practices.

Vice Chancellors, selection committees, research supervisors / guides and such other experts involved in academic evaluation / assessment must ensure that their decisions are primarily based on quality of research work and not merely on number of publications. Any publicationsin predatory journals or presentations in predatory conferences should not be considered for academic credit for selection, confirmation, promotion, performance appraisal, award of scholarship or academic degrees or credits in any form. We hope CARE list will be useful for this purpose.

UGC (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Educational Institutions) Regulations, 2018 and UGC CARE website may be referred for more information. Guidance from Committee on Publication Ethics (COPE), San Francisco Declaration on Research Assessment (DORA) and the Leiden Manifesto may be also referred for this purpose.

In new regulations for doctoral programmes notified Monday, the University Grants Commission (UGC) scrapped the mandatory requirement of getting research papers published in peer-reviewed journals before the final submission of a PhD (Doctor of Philosophy) thesis.

So far, it was mandatory for MPhil (Master of Philosophy) scholars to present at least one research paper in a conference or seminar while PhD scholars had to publish at least one research paper in a refereed journal and make two paper presentations in conferences or seminars before the submission of their thesis for adjudication.

When contacted, Prof M Jagadesh Kumar, Chairperson, UGC, said by scrapping the mandatory publication requirement, the higher education regulator has recognised that the “one-size-fits-all” approach is not desirable. Elaborating on the need to shun a common approach towards assessing all disciplines, he pointed out that many doctoral scholars in computer science prefer presenting their papers at conferences rather than publishing in journals.

However, it does not mean PhD scholars should stop publication of research papers in peer-reviewed journals, he said. “Focussing on high-quality research will lead to publications in good journals, even if it is not mandatory. It will add value when they apply for employment or post-doctoral opportunities,” he told The Indian Express .

According to the latest available report of the All India Survey on Higher Education (AISHE), the enrolment at PhD level increased from 1,26,451 to 2,02,550 (0.5 per cent of total enrolment in higher education) between 2015-16 and 2019-20.

Festive offer

In 2018, The Indian Express had published a series of investigative reports on how India has emerged as one of the biggest markets for sub-standard research journals with many doctoral candidates getting their papers published for a fee.

Following that, a four-member UGC committee chaired by P Balram, former Director of the Indian Institute of Science in Bengaluru, had recommended that publication of research material in “predatory” journals or presentations in conferences organised by their publishers should not be considered for academic credit in any form.

In draft regulations floated in March this year, the UGC had proposed universities be allowed to draw up their own guidelines in this area. It also sought public feedback on replacing the term mandatory with “desirable”, but that clause has now been removed altogether under the final UGC (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022, notified on Monday.

The commission has also dropped its plan to make universities and colleges reserve at least 60 per cent of their annual intake of doctoral candidates for NET or JRF qualified students, according to the revised PhD regulations. In the draft regulations floated in March, the UGC had proposed that 60 per cent of the total vacant seats in an academic year in a higher education institution be drawn from NET/JRF qualified students.

The draft regulations had also envisaged a common entrance test for PhD admissions. This also does not find mention in the final version of the guidelines, which means that universities and colleges will remain free to admit students through NET/JRF as well as entrance exams without having to adhere to any cap for either of the two categories in line with the prevailing norms.

In cases where selection of candidates are through entrances conducted by the individual universities, a weightage of 70 per cent will be given to performance in the written test and 30 per cent to interview.

The final regulations, however, retain the provision of part-time PhDs that is primarily targeted at working professionals aspiring to obtain doctoral degrees. IITs already allow such programmes. “The Higher Educational Institution concerned shall obtain a No Objection Certificate through the candidate for a part-time PhD programme from the appropriate authority in the organisation where the candidate is employed…,” state the regulations.

Under the revised regulations, those joining PhD programmes after a four year UG programme can do so after a one-year master’s degree, while graduates of conventional three-year UG degrees need to have completed two year master’s degrees.

Candidates who have completed the M.Phil programmes with at least 55 per cent marks in aggregate also figure in the eligibility criteria. While the M.Phil programme will be phased out with the notification of the new rules, it will not have any bearing on M.Phil degree programmes which have already commenced.

To ensure quality of their output, earlier, research scholars had to appear before a Research Advisory Committee once in six months and present progress of their work for evaluation and further guidance. They will have to do so each semester now.

“I urge the universities to ensure that the PhD evaluation process is strengthened and research scholars are trained to publish in peer-reviewed journals, present at conferences, and apply for patents where feasible,” Prof Jagadesh Kumar said.

The University Grants Commission (UGC) plans to do away with the mandatory requirement of publishing research papers in peer reviewed journals for the submission of PhD thesis, officials said. The commission will allow higher education institutions to formulate their own rules and regulations on the matter. The reason for doing so is because many PhD students were resorting to publishing their articles in so-called predatory journals -- basically those that publish articles in return for a fee, without adequate due-diligence of the sort academic publications are expected to ensure.

The commission is currently making amendments to the UGC (Minimum Standards and Procedures for Award of Ph.D Degree) Regulations, 2016. Under the 2016 regulations, it was mandatory for PhD scholars to publish at least one research paper in a UGC refereed or peer reviewed journal before the submission of the dissertation/thesis for adjudication.

Under the new, 2022 regulations, the commission will replace the term mandatory with “strongly recommended”. The quality assessment of Phd degrees will be a responsibility of the universities and they are free to come up with their own guidelines in this regard

“This mandatory requirement led to a “journal business” in India. Making anything mandatory does not improve the quality of research. Therefore, UGC is now considering doing away with this requirement while strongly recommending research scholars to publish the research outcomes of their PhD in peer reviewed journals, apply for patents, and present in conferences,” UGC chairperson M Jagadesh Kumar told HT.

Kumar said that the commission may now ask the universities to frame their own guidelines regarding publication in research journals. “The higher education institutions may be allowed to decide if they want to keep this as a mandatory requirement or not, while maintaining the quality of research.”

HT reported on March 17 that the draft UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022, proposed several changes including making undergraduates who have been the four-year programme and with a minimum CGPA (Cumulative Grade Point Average) of 7.5 eligible for PhD admissions. The draft was made public in March seeking suggestions from stakeholders. UGC is now compiling the suggestions and finalizing the regulations.

Members of the academic fraternity expressed concerns over UGC’s proposal.

Moushumi Basu, an associate professor at Jawaharlal Nehru University (JNU), said that the commission should have more checks and balances regarding publication instead of doing away with the requirement altogether.

“Firstly, the commission made the provision of allowing postgraduate and now graduate students to take admission in PhD programmes directly, Now, it is also removing the mandatory requirement of having the research paper published before the submission of thesis. This will eventually compromise the quality of research. Leaving it up to the Universities to decide will not work because no University would like to take the responsibility for this,” she said.

Rajesh Jha, a professor at Delhi University (DU), said that the constant changes in PhD requirements affect the overall quality of research. “During our time, this requirement of publishing research papers in peer reviewed journals was not there. UGC brought this change to improve the research quality. But, it failed to provide the required funds to keep up to the expectations (because of late release of scholarships and fellowships). It is now again planning to do away with this requirement. These continuous changes will confuse the research scholars and eventually affect the quality of their work,” he said.

MK Sridhar, member of the National Education Policy (2020) draft committee, disagreed.

"All these years, almost everything was very centralised and the UGC was specifying everything. But now, under the NEP 2020, the idea is to strengthen the universities and colleges. If you don’t strengthen them then they will not get into accreditation, subsequently autonomy. The NEP 2020 system says that the affiliation system has to go, and that will only be possible if you start strengthening the institutions. The idea is to let the institutions take the call. Over a period of time, every university will start taking responsibility, and that’s what the NEP 2020 advocates.”

“Secondly, this kind of unified approach all over the country has encouraged a lot of predatory journals. The move will help discourage that also,” he added.

All India Council for Technical Education (AICTE) chairperson Anil Dattatraya Sahasrabudhe said the move will help improve the quality of research. “Whenever anything becomes mandatory the quality of work deteriorates. People tend to put their research thesis in predatory journals. That’s why the quality of research started slipping over the years,” he said.

UGC Withdraws Mandatory Research Publication Before Ph.D. Completion

New Delhi, October 6, 2022, UGC Ph.D. Regulations 2022: The University Grants Commission (UGC) has withdrawn the mandatory guideline regarding research paper publication before the final submission of the Ph.D. thesis by research scholars. This decision has been made to improve the standard and quality of doctoral research. Also, the publication of a research paper is a time-consuming process, and making it compulsory to publish a research paper puts undue pressure on students.

Moreover, the students can join Ph.D. programmes upon completion of their four-year undergraduate degree. It is anticipated that there may be an increase in the number of students if they are given an option to opt for Ph.D. immediately after graduation.

UGC Ph.D. Regulations 2022 – Reasons for Withdrawal

  • The University Grants Commission (UGC) conducted a recent study featuring 2,573 research scholars across central universities and the Indian Institute of Technology (IITs).
  • Based on the research, it has been found that mandatory publication has not helped universities maintain research quality, as about 75% of the submissions are not in quality Scopus-indexed journals.

Pertaining to UGC Ph.D. Regulations 2022, the following comments have been made by experts regarding withdrawal of mandatory guideline regarding research paper publications and allowing graduate students to pursue Ph.D.:

The Chairperson of the University Grants Commission (UGC) Mamidala Jagadesh Kumar said, “Some people erroneously think that mandatory publication of a research paper before the submission of a Ph.D. thesis decides its quality. On the contrary, high-quality Ph.D. thesis work leads to quality publications.”

  • Mamidala Jagadesh Kumar also said, “If the quality of research work is monitored properly, students can start writing papers well before the submission of their Ph.D. thesis. By the time the student submits the Ph.D. thesis, a couple of papers may get accepted.”
  • The Vice-Chancellor of the University of Hyderabad (UoH), B.J. Rao said, “India is amongst the top few nations in terms of the number of research papers we publish annually. However, the quality of work being done or the journals where these papers get published is not at par with global standards.”
  • B.J. Rao also said, “Imparting soft skills such as writing research papers is also a major responsibility for institutes. Research guides and committees will now be responsible to ensure that the topic of research that is chosen by scholars is unique and has the potential to get published in quality journals.”
  • Further, he said, “A change in mindset is needed to understand that cutting down the number of pre-PhD years will not adversely affect a scholar’s ability to do quality research. Research is an interest-driven activity, which will be enhanced if students are given the right guidance at every step.”
  • Uma Shanker Pandey, Research Supervisor, Department of Journalism and Mass Communication, University of Calcutta, said, “During graduation, students are given an orientation in conducting research, correct methodology, and related tools. However, now colleges will have to impart a more structured format of introducing students to their journey as a Ph.D. scholar.”
