The construction industry is constantly changing to satisfy the client’s demand such as innovation, cost-effectiveness, and end-product quality. Quantity Surveyor (QS) is recognized as a profession that manages all expenses related to construction projects and it is an indispensable profession to meet the client’s requirements. The roles of quantity surveyors have evolved since the introduction of sustainability concepts. However, previous studies reported that the current practices of quantity surveyors are not sufficient to comply with the needs of sustainable construction. Therefore, the purpose of this research is to identify the roles of quantity surveyors towards sustainability practices in the Malaysian construction projects. A questionnaire survey was distributed to the target participants in the field of quantity surveying. The data was analyzed through Relatively Importance Index (RII). The research findings revealed that there is a disparity between the awareness level and actual implementation rate of sustainable practices by quantity surveyors in the Malaysian construction industry. The findings also pointed out the three most significant sustainable roles of quantity surveyors in construction projects: (a) Building Information Modelling (BIM), (b) Green Building Rating Assessment and (c) Life Cycle Assessment (LCA). Furthermore, the challenges in implementing sustainable practices in relation to QS profession were identified which are (a) client constraint, (b) insufficient professional support, (c) organizational issue and (d) financial constraints. The research results are expected to improve the sustainability awareness of construction stakeholders by promoting the benefits of implementing sustainable practices among quantity surveyors or cost engineers.

The changing role of quantity surveyors in the new paradigm of sustainable construction requires studies into new competencies and skills for the profession. The impact of sustainable construction on quantity surveying services, engagement and how they manage challenges provided an indication of the success indicators of the quantity surveying profession in meeting the sustainable construction needs.

Design/methodology/approach

A five-point Likert scale was developed from the list of quantity surveying firms in Singapore. An 85% response rate from 60 quantity surveying firms contacted in this study provided 51 responses. Descriptive statistics and factor analysis were employed to evaluate the findings.

The factor analysis categorised the drivers derived from the literature into awareness of sustainable construction, adversarial role on green costing; carbon cost planning; valuing a sustainable property; common knowledge of sustainable construction; and lack of experience in sustainable construction.

Social implications

The research findings supported the idea of increased sustainable construction skills in quantity surveying education, research and training.

Originality/value

The dearth of quantity surveyors with sustainable construction experience must focus on quantity surveying professional bodies and higher education. The quantity surveying profession needs reskilling in green costing and carbon cost planning to meet the needs of sustainable construction.

Living lab on reducing waste and consumption

Our goal is to reduce waste per person by 20% and to become a single-use plastic-free campus by 2024.

Consumers are becoming more aware of sustainability considerations in food production and consumption. In addition to the traditional dietary and nutritional requirements, consumers are seeking labels and certifications to know where and how food is made, what it is made from, its carbon footprint and sustainability credentials. UCL would like to investigate what information we should supply, how this should be displayed, communicated and marketed, to allow our communities to make informed decisions and promote a flexitarian diet. It is anticipated this would require the following activity:

  • Developing questionnaires for opinions on carbon footprinting, carbon pricing and other sustainability information they want to know about, to inform point-of-sale purchasing choices in outlets.
  • Comparing marketing of food as “vegan” or “plant-based” and the impacts on consumer’s perceptions.
  • Investigating the notion of “label fatigue “where consumers are overwhelmed by information on packaging, and the impact of the project on this.
  • Baselining data on food choices.
  • Developing a labelling system for packaging/ refectory display boards – using data and survey responses.
  • Trialling the labelling system.
  • Surveying responses.
  • Recording food choices and comparing to baseline, to identify behavioural change.

Living lab on biodiversity

Our aim is to create 10,0000m2 of extra biodiverse space by 2024 – equivalent to more than one and a half football pitches as well as increasing health and wellbeing for the Bloomsbury community.

  • Research on different types of green infrastructure e.g. green walls, roofs, community gardens, and where UCL could implement them.
  • Research on biodiversity and wildlife across UCL’s estate.
  • Research on air pollution levels across UCL’s estate

  • Sustainable UCL can provide data and put you in touch with relevant operational staff such as catering members and plumbers to test out your ideas.
  • You can invite your supervisor to this meeting, but it is not a requirement.

Step 4: Undertake your dissertation

  • Sustainable UCL can meet a further 2 times or 2 hours maximum to support your dissertation or project.

Step 5: Sharing data and findings

  • One of the principles of the Living Lab Project is to make available any additional data you generate for others to build on, so the work can keep ‘living’
  • Once your dissertation is completed, we require a concise 2-3 page briefing or presentation on your findings so that we can implement your ideas onto campus or future students and staff can build on your research. Living Lab projects usually spark plenty of ideas for further research, including aspects you were not able to cover during the project.

Construction Journal: You studied Geography, were you always planning to be a surveyor or what did you want to do when you started university?

Peter Dunn: I was influenced by my dad's civil engineering background, and I was very interested in geography, biodiversity and human geography and how that interfaced with physical environment. I enjoyed being outdoors researching along with some of the excursions we undertook as part of the course which allowed me to gain a better understanding of the wider world around me.

When it came to choosing a career I was really interested in surveying but I didn't know which type of surveying I wanted to pursue at that early stage.

I ended up doing a construction management and QS masters at Reading University, which gave me a solid grounding across the industry and I built a series of connections with people who I've come across in the subsequent 15 years.

I felt at the time that sustainability was a very big topic, but it wasn't turning into as much as we are seeing now.

I wanted to get to grips with how the construction industry worked, to understand the contractual mechanisms, construction technology, cost and finance. My mindset was to get myself to a place where I gained great experience of the industry combined with a network that allowed me to drive things like sustainability harder into the projects I worked on.

CJ: Would you say that mixing sustainability interests into a QS role is more normal now, whereas at the time they were very separate fields?

Peter: Certainly yes, I think so. What I've seen is there are certain environmental initiatives that are now mainstream in our sector, like BREEAM and Passivhaus, and the new net-zero targets that are coming in. Often the first question for a client is, can I afford these extra environmental initiatives and practices?

Looking at it from a capital cost perspective, quite often there's an uplift, and clients want to understand what that capital uplift could be. What do I have to do to the building? What are the cost implications to achieve these goals?

It is really interesting to bring together sustainability initiatives, material selection, plant specification, and providing optional analysis around the cost implications, both in terms of capital but thankfully nowadays much more on the operational side – life cycle costing is becoming more and more prevalent. There are a lot of good things that are now driving QS and sustainability initiatives together.

I still don't think it is close enough although there is a lot of appetite. There are many people in our company who want to work on more and more sustainability projects.

Even in the past two years, sustainability has become much more part of a day-to-day project specifications. I find all that fascinating and it's been good linking the two.

Carbon calculation is also a very interesting point, whether it's automating it or linking it to cost plans and projects. 'What are the costs, what is the carbon?' a QS is well placed to help with those questions because it's a similar skill set once you've got your head around it.

It has worked to my advantage to have these different perspectives. As of two years ago, Faithful+Gould started releasing the net-zero cost guide, which looks at intervention and retrofit and relating that back to the different projects and building types.

CJ: Why did you decide to become an RICS member as well as a CIOB member?

Peter: I joined Currie & Brown before Faithful+Gould, and I joined them for a number of reasons, but one of those reasons was that they had a very good APC programme and I knew that I needed to get the RICS chartership.

I knew that becoming an RICS member would give me a lot more confidence, but it also gave me a recognised skill set in the industry and a bit of a safety net, to be honest. You don't realise quite how much you get from the APC programme until you go through it – I'm still using it now. I kept it going because I felt the RICS membership has been brilliant, I've got a huge amount out of it.

I also looked at CIOB and I felt there was some good insights that CIOB did, that were different to RICS. It was more around material selections, detailed technology and building scenarios, which I found interesting and exciting.

A lot of people I did my masters with went into the building side of things, so it linked me back into that space and it gave me great confidence and support.

Faithful+Gould are comfortable with me having both because they're not the same thing and they have different networks and I've never wanted to give that up.

CJ: Could you tell me about your move upwards from QS to regional director?

Peter: I'm a regional director in sustainability and asset management consulting team, which incorporates all sorts of consultancy aspects like sustainability, business cases, life cycle cost, data management, BREEAM, environmental assessment, asset management which are all very valuable to our clients.

For the first 12 years of my career, I was working a lot with the Foreign Office and other organisations and I've done several secondment roles. In those roles, because of my nature and the way I operate, I was also asked to get involved in project management work as well. Doing both QS work and project management gave me a valuable skill set that enabled me to break down complicated conversations into tangible actions, which is important for project managers.

What I developed through various secondments with both public and private clients, evolving from a QS to project management and then into more sustainability and consultancy-led services, is simply asking what is value, what is represented by value, what are you being paid to generate or why are you being paid?

As a director, I try and look at what the client wants and how do we get there quickly, and how do we also look at spending less time on things that aren't generating value, the same way as you look at a cost plan. What is not generating value that we are paying a lot of money for and does it need to be there?

The thing that creates value is people, and their consultancy and understanding – taking information and interpreting it to support a client's objectives. I think I have learned a lot about how to do that and speak confidently with clients to try and extract the value creation, be clear, and then align teams to it. This aligns to our business case services within our consult team.

I also think the construction industry is quite transactional and one of the things we're trying to encourage is thinking differently about soft landings and putting business cases at the start and informing the benefits from the investment at the end. We need to create the evidence to support our clients' ESG plans.

CJ: For people who are in training or graduates thinking about becoming a QS, what do you see as attractive in the field right now?

Peter: I think the QS industry has become much more accessible in terms of entrants, there are a lot more opportunities to come in, whether it's through apprenticeships or university.

I'm also seeing a significant increase in diversity. We look at our business and a lot of the diversity is in the early careers and early stages, which is fantastic and that will mature in due course.

There is also a lot more mobility, I don't mean necessarily between companies, more about between projects, professionals and sectors.

If you want to be part of something sustainable, those opportunities are very much there. Clients are desperate to understand what the impact of all these changes are. As more and more of these initiatives are emerging, QSs need to be at the forefront to be able to articulate what extra costs are involved because of certain technologies and I think that's really exciting.

There is a shortage of QSs, which means there are good job opportunities generally. And then the final thing is, I'd say it's becoming quite data heavy which creates opportunities for people who like working with data. Things like BCIS are early examples of big data in the construction industry from a QS perspective.

That's becoming more and more mainstream now within organisations, beyond just cost benchmarking and I think you're going to see more and more innovation in that space, which is also exciting.

Impact of RICS and Their Efforts in Promoting Sustainability within the Quantity Surveying Profession (2014)

Impact of RICS in Promoting Sustainability Dissertation – Sustainability in the last decade has emerged as one of the most important considerations within the construction industry in both the tendering of a project and the construction of a project. Quantity Surveyors play an important role within the industry and have a professional obligation to consider sustainability in all areas of their day to day work.

Given that the profession of quantity surveying is governed by the Royal Institute of Chartered Surveyors (RICS), it is prudent that research is carried out determining if the RICS are doing enough to inform and guide quantity surveyors in their efforts to implement sustainability into the profession. This dissertation will conduct an examination into the extent of the RICS’s effort to facilitate quantity surveyors in their approach to sustainability. The research examines the general opinions of sustainability in the industry, the current sustainable processes and procedures used by quantity surveyors along with an in-depth analysis of the RICS and their relationship with sustainability.

For this examination to be possible, the primary research entailed five semi-structured interviews with professional quantity surveyors, with varying levels of experience, drawing conclusions upon the information gathered within the review of relevant literature that formed the basis of the secondary research. The findings have shown that quantity surveyors recognise sustainability as an important consideration within their work, with the main sustainability tools used being the BREEAM rating.

The research indicated a unanimous recognition of the effort to promote sustainability on behalf of the RICS although a percentage of the interviewees felt that the RICS needs to tailor the information and guidance provided specifically to quantity surveying. The overall aim of this dissertation is to assess the effort that the RICS have gone to in order to implement sustainability into the profession of quantity surveying.

Sustainable construction and the versatility of the quantity surveying profession in Singapore

PurposeThe changing role of quantity surveyors in the new paradigm of sustainable construction requires studies into new competencies and skills for the profession. The impact of sustainable construction on quantity surveying services, engagement and how they manage challenges provided an indication of the success indicators of the quantity surveying profession in meeting the sustainable construction needs.Design/methodology/approachA five-point Likert scale was developed from the list of quantity surveying firms in Singapore. An 85% response rate from 60 quantity surveying firms contacted in this study provided 51 responses. Descriptive statistics and factor analysis were employed to evaluate the findings.FindingsThe factor analysis categorised the drivers derived from the literature into awareness of sustainable construction, adversarial role on green costing; carbon cost planning; valuing a sustainable property; common knowledge of sustainable construction; and lack of experience in sustainable construction.Social implicationsThe research findings supported the idea of increased sustainable construction skills in quantity surveying education, research and training.Originality/valueThe dearth of quantity surveyors with sustainable construction experience must focus on quantity surveying professional bodies and higher education. The quantity surveying profession needs reskilling in green costing and carbon cost planning to meet the needs of sustainable construction.

The study assessed the prospects of the Quantity Surveying profession in Nigeria. The study identified and evaluated the level of performance of the identified functions performed by the quantity surveyors in the Nigerian Construction industry. The study reveals that there is a high level of performance of the basic functions of the quantity surveyors which include feasibility and viability studies, contract documentation, life cycle costing, preliminary cost advice, etc. The study also examined the factors militating against the effective performance of the quantity surveyor’s functions in the Nigerian Construction industry. The study identified and presented some possible factors militating against the performance of Quantity Surveying functions and some anticipated measures to enhance the quantity Surveying profession for evaluation by the respondents using structured questionnaires. The data collected were analyzed with SPSS version 23 using frequencies and mean item scores. The study revealed some major factors militating against the effective performance of the quantity surveying profession in the Nigerian Construction industry like widespread corruption in Nigeria with a mean score of 4.53, obsolete curriculum and inadequacy in modern equipment with a mean score of 4.41, professional rivalry from kindred profession with a mean score of 4.35, level of adoption of UT with mean a score of 4.32, and inadequacies in academic and professional training with a mean score of 4.18 among others. The study equally revealed some important measures requiring implementation to enhance the quantity of Surveying profession in Nigeria like a clear delineation in professional functions in the construction industry to curb professional rivalry with a mean score of 4.35, reviewing the curriculum of Tertiary Institutions with a mean score of 4.24, improving professional skills through continuing professional development with a mean score of 4.15, improving technological applications in the execution of Quantity Surveying functions with a mean score of 3.91 and professional certification in specialized areas with a mean score of 3.85.

Transdisciplinary service-learning for construction management and quantity surveying students

The transformation of higher education in South Africa has seen higher education institutions become more responsive to community matters by providing institutional support for service-learning projects. Despite service-learning being practised in many departments at the Cape Peninsula University of Technology (CPUT), there is a significant difference in the way service-learning is perceived by academics and the way in which it should be supported within the curriculum. This article reflects on a collaborative transdisciplinary service-learning project at CPUT that included the Department of Construction Management and Quantity Surveying and the Department of Urban and Regional Planning. The aim of the transdisciplinary service-learning project was for students to participate in an asset-mapping exercise in a rural communal settlement in the Bergrivier municipality in the Western Cape province of South Africa. In so doing students from the two departments were gradually inducted into the community. Once inducted, students were able to identify the community’s most urgent needs. During community engagement students from each department were paired together. This allowed transdisciplinary learning to happen with the exploration of ideas from the perspectives of both engineering and urban planning students. Students were able to construct meaning beyond their discipline. Cooperation and synergy between the departments allowed mutual, interchangeable, cooperative interaction with community members. Outcomes for the transdisciplinary service-learning project and the required commitment from students are discussed.

Abstract The construction industry has often been described as stagnant and out-of-date due to the lack of innovation and innovative work methods to improve the industry (WEF, 2016; Ostravik, 2015). The adoption of Building Information Modelling (BIM) within the construction industry has been relatively slow (Cao et al., 2017), particularly in the South African Construction and Built Environment (CBE) (Allen, Smallwood & Emuze, 2012). The purpose of this study was to determine the critical factors influencing the adoption of BIM in the South African CBE, specifically from a quantity surveyor’s perspective, including the practical implications. The study used a qualitative research approach grounded in a theoretical framework. A survey questionnaire was applied to correlate the interpretation of the theory with the data collected (Naoum, 2007). The study was limited to professionals within the South African CBE. The study highlighted that the slow adoption of BIM within the South African CBE was mainly due to a lack of incentives and subsequent lack of investment towards the BIM adoption. The study concluded that the South African CBE operated mainly in silos without centralised coordination. The BIM adoption was only organic. Project teams were mostly project orientated, seeking immediate solutions, and adopted the most appropriate technologies for the team’s composition. The study implies that the South African CBE, particularly the Quantity Surveying profession, still depends heavily on other role-players in producing information-rich 3D models. Without a centralised effort, the South African Quantity Surveying professionals will continue to adopt BIM technology linearly to the demand-risk ratio as BIM maturity is realised in the South African CBE.

The impact of environmental turbulence on the strategic decision-making process in Irish quantity surveying (QS) professional service firms (PSFs)

External marketing relationship practice of quantity surveying firms in the selected states in nigeria.

It has been established that marketing is very significant to the success of any organization, especially in a competitive environment. In the Quantity surveying profession, marketing might be more relevant than other professions because it is less known. The significance of marketing and competitive business environment calls for effective marketing practice by Quantity Surveying Firms (QSFs). One of the effective ways is to build a strong external marketing relationship, which exists between a firm and its client. Therefore, this paper investigated the external marketing relationship practice of QSFs with a view to enhancing firms’ productivity and client satisfaction. Forty-six (46) registered QSFs and fifty-nine (59) corporate clients in Lagos, Oyo, and Ondo States were assessed through questionnaire survey.  Data were collected on the attributes of parties involved in external marketing. The collected data were analysed using Mean Item Scores (MIS) and Analysis of Variance (ANOVA). The results reveal important attributes of clients to include “pay on time (MS=4.59)”, “willingness and readiness to take advice from the firm (MS=4.59)”, and “make expectations known clearly to the firm (MS=4.54)”. From the findings, clients averagely displayed these attributes. The result of ANOVA shows that firms viewed the importance of these clients’ attributes in the same way at p>0.05 except for one of these attributes (making expectations known clearly to the firm), which firms viewed its importance differently at p<0.05.  Furthermore, results show the important attributes of firms to include: “ability to give clients value for their money (MS=4.51)”, “knowing clients’ requirements (MS=4.51)”, and “being attentive (MS=4.47)’. Findings show that these attributes were adequately displayed by QSFs. The perceptions of clients on the importance of these firms’ attributes were the same at p>0.05. The study concluded by establishing attributes for strong external marketing relationship to include: “readiness of a client to take advice from the firm”, “ability of a client to pay on time”, “ability of a firm to satisfy the client”, and “knowing the client’s requirements”. The study recommended that QSFs and clients should endeavour to possess and display these attributes for the enhancement of service delivery in terms of firms’ productivity and clients’ satisfaction.
