Best practices: 5 community projects barangay officials can replicate

The Philippine Center for Investigative Journalism (PCIJ) spoke with academics and advocates and compiled some impactful programs that were implemented at the barangay level.

Barangays, being at the forefront of communities, are in a unique position to initiate and implement programs.

“As the most grassroots and face-to-face local government unit, barangays can set the roots of experiments for more progressive citizenship and leadership,” said Maria Ela Atienza, political science professor at the University of the Philippines.  

Barangays, she added, can also be a “training ground” for emerging new leaders and for citizens’ participation in governance.

Community-based monitoring system (CBMS)

The community-based monitoring system (CBMS) is a technology-based way of acquiring, processing, and verifying data for policy making, program implementation, and impact monitoring at the local level. It also empowers communities to participate in the process.

The CBMS was an initiative pilot-tested in two barangays in Pandi, Bulacan : Barangay Masuso in September 1995 and Barangay Real de Cacarong in February 1996.

According to a paper presented in 1996 by Micro Impacts of Macroeconomic Adjustment Policies (MIMAP), the developer of CBMS, Barangay Masuso was at the time growing livestock and rice production. This development attracted migrants from other provinces.

Meanwhile, Barangay Real de Cacarong was “isolated” and relied on agriculture as a major source of livelihood, the same paper said.

Through the CBMS, barangays gathered information on the “minimum basic needs indicators,” which help make profiles of communities and identify problems. This resulted in a focused targeting and prioritization of projects.

Over two decades since the system was developed, the CBMS was made standard practice through the passage of Republic Act 11315, or the “Community-based Monitoring System Act.”

Food security during pandemic lockdowns

At the height of the Covid-19 pandemic, which forced residents to stay home and disrupted the supply chain, some barangays set up food security programs.

Barangays in Olongapo City, Zambales , opened makeshift wet markets and rolling stores, or talipapa, which sold rice, meat and fish, and vegetables. The “barangay talipapa” addressed residents’ complaints of having to walk long distances due to suspended public transportation and overcrowding in markets that raised the risk of infection.

Barangay Buhatan, Sorsogon City in Sorsogon , meanwhile, set up a Bukas-Palad Kiosk, a “charity store” where people can get items through a barter system.

The kiosk was also open to those who have nothing to exchange or share, according to the Bureau of Local Government Development (BLGD) of the Department of the Interior and Local Government.

“Basic food items can be accessed by the residents in the kiosk, thus, limiting the need to go out of the barangay. The availability of basic foods and commodities is ensured so that the residents, mainly the poor families and households need not to go out of the barangay, and to also avoid and limit the spread of the coronavirus disease,” a BLGD report read.

In Barangay Prosperidad, San Francisco in Agusan del Sur , cooked vegetables were distributed to residents instead of canned goods and instant noodles.

“Through the provision of food packs to residents, the barangay intends not just to help her constituents but also to provide healthy and nutritious food as it could help strengthen the immune system of constituents to help avoid the virus,” a BLGD report read.

In Valenzuela City’s Disiplina Village-Bignay , a resettlement village and housing project, urban farming created a sustainable food source for families.

Even before the pandemic, a women-led group from the community supplied fruits and vegetables for the city’s school feeding program, sociology professor Emma Porio of the Ateneo de Manila University told PCIJ in an interview.  

“The program ensured the availability of fruits, vegetables, fish, and poultry, while building the capacity of the women in vegetable production and marketing,” said Porio.

During the pandemic, the women’s group also organized a regular community pantry to provide fruits and vegetables to other communities within the city, she added.

Porio is the project leader and principal investigator in the Coastal Cities at Risk in the Philippines project. She also sat in the national selection committee of the Galing Pook Awards, which reviews and recognizes innovative programs in local governments.

Disaster preparedness and response

The Philippines is hit by an average of 20 typhoons every year, which become more destructive due to the climate crisis.

In 2009, the huge damage wrought by Typhoons “Ondoy” and “Pepeng” led to the swift passage of Disaster Risk Reduction and Management (DRRM) Act, or Republic Act 10121. But even before the creation of a national agency focused on DRRM, resource-rich Barangay San Antonio in Pasig City already had emergency rescue teams and equipment in place since 2000.

In 2008, the barangay established its Emergency Response/Rescue Program, which integrated fire and medical teams under the supervision of the barangay disaster coordinating council. The initiative was recognized by the Galing Pook Awards.

In flood-prone Marikina City, Barangay Tumana , one of its most vulnerable and populous barangays, developed an early warning system to help reduce losses due to flooding.

The barangay has a water level monitor installed in the Marikina River. This is used to measure the swelling of the river when it rains. When the DRRM coordinator of the barangay receives an alert from the city’s command center, warning information is communicated to residents through a loud siren that can be heard within a 1.5-kilometer radius.

The alarm communicates escalating levels of warnings to residents: first, to be alert for possible further warnings; second, to start preparing for a possible evacuation, and third, to evacuate to designated centers.

Researchers from the Kwame Nkrumah University of Science and Technology in Ghana assessed the system in 2020 . It pointed out that while its operation is not backed by an ordinance, a majority of the residents were “fully aware of what (the system) means and what they are to do in case the warning is raised.”

According to the paper published in the Journal of Science and Technology (Ghana), local authorities “looked beyond only creating awareness to ensuring full understanding of risk and the system.”

“The understanding was achieved by making information accessible and accepted by everyone in the community, through ensuring full participation and partnership,” it added.

Barangay Tumana’s system is also seen to be relevant to Ghana and other countries intending to reduce flood risks, it said.

Barangay officials found themselves in the frontlines of former President Rodrigo Duterte’s war on drugs.

The brutal campaign was enforced by the police, but barangays played a key role in its implementation. Their proximity to and knowledge of residents in their community as well as their influence as local leaders were often capitalized on by law enforcers.  

In an interview with PCIJ, researcher Joel Ariate Jr. of UP Third World Studies Center (TWSC)  said because of the kinship-based dynamic in barangays, migrants (or dayo ) were often included in drug watchlists.

“Sino’ng babanggitin namin dun sa listahan? Sinong isa-submit namin sa listahan? E kamag-anak mo halos ‘yung mga nandoon, so doon nagiging biktima ‘yung mga dayo. Walang kamuwang-muwang, sila ‘yung sina-submit ng barangay as mga drug personality,” Ariate said. “At ‘yung iba sa kanila, totoong napapatay o nakukulong.”

Ariate also works on TWSC’s “Dahas” project , which monitors reported drug-related killings in the Philippines.

But he clarified that barangay captains and members of the Barangay Anti-Drug Abuse Council (BADAC) were rarely mentioned due to the inherent dangers of the anti-drug campaign.

In instances where barangay captains were identified to have submitted watchlists, they become victims in the “palit-ulo” scheme, said Ariate. This scheme, which literally means “head swap,” is a notorious practice of detaining a suspect’s close relative until the former surrenders.

According to TWSC data, 85 victims of drug-related killings between July 2016 to October 2020 were reported to be barangay officials.

In a barangay in Caloocan City, one of the four key areas in Metro Manila where drug-related killings were rampant, a barangay captain subsidized transportation expenses for residents who were on the watchlist.

“He gave them money and told them to go home to their provinces so they can avoid the killings,” the village chief’s nephew, Randy delos Santos, told PCIJ.

He was referring to North Caloocan’s Barangay 148 captain Hernani de Jose, who has since died from an illness.  

Delos Santos is the uncle of 17-year-old student Kian Lloyd, who was dragged into a dark alley and shot by policemen in August 2017. His murder triggered public outcry, scrutiny of Duterte’s drug war, and the filing of charges against the suspects that led to their conviction.

Delos Santos now works with Program Paghilom, a church-based support group for widows, orphans, and families of drug war victims.

Community participation

Barangay Graceville in San Juan del Monte, Bulacan , was recognized in 2015 for its efforts to encourage community participation in local governance.

Residents identified problem areas, gave recommendations, and defined success indicators of barangay programs. These inputs became the basis for the barangay’s budget and five-year barangay development plan.

Since education is a top concern, the barangay provided facilities for alternative learning classes as well as scholarships and free instructional materials for out-of-school youths. It also ran a mobile clinic and implemented a dispute resolution system.

According to the Galing Pook website, delegations from various local government units, schools, and other countries, such as South Korea and Australia, have visited Barangay Graceville to learn about its programs.

Meanwhile, in the early 2000s, Barangay Tabok in Mandaue City, Cebu , faced a water shortage and did not have potable water for over two years when one of its two deep wells bogged down.

To address the problem, residents and officials formed a non-stock, non-profit corporation to manage the waterworks system of the barangay. The Tabok Rural Waterworks System Inc. (Taruwas) adopted a socialized water-pricing scheme, where “those who consume more subsidize those who consume less.”

Not only did the corporation rehabilitate the deep well but also expanded and constructed another water source. The corporation used its savings to fund several barangay projects, such as road constructions, the Tabok High School building, and a day care center.

The program was recognized as one of the Ten Outstanding Programs of Galing Pook Awards in 2003. END

Barangay Bagong Silang was established during the rule of Ferdinand Marcos, the tenth president of the Philippines. The name of the barangay was meant to signify a newborn for most of its residents who were resettled from their original slum areas in Tondo, Manila, a commonwealth in Quezon City and San Juan. Bagong Silang is also the largest barangay in terms of population with over 270,743 residents which accounts for about 16 percent of Caloocan's total population. The barangay 176 in Bagong Silang, Caloocan, like many other barangays in the Philippines, encounters problems and challenges because of many factors like its huge population. The researcher came up with the title “The Effectiveness of Barangay Justice System in Barangay 176 Caloocan City". The researchers used the descriptive method in determining the effectiveness of the barangay justice system in Barangay 176, Bagong Silang, Caloocan City. The research enabled the researchers to gather data on the subject under study using different research instruments. The questionnaire was used in gathering data and information necessary to complete the study. The researchers used random sampling to determine the respondents of the study. Random sampling refers to a variety of selection techniques in which sample members are selected by chance, but with a known probability of selection. The respondents were described according to different demographic profiles. The majority of the respondents were from the age bracket 18 to 22 years old, 56% were male, 64% were single, and 36% were vocational course graduates. On effectiveness of the barangay justice system in Barangay 176 Bagong Silang Caloocan City in terms of the level of compliance to the procedure of the Katarungang Pambarangay on the variables receiving complaints, issuance of summons, the conduct of conciliation, settlement, execution, most responses were regarded as agree. On the effectiveness of the barangay justice system in Barangay 176 Bagong Silang Caloocan City in terms of satisfaction of the complainant and respondents on variables such as receiving a complaint, issuance of summons, conciliation, settlement, and execution, most were regarded as agree. The findings of the study demonstrate the effectiveness of the Barangay Justice System in Barangay 176, Bagong Silang, Caloocan City. These findings can be used as a reference for the proposed measures of the researchers to enhance the barangay justice system and for the benefits of the citizen in the said barangay.

Abstract – This study explored the practices and challenges in responding to the COVID-19 pandemic of a barangay government unit. The study used a qualitative case study method of research. This study was conducted at Barangay Nanyo, Panabo City Davao del Norte, Philippines. There were six participants responded in this research through a validated interview-guide questions. The results have shown that the practices and challenges of Barangay Nanyo in responding to the COVID-19 pandemic were focused on the implementation of safety and security protocols, communication among members of the society, and the availability of resources needed in times of lockdown. The study also revealed that to cope up with those challenges, the barangay has the initiative to come up with solutions with the help of the people’s cooperation and participation that became a big part of the success of the unit is having a zero active case since the emergence of COVID-19 pandemic in the country. The result of the study may be used as a basis for higher- authorities in crafting recommendations for other barangay government units. This will also assist other barangays officials in managing the pandemic situations in their community.

I. INTRODUCTION

1.1 Background of the Study

The novel coronavirus (COVID-19) is responsible for more fatalities than the SARS coronavirus, despite being in the initial stage of a global pandemic. The first suspected cases in the Philippines were investigated on January 22, 2020. Both patients were previously healthy Chinese nationals on vacation in the Philippines, traveling as a couple during January 2020. Patient 1, a 39-year-old female, had a cough and sore throat symptoms and was admitted to San Lazaro Hospital in Manila on January 25. Since then, the national government of the Philippines was doing ways to control the spread and transmission of the COVID-19 virus. As of today, April 8, 2021, according to the Department of Health, 813,000 cases are reported, of which 646,000 have recovered, and 13,178 deaths happened. Of the said cases, 22,670 were from the Davao region [1]. Here in our locality, according to the City Health Office of Panabo City, there are 913 confirmed cases, 841 of those have recovered, and 50 deaths happened. From the data provided last April 7, out of 40 barangays of the city, Barangay Nanyo has zero cases of covid-19 related cases and deaths [2]. There are significant concerns about operative pandemic response and awareness in fragile health systems and the rifeness of misinformation. Their study determined that there is essential for targeted health education as a response strategy to COVID-19 in low-income settings, and it is vital that strategies are contextually relevant. Understanding among populations experiencing extreme poverty will be important as tailored guidance for public health response, and communication strategies are developed for low and middle-income countries [3].

Climate-related hazards are phenomena that demand all governments to be at all times on high alert. Governments should undertake measures that would eliminate or at least mitigate their impact to protect their constituents. This study utilized three researcher-made data gathering tools. Results revealed that the tasks of the Barangay (Village) Disaster Risk Reduction and Management Committees (BDRRMCs) in the river basin communities on disaster prevention and mitigation were partially accomplished. As a whole, the performance of the BDRRMCs is generally satisfactory (3.65). This is broken down into formation of structures and systems (satisfactory = 3.62) and institutionalization of policies and plans (satisfactory = 3.65).

The findings further revealed the highly significant impact of the following BDRRMC performances: Punong Barangays’ (Heads of Villages) educational attainment and years in the service and the community’s experience in floods. The FGD responses indicated that the TRB barangays have major issues and concerns considering the implementation of DRR tasks: putting up of the DRRM structures and systems, communication, commitment of the Barangay officers, and limited budget. There is a cogent need for all government offices handling the DRRM functions to provide appropriate attention at the Barangay level for the proper implementation of the DRRM Plan.

Abstract Crime prevention process emanates from the local form of the government to ensure the safety of all its constituents whom the barangay tanod has the biggest role within the barangay. The study made a Qualitative-descriptive research and purposive sampling technique with the used of questionnaire as a tool in gathering the data from 34 Barangay Tanods and 30 Barangay Officials within the Central Region of Angadanan, Isabela. The researcher used the following statistical instruments: simple frequency, percentage, weighted mean, chi-square, and t-test.. Results of the study showed that the barangay tanod are moderately effective in preventing crime because of improper routine of duties and functions like conduct patrol or ronda, conduct surveillance to surreptitious person, and detection of hazard in different establishments and to include lack of sufficient orientation. majority of the respondent belong to age range 36 -40 years old, male, married, vocational graduates and have 10-12 years of experience as Barangay Tanod. It also reveals that the The Barangay Tanods encountered serious problems in crime prevention in the following aspects: lack of vehicle when conducting patrol, insufficient training like self-defense techniques, and insufficient equipment like baton, handcuff and other equipment for crime prevention. INTRODUCTION Barangay is the Philippines' basic unit of government. The HKPH Public Opinion and Research Center, in collaboration with the Asia Research Center based in Hong Kong, has recently conducted a comprehensive nationwide study on barangay officials in the Philippines.

This study brings to light the critical role these officials play in the country’s administrative framework. Responsible for maintaining local peace and order, barangay officials work closely with law enforcement agencies to ensure the safety and security of residents.

Additionally, their pivotal role extends to delivering essential social services, including health, education, and welfare programs, significantly impacting the lives and well-being of community members.

In a national independent survey conducted from November 3-10, 2023, a substantial level of satisfaction was observed among Filipinos regarding the integration of barangay officials into local government units.

Approximately 70% of respondents expressed contentment with their roles and contributions to the governance structure of the Philippines, underscoring their importance in addressing community needs and expectations.

In a significant endorsement of leadership within this sector, Eden Chua-Pineda, the National President of the Liga ng mga Barangay sa Pilipinas, received robust support from barangay officials nationwide.

Garnering an impressive 80% performance rating, Chua-Pineda’s tenure has been marked by commendable leadership and effective policy implementation, despite the varied challenges across different regions.

Additionally, the Liga’s membership, exceeding 42,000, has voiced strong support for the continuation of Chua-Pineda’s leadership following recent barangay elections. Furthermore, their involvement in public administration enhances community engagement and participation in governance processes, ensuring that the voices of community members are adequately represented.

The performance evaluations of barangay officials are vital in maintaining accountability and transparency within local governance. These evaluations serve as a foundational tool for building trust and confidence among community members, ensuring officials are directly answerable for their actions and decisions.

By identifying areas that require improvement, these evaluations also enhance service delivery efficiency, aligning services with community-specific needs. Additionally, performance evaluations are key to capacity building and policy implementation, identifying training and development needs that lead to targeted capacity-building programs.

These programs enhance officials’ skills and professionalism and assist in refining local and national policies, making them more responsive to local contexts and needs. Continuous performance checks also promote good governance, encouraging officials to consistently uphold fairness, integrity, and public interest.

In conclusion, the study and subsequent survey findings underscore the indispensable role of barangay officials in the Philippines. Their wide-ranging responsibilities and significant impact on services make them a cornerstone of the country’s administrative system.

Regular assessments of their performance ensure they meet their responsibilities efficiently and transparently, aligning with national objectives and local community needs, reflecting their critical role in the fabric of Philippine local governance.

Social status is the first thing which is concerned by people. A person's social class has far reaching consequences. It refers to the grouping of individuals in a stratified hierarchy based on wealth, income, education, occupation and social network. Every person wants to look beautiful, to wear expensive clothes, to use branded products and vice versa. In this research, I am concerned about the factors of increasing social status differences among the youth. And wants to let the people know that how unconsciously they are promoting this evil by which thousands of lives are affecting every day. This research is about whether social status really affects one's life? Does really people self-esteem affect by social status? How do people face confliction of status differences in their lives? To answer these questions, I did research which was conducted by questionnaires' collection of various data, interviews and formulating surveys from the males and females of age 19-25. For this research, university students were taken randomly as a sample for research because they are the youth and the ones who are facing the social status differences the most. The data was collected in two sections of analyzing the results and exploring the factors responsible for the impact of social status on youth in their lives. This research provides a look at various definitions of participant's observation or their personal life experiences. And how to eradicate this growing issue.

Development and modernization recently have impacted greatly on many aspect of the human society. However, youth I think the most affected by those two. In positive way, youth will have many challenging opportunities because of fast development and growing modernization. Many youth who have education advantage, financial support and skill will easily catch up with the development and modernization. In contrast, youth who have disadvantages from education, financial support and less skilled/unskilled, will be excluded from development and modernization benefit. In many local regions, those youth who doesn't have good education, no skill training and no financial support will tend to be dependent to the assistant of government. In the case of Indonesia, we have Ministry of Youth and Sport who deal with this particular problem. To some extent, many ministries such as Ministry of Education, Ministry of Manpower also have to do something on this Youth problem. Many programs were executed to deal with the youth in this category. So far, we have many training centers and sports centers to be utilized by those who in need. Many low cost training courses also run by private enterprises to fulfill the various job opportunities with least practical skill. In politics, youth also supposed to play significant role especially in term of their participation. However, from political perspective, we still face challenge with their low political participation. Therefore, challenges are still exist. Ministries and private enterprises are trying to fulfill their good work to address the challenge. This paper will be going to examine the socio political and economic impact of development and modernization to the youth, with the example from Indonesia case.

It is observed that after about 55 years post independence and secondary education (having been reformed to be goals oriented), majority of Nigerian youths are idle while some are involved in various vices due to unemployment. A good number of students who have completed their secondary education but failed to secure admission into institutions of higher learning are in dilemma because they are not equipped with requisite skills for self or paid employment. However, if a nation fails to develop (or educate) its citizenry and make them efficient in carrying out some of the activities of life effectively, then that nation is doomed to weakness, destruction and obscurity. Education, therefore, is important to the growth and development of the society because of its power to fashion an individual to be integrated into his society, and to become a promoter of his societal culture, and development. Eight main sources of vices in the lives of youth identified were: peer pressure, lack of proper parenting/home training, curriculum deficiency, unemployment, economic instability, law enforcement/judicial inconsistency, undue emphasis on certificate and corruption. At the moment a good percentage of the youths is either not in school or trained but not employable; either under employed or have become school drop outs owing to high cost of education. The training of the youths especially at the secondary school level must be a top priority if the nation must get to the top also. We must begin to explore ways of harnessing the skills and talents of young people. The more we frown at extra-curricular activities, the more we give away the youth to these vices.

By adopting Sen's capability approach this study explores certain problem with prominent interpretations of the concepts and how Amartya Sen’s capability approach can provide a conceptual framework that can overcome problems encountered by the youth. Sen's capability approach provides a framework for why it is important to foster the capabilities of youth in poverty and what is required to help these youth to improve their capabilities for life. It is argued that the capability approach can reflect the many ways that human lives are blighted and that it thus offers a promising framework for poverty analysis. This study suggests that the issue of poverty and its impact on youth and education equality can be better tackled from the perspective of capability enhancement.
