With 5G, India is setting a global standard in telecom technology: PM Modi

Present on this historic occasion my cabinet colleagues, representatives from the industrial world of the country, other dignitaries, ladies and gentlemen!

This summit is global but the voice is local. Moreover, the beginning too is local. Today is a special day to witness as well as showcase the potential of the developing India of the 21st century. In this period of 'Azadi Ka Amrit Mahotsav', the date October 1, 2022 is going to be recorded in history. Secondly, the Navratri festival has begun. This is a festival of worshipping ‘Shakti’. Similarly, the biggest strength of the 21st century is also being unveiled today to take it to a new height. Today, on behalf of the country and the telecom industry of the country, 130 crore Indians are receiving a wonderful gift in the form of 5G. 5G has started a new era in the country. 5G is the beginning of an infinite sky of opportunities. I congratulate every Indian for the same.

Apart from these moments of pride, I am also delighted that as 5G is getting introduced, the children from the rural schools, the villages, the labourers and the poor are also participating with us in the event. A short while ago, I was getting acquainted with a daughter of a rural school in UP through 5G hologram technology. When I was campaigning in the 2012 elections with holograms, it was a wonder for the world. Today this technology is reaching every household. I realized how new technology was changing the meaning of education for them. Similarly, through 5G, children even from the remotest schools in villages of Gujarat, Maharashtra and Odisha are learning new things in the classroom with top experts. It is indeed a thrilling experience to be a part of a new age classroom with them.

India's efforts on 5G have another message for all. New India will not remain as a mere consumer of technology, but India will play a very active role in the development and implementation of that technology. India will play a crucial role in designing the wireless technology of the future as well as in the manufacturing related to it. During the era of 2G, 3G and 4G India was dependent on other countries for technology. But with 5G, India has created a new history. With 5G, India is setting a global standard in telecom technology for the first time. India is leading others. Today, every person using the Internet understands that 5G will change the entire framework of the Internet. That is why today 5G has brought a huge opportunity for the youth of India. I am glad that our country, which is moving forward with the resolve of a developed India, is walking hand in hand with the other countries of the world. This is a huge success for India, as well as for the Digital India campaign.

When we talk about Digital India, some people think that it is just a government scheme. But Digital India is not just a name, it is a big vision for the development of the country. The goal of this vision is to carry that technology to the common people, which works for the people and works by connecting with the people. I still remember, when the strategy was being chalked out for this vision related to the mobile sector, I had reiterated that our approach should not be piecemeal, but holistic. For the success of Digital India, it was necessary to cover all the dimensions of this sector at once. So we focused on the 4 pillars and the four directions at once. First - cost of the device, second - digital connectivity, third - cost of data, fourth and most importantly - the idea of 'digital first'

When it comes to the first pillar i.e. the price of the device, one thing is very clear; the cost of a device can come down only when we are self-reliant. You might remember that many people had mocked me when I had spoken of self-reliance. Till 2014, we used to import almost 100 per cent mobile phones from abroad. Hence, we decided to become self-reliant in this sector. We increased mobile manufacturing units. In 2014, there were only 2 mobile manufacturing units in the country i.e. 8 years ago there were only 2. But now their number is above 200. We gave incentives to increase the production of mobile phones in India and encouraged the private sector. Today the PLI scheme is an extension of this initiative. The results of these efforts were very positive. Today, India ranks number 2 in the world in mobile phone production. Moreover, earlier we used to import mobiles. Today we are exporting mobiles and taking them to the world. Just imagine! From exporting zero mobile phones in 2014, today we have become a country exporting mobile phones worth thousands of crores. We have become an exporting country. Naturally, all these efforts have had an impact on the cost of the device. Now we have started getting more features at a lower cost.

The second pillar we worked on after the device cost is digital connectivity. You are well aware that the real strength of the communication sector lies in connectivity. The more the people connect, the better for the sector. If we talk about broadband connectivity, then in 2014 there were 6 crore users. Today their number has increased to more than 80 crores. Speaking of the number of internet connections, in 2014 there were 25 crore internet connections but today its number is reaching about 85 crores. It is also worth noting that today the number of internet users in our rural areas is increasing faster than the number of internet users in the cities. And there is a special reason for the same. In 2014, the optical fiber had reached less than 100 panchayats in the country while today optical fiber has reached more than one lakh 70 thousand panchayats. Now compare 100 with one lakh 70 thousand! Just like the government had started a campaign to provide electricity to every household, like it worked on the mission of providing clean water to everyone through the Har Ghar Jal Abhiyan, delivered gas cylinders to the poorest of the poorest people through the Ujjwala scheme and connected crores of people deprived of bank accounts to the bank through Jan Dhan Yojana, similarly, our government is working on the goal of ‘Internet for all’

With the expansion of digital connectivity, the cost of data becomes equally important. This was the third pillar of Digital India on which we worked with full force. We have removed all the hurdles coming in the way of the telecom sector. Earlier, the telecom sector had to face many difficulties due to lack of vision and lack of transparency. You are familiar with the way by which we have given policy support for the expansion of 4G technology. This led to a drastic reduction in the cost of data and the birth of a data revolution in the country. Seeing these three factors, the cost of the device, the cost of digital connectivity and data – its multiplier effect started appearing everywhere.

But Friends,

Besides these things, another important thing happened i.e. the idea of 'digital first' developed in the country. There was a time when a handful of people from the elite class , the scholarly class, used to watch some speeches of the House and mocked it. They used to think that poor people did not have the ability to go digital or they could not understand digital. They used to doubt it. They suspected that poor people would not even understand the meaning of digital. But I have always had the trust in the intellect of the common man of the country and his inquisitive mind. I have seen that even the poorest of the poor Indians are ahead in terms of adopting new technologies and let me share one experience. Probably it was the period of 2007-08 or 2009-10, I don't clearly remember. I was the Chief Minister of Gujarat but there was one area where I had never been to. It was a tribal area and a very backward one. So, we had to organise an event there once. That area was such that there was no possibility of any major project. It was largely a forest-land. So finally a chilling centre was supposed to come up there. The chilling centre of milk was worth Rs 25 lakh. I said, "I will inaugurate it myself. It doesn’t matter if it is a Rs 25 lakh project or just a Rs 25,000 project’’. Now people feel that the Chief Minister should not be inaugurating small projects. But it doesn't really matter to me. So I went to that village. There was no place for me to even hold a public meeting. There was a small school ground 4 km away from the place. So, a public meeting was organized there. But when we went to the chilling centre, I found the tribal mothers and sisters standing in a queue to fill milk. So when we went there and started with the inauguration programme, they placed their pots of milk down and started taking photos with their mobiles. I was surprised that people in such a remote area were clicking photos with mobiles. So I went to them and asked- "what will you do with this photo?" They said that they would ‘download

I was really surprised to hear these words. Such is the power in the villages of our country. The poor mothers and sisters of the tribal area who had come to fill milk were taking photos from their mobile phones and they knew that they could download it. The word 'download' coming out of their mouths gives us an idea of their intellect and their acceptance of new things. I was in Gujarat yesterday. When I was going to visit Ambaji pilgrimage area, there were small villages on the way. More than half the people were recording videos with their mobiles. That is the strength of our country! We cannot ignore this power and only some people from the elite class of the country did not believe in our poor brothers and sisters. Eventually we managed to go ahead with the approach of 'digital first'. The government itself went ahead and made the way for digital payments easier. The government itself has promoted citizen-centric delivery service through the app. Whether it is about farmers or small shopkeepers, we have given them a way to meet their daily needs through the app. Today you can see the result of the same. Today technology has become truly democratic. You have also seen how much our approach of 'digital first' has helped the people of the country during the Corona pandemic when the major developed countries of the world were struggling to help their citizens. There were rupee, dollars, pounds, euros and everything else in their treasury. They had also decided to give away funds but there was no way to reach the people. Whereas, India was transferring thousands of crores of rupees to the accounts of the citizens of my country with a single click. It was due to the power of Digital India that even when the world had come to a halt, our children were taking online classes and studying. Hospitals were faced with an extraordinary challenge, but doctors were treating their patients through tele-medicine. Offices were closed, but 'work from home' was going on. Today we have small traders, small entrepreneurs, local artists, artisans and Digital India has given a platform to everyone. It has opened a market. Today, if you go to the vegetable market or a local market, even a small street vendor will ask you to pay with UPI. Once I came across a video where even a beggar was taking the money digitally. Look at the Transparency! This change shows how one becomes empowered when facilities are easily accessible.

The revolution that the country is witnessing in the telecom sector today is proof that if the government works with the right intention, then it does not take long to change the intentions of the citizens. This is the difference between the intention of 2G and the intention of 5G. Better late than never. India today is one of those countries in the world where data is so cheap and affordable. Earlier, where the cost of 1GB data was close to Rs 300, today the cost of 1GB data has come down to only Rs 10. Today in India, a person is using an average of 14 GB data on mobile in a month. In 2014, the cost of this 14 GB data was around Rs 4200 per month. Today, the same amount of data is available for Rs 100 or Rs 150. That is, today about Rs 4000 of the poor and the middle class is being saved every month on mobile data. With so many efforts of our government, the cost of data in India remains very low. Saving 4000 rupees every month is not a small thing, but you realised it after I told you because we never blew our own trumpet. We did not advertise. We only focused upon the convenience of the people of the country to enhance their ease of living.

It is often said that India could not take advantage of the first three industrial revolutions. But I believe that India will not only take full advantage of the Fourth Industrial Revolution but will also lead it and scholars have started saying that it is not just India's decade but this entire century belongs to India. This is not a decade but a century. We are all witnesses to the way India has leapfrogged in the world of technology after the arrival of 4G. When the citizens of India get equal opportunities in technology, then no one in the world can beat them. So today when 5G is being launched in India, I feel very confident friends. I am able to foresee the future and we will see the dreams in our hearts and minds getting fulfilled. We are the ones who are going to see it happen in front of our eyes. Coincidentally, just a few weeks back India has become the 5th largest economy in the world. And so, this is an opportunity for our youth, who with the help of 5G technology can make innovations that grab the attention of the world. This is an opportunity for our entrepreneurs who can expand and grow themselves using 5G technology. This is the opportunity for the common man of India who can use this technology to improve his skills, up-skill, re-skill and convert his ideas into reality.

Today's historic occasion has brought new inspiration for us as a nation and as citizens of India. Why don't we use this 5G technology to accelerate India's development at an unprecedented pace? Why don't we use this 5G technology to expand our economy very fast? Why don't we increase our productivity by using this 5G technology?

In these questions there is an opportunity, a challenge, a dream and a resolution for every Indian. I am aware that today the class which is watching the launching of 5G with the most enthusiasm is the youth or the younger generation of my country. There are several major opportunities waiting for our telecom industry. Several new employment opportunities are going to be created. I am sure, our industry, our institutes and our youth will work together in this direction ceaselessly. I was trying to understand the exhibition which is going on for a long time. I am not so tech-savvy but I was trying to comprehend. Seeing this, I felt like informing the government to see where this could be applied and incorporated in the various departments of our government so that its impact could also be seen in the policies of the government. This exhibition is going to run for five days. I would especially urge the students of technology to come, see it, and understand the way the world is changing. Once you see it, you will notice many new things. You can also add to that. I would also like to say to the people of this telecom sector that I was very happy when I visited every stall and they said that it was Indigenous, made in a self-reliant way. Everyone was saying it with great pride. I was happy but something else was going on in my mind. I was wondering that there are various different types of cars. Each has its own brand and uniqueness. But those who deliver the spare parts for these cars belong to the MSME sector. The same factory from the same MSME makes spare parts for six types of vehicles and makes minor repair works. I felt that you were also displaying the hardware. Should the MSME sector be given work to make small parts of the hardware needed for this too? I want to create a huge ecosystem. I am not a trader or businessman. I have nothing to do with money, but I believe that this way the cost will come down at once. This is the strength of our MSME sector

You have to provide that service only by adding your uniqueness and other things like software etc. So I understand that all of you will have to work together and only then the cost will come down. There are many things that we generally do together. I have also seen that most of the youngsters who have worked in startups have been skilled-up in this field. I also wish to tell the startups to find out the number of services you can provide in this field. How many user-friendly systems can be developed? That's the benefit of it after all. But I would like one more thing. Could your association run a movement together? How could this 5G be useful in the lives of the people in at least all the district headquarters of India? Could exhibitions educating the people be organised? Let me give a small example from my experience. It was a dream in our country to have 24 hours electricity. When I was in Gujarat I had come up with a scheme called Jyotigram Yojana and my dream was to give 24x7 electricity to every household in Gujarat. Now all my officers used to say that maybe it was not possible to do that. So I gave a simple solution. I said that we should separate the agriculture feeder and the domestic feeder. After doing that, we completed the work in each and every district. So, one job was completed. Then we would hold a major summit in that district. 2-2.5 lakh people used to attend the event because getting 24 hours electricity was an occasion of great joy! That was the period of 2003-04-05. I held an exhibition of all the works that could be accomplished with electricity and all the machines that could run on electricity. Otherwise people might have equated electricity just with being able to eat dinner at night or watching TV. But electricity could be used in various ways. So, educating about it was also necessary. But what I realised was that after the huge exhibition even the tailors would try to think about how to set up their machines with 24 hours electricity; even the potter decided the type of electric equipment he would purchase and the mothers and daughters across the country too started thinking about the electric equipments they could use in the kitchen. That is when a huge market came up and multiple utility of electricity had started. Similarly, with 5G people would start thinking of multiple uses in their lives as the videos could be downloaded pretty fast. It wouldn't buffer for long if a person wants to watch reels. The phone doesn't get disconnected from the internet. There can be video conferences with clear video and audio. You can make phone calls. Moreover, this is going to be a life changing system. Therefore I would ask the association of this industry to go to schools, colleges, universities and every district of India and find out the number of aspects that exist where 5G could be applied and we need to add value to the same. So this will be a service for you and this technology should not be limited to just talking or watching any video in life. It should be used to bring about a complete revolution and we have to reach 130 crore people. This won't take much time. I had just come up with the Drone Policy. Today I have seen that in many areas they have started the work of spraying pesticides from the drone. They have learnt to operate drones and that's why I believe we should go towards these systems.

सवाल: आपने हाल में कहा कि तीसरे कार्यकाल में भ्रष्टाचार के खिलाफ कार्रवाई और तेज होगी। क्या यह कार्रवाई राजनीतिक भ्रष्टाचार तक ही सीमित रहेगी या नौकरशाही और सरकारी तंत्र में व्याप्त भ्रष्टाचार को भी खत्म करने के लिए होगी, क्योंकि निचले स्तर पर आज भी भ्रष्टाचार बड़ी समस्या बना हुआ है ?

जवाब: 2014 में सरकार बनने के साथ ही हमने भ्रष्टाचार को खत्म करने के लिए कई स्तरों पर प्रयास शुरू किए। केंद्रीय भर्तियों की समूह-सी, समूह-डी भर्तियों से साक्षात्कार खत्म कर दिए। स्वीकृतियों के लिए राष्ट्रीय एकल विंडो प्रणाली शुरू की गई। सरकारी सेवाएं ज्यादा से ज्यादा फेसलेस हों, इसका प्रयास किया। हमने गरीबों का पैसा बिचौलियों की जेब में जाने से बचाने के लिए डीबीटी (डायरेक्ट बेनिफिट ट्रांसफर) योजना लागू की। आज इस वजह से 10 करोड़ से ज्यादा फर्जी नाम और ऐसे लाभार्थी जो पैदा भी नहीं हुए थे, वो कागजों से हटे हैं। ऐसा करके सरकार ने पौने तीन लाख करोड़ रुपए गलत हाथों में जाने से बचाए। 2014 से पहले ईडी ने सिर्फ पांच हजार करोड़ रुपये की संपत्ति अटैच की थी, जबकि पिछले 10 वर्षों में एक लाख करोड़ रुपये से ज्यादा की संपत्ति अटैच हुई। वहीं, 2014 से पहले ईडी ने सिर्फ 34 लाख रुपये जब्त किए थे। हमारी सरकार में यह आंकड़ा 2200 करोड़ रुपये तक पहुंच गया है। इस पैसे को गरीब कल्याण की योजनाओं में लगाया जाता तो कितने लोगों को लाभ होता। युवाओं के लिए कितने अवसर तैयार हो सकते थे। बुनियादी ढांचे की कई नई परियोजनाएं तैयार हो जातीं। भ्रष्टाचार चाहे जिस स्तर का हो, उसकी मार देश के लोगों पर ही पड़ती है।

भ्रष्टाचारियों पर कार्रवाई के लिए प्रतिबद्ध हूं। जिन राज्यों में भाजपा की सरकार है, वहां भी भ्रष्टाचार के खिलाफ कदम उठाए जा रहे हैं। अब ये जो नैरेटिव आपके सुनने में आया है कि सिर्फ राजनीतिक भ्रष्टाचार के खिलाफ कार्रवाई हो रही है, ये वो लोग चला रहे हैं जिन पर जांच की तलवार लटकी है। मैं आपको एक और तथ्य बताता हूं, जिसकी ज्यादा चर्चा नहीं होती। ईडी के पास भ्रष्टाचार के जितने मामले हैं, उनमें से केवल तीन फीसदी ही राजनीति से जुड़े व्यक्तियों के हैं। बाकी 97% मामले अधिकारियों और अन्य अपराधियों से संबंधित हैं। इनके विरुद्ध भी कार्रवाई हो रही है। जिन लोगों को भ्रष्ट व्यवस्था में फायदा दिखता है, वो लोगों के सामने गलत तस्वीर पेश कर रहे हैं। ईडी ने कई भ्रष्ट अफसरों को भी गिरफ्तार किया है। भ्रष्ट नौकरशाहों, आतंकी फंडिंग से जुड़े अपराधियों, मादक पदार्थों के तस्करों की भी हजारों करोड़ की संपत्ति जब्त की गई है।

मैं हिन्दुस्तान के पाठकों को विश्वास दिलाता हूं कि देश के लोगों का हक छीनने वालों के खिलाफ कार्रवाई नहीं रुकेगी।

सवाल: यह चुनाव पिछले दो चुनावों से किस प्रकार भिन्न है, क्योंकि यह कहा जा रहा है कि मतदाताओं में ज्यादा उत्साह नहीं है और कोई लहर नजर नहीं आ रही है? क्या एंटी इंकबेंसी हो सकती है?

जवाब: चुनाव तो भारत में लोकतंत्र का महापर्व माना जाता है। चुनाव उत्साहहीन नहीं है। विपक्ष अपनी पक्की हार से उत्साहहीन है। विपक्ष भी यह मानकर चल रहा है कि एनडीए की ही सरकार आएगी। ऐसे में विपक्ष के बहुत से नेता प्रचार में जाने से बच रहे हैं। कई लोगों ने अभी से ईवीएम का बहाना भी अपनी पोटली से निकाल लिया है।

आपको लहर देखनी है तो जमीन पर लोगों के बीच जाना होगा। वहां आपको पता चलेगा कि भाजपा सरकार की तीसरी पारी को लेकर लोगों में कितना उत्साह है। हमारे कार्यकर्ता तो मैदान में हैं ही। जनता भी सड़कों पर उतरकर ‘फिर एक बार मोदी सरकार’ के नारे लगा रही है। आपने पिछली बार पूरे विश्व में ऐसा कब देखा था कि किसी सरकार के 10 साल पूरे होने के बाद भी जनता पूरे जोश के साथ उसी सरकार को वापस लाने में जुटी हो। ऐसे में 2024 का चुनाव राजनीति के जानकारों के लिए भी अध्ययन का विषय है।

भारत के लोग देख रहे हैं कि आज हमारा देश, दुनिया की पांचवीं सबसे बड़ी और तेज गति से बढ़ने वाली अर्थव्यवस्था है। आज दुनिया का तीसरा सबसे बड़ा स्टार्टअप इकोसिस्टम भारत में है। भारत के अंतरिक्ष अभियान, मेक इन इंडिया अभियान और अभूतपूर्व ढंग से बुनियादी ढांचे केविस्तार की चर्चा पूरी दुनिया में हो रही है। रेल, सड़क और एयरपोर्ट के विकास से लोगों को सुविधा हुई है। रियल टाइम डिजिटल पेमेंट में हम दुनिया के किसी भी देश के मुकाबले बहुत आगे हैं।

500 वर्षों के इंतजार के बाद भगवान श्री राम अयोध्या में अपने भव्य मंदिर में विराजमान हुए हैं। कश्मीर अनुच्छेद 370 की बेड़ियों से आजाद होकर देश की विकासगाथा का हिस्सा बन गया है और सबसे बड़ी बात, पहली बार देश के लोगों को भाजपा मॉडल और कांग्रेस मॉडल की तुलना करने का स्पष्ट मौका मिला है। पांच से छह दशक तक कांग्रेस ने भी पूर्ण बहुमत वाली सरकार चलाई थी। भाजपा की पूर्ण बहुमत वाली सरकार को अभी सिर्फ एक दशक हुआ है। जब उनकी पूर्ण बहुमत की सरकार थी, तो वो अपने परिवार को मजबूत करने में लगे रहे। आज जब हमारी पूर्ण बहुमत की सरकार है तो हमारी प्राथमिकता देश को मजबूत करना है। गांव, गरीब, किसान और मध्यम वर्ग को सशक्त बनाना है। दोनों का फर्क देश ही नहीं बल्कि विश्व देख रहा है।

हमारा 10 वर्षों का रिपोर्ट कार्ड इस बात का प्रमाण है कि भाजपा की गारंटी पूरी होती है। अब हम 2047 में विकसित भारत का विजन लेकर लोगों के बीच जा रहे हैं। हमारे पास एक ऐसे भारत का विजन है, जिसमें हर व्यक्ति के सिर पर पक्की छत हो और युवाओं के लिए रोजगार के अनेक अवसर हों। हम उस भारत के निर्माण में जुटे हैं जहां किसान समृद्ध और महिलाएं सशक्त हों।

25 करोड़ लोगों का गरीबी से बाहर आना, 11 करोड़ से ज्यादा घरों में शौचालय बनना और चार करोड़ गरीबों को अपना पक्का मकान मिलना, ये दिखाता है कि केंद्र की भाजपा सरकार गरीब की सेवा के लिए समर्पित है। और पिछले 10 वर्षों में जो हुआ है, वो सिर्फ ट्रेलर है। हमें देश को बहुत आगे ले जाना है।

सवाल: गन्ने के साथ ही उसके 126 बाइ-प्रोडक्ट्स के लिए भी कदम उठाए जाने की जरूरत है। जैसे ब्राजील में गन्ने से इथेनॉल का 30 से 35% प्रतिशत इस्तेमाल पेट्रोल में हो रहा है। अपने देश में यह अभी 10 फीसदी तक ही है। कुछ जगह तो गन्ने की खोई से पेपर, क्राकरी और प्लाईबोर्ड भी बन रहे हैं? अगली सरकार में इसे लेकर क्या कुछ नया करने जा रहे हैं?

जवाब: मैं आपको इस प्रश्न के लिए बधाई देता हूं कि आपने इतना महत्वपूर्ण मुद्दा उठाया। इथेनॉल ब्लेंडिंग से गन्ना किसानों की आय तो बढ़ी ही है, साथ ही सतत विकास के हमारे प्रयासों को भी मजबूती मिली है। हमने पेट्रोल में 10% तक इथेनॉल ब्लेंडिंग का लक्ष्य पांच महीने पहले ही हासिल कर लिया था। फिलहाल हम 12% के आसपास पहुंच चुके हैं। हम 20% तक इथेनॉल ब्लेंडिंग के लक्ष्य की ओर बिल्कुल सही तरीके से बढ़ रहे हैं। जी20 समिट के दौरान भारत ने ग्लोबल बायोफ्यूल अलायंस का गठन किया और दुनियाभर के देशों से इसमें शामिल होने की अपील की। ये बायोफ्यूल और पर्यावरण को लेकर भारत की प्रतिबद्धता का प्रमाण है।

सरकार ने इथेनॉल डिस्टिलरीज में 40 हजार करोड़ रुपए का निवेश भी किया है, जिससे बड़ी संख्या में रोजगार का सृजन हुआ है। हम जीवाश्म ईंधन पर अपनी निर्भरता को तेजी से कम कर रहे हैं। उसमें भी गन्ने के बाइ-प्रोडक्ट्स से काफी मदद मिल रही है। गन्ने की खोई से बिजली उत्पादन में भी वृद्धि हुई है। देश में गन्ने की खोई और बायोमास से ऊर्जा उत्पादन की क्षमता भी लगातार बढ़ाई जा रही है।

अयोध्या में राम मंदिर की प्राण प्रतिष्ठा समारोह के दौरान जो कप, प्लेट, कटोरे और चम्मच उपयोग में लाए गए थे, वो गन्ने की खोई से बने थे। हमारे जीवन में इस तरह की चीजों का उपयोग बढ़ने से गन्ने के बाइ-प्रोडक्ट की उपयोगिता बढ़ गई।

सवाल: कहा जाता है पहाड़ का पानी और जवानी उसके काम नहीं आती। हर रोज 230 लोग गांव छोड़ रहे हैं। केंद्र ने बॉर्डर के गांवों के विकास के लिए 49 गांवों में बायब्रेंट विलेज योजना शुरू की है। बाकी इलाकों में पलायन रोकने के लिए क्या उपाय और किए जायेंगे।

जवाब: पिछले 10 वर्षों में मैंने हर उस काम को करने का बीड़ा उठाया है, जिसे पिछली सरकारों ने असंभव मान लिया था। समस्याएं देखकर बैठ जाना, ये मेरे स्वभाव में नहीं है। जिन्होंने दशकों तक पहाड़ी इलाकों की उपेक्षा की उनके समय में ये कहावत ठीक बैठती थी, कि पहाड़ का पानी और जवानी उसके काम नहीं आती। लेकिन मैंने इस कहावत को बदलने का संकल्प लिया है। केंद्र और उत्तराखंड की भाजपा सरकार ने पहाड़ी इलाकों के विकास पर विशेष फोकस रखा है।

जब मैं कहता हूं कि ये दशक उत्तराखंड का दशक है, तो मेरे इस विश्वास के पीछे ठोस आधार है। मुझे उत्तराखंड की क्षमता, यहां के लोगों के सामर्थ्य पर पूरा भरोसा है। यहीं के लोग मिलकर उत्तराखंड को विकास की नई ऊंचाइयों पर ले जाएंगे। यहां पलायन की समस्या रोकने के लिए पिछले कुछ वर्षों में हमने कई महत्वपूर्ण कदम उठाए हैं। यहां के लोगों को शिक्षा, स्वास्थ्य, रोजगार और कनेक्टिविटी के बेहतर अवसर देने का प्रयास किया है। रोड, रेलवे, रोपवे और एयरवेज को बेहतर करने के लिए अभूतपूर्व कदम उठाए हैं। इसका प्रभाव ये हुआ कि पहाड़ के युवाओं को यहीं पर शिक्षा और रोजगार के बेहतर अवसर मिलने लगे हैं।

जैसे हमने उत्तराखंड के 20 कॉलेज में आईटी लैब और हॉस्टल बनाने की योजना को स्वीकृति दी गई है। आंत्रप्रेन्योरशिप डवलपमेंट इंस्टीट्यूट ऑफ इंडिया के साथ मिलकर यहां के कॉलेजों में आंत्रप्रेन्योरशिप कार्यक्रम चलाया जा रहा है। पीएम उषा के तहत कुमाऊं यूनिवर्सिटी में मेरू Ü(MERU) सेंटर को स्वीकृति दी गई है। एसडीएस यूनिवर्सिटी, ओपन यूनिवर्सिटी, दून यूनिवर्सिटी में छात्रों के लिए नए संसाधन विकसित किए जा रहे हैं। उत्तराखंड जैसे पहाड़ी क्षेत्रों में पर्यटकों की संख्या बढ़ने से कई स्तरों पर रोजगार के नए अवसर तैयार होते हैं। हमारी सरकार ने बद्रीनाथ, केदारनाथ, हेमकुंड साहिब, मानस खंड के मंदिरों तक पहुंच को आसान बनाया, और वहां ऐसी सुविधाएं विकसित की, जिससे पर्यटकों की संख्या बढ़ने लगी।

मैं आपको केदारनाथ का उदाहरण देता हूं। 2012 में वहां साढ़े पांच लाख श्रद्धालु आए थे, जो कि एक रिकॉर्ड था। 2013 में आई प्राकृतिक आपदा ने वहां बहुत नुकसान पहुंचाया। वहां की हालत देखकर लोग उम्मीद छोड़ चुके थे कि वो कभी केदारनाथ जा पाएंगे। लेकिन हमारी सरकार ने इस स्थिति को बदलने का संकल्प लिया। इसी का परिणाम है कि 2023 में करीब 20 लाख यात्री बाबा केदारनाथ के दर्शन के लिए पहुंचे थे। अगर मैं पूरी चारधाम यात्रा के श्रद्धालुओं को जोड़ लूं तो ये संख्या 55 लाख से ज्यादा हो जाएगी।

पर्वतमाला योजना, चार धाम परियोजना से आने वाले कुछ समय में उत्तराखंड में अभूतपूर्व तरीके से पर्यटन का विस्तार होगा। मुझे विश्वास है कि जल्द ही श्रद्धालुओं की संख्या करोड़ों में पहुंच जाएगी। पहाड़ों की संवेदनशीलता को देखते हुए हमने आपदाओं से निपटने में भी अपनी क्षमता का विस्तार किया है। आपको याद होगा, तुर्किए में प्राकृतिक आपदा के दौरान बचाव दल के रूप में भारत ने कितनी महत्वपूर्ण भूमिका निभाई। इस कार्य के लिए दुनियाभर में भारतीय दल की सराहना हुई। उत्तराखंड में भी हम आपदाओं से निपटने और जल्द से जल्द सामान्य स्थिति बहाल करने में और सक्षम हुए हैं। रोजगार को बढ़ावा देने के लिए हमारी सरकार कृषि और बागवानी से जुड़ी कई योजनाएं चला रही है। सेब, कीवी और ऊंचाई वाले क्षेत्रों में होने वाले फलों की बागवानी और पॉलीहाउस के निर्माण पर विशेष फोकस किया जा रहा है।

हमारी वाइब्रेंट विलेज योजना का लाभ सिर्फ बॉर्डर के गांवों को नहीं होगा। देश के पहले गांव तक अगर सड़क जाएगी तो वो कई जिलों और गांव से होकर ही जाएगी। देश के पहले गांव तक अगर टेलीकॉम सुविधा जाएगी, तो वो उसके पहले के कई गांवों को नेटवर्क से जोड़ती हुई जाएगी। वाइब्रेंट विलेज योजना के तहत 600 से अधिक गांवों का विकास किया जा रहा है। इन गांवों में सुविधाएं बढ़ाने के साथ-साथ इस बात का ख्याल रखा जा रहा है कि वहां की परंपराओं और संस्कृति को कोई नुकसान ना पहुंचे।

सवाल: पर्यटन विकास के लिहाज से नए नगर बसाने की योजना जरूरी मानी जा रही है। सुविधाओं की कमी से दूर दराज के गांवों तक पर्यटक नहीं पहुंच पाते। 429 गांवों में अभी मोबाइल की घंटी नहीं बज सकी। केंद्र मदद करेगा?

जवाब: मुझे लगता है, हिंदुस्तान के संवाददाताओं को ग्राउंड पर और ज्यादा समय बिताने की जरूरत है। ये बात सही है कि आजादी के बाद के दशकों तक उत्तराखंड, कांग्रेस की घनघोर उपेक्षा का शिकार रहा है। इस वजह से उत्तराखंड विकास के मामले में बहुत पीछे रहा। अब भाजपा सरकार इस स्थिति से उत्तराखंड को निकालने के लिए पूरी शक्ति से काम कर रही है। उत्तराखंड में पर्यटन के लिए जरूरी इंफ्रास्ट्रक्चर पर जो काम हमारी सरकार ने शुरू किया है, उसने उत्तराखंड के पर्यटन को विस्तार दिया है। मुख्य पर्यटक स्थलों के अलावा ऐसे स्थान जहां बहुत ज्यादा पर्यटक नहीं जाते, उन्हें भी पर्यटन मानचित्र पर लाने के प्रयास किए जा रहे हैं। ऐसे स्थानों पर इंफ्रास्ट्रक्चर विकसित करके पर्यटन की संभावनाएं विकसित की जा रही हैं।

कुछ साल पहले तक पिथौरागढ़ जो कि उत्तराखंड का बहुत ही खूबसूरत पर्यटक स्थल है, देहरादून और दिल्ली से बहुत दूर माना जाता था। यहां पहुंचने में यात्रियों को कई घंटे लग जाते थे, लेकिन आज ये दूरी बहुत कम समय में तय की जा सकती है। हेलीकॉप्टर, विमान सेवाओं ने यहां पहुंचना आसान बनाया है। सड़कों को चौड़ा किया गया है, जिससे सड़क यात्रा भी सुविधाजनक हो गई।

जल्द ही केदारनाथ, बद्रीनाथ, गंगोत्री और यमुनोत्री करीब 900 किलोमीटर लंबे हाइवे से जुड़ जाएंगे। कर्णप्रयाग-ऋषिकेश रेलवे लाइन से बद्रीनाथ और केदारनाथ धाम तक पहुंचना आसान हो जाएगा। देहरादून में ट्रैफिक का दबाव कम करने के लिए 700 करोड़ रुपए की लागत से बाइपास रोड तैयार किया जा रहा है। वंदे भारत ट्रेन के जरिए आज दिल्ली से देहरादून 5 घंटे से भी कम वक्त में पहुंचा जा सकता है।

फिजिकल इंफ्रास्ट्रक्चर के साथ-साथ डिजिटल इंफ्रास्ट्रक्चर पर भी हमारी सरकार का लगातार फोकस रहा है। उत्तराखंड के दूर-दराज के गांवों तक भी 4G मोबाइल टावर लगाने की मंजूरी दी जा चुकी है। यहां बीएसएनएल करीब 500 नए 4G टावर लगा रही है, साथ ही 60 से ज्यादा टावर अपग्रेड किए जा रहे हैं। इससे जिन गांवों में अभी तक 2G या 3G सर्विस मिल रही है, उन्हें 4G की सुविधा मिलने लगेगी। इस प्रोजेक्ट पर 1000 करोड़ रुपए से ज्यादा खर्च किए जा रहे हैं। उत्तराखंड की लगभग 93% जनता के पास 4G इंटरनेट सर्विस का लाभ पहुंच रहा है, हमारी सरकार की तीसरी पारी में हम ये आंकड़ा 100% तक ले जाएंगे।

भारत में 5G का विस्तार दुनिया में सबसे तेज गति से हुआ है। उत्तराखंड के भी कई इलाकों में 5G की सर्विस मिल रही है। आज उत्तराखंड के चारों धामों में 5G कनेक्टिविटी है। देश की 2 लाख वीं 5G साइट गंगोत्री ही है। मैं उत्तराखंड के लोगों से कहना चाहूंगा कि उनका सपना ही मेरा संकल्प है। उत्तराखंड के लोगों की आकांक्षाओं को आवाज देने के लिए भाजपा ने मजबूत उम्मीदवार खड़े किए हैं। इन लोगों के माध्यम से वहां के लोग हमेशा मुझसे जुड़े रहेंगे। ये सशक्त, कर्मठ और जमीन से जुड़े उम्मीदवार उत्तराखंड के प्रतिनिधि बनकर देश की संसद में जाएंगे और राज्य के विकास के लिए निरंतर कार्य करते रहेंगे।

By spurring innovation and creating a new wave of opportunities, 5G will bring socio-economic growth to nations in every corner of the globe. It will enable a connected, digital society and act as a core foundation for the Fourth Industrial Revolution , building on the scale of billions of connected devices and a global system of vendors.

Like previous generations of mobile technology, 5G could have numerous impacts on people’s daily lives, irrespective of where they live - beyond simply economic. Depending on the different use cases and verticals, advantages could include increased access and availability to more advanced healthcare and education; reduced pollution; increased efficiency in transportation; and enhanced capabilities to respond to issues of public safety.

As new 5G-enabled services and applications are realized, new jobs will be created and talent upskilled and reskilled. These developments will help us establish and foster a cleaner, safer and more sustainable society for current and future generations. In fact, no person, no industry and no country, will be left untouched by the benefits of a 5G future.

While earlier generations of wireless pertained primarily to mobile operators, almost every sector stands to benefit from 5G, from manufacturing to energy and transport. It is a system developed not only to support massive growth in mobile broadband use but also, for the first time, to support broader uses cases that require secure and reliable connectivity. These might include massive machine-type communications (smart buildings, logistics, fleet management, smart agriculture and smart meters) and critical machine-type communications (traffic safety and control, remote manufacturing and industrial application). The advanced characteristics and technical specifications of 5G make it a stimulant for efficiency in existing businesses as well as a platform for further innovation.

India is focused on a digital agenda to transform the country, connecting its remotest corners so people can reap the benefits of digital inclusion. There is also a lot of emphasis on positioning the country as a global hub for manufacturing as part of the government’s Make in India campaign . Technologies such as 5G and the Internet of Things can play a critical role in enhancing and enabling advances in this sector. They will provide much-needed gains in efficiency and profitability but, at the same time, will be the foundation to create new processes and innovations.

However, for India to emerge as a manufacturing hub of global scale, a collaborative effort is required to build a secure and scalable national 5G infrastructure. India currently has a strong 4G footprint and it would be straightforward to build on this base and launch 5G, as other markets have. Active and continuous 5G trials and testbeds should be deployed to foster an environment of innovation and rapid adoption. As the technology proliferates, early movers will stand to benefit by gaining the right experience and creating new use cases.

The first 5G networks have already gone live in several markets around the world including the US, Asia, Australia and Europe. As expected, the first applications of 5G in these markets have been enhanced Mobile Broadband (eMBB) and Fixed Wireless Access (FWA) which are targeted at consumers like us.

Having said that, to fully realize the potential of 5G the global community must come together to remove regulatory and policy barriers and modernize the network infrastructure. Governments need to collaborate with 5G network providers to encourage infrastructure investment and achieve larger, long-term objectives.

Under the theme, Innovating for India: Strengthening South Asia, Impacting the World , the World Economic Forum's India Economic Summit 2019 will convene key leaders from government, the private sector, academia and civil society on 3-4 October to accelerate the adoption of Fourth Industrial Revolution technologies and boost the region’s dynamism.

Hosted in collaboration with the Confederation of Indian Industry (CII), the aim of the Summit is to enhance global growth by promoting collaboration among South Asian countries and the ASEAN economic bloc.

The meeting will address strategic issues of regional significance under four thematic pillars:

• The New Geopolitical Reality – Geopolitical shifts and the complexity of our global system

• The New Social System – Inequality, inclusive growth, health and nutrition

• The New Ecological System – Environment, pollution and climate change

• The New Technological System – The Fourth Industrial Revolution, science, innovation and entrepreneurship

For 5G to become a reality - and for its benefits reach the many - governments and regulators across markets, including in India, must look at it as national infrastructure. In this way, it has the potential to be the basis on which digital visions of various nations are realized.

Ushering in a new technological era, the Prime Minister, Shri Narendra Modi launched 5G services in Pragati Maidan, New Delhi today. The Prime Minister also inaugurated the sixth edition of the India Mobile Congress and also witnessed the IMC Exhibition that was put on the occasion.

Industry leaders expressed their views on this historic occasion.

Shri Mukesh Ambani, Chairman, Reliance, thanked the Prime Minister for inspiring the vision of a developed nation by 2047. “Every action and policy of the government is skillfully crafted to propel India, towards that goal. Steps taken to fast-track India’s march into the 5G era provide compelling proof of our Prime Minister’s determination”, he said. He narrated the possibilities of 5G in key areas like education, education and climate etc. “Your leadership has raised India’s prestige, profile and power globally like never before. In today’s fast-changing world there will be no stopping a resurgent India from soaring to the top”, Shri Ambani concluded.

Shri Sunil Bharti Mittal, Chairman, Bharti Enterprise remarked that the launch of 5G is the beginning of a new era and since it is happening during Azadi Ka Amrit Mahotsav, it makes it even more special. “With the efforts of the Prime Minister, this will usher new energy in the country. We are fortunate to have a leader in the Prime Minister who understands technology very minutely and deployed that to the development of the country in an unmatched manner”, he added. Shri Mittal further said that it will open up a sea of opportunities for people, especially in our rural areas. He recalled the Prime Minister’s initiatives in the field of infrastructure and technology from his Gujarat CM days. He said that during the pandemic, traffic shifted to villages and homes and the country’s heartbeat did not stop even for a second. Credit for that goes to the digital vision. He also praised the audacity and achievement of the vision of Make in India.“Along with Digital India, the Prime Minister also took forward the Start-up India campaign and soon enough, India started producing unicorns”, Shri Mittal added, “With the advent of 5G, I’m sure that the country will add many more unicorns in the world.”

Shri Kumar Mangalam Birla, Chairman, Aditya Birla Group called the advent of 5G a transformational event that proves India’s prowess on the global stage and reiterates the role of telecom technology as the bedrock of India’s growth. He thanked the Hon’ble Prime Minister Shri Narendra Modi for his vision and leadership for a generational leap in technology that has resulted in India making a mark on the global stage. He also thanked the Prime Minister for his inspirational role in supporting the telecom industry during the ongoing pandemic and for the path-breaking telecom reforms in the industry. Shri Birla said that the launch of 5G marks the beginning of an exciting journey for India. “We will see limitless potential for 5G development and use cases in the years to come”, he added.

The three major telecom operators of the country demonstrated one use case each in front of the Prime Minister to show the potential of 5G technology in India.

Reliance Jio connected a teacher from a school in Mumbai, with students in three different locations in Maharashtra, Gujarat and Odisha. This demonstrated how 5G will facilitate education by bringing teachers closer to students, obliviating the physical distance between them. It also demonstrated the power of Augmented Reality (AR) on screen and how that is being used to teach children across the country, remotely, without the need for an AR device. The Prime Minister interacted with students from Dnyanjyoti Savitribai Phule School, Raigad, Maharashtra in presence of Maharashtra Chief Minister, Shri Eknath Shinde. Students from Ropda Primary School, Gandhinagar, Gujarat connected in presence of Gujarat Chief Minister, Shri Bhupendra Patel. The Prime Minister also interacted with students from SLS Memorial School, Myurbhanj, Odisha in presence of Odisha Chief Minister, Shri Navin Patnaik. Shri Abhimanyu Basu, Dhirubhai Ambani Int. School, BKC, Mumbai also demonstrated the use of 5G technology. The Prime Minister noted the enthusiasm of the students for technology in education. Author Amish Tripathi introduced the segment.

The Vodafone Idea test case demonstrated the safety of workers in an under-construction tunnel of Delhi Metro through the creation of a Digital Twin of the tunnel on the dias. Digital Twin will help give safety alerts to workers in real time from a remote location. PM took a live demo from the dias to monitor the work in real-time through utilising VR and Artificial Intelligence. The Prime Minister interacted with Shri Rinku Kumar, a worker in Delhi Metro Tunnel Dwarka, New Delhi in presence of Delhi Lieutenant Governor, Shri Vinai Saxena. The Prime Minister inquired about the user experience and learning curve needed to adopt the technology. He said that workers’ confidence in safety is the biggest contribution of new tech. He complimented the workers of India for their contribution to the nation’s growth.

In the Airtel demo, students from Dankaur, Uttar Pradesh witnessed a lively and immersive education experience to learn about the solar system with the help of Virtual reality and Augmented reality. A student Khushi, shared her experience of learning with the PM by appearing on the dias through a hologram. Uttar Pradesh Chief Minister, Shri Yogi Adiyanath connected from Rudraksh Convention Centre, Varanasi. The Prime Minister inquired if the VR education experience helped them understand the concepts in a comprehensive way. The student said that after this experience she is much more inclined toward learning new things.

Addressing the gathering the Prime Minister said that the Summit today might be global but its repercussions and directions are local. He said today is a special day for the fast-developing India of the 21st century. “Today, 130 crore Indians are getting a wonderful gift in the form of 5G from the country and from the telecom industry of the country. 5G is a knock on the doors of a new era in the country. “5G is the beginning of an infinite sky of opportunities. I congratulate every Indian for this.”, he added. He noted with satisfaction that in this launch of 5G and the march of technology, rural areas and workers are equal partners.

Stressing one more message of the 5G launch, the Prime Minister said” New India will not remain a mere consumer of technology, but India will play an active role in the development and implementation of that technology. India will play a big role in designing the future wireless technology, and manufacturing related to it.”The Prime Minister pointed out that India was dependent on other countries for 2G, 3G and 4G technologies. But with 5G, India has created a new history. “With 5G, India is setting a global standard in telecom technology for the first time”, he remarked.

Talking about Digital India, the Prime Minister said that some people think that this is just a government scheme. “But Digital India is not just a name, it is a big vision for the development of the country. The goal of this vision is to bring that technology to the common people, which works for the people, works by connecting with the people.”

Focussing on the need for a holistic approach to Digital India, the Prime Minister elaborated that “we focused on 4 Pillars, in four directions at once. First, the price of the device, Second, digital connectivity, Third, the cost of data, Fourth, and most importantly, the idea of ‘digital first’ .

Regarding the first pillar, the Prime Minister said that the low cost of devices can only be achieved through Aatmnirbharta. The Prime Minister recalled that there were only two mobile manufacturing units in India till eight years ago. “These numbers have now gone up to 200”, Shri Modi said. The Prime Minister underlined that from exporting zero mobile phones in 2014, today we have become a mobile phone exporting country worth thousands of crores. “Naturally, all these efforts have had an impact on the cost of the device. Now we have started getting more features at a lower cost”, he added.

On the second pillar of digital connectivity, the Prime Minister informed that internet users have increased to 80 crores from 6 crores in 2014. From less than 100 panchayats in 2014 now 1.7 lakh panchayats are connected by optical fiber. “Just as the government started a door-to-door campaign to provide electricity, worked on the mission of providing clean water to everyone through the Har Ghar Jal Abhiyan, and delivered gas cylinders to the poorest of the poorest people through the Ujjwala scheme, our Government is working in a similar manner on the goal of Internet for all”, he said.

Regarding the third pillar, the cost of data, the Prime Minister said that the industry was given a slew of incentives and technologies like 4G received policy support. This brought down the price of data and a data revolution was ushered in the country. These three pillars started showing their multiplier effect everywhere, he said.

On the topic of the fourth pillar i.e. Idea of ‘Digital First’, the Prime Minister recalled the time when a handful of the elite class questioned if the poor would even understand the meaning of digital and doubted their potential, the Prime Minister said that he always had faith in the understanding, wisdom and inquisitive mind of the common man of the country. He said that he always found the poor of the country ready to adopt new technologies.

Highlighting the government’s efforts in the field of digital payments, the Prime Minister remarked that it was the government that went ahead and made the way for digital payments easier. “The government itself promoted citizen-centric delivery service through the app. Whether it is about farmers or small shopkeepers, we have given them a way to meet their daily needs through the app”, Shri Modi added. He recounted the seamless continuation of DBT, education, vaccination and health services, and work-from-home during the pandemic when many countries were finding it difficult to keep these services going.

Remarking that Digital India has given a platform, the Prime Minister said that small traders, small entrepreneurs, local artists and artisans can now market to everyone. Shri Modi added, “Today you go to a local market or vegetable market and see, even a small street vendor will tell you, not to transact in cash, but via ‘UPI’.” “This shows”, the Prime Minister added, “When a facility is available, thinking also gets emboldened”. The Prime Minister said when the government works with clean intentions, the intentions of citizens also undergo change. “This is the key difference in the intention (niyat) of 2G and 5G”, he remarked.

The Prime Minister said that the cost of data is among the lowest in the world. It has come down from 300 rupees per GB to about 10 rupees per GB. Remarking on the consumer-centric focussed efforts of the government, the Prime Minister said that the cost of data in India has remained very low due. The Prime Minister interjected, “It is a different matter that we did not make a fuss about, and did not launch big advertisements. We focused on how the convenience and Ease of Living of the people of the country increased.” “India may not have benefitted from the first three industrial revolutions, but I am confident that India will take full benefit of the 4th industrial revolution and, in fact, will lead it”, he added.

The Prime Minister informed that the use of 5G technology will not be limited to speedy internet access, but it has the capability to change lives. He said that we will see the promises of the technology realized in our lifetimes. Shri Modi urged the leaders of the telecom industry association to visit the schools and colleges of the country and unleash every aspect of this new technology. He also asked them to create an enabling ecosystem for MSMEs to prepare spare parts for electronic manufacturing. “5G technology should be used to bring about a revolution in the country”, he remarked. The Prime Minister highlighted the use of drone technology that has been made possible after the newly launched Drone Policy. He pointed out that many farmers have learnt how to fly drones and started making use of them to spray insecticides and pesticides in the fields. The Prime Minister assured one and all that India of the future will guide the world in the upcoming technology sector, in turn making India a global leader.

5G technology will offer a wide range of benefits to the common people. It will help in providing seamless coverage, high data rate, low latency, and highly reliable communications. Also, It will increase energy efficiency, spectrum efficiency and network efficiency. 5G technology will help in connecting billions of Internet of Things devices, will allow higher quality video services with mobility at high speed, and delivery of critical services such as telesurgery and autonomous cars among others. 5G will help in real-time monitoring of disasters, precision agriculture, and minimising the role of humans in dangerous industrial operations such as in deep mines, offshore activities etc. Unlike existing mobile communication networks, 5G networks will allow tailoring of requirements for each of these different use cases within the same network

NEW DELHI (AP) — Prime Minister Narendra Modi launched 5G services in India on Saturday, calling it a “step towards the new era.”

The launch in select cities will cover the entire country over the next couple of years, a government statement said.

Modi launched the much-awaited services that aim to provide seamless coverage, high data rate, less delay in internet connectivity and highly reliable communications in presence of India’s telecom leaders in New Delhi.

“This event will be etched in history,” Modi said at the launch. He said it was a “step towards the new era in the country” and “the beginning of infinite opportunities.”

Bharti Airtel is rolling out its 5G services in eight cities on Saturday and has set March 2024 as the deadline for countrywide coverage for as many as 5,000 towns.

Reliance Jio telecom company plans to start from four metropolitan areas in October and hopes to reach most cities and towns in 18 months.

The government said that the cumulative economic impact of 5G on India is expected to reach $450 billion by 2035.

Research agency OMDIA projects that with 369 million 5G subscriptions — over half the total global 5G subscriptions currently — India will be just behind China and the U.S. in world rankings by 2026. India would have ousted Japan from the third spot with 147 million customers, according to Business Standard newspaper.

5G Services To Be Launched In India By PM Modi In October

The PM will roll out 5G services in India at the India Mobile Congress.

Prime Minister Narendra Modi will launch 5G services in India at an event in the first week of October, the government's National Broadband Mission tweeted today. 

"Taking India's digital transformation & connectivity to new heights, Hon'ble PM, @narendramodi, will roll out 5G services in India; at India Mobile Congress; Asia's largest technology exhibition," it said.

India Mobile Congress (IMC), which claims to be the largest telecom, media, and technology forum in Asia, is jointly organised by the Department of Telecommunications (DoT) and Cellular Operators Association of India (COAI).

The government has given a target of 80 per cent coverage of 5G telecom services in the country in the short timeframe, Union Minister for Communications, Electronics & Information Technology Ashwini Vaishnaw had last week said.

Addressing an industry event in the national capital last Wednesday, Mr Vaishnaw had said, "the journey of 5G is going to be very exciting and noted that many countries took multiple years to reach 40 per cent to 50 per cent coverage. But we are targeting a very aggressive timeline and the Government has given a target of 80 per cent coverage in a short time frame and we should definitely cover at least 80 per cent in a very short timeframe."

Experts have said 5G technology will greatly benefit India. It is likely to benefit the Indian economy by Rs 36.4 trillion ($455 billion) between 2023 and 2040, a recent report by a global industry body representing mobile network operators estimated.

5G will account for more than a third of total connections in India by 2030, with the share of 2G and 3G dwindling to less than 10 per cent, the GSMA (Global System for Mobile Communications) report said, noting that India's high level of 4G adoption (79 per cent) indicates a subscriber base ready to transition to 5G.

The report also estimated which sectors will realise how much benefit of 5G technology -- manufacturing sector (representing 20 per cent of the total benefit), retail (12 per cent), and agriculture (11 per cent).

The 5G services will be rolled out in a phased manner. The 13 cities where 5G networks will be launched first include Ahmedabad , Bengaluru, Chandigarh , Chennai , Delhi , Gandhinagar , Gurugram, Hyderabad , Jamnagar, Kolkata , Lucknow , Mumbai and Pune .

The rest of India’s cities, towns and villages will get access to the next-gen network over the following months, and within two to three years, 5G network is set to come to the entire India.

For the uninitiated, 5G is a newer generation of data speeds that not only make your downloads faster, but pave a path for a number of new use-cases from cloud gaming to autonomous vehicles.

However, telecom providers like Airtel, Jio and Vodafone Idea may roll out 5G services in these 13 cities in a phased manner, which means if you are residing in one of these regions, it may still be a while before you can still use the service. Key cities like Mumbai, Delhi, Kolkata and Chennai are expected to be the very first regions to get 5G access, as also confirmed by Reliance Jio, which is set to launch its 5G plans in these cities by Diwali this year.

5G also has a number of other use-cases beyond faster download speeds. The service will also be used in various public services including the health sector, smart farming and disaster management.

The fifth-generation mobile network is popularly known as 5G.

5G is the next level of mobile network that will shape the Fourth Industrial Revolution, or Industrial 4.0.

Besides 5G also improve the quality of service delivery and aid in innovation by facilitating smarter and developing societies.

What is 5G?

The 5G network will operate in the millimetre-wave spectrum   (30-300 GHz) which can send large amounts of data at very high speeds as the frequency is very high, and it experiences little interference from surrounding signals.

5G is the latest upgrade in the long-term evolution  (LTE) mobile broadband networks.

In the high-band spectrum of 5G, internet speeds have been tested to be as high as  20 Gbps (gigabits per second).

5G mainly works in 3 bands:

  • Low band spectrum: It has good coverage and speed of internet and data exchange however the maximum speed is  limited to 100 Mbps  (Megabits per second).
  • Mid-band spectrum: It offers higher speeds compared to the low band, but has limitations in terms of coverage area and penetration of signals.
  • High-band spectrum: It has the highest speed of all the three bands, but has extremely limited coverage and signal penetration strength.

What is the difference between 5G and 4G?

Commercial 5G networks began to be deployed in 2020 worldwide and are expected to reach 12% of world mobile connections (1.1 billion) and generate revenues up to the U.S.$1.3 trillion by 2025 for operators.

5G had been deployed in 50 cities in the United States.

South Korea rolled out 5G to 85 cities.

Is India ready for the 5G leap?

DoT confirmed that 13 cities in India would get 5G services in 2022. These include Delhi, Mumbai, Kolkata, Chennai, Gurugram, Chandigarh, Bangalore, Ahmadabad, Jamnagar, Hyderabad, Pune, Lucknow and Gandhinagar.

The new generation mobile network has the transformative potential to provide a wide range of benefits to the Indian economy, which when combined with artificial intelligence provides a new face to a connected and autonomous system.

5G networks could improve the accessibility of services such as  mobile banking and healthcare , and enable exponential growth in opportunities for unemployed or underemployed people to engage in fulfilling and productive work.

The Indian policy-makers can  educate and empower citizens and businesses, and transform existing cities  into smart and innovative cities.

Socio-economic Benefits: This may allow citizens and communities to get socio-economic benefits and comforts delivered by a well-advanced, more data-intensive, digital economy.

  • Broadly speaking, the uses of 5G in India may encompass enhanced outdoor and indoor broadband, the Internet of things (IoT) , smart cities and smart agriculture, energy monitoring, remote monitoring, smart grids, telehealth, industrial automation, remote patient monitoring, and industrial automation to name some of the areas.
  • 5G technology can be used for agriculture and smart farming in the future. Using smart RFID sensors and GPS technology, farmers can track the location of livestock and manage them easily. Smart sensors can be used for irrigation contro l, access control, and energy management.
  • It will support medical practitioners to perform advanced medical procedures with a reliable wireless network connected to another side of the globe. Doctors can connect with patients from anywhere anytime and advise them when necessary. Scientists are working on smart medical devices which can perform remote surgery. Smart medical devices like wearables will continuously monitor a patient’s condition and activate alerts during an emergency.

Challenges for rolling out 5G

  • Critical infrastructures:  5G will require a  fundamental change to the core architecture of the communication system. Since the major flaw of data transfer using 5G is that it can’t carry data over longer distances, the 5G technology needs to be augmented to existing infrastructure.
  • Financial liability:  For the transition from 4G to 5G technology, one has to upgrade to the latest cellular technology, thereby creating financial liability on consumers.
  • Capital inadequacy:  Lack of adequate capital with suitable telecom companies (like Bharti Airtel and Vodafone Idea) is delaying the 5G spectrum allocation.
  • Late adoption:  Countries in the Asia-Pacific region, including India, Bangladesh, and Indonesia are late in adopting 5G technology, hence, may get decreased revenue from the service.
  • Government subsidies : The likelihood of government subsidies is low, because of the history of high reserve prices set by the governments for spectrum auctions amid ongoing fiscal deficits.
  • Digital divide:  5G will not bridge the digital divide between rural and urban in the short term, rather this may increase it.
  • Niche service:  5G will be a niche service unlike 3G and 4G which were distributive services. It will get intensified over a comparatively longer period and concentrated to particular sectors.
  • Previous technology : Consumers are still struggling with basic network issues like call drops and interrupted data services. 4G networks still cause frequent disruptions in internet services.
  • Interference: There are concerns that the rollout of 5G mobile service could potentially interfere with aircraft navigation systems. Air India cancelled eight flights on US routes in January 2022.

Hence it is important to elevate the quality of service of existing 4G networks before embarking on a new 5G platform.

Way forward

The immediate priority for India will be in identifying end-users and the population to be covered, the existing network and operators, identification of cities for the 5G rollout, working out an investment model, and minimization of the digital risk and pricing based on the usage of various sectors.

Existing infrastructure and capacity building

  • The deployment of 5G in India needs to be carefully planned after a cost-benefit analysis by independent experts.
  • This will create a level-playing field through market mechanisms such as facilitating, simulating, auctioning, ensuring competition, functioning markets, etc.

Sector-friendliness and financial aid:

  • As the deployment of the 5G network is expensive, both the Central and State governments may need to consider measures that aid fibre investment, attract investment through public-private partnerships (PPPs), and facilitate investment funds on a nominal interest basis.
  • The government should allow 100% foreign direct investment in the telecom sector along with other policy reforms which will attract investment into the sector.
  • The Government needs to address information asymmetry and negative aspects through laws and regulations/taxes and subsidies.
  • The deployment of 5G technology will also need the right of access to government infrastructure such as traffic lights, lamp posts, etc. where wireless operators can deploy electronic small cell apparatus.
  • Reasonable fees may be charged by State and local governments to operators for affordable deployment of 5G equipment.
  • Further, removing the tax burden for deploying fibre networks reduces associated costs and will promote investments, which will help in the smooth deployment of fibre in India.

Bridging the Rural-urban divide

  • 5G can be deployed at different band spectrums and the low band spectrum, the range is much longer which is helpful for the rural areas.

Government’s Assistance: 

  • One of the key inputs of 5G is the band spectrum which the government has complete control over. By managing the design of the spectrums, the government can control the price to be paid by the people.
  • The government can also support the telecom companies to roll out networks that are sustainable and affordable for the public.

Spectrum pricing

  • The government had recently failed to attract any bids in the 5G spectrum.
  • The current proposals for the reserve price suggest the need to change the prices to conduct a successful auction.
  • The pricing will have to be worked out keeping in mind the financial stress in the sector and affordability of services.

Manufacturing Sector in India

  • As 5G starts taking shape in India, it is important to strengthen its domestic telecommunication manufacturing market so that the manufacturers and providers of these technologies will be able to make a mark in the global arena.

Viable Technology

  • For widespread 5G deployment, it needs to become financially viable otherwise rural integration will remain a pipe dream.
  • 5G technology has to be viable to the telecom operators too.

5G in India: Network in final stages of development, says govt

This comes days after finance minister Nirmala Sitharaman in her Union Budget 2022 speech stated that spectrum auctions will be conducted this year to roll out 5G services

The 5G network is in the final stages of development in India, said Ashwini Vaishnaw, the Union minister of information technology, on Tuesday. 

“The country has also developed its own indigenous 4G core & radio network. The 5G network is also in its final stages of development. The country is participating today in development of 6G standards, in the thought process of 6G," said the minister while addressing 'India Telecom 2022' business expo.

“Today, electronics manufacturing in India is close to $75 billion. It's growing at more than 20% CAGR. Now, we have launched a major semiconductor programme, a very comprehensive programme in which right from silicon chip to compound semiconductors, design-led manufacturing, creating a series of entrepreneurs in design and also finally to develop 85,000 semiconductor engineers," he added. 

This comes days after finance minister Nirmala Sitharaman in her Union Budget 2022 speech stated that spectrum auctions will be conducted this year to roll out 5G services, by private telecom providers. 

She also stated that a scheme for design-led manufacturing will be launched to build a strong ecosystem for 5G as part of the production-linked incentive (PLI) scheme.

"To enable affordable broadband and mobile service proliferation in rural and remote areas, five per cent of annual collections under the Universal Service Obligation Fund will be allocated. This will promote R&D and commercialization of technologies and solutions," Sitharaman said.

She said that the contracts for laying optical fibre in all villages, including remote areas, will be awarded under the Bharatnet project through PPP in 2022-23, which is expected to be completed in 2025, to provide all villages and their residents the same access to e-services, communication facilities, and digital resources at par with urban areas.

Vaishnaw had earlier this month said that the Telecom Regulatory Authority of India's recommendation on the 5G spectrum is expected to come by March, after which spectrum auction will be held expeditiously for the rollout of the next-generation service.

The minister said that the department of telecom is parallelly working on other auction-related processes to start the spectrum auction at the earliest.

With this spectrum allotment done, India has entered the final stage of rolling out high-speed 5G telecom services. As Prime Minister Narendra Modi said during his Independence Day speech, India is now focusing on technologies such as 5G, semiconductor manufacturing and optical fibre cables.

All eyes are now on the government as to when the 5G services rollout will be announced. Union Communications, Electronics and Information Technology Minister Ashwini Vaishnaw said that India is gearing up for the roll out of 5G services by October 12.

"We are planning to roll out 5G services rapidly. The telecom operators are working in that regard and installations are being done. Hopefully, we should be launching 5G services by October 12 and then would further scale up in cities and towns. Our expectations are that 5G should reach every part of the country in the next two to three years," he said.

Minister assuages fears on 5G services cost for users

Ashwini Vaishnaw, Union Minister of Communications, Electronics & IT and Railways released amendment in the Indian Telegraph Right of Way (RoW) Rules, 2016 to facilitate faster and easier deployment of 5G services.

The 5G rollout is expected to bring more development in remote data monitoring in sectors such as mining, warehousing, telemedicine, and manufacturing, among others. Bharti Airtel , Reliance Jio , VodafoneIdea and Adani Group were the four major participants in the spectrum auction.

Last week, the government has issued spectrum allocation letters to telecom service providers while asking them to prepare for the rollout of 5G services in the country.

While 5G services are eagerly awaited, there's also some worry over what the data cost will be. The Minister assuaged the misgivings on that front too. "We will ensure that it remains affordable. The industry is focusing on both urban as well as rural areas," he said. 

5G is the fifth-generation mobile network capable of transmitting a large set of data at a very rapid speed. In comparison to 3G and 4G, 5G has a very low latency which will enhance user experiences in various sectors. Low latency describes the efficiency to process a very high volume of data messages with a minimal delay.

The government has also come up with an amendment in the Indian Telegraph Right of Way (RoW) Rules, 2016 to facilitate faster and easier deployment of telecom infrastructure and launched a new 5G RoW application 'form’ on GatiShakti Sanchar Portal to enable faster 5G roll-out in India.

The IT systems of all States and union territories and major infrastructure central ministries such as Railway, Highways have been integrated with the portal to make India ready for 5G launch. A total of 13 States and union territories have also implemented deemed approval clause in their RoW Policies ensuring speedy approvals. These measures have resulted in major reduction in average time for approval of RoW applications, from 435 days in 2019 to 16 days in July 2022.

India’s 5G Driving Improved Consumer Experience as Adoption Increases

India launched its first 5G network in October 2022, marking one of the most rapid nationwide 5G network deployments in the world. Moreover, India’s 5G network ranks among the top-performing networks globally. This article will analyze India’s 5G performance and evaluate whether the user experience has improved since the launch of 5G.

Both operators showed higher NPS on 5G compared to 4G LTE, with Reliance Jio seeing an uplift of 41.2 points on 5G compared to Airtel’s 37.6. 

Rapid and large-scale deployment boosts India’s 5G performance ranking 

The two largest operators in India, Reliance Jio and Bharti Airtel, have been the primary drivers of the 5G rollout in the country, making significant efforts to provide 5G coverage across the nation through rapid deployment. By the end of December 2023, India had more than four hundred thousand 5G base stations (BTSs) deployed nationwide, an increase of 7.7 times from January 2023, making it one of the fastest countries to roll out 5G globally. Ericsson forecasted that the number of 5G subscribers in India reached 130 million at the end of December 2023, compared to just over 10 million recorded at the close of 2022.

The large-scale and rapid deployment of the 5G network in India has been paying off by elevating India’s position in the list of countries providing the fastest 5G median download speed. Speedtest Intelligence® data shows that in Q4 2023, India was in the top 15 countries with the fastest 5G median download speeds globally, sitting in the 14th spot.

The data shows that in Q4 2023, India recorded a 5G median download speed of 301.86 Mbps, slightly below Bulgaria’s speed of 306.44 Mbps. The GCC countries of the United Arab Emirates and Qatar led the fastest 5G markets globally during the period, with speeds of 654.59 Mbps and 516.79 Mbps, respectively. South Korea was the fastest Asia Pacific country, coming in third overall with a speed of 485.25 Mbps.

Median 5G download speed is 18 times that of 4G

India is a “mobile-first” market, with its mobile users consuming the highest data amount per smartphone globally. The average data traffic per smartphone in India is expected to increase further from 31 GB per month in 2023 to around 75 GB per month by 2029. Currently, 4G is the dominant mobile technology driving the demand for data. As more consumers adopt 5G, the preferred technology will gradually shift.

While the current 4G network in India may serve the daily connectivity needs of most mobile users, 5G technology offers a considerable performance uplift that can improve the user experience. When we compare 5G and 4G performance in India for Q4 2023, the 5G median download speed of 301.86 Mbps was 18 times faster than the 4G median download speed of 16.05 Mbps. Similarly, the 5G median upload speed (16.05 Mbps) was 5 times faster than 4G’s upload speed of 3.59 Mbps during the same period.

While median 5G speed is a valuable measure to gauge the midpoint of the user experience on 5G networks, it does not provide a complete picture of the actual improvement over 4G. To further demonstrate the performance gap between 4G and 5G, we compared 4G median download speeds against the lower 10% of 5G speeds.

Between Q4 2022 and Q4 2023, Speedtest Intelligence data revealed that users experiencing “slower” 5G speeds (i.e., speeds that fall in the lower 10% of 5G download speed samples) consistently had better speeds than the median download speed of 4G. 5G download speeds in the 10th percentile were more than twice that of the reported 4G median download speeds. In Q4 2023, the median download speed for 4G users was 16.05 Mbps, while the lower 10% of 5G users experienced speeds that were 2.4 times faster, at 38.21 Mbps or slower. 4G users migrating to 5G will notice the difference in performance, especially as they start to consume more data-intensive mobile applications and content.

5G Availability is rising, with Reliance Jio leading the way

In our previous report , we discussed the strategies of Reliance Jio and Bharti Airtel in expanding their 5G networks across India. Both operators have invested heavily in the rollout to make their networks available nationwide. Reliance Jio, the largest telecom operator in India, has implemented a 5G Standalone (5G SA) network for its 5G network from the beginning. On the other hand, Bharti Airtel has chosen to use a Non-Standalone (NSA) architecture for its 5G rollout at launch. For now, Airtel plans to employ 5G SA for fixed wireless access (FWA) services as traffic increases and eventually shift to a full 5G SA network in the long term. 

Ookla’s 5G Availability data from Speedtest Intelligence represents the percentage of 5G-active devices that spend the majority of their time connected to 5G networks. 5G Availability in India showed improvement throughout 2023, starting at 28.1% in Q1 2023 and rising to 52.0% in Q4 2023, representing a 23.9 percentage point increase within a year.

One of the main reasons for the increase in 5G Availability in India is the significant growth in 5G-capable smartphones. According to Counterpoint Research , India’s 5G smartphone shipment share crossed 52% in 2023, growing 66% year-on-year. The introduction of more affordable 5G-capable devices in the market has helped boost 5G adoption in the country. Canalys reported that in Q4 2023, devices in the US$100 to US$199 segment witnessed a growth of 168% in the country.

Using Speedtest Intelligence, we compared 5G Availability between these two operators during Q4 2023. Reliance Jio had the highest 5G Availability among the two at 68.8% during that period, ahead of Airtel, which reported 5G Availability of 30.3%. By leveraging a combination of low-band (700 MHz) and mid-band (3.5 GHz) spectrum, along with its extensive fiber network, Reliance Jio can provide its subscribers with a balance between coverage and performance.

5G delivers improved video streaming experiences

While the operators are keen to grow their customer bases and prioritize migration toward higher-value post-paid subscribers, translating 5G performance gains into discernible improvements for the end-user experience is vital. Speedtest Intelligence Quality of experience (QoE) measurements provide valuable insights into consumers’ real-life connectivity and quality of experience across various services like web browsing, video streaming, gaming, and video conferencing. 

Network operators in India are actively working to enhance the value of consumer mobile subscriptions by focusing on video content delivery, just like other operators worldwide. The emergence of over-the-top (OTT) platforms has significantly changed the way Indian audiences watch videos, movies, and TV shows, thanks to the vast range of local content available. Ormax Media reported that India’s audience for OTT platforms is on a steady rise, reaching 481 million users in 2023, marking a 13.5% YoY increase from the previous year’s 424 million.

The video adaptive start time metric from Video Analytics in Speedtest Intelligence measures the time spent waiting for the video to start playing in the adaptive bitrate stage of the test, providing insight into consumers’ video streaming experience. 

Based on Q4 2023 data, the results showed that Reliance Jio and Airtel’s 5G networks offered faster video start times for customers than their 4G LTE networks. Reliance Jio’s 5G network reported a quicker video start time of 1.14 seconds than Airtel’s 5G network, which was 1.99 seconds. Reliance Jio’s customers experienced a more noticeable decrease in video start time from 4G to 5G, with a reduction of 0.85 seconds. Airtel’s consumers showed a slightly smaller improvement, with a difference of 0.44 seconds from 4G to 5G.

Mobile gaming benefits from 5G lower latency

The Indian online gaming industry has grown significantly at a CAGR of 28% over the last three years, reaching INR164 billion (US$1.9 billion) in 2023. India also boasts a substantial gaming community, with an estimated 425 million gamers in 2023, making it second only to China in terms of the world’s largest gaming community. Mobile gaming dominates India’s online gaming market, with an overwhelming 94% of the total gamer base actively engaging in mobile gaming experiences.

With such a large mobile gaming segment in India, 5G is expected to improve the gaming experience on mobile devices, further increasing its popularity. Boasting lower latency and improved throughput than previous mobile technologies, 5G allows for a better user experience, particularly for online gaming and cloud gaming services. 

Game Latency is a measure of lag time to popular gaming server locations. Latency affects a gamer’s reaction time and is essential in games that require quick reaction time. Based on Ookla’s Q4 2023 data, Reliance Jio had a lower latency of 77 ms on 5G compared to Airtel’s 92 ms. Both operators experienced better latency on 5G compared to 4G LTE. Reliance Jio’s latency improved by 29% on 5G compared to 4G (109 ms), whereas Airtel’s users experienced around a 15% improvement on 5G than 4G (108 ms).

Consumer sentiment towards 5G is positive but declining 

Network performance, availability, and quality are all factors that can impact a customer’s overall satisfaction with their service provider. Ookla measures Net Promoter Score (NPS) , a gauge of customer satisfaction and loyalty. After completing a Speedtest, users are asked to rate the likelihood of recommending their service provider to friends or family on a 0-10 scale. These ratings are categorized into Detractors (score 0-6), Passives (score 7-8), and Promoters (score 9-10). NPS represents the percentage of Promoters minus the percent of Detractors displayed from -100 to 100. A score above 0 indicates that a provider’s audience is more loyal than not.  

In our recent article , we found that 5G users, on average, rated their network operator with NPS scores that were universally higher than those for 4G LTE users. The story is similar in India, where 5G NPS scores are on the positive end of the scale as opposed to scores for 4G. However, our data shows that, for all operators combined, 5G NPS in India has been decreasing quarterly. The difference in terms of uplift that 5G brings over 4G NPS score has decreased from 59.7 in Q4 2022 to 37.9 in Q4

While it can be difficult to pinpoint the reasons behind 5G NPS declines, network performance isn’t the only factor that plays a role. Other factors can include customer care, pricing, and quality of other services. It’s also important to remember that as 5G scales in many of these early launch markets, the profile of 5G users is also changing from predominantly urban-based users to more of a mix of urban, suburban, and rural users, which brings additional coverage and performance challenges for network operators.

When comparing the 5G NPS scores of the two 5G operators in India, Ookla’s Speedtest Intelligence data shows that in Q4 2023, NPS for 5G users for both operators were similar, at 7.4 for Reliance Jio and 7.5 for Airtel. Reliance Jio’s 5G service recorded the largest difference in NPS when comparing users on its 4G LTE network to those on 5G during that period, with an uplift of 41.2 basis points. Airtel saw an increase of 37.6 basis points in its NPS score when comparing its 4G LTE network to its 5G network. That said, it’s worth noting that 5G NPS tends to decline as the initial excitement of the latest technology wears off, mirroring other early 5G markets.

India has deployed its 5G network in record time, investing billions of dollars following its launch one and a half years ago. Additionally, the country is making significant progress in the adoption of the technology. While India rejoices in its rapid 5G deployment success, it is imperative that it continues to invest in new innovative services that are accessible to consumers to fulfill the promises and potential of 5G.

Both Reliance Jio and Airtel have introduced 5G Fixed Wireless Access (FWA) services, known as Jio AirFiber and Xstream AirFiber, respectively. These services are aimed at complementing their current 5G offerings as they explore new 5G use cases to monetize their investments. The operators are also looking to broaden their 5G service offerings to serve key enterprise verticals that demand highly reliable and low-latency communication. 

Vodafone Idea, the third-largest service provider in India, plans to launch its 5G services by mid-2024. Additionally, India’s Department of Telecommunications (DoT) will hold another spectrum auction in May 2024, offering more 5G bands to the market, thereby augmenting the 5G services available in India. The 5G rollout in India started around a year ago, right after the opening of India Mobile Congress (IMC) 2022 where Airtel and Jio announced their 5G plans. A year later, as IMC kicks off again, and Prime Minister Narender Modi talks of 5G speeds, it’s time to take a look back and see where we are on this next-generation mobile network. The sight, sadly, isn’t all that pretty. Sure, Indian mobile phone users — at least those who are using either Airtel or Jio — can see the 5G mark on their phones in most Indian cities. But can they use and experience 5G the way it has been promised? No. So far, the 5G rollout in India has been a disaster for users.

Disaster! Big word. But I have my reasons, based on my shoddy experience with 5G on multiple phones. And I believe that by the time I am done sharing these reasons with you, chances are that you will agree with me.

Here’s the thing, while 5G is the buzzword in the country, and the speed test results have been a great source of boast for the network providers, the truth is that 5G’s real-world accessibility in India remains limited. The reality beyond the speed tests is very different.

If you have been using a 5G network, you will know, that somehow, since the rollout of 5G, the networks ironically are slower and patchier as compared to how they were a year ago. Personally, as an early adopter of 5G, I have experienced a lot more call drops and network vacuums ever since the 5G rollout began in full force in the country.

I live in Noida, and very often travel across Delhi NCR, and my phone is constantly switching between 4G and 5G networks, which I think makes for a more unstable network compared to older days when we were just getting the 4G. This is because when 4G was available, only 4G was available. There was no constant, minute-by-minute, switching between this network and that. Unfortunately, nowadays I see that my phone is always doing this tap-dancing on the network. One minute it is on 5G, next it switches to 4G because 5G is just not stable enough. The result — there are many call drops, probably every time there is a switch. Or the browsing stops midway and so do downloads.

The issue of range

It’s all in the technology. While 5G offers incredible speed and low latency, it struggles with coverage over longer distances. 5G doesn't have the same range as 4G because the signal produced by higher bands is always weaker. Trees and buildings can obstruct the 5G network's frequency.

Too expensive? Maybe

If I try to analyse my 5G experience — and do understand that I am not a network engineer but someone who has some interest in tech — I feel the major issue with the 5G network that we are currently getting is the coverage.

And the coverage is poor and patchy because 5G — which is a more finicky albeit faster network — is probably more difficult and expensive to get right.

As I said, 5G requires many more small cell towers and dedicated equipment to overcome its limitations around the coverage area, as well as to better deal with obstructions. If you look at technology, 2G is slow but provides a really big coverage area. 3G is faster but has more limited coverage compared to 2G. 4G is the same in comparison to 3G. And then we have 5G. This we also see in Wi-Fi, where the lower frequencies such as 2.4GHz are slower but offer better coverage in a room compared to 5GHz that have faster throughput but poorer coverage.

In other words, 5G probably requires telecom companies to spend more on installing dedicated towers and components that can power this network. And, so far, we don’t have enough of the dedicated infrastructure, because in their rush to rollout 5G, Airtel and Jio are probably using infrastructure that is still a work in progress.

This is the reason why, in large buildings or when there is a large group of users packed in a small area, 5G is often patchy. This is also the reason why my calls during the Pandal hopping (I mentioned above) failed. Or this is probably the reason why our phones keep doing the to and fro between 4G and 5G.

I think a way telecom companies can minimise the issue — other than improving their 5G network coverage and capabilities — is by designating 5G or 4G areas. In other words, where Airtel and Jio can confidently offer good 5G coverage, they should only offer 5G. No 4G available at all. And where they aren’t sure about 5G, they should ONLY provide a 4G network. This will at least bring some much-needed stability to the network.

The fifth generation or 5g technology for mobile networks was deployed all over the world in 2019, with South Korea becoming the first country to adopt it on a large scale. In mobile or cellular networks, the service or operating areas are divided into geographical units termed cells. The radio waves connect all the 5g mobile devices in a cell with the telephone network and the Internet. 

5g is 10 times faster than its predecessor, 4g, and can connect more devices in a particular area. There is no doubt that 5G technology holds immense potential for India. And although there are many challenges to its deployment, the Indian Government and other industry experts should work together to over come these challenges and make the most of this technology.

BSNL 5G launch in India has also been announced. That said, don’t expect the countrywide availability of the network just yet. What is 5G?

5G, short for the fifth generation, is a new global wireless standard that succeeds the 4G network, which provides connectivity to most smartphones out there. H igher multi-Gbps speeds, lower latency, and more reliability compared to the previous-generation mobile networks are some of the benefits of the fifth-generation network. The network also presents use cases against AR/VR, AI, and high-speed broadband, among others to users. Countries like the US, South Korea, Europe, and China have already raced ahead in 5G deployments.

When will 5G launch in India?

5G has officially been launched in India. PM Modi has inaugurated the services in the country, and it is now up to the telcos to rollout 5G. DoT in a press statement has confirmed that the 5G services will be available in as many as 13 cities across the country in 2022 . These cities include Delhi, Gurugram, Bengaluru, Kolkata, Chandigarh, Jamnagar, Ahmedabad, Chennai, Hyderabad, Lucknow, Pune, and Gandhi Nagar.

5G frequency bands in India

The 5G frequency bands in India are available in 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2500 MHz, 3300 MHz, and 26 GHz. Out of these, Jio bought the coveted 700MHz band, which is believed to offer better services, along with 800 MHz, 1800 MHz, 3300 MHz and 26 GHz bands. The telco spent Rs 88,078 crore for a total of 24,740 MHz of spectrum.

Airtel, on the other hand, invested in 900 MHz, 1800 MHz, 2100 MHz, 3300 MHz and 26 GHz bands. The telco shelled out 43,084 crores for a total of 19,876 Mhz of the spectrum. Vi spent the least (Rs 18,799 crore) among all the telcos for the 1800 MHz, 2100 MHz, 2500 MHz, 3300 MHz and 26 GHz bands, acquiring a total of 6,228 MHz of airwaves.

Jio 5G plans, price

Jio has officially confirmed the launch of its 5G network in India. The telco will begin rolling out in the country from Diwali, which is in October this year. The Jio 5G will initially be available in  Delhi ,  Mumbai ,  Kolkata  and  Chennai, before rolling out to other regions. Jio claims that it will take at least 18 months for the network to mature in the country. Additionally, the Jio 5G services will be based on a standalone (SA) 5G network, which has faster connectivity speed and better latency than the non-standalone (NSA) network. The SA network will different infrastructure altogether and have zero dependencies on the existing 4G network.

That said, the telco claims that it’ll be easily upgraded  to a 5G network from 4G , owing to the telco’s converged network infrastructure. Jio’s 5G will be powered by the indigenously developed network, hardware and technology components. As for the Jio 5G rates , Mukesh Ambani has claimed that they will be most affordable than anyone else in the world. 

Airtel 5G plans

Airtel has started rolling out 5G in 8 cities, including Delhi, Mumbai, Varanasi, and Bangalore. The complete list hasn’t been announced yet, but rumours have it that the other cities are Gurugram, Kolkata, Hyderabad, and Chennai. That said, we are not sure whether Airtel’s 5G services cover the entirety of all cities or are available at a particular point. What we do know is that telco is 5G-ready and in agreements with Ericsson, Nokia, and Samsung as network partners to deliver the 5G services in the country. Airtel announced the deployment of India’s first state-of-the-art Massive Multiple-Input Multiple-Output (MIMO) technology, which is a key enabler for 5G networks, in 2017. The company has already deployed the technology in Bangalore, Kolkata, and several other regions in the country.

Airtel will reportedly price its 5G plans at the existing 4G rates. 

Vi 5G plans, price

Vi plans to launch 5G soon The company has upgraded its 4G network with 5G architecture

Vi aka Vodafone Idea is also all set to roll out 5G in India soon. The company is yet to confirm the  specific timeline for the launch ; however, it has upgraded its 4G network with 5G architecture and other technologies like dynamic spectrum refarming (DSR) and MIMO. “Our network is very much 5G-ready. When the 5G auction takes place, we will be able to launch 5G. However, there is a need to develop India 5G use cases. India is unique and some global use cases might not be relevant,” Vodafone Idea MD and CEO Ravinder Takkar said during the AGM meeting last year.

There is no word on Vi 5G tariff at the moment.

BSNL 5G plans, price

BSNL 5G services launch in India on August 15th The services will reportedly be based on indigenously-developed technology

State-owned telco BSNL 5G launch in India is set for August 15th, 2023, announced Telecom Minster Ashwini Vaishnaw at IMC 2022. The services will be based on  indigenously-developed technology, per the ET Telcom  report . The telco will reportedly upgrade its 4G network to next-gen 5G. Vaishnaw was caught saying “The Centre for Development of Telematics (C-DoT) is making progress in the 5G network that will be ready by the end of August, and by December field tests will be completed. By next year, the Indian 5G stack will be ready to deploy including in BSNL.”

BSNL 5G plans are also expected to be affordable. While Vaishnaw did not specify the pricing, he said that 5G services, like the 4G, will be affordable.

5G speed in India

5G speed in India will be 10 times faster than the existing 4G speed. While the telcos have recorded speed in access to 1Gbps (Vi 5G speed peaked 5.90Gbps) during the trial phase, the real-world speed is likely to be around 200-300Mbps. It was indeed the case with Airtel 5G speed at the IMC 2022. The network offered 304Mbps download speed on the OnePlus 10 Pro.

After the 5G launch in India at IMC 2022, 5G services could start rolling out in the country. Per a report by Business Standard, Bharti Airtel and Reliance Jio will launch their  5G services  on Saturday in Varanasi and a village close to Ahmedabad in the presence of the respective state chief ministers.

5G spectrum auction ends, with bids of over Rs 1.5 lakh crore (August 1st)

India’s first ever 5G spectrum auction has been concluded, with the government receiving bids of over Rs 1.5 lakh crore. Reliance Jio was the top bidder in the auction acquiring almost half of the spectrum that was up for grabs. It was followed by Airtel, Vi, and Adani Group. The latter will use the spectrum for its business venture.

Adani Group will participate in the 5G auction (July 11th)

Adani Group has confirmed its entry into the telecom spectrum space. In a statement, the company said it will be participating in the upcoming 5G spectrum auction alongside Airtel, Vi, and Jio. “We are participating in the 5G spectrum auction to provide private network solutions along with enhanced cyber security in the airport, ports & logistics, power generation, transmission, distribution, and various manufacturing operations.”

Telecom authority warns against the installation of fake towers, ahead of 5G launch in India (July 3rd)

The Cellular Operators Association of  India  (COAI) and the Digital Infrastructure Providers’ Association (DIPA) both have cautioned users against the installation of fake towers. The authorities have observed that certain companies, agencies, or individuals are fraudulently approaching people, asking them to deposit money in their personal or company accounts in the name of government tax for leasing their premises for the installation of mobile towers.

5G will roll out in 20-25 cities in the first phase, with prices lower than the global market (June 21st)

IT Minister Ashwini Vaishnaw has reportedly confirmed that the 5G data prices in the country would be “significantly lower than the global average”. Additionally, the minister announced that the 20-25 cities across the country will get a 5G mobile network. This is up from 13 cities the government announced earlier this year.

5G mega spectrum is scheduled for July end (June 16th)

The mega spectrum of the next-gen 5G services is now officially scheduled for July end, as officially announced by the Indian government. The rollout of the 5G services will begin soon after the auction, most likely in August or September.

5G spectrum auction in June, launch expected in August-September 2022 (April 29th)

Telecom Minister Ashwini Vaishnaw has said that the government is likely to hold the auction of the 5G spectrum, including airwaves, in early June. The Department of Telecom is working as per the expected timeline and the process is on to resolve industry concerns around spectrum pricing, the minister added. Digital Communications Commission will take a call on the spectrum pricing based on TRAI’s recommendation soon.

Per the minister, the commercial rollout of 5G services could be expected from August-September 2022 onwards. 

5G spectrum auction as per schedule (April 6th)

Telecom Minister Ashwini Vaishnaw has revealed that the 5G spectrum auction in India will be held as per schedule. While the minister hasn’t confirmed the dates, rumours are rife that the auction will take place in May. If that happens, we can expect a 5G services rollout in August. 

Airtel 5G rollout within months of auction (March 3rd)

Airtel chief Bharati Mittal has said that its network is 5G ready and will launch in India within months of auction. In an interview with ET Telecom , Mittal said a s soon as the recommendations come and auctions happen, within months I would say you will have early 5G networks coming up and Airtel has been getting ready for it for a long time.

5G rollout in 2022 (February 7th)

In her Union Budget 2022 speech, Finance Minister Nirmala Sitharaman’s 5G mobile services rollout will begin in 2022-2023. This falls in line with an  earlier announcement from TRAI . She further announced that the 5G spectrum auction will begin this year.

Jio 5G phone (February 1st)

The much-anticipated Jio 5G phone is expected to launch later this year. Ahead of that, the phone’s specifications and estimated price have been leaked. The JioPhone 5G price in India is said to be somewhere between Rs 9,000 to Rs 12,000 (around $120 to $160). As for the specifications, the smartphone is tipped to sport a 6.5-inch HD+ IPS LCD panel with a 1,600 x 720 pixel resolution. It’s likely to be powered by Qualcomm Snapdragon 480 5G processor, which will be paired with an Adreno 619 GPU,  4GB  of RAM, and 32GB of expandable storage. In the software department, the Jio Phone 5G is said to boot  Android 11  OS out of the box with Google Play Services and Jio Digital Suite of apps.

Jio 5G planning done for 1,000 cities across India (January 22th)

Jio 5G coverage planning for 1,000 cities in India has been completed. The telco has announced that it is working on a data-driven 5G network that will be based on targeted customer consumption revenue using Heat maps, 3D maps and ray-tracing technology for precise coverage planning to target high-consumption and high-perception locations.

TRAI to review 5G spectrum auction payment terms (January 18th)

5G spectrum auction, which will be held later this year, may come with the same two-year moratorium or get a four-year moratorium. TRAI is currently hovering over the plan, per the Financial Express report. The report further added that the telecom authority  will also decide if operators need to pay any upfront amount for the spectrum.

5G plans in India could be similar to 4G (January 8th)

While several reports have indicated that the 5G plans in India will be costlier than 4G, Counterpoint Research Analyst Charu Paliwal suggests otherwise. She claims that the 5G prices in India  are expected to be similar to 4G prices to attract more subscribers and encourage upgrades. However, operators will eventually add a premium once the network has wide coverage and established data speeds. This has been the case with 4G as well. Jio, Vi, and Airtel 4G recharge plans prices in India were increased up to 25 percent in the country recently.

5G spectrum auction (January 7th)

The 5G spectrum auction, which is still pending in India, may take place in July-August, which suggests Charu Paliwal, a Counterpoint Research Analyst. She was quoted saying in the India Today report that the ‘5G auction has been delayed to mid-2022.’ This means that the 5G launch in India won’t happen until the end of 2022. Paliwal further added that initially, 5G services will be limited to urban areas (metros and big cities) and network expansion to other parts of the country will take another couple of years. However, she asserts that “5G will see a rapid rollout, unlike 4G, wherein the services were launched in a few cities, and it took a new entrant (Jio) for operators to expand nationwide.”

India’s DoT launches experimental license for 5G use cases

The DoT has set up 5G use case labs within 100 institutes across India with the aim of building competencies and engagement in 5G technologies for students and startup communities

India’s Department of Telecommunications (DoT) has launched an experimental license module that will pave the way for its established 5G labs across the country to be in a position to test 5G use cases, local press reported.

The DoT has set up 5G use case labs within 100 institutes across India with the main aim of building competencies and engagement in 5G technologies for students and startup communities. These labs will also contribute to helping domestic carriers monetize 5G faster by identifying new and advanced 5G use cases.

“This initiative aims to simplify the experimental license requirements for these institutions, facilitating smoother operations and fostering innovation in the 5G domain,” the DoT said.

The report noted that the experimental license from the DoT will enable those labs to use 5G frequencies to test use cases in the 5G field without interfering with existing commercial 5G services.

The report added that the experimental license is available on a “self-declaration basis” from the DoT’s Saral Sanchar portal. Applicants have to provide details such as the use case to be tested, the technical details of the experiment and which spectrum band they wish to use.

“This initiative aims to simplify the experimental license requirements for these institutions, facilitating smoother operations and fostering innovation in the 5G domain,” the DoT said.

The country’s telecom watchdog has granted a total 1,500 licenses so far for conducting trials and testing of 5G services and use cases since July 2021.

Local telco Reliance Jio Infocomm has already completed the rollout of 5G technology in India. Reliance Jio Infocomm has been rapidly expanding its 5G network using Standalone (SA) architecture since October 2022.

Meanwhile, rival carrier Bharti Airtel previously said it was on track to cover the entire country with 5G technology by March 2024.

The DoT recently decided to postpone its upcoming spectrum auction to award additional 5G frequencies from May 20 to June 6.

According to the reports, the decision to push back the auction was chiefly due to allow the process to take place after the country’s general elections. India’s general election is slated to start on April 19, while the results are expected to be revealed on June 4.

The report also noted that the mock auction originally expected to take place on May 13-14 has also been pushed back to June 3.

In the upcoming auction, 5G airwaves in 800 MHz, 900 MHz, 1.8 GHz, 2.1 GHz, 2.3 GHz, 2.5 GHz, 3.3 GHz and 26 GHz bands will be put up for sale.

According to sources with knowledge of the matter, the auction will only draw a few bids from Bharti Airtel and Vodafone Idea (Vi) for renewing their frequencies.

The permits of Bharti Airtel and Vi will expire in 2024 in some of India’s geographic circles. Airtel’s airwave renewals this year are in the 900 MHz and 1800 MHz bands in the circles of J&K, Odisha, Bihar, UP-East, West Bengal and Assam. Vi faces spectrum renewals in West Bengal (900 MHz and 1800 MHz) and UP-West (900 MHz).
