Kangen Water  is a patented water ionizing system designed and manufactured in Japan. It’s marketed worldwide under a direct selling company called Enagic that sells such machines and its components. 

The business idea revolves around the benefits of consuming pure alkaline water, a trend that has been going on for a while since the discovery of ionized water technology. According to the company, Kangen machines can produce up to 5 different types of water; 

  • Strong Kangen Water (pH 11) = Contains dissolving and heat-conducting properties, suitable for food preparation and cleaning, not for drinking. 
  • Kangen Water (ph 8.5 – 9.5) = Hydrogen-rich and electrolytically-reduced water that is suitable for drinking, cooking, and watering plants. 
  • Clean Water (pH 7) = Free of chlorine and rust. Suitable for drinking, preparing baby food, and taking medication. 
  • Beauty Water (pH 4 – 6) = A slightly acidic form that comes with astringent effects. Suitable for gentle cleaning and beauty care. 
  • Strong Acidic Water (pH 2.7) = Contains cleansing properties. Best for cleaning activities. Not suitable for drinking.

The marketing plan is thus targeted at homeowners, offices, or any establishments that rely on good quality water to operate their business. Kangen Water Compensation Plan

Between 1A and 6A levels, one’s earnings are mainly focused on the number of sales with the exception of special points, a type of bonus awarded when a direct sale is made within 90 days.  Beyond 6A, your income stream will diversify from add-ons such as education allowance, monthly and quarterly incentives as well as leadership bonuses.

The Kangen Water compensation plan is probably one of the easiest to comprehend in comparison to other direct selling companies. You can gain a significant amount of profit by just selling a little. For example, there’s a high ticket online program called Affiliate Institute that teaches people how to make big commissions. In reality, they are actually recruiting Enagic distributors under the founders so members who don’t know any better would end up paying for the water machine AND the expensive program at the same time.   

It’s stated clearly that ‘no joining fee’ is required to become a distributor so if you’re paying to become one, you’ve probably been scammed . 

(2) Expensive Machines

While you’re reading this, there are many alkaline water machines in the market and since Kangen is an MLM product, the selling price is often more (if not most) expensive than other brands. Why is that? Well, that’s because they need the money to pay for the basic commissions and beyond and reward all the distributors at higher levels. 

It’s one thing to pay for high-quality products but when prices are intentionally inflated to compensate for incentives, do you think savvy consumers will not notice? Of course, they will and if they know how to do the math, maintaining the machine can be an expensive affair. 

Mind you, this type of pricing system is not uncommon in the MLM industry. Herbalife , Lularoe , and Monat are some companies whose products are often marked at higher selling prices for the same purpose. To make matters more challenging, interested parties can only purchase the machine from a known distributor. 

That means you can’t buy them off the Enagic website just like you would with other competitors whose features are likely just as good (if not better) and more affordable. This is a huge factor in converting sales nowadays; if the buying process is inconvenient, consumers are just going to move onto other brands. 

(3) The Alkaline Water Controversy 

Despite the overwhelming trend, there are many controversies surrounding the consumption of alkaline water. Some people say it could make you look younger, more hydrated, and even cure cancer, which I think is a bit far-fetched. Some people think it’s just marketing gimmicks used to make money off people’s hope for better health. 

The debates about this topic are endless and you can research online for days trying to straighten the facts. I’m sure many of us grew up drinking water just as it is – clean and mostly filtered. However, the emergence of alkaline water has caused this innate mindset to shift to the right, raising doubts over the regular water we currently drink and many health-related questions we’ve never considered before. 

So if you’re going to promote Kangen water, make sure you’ve done your homework because there will be a lot of wary people out there who will be questioning the benefits, the cost, and the truth of consuming such a state of water. 

Is Kangen Water a Good Business Opportunity? 

For the most part, it is. After all, it’s all about promoting the consumption of good quality water. I think the product may appeal to health and fitness enthusiasts who are keen to try something new, granted they can afford it. If you’ve positive experience with ionized water or are fascinated with the different filtration systems out there, this is certainly a profitable niche to venture into.  

However, I find that selling water machines through MLM is kind of backward. Such marketing techniques were quite popular back in the ’80s and ’90s but with the advent of the internet, there are now better ways to make money with water products without having to do demos or recruiting.

It’s called affiliate marketing and this is made possible because people can now search for more information online (specs, price, features and etc.) before making a purchase and if something strikes their fancy, they can easily order and have the product delivered to their homes.

My wife and I are very concerned about water hygiene. We have a reverse osmosis system at our kitchen sink and water distiller for certain other things. Your article about ionized Kangen water is interesting as I have not heard of actually preparing pH-specific water for different uses. 

Not too keen on the MLM-side of things but I’m interested to learn more about this water system and its benefits from a consumer’s perspective.

As someone who has been approached time and again on social media from the start of this pandemic by MLMs, I can tell you that it has left a super sour taste in my mouth. I’ve heard of Kangen before but didn’t do enough research to understand it was an MLM until I read this review. The business plan is undoubtedly attractive, but the controversies surrounding this alkaline water thing are equally as shocking!

I have never heard of the Kangen Water Machines until I read your review. What a fascinating product! I am going to have to say, I agree with you on the fact, that MLM marketing just turns people off. I am one who does not like the recruiting end of it. Plus, most of the products are more expensive, and I do shop around. I feel others do as well. 

I do like ionized air filtration systems, but I am not so sure about drinking ionized water! If someone wants to buy this system, can they find a local distributor for this product?

This is actually the first I’ve heard about alkaline water and an MLM company associated with it. You provided a good breakdown of both. Also, nice job pointing out how to avoid potential scams . 

I live in Arizona, and the water out here is very hard. But we do have a water softener that makes it a lot more drinkable. In truth, I think I feel more comfortable drinking water as close to pH neutral as possible. That is unless any substantive evidence ever comes out supporting any health benefits with drinking alkaline water.

Fort Smith Board raises some water system fees, approves parking meter plan

The Fort Smith Board of Directors on Tuesday (May 7) approved raising a broad set of fees for everything from turning on service to insufficient funds charges. The board also voted to halt downtown parking meter use until Jan. 3.

City officials said early 2009 was the last time a broad fee increase was implemented.

The first ordinance, passed unanimously at the board’s regular meeting, raises fees for everything from turning on service to insufficient funds charges. The new charges are: • Account activation fee from $30 to $40 • Account ownership transfer fee from $30 to $40 • Connection/reconnection fee (inside the city) from $30 to $40 • Connection/reconnection fee (outside the city) from $30 to $50 • Same day turn on/off fee (inside the city) set at $50 (There was no fee prior to this ordinance.) • Same day turn on/off fee (outside the city) set at $60 from nonexistent • After-hours reconnection fee (inside the city) from $60 to $75 • After-hours reconnection fee (outside the city) from $60 to 90 • Disconnection notice fee $5 to $7.50 • Insufficient check return fee from $29 to actual cost to the city

City directors also passed an ordinance raising deposit fees by customer class that shall be assessed to and paid by all customers for water, sewer and solid waste utilities. The ordinance also changes the amount of time a deposit is held to 24 months from 12 months.

If an account becomes delinquent and the utility service is terminated for non-payment, the deposit will be applied to the account to cover any past due amount. A new deposit shall be required to reactivate an account for service previously discontinued for non-payment, the ordinance states.

Prior to the new ordinance, deposits for most classes were $50. Following is the new deposit structure. • Residential, owner occupied – $100 • Residential, renter – $125 • Commercial – $300 • Industrial – $1,000 • Irrigation, all classes – $100 • Builder-construction – $100

The ordinance also changes deposits for hydrant meters from $150 to $500. The ordinance passed with a vote of six to one with Director Kevin Settle voting against it.

“We are going from $80 to $140 for someone to set up and live in our city,” Settle said. “We are adding more and more layers to make it more difficult to set up living in Fort Smith.”

In other business, the board also approved a resolution waiving downtown parking meter use from Wednesday (May 8) to Jan. 3.

Joshua Robertson, Fort Smith’s deputy director of business administration, told the board at a study session April 23 the city has 315 total meters and 285 active meters. He said some meters were removed for permitted parking, and some meters are not working. Meter revenue has averaged just under $66,000 a year in the past three years, with revenue in 2021 totaling $70,197, 2022 revenue at $61,695, and 2023 revenue at $65,946, according to Robertson.

Some members of the Fort Smith Board of Directors wanted the meters removed, so the city waived downtown Fort Smith parking meter fees between Nov. 24, 2023, and March 31, 2024. The time without fees was intended to allow the Fort Smith Police Department to study the impact on parking, particularly the rate of turnover with parking spaces along Garrison Avenue, the main road in downtown Fort Smith.

“According to their findings from March 1 to March 29, the Police Department observed 792 vehicles. Of the 792 vehicles, 701 were parked for less than one hour, and 91 were parked for more than one hour. Of the 91 vehicles, the average time parked was two hours,” noted a summary provided to the Fort Smith Board for its Tuesday (April 23) study session. “During the entire time parking fees were waived, no parking complaints were received. Based on this data, parking meters may be removed with little to no impact to our businesses.”

Reports say Sir Keir Starmer may risk union support and bow to pressure from business to amend new deal

Watering down Labour’s plan to strengthen workers’ rights would be disastrous for the party’s relations with the unions and could cost votes at the general election, the president of the Trades Union Congress has warned.

Amid reports that Sir Keir Starmer may bow to pressure from business and amend important parts of his “ new deal for workers ”, Matt Wrack said the Labour leader risked causing “significant anger” among union members.

Wrack, the general secretary of the 34,000-strong Fire Brigades Union, said: “The debate on workers’ rights is a key issue for all unions as we approach a general election. As a policy, it is very popular with our members but it is popular with the voters as well.

“We know Labour will come under pressure from business interests but there should be no backtracking and no weakening. Labour needs to deliver this as one of its top priorities. If there is a rolling back there will be significant anger.”

The proposed new deal for workers includes curbs on the use of zero-hours contracts , the extension of collective bargaining, and protection against unfair dismissal from day one of employment.

Wrack made it clear that unions were watching closely to see whether intensive lobbying from business had paid off after it emerged last week that Labour’s plans do not involve a complete ban on zero-hours contracts and that the extension of sectoral collective bargaining will initially be confined to social care.

“We have picked up the press talk about possible rolling back. The message we have had back from the leader’s office is that there is nothing to it,” Wrack said.

“I don’t want to get in a slanging match with Keir Starmer until I see what he is proposing,” Wrack added, “but it would be inept in our view to backtrack on a very popular policy that will win votes and appeal to working-class voters who would traditionally be expected to vote Labour but who have drifted off.

“It is a policy that is necessary in terms of maintaining unity in the Labour party. The leadership shouldn’t just rely on the idea that Labour is the only game in town. People need to have something to vote for other than Keir Starmer who is not Rishi Sunak.”

Wrack said Labour also needed to deliver on its pledge to repeal the 2016 Trade Union Act, which placed curbs on how unions could take industrial action, and minimum service levels, under which unions are forced to maintain public services during strikes.

“I would struggle to see how Keir Starmer could backtrack on these two commitments because he has been so clear about them, but I would never rule anything out with Labour politicians.”

Despite Labour’s strong showing in last week’s elections, Wrack said he detected little enthusiasm for the party because “people are not sure what the policy agenda is other than continuity”.

Wrack said many unions had their annual conferences coming up with the TUC holding its annual congress in September. “If the message is that Labour is rolling back on workers’ rights, then the leadership can expect a hostile reception.

“Rolling back on this would be pretty disastrous for relations with the unions.”

“It is the one thing unions have to sell to Labour voters. You look around and I am not sure what other reason there is to vote Labour.”

“If organised labour comes out strengthened from the early months of a Labour government that alters the political balance after 40 years of attacks on unions. The plans for workers’ rights don’t go far enough but they do start to alter the balance of power in the workplace.”

A Labour spokesperson said: “The new deal will be a core part of Labour’s offer and we will be campaigning on this ahead of the general election. “Labour’s new deal for working people was agreed at the party’s national policy forum last summer building upon our green paper. Our commitments to bring forward legislation to parliament within 100 days to deliver the new deal and to consult widely on implementation have not changed.”

FORT COLLINS  — After hearing two sharply divergent views on the subject, the Board of Larimer County Commissioners will decide Wednesday on whether to allow the city of Thornton to run a water pipeline for 10.4 miles across the county.

Commissioners on Monday night listened for nearly 90 minutes to more than two dozen residents’ impassioned pleas to force Thornton to send water it owns through the Cache la Poudre River to preserve that stream’s flows instead of through a 42-inch-diameter pipeline across the county. 

However, Thornton officials and their lawyer countered that sending the water through the river shouldn’t even be talked about.

He, along with Emily Hunt, the city’s deputy infrastructure director for water, and Carolynne White, an attorney with the Brownstein Hyatt Farber Schreck LLP law firm, which represents Thornton, emphasized that Thornton’s application does not take additional water out of the Poudre because it’s already been diverted and stored in Water Supply and Storage Co. reservoirs.

Barnes said sending the water through the Poudre as it flows through Fort Collins would “dangerously degrade the quality of the water,” and that because “water rights are property rights,” the 1041 statute “prohibits diminishing property rights.”

Named for House Bill 1041, passed by the Colorado Legislature in 1974, it’s a set of regulations that give local governments authority to regulate issues of “statewide concern,” including those involving transportation and the protection of specific geographic, historic, cultural and natural resources. Larimer County first adopted 1041-based regulations in 2008 and added water and sewer transmission lines in 2009.

“An applicant cannot be expected to address impacts that do not exist,” said White, adding that such requirements would be “prohibited by the 1041 statute.”

Hunt, responding to citizen complaints that Thornton’s proposal had no benefit for Larimer County, said the city, addressing residents’ concerns, had agreed to strive to maintain water levels in the WSSC reservoirs and to work with the community to protect the Poudre watershed, open spaces in Larimer County and agricultural lands there.

She said the plan would preserve 1,324 acres of land in the six Larimer County farms Thornton owns and guarantee $3 million for the Poudre River Enhancement Fund plus additional money if the proceeds from the sale of those farms are greater than $3 million.

Thornton wants the line to connect with an existing one to deliver water it owns from the Larimer County farmland it purchased in the 1980s to Thornton. Its representatives said developers there need the water to provide more affordable or attainable housing.

Five segments of the pipeline in other counties have been completed or will be soon, and the Larimer County section is the final piece.

Larimer County’s planning commission voted 5-3 to approve Thornton’s latest plan in April and to recommend that the county commissioners do the same.

At the initial hearing two weeks ago , Barnes had told commissioners that Thornton’s plan, with its “greater focus on impacts to people,” was far different from the one the county leaders unanimously rejected in 2019 . He pointed out that the 10.4 miles of Larimer County land the pipeline would need is far less than the 27 miles in the original proposal and would affect 17 landowners versus more than 50, and that a planned 10,000-square-foot pump station would be relocated a half mile from the nearest residents.

Hunt said about 44% of the pipeline’s length through Larimer County would be “co-located” alongside the proposed Northern Integrated Supply Project pipeline.

At Monday’s hearing, commissioners questioned the project team about impacts on farmland and county roads, including calling for a brief executive session. After learning that his colleagues had more questions, commission Chairman John Kefalas adjourned the meeting after 10 p.m. No further public comment will be taken at Wednesday’s meeting, but commissioners will express their opinions and then the panel will vote on whether or not to approve Thornton’s 1041 application.

Dangers of Tap Water

Safe and readily available water is a basic human necessity in order to meet health and sanitation needs. However, tap water around the world has consistently been found to be subpar, "first-world" countries not excluded.

NY Times: Tainted Tap Water in U.S.

In the USA, the NY Times reported on violations of the Clean Water Act, a federal law which governs water pollution, and has shown household water that is contaminated with lead, nickel, and other heavy metals. Oil Companies Expand Offshore Drilling, Pointing to Energy Needs

Shell and others say they plan to drill for oil and gas in the Gulf of Mexico in part because doing so releases fewer greenhouse gases than drilling on land.

About 80 miles southeast of Louisiana’s coast, 100,000 metric tons of steel floats in the Gulf of Mexico, an emblem of the hopes of oil and gas companies.

This hulk of metal, a deepwater platform called Appomattox and owned by Shell, collects the oil and gas that rigs tap from reservoirs thousands of feet below the seafloor. Equipment on the platform pipes that fuel to shore.

Political and corporate leaders have pledged to reduce planet-warming emissions to net-zero by 2050. But oil companies like Shell are betting that the world will need oil and gas for decades to come. To serve that demand, they are expanding offshore oil and gas drilling into deeper and deeper waters, especially here in the Gulf of Mexico.

Offshore production, oil executives argue, is not only crucial to power cars, trucks and power plants but also better for the planet than drilling on land. That’s because such operations emit far less of the greenhouse gases that are warming the planet than producing the same amount of oil and gas on land, according to industry estimates.

“The world will continue to need oil, by the way, even in 2050,” Wael Sawan, chief executive of Shell, said in a recent interview. “It will have to be lower and lower emissions.”

The greenhouse gas emissions associated with extracting a barrel of oil from the Gulf of Mexico are as much as a third lower than emissions from producing a barrel of oil from fields on U.S. soil, according to a report published last year by the National Ocean Industries Association , an industry group for offshore oil, gas and wind businesses. (Those numbers do not include the emissions created when fossil fuels are burned in engines or power plants, which are much greater than emissions from producing and refining oil and gas.)

Oil production in the Gulf of Mexico fell for several years after the 2010 Deepwater Horizon explosion caused the worst offshore oil spill in U.S. history. But the gulf’s oil output has been rising over the last decade. The renewed interest in offshore production is part of a larger trend: The United States has recently set records for oil production, extracting more crude than any other country.

Booming oil and gas production in the United States has alarmed climate activists and scientists who want the energy industry to pivot more quickly to cleaner fuels and technologies like wind and solar power and electric vehicles.

“We’re not talking about stopping oil production today,” said Brettny Hardy, a senior lawyer in the Oceans Program at Earthjustice, a nonprofit environmental law organization. “But no matter how you look at it, there’s a really dire need to accelerate this shift to clean energy. The things the industry is doing now is not going to help that transition.”

To many environmentalists, offshore fossil fuel production’s potential for disaster is significant. The spill caused by the Deepwater Horizon rig , which was operated by BP, resulted in significant damage to marine life, the fishing industry and the Gulf of Mexico’s beaches.

The spill helped bring attention to Rice’s whale , which lives only in the Gulf of Mexico and is classified by the federal government as an endangered species. Fewer than 100 of these whales are left because of incidents like the Deepwater Horizon spill and collisions with vessels.

“The concern and worry is there for the right reasons because we have been burned once because of Deepwater Horizon,” said Najmedin Meshkati, a professor of engineering at the University of Southern California who served on a National Academies committee that studied that spill.

The Biden administration had planned to scale back lease sales for oil drilling in the gulf, which environmentalists said would help protect Rice’s whales. In August, the Bureau of Ocean Energy Management reduced the area available for leases from 73 million acres to 67 million acres.

But in November, the U.S. Court of Appeals for the Fifth Circuit rejected the administration’s plans. A month later, oil companies offered $382 million for the right to drill for more oil and gas.

Oil executives say offshore oil operations are far less dangerous now thanks to advances in technology and improvements in standards and regulations. “Offshore oil and natural gas exploration and production is the safest it’s ever been,” said Holly Hopkins, vice president of upstream policy at the American Petroleum Institute, a trade group.

Energy companies favor drilling in the gulf because there is a lot of oil and gas there, especially under very deep waters. The number of deep water platforms have grown dramatically over the last three decades, while those in shallow waters have declined, according to the American Petroleum Institute.

Federal government analysts estimate that oil production in the Gulf of Mexico will grow through 2027. Natural gas production in the gulf is expected to largely remain flat through the early 2030s.

Shell is the biggest oil and gas producer in the region’s waters. Its outsize presence in the gulf is on display at Appomattox, which has a displacement bigger than the world’s largest aircraft carrier, according to the company.

The platform was brought online in 2019 and can house up to 180 people. It stays in place as ships drill wells near it and connect those wells by pipe to the platform, where equipment separates oil, natural gas and water.

Shell recently launched a smaller floating platform, the Whale, which can house up to 60 people. Another unit, Sparta, is under development. In all, Shell, a London-based global energy giant, operates nine active platforms — including four with built-in drill rigs — in the Gulf of Mexico.

On a reporter’s recent visit to Appomattox, about 130 people were working on board, including oil and gas engineers, cooks, janitors, a medic and laundry facility operators who keep washers and dryers spinning 24 hours a day.

Crews live on the platform for 14 consecutive days, working 12-hour shifts. They return to homes across the world for two weeks, before coming back for another 14-day stint.

There is a sense of pride among those aboard, though they recognize that many people think their industry is destroying the planet.

“There is another side that people don’t talk about,” said Matt Flanakin, a ballast control operator on Appomattox for Shell. “We know there’s a need to reduce carbon emissions. But we still need fossil fuels.”

The platform floats on the deep blue waters with little else in sight. On occasion, a drill rig ship appears in the distance. These vessels are scouring the seafloor for sources of oil.

The platforms create artificial reefs that attract fish and dolphin pods to Appomattox, said Rich Howe, executive vice president of Shell’s global deepwater business.

Shell is not alone in expanding its operations offshore. BP, Chevron and other energy giants are also expanding or planning to expand operations in the Gulf of Mexico.

“This is the cradle of global deepwater,” Mr. Howe said. “It’s where a lot of the technologies were invented.”

The gulf has an extensive network of pipelines and equipment that helps deliver the oil and gas directly to onshore facilities with little processing through pipelines. That makes extracting oil and gas from underground reservoirs in the gulf more efficient, ultimately helping to produce less emissions.

Technology has also reduced the need for as many offshore workers, who are flown by helicopter to platforms and drill rigs. Some control room operators work remotely onshore. And the companies say they are minimizing the amount of natural gas they burn off during a process called “flaring.”

“We want it to be as secure, affordable and as low-carbon as it can be,” said Andy Krieger, a senior vice president for the Gulf of Mexico and Canada at BP, which has five platforms in the Gulf of Mexico.

But plans by oil giants, especially those based in Europe, to invest in offshore production strike some climate experts as a retreat from the companies’ renewable-energy investments in recent years.

Mr. Sawan, the Shell chief executive, is clear that the company should focus on the businesses it knows best, a category that includes oil, natural gas and hydrogen. He said it should let other companies, including businesses with which Shell has financial and commercial relationships, develop renewable sources like solar power.

That doesn’t mean Shell is uninterested in newer parts of the energy sector, he added. He singled out electric vehicle charging as an area where his company plans to expand. To that end, Shell recently announced that it would close 1,000 gasoline stations, or about 2 percent of its retail presence, in 2024 and 2025 and expand its electric vehicle charging network to 200,000 public charging points globally by 2030, from about 55,000 now.

“At the end of the day,” Mr. Sawan said at a recent energy conference in Houston, “the real intent here is to be able to bring that multidimensional nature of the energy transition and move this dialogue that seems to fixate on ‘Is it oil and gas, or is it solar and wind?’ It’s all, and we need them in abundance.”

California Gov. Gavin Newsom has proposed a series of painful budget cuts to close the state's growing deficit

SACRAMENTO, Calif. -- California's budget deficit is at least $45 billion, a shortfall so large it prompted Gov. Gavin Newsom on Friday to propose painful spending cuts impacting immigrants, kindergarteners and low-income parents seeking child care in a state often lauded for having the world's fifth-largest economy.

Officially, Newsom said the state's deficit is $27.6 billion. But really, it's closer to $45 billion when including previous spending reductions that Newsom and the state Legislature agreed to in March. Including reductions in public education spending, which Newsom has not included, the deficit would be even billions of dollars more, according to recent analysis by the nonpartisan Legislative Analyst's Office.

The size of the deficit is important as it will shape the national perspectives of Newsom, who is a top surrogate for President Joe Biden's reelection campaign and who is widely believed to harbor presidential aspirations of his own. Newsom has spent much of his time in office basking in the glow of historic budget surpluses that allowed him to greatly expand state spending. But back-to-back budget deficits — with more on the horizon — are testing California's commitment to those increases.

So far, Newsom has not gutted some of his splashiest policy advancements, including free kindergarten for all 4-year-olds and free health insurance for all low-income adults regardless of their immigration status. But as Friday's proposal showed, Newsom is willing to chip away at some of those promises to balance the budget.

While Newsom has not taken away health insurance from anyone, he proposed the state stop paying for health care workers to care for some 14,000 disabled immigrants in their home. That would save the state $94.7 million. While he hasn't pulled back the state's commitment to expanded kindergarten, he proposed eliminating $550 million that would have helped school districts build the facilities they need to teach all of those extra students.

After promising to pay for child care for another 146,000 children from low-income families, Newsom on Friday proposed pausing that expansion at 119,000. And after promising to boost how much money doctor's get to treat Medicaid patients, Newsom on Friday proposed canceling $6.7 billion that had been set aside to do that.

The cuts prompted outrage from across the political and ideological spectrum. Anthony Wright, executive director of the consumer advocacy group Health Access California, said the removal of in-home care for immigrants with disabilities would result in those people becoming “further impoverished or end up in much more expensive nursing home care.”

Yolanda Thomas, a member of the Child Care Providers United negotiations team, said cutting the child care slots means “we cannot build a stronger economy when our lowest paid workers ... don't have somewhere safe to send their children during their shifts.”

For every question on Friday, Newsom had a similar response.

“I prefer not to make this cut. These are programs, propositions that I have long advanced, many of them,” he said. “But you've got to do it. You have to be responsible.”

Before the coronavirus pandemic, California's revenues were growing at about 5% per year. From 2019-20 through 2021-22, revenues grew an astounding 55%. That's because California got a lot of money from the federal government to blunt the impact of the pandemic. And it's because the stock market had historic increases, fueling a rapid expansion of wealth among California's richest residents — generating a tax windfall for the state.

State budgeting is a guessing game, where governors and lawmakers have to predict how much money they will have and plan to spend it. Following the bountiful years of the pandemic, California's guesses have been way off. The Newsom administration now predicts state revenues will be $83.1 billion lower than they thought for the 2022-23 and 2023-24 fiscal years.

“If you knew that those were unrealistically high and totally unsustainable revenue levels, why wouldn't you put a little bit more in the reserves,” said state Sen. Roger Niello, a Republican and vice chair of the Senate Budget and Fiscal Review Committee. “If that's the case, you know it's going to come crashing down and you are going to have a big deficit to cover.”

Newsom defended California's previous budget actions, noting the state Constitution required the state to return a big chunk of that surplus to taxpayers in the form of rebates. Newsom said it “provided a lot of support at the time to people who needed money.”

“I feel like we were doing the best we could under that circumstance,” he said.

Newsom on Friday repeatedly vowed he would not sign a sweeping tax increase on individuals. But he did propose suspending a popular tax deduction for businesses, which many see as a tax increase.

In total, Newsom is proposing $32.8 billion in cuts over two years, including eliminating 10,000 unfilled state jobs and an 8% cut to state operations — including things like eliminating landlines. He promised there would be no layoffs, furloughs or salary cuts for the state's more than 221,000 state workers.

Democratic legislators applauded Newsom’s effort to deal with multiple years of deficits and vowed to protect spending for social safety net fundings and classrooms.

“Nobody knows what challenges California may face, so we must always stay prepared,” Assembly Speaker Robert Rivas and Assembly Budget Chair Jesse Gabriel said in a joint statement. ___ This story has been corrected to show that Newsom proposed eliminating $550 million for school facilities, not $500 million.
