You might have to use a hundred or so characters less than the character limit in order to fit it in the line limit. But if you're talking about writing less than 3,800 or so, then it's not advisable.

It has to be less than or equal to 4000 characters AND less than or equal to 47 lines long. I think you've got this backwards - it needs to be UNDER those limits! It will give you warning regardless. Whichever is less. If your ps is 3900 characters, but 48 lines it won't be accepted. If 4001 characters, but 46 lines it won't be accepted.
