What is the Cultural Heritage Cloud?
The Cultural Heritage Cloud is a European Union initiative for a digital infrastructure that will connect cultural heritage institutions and professionals across the EU. It will develop specific digital collaborative tools for the sector while removing barriers for smaller and remote institutions.
Our goal is to help cultural heritage institutions, research organisations and other professionals of all sizes and types work with their digital objects in a more visible, interconnected, harmonised, and informed way, allowing them to successfully cope with the challenges the digital transition poses to the sector.
The Cultural Heritage Cloud will aim to add a new digital dimension to cultural heritage preservation, conservation, restoration and enhancement by providing cutting-edge technologies for digitising artefacts and researching artworks,
Our exciting new initiative, funded by Horizon Europe , is paving the way for unprecedented transdisciplinary collaboration in the field of cultural heritage, bringing together specialists from a range of disciplines, including scholars, curators, archivists, and conservators.

Working with other European initiatives and preparatory work
This cutting-edge platform will work in tandem with other European initiatives, such as Europeana and the Common European Dataspace for Cultural Heritage , to add a new dimension the way we approach, conserve and enhance our shared cultural heritage. We've already started building this ambitious project, but further investment is needed to fully realise its potential.
The European Commission launched this initiative at the request of the European Parliament and the Council of the EU, and we are proud to be a part of it.
Our team of independent renowned experts in the field of cultural heritage has laid the basis for the concept of this initiative by helping identify the existing needs in the field, with an ex-ante impact assessment: Report on the European Collaborative Cloud on Cultural Heritage
Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and Youth, has launched a dialogue with EU countries on the joint creation of a Cultural Heritage Cloud to help safeguard European cultural treasures through a digital infrastructure.
Following the Research and Innovation Days session dedicated to the Cultural Heritage Cloud, the European Commission launched an online survey to collect detailed feedback among a broader number of stakeholders focusing on their needs and challenges.
The in-depth survey with over 1000 respondents added a bottom-up approach to the Commission's initiative. Additionally, the recent A Cloud for All event with over 1000 participants was essential to the gradual building up of a community of practice to create ownership of the Cultural Heritage Cloud.
Following the event, more than 1200 cultural heritage experts signed up to work with us regularly, resulting in an increase in the number of experts who are now part of the Cultural Heritage Cloud community. This community will aim at working together with the Commission, EU countries, cultural heritage professionals, and their organisations to make the Cultural Heritage Cloud, its tools, and services a joint project.

The Cultural Heritage Cloud will speed up discoveries, facilitate understanding, enrich cultural experiences and promote access to Europe’s cultural treasures. It will also help unify the fragmented landscape of the cultural heritage research projects. This will be achieved by establishing a European infrastructure that facilitates the exchange of interoperable data between cultural heritage professionals and institutions.
The platform will provide a legally secure space where professionals can collaborate, create projects, and combine their research efforts to fully exploit the potential of Europe's rich cultural heritage.
Funding opportunities
The topics under the call HORIZON-CL2-2023-HERITAGE-ECCCH-01 aim to support the establishment of a European Collaborative platform for Cultural Heritage, by also contributing also to the vision and objectives of the Commission on a common European data space for cultural heritage .
For the purpose of this call, the collaborative space will be referred to as the “European Collaborative Cloud for Cultural Heritage” (ECCCH)

Horizon Europe | Research and innovation on cultural heritage and Cultural Creative Industries
Convinced that cultural heritage and the cultural and creative industries are an important part of the "social" dimension of democracy and sustainability, the Horizon Europe calls under this destination invite suggestions for policies and practices to address, at all levels of action, current challenges and provide innovative responses.
The Call “Research and innovation on cultural heritage and CCIs” invites proposals for five different actions:
- New European Bauhaus – Innovative solutions for greener and fairer ways of life through arts and culture, architecture and design for all
- Cultural and creative industries for a sustainable climate transition
- Leverage the digital transition for competitive European cultural and creative industries
- Europe´s cultural heritage and arts – promoting our values at home and abroad
- Strategies to strengthen the European linguistic capital in a globalised world
The application period for all different actions will run from 4 October 2023 until 7 February 2024.

Europe’s rich cultural heritage, with its common values, its wealth of monuments and sites and its creative diversity of traditions, crafts, arts, architecture, literature, languages, theatre, films and music, not only reflects our past but also shapes our present and builds our future. It is a creative way of cultivating independent thinking and dialogue, while promoting our interests across the world. Access to experience with cultural heritage contributes to social cohesion and inclusion, by strengthening resilience and the sense of belonging, bringing people together and improving well-being.
In the Pillar II Global Challenges and European Industrial Competitiveness of the Horizon Europe, among the Cluster 2 Culture, Creativity and Inclusive Society , the Destination: Innovative Research on European Cultural Heritage and Cultural and Creative Industries – Building Our Future from the Past adresses calls on the cultural heritage research and science.
General Recommendation
Proposals under this destination should consider and promote in a cross-cutting way, and whenever appropriate and applicable:
- The use of digital and cutting-edge technologies;
- An active and sustainable engagement with stakeholders, social innovators and citizens;
- The active involvement of local, regional or national authorities and sectoral social partners, particularly in the uptake and implementation of research results and recommendations;
- clear strategy for the uptake of research outcomes, recommendations or results, in particular where CCIs are participating or are concerned;
- Training and education activities for targeted groups of users and/or stakeholders;
- A robust plan for how projects will use or build on outputs and results from research already undertaken and technology already available;
- Increased participation of CCIs, SMEs and industry;
- Lessons learnt from the COVID-19 crisis in view of a sustainable management of the post-crisis society;
- Contribution to the European Green Deal, the New European Bauhaus as well as the Sustainable Development Goals.

Some Horizon Europe budgets are structured in response to policy ambitions (“destinations”) and deployed through calls for proposals targeting more specific thematic/sector (“Topics”). Thus, your application must be linked to a topic of a call for proposals.
Various categories of projects are eligible:
- RIA, Research and Innovation Actions: Basic and applied research / Technology development and adoption / Testing and validation of a prototype in the laboratory.
